NSA ‘Ghost’ Names: 8 Grilled By NIB

Eight persons have so far been questioned by the National Intelligence Bureau (NIB) for their alleged roles in the National Service Authority (NSA) ‘ghost’ names scandal.

The Attorney General and Minister for Justice, Dr. Dominic Ayine, who disclosed this yesterday during a press briefing, did not provide details of the questioning due to the fact that investigations were still ongoing.

Although he did not mention any names, it is public knowledge that Deputy Director of Operations at the NSA, Kwaku Ohene Gyan as well as former Deputy Director of the NSA, Gifty Oware-Mensah were arrested by the National Intelligence Bureau for their alleged involvement in the scandal.

It is not yet clear what their roles in the scandal is, but they were detained by the NIB, questioned by officers and later released.

The Attorney General revealed yesterday that eight (8) persons have so far been interrogated by the NIB and “a good number of them have cooperated with the NIB investigations.”

He also indicated that some officials of the NSA have begun ‘singing,’ pointing out that his office is “working diligently on several dossiers that will shock the conscience of the nation.”

Dr. Ayine revealed that there is now evidence of payments that were made into the accounts of the top executives of the NSA by vendors and staff of the Authority.

Dr. Ayine also disclosed that there is evidence that in November 2024, the Chief Executive Officer of NSA and others paid a Ghanaian Member of Parliament (MP) to ‘kill’ the story about the scandal in the media and to defend them.

He added that this is a developing story, hence he would not make further comments on it since investigations were still ongoing.

Gifty Oware-Mensah, returned to Ghana in March amidst growing calls for accountability in some alleged shady activities at the NSA, leading to the state losing millions of Ghana Cedis.

She had been out of the country since the December 7, 2024 election, leading some to speculate she was absconding from justice over her alleged role in the about 80,000 ‘ghost’ names scandal at the NSA, where monthly allowances were allegedly paid to non-existent personnel over a period of time.

But she returned to the country just as rumours were beginning to swell over potential action by National Intelligence Bureau to arrest her over the scandal.

Her return also coincided with the arrest of former Deputy Director of Operations at the NSA, Kwaku Ohene Gyan, popularly known as Osonoba, who was detained by the NIB in connection with the scandal.

Ghana and UK intensify efforts to combat illegal gold trade

Finance Minister Dr Cassiel Ato Forson on Monday met with officials from the UK-Ghana Gold Programme to discuss strategies to curb gold smuggling and ensure Ghana fully benefits from its gold resources.

The UK-Ghana Gold Programme is a collaborative initiative aimed at breaking the link between illegal artisanal gold mining and serious organised crime (SOC).

During the meeting, stakeholders underscored the impact of illicit gold trade on Ghana’s economy, noting that in 2022 alone, 60 tonnes of gold – worth an estimated $1.2 billion – were smuggled out of the country.

To address this challenge, discussions focused on the establishment of the Ghana Gold Board (GoldBod), which will oversee gold trade, tackle smuggling, and promote responsible sourcing.

The initiative has already gained the support of the UK/Ghana Gold Programme, which is working closely with the Economic and Organised Crime Office (EOCO) to combat gold smuggling at key border points such as Bole.

The meeting also highlighted ongoing collaborations between the UK/Ghana Gold Programme and the Precious Minerals Marketing Company (PMMC), focusing on industry reforms, including gold pricing mechanisms, pre-financing options, whistleblower protection for reporting smuggling, and ensuring responsible sourcing aligned with London Bullion Market Association (LBMA) certification.

In a bold move to support Ghana’s gold trade, the government will fund GoldBod to purchase 3 tonnes of gold every week, a strategy aimed at boosting foreign exchange reserves.

Additionally, as part of the 2025 Budget, the government is set to abolish the 1.5% withholding tax on unprocessed gold, a policy shift expected to encourage more formal gold trade and reduce smuggling.

Dr Forson emphasised that these measures will help Ghana regain control of its gold industry, disrupt illegal trade networks, and ensure the country reaps the full benefits of its natural resources.

The collaboration between Ghana and the UK marks a significant step toward ending gold smuggling and fostering a more transparent and profitable gold sector.

That’s a depiction of the ‘Borborbor’ dance that embodies a unique blend of rhythm and motion.

