UN calls for calm as violence flares in South Sudan

The United Nations has called for calm as it reported deadly clashes in South Sudan have killed civilians and wounded a peacekeeper.

Fighting broke out between the South Sudan People’s Defence Forces (SSPSF) and “armed youth” in Nasir in Upper Nile state – which borders Sudan – on February 14 and 15, the UN mission in South Sudan (UNMISS) said in a statement on Monday.

The oil-rich but impoverished nation, which achieved independence only in 2011, is plagued by instability with frequent clashes and political infighting.

The UN did not identify the armed groups that clashed with the SSPSF, a national military force led by President Salva Kiir, head of the country’s unity government.

The statement said some fighters used “heavy weaponry which has, reportedly, resulted in deaths and injuries to civilians as well as armed personnel”.

It did not give any details on the number of people hurt, but added that a UN peacekeeper on a scheduled patrol was wounded during mortar shelling.

Nicholas Haysom, special representative of the UN secretary-general and head of UNMISS, called for an immediate end to the violence.

“I urge all involved to demonstrate restraint and immediately restore calm. I also strongly condemn any violence against our peacekeepers and reiterate that such actions constitute a violation of international law,” said Haysom.

The UN statement also warned of “persistent tensions” in Western Equatoria state – on the other side of the country – between “organised forces”. It did not give further details.

Haysom said the situation in both locations underscored the need for the full deployment of South Sudan’s unified armed forces.

The country endured a vicious five-year civil war between Kiir and his bitter rival, Vice President Riek Machar. A 2018 peace deal required the unification of armed forces ahead of repeatedly delayed elections.

UNMISS has said the unification of the army has yet to be achieved.

Be calm, CSM and Cholera outbreaks under control

The Minister of Health, Kwabena Mintah Akandoh, has reassured the public that the current outbreaks of Cholera and Cerebrospinal Meningitis (CSM) is under control.

He emphasised that the Ministry of Health, the Ghana Health Service and donor agencies, are actively addressing the situation.

Mintah Akandoh stressed the importance of ongoing public awareness and urged citizens to maintain clean environments, particularly as the rainy season nears, to prevent further disease outbreaks.

He also encouraged people to seek medical attention promptly if they suspect any symptoms of these diseases.

In a media briefing on Tuesday, February 18, following the receipt of medical supplies from the World Health Organisation (WHO) aimed at combating CSM in the Upper West Region, the Health Minister called on donors and the business community to assist in managing the health crises.

“I can confidently say that the situation is absolutely under control. Our health professionals are on top of the issue, and as we have already indicated, WHO has also dispatched some technical assistance to us, and we will be moving all of them to the northern part of the country,” stated Akandoh.

“Again, we have enough antibiotics that we can use to cure the outbreak, but what we have consistently been advocating is the early reporting to health facilities,” he added.

Akandoh’s call for calm and cooperation underscores the efforts being made to control the outbreaks and highlights the critical role of public cooperation in ensuring the effectiveness of these measures.

OSP removes Ofori-Atta from wanted list

0

The Office of the Special Prosecutor (OSP) has officially removed former Finance Minister Ken Ofori-Atta from its wanted persons list after his legal team communicated his scheduled return to Ghana in May 2025.

This announcement follows a period of uncertainty about Ofori-Atta’s whereabouts, which led the OSP to declare him wanted as part of its investigation into corruption-related offences.

The former minister had been under investigation for alleged financial misconduct during his time in office, but his exact location had been unclear, complicating efforts to proceed with the inquiry.

However, following communications from Ofori-Atta’s lawyers on February 18, 2025, the OSP confirmed that the former minister would return to Ghana on a specified date in May. His legal representatives assured the OSP that Ofori-Atta is fully committed to cooperating with the investigation upon his return.

This development marks a significant shift after the OSP initially declared Ofori-Atta a fugitive from justice on February 12, 2025. The OSP had previously directed the former finance minister to attend a scheduled interview in Accra regarding the corruption-related investigations.

The situation changed dramatically after Ofori-Atta’s legal team communicated his intention to return voluntarily to Ghana. The OSP, in response, deemed the stated return date reasonable and agreed to reschedule the interview accordingly.

Consequently, Ofori-Atta has been removed from the OSP’s wanted list and is no longer considered a fugitive from justice—pending his voluntary return.

The OSP also made it clear that if Ofori-Atta fails to return to Ghana or attend the rescheduled interview, he will be re-entered on the wanted list and considered a fugitive from justice once again.

