Bus crash in Bolivia kills at least 30 people

More than 30 people have been killed in a bus crash on a mountain road in Bolivia, police say.

The driver likely lost control of the vehicle, causing it to plunge almost 800 meters (2625 ft) in the southwestern district of Yocalla, an officer said.

Fourteen were also injured, including four children, an official from a local hospital said in a video.

Bolivia has notoriously dangerous roads, particularly in mountainous areas.

The accident happened between the cities of Potosi and Oruro, police said.

Officials believe that the crash could have been caused by speeding, with the driver “unable” to control the bus, police colonel Victor Benavides told the AFP news agency.

This is believed to be the most serious road accident reported in the South American country so far this year.

Local news outlet Unitel reported that several of those injured are in a serious condition.

Deadly road accidents are common in Bolivia.

Last month, 19 people were killed when another bus came off a road, also near Potosi.

Road accidents kill an average of 1,400 people every year in the country of about 12 million inhabitants, according to government data.

The challenge before us

For decades, Ghana has been heralded as the ‘Black Star of Africa’, a symbol of stability and economic opportunity in a volatile world. 

And yet, recent years have tested that reputation. Capital is not patriotic; it flows where it finds security and returns. The decline in Ghana’s Foreign Direct Investment (FDI) from US$1.35 billion in 2022 to US$649.58 million in 2023 (https://gipc.gov.gh/)- signals a growing apprehension among investors. 

The World Bank’s Business Ready 2024 report highlights inefficiencies in business registration, permit issuance, and market competition as significant deterrents to investment. 

These challenges create an unpredictable business environment that erodes investor confidence. The international community watches with concern as regulatory inconsistencies, prolonged arbitration disputes, and the paralysis of essential infrastructure projects cast a shadow over Ghana’s future.

The world does not stand still, and neither can Ghana. The greatest nations of our time did not rise on potential alone—they thrived because they seized their moment with clarity, vision, and determination. Ghana must do the same and the new Government has the power and I believe, determination, to do just that.

A new era of digital progress

One such moment is upon us. Ghana stands at the threshold of a new digital era with the launch of 5G services—an essential step toward accelerating data growth and driving nationwide digitalization. 

This milestone will unlock new opportunities for innovation, entrepreneurship, and economic development, positioning Ghana as a leader in Africa’s digital transformation. 

The rollout of 5G aligns with the country’s Digital Agenda 2030 and the African Union’s Agenda 2063, marking significant progress toward a more connected and prosperous future. 

Next Gen Infraco (NGIC), as the country’s only licensed 5G wholesale enabler, will play a key role in supporting this transformation.

But progress is not guaranteed. A promising future can be derailed by hesitation. If the regulatory environment remains unpredictable, if contract sanctity continues to be questioned, and if bureaucratic inefficiencies are left unresolved, then this moment of transformation will slip through our fingers. 

Investors do not seek guarantees of success, but they do demand fairness, transparency, and consistency. The government must ensure that these principles are upheld, for they are the foundation upon which great economies are built.

The gravity of commitment

One of the most pressing concerns in Ghana today is the issue of contract enforcement. The US$251 million owed to American companies, that US Senator James, E. Risch stated recently is not just a financial liability—it is a test of credibility. 

The global business community watches closely. Will Ghana reaffirm its reputation as a reliable partner, or will it send a message that agreements are fleeting and obligations optional? The answer to this question will shape our investment decisions.

Nations that uphold the rule of law flourish. Those that waver in their commitments find themselves isolated, struggling to regain trust. Every investor, whether Ghanaian or foreign, asks one fundamental question: “Will my investment be protected?” The answer must be a resounding yes, anything less will lead businesses to reconsider not only future investments in the country but, more critically, their existing commitments.

The call for leadership

Ghana is no stranger to adversity. Its people are resilient, its potential boundless. But the prosperity of tomorrow requires the courage to act today. 

The new administration has an opportunity—a duty—to take decisive steps that will shape the next decade.

First, regulatory frameworks must be strengthened and applied consistently. Policies need to be predictable, fair, and transparent.

Second, stalled infrastructure projects—especially those vital to digital and economic transformation—must be unlocked. The cost of inaction is far greater than the effort required to resolve disputes and move forward.

Third, Ghana must champion its role as a leader in Africa’s digital future. The NGIC 5G rollout is a testament to what is possible when vision meets determination. The government must work hand in hand with the private sector to build on this momentum, ensuring that connectivity infrastructure reaches every corner of the country.

A defining moment

History does not wait for those who hesitate. Ghana’s moment is here and now. The actions taken in the coming months will determine whether this nation rises as an economic powerhouse in Africa or lingers in uncertainty. 

To the policymakers, I say: choose progress over paralysis. To the regulators, I urge: uphold the rule of law and earn the confidence of investors. 

And to my fellow investors, I say: we stand ready to be part of Ghana’s future, but we do so with the expectation that our commitments will be met with the same certainty we offer in return.

Ghana’s potential is not in question. Its destiny, however, is in its own hands.

Ghana will not move forward if you give appointments to just anybody

Reggae musician and media personality Blakk Rasta has cautioned President John Dramani Mahama to avoid being pressured to give appointments to anyone claiming to have served the National Democratic Congress (NDC) despite not being qualified.

Speaking on his radio show on 3FM, Blakk Rasta expressed concern over what he described as ‘nepotistic tendencies’ and ‘undue pressure’ on the President just weeks into his term.

“If Mahama is not careful and just looks at the register of those who supported him to become President and gives them positions, this nation will never move forward.”

Blakk Rasta’s comments came as he called out popular serial caller and National democratic party (NDC) supporter, Appiah Stadium for allegedly pressuring President John Dramani Mahama to appoint him as head of security in the oil sector.

