The finance minister in the budget reading announced that the government will be abolishing the Electronic Transaction Levy (E-levy), and the 10% tax on lottery winnings also known as the betting tax.

Finance Minister Dr. Cassiel Ato Forson has announced a GH¢100 million allocation for the payment of monthly allowances to all Assembly Members across the country.

Presenting the 2025 Budget Statement to Parliament on Tuesday, March 11, Dr. Forson emphasized the government’s commitment to supporting local governance.

“Mr. Speaker, an amount of GH¢100 million has been allocated for the payment of monthly allowances to all Assembly Members,” he stated.

Additionally, he revealed that the government has set aside resources to assist victims of recent tidal waves in the Ketu South constituency, which displaced residents of Agavedzi and surrounding communities.

“In response to the recent tidal waves disaster that displaced residents of Agavedzi and surrounding communities in the Ketu South constituency, we have also allocated enough resources to the Ministry of Works and Housing to address the challenge,” Dr. Forson announced.

The move is expected to enhance local governance while providing relief to affected communities.

“Mr. Speaker, an amount of GH¢100 million has been allocated for the payment of monthly allowance to all Assembly Members.

“Mr. Speaker, in response to the recent tidal waves disaster that displaced residents of Agavedzi and

US$279m allocated to Goldbod for gold purchases

During the presentation of the 2025 Budget Statement in Parliament on Tuesday, March 11, Finance Minister Dr Cassiel Ato Forson announced that the government would establish a revolving fund to support Ghana’s gold industry.

The fund, equivalent to US$279 million in cedis, will enable the Ghana Gold Board (GOLDBOD) to purchase and export at least three tonnes of gold per week from small-scale miners.

Dr Ato Forson emphasised that this initiative is part of the government’s broader strategy to formalise and regulate small-scale mining while boosting Ghana’s gold exports.

He noted that providing financial support to GOLDBOD would help stabilise the sector and ensure fair pricing for small-scale miners.

“Mr Speaker, we will provide a Cedi equivalent of US$279 million as a revolving fund for the Ghana Gold Board (GOLDBOD) to be able to purchase and export at least three tonnes of gold per week from small-scale miners,” he stated.

The Finance Minister reiterated the government’s commitment to supporting the mining sector, ensuring that small-scale miners operate within legal frameworks while contributing significantly to Ghana’s economic growth.

We burned excavators, we arrested illegal miners, we jailed them, and the president when he was opposition leader said that was not the way to go. But today, he is doing exactly the same thing.

Private legal practitioner, Professor Nana Oppong, has welcomed the setting up of a committee to review and recommend aspects of the 1992 constitution that need to be amended.

Speaking to GhanaWeb in an exclusive interview, Professor Oppong insisted that the move by President John Mahama to inaugurate such a committee is ‘timely’ and ‘extremely bold.’

“President Mahama is brave and he ought to be respected for this selfless and very patriotic initiative. The constitution of Ghana needs to be amended in order to widely, systematically, and truly decentralise power, which is currently too concentrated in the presidency,” the legal expert said.

Prof Nana Oppong argued that as it stands now, the president is answerable only to God and practically controls every person and every aspect of the government.

“This issue of excess-consolidated power in a singular person trickle down to ministers and to government appointees throughout.

“The way the system is set up under the constitution, all those carrying out the duties of their offices in good faith are not accountable to anyone ultimately, except the president,” he said.

He added that per the current arrangements in the constitution, the threats of impeaching members of the executive and actions against corruption become toothless options, which cannot effectively bring about true accountability to the people of Ghana.

“The constitution also needs clarity as to the categorical imperatives or prioritised duties of government so that resources are not wasted on political pet projects or on unnecessary programs that waste the resources, lives, health, education and freedoms of Ghanaians,” Prof Oppong added.

President John Mahama, in January 2025, inaugurated an eight-member Constitutional Review Committee to identify gaps in previous constitutional reforms and recommend amendments to improve Ghana’s governance.

The Minister of Finance, Dr. Cassiel Ato Forson, has identified the unstable exchange rate and fluctuating prices of goods and services as the primary concerns of traders and the business community.

According to him, these instabilities are impacting their capital and, in some cases, eroding profits from their sales.