The OSP stressed that it will take all necessary legal actions to ensure his return and participation in the investigation.

President John Dramani Mahama President John Dramani Mahama

President John Dramani Mahama has issued a public apology to Faith-Based Organisations (FBOs) for the delayed invitation to the National Education Forum in Ho.

Speaking at the forum’s opening on Tuesday, February 18, 2025, the president expressed regret on behalf of the planning committee for the oversight, acknowledging that faith-based organisations are critical stakeholders in the national education conversation due to their ownership of several schools.

“Let me express my sincerest apologies on behalf of the planning committee of the forum to our stakeholders from the faith-based organisations for the unpardonable omission in your delayed invitation to this forum. I am aware that the omission was swiftly addressed, but you still deserve an unqualified apology for this oversight. And since you are the purveyors of God’s mercy on earth, I’m sure you have forgiven us,” he stated.

He reassured the organisations of his inclusive approach to addressing the country’s education issues and expressed confidence in their understanding and forgiveness.

“We know you are important stakeholders because you own some of the schools. Therefore, this educational forum is essential to ensure we carry everyone together,” he noted.

President Mahama further emphasised the importance of the National Education Forum, noting that it would serve as a platform for addressing the longstanding challenges facing the education sector.

“I am committed to ensuring that all who are concerned about education in Ghana have an opportunity to contribute meaningfully to shaping the policies and programs that will deliver the kind of education we all want. I’m gratified that this has become a reality, and I stand before you today to officially open the National Education Consultative Forum with great pleasure and a deep sense of purpose,” he stated.

The Ghana Catholic Bishops’ Conference (GCBC) and the Christian Council of Ghana (CCG) have expressed disappointment over their exclusion from the National Education Forum, a significant event aimed at addressing challenges in Ghana’s education sector.

Close to 300 stakeholders from the education sector and related fields are participating in the forum, themed, “Transforming Education for a Sustainable Future.”

Govt to introduce National Standardised Test to prepare pupils before BECE

0

Education Minister Haruna Iddrisu has announced plans to introduce what he called a National Standardised Test in basic schools to prepare students for the Basic Education Certificate Examination (BECE).

The exams will be conducted for students in class 2, class, 4, class 6, and JSS 2.

Speaking at a public forum on Monday, February 17, Haruna Iddrisu indicated that the National Standardised Test is aimed at psychologically preparing pupils for the BECE and many other national tests.

“I am also happy to announce that a national standardized test will be introduced in Ghana to P2, P4, P6 and JSS2. And the intention is simple. You don’t want to tell the child that the only time he is asked to write exams is to prepare for BECE and get ready for BECE when the child has never gone through even the psychological environment of an examination room.

“Therefore, we intend to introduce the NST, a national standardised test, which will introduce children to prepare for the world of an examination.”

March 31 deadline for asset declaration is too far – Martin Kpebu

0

Private legal practitioner Martin Kpebu has criticised the March 31 deadline set by President John Mahama for government appointees to declare their assets, describing it as too far off.

Mr Kpebu argued that the constitution requires appointees to declare their assets before assuming office, not months after.

Speaking on The Pulse on JoyNews on Tuesday, February 18, he referred to Article 286(1) of the 1992 Constitution, which states that public office holders must submit a written declaration of their assets and liabilities to the Auditor-General “before taking office.”

“The March 31 deadline is too long. The Constitution is clear, it should be done before taking office. Initially, we heard two weeks, but now it has been pushed to the end of March 31st. We can do better,” Mr Kpebu said.

He explained that while Act 500, the Public Office Holders (Declaration of Assets and Disqualification) Act, allows up to six months for asset declaration, that law contradicts the constitution. He emphasised that the constitution is the supreme law, and any law inconsistent with it is void.

Mr Kpebu further noted that civil society activist, Mensah Thompson, has already challenged the six-month provision in court, and the Supreme Court is expected to give a ruling on the matter.

He stressed the importance of immediate asset declaration, warning that delaying the process exposes appointees to corruption.

“When ministers assume office, big contractors quickly come around to introduce themselves, and business deals start almost immediately. Delaying asset declaration gives room for questionable transactions,” he added.

Mr Kpebu called on President Mahama to reconsider the March 31 deadline and ensure that asset declarations align strictly with the constitutional requirement.

“We should appeal to the President to look at this again. The constitution is the supreme law, and we must follow it,” he said.