Frank Kwaku Appiah, popularly known as ‘Appiah Stadium’, came under fire after he publicly expressed his desire to be appointed as head of security in Ghana’s oil and gas sector.

In a viral video, Appiah Stadium revealed that he often seeks opportunities to meet former President John Dramani Mahama to remind him of his aspirations for a government role.

However, Blakk Rasta questioned Appiah Stadium’s qualifications for the role, stating, “What is Appiah Stadium’s qualification? His qualifications are that he supported the President to become President and that he is very close to the President. It is sad.”

He further emphasised that Appiah Stadium was not the only individual who contributed to President Mahama’s electoral success.

“Everybody knows how much Appiah Stadium staunchly supported the NDC and President Mahama. But he was not the only person who supported this man to become President. There are many other people who might not be seen by the lenses of the camera for TV and social media. If everybody were to come out and say what their contributions were, maybe Appiah Stadium would go home and hide,” Blakk Rasta stated.

The musician also highlighted the challenges facing the new administration, including an economy struggling with electricity issues and the former finance minister reportedly on the run, according to the Office of the Special Prosecutor (OSP).

He urged patience, saying, “The man just took office in less than two months. Instead of allowing him some space to deal with these issues, he is facing pressure upon pressure. I want this position; I want that position. What is wrong with you after just one month of being in power?

“If anybody who supports somebody to become President automatically gets whatever he wants, then your support is conditional. There is no love in any such conditionality.”

Speaking during an interview on Asempa FM monitored by MyNewsGh, Hon. Opoku shared his views on the matter, pointing to the financial strain and ethical questions surrounding such appointments.

“After an election loss, the last thing a government should be doing is appointing new individuals to positions that were never planned for,” Opoku remarked.

“The outgoing administration had already made adjustments to its budget for the year, so where exactly would the funds come from to pay for these appointments? It’s a practice that simply doesn’t make sense.”

The issue has become a hot topic, especially with the recent actions of the Nana Akufo-Addo administration, who made several last-minute appointments as their time in office came to a close.

Opoku’s concern isn’t just about the immediate financial implications but about the broader implications for governance. He emphasized the need for integrity in leadership, pointing out that such actions undermine public trust and complicate the work of the incoming government.

“If governments were honest with themselves, they’d stop this practice,” Opoku continued. “Instead of leaving a mess for the next administration to clean up, it’s important to think long-term about what’s truly in the best interests of the people.”

He also addressed the situation with the new administration under President John Dramani Mahama, which has taken a different approach.

Instead of hiring new personnel, the government has focused on restoring stability and prioritizing necessary spending within the budget. Opoku noted that this method would help alleviate unnecessary pressure on the public purse.

“Had there been no need for last-minute hiring, we wouldn’t see mass terminations or budgetary strain,” he added, stressing that the current government’s cautious approach was a more responsible and sustainable way to handle public service appointments.

Southampton forward Kamaldeen Sulemana has expressed his concerns about the team’s performance despite scoring a consolation goal in their 3-1 defeat to AFC Bournemouth in the English Premier League.

Sulemana featured in the encounter on Saturday and acknowledged that the team’s quality was not up to par.

“I think the coach was quite happy with the effort we put in. We gave our all, we created a lot of chances but obviously our quality wasn’t the best,” he said.

The Ghana international also reflected on his personal performance, stating that he needs to improve. “Me too, specifically, I think I had three shots, none of them was on target until the goal. I think I should do better personally, and we should take our chances better.”

Allow state agencies to probe ‘ghost names scandal’

The Director General of the National Service Authority (NSA), Felix Gyamfi, has urged The Fourth Estate to allow state agencies to complete their investigations into the ghost names scandal before drawing conclusions.

His remarks follow President John Dramani Mahama’s directive for an inquiry into 81,885 suspected ghost names on the NSA payroll.

Presidential Spokesperson and Minister of Government Communications, Felix Kwakye Ofosu, stated that the irregularities were uncovered during a headcount of active national service personnel.

The audit was initiated at the request of the Minister for Finance, Dr. Cassiel Ato Forson, as part of efforts to clear outstanding allowance arrears dating back to August 2024.

The scandal was first exposed in an investigative report by The Fourth Estate in November 2024, which revealed discrepancies between the officially announced number of eligible personnel and those actually deployed between 2018 and 2024.

For instance, in the 2017–2018 period, while 91,871 personnel were announced, only 88,000 were deployed, leaving a shortfall of 2,900. Additionally, several names were repeated multiple times in the NSA’s records, and individuals over 90 years old were registered for national service.

Speaking on The Point of View with Bernard Avle on Channel One TV, Mr. Gyamfi described these findings as “shocking” but warned that the credibility of the case could be undermined if the reported figures turned out to be inaccurate.

He urged The Fourth Estate to exercise patience and allow security agencies to verify the claims before making final conclusions.

“It’s shocking, despicable to say the least, but I have said in earlier discussions that The Fourth Estate has put out an allegation and it’s an allegation until it’s proven by the state. I think they should allow the state agencies to do the investigations as they should

“And then let the information come out properly. The president has asked the Bureau of National Investigations to do a proper investigation. My fear and worry is that there is a certain feeling that there are ghost names. But we want to secure convictions if the crimes have been committed by individuals.

“However, if we put numbers out that would turn out not to be true, the case would lose its credibility. And I’m beginning to be afraid about it.”

DDEP payments not due to Mahama’s directive but NPP’s strategic planning – Dr Amin Adam

The immediate past Finance Minister has dismissed claims that the decision to honour the fourth coupon payment to Domestic Debt Exchange Programme (DDEP) bondholders was solely at the directive of President John Mahama.

