Ghana’s January 2025 Inflation 23.5%

Ghana’s consumer inflation has slowed for the first time in five months, registering a year-on-year rate of 23.5% in January 2025, according to data from the Ghana Statistical Service.

This marks a slight decrease from the 23.8% recorded in December, ending a streak of four consecutive months of rising inflation.

Government Statistician Samuel Kobina Annim addressed the press, noting that the decline was primarily driven by a slowdown in non-food inflation.

“Although the rate of inflation has decreased by 0.3 percentage points, the figure of 23.5% remains the second highest in the last nine months,” Mr. Annim stated, adding that food prices continue to rise.

The Food and Non-alcoholic beverages inflation rate recorded a year-on-year inflation rate of 28.3% in January 2025. The Non-Food group recorded a year-on-year inflation rate of 19.2% in January 2025.

At the regional level, the year-on-year inflation rate ranged from 17.1% in the Volta Region to 34.3% in the Upper West Region. Eight regions recorded an inflation rate above the national average of 23.5%.

Inflation on locally produced items was 25.7%, inflation on imported items 18.4%.

Ghanaian gospel musician Celestine Donkor has revealed that she was scammed by Papaye’s online food service. In a self-recorded video, Celestine shared how she tried to order food for her nieces’ birthday from the Lapaz branch of the popular restaurant. She called a number listed on their website and placed an order, agreeing to pay upon pickup. However, the person on the other end told her to pay upfront for her order to be processed faster. After paying, Celestine realized that the number she sent the payment to wasn’t actually connected to Papaye.

“I called back, and they claimed to be Papaye using the manager’s number, telling me to enter a code to confirm my order. That’s when I realized I’d been scammed,” Celestine explained. She then drove to Papaye Lapaz to report the incident, but when she spoke to the staff, they showed no concern or willingness to help. “Their attitude made it clear that they were involved in the scam,” she said. Celestine also revealed that her mobile money account was blocked due to unusual activity, and airtime was transferred to the scammers, similar to a case involving actress Ahuofe Patricia.

Ahuofe Patricia had also shared her experience of being scammed after ordering food online from the Papaye branch at Frafraha. She received a call from a man asking for a code to confirm her order, and after she refused to share the code, she received multiple messages about airtime transfers and attempts to authorize a GHC300 transaction. Her SIM card was eventually blocked for entering wrong codes. When she informed the Papaye staff about the scam, they acknowledged that other customers had been affected but showed no urgency in assisting her.

Both Celestine Donkor and Ahuofe Patricia have urged the public to be cautious when using Papaye’s online service, as their experiences highlight a worrying pattern of fraudulent activity.

Vetting chaos: Ayariga capable of leading 9th Parliament

Member of Parliament for Tolon, Habib Iddrisu, has commended Majority Leader Mahama Ayariga for his leadership in handling the recent vetting chaos.

Speaking on Eyewitness News on Citi FM on Monday, February 3, Iddrisu lauded Ayariga’s ability to navigate the situation, demonstrating his capacity to lead the 9th Parliament.

He noted that Ayariga’s willingness to engage on the matter reflected strong leadership and a commitment to resolving tensions.

“In fact, I must commend the Majority Leader. He has shown leadership; he has exhibited that he is capable of leading us in the 9th Parliament because he reached out, and then they are supposed to meet and discuss this issue so that we will be able to see a way forward,” Iddrisu stated.

He also criticised Speaker Alban Bagbin for overstepping his powers with the suspension of certain Members of Parliament, describing the decision as harsh and lacking constitutional and procedural legitimacy.

“The speaker has outreached his powers; the suspension was too harsh. The speaker doesn’t have that power under the constitution and the standing orders,” Iddrisu said.

Lawsuit against current Commissioner-General of GRA withdrawn

The path has been cleared for Anthony Kwasi Sarpong to continue acting as Commissioner-General of the Ghana Revenue Authority (GRA) following the withdrawal of a lawsuit challenging his appointment.

The case, filed by private citizen Emmanuella Sarfowaah, sought to overturn President John Dramani Mahama’s decision to appoint Mr. Sarpong, citing alleged conflicts of interest.

However, legal documents filed at the High Court, confirm that the suit has been wholly discontinued, paving the way for the Commissioner-General to focus on executing his mandate. 

Mr. Sarpong was appointed by President John Dramani Mahama on January 21, 2025. His vast experience as a Chartered Accountant and tax expert made him an ideal candidate to lead Ghana’s tax administration, but concerns were raised over his long-standing ties to KPMG, where he served as a Senior Partner.