Mama Esther reveals reasons behind nine-year absence from music scene

Legendary gospel musician, Esther Boakye, known widely as Mama Esther Legendary gospel musician, Esther Boakye, known widely as Mama Esther

Legendary gospel musician, Esther Boakye, known widely as Mama Esther, has provided insight into her absence from the Ghanaian music scene.

The legendary gospel musician has been absent from the music space since releasing four albums nine years ago.

In an interview with Zionfelix, Mama Esther outlined a number of reasons behind her protracted hiatus from the industry.

She mentioned the four albums released on her 50th birthday as the major reason behind the break, as she wanted her fans and gospel music lovers to exhaust all the songs on those albums.

“It’s been nine years since I released a song. Initially, it was a 2-year interval, but it changed to nine years because of something that happened during my 50th birthday. I marked my 50th birthday with the release of four albums.

“The albums included Pentecost Volume 1 & 2, and I did that because I had done the music thing for 15 years without projecting music from my church. People thought I wasn’t proud of my Pentecostal heritage, so I decided to dedicate those albums to music from my church. I also released Best of Mama Esther and Me Lazarus Besore, so there were four albums. I realized the songs were too many to be digested within just two years, so I decided to give it some space and allow people to enjoy the songs.

“Secondly, the current generation seems to love my music. On TikTok and other social media platforms, I see them enjoying some of the old songs I didn’t promote, so I decided to take a break and allow them to enjoy it,” she said.

Mama Esther, who is set to mark her 59th birthday with a single track dubbed “Nyame Nye Mistake,” disclosed that the song is an expression of her gratitude to her teeming fans who have kept her ministry alive for the past nine years.

She explained that the song, which will be released on her 59th birthday which is February 21, 2025, is meant to motivate Christians and gospel music lovers, assuring them of the faithfulness of God.

In “Nyame Nye Mistake,” Mama Esther offers a poignant message of trust and surrender to divine will. The song’s lyrics encourage listeners to find solace in the belief that every life event unfolds according to a higher purpose, even when circumstances are challenging.

OSP removes Ken Ofori-Atta from list of wanted persons

Ken Ofori-Atta, Former Minister of Finance Ken Ofori-Atta, Former Minister of Finance

The Office of the Special Prosecutor (OSP) has removed former Minister of Finance, Ken Ofori-Atta, from its list of wanted persons following a communication from his legal team confirming his voluntary return to Ghana.

On Tuesday February 18, 2025, Ken Ofori-Atta’s lawyers transmitted a communication to the OSP, providing a definite date for his return to the country.

The OSP, in response to the communication, deemed Ken Ofori-Atta’s stated return date reasonable under the circumstances.

Consequently, the OSP rescheduled the date for Ken Ofori-Atta’s attendance, aligning it with his voluntary return.

As a result of this development, Ken Ofori-Atta has been removed from the OSP’s list of wanted persons and is no longer considered a fugitive from justice, pending his return on the agreed date.

The OSP in a letter said, “If Mr. Ofori-Atta fails to voluntarily return to the jurisdiction on or around his stated date, or if he fails to attend the OSP on the rescheduled date, he will be re-entered on the OSP’s wanted list. The OSP will then consider him a fugitive from justice and take all necessary legal steps to secure his return and ensure his attendance at the OSP’s office.”

The OSP reaffirmed its commitment to accountability, emphasizing that all actions will be guided by due process and fairness.

Background

At a press conference in Accra on Wednesday, February 12, 2025, Special Prosecutor Kissi Agyebeng disclosed that all indications suggest Ofori-Atta has absconded from Ghana to evade investigations into alleged corruption.

He stated that Ofori-Atta has two choices; either return to the jurisdiction voluntarily or face the consequences.

The former finance minister is under investigation regarding contractual arrangements between Strategic Mobilization Ghana Limited and the Ghana Revenue Authority (GRA) for revenue assurance in the petroleum and minerals sectors.

Another investigation concerns the termination of a contract between the Electricity Company of Ghana (ECG) and Beijing Technology Limited for distribution loss reduction and network improvement.

He is also being investigated over procurement, payments, and activities related to the controversial National Cathedral project.

Additionally, he has been linked to contracts awarded by the Ministry of Health initially through the Ministry for Special Development Initiatives to Service Ghana Auto Group Limited for the purchase and maintenance of 307 Mercedes-Benz Sprinter 305 CDI ambulances for the National Ambulance Service.

Furthermore, the OSP is examining payments made from and the utilization of the Ghana Revenue Authority’s tax refund account.

Following these allegations, Special Prosecutor Kissi Agyebeng demanded Ofori-Atta’s immediate return to Ghana to face investigations.