According to Dr Mohammed Amin Adam, the previous New Patriotic Party (NPP) government had already laid the groundwork to ensure a seamless continuation of these payments.

“The NDC Government has announced that the President has directed the Minister for Finance to honour coupon payments to DDEP bondholders,” the Karaga MP wrote in an article on Facebook on Monday.

“As reported in the announcement, this will be the fourth coupon payment due on Tuesday, 18th February 2025.

“This means the previous NPP Government honoured three previous payments both in Payment-In-Cash (PIC) and Payment-In-Kind (PIK) between August 2023 and December 2024.”

He stated that the NPP administration had committed significant resources to meet these obligations, stating that between August 2023 and December 2024, government paid a total of GH¢17.25 billion in PIC and GH¢9.77 billion in PIK to bondholders.

In addition, individual bondholders who did not tender their bonds were paid a total of GH¢515.17 million, in accordance with a memorandum of understanding signed between the government and the Coalition of Individual Bondholders.

“Since the restructuring of the domestic debts, the previous NPP government has not defaulted in coupon payments.

“Buffers were also built in the Debt Reserves Accounts to support upcoming debt service obligations such as the fourth coupon payment,” Dr Amin Adam noted.

Providing a breakdown of the payments made under the NPP government, he outlined:

  • 1st Payment (August 2023): Total payment of GHS8.55 billion (PIC – GH¢5.42 billion & PIK – GH¢3.13 billion).
  • 2nd Payment (February 2024): Total payment of GHS9.11 billion (PIC – GH¢5.85 billion & PIK – GH¢3.27 billion).
  • 3rd Payment (August 2024): Total payment of GH¢9.35 billion (PIC – GH¢5.98 billion & PIK – GH¢3.38 billion).

Dr Amin Adam argued that these consistent payments prove that the NPP government laid a strong foundation for the continuity of the programme, making it inaccurate to attribute the fourth payment solely to President Mahama’s directive.

“The buffers we built were not accidental. We planned ahead to ensure that bondholders receive their payments on time. It is, therefore, misleading for anyone to suggest that this payment is happening simply because of a new directive from the current administration,” he said.

Black Queens hold first training session in Morocco with 19 players

The Black Queens have held their first training session at the Lanoria club equitation pitch in Mohammedia, Casablanca as part of their preparation for the Morocco training tour.

Nineteen players worked on the pitch under the guidance of Kim Lars Björkegren.

The training lasted for about an hour with the players being put through their paces by Athletics Coach Jordan Daitey.

Dr. Rashid Tanko-Computer of the National Democratic Congress (NDC) has strongly condemned what he describes as a fraudulent process that led to the swearing-in of Annoh Dompreh as Member of Parliament for the Nsawam/Adoagyiri constituency.

According to him, Annoh Dompreh was not validly elected and should not be in Parliament.

“The fact that he managed his way into the House does not mean he was validly elected,” Dr. Tanko-Comupter stated.

“This is a crooked way of lording himself over the electorate. The people voted him out, but he manipulated his way through dishonest means.”

He reiterated that the party had taken legal action to challenge the results. “We are not going to allow this to stand. The case is in court, and we are going to pursue it to the very end,” he said.

The NDC official also took aim at the process leading to the MP’s gazetting, describing it as rushed and illegitimate.

“They did it quickly and ran to gazette him just before Parliament’s inauguration. But we know what we are doing, and we will use every legal means to get him out,” he warned.

Describing Dompreh’s presence in Parliament as a “nuisance,” Dr. Tanko-Computer stated that the courts must act swiftly to restore fairness.

“He must come and face the law. Let the court order a review of those pink sheets, and you will see that he was not properly declared. He will be exposed big time,” he insisted.

The NDC, he assured, would fight until justice is served. “We will not relent, the rightful representative of the people must take the seat,” he concluded.

The National Democratic Congress (NDC) has filed an election petition challenging the legitimacy of Annoh Dompreh’s win as Member of Parliament for the Nsawam-Adoagyiri constituency.

Dr. Tanko-Computer insists that the process was fraught with irregularities and cannot be accepted as a fair outcome.

Speaking on the matter in an interview with Channel One TV, he stated, “We have filed an election petition against the declaration of Honourable Annoh Dompreh as the winner of that contest.

The High Court is handling the case, and I have been reliably informed that they have now been properly served.”

Dr. Tanko-Computer expressed deep concerns about how the declaration was made, alleging the use of fraudulent documents.

“Fake pink sheets, scanned ones, were used to declare him on our blind side. We were in court, having filed a stay of execution, yet they went ahead with the declaration,” he said.

According to him, the NDC will pursue the case vigorously, determined to expose any illegitimacy in the process. “We can’t allow this. We must ensure that the sanctity of our democracy and electoral process is upheld,” he added.

He warned that allowing such irregularities to go unchecked would set a dangerous precedent.

“If we allow this, we are telling people that as long as they can manipulate electoral officers, they can force their way into Parliament. That’s not democracy,” he asserted.

Her comment is premised on the hasty press conference held by former Attorney General in Akufo-Addo’s administration, Godfred Dame, about the trending Ken Ofori-Atta issue.

While making her point, she hailed the current Attorney General, Dr. Dominic Ayine, for his stance on legal accountability, contrasting it with what she describes as a culture of impunity under Dame.

“Any student of law knows that an Attorney General is not required by law to give reasons for entering a nolle prosequi.

“But does that mean they should remain silent and unaccountable?” the presidential staffer asked during an appearance on Metro TV’s Good Morning Ghana.

Annan praised Dr. Ayine for setting a precedent by explaining his decisions.