The plaintiff had argued that his previous role created a conflict of interest, particularly because KPMG has had consulting engagements with the GRA. 

However, Mr. Sarpong’s official resignation from KPMG, announced on January 31, 2025 appears to have dealt a blow to the lawsuit, weakening its foundation and prompting its eventual withdrawal. Legal analysts suggest that his resignation eliminated any potential conflict, leaving little room for a meritorious challenge against his appointment.

The GRA staff welcomed the new Acting Commissioner-General upon his appointment by President Mahama and expressed confidence in his ability to revamp the institution and enhance revenue mobilisation. Insiders at the authority say morale is high, as employees see his leadership as an opportunity for modernization and transformation. 

Mr. Sarpong is now set to usher GRA into its next phase of revenue generation, aligning with the government’s broader economic strategy.

His leadership is expected to focus on enhancing tax compliance, leveraging technology for efficiency, and strengthening enforcement measures to maximize revenue collection.

36-year-old teacher sentenced 10 years for stealing over GH¢200,000 from bank

A 36-year-old teacher, John Ankomah Boateng, has been sentenced to 10 years imprisonment with hard labour, by the Bekwai Circuit Court, for robbery.

He is said to have stolen over GH¢238,550 from the Bosomefreho Rural Bank Limited, using the GhanaPay app, despite having a balance of only GH¢2.23 in his account.

Boateng, a teacher at Freso SDA Junior High School, pleaded guilty to the charge.

The court, presided over by His Honour Isaac Apietu, handed down the sentence after the prosecution, led by Detective Chief Inspector Eric Twum, presented the case.

The incident occurred between February 9 and February 26, 2024, and was reported to the Ashanti South Regional CID on February 28.

Boateng was subsequently arrested on March 13, 2024.

During interrogation, Boateng confessed to the crime, revealing that he transferred large sums to individuals for safekeeping, including GH¢10,000 to one Isaac, GH¢5,000 to Kwaku, GH¢20,000 to Duah, and GH¢5,000 to Neymar, according to a report by starrfm.com.gh.

He also admitted to sending GH¢40,000 to a travel agent to process travel documents.

Charged with stealing, Boateng was arraigned before the Bekwai Circuit Court, where he pleaded guilty and received a 10-year prison sentence with hard labour.

“You cannot have patience for such an act, especially when we’ve had quite a serious incident in the past, a repeat of any kind should be condemned and not at a time we are trying to bring back the love that we want Ghanaians to have for our sport.

“Acts such as this send us way back and we must not accept it. This is very condemnable. It must not be tolerated and we must not, in any way, find any excuse or soever for what happened yesterday,” he said.

Adams stressed the urgent need for improved security and emergency response measures at stadiums to prevent similar tragedies in the future.

“It is a wake-up call to look at our security at stadia. We will have to review security at stadia and see to improving security at our stadia and also emergency responses. We need to review all these and make sure we bring it to standard,” he added.

In the aftermath of the incident, the Ghana Football Association (GFA) has indefinitely suspended the use of Nana Konamansah Park and taken disciplinary action against both Nsoatreman FC and Asante Kotoko.

Former Tamale Central MP, Inusah Fuseini, has criticised the language used by Minority Leader Alexander Afenyo-Markin, calling it overly aggressive and unhelpful.

According to Fuseini, such rhetoric fosters irrational thinking and behavior among Minority members.

His remarks come in the wake of the chaos that erupted during the vetting on January 30, 2025, which led to Speaker Alban Bagbin suspending three Minority MPs and one Majority MP.

Fuseini told Umaru Sanda Amadu in an interview on Eyewitness News on Citi FM on Monday February 3, that “Afenyo-Markin’s language is too belligerent to condition rational thinking and behavior among his members.”

“I will advise that they adopt a lesser belligerent tool. The psychology of emotions is that when your leader is so belligerent, he works his members up, and probably that worked the members up.”

He pointed to the incident involving the clerk of the committee as an example of the consequences of using overly aggressive language.

“You saw before the distraction what happened to the clerk of the committee,” he noted.

Fuseini advised the Minority Leader to adopt a less belligerent approach, suggesting that it is possible to make a strong case without evoking emotions.

“So I would advise the minority leader to be less belligerent. You can make your case as forcefully as you can without evoking emotions,” he added.

Let us consider the success of Rwanda’s Digital Ambassadors Programme, which achieved an 85% employment rate among participants. By implementing similar structured transition pathways, complemented by targeted fiscal incentives for employers and strategic deployment of international donor funding, Ghana can establish itself as the benchmark for youth employment policy in West Africa.