Obviously not a dance for people with ‘waist problems’ or stiff hips, particularly because mastering the Borborbor requires strong flexible waists, stamina, and thick gluteal muscles.

In essence, those who do a great job at performing ‘Borborbor’ can effortlessly transition into the realm of twerking.

Originating from the Ewe communities of Ghana’s central and northern Volta Region, the Borborbor dance has garnered comparisons to the modern-day twerk dance.

Formerly referred to as ‘Akpese,’ this cultural expression was initially confined to the ‘Ewedome’ belt, encompassing locales such as Kpando, Hohoe, and Ho, before spreading across Ewe-speaking communities in Togo and Benin.

Why is it termed as the indigenous twerk dance?

Like the twerk dance, ‘Borborbor’ entails a rhythmic bending and straightening of the legs, accentuating the popping of the buttocks with each movement.

While synchronizing knee bends with the music and swaying the hips, the ‘booty’ wiggles effortlessly.

Much like twerking, the focus remains primarily on the lower body, with minimal upper body involvement, facilitating the integration of sexually suggestive gestures.

However, the overtly sensual nature of ‘Borborbor’ sometimes clashes with its traditional contexts, particularly because it is often performed to gospel tunes, even within church settings.

A chief’s stance against the ‘twerk-like’ ‘Borborbor dance

Performing sexually suggestive moves at formal events contradicts the dance’s intended purpose, thereby leading to instances of disapproval, as evidenced by the intervention of a chief during a ‘Borborbor’ performance.

During a durbar at Anfoega Akukome sometime in 2022, the Paramount Chief of Anfoega Traditional Area, Togbe Tepreh Hodo IV, intervened and halted what he deemed a profane ‘Borborbor’ performance.

His public reprimand underscored the community’s rejection of dances veering towards indecency, garnering widespread support and applause from attendees.

Beyond the controversy, there are some health benefits of the ‘Borborbor’ dance

Despite occasional controversies, Borborbor serves as a conduit for cultural celebration and physical well-being.

Francis Nuatro, an esteemed ex-police officer from Kpando, is credited as the progenitor of Borborbor, blending the traditional ‘Konkoma’ rhythms with various musical genres to craft its distinctive sound.

Nuatro’s innovation birthed a musical legacy characterized by the use of castanets, rattles, and drums, evolving to incorporate elements of rhymes and highlife.

Today, Borborbor performances grace a myriad of occasions, including funerals, festivals, weddings, and church ceremonies, uniting communities in celebration of their cultural heritage.

FIC freezes Bills Micro-Credit Founder and CEO’s personal and company accounts

All company accounts of Bills Micro-Credit and Quick Credit and Investment Micro-Credit have been frozen by the Financial Intelligence Centre.

Fresh details emerging also indicate that all personal accounts of the companies’ Founder, Richard Nii Armah Quaye, and CEO, Romeo-Richlove Kweku Seshie, have also been frozen.

The action was taken by the FIC in accordance with Section 56(1) of the Anti-Money Laundering Act, 2020 (Act 1044).

A confidential letter sighted by Citi News revealed that the directive was issued on March 21, 2025, and took immediate effect – pending further directives and information gathering.

This comes after the Ghana Revenue Authority on Monday, March 24, confirmed that the founder of Bills Micro-Credit, Richard Nii Armah Quaye, was undergoing a personal income tax assessment.

The assessment pertains to outstanding personal income tax amounting to more than GHS 30 million which remains unsettled.

The action is part of routine regulatory oversight to ensure that the entrepreneur complies with his tax obligations.

Citi News has also gathered that an import duty was previously levied on one of his vehicles at GHS 11.4 million — a matter that has since been resolved.

The assessment by the tax officials comes just days after the business magnate’s widely publicised 40th birthday event which gained traction on social media.

It is however unclear whether the decision to probe Richard Nii Armah Quaye was made before or after the lavish celebration.

Recently, Bills Micro Credit Limited formally clarified that its business operations are entirely separate from the personal financial dealings of its Board Chairman, Richard Nii Armah Quaye.

The company stressed that it operates as an independent legal entity and does not finance or support Mr. Quaye’s private purchases or events.

