Judge Orders Trump Administration To Pay Nearly $2 Billion In USAID And State Dept. Debts

0

U.S. District Judge Amir Ali ruled in favor of nonprofit groups and businesses that sued over the funding freeze.

WASHINGTON (AP) — A federal judge on Thursday gave the Trump administration until Monday to pay nearly $2 billion owed to partners of the U.S. Agency for International Development and the State Department, thawing the administration’s six-week funding freeze on all foreign assistance.

U.S. District Judge Amir Ali ruled in favor of nonprofit groups and businesses that sued over the funding freeze, which has forced organizations around the world to slash services and lay off thousands of workers.

Ali’s line of questioning suggested skepticism of the Trump administration’s argument that presidents have wide authority to override congressional decisions on spending when it comes to foreign policy, including foreign aid.

“It would be an “earth-shaking, country-shaking proposition to say that appropriations are optional,” Ali said.

“The question I have for you is, where are you getting this from in the constitutional document?” he asked a government lawyer, Indraneel Sur.

Thursday’s order is in an ongoing case with more decisions coming on the administration’s fast-moving termination of 90% of USAID contracts worldwide.

Ali’s ruling comes a day after a divided Supreme Court rejected the Trump administration’s bid to freeze funding that flowed through USAID. The high court instructed Ali to clarify what the government must do to comply with his earlier order requiring the quick release of funds for work that had already been done.

The funding freeze stemmed from an executive order signed by President Donald Trump on Jan. 20. The administration appealed after Ali issued a temporary restraining order and set a deadline to release payment for work already done.

The administration said it has replaced a blanket spending freeze with individualized determinations, which led to the cancellation of 5,800 USAID contracts and 4,1000 State Department grants totaling nearly $60 billion in aid.

Sosu applauds Mahama’s declaration of two-ay Eid ul-Fitr holiday

0

Francis-Xavier Kojo Sosu, the Member of Parliament for Madina, has expressed his support for President John Dramani Mahama’s decision to declare a two-day holiday for Eid ul-Fitr celebrations.

Sosu described the move as a significant and commendable step that aligns with his previous legislative efforts.

In honour of his promises made during his election campaign and to acknowledge the contributions of the Muslim community to national development, President Mahama at the sod-cutting ceremony for the new Hajj Village on Friday, February 28 said that he had instructed the legal counsel at the presidency, Madam Marietta Brew, to amend the Public Holidays Act accordingly.

Sosu, in an interview on Eyewitness News on Citi FM on Friday, stated that “The president’s proposal is a very welcomed proposal because it addresses part of what I sought to do with that bill in the former parliament.”

He further praised the president’s leadership, adding, “We just thank the prudent and commend him for the bold decision to make him happen.”

In a social media video, Ohene David sent a bold message Kofi Adomah Wanwani as he charged him to bring out the evidence to show that the people of Dormaa did attend to him.

Ohene David added that, Kofi Adomah Wanwani should also bring out all the medical reports about what he was saying regarding his eye problem.

” You have allowed your wife to control you. Bring out the evidence to prove that the people of Dormaa did not attend to you. Bring out all the medical reports”. – Ohene David stated.

Prof. Peter Quartey cautions government against capital market return

0

Professor Peter Quartey, the Director of the Institute of Statistical, Social and Economic Research (ISSER) at the University of Ghana, has cautioned the government against an immediate return to the capital market for loans.

He urged the government to focus on multilateral financing and to be more aggressive in increasing domestic revenue mobilisation to support the country’s development objectives.

Prof Quartey, a Development Economist, gave the caution during his inaugural lecture as a Fellow of the Ghana Academy of Arts and Sciences in Accra on Thursday.

The lecture was on the topic: “Debt, investment, and growth in Ghana: Did we borrow to consume?” It addressed key issues around Ghana’s debt and development financing.

It was attended by economic and financial professionals, industry players, policymakers, and students from several Senior High Schools.

Dr. Cassiel Ato Baah Forson, the Finance Minister, announced last Tuesday, during the 2025 budget presentation, that the government would cautiously reopen the domestic bond market.

However, Prof. Quartey warned that loans from the capital market had proven to be expensive and unsustainable for Ghana’s development financing.

He urged the government to limit its reliance on such loans.

Ghana’s debt stood at 42.9 per cent in 2013, below the International Monetary Fund’s (IMF) debt sustainability threshold of 50 per cent debt to Gross Domestic Product (GDP).

Since then, the debt has been rising, reaching a record high of 82.9 percent in 2023, before reducing to about 76 percent in 2024.