Elevating Technical Education from Stigma to Strength

The marginalisation of technical education represents perhaps Ghana’s greatest missed opportunity. Data from Germany’s dual education system demonstrates that countries with robust TVET frameworks consistently maintain youth unemployment rates below 7%. Proposed reforms to introduce an innovative employability certification scheme, benchmarked against international standards and validated by industry leaders, coupled with entrepreneurial incubators and quarterly national TVET expositions, will create a self-reinforcing ecosystem ofskill development and enterprise creation. Early pilots in Greater Accra have shown promising results, with certified TVET graduates commanding starting salaries 40% higher than their traditionally educated peers.

Digital Transformation: Beyond Basic Literacy

In today’s hyper connected economy, basic digital literacy no longer suffices. A digital

empowerment strategy positioning Ghana as West Africa’s premier digital services hub,

achieved through strategic partnerships with global technology firms and initiatives like the “1

Million Coders” programme, will yield promising results. Independent Pilot programmes, where

participating youth have secured remote working contracts with firms across three continents,

are ready for scaling. The strategy implements a three-tiered digital skills framework:

  • Foundation: Universal basic coding and digital literacy
  • Specialization: Advanced technical training in high-demand areas
  • Innovation: Incubation support for tech entrepreneurs

Leadership Development: The Missing Catalyst

Sustainable economic transformation requires more than technical capability—it demands visionary leadership. Capacity-building initiatives pairing emerging young leaders with seasoned professionals through structured mentorship programmes. This goes beyond conventional mentoring to include practical exposure to governance challenges, strategic decision-making, and ethical leadership principles.

Drawing from my decade of experience in HR consultancy across Africa, I’ve observed that successful youth empowerment programmes share one crucial element: they treat young people not as beneficiaries, but as architects of change. The programmes that yield the most impressive results are those that embrace youth agency whilst providing structured support.

The Economic Imperative

Recent analysis suggests that successful implementation of this vision for the country could yield:

  • A 15-20% reduction in youth unemployment within 36 months
  • Generation of 50,000 new enterprises over five years
  • Potential GDP growth contribution of 2-3% annually

The Path Forward

Ghana’s government now faces a clear choice: embrace bold, transformative action or risk squandering its demographic dividend. Success demands unprecedented cooperation between government ministries, private sector partners, civil society organisations, and international development agencies. However, the cost of inaction—both economic and social—far exceeds the investment required. As Ghana stands at this crossroad, may it choose the path of bold action and strategic investment in its youth. For in doing so, it invests not merely in individuals, but in its very future.

Suspension of MPs violated standing orders, fair hearing – Afenyo-Markin to Bagbin

Minority Leader Alexander Afenyo-Markin has raised serious concerns regarding the suspension of three Minority Members of Parliament (MPs) by Speaker Alban Bagbin.

In a detailed statement to Bagbin on Monday February 3, Afenyo-Markin argued that the Speaker’s order violated the Standing Orders on disciplinary procedures and the MPs’ right to a fair hearing.

Afenyo-Markin pointed out that the Standing Orders of Parliament provide clear and unambiguous procedures for disciplining members.

Orders 33, 129, and 130 state that allegations of disorderly conduct or contempt of Parliament must be referred to the Committee of Privileges and Immunities. The Committee must then conduct an investigation and submit its report, and a decision on sanctions must be debated and voted on by the House before taking effect.

“Rt Hon Speaker, it is my respectful contention that these procedural safeguards were disregarded. Instead of following due process, you exercised unilateral authority to suspend Members, a course of action that is inconsistent with established parliamentary practice and lacks procedural legitimacy,” Afenyo-Markin stated.

He further argued that the suspension violated Articles 19 and 23 of the 1992 Constitution, which guarantee the right to a fair hearing and the duty of administrative bodies to act fairly and reasonably.

Afenyo-Markin cited the Supreme Court case Awuni v West African Examination Council, which upheld the principle of acting fairly and reasonably.

“Rt Hon Speaker, in view of the aforementioned authorities, it follows that by suspending the four Members without a formal investigation and without affording them a chance to defend themselves, the process violated Article 19(1): Right to a fair hearing before an impartial body, Article 19(2)(c) & (d): Right to be informed of charges and given time to respond, Article 23: Duty to act fairly and reasonably, and Standing Order 36: Which requires that suspension beyond a day follows proper investigation,” he stated.