“Unlike Godfred Dame, Dr. Ayine believed that in the spirit of constitutional democracy, he ought to provide a fair and candid reason for his actions. This is what accountability looks like.”

She accused Dame of hiding behind legal technicalities to evade scrutiny.

“His attitude was simple -‘I owe nobody an obligation; if you disagree, go to court!’ That mindset erodes trust in governance.”

Yaw Obimpeh Wins Ashanti Council Of State Polls

YAW OBIMPEH, a former Ashanti Regional National Democratic Congress (NDC) Chairman, has been elected as the Ashanti Regional representative to the Council of State, an advisory body for the president.

He garnered 49 votes. He was followed by the Agric Nzema Chief, Nana Nkansah Boadu Ayeboafo, who secured 35 votes to place second as Daniel Anarfi Yamoah had just one vote to finish third.

The other contenders had zero votes each.

In all, 12 people were supposed to contest for the Council of State position but two of them officially wrote to the Electoral Commission (EC) this morning, which was the day of the election, to withdraw from the race.

Declaring the results of the polls, the EC officials said 86 voters were supposed to cast their ballot but one was absent so 85 people exercised their franchise in the process.

First Election

The Ashanti Regional Council of State election was first held last week Tuesday, February 11, 2025 at the Ashanti Regional Coordinating Council (RCC) but it was marred by violence, thereby disrupting the process.

A group of muscularly built men, said to be NDC supporters from Obuasi, stormed the venue of the election and destroyed ballot boxes, and ballot papers, and even manhandled some journalists at the place.

The illegal and condemnable action of the thugs compelled the EC to cancel the election and reschedule it for today.

Tight Security

Today’s election was moved from the RCC to the Prempeh Assembly Hall also in Kumasi, amid tight security as armed policemen were seen placed at vantage points to ensure law and order.

Security was so tight that people who were not accredited were not given the chance to enter the election venue.

The anti-robbery unit of the Ghana Police Service has arrested an individual who tried to cause confusion at the venue for the Ashanti Region Council of State Elections earlier today.

The incident happened when the police ordered supporters of the various candidates to go behind a demarcated area that has been marked as a security zone.

Not enthused about the order, the suspect exchanged words with the police. Others joined the man to verbally insult the security personnel, attracting many people to the scene.

Another man in a smock joined the suspect by throwing punches at the policemen.

In reaction other policemen around joined their colleagues to arrest the suspect and put him in a waiting Toyota Hilux with registration number UW 255- 22 to be transported to the Ashanti Regional command.

The election of the Ashanti Regional representative of the council of state member was moved from the Regional Coordinating Council to the Prempeh Assembly hall at Asem after last Tuesday’s polls were disrupted by some machomen who were alleged to be aligned with the National Democratic Congress (NDC).

China anger as US amends wording on Taiwan independence

The US State Department has dropped a statement from its website which stated that Washington does not support Taiwan’s independence – a move which has sparked anger in China.

China said the revision “sends a wrong… signal to separatist forces advocating for Taiwan independence”, and asked the US to “correct its mistakes”.

The department’s fact sheet on Taiwan-US relations earlier included the phrase “we do not support Taiwan independence” – this was removed last week as part of what it said was a “routine” update.

A US spokesperson was quoted as saying that it remains committed to the “One China” policy, it said, where US recognises and has formal ties with China rather than Taiwan.

China sees self-governed Taiwan as a breakaway province that will eventually be part of the country and has not ruled out the use of force to achieve this.

But many Taiwanese consider themselves to be part of a separate nation, although most are in favour of maintaining the status quo where Taiwan neither declares independence from China nor unites with it.

As well as dropping the phrase, the factsheet, which was updated last Thursday, also says the US will support Taiwan’s membership in international organisations “where applicable”.

Commenting on the changes, a spokesperson at the American Institute in Taiwan – the US de facto embassy on the island – told local media that the fact sheet had been “updated to inform the general public about [the US’] unofficial relationship with Taiwan”.

“We have long stated that we oppose any unilateral changes to the status quo from either side.”

On Sunday, Taiwan’s Foreign Minister Lin Chia-lung thanked the US for what he called “positive, Taiwan-friendly wordings”.

But in their regular press conference on Monday, Beijing’s foreign ministry slammed the move, calling the revision a “serious regression” in the US stance on Taiwan.

“This sends a wrong and serious signal to separatist forces advocating for Taiwan independence and is another example of the U.S. stubbornly persisting with its wrong policy of using Taiwan to contain China,” said Chinese spokesperson Guo Jiakun.

“We urge the US to immediately correct its mistakes [and] earnestly adhere to the One China principle.”

Police identify Pooley’s killer – Sarfo Duku confirms

Asante Kotoko’s Communications Director, Sarfo Duku Esq, has revealed key details about the suspect behind the tragic killing of Francis Yaw Frimpong (Pooley) on February 2, 2025.

Speaking on the matter, Duku disclosed that the primary suspect is an individual identified as Brimah, who is currently on the run.

“He is called Brimah. The Police, per their facts state, that he actually stabbed the deceased,” Duku said in a video shared by Sporty FM.

He further explained that all the accused persons in police custody have admitted that Brimah was the one who stabbed Pooley to death.

“According to the police, I’m talking to their facts which are now public documents, all the accused persons have admitted to the fact that it was that guy called Brimah, who is now at large, that stabbed Pooley to death,” he added.

While Brimah is on the run, the police have made arrests and charged several individuals in connection with the incident, as investigations continue.

Single name repeated 226 times – The Fourth Estate

Kwaku Krobea Asante, Programmes Manager at the Independent Journalism Project under the Media Foundation for West Africa (MFWA), has revealed shocking irregularities in the National Service Authority (NSA) payroll following an investigation by The Fourth Estate.