The statement further clarified that Richard Nii Armah Quaye does not hold the position of CEO at Bills Micro Credit Limited. .

This clarification came in response to recent public discourse linking the company to Mr. Quaye’s personal affairs, including his birthday celebrations.

While recognizing Mr. Quaye as its founder, chairman, and majority shareholder, the company firmly dismissed any financial ties to his personal expenses.

JICA committed to strengthening educational collaboration with Ghana

The Japanese Ambassador to Ghana, Hiroshi Yoshimoto, has reaffirmed Japan’s commitment to strengthening educational collaboration with Ghana, emphasising the importance of instilling responsibility and teamwork in students from an early age.

He underscored Japan’s long-standing ties with Ghana and expressed the country’s desire to share its educational values and societal mindset.

The ambassador revealed that discussions were ongoing with the Ministry of Education to explore partnerships in teacher training and curriculum development.

“We are currently having a good discussion with the ministry to integrate aspects of the Japanese system, particularly in teacher training and curriculum development.

“This could include non-academic activities that build teamwork and responsibility among students,” he disclosed at a cross-cultural dialogue between students from Japan and the University of Ghana.

The event was held to facilitate a cross-cultural dialogue between students of the same generation in Ghana and Japan to foster a deeper understanding of the educational system in both countries through the exchange of ideas.

It was organised by the Japan International Cooperation Agency (JICA) in partnership with the Centre for Asian Studies at the University of Ghana.

Collaboration

“For now, we’d like to start with sharing information and experiences between teachers and experts in both countries.

Ghana already has good educational practices but also faces challenges.

Through collaboration, we can find ways to complement each other,” Mr Yoshimoto said.

He indicated that Japan’s educational system placed a strong emphasis on collective responsibility, teamwork and voluntary cooperation, traits that were cultivated in primary school.

“In Japan, students not only focus on academic work but also take on duties and tasks such as cleaning, talking to each other and sharing concerns.

This helps them develop a sense of responsibility and the ability to work hard to accomplish goals,” he stated.

Highlighting the role of teachers, he explained that Japanese educators did more than just teach subjects but also encouraged and mentored students to develop life skills. 

Holistic education

The Chief Representative of the Japan International Cooperation Agency (JICA) Ghana, Momoko Suzuki,  emphasised the importance of holistic education in Ghana’s development, highlighting the role of soft skills, values and community engagement in shaping future leaders.

he noted that human capital development was key to national progress, stating: “Education is not just about academic performance in subjects like mathematics and English, but also about instilling values such as teamwork, leadership and communication skills”.

Strategic organisation

The Director of the Centre for Asian Studies at the University of Ghana, Prof. Lloyd Amoah, stressed that Ghana’s education system shared similarities with Japan’s but lacked strategic organisation and refinement.

He believed Ghana could learn from Japan’s structured approach to instilling civic responsibility.

“Japan’s education system helps produce well-rounded citizens who take their cities seriously and love their country.

These are values we also have in Ghana, but we have not thought through them well,” he said.

According to Prof. Amoah, “Ghana’s increasing focus on individualism has contributed to societal challenges, including environmental degradation and lawlessness”.

He believed that by adopting key elements of Japan’s educational model, Ghana could build a more conscientious and collective-minded society.

Maame Ama Pratt, the Press Secretary to Vice President Professor Naana Jane Opoku-Agyemang, has criticized Alex King Nartey, a member of the public relations unit of the Ghana National Fire Service (GNFS), over his rebuttal to the Ashanti Regional Minister, Dr. Frank Amoakohene.

Nartey had accused the minister of engaging in self-aggrandizement at the expense of hardworking firefighters.

Alex King Nartey was reacting to a viral video from the scene of the Adum Market fire, where Dr. Amoakohene was captured criticizing firefighters for their perceived lack of enthusiasm in combating the blaze.

Nartey questioned the minister’s motivation, noting the potential impact of his comments on the morale of the officers.

Responding to the development during a panel discussion on Metro TV on March 25, 2025, Ama Pratt argued that extreme reactions are sometimes necessary to achieve results.

She accused King Nartey of being a member of the opposition New Patriotic Party (NPP) and claimed he consistently criticized the government.