During the presentation of the 2025 Budget in Parliament on Tuesday, March 11, 2025, the finance minister assured that his team would collaborate with the Bank of Ghana (BoG) to address the soaring exchange rate and curb inflation.

He explained, “As part of our broad consultation ahead of the budget, we recently engaged traders at major trading centers, including the Makola Market, to listen to their concerns, gauge their expectations, and incorporate their inputs.

“Mr. Speaker, the extensive consultation revealed that the overriding concern among Ghanaian traders and the business community remains price and exchange rate stability. Apart from eroding their working capital, exchange rate volatility makes effective business planning impossible and increases the cost of doing business.”

The minister will be presenting the 2025 Budget and Economic Policy on behalf of President John Dramani Mahama, in accordance with Article 179 of the 1992 Constitution and Section 21 of the Public Financial Management Act, 2016 (Act 921).

Dr Ato Forson is expected to touch on the real state of Ghana’s economy and the policy objectives of the Mahama administration to tackle the country’s current economic challenges.

Finance minister Dr Ato Forson is expected to update Ghanaians on the state of the economy that the Mahama administration inherited from the Nana Addo Dankwa Akufo-Addo government.

President Mahama, during his State of the Nation Address on February 27, 2025, indicated that the finance minister will be telling Ghanaians about the “criminally-handled economy” he inherited from Akufo-Addo, which, according to him, is worse than he thought.

He is also expected to touch on the country’s debt stance, which currently stands at around GH¢720 billion. The country’s national debt before the Akufo-Addo government took over was less than GH¢100 billion. Available data show that Ghana’s debt grew by more than 80% under the Akufo-Addo government.

The finance minister is also expected to touch on social intervention policies like the Free SHS, the No-Academic-Fee policy, and trainee allowance, among others.

The Ashanti Regional Circles Chairman of Asante Kotoko, Alex Manu, has revealed that the club rejected a donation from former Member of Parliament Ignatius Baffour-Awuah, citing concerns over his reputation.

Speaking to Kessben TV, Manu disclosed that he was upset upon learning about the donation during the funeral of devoted Kotoko fan Nana Pooley.

He explained that the supporters’ group declined the GH₵5,000 donation, emphasizing that no amount of money could bring back their fallen comrade.

“The person who brought the money is my friend, so when he mentioned the donation, I got triggered and became angry. I had to move from where we were sitting,” he said.

“We sacked him because we don’t need Ignatius Baffour-Awuah’s money. He is not honorable. He does not befit an honorable. We don’t have anything to do with them. We told them that GH₵5,000 can’t bring Pooley back to life,” he added.

Asante Kotoko held the final funeral rites for Nana Pooley on March 6, 2025.

Pooley tragically lost his life on February 2, 2025, after being stabbed during Kotoko’s away match against Nsoreman FC.

Ignatius Baffour-Awuah was initially arrested in connection to the incident but was later released after police identified another individual, Brimah, as the prime suspect. Brimah remains at large.

The fight against illegal mining topmost priority for the Mahama Gov’t– Sammy Gyamfi

The Acting Managing Director of the Precious Minerals Marketing Company, Sammy Gyamfi, has reiterated that tackling illegal mining remains the top priority for the Mahama government.

Speaking to JoyNews’s reporter Kwaku Asante, he emphasised that the fight against illegal mining goes beyond just financial allocations.

He said, “Fighting illegal mining requires more than budgetary allocations. What has been missing for the past eight years is the political will to confront those engaged in illegal mining. This is essential to act as a deterrent to others. Under the current NDC Mahama government, it’s not about what the NPP says; it’s about the facts.”

Mr. Gyamfi pointed to concrete actions taken by the government, stating, “Over 10 forest reserves have been secured, which previously served as safe havens for galamsey operators linked to the NPP. Today, there are no safe havens left for them. These areas are now designated as no-go zones.”

He highlighted that the government’s decisive action, even before the Anti-Galamsey Law is fully repealed, demonstrates its strong commitment to the fight.

Reflecting on his role in leading the NDC’s opposition against illegal mining, Gyamfi noted his long-standing criticism of the NPP’s efforts, which he described as a “charade.” He said, “I am impressed with the significant strides the Mahama government has made in combating illegal mining so far.”

However, Mr. Gyamfi acknowledged that there is still work to be done.

“There is still room for improvement, and we have a long way to go,” he admitted. “But where there is a political will, there is always a way”.