According to Asante, a single name appeared up to 226 times as a beneficiary on the NSA payroll.

The Fourth Estate first uncovered the ghost names scandal in November 2024 but was initially prevented from publishing its findings due to an ex-parte injunction secured by the NSA.

However, the court later lifted the injunction, allowing the report to be published. The investigation covered records from 2017 to 2023, including the 2024 national service year.

Speaking on The Point of View with Bernard Avle on Channel One TV, Asante described the irregularities as alarming, pointing out unusual entries in the payroll system, including individuals over 80 and 90 years old and fake index numbers.

“Ghost names in the sense that what the NSA tells us as the number of personnel is different from what they have in their data. Which data we believe eventually gets into the payroll and is paid. Now the government has come to confirm.

“Beyond that, we see how they do this, how they pack the ghost names, which is what the story is trying to say. How they use over-age people—80-year-olds and 90-year-olds—to put their data in there. How they create fake index numbers in the name of universities so that they can justify them.

“Funny names popping up, a single name could be repeated 226 times—such a person has completed the same university, read the same programme, the same year, and been deployed. A lot of odd happenings in the data, pointing to the fact that some people have intentionally done that.”

President Mahama has since directed an investigation into the suspected ghost names on the NSA payroll.

Felix Kwakye Ofosu, Spokesperson for the President and Minister of Government Communications stated that the suspected ghost names were detected after a headcount of active national service personnel.

Mr. Ofosu explained that the exercise was conducted at the request of the Minister for Finance, Dr. Cassiel Ato Forson, as part of efforts to clear outstanding allowance arrears dating back to August 2024.

He further disclosed that upon completion of the headcount, the Finance Ministry released GHS 226,019,224 to cover arrears for 98,145 legitimate service personnel.

“This figure is 81,885 less than the 180,030 names presented by the previous management of the Authority for allowance payment in 2024,” the statement from Mr. Ofosu added.

Yaw Obimpeh elected Ashanti Regional Council of State representative

Former Ashanti Regional Chairman of the National Democratic Congress (NDC), Yaw Obimpeh, has been elected as the Council of State representative for the region.

He secured 49 votes, defeating Nana Nkansah Boadu Ayeboafo, the Chief of Agric-Nzema, who polled 35 votes.

Daniel Anarfi Yamoah placed third with one vote, while the remaining nine candidates failed to secure any votes.

Tight security measures

Following the security threats that disrupted the initial election, which led the Electoral Commission to reschedule the polls, security was significantly reinforced this time.

By 7:00 a.m. on Monday, February 17, 2025, hundreds of police officers in protective gear had been stationed at strategic points around the Prempeh Assembly Hall, the venue for the election.

Barricades were mounted at all exit points leading to the frontage of the hall, while roads connecting Asem and its surroundings to the Roman Hill section of the Central Business District were closed to vehicular traffic.

Under the security arrangements, only accredited individuals—including two supporters per candidate—were granted access to the venue.

Background

The elections, initially scheduled to take place in all 16 regions on Tuesday, February 11, were abruptly halted in the Ashanti Region due to a violent altercation between supporters of the two main contenders.

The voting process had progressed smoothly at the Regional Coordinating Council in Danyame, Kumasi, until chaos erupted just before the counting of ballots.

A group of unidentified ‘macho men’ stormed the premises, disrupting the process and destroying all ballots before Electoral Commission (EC) officials could begin counting.

All 86 delegates had cast their votes for the 12 candidates, and the winner was about to be announced when the disturbances broke out.

The EC subsequently postponed the election indefinitely before later rescheduling it for February 17, 2025. The rerun was conducted under heightened security and proceeded peacefully.

A fierce contest

The election was a keenly contested race between Nana Nkansah Boadu Ayeboafo, a staunch member of the New Patriotic Party (NPP), and Yaw Obimpeh of the NDC.

It remained unclear who had deployed the heavily built men and which candidate they intended to support.

The Regional Director of the Electoral Commission, Osei Nsiah, assured the public that lessons had been learned from the earlier disruption, ensuring a smooth process during the rescheduled election.

Karpowership Ghana Engages Government Over $379M Debt Impacting Operations

Karpowership Ghana has started discussions with the government over a significant debt of $379 million, noting that the unpaid invoices are severely affecting its operations.

The company confirmed it has been in talks with the Ministry of Energy and Green Transition regarding the outstanding financial obligations. Karpowership has warned it may suspend electricity supply unless the government addresses the debt, but the Ministry of Energy has reassured that power supply will not be disrupted.

Sandra Amarquaye, Communication Manager for Karpowership Ghana, told Citi Business News that, “we have engaged the Ministry of Energy over the accrued debt and negotiations are ongoing.” She reiterated Karpowership’s commitment to its partnership with the country, emphasizing the need to resolve the financial issues to maintain a stable collaboration.

This situation arises amidst growing concerns about the sustainability of Ghana’s energy sector, which has been facing increasing debts. Industry experts warn that delays in resolving these financial issues could disrupt power generation and supply.

“We had a meeting with the Ministry of Energy and Green Transitions. We brought it to their attention and we are currently in negotiations with the government for a sustainable solution over the debt that accrued over the period,” Amarquaye stated.

Citi Business News reports that the Sector Minister, John Jinapor, has plans to address the debt.

“And we as a ministry will do everything within our power to ensure that we do just that. Inasmuch as it is a burden, but regardless of how much it is, we need to find solutions. And that is exactly what the ministry is determined to do,” said Isaac Agyei Kwakye, Public Relations Officer for the Ministry.

GFA To Meet Hearts, Kotoko Over Outstanding Proposals

The Ghana Football Association (GFA) will meet with officials of Accra Hearts of Oak and Asante Kotoko today to discuss their remaining proposals.