“But you see, sometimes shouting gets things done. Sometimes you need to put a little fire…on behind of some people to get things done,” she said.

“Absolutely, I find nothing wrong with the minister expressing how he felt in the moment. The PRO is wrong, and let us tell him he is wrong. Subsequently, I have come to know him as an NPP activist who uses his page loudly to criticize anything NDC, anything John Mahama. It doesn’t help him.”

Meanwhile, Alex King Nartey has apologized to the minister for his comments. Before his apology, the minister accused him of doing the bidding of the opposition party, citing an old social media post in which Nartey criticized the NDC government.

On March 21, 2025, a fire broke out at Adum Market, located in the heart of Kumasi’s Central Business District in the Ashanti Region of Ghana.

The blaze started in the early hours of the morning, around 6:00 AM, and rapidly spread through a multi-storey commercial building.

Shops selling items such as mobile phones, accessories, jewelry, clothing, and second-hand goods were engulfed in flames.

The exact cause of the fire remains under investigation by the Ghana National Fire Service (GNFS), which has been at the scene since the outbreak.

Firefighters faced significant challenges in containing the blaze due to the market’s congested layout and limited access routes.

Narrow alleyways and closely packed wooden structures hampered their efforts.

Despite deploying multiple fire tenders, the highly combustible materials in the shops fueled the rapid spread of the inferno.

During a visit to the site, the Ashanti Regional Minister expressed frustration at the firefighters, accusing them of lacking commitment to fighting the blaze.

The lawyer for former National Signals Bureau (NSB) Director, Kwabena Adu Boahene, has mounted a strong defense for him and his wife, Angela Adjei Boateng, following allegations of financial misconduct.

In a statement, lawyer and former Abuakwa South MP, Samuel Atta Akyea, rejected what he described as attempts to portray the couple as criminals, insisting that they are respected professionals who should not be subjected to public ridicule.

“Mr. Kwabena Adu Boahene cannot be called a common criminal, and neither can his wife, Angela Adjei Boateng. Prior to this sordid exposé, Mr. Boahene was the immediate past Director of the National Signals Bureau and is internationally connected. His wife, Angela, has never been a woman of straw and is engaged in considerable business activities,” Atta Akyea stated.

His remarks follow a press conference by the Attorney General and Minister for Justice, Dr. Dominic Ayine, on Monday, where Boahene was accused of diverting $7 million of public funds into his private account.

Dr. Ayine disclosed that Boahene was arrested on Thursday, March 20, at Kotoka International Airport (KIA) upon his arrival from London Heathrow on a British Airways flight.

According to the Attorney General, the funds in question were intended for the procurement of cybersecurity infrastructure.

However, Boahene’s legal team has challenged the circumstances surrounding his arrest.

They claim that upon his arrival, he was initially detained under the pretext of passport irregularities. They further allege that he was lured into an open public space at the airport before being handcuffed and taken into custody by the Economic and Organised Crime Office (EOCO).

The defense team argues that the manner in which Boahene and his wife are being treated suggests persecution rather than a fair legal process. They stress the need for due process to ensure justice is served without prejudice or public humiliation.

“It beggars belief that a so-called criminal would voluntarily return to Ghana through Kotoka International Airport—a high-security area—when he could have used unmonitored routes through Togo or Ivory Coast,” the statement added.

Atta Akyea also suggested that the Attorney General’s approach to the case reflects a predetermined stance, stating, “Obviously, the Attorney General is using a different eyeglass, and we cannot fault him for that.”

The lawyer concluded by emphasizing that his client remains innocent until proven guilty, warning against any attempts to politicize the case or use it as a tool for public spectacle.

Executive Director of the Media Foundation for West Africa (MFWA), Sulemana Braimah is mounting pressure on Attorney-General Dr Dominic Ayine to name the lawmaker to whom money was allegedly paid to to kill a story in relation to the National Service Scheme (NSS) scandal.

He says that it will be in the interest of transparency and also to protect the reputation of Parliament if the Attorney-General mentions the name of the legislator.

HIV/AIDS deaths could increase globally amid US aid freeze

There could be 2,000 new HIV infections a day across the world and a tenfold increase in related deaths, possibly in the millions in the years to come, if funding frozen by the United States is not restored or replaced, the United Nations AIDS agency has said.