Afenyo-Markin emphasised that the affected Minority Members, Frank Annoh-Dompreh, Jerry Ahmed Shaib, and Alhassan Sulemana Tampuli, were not granted the due process required by law, raising serious questions about procedural fairness and legitimacy.

He called on Speaker Bagbin to reconsider the actions taken and ensure that the credibility of Parliament is upheld.

Portuguese Primeira Liga side Estrela da Amadora have officially announced the signing of Ghanaian centre-back Semeu Commey from third-tier club CD Trofense.

The 20-year-old defender has penned a three-year contract, which will keep him at Estadio Jose Gomes until 2028.

The club confirmed the deal on their official website, stating, “Semeu Commey is the latest star signing and signs until 2028.”

A search of Agyemang Duah Owusu’s residence led to the retrieval of two dresses with suspected bloodstains and an MP 23 pistol with 15 rounds of ammunition, further intensifying the ongoing probe into the deadly altercation.

To expedite the case, the Criminal Investigation Department (CID) Headquarters has deployed a special team to assist the Bono Regional Police Command in uncovering the full details surrounding the violence.

Victor Asare Bampoe takes over from Da Costa Aboagye as NHIA CEO

Dr Victor Asare Bampoe has been appointed as the new Chief Executive Officer (CEO) of the National Health Insurance Authority (NHIA), succeeding Dr Da Costa Aboagye.

Dr Bampoe, a seasoned physician and public health specialist, brings a wealth of experience to the role.

Dr Bampoe previously served as the Deputy Minister of Health and has held various leadership positions in global health organisations.

His appointment comes at a crucial time as the NHIA seeks to enhance its services and expand coverage under the National Health Insurance Scheme (NHIS).

Dr Bampoe, a former student of Achimota School, earned his medical degree from the University of Ghana Medical School and a Master of Public Health from Johns Hopkins School of Hygiene and Public Health in the United States.

He has worked in both national and international healthcare institutions. He was a Senior Fund Portfolio Manager at the Global Fund to Fight AIDS, Tuberculosis, and Malaria in Geneva, Switzerland. In June 2014, he became the Deputy Minister of Health under the Mahama administration, where he helped improve Ghana’s healthcare policies and access to health services.

Before this, he worked with the Joint United Nations Programme on HIV/AIDS (UNAIDS), representing countries like Nigeria and Kenya, where he was the UNAIDS Country Director and Representative to UNEP and UN-Habitat.

During a meeting with NHIA management and staff, Dr. Bampoe emphasised his commitment to Ghana’s healthcare system and the National Democratic Congress (NDC) health manifesto, which focuses on universal health coverage, better healthcare financing, and a sustainable National Health Insurance Scheme (NHIS).

He stated, “There is an urgent need to uncap the NHIS levy to enhance healthcare access and quality of service delivery for all.”

Dr Bampoe is expected to implement strategies to expand NHIS coverage, especially for vulnerable populations, in line with the 2024 NDC health agenda.

He takes office at a crucial time, as global funding cuts threaten key health programs, including HIV prevention. He sees this as an opportunity to innovate and make the most of available resources.

He also thanked the outgoing CEO for his achievements before starting a brief tour of the NHIA.

With his extensive experience in securing international health funding and implementing large-scale programs, Dr Bampoe is ready to strengthen Ghana’s health insurance framework for a more resilient and accessible system.

 

Upper East Regional communication bureau debunks Minister’s cash spraying allegation

The Upper East Regional Communication Bureau has debunked the Cash Spraying allegation on the just-ended welcome durbar held in Pwalugu on Sunday, 2nd February 2025, to usher into the region, the newly sworn-in Upper East Regional Minister, Hon. Donatus Akamugri Atanga.

According to them, The Durbar was a culturally significant and unifying event that brought together people from diverse political backgrounds, ethnic groups, and communities to welcome Hon. Akamugri in a grand procession from Pwalugu to Bolgatanga township.

The celebration was marked by traditional drumming, singing, and dancing, reflecting the rich local customs and heritage.

However, a statement issued by the communication bureau on February 2, lamented that certain media reports have inaccurately portrayed a cultural practice as an act of extravagance by the Minister.

To set the record straight, the Upper East Regional Communication Bureau stated, “In the Upper East Region, it is customary for attendees to offer money to traditional performers as a token of appreciation. These performers are not pre-paid but rely on such contributions.  The money given to the performers was not Hon. Akamugri’s funds, it was handed to him by the NDC Regional Vice Chairman, Mr. Issaka Haruna. The amount consisted of GHS 5 notes, totalling GHS 100.”