The GFA has already addressed safety and security concerns through its new Enhanced Matchday Safety and Security Protocol 2025, which has been shared with all Premier League clubs and stakeholders.

Meanwhile, the Autonomous Premier League, a key initiative of the FA President and Executive Council, has officially been registered as a company. Its bank accounts have been set up by the Implementation Committee, led by His Majesty Togbe Afede XIV.

The league has now been handed over to the clubs, with each club required to appoint a board representative.

As a strong supporter of the Autonomous Premier League, the GFA is eager for clubs to push the process forward. The upcoming meeting with Hearts of Oak and Asante Kotoko is part of ongoing engagements to ensure smooth implementation.

Additionally, the GFA plans to meet all Premier League clubs next week to discuss the Enhanced Matchday Safety and Security Protocols and other key issues affecting the Ghana Premier League.

‘Pooley’s murder: Court grants police inspector GH¢300K bail

The Sunyani District Court ‘B’ on Monday granted a GH¢300,000 bail with two sureties to Agyemang Duah Owusu, 42, a police inspector, standing trial at the court for murder.

Owusu and other suspects were arrested in connection with the murder of the late Francis Frimpong, a supporter of the Kumasi Asante Kotoko Football Club (FC), popularly known as ‘Nana Pooley”.

The court ordered Owusu to report himself to the police and submit his passport to the court registry within three days.

However, the court reviewed the bail condition of the other suspects, Ignatius Baffour-Awuah, the former Minister of Employment and Labour Relations, Joseph Kyeremeh, Elizabeth Akosua Ntiwaa and Yaa Asantewaa, allowing them to either travel or leave Sunyani of their own without any judicial restrictions.

They have since been charged with “abetment to commit a crime, to wit murder” under Sections 20 (1) and 46 of the Criminal Offenses Act 1960 (Act 29) and they were to report themselves to the police once every week and they would reappear before the court on March 10, 2025.

When the case was heard, the court denied bail to three other suspects, Isaac Fosu, Augustine Yeboah and Yaw Koshy and ordered the police to keep them in custody.

They had also been charged with murder and were expected to re-appear on March 3rd, 2025.

The court heard that another suspect, one Braimer also charged with murder was still on the run.

“Pooley” was stabbed to death on Sunday, February 2, 2025, when the Nsoatreman FC hosted the Kumasi Asante Kotoko FC at match 19 of the Ghana Premier League at their home grounds at the Nsoatre Professor Amoah Koromansah II stadium.

DDEP: Finance Ministry pays GH₵6bn to bondholders

President John Mahama has directed the Ministry of Finance to settle outstanding Domestic Debt Exchange Programme (DDEP) coupons and build a financial buffer through the Sinking Fund.

In line with this directive, the Ministry of Finance has on Monday, February 17, disbursed a Payment-In-Cash (PIC) coupon of GH6.081 billion to all DDEP bondholders. Additionally, a Payment-In-Kind (PIK) portion of GH3.46 billion has been credited to bondholders’ securities accounts, in accordance with the terms outlined in the DDEP Memorandum.

To further strengthen the country’s debt management strategy, the government has also deposited GH9.7 billion into the Debt Service Recovery Cedi Account (Sinking Fund). This move is intended to serve as a buffer for the next five DDEP coupon payments due in July and August 2025.

President Mahama reaffirmed his administration’s commitment to fulfilling all obligations under the DDEP while working to restore confidence in the economy.

He indicated that the upcoming 2025 Budget Statement will outline additional measures aimed at ensuring fiscal discipline, prioritising spending, and enhancing transparency in public financial management.

The government is focused on stabilising the cedi, controlling inflation, and creating jobs, despite the economic challenges inherited from the previous administration. By implementing prudent fiscal policies, the Mahama-led administration aims to restore macroeconomic stability and ensure value for every pesewa spent.

The Fourth Estate exposes key NSA figures in ghost names scandal

Kwaku Krobea Asante, an investigative journalist with The Fourth Estate, has identified the officials who oversaw the National Service Authority (NSA) during former President Akufo-Addo’s tenure when the ghost names scandal began.

The revelations stem from an investigative report by The Fourth Estate in November 2024.

Speaking on The Point of View with Bernard Avle on Channel One TV, Asante named Henry Nana Boakye, Osei Assibey Antwi, Mustapha Ussif, Gifty Oware, and Kwaku Ohene Djan as the officials in charge of the NSA at the time of the fraudulent payments.

However, he clarified that the report does not directly accuse these former NSA officials of embezzlement but highlights their responsibility in overseeing the scheme when the irregularities occurred.

“The period that we focused our investigations on, you have Henry Nana Boakye – Nana B, you have Hon. Mustapha Ussif, the former Sports Minister, the immediate past Director General, Osei Assibey Antwi, Gifty Oware Mensah, who was also a deputy director, then you have one gentleman called Kwaku Ohene Djan, who was also a deputy director for the NSA.

“Our point is not necessarily to say that these are people have stolen money, so to say, but our point is that these were people who were in charge of the scheme.”

Mr. Asante’s disclosure follows President John Dramani Mahama’s directive for an investigation into 81,885 suspected ghost names found on the NSA payroll.

Presidential Spokesperson and Minister of Government Communications, Felix Kwakye Ofosu, stated that these irregularities were uncovered during a headcount of active national service personnel.

The audit was initiated at the request of the Minister for Finance, Dr. Cassiel Ato Forson, as part of efforts to clear outstanding allowance arrears dating back to August 2024.

The Upper East Regional Minister, Donatus Akamugri Atanga, has directed the regional branch of the Ghana Tourism Authority (GTA) to prepare detailed and holistic proposals documenting the tourism potential of the region.