US President Donald Trump put almost all US foreign aid on hold upon taking office on January 20. Days later, the US Department of State said life-saving HIV work under the President’s Emergency Plan for AIDS Relief (PEPFAR) would continue.

But the disruption to health funding and the impact on broader services were having a devastating impact on people living with HIV/AIDS, UNAIDS executive director Winnie Byanyima told reporters in Geneva on Monday.

“This sudden withdrawal of US funding has been shutting down many clinics, laying off thousands of health workers … All this means that we expect to see new infections rising. UNAIDS has estimated that we could see 2,000 new infections every day,” she said.

She added that if funding from the US Agency for International Development (USAID) did not resume at the end of the 90-day pause, in April, or was not replaced by another government, “there will be, in the next four years, an additional 6.3 million AIDS deaths.”

“We’ll see it come back, and we’ll see people die the way we saw them in the ’90s and in the 2000s,” she said.

Byanyima said the figures were based on UN modelling, but did not give more details on how the estimates had been reached.

According to the latest data, there were 600,000 AIDS-related deaths globally in 2023.

UNAIDS, which coordinates the global response to preventing and treating HIV/AIDS, received $50m in core funding last year from the US, representing 35 percent of the UN agency’s budget.

The Trump administration has said the funding was frozen to ensure it was in line with the president’s “America First” policy. US Secretary of State Marco Rubio has dismissed concerns that Washington is ending foreign aid, saying waivers had been provided for life-saving services.

Trump’s team members say they have saved US taxpayers tens of billions of dollars through rapid-fire moves to cancel contracts, fire workers and root out fraud and waste in the government, although they have offered little evidence to support that assertion.

Sam George condemns AirtelTigo sale, calls managers “enemies of the state”

The Minister for Communications, Digital Technology, and Innovations, Samuel Nartey George, has sharply criticized those responsible for managing the AirtelTigo transaction, describing them as “enemies of the state” over the sale of the telecommunications company.

He raised concerns over the decision to sell AirtelTigo—burdened with a GHC3.5 billion debt—for a token price of just one dollar.

Speaking to journalists in Parliament on Monday, March 24, the Minister questioned the patriotism of those who oversaw the process.

“Those who managed the AirtelTigo process are enemies of our state and individuals who have no sense of patriotism. So for anybody to have told us that they bought AirtelTigo for 1 dollar, and now that we have taken over the ministry, ATC (American Tower Company), just one of the companies AirtelTigo owes, has presented us with a bill of 1.5 billion Ghana Cedis,” he stated.

He further disclosed that discussions with the American Embassy brought to light concerns over AirtelTigo’s financial liabilities.

“The American Embassy, along with their team, was in my office, and one of the major issues raised was the indebtedness to ATC. The debt sitting on the books of AirtelTigo exceeds 3.5 billion Ghana Cedis.

“So if someone told you that they bought it for 1 dollar, who is going to pay the 1.3 billion that is sitting there and accumulating interest?” he questioned.

Deputy Minister of Justice and Attorney General, Dr. Justice Srem Sai, has revealed that the embattled former Director of the National Signals Bureau (NSB), Kwabena Adu Boahene, is more of a flight risk than initially assessed.

Speaking in an interview with GHOne TV, monitored by GhanaWeb, Dr. Srem Sai explained that emerging information has influenced the Attorney General’s office not to immediately proceed with prosecuting the matter.

“New discoveries are coming up. Even though our intention was to charge him, we received further briefing on Sunday night, which suggests that he is actually more of a flight risk than our initial assessment. We discovered that he has multiple Ghanaian passports. We also discovered that he has the capacity to acquire other nationalities… you know, these days, with money, you acquire nationalities. This new information has led us to exercise some restraint on how we even begin to prosecute the matter.”

The Deputy Attorney General further explained why the suspect was arrested at this time.

“There is one thing that I need to put across. Even though we have been following this case, the investigation has taken some weeks. I don’t think this would have been the ideal time to arrest the gentleman. But he is someone who is very fluid when it comes to moving across borders. As the Attorney General has indicated, he has actually been fluid in the last few weeks. We thought he was coming to Ghana, but he was still fluid. So, our understanding is that once he enters the country, we need to have an interaction with him to be put into the criminal justice system.”