“The political will is evident, he said and that is all we need to succeed in this fight” he concluded.

Mahama must cut wasteful spending at Jubilee House

Economist Prof. Godfred Bokpin says he does not expect President John Dramani Mahama to maintain the same number of staff members at the Jubilee House as former President Nana Addo Dankwa Akufo-Addo did during his tenure.

Speaking ahead of the 2025 budget presentation on Channel One TV on Tuesday, March 11, Prof. Bokpin argued that such a move would amount to wasteful spending.

He pointed out that the 2023 Appropriation Act revealed that a significant portion of revenue from the E-Levy was allocated to the presidency, which he described as inefficient.

“If you check the 2023 Appropriation Act, the budgetary allocation to the office of the president, which they call government machinery, took almost all the money we were getting from E-Levy. That is not an efficient way,” he told host Vivian Kai Lokko.

“So when we say we can remove these taxes and we can close the gap from expenditure rationalization, it is possible and we can demonstrate that.

“I am not expecting this current president to have the staff strength that the previous government had at Jubilee House. No, that is not efficient, that doesn’t add to productivity. That is waste. That is what we call wasteful spending.”

Meanwhile, the Minister of State for Government Communication, Felix Kwakye Ofosu, has reaffirmed President Mahama’s commitment to maintaining a lean government, ensuring that the number of presidential staffers remains well below the 336 recorded under former President Akufo-Addo.

In an earlier interview with Bernard Avle on Channel One TV’s The Point of View, Ofosu emphasized the government’s decision to cap ministerial appointments at 60, questioning the rationale behind the previous administration’s over 100 ministers.

“There were 333 or 336 political appointees at the presidency under Akufo-Addo. As I speak with you, there are not more than 50 at the presidency,” he stated.

“It will not go beyond a certain limit. It will go nowhere near the 336 we had under [former] President Akufo-Addo. There too, there’s going to be some serious cutting of numbers in order to ensure that we don’t go beyond reasonable limits.”

He also dismissed suggestions for President Mahama to reconsider his decision to cap ministerial appointments at 60.

The controversial withholding tax on all gaming earnings will be abolished by the government, the Minister of Finance, Dr. Cassiel Ato Forson, has announced.

He said this during his presentation of the 2025 Budget in Parliament on March 11, 2025.

In his words, he stated; “We will abolish the 10% withholding tax on winnings from lottery, otherwise known as the ‘Betting Tax’.”

The announcement comes as a fulfillment of the government’s promise to relieve Ghanaians from the numerous taxes they pay.

Group ‘exposes’ political victimisation in Ghana’s Security Services

The Forum for Development and Accountable Governance (FDAG) has raised serious concerns over political victimization and unfair treatment creeping within Ghana’s security services, particularly under the previous government.

The civil society group claims that some officers in the Ghana Police Service, Ghana Immigration Service, Ghana Prisons Service, and the Ghana National Fire Service were either sidelined, demoted, and denied promotions based on perceived political affiliations rather than merit and professionalism.

FDAG, after conducting extensive investigations, has announced plans to release a comprehensive report detailing these alleged injustices in the coming days.

However, the group has highlighted the case of ACI Lawyer Edward Kofi Owusu from the Ghana Immigration Service as a clear example of this disturbing trend.

According to FDAG, ACI Edward Kofi Owusu, a highly experienced officer and former Chief Staff Officer (CSO) and Regional Commander, was unfairly denied promotion for over eight years and demoted without explanation.

FDAG alleges that in July 2022, ACI Owusu was transferred to Sefwi Praso—a non-existent station of the Ghana Immigration Services —forcing the Immigration Service to later reassign him to Twifo Praso, where he was the only officer for 18 months without an office or logistical support.

“The Ghana Immigration Service, under the leadership of Comptroller-General Kwame Asuah Takyi, refused to provide the necessary resources to operationalize the post, effectively leaving him redundant” Excerpts of the statement read.

Despite his vast experience in security and law enforcement, the officer has remained at the Assistant Commissioner of Immigration (ACI) rank since 2017, while junior officers, including his former deputies, have been promoted to Deputy Commissioners.

FDAG’s findings suggest that ACI Owusu’s case is not isolated.