This directive was issued during a courtesy visit by the Upper East Regional Director of the GTA, Wisdom Ahadzi, to the minister’s office.

Akamugri emphasized that such comprehensive proposals would provide investors with a clear overview of the region’s diverse tourism opportunities.

He noted that focusing on a single site might limit investment prospects, whereas a broader approach would allow stakeholders to choose projects aligned with their interests.

“Some investors may be interested in the Tongo Rocks, others in the slave camps, and others in the Tongo shrines or other sites. If you focus on only one site, expecting sponsorship, it may not materialize.

“However, if you present a holistic package of proposals for various sites, investors can select what aligns with their interests,” he explained.

The minister also tasked the GTA team to explore the region’s hamlets and identify additional sites with tourism potential.

He highlighted that developing these sites could create new revenue streams to support the region’s overall development.

“By developing these sites, we can open new avenues for generating resources to fund the region’s development,” he added.

Akamugri acknowledged the critical role of Metropolitan, Municipal, and District Assemblies (MMDAs) in promoting tourism.

He stressed the importance of collaboration between the GTA and MMDAs to identify and prioritize strategic tourism sites across the region.

To this end, the minister pledged to facilitate stronger partnerships once Municipal and District Chief Executives are appointed.

Furthermore, the minister highlighted the potential impact of establishing an airport in the region, noting its interconnectedness with tourism growth.

He expressed optimism that an airport would significantly boost tourism and contribute to the region’s economic development.

“To be able to raise money, tourism will be part of the basket where we would be able to raise money if the airport is established. I see it as a very serious aspect of our development agenda,” Akamugri stated.

The minister’s call underscores the government’s commitment to harnessing the Upper East Region’s tourism potential as a driver of economic growth and development.

The owner of Elmina Sharks, Dr. Paa Kwesi Nduom, has disclosed how some officials of the Ghana Football Association (GFA) sabotaged his role on the Normalisation Committee.

According to his narration, he was a member of the Normalisation Committee, led by Dr. Kofi Amoah, tasked with undertaking reforms in Ghanaian football following the dissolution of the GFA in the wake of Anas’ Number 12 Exposé.

He revealed that there was an instance where he was supposed to join committee members for an engagement on reforms in Europe, but was denied access to the plane.

Speaking in an interview with GTV Sports+, Dr. Nduom asserted that some GFA officials who did not like him were behind the move to remove him from the committee.

“I started engaging with the GFA sometime back, but they pushed me away. Not just the football association, but even the previous administration. I was supposed to have been part of the reform team with Kofi Amoah and others.

“Do you know that the day we were supposed to fly out of Ghana to Europe to discuss reforms, I was taken off the plane?” he narrated.

He said while commenting on the chaotic incident that led to players and fans attacking the referee during Elmina Sharks’ game against Swedru All Blacks on February 16, 2025.

North East Regional Minister, Ibrahim Tia, has opened up about the emotional toll of the recent attacks in Walewale, revealing that he lost his brother in the violence and is deeply traumatised by the events.

Speaking on Eyewitness News on Citi FM on Monday, February 17, Minister Tia recounted his efforts to manage the crisis through stakeholder engagements.

“I went engaging the chiefs in Walewale. I went to the hospital to visit those who were in the bus that got burnt and others I heard that they were also brutalised by the security forces who were around,” he said.

Despite his efforts to calm tensions and ensure medical care for the injured, the violence escalated.

“From there, I decided to go to the next village to greet the chief and tell them that the situation is gradually getting out of hand, and for that matter, there is an imposition of a curfew,” he explained.

While at the palace, the minister faced a direct attack.

“I was in the palace when there was an attack on the palace because of the imposition of the curfew. I was held hostage until a combined team of the military and the police came and rescued me out of the palace,” he recounted.

Tragically, the chaos resulted in the loss of his brother.

“As a result of that, I lost my own brother in Walewale. So I am traumatised,” Minister Tia revealed, underscoring the personal impact of the violence.

Walewale MP condemns govt’s curfew decision, calls for alternative approach

The Member of Parliament (MP) for Walewale, Dr. Tiah Abdul Kabiru Mahama, has strongly criticized the government’s decision to impose a curfew on residents amid ongoing attacks by unidentified individuals.

While acknowledging the need for peace and security, he argued that the curfew was imposed without thorough analysis, ultimately victimizing residents and creating distress within the constituency.

Speaking on Eyewitness News on Citi FM on Monday, February 17, Dr. Mahama highlighted the adverse impact of the 6 AM to 6 PM curfew, stating that it has severely restricted movement and heightened frustrations.

He expressed disappointment over the decision, noting that it was unexpected, especially given the government’s commitment to maintaining stability in Walewale and Ghana at large.

He further insisted that a different strategy should have been adopted to protect travelers and prevent further loss of innocent lives while working toward lasting peace in Bawku and other affected areas.

Dr. Mahama also criticized the lack of inclusivity in the decision-making process, alleging that key stakeholders, including himself, were not consulted. He claimed that despite the Regional Minister advising against the curfew, the President and the Interior Minister proceeded with its enforcement.

“The decision to impose a curfew is rather unfortunate. As much as we appreciate and understand the government’s commitment to ensuring peace and stability in Walewale and Ghana at large, especially for travelers passing through the constituency, they did not expect the government to take such a draconian approach that limits their freedom of movement. This approach makes the people of Walewale victims of a situation persisting in the constituency, so they are not happy.”

“I am particularly not happy. I feel the government could have handled this differently to ensure the safety of travelers while curbing the loss of innocent lives and working toward lasting peace in Bawku and other affected areas.”