The Attorney General, Dr. Dominic Ayine during a press conference on Monday, March 2, 2025, made several alarming revelations during the briefing. Below are five key highlights:

Adu-Boahene’s embezzlement of GH¢39 million

According to the Attorney General, Kwabena Adu-Boahene allegedly embezzled up to GH¢39 million from the agency in collaboration with his wife.

This occurred after Adu-Boahene, acting as Director of the agency, signed a contract on behalf of the government and the National Security Council with an Israeli company, ISC Holdings Ltd., for the purchase of cyber defense system software at a cost of $7,000,000.

“In essence, the difference between (1) GH¢49,000,000, being the money Mr. Adu-Boahene transferred from the bank account of the National BNC to his private BNC, and (2) GH¢9,537,520, being the money he actually paid to ISC Holdings for the software, ended up with him and his wife. That is to say, a sum of Thirty-Nine Million, Four Hundred and Sixty-Two Thousand, Four Hundred and Eighty Ghana Cedis (GH¢39,462,480) is with Adu-Boahene and Angela Adjei-Boateng for no lawful reason or work done,” Ayine stated.

Creation of a private company with the same name as a state institution

The Attorney General further revealed that Adu-Boahene, who was a co-signatory to the Bureau of National Communication’s (BNC) director’s account at Fidelity Bank, secretly established a private company named BNC Communication Bureau Limited, which he used to channel payments into his personal accounts.

“As the Director of the BNC, Adu-Boahene was a co-signatory to the BNC’s Directors’ Account at Fidelity Bank. While serving as Director of BNC, however, Adu-Boahene and his wife, Angela Adjei-Boateng, incorporated, on October 23, 2018, a private company which they named ‘BNC Communication Bureau Limited.’ It is important to note the similarity between the names here—BNC.”

Transfers from state accounts to private companies

Another shocking revelation made by the Attorney General was that Adu-Boahene and his wife established approximately 10 companies, where they served as shareholders and directors. He stated that funds, suspected to be proceeds of crime, were transferred under suspicious circumstances through the bank accounts of these companies.

“The investigation has established that the ultimate beneficial owner of BNC Communication Bureau Limited is another company known as Advantage Solutions Limited. Ten other companies are, through a very complex web of shareholding and directorship, connected to Adu-Boahene and his wife, Angela Adjei-Boateng.

“Investigations have also established that monies, mostly proceeds of crime, from Advantage Solutions Limited, BNC Communication Bureau Limited, and other similar sources have been transmitted under very suspicious circumstances through the bank accounts of these companies. The investigations have revealed so far that the suspect and his wife have registered companies which we are tracking,” he said.

Proactively tackle recurring fire outbreaks

Member of Parliament for Akuapem North, Sammi Awuku, has urged the government to take proactive measures to curb the frequent market fires across the country.

He emphasized that a key solution lies in implementing the recommendations from previous investigations into similar fire outbreaks to prevent recurrence.

Speaking on the floor of Parliament on Monday, March 24, Mr. Awuku expressed concern over the persistent nature of these incidents and the lack of decisive action to address their root causes.

His remarks followed the recent devastating fire at Adum in Kumasi, which destroyed valuable goods and properties, leaving many traders in distress.

He stressed that while investigations are conducted after such disasters, the failure to implement their findings has allowed market fires to remain a recurring issue.

“Now we have Adum on our hands. Not too long ago, we had other places. What are we doing as a people to also help correct some of these structural issues? The earlier report of some of these incidents, what happened to it? How did we deal with the structural issues that came up?

“How are we taking steps to ensure that other markets are also not affected? And very soon, you will also be approaching the dry season after this rainy season and you are likely going to face some of these issues,” he stated.

EPA calls for tougher action against galamsey

The Environmental Protection Agency (EPA) has urged the government to implement drastic measures to combat illegal mining, commonly known as galamsey.

According to the Acting Chief Executive Officer of the EPA, Professor Nana Ama Browne Klutse, the galamsey menace is exacerbating the impact of climate change, with one of the consequences being the scarcity of potable water in several parts of Ghana.