The group says that in July 2022, five former Regional Commanders of the Ghana Immigration Service (GIS), including ACI Smart Osei Bonsu, ACI Kwasi Opoku Apau, and ACI Kojo Opong Yeboah, were also demoted and made to serve under their juniors.

FDAG further alleges that officers perceived to be aligned with then opposition National Democratic Congress (NDC) were targeted for punitive transfers and denied promotions, while those with political connections to then ruling government- the New Patriotic Party rapidly promoted.

The report also draws parallels with other cases of alleged political victimization, citing DCOP Osman Razak, the current Security Coordinator at the National Investigations Bureau (NIB).

According to FDAG, DCOP Razak was similarly sidelined under former President Akufo-Addo but later reinstated by President John Mahama.

FDAG Calls for Urgent Reforms

The civil society group is calling on the government to immediately address these alleged injustices within Ghana’s security institutions.

“Security institutions must be professional and independent. Political interference is weakening our security forces, and this must stop,” said Nana Kojo Abbam, Senior Research Fellow at FDAG.

FDAG has vowed to continue exposing cases of political victimization and pushing for institutional reforms to protect the integrity, professionalism, and effectiveness of Ghana’s security agencies.

Presenting the 2025 Budget Statement to Parliament, the Finance Minister revealed that the government would provide a Cedi equivalent of US$279 million as a revolving fund for the Ghana Gold Board (GOLDBOD).

According to him, this initiative aims to enable GOLDBOD to purchase and export a minimum of 3 tonnes of gold per week from small-scale miners.

Dr. Forson emphasised that this move is part of the government’s strategy to enhance the mining sector’s contributions to Ghana’s economy.

He explained that the revolving fund will help streamline the purchasing process and ensure that small-scale miners are able to tap into the full potential of the gold export market.

He stated that the fund is expected to stimulate economic growth, create jobs, and further solidify the gold sector as a cornerstone of Ghana’s export-driven economy.

The Minister for Lands and Natural Resources, Emmanuel Armah-Kofi Buah, has stated that the 2025 budget will expose the inefficiencies and poor economic management of the previous NPP government, revealing the dire financial state in which they left the nation.

Speaking ahead of the budget presentation on Tuesday, March 11, the Ellembelle MP expressed deep concerns about the economic crisis inherited from the former administration.

He asserted that the NPP’s mismanagement had led to a severe financial downturn, which will be clearly reflected in the new budget.

“This budget is going to confirm to the people of Ghana the hole that has been created. When we said that the previous government had been careless, this is what we meant because we are going to paint a picture of a place that we could not have imagined we could sink,” he stated.

The Minister for Finance, Dr Cassiel Ato Forson, has announced that the government’s proposed 24-hour economy policy will be formally presented to Parliament for approval.  

Speaking in Parliament on Tuesday, March 11, during the presentation of the 2025 Budget Statement and Economic Policy, Dr Forson reiterated the Mahama-led National Democratic Congress (NDC) government’s commitment to the policy, describing it as a key initiative aimed at boosting economic productivity and job creation.  

“The Mahama-led NDC government is committed to the pursuit of the 24-hour economy policy,” he stated.  

The policy seeks to encourage businesses across various sectors to operate round the clock, maximising the use of infrastructure and resources while driving economic expansion. Proponents argue that such a move will not only create employment opportunities but also enhance Ghana’s global competitiveness.  

Dr Forson highlighted that the policy forms part of the government’s broader economic transformation agenda, which is designed to promote industrial expansion and attract investment. 

He assured Parliament that measures, including incentives for businesses willing to operate beyond traditional working hours, are being put in place to ensure the smooth implementation of the initiative.  

“We remain committed to the pursuit of the 24-hour economy policy,” he stressed. “The policy is crucial for enhancing our economic resilience and ensuring sustainable growth.”  

With the concept becoming a focal point of political and economic discourse, the Finance Minister urged Parliament to support the initiative once it is formally presented. He noted that the success of the policy will depend on strong collaboration between the public and private sectors.  

A comprehensive framework detailing the operational structure and implementation strategy of the 24-hour economy policy is expected to be submitted to Parliament in the coming weeks for further deliberation.

Miracles Aboagye, the former Communications Director of the Bawumia 2024 election campaign, has expressed regret over not ordering New Patriotic Party supporters to storm the various collation centres across the country when supporters of their opponent, the National Democratic Congress, had besieged the centres.