“I think the decision was poorly made. I have made this statement clearly and want to reiterate that it lacked comprehensive analysis. We are now learning from the Regional Minister that he advised against it, yet the President and the Interior Minister went ahead with the decision.”

“That was also poorly handled because, before this decision, some MPs were consulted, yet I was not engaged.”

Oil-driven growth leaves Ghana vulnerable to global shocks – World Bank – GBC Ghana Online

A recent World Bank report has revealed that Ghana’s economic expansion between 2008 and 2019, largely fueled by oil production and debt accumulation, has left the country susceptible to global economic shocks.

The Public Finance Review report, titled “Building the Foundations for a Resilient and Equitable Fiscal Policy,” indicates that despite efforts to stabilize the economy since 2022, structural reforms are necessary to address the root causes of the country’s economic challenges.

The report identifies weak expenditure controls, inefficient public spending, underperforming revenue collection, and costly borrowing as factors contributing to Ghana’s recent debt crisis.

According to the World Bank, Ghana’s average fiscal deficit was about 4% of GDP from 2008 to 2019, which is double the figure from 2000 to 2007.

Expenditures also averaged 19% of GDP during the same period, 6 percentage points higher than in 2000 to 2007.

Robert Taliercio, World Bank Country Director for Ghana, Liberia, and Sierra Leone, emphasized the need for sustained fiscal consolidation efforts.

“Ghana needs to persist in its ambitious fiscal consolidation efforts, ensuring that adjustments are both fair and sustainable,” Taliercio stated.

He further added, “It is crucial to protect pro-poor and pro-growth investment, while enhancing domestic revenue mobilization. Additionally, Ghana must address the increasing fiscal liabilities stemming from the energy and cocoa sector”.

The World Bank’s report also highlighted that Ghana’s GDP growth of 6.8% annually from 2008 to 2019 was primarily driven by the oil sector, but at the cost of increasing debt levels.

The report suggests that Ghana must implement measures to improve expenditure controls, enhance revenue collection, and promote more efficient public spending to mitigate the risk of external shocks.

The Communication Initiative for Change (CIC) – Meatless Monday Ghana celebrated World Pulses Day with a hybrid program that brought together experts and enthusiasts to discuss the nutritional and environmental benefits of pulses.

Moderated by Mr. Emmanuel Fiagbey, Director of CIC – Meatless Monday Ghana, the program featured insightful presentations from Mr. Peter Agbovi, the National Secretary of the Chefs Association of Ghana, and Mr. Wise Chukudi Letsa, a Nutritionist and Dietician from LETS Consult.

The speakers delivered engaging presentations that emphasized the high protein, fiber, and essential micronutrients found in beans, the main pulse or legume variety in Ghana. They also discussed the importance of regular consumption of beans in the management of lifestyle diseases such as heart disease and diabetes.

The program further explored the environmental advantages of consuming beans, including their role in promoting sustainable agriculture by improving soil fertility through atmospheric nitrogen fixation and supporting biodiversity. The speakers encouraged participants to increasingly adopt plant-based diets by making pulses/beans their primary source of protein instead of overly relying on meat sources.

The Communication Initiative for Change (CIC) – Meatless Monday Ghana is committed to promoting sustainable and healthy eating habits among Ghanaians in order to curb the growing trend of Non-Communicable Diseases among Ghanaians.

The communication team for Kennedy Ohene Agyapong has issued a strong statement condemning a report by an Asaase FM reporter alleging that the MP was denied entry to the Prempeh Assembly Hall during Council of State elections.

Agyapong’s team vehemently denies the claim, stating that Kennedy Agyapong was greeted warmly, invited to enter, but chose to leave on his own accord.

They are demanding an immediate retraction and apology, threatening legal action if the request is not met.

The team accuses the reporter of “flagrant deviation from journalistic ethics and deliberately misrepresenting the facts to damage Agyapong’s reputation.

STATEMENT ON FALSE REPORTAGE BY ASASE FM REPORTER

In what can only be described as a flagrant deviation from journalistic ethics, a reporter from Asaase FM in Kumasi published a grossly inaccurate and misleading account of events this afternoon, during the Ashanti Region Council of State election.

The publication, inconsistent with the fundamental tenets of professional journalism, sought to distort reality in a manner unbecoming of a media practitioner entrusted with the responsibility of truthfully informing the public.

For the avoidance of doubt, we wish to set the record straight: As duly authorized members of the communication team of Hon. Ken Ohene Agyapong, we categorically affirm that at no point was Hon. Agyapong denied entry into the Prempeh Assembly Hall, where the Council of State elections were taking place. Upon his arrival at the venue, he courteously exchanged pleasantries with various dignitaries, including the former Minister of Education, Dr. Yaw Osei Adutwum, and Appiah Stadium, a well-known National Democratic Congress (NDC) activist.

Despite multiple invitations to enter the Assembly Hall, extended even by these distinguished figures, Hon. Agyapong, out of his own volition, chose to remain outside and subsequently departed to attend to the business for which he had traveled to Kumasi. His decision was neither a result of coercion nor denial of access but a matter of personal discretion.

It is, therefore, both legally and ethically reprehensible for the Asase FM reporter to peddle such an egregious falsehood against Hon. Agyapong. The report not only misrepresents the facts but also seeks to mislead the public and injure the reputation of a statesman whose integrity remains unblemished.

In light of these circumstances, we hereby demand the immediate retraction of this baseless publication. Furthermore, we expect an unreserved, unequivocal, and prominently placed apology to be issued forthwith, acknowledging the inaccuracy of the said report.

Failure to rectify this professional misconduct will leave us with no choice but to pursue all available legal remedies to ensure that the sanctity of truth prevails, and that responsible journalism is upheld.