In a media interview following her presentation of a scholarly work as the former head of the Department of Physics at the University of Ghana, Professor Klutse stressed that the entire nation must be concerned about the galamsey issue.

“We are really constrained in terms of getting quality water and available water for use in this country. We have also beyond the water, the land that is already affected by climate change. We know about deforestation and the nutrients of our soil is also threatened by climate change. However, we have issues of illegal mining that are also affecting our land.

“And we have to be concerned about this. So looking at the impact of climate change, which there is nothing we can do about, but we know there is a lot we can do about the illegal mining activities in the country.”

The Member of Parliament for Subin, Kofi Obiri Yeboah has called on the government for a mandatory insurance policy for traders to safeguard their livelihoods in the wake of unforeseen circumstances such as fire outbreaks.

A massive fire outbreak at Adum in the Central Business District of Kumasi on Friday, March 21, left nine persons injured with many shops and properties destroyed.

In a statement on the floor of Parliament on Monday, March 24, the Subin MP called on the government and international organisations to help alleviate the plight of the affected traders.

“I urge the government to introduce conscious policies that will support the informal sector to assess insurance packages. This will ensure that in the event of such unforeseen disasters, our traders and businesses have adequate opportunities to bounce back on their feet.

“Insurance can no longer be seen as loss-making, it must be made a necessity to safeguard the livelihoods of our traders and sustain our local economy.”

Lawyers for Kwabena Adu-Boahene, a former Director-General of the National Signals Bureau (NSB), have slammed the Attorney General and Minister of Justice, Dominic Akuritinga Ayine, following a press conference he held regarding their client’s arrest and detention.

According to the lawyers, the Attorney General is attempting to turn public opinion against Adu-Boahene.

“Earlier today, on March 24, 2025, the Learned Attorney General, Hon. Dr. Dominic Akuritinga Ayine, in a version of the rule of law that seems to disregard legal procedures, held a press conference. In this press briefing, he declared our client guilty of state looting in the court of public opinion. He further undermined the integrity of the press conference by claiming that our client is still being investigated by the Economic and Organised Crime Office (EOCO),” the lawyers stated.

The legal team further expressed their disbelief that someone as experienced as the Attorney General, a distinguished law lecturer, would use the power of the press to disseminate prejudicial and biased information—describing it as “evidence”—that could taint their client’s reputation before proper investigations are conducted.

“The authority to investigate any Ghanaian for alleged criminal offences should be impartial, free from political bias, and aimed at protecting citizens’ rights. Professional investigations, not party investigations, should be free of razzmatazz and propaganda. A suspect should not be publicly disgraced with unverified facts, which could later be used against him if he is formally charged,” they said in a statement.

The lawyers argued that since the investigation is still ongoing, there is no reason to accuse Adu-Boahene of any crime before formal charges are made. They accused the Attorney General’s office of trampling on democratic principles by using the press to undermine their client.

“When a suspect is under investigation, he is entitled to bail, because the investigating body cannot treat him as if he has already been pronounced guilty by a court of law,” the statement added.

The lawyers emphasized that criminal jurisprudence worldwide rejects using investigative detention as a form of punishment against potentially innocent individuals. They urged the Attorney General to focus on presenting evidence in court, not to the public, to establish guilt or innocence.

Attorney General’s Press Conference: Key highlights

The Attorney General’s press conference, held on March 24, 2025, was aimed at providing clarity about Adu-Boahene’s arrest, which resulted from a joint operation between the Attorney General’s office and EOCO. The arrest is linked to an ongoing investigation into the procurement of cyber intelligence equipment during Adu-Boahene’s tenure as Director-General of the National Signals Bureau.

Here are five key highlights from the Attorney General’s revelations:

Bribery Attempt to Cover Up the NSS Ghost Names Scandal the Attorney General disclosed evidence that former executives of the National Service Scheme (NSS) tried to suppress a ghost names and payroll fraud scandal by making financial payments to an unnamed Member of Parliament (MP). The aim was to prevent the issue from being made public.

Unauthorized Payment for the Skytrain Project the Attorney General also mentioned an unauthorized $2,000,000 payment related to the Skytrain project, initiated by Prof. Ameyaw Ekumfi, Chairman of the Board of the Ghana Infrastructure Investment Fund (GIIF).