Due to the harmattan winds, they noted that the notes were briefly scattered, creating an unintended visual impression that has been misrepresented as deliberate “cash spraying” and that Only Ghanaian cedi notes amounting to GHS100 were involved, no foreign currency was used.

The misinterpretation of this cultural gesture they lamented is unfortunate, and urged the media to verify facts before disseminating misleading narratives.

The Ghana Police Service has arrested former Minister of Employment and Labour Relations, Ignatius Baffour Awuah, along with two others, in connection with a violent clash during a football match that resulted in one death.

The incident occurred on February 2, 2025, during a match between Nsoatreman FC and Kumasi Asante Kotoko FC at Nsoatre in the Bono Region.

The other suspects, identified as Agyemang Duah Owusu and Kyeremeh Joseph, are also in police custody.

In a statement issued on February 3, the police confirmed that all three suspects are assisting with investigations.

“A search conducted in the room of suspect Agyemang Duah Owusu led to the retrieval of two dresses with suspected bloodstains and an MP 23 pistol with 15 rounds of ammunition.”

The Inspector-General of Police, Dr. George Akuffo Dampare, has expressed condolences to the family of the deceased and the leadership of Kumasi Asante Kotoko FC. He assured them of a comprehensive investigation.

A special team from the Criminal Investigation Department Headquarters has been deployed to assist the Bono Regional Police Command in the ongoing investigation.

The game, which ended in a 1-0 defeat for Kotoko, was marred by heated confrontations both on and off the pitch.

Korle Bu announces temporary suspension of cold room services for refurbishment

The Management of Korle Bu Teaching Hospital has announced the temporary suspension of its cold room facilities to facilitate refurbishment aimed at improving service delivery.

In a statement issued on February 3, 2025, the hospital informed the public, particularly bereaved families, that it “would be unable to accept fresh bodies or Brought-in-Dead (BID) cases during this period. However, the restriction does not apply to cases originating from the hospital itself.”

The statement noted that the refurbishment will be completed within six weeks.

Consequently, the hospital has urged bereaved families with deceased relatives who have been in the mortuary for three to six weeks or longer to make immediate arrangements for burial or transfer to alternative facilities.

“We sincerely apologise for any inconvenience this may cause and appreciate your cooperation as we work to enhance our services,” the hospital management stated.

ORAL did not deploy drones to surveil Afenyo-Markin’s properties

Private legal practitioner and member of the Operation Recover All Loot (ORAL) team, Martin Kpebu, has refuted allegations made by Minority Leader, Alexander Kwamina Afenyo-Markin, that the committee deployed drones to surveil his private properties, labeling the claim as baseless.

According to a report by citinewsroom.com, he made these remarks during a recent interview.

He clarified that the ORAL committee has not engaged in any such activities.

“It is false. The ORAL committee has not sent any drones to spy on the Minority Leader’s properties. It is not true at all. Looking at the members of the team, you can hazard that the committee will not do something ridiculous like that, so let’s disregard it. We do not own any drones as a committee at all,” he stated.

The private legal practitioner further dismissed claims that ORAL had secretly deployed additional members to operate on its behalf.

“We do not have any members aside from the committee members working for us. Since it is a democracy, claims like that are made for strategic reasons,” he explained.

The five-member ORAL team, chaired by the Member of Parliament of North Tongu, Samuel Okudzeto Ablakwa, has been mandated by President John Dramani Mahama to recover state property unlawfully acquired by officials of the outgone government.

Former Fulham and USA star Clint Dempsey has surprised fans by showcasing his pidgin-speaking skills, thanks to lessons from former Ghanaian international John Paintsil.

The two shared a dressing room during their time at Fulham, and Dempsey picked up a few pidgin phrases along the way.

Speaking as a panelist over the weekend, Dempsey demonstrated his knowledge of the popular Ghanaian slang.

In a video shared by BBC’s Eniola Aluko, the American can be heard saying “Chale,” a widely used phrase in Ghanaian pidgin.

Although Dempsey and Paintsil were teammates at Fulham, they also found themselves on opposite sides of the pitch at the World Cup.

Paintsil faced his former clubmate in the 2006 and 2010 World Cup tournaments when Ghana met the USA in the group stage and Round of 16, respectively.

Paintsil emerged victorious on both occasions. However, in 2006, Dempsey nearly shattered Ghanaian hearts when he scored an equalizer for the USA in the final group-stage match.