Speaking in an interview on Asempa FM, monitored by GhanaWeb, Aboagye stated that he had no reason to instruct NPP supporters at the time because, during his last press conference, his party was in the lead.

“At the time we held our press conference a little after 12 a.m., the NDC had already held a press conference where their Communications Officer called on NDC supporters to storm the collation centres. In fact, we did not have a scheduled press conference at that time. However, following their press conference, we felt the responsibility to ensure that our supporters did not clash with NDC supporters. If you ask me, that is one of my regrets.

“If I had known that the NDC would go on a rampage in 2024, despite our advancements in democracy—like what they did in Nsawam, Ablekuma North, and many other places across the country—we would not have stopped our people. I regret that decision and apologise.

“If that is the strategy your opponent or enemy in a political battle has chosen, you cannot sit back and allow yourself to be defeated. At the time I was speaking at the press conference that night, we had no indication that we were losing the election because our dashboard clearly showed that we were in the lead. We thought that if we were leading, there was no reason to send our supporters to the collation centres. Even if we were not leading, we did not believe in destroying our democracy by resorting to rampages.

“If I had ordered NPP supporters to also go to the collation centres, I am sure by this time, we wouldn’t have even carried out the handing over.

The Ghana Ports and Harbours Authority (GPHA) and the Ghana Shippers’ Authority (GSA) have reaffirmed their commitment to collaborate in a bid to reduce the cost of doing business at Ghana’s ports.

This initiative aims to enhance the efficiency and attractiveness of the ports to both local and transit customers, ultimately fostering socio-economic growth in line with the government’s economic reset agenda.

This commitment was highlighted during a working visit by the Chief Executive Officer of the Ghana Shippers’ Authority, Professor Ransford Gyampo, to the Ghana Ports and Harbours Authority, to interact with the Director General of GPHA, Brigadier General Paul Seidu Tanye-Kulono and his Management team on issues of mutual interests and strategic approaches to minimizing the cost of doing business at Ghana’s ports.

The engagement afforded the two heads the opportunity to deliberate on issues affecting the attractiveness of Ghana’s Ports and the huge role it plays in the nation’s maritime industry.

During the discussions, Prof. Gyampo emphasized the need for both institutions to identify operational bottlenecks and implement sustainable solutions to mitigate delays. He noted that seeming inefficiencies in the system often lead to additional costs for importers, which are ultimately transferred to consumers.

“As I went about visiting the various stakeholders, one thing that was coming out clear was the cost of doing business which was so high. President Mamaha said it openly that he will do his best to ensure that the cost of doing business is minimised. I believe that if you and I work together, we will be able to minimise the cost so people can have some peace of mind in doing their business,” he said.

In his response, the DG for GPHA Brigadier General Tanye-Kolono reiterated his earlier call on the Transport Minister to assist in the elimination of VAT and Covid-19 taxes from transit goods as well as certain taxes on transshipment goods.

‘On transshipment goods for instance, I don’t understand why goods that are spending just some minutes in Ghana’s ports and are on its way to other ports should be taxed.

Same applies to transit goods. My interactions with transit agents and clients have shown that they have a strong preference for Ghana’s Ports but are inundated with taxes on transit goods and this can’t be continued.”

The GPHA DG reaffirmed his faith in the government’s resolve to boost a 24 hour economy and said he was hopeful that such taxes would eventually be removed by the government to ensure the swift clearance of goods at the ports to alleviate the financial burden on importers.

He called for frequent meetings by the two institutions on practical ways of making Ghana’s ports attractive to support the government’s 24 hour economy and job creation agenda.

“I believe we must prioritize the national interest and the welfare of our stakeholders to ensure optimal service delivery. By working together, we can create a more competitive and business-friendly environment at our ports,” he affirmed.

The collaboration between GPHA and GSA marks a significant step toward making Ghana’s ports more competitive within the sub-region, supporting trade facilitation, and contributing to national economic growth.

The Perfect Picture: 10 Years Later (2019)

It is a 2019 Ghanaian film produced and directed by Shirley Frimpong-Manso and Ken Attoh.

The movie is a sequel to the original film, ‘The Perfect Picture’, produced and written by Shirley Frimpong-Manso.

The original film was about three women pushing their thirties and making bold attempts to change their lives, but destiny had other plans for them.

In the sequel, the ladies are back, this time pushing their forties.

Even though they are older and wiser, they realise that now they are saddled with more issues, including their not-so-fairy-tale relationships.

This movie was nominated at the 2020 Africa Magic Viewers Choice Awards (AMVCAs), and Gloria Sarfo won the ‘Best Supporting Actress’ for her role.

The Minister of Finance, Dr Cassiel Ato Forson, is presenting the first Budget and Economic Policy of the John Dramani Mahama administration in Parliament on Tuesday, March 11, 2025.

The minister will be presenting the 2025 Budget and Economic Policy on behalf of President John Dramani Mahama, in accordance with Article 179 of the 1992 Constitution and Section 21 of the Public Financial Management Act, 2016 (Act 921).

Dr Ato Forson is expected to touch on the real state of Ghana’s economy and the policy objectives of the Mahama administration to tackle the country’s current economic challenges.

Finance minister Dr Ato Forson is expected to update Ghanaians on the state of the economy that the Mahama administration inherited from the Nana Addo Dankwa Akufo-Addo government.

President Mahama, during his State of the Nation Address on February 27, 2025, indicated that the finance minister will be telling Ghanaians about the “criminally handled economy” he inherited from Akufo-Addo, which, according to him, is worse than he thought.

He is also expected to touch on the country’s debt stance, which currently stands at around GH¢720 billion. The country’s national debt before the Akufo-Addo government took over was less than GH¢100 billion. Available data show that Ghana’s debt grew by more than 80% under the Akufo-Addo government.

The finance minister is also expected to touch on social intervention policies like the Free SHS, the No-Academic-Fee policy, and trainee allowance, among others.

Dr Ato Forson is expected to touch on issues regarding the economy, Ghana’s macroeconomic stability, fiscal consolidation, cost of living, and the general standard of living of Ghanaians.

The General Secretary of the National Democratic Congress (NDC), Fifi Fiavi Kwetey, has stated that the NDC left a much better economy of 3.7 percent in 2016 than the 5.7 percent recorded in 2024.

His comment follows an announcement by the Ghana Statistical Service (GSS) on Monday, March 10, 2025, detailing Ghana’s growth rate for 2024.

Speaking to GhanaWeb Business ahead of the 2025 Budget reading by the Minister of Finance, Dr. Cassiel Ato Forson, the NDC executive said his party left a bigger foundation to transform the economy.

“NDC left an economy of 3.7% in 2016 when we were leaving. But that economy was a much bigger foundation for the transformation than 5.7% because that same economy had a phenomenal oil recovery that was absolutely better. So, the foundation was solid. It was not an economy that, for example, was so debt-ridden that we literally do not have money to be able to do well within our energy sector,” he said.

He added “Our banking sector is in trouble. So, simply talking about nominal growth in GDP, that’s not indicating that the economy has improved. So, your 3.7% is better than the 5.7%? No, it’s not just as simple as that. I can tell you, in 2009, when we took over the economy, before I left, the growth was about 9%. That same 9% was actually so steady that it was depreciating. So, inflation was at a high level”

Manchester United have revealed their plans for building a 100,000-seater stadium, sidelining the idea of enlarging the club’s famous grounds, Old Trafford.

The stadium, which would be adjacent to Old Trafford, according to the club, will play a major part in generating revenue for the club and also for the United Kingdom’s economy.

Officials disclosed that it also has the potential to create over 90,000 jobs and bring in 1.8 million visitors yearly.

According to Manchester United’s chief executive Omar Berrada, the club’s vision is to ensure they have their players play in the world’s best stadium.

“Our long-term objective as a club is to have the world’s best football team playing in the world’s best stadium. We are grateful for the feasibility work done by the Old Trafford Regeneration Task Force exploring options for the future of Old Trafford,” he said.

Co-owner Sir Jim Ratcliffe also revealed how this new stadium is to ensure the team moves away from Old Trafford as it has gone past its best years.

“Our current stadium has served us brilliantly for the past 115 years, but it has fallen behind the best arenas in world sport. By building next to the existing site, we will be able to preserve the essence of Old Trafford, while creating a truly state-of-the-art stadium that transforms the fan experience only footsteps from our historic home,” he said.