“Why the rush to go to the capital market?” Prof Quartey questioned, noting that borrowing from the capital market without investing those funds in productive ventures had led to unsustainable debt.

“[The capital market] is where we went to, and we are having these problems. And you still want to quickly finish giving people a haircut and go to the capital market… I want to sound this caution! Borrow less from the capital market and at reasonable interest rates,” he emphasised.

Prof. Quartey urged caution when borrowing, particularly from Eurobonds and other capital market funds, which he described as too expensive and unsustainable.

“We ought to shy away from them. Let us get more multilateral and domestic sources of funding. They are cheaper,” he said.

He lamented the habit of successive governments borrowing at high rates from the capital market and using a significant portion of those funds for public sector salaries and interest payments, particularly since 2015.

Emerita Prof Takyiwaa Manuh, Vice President of the Arts Section of the Ghana Academy of Arts and Sciences, also expressed concern about the country’s debt situation.

She said, “The debtor must eat, but the debtor must be careful of what they eat.”

Prof. Manuh expressed confidence that Prof Quartey’s lecture would spark further discussions to help improve the country’s finances.

She called on policymakers to consider and implement policy proposals from academia to improve the living conditions of the people.

Appointing new IGP while injuction is pending is contempt of court – Kofi Bentil

0

The Vice President of IMANI Africa, Kofi Bentil, has strongly condemned the government’s decision to appoint a new Inspector General of Police (IGP) while a Supreme Court ruling on the removal of the former IGP is pending.

According to him, President John Mahama’s decision to relieve Dr. George Akuffo Dampare of his duties and replace him with COP Christian Tetteh Yohuno is unacceptable, describing it as contemptuous of the highest court of the land.

Speaking on JoyFM’s Top Story with Fostina Sarfo on Friday, March 14, Mr. Bentil stated that the legal principle is clear that when a case is before a court, it is unlawful and contemptuous to take actions that undermine or render the court’s decision ineffective.

“When a case is before a court, it is contemptuous of the court for anybody to take an action that overreaches the court. …What it means is simply that you don’t do anything to make nonsense of a court ruling where it is imminent.

“Now, the action, therefore, of the executive is contemptuous of the highest court of this land, because for about a year now, a case has been filed before they came into office,” he said,” he said.

He explained that although the Supreme Court has heard arguments from all parties and scheduled a date for its ruling, the President has proceeded with appointing a new IGP—an act he believes directly disregards judicial authority.

“That confusion which will erupt is exactly the reason why no law abiding person, when a case is before a court and the court is about to make a ruling, would go and try to overreach the court.

“Indeed, there is a school of thought that believes that under the circumstance, there is already an injunction in place, which is why we filed to confirm that injunction, so that, if there is any doubt, nobody will act based on that.

“Now being that, as it may, that they have done what they’ve done if the court ruled that indeed, the president should not remove any IGP or security head or whatever without just cause, what happens? We end up in a very, very terrible stalemate” he said.

Mr Bentil argued that this case is not about specific individuals, such as former IGP George Akuffo Dampare or newly appointed IGP Christian Tetteh Yohonu, but rather about safeguarding the integrity of the security system.

“We did not speak for IGP Dampare, myself and Prof Anning here, we have been at this thing for years before IGP Dampare. We don’t speak for him, and we have no problem with anybody doing their job. We have no problem with IGP Yohonu. I knew IGP Yohonu many years before I even knew IGP Dampare, so it is not about the personalities, it is about the security services.

“Now this will create confusion if that ruling comes out to hold our viewpoint that upon the reading of all the laws that are applicable, a president can appoint but may not remove a ranked officer without just cause.”

Mr. Bentil stated that it is very unfortunate that the former IGP has been replaced, noting that he hopes that when the Supreme Court ruling is delivered, and if it is in their favor, the necessary corrections will be made.

Background

Imani Ghana and security expert Prof Kwesi Aning have jointly filed a suit at the Supreme Court, seeking to restrain the President from removing the Inspector-General of Police and other heads of security agencies until an ongoing case relating to the matter is decided in May 2025.

According to the plaintiffs, the security heads in question would be unfairly treated if they were removed before the Supreme Court delivers its ruling.

The development follows widespread reports that the President intends to dismiss the Inspector-General of Police and other key security officials.

In their suit, the plaintiffs prayed the court to grant an order of interlocutory injunction restraining the Defendant, including His Excellency the President of the Republic, and the respective councils of the Ghana Immigration Service, Ghana Police Service, National Fire Service, and Ghana Prisons Service, from removing, terminating, dismissing, sacking, suspending, or otherwise interfering with the positions of the Director-General of the Ghana Prisons Service, the Comptroller of the Ghana Immigration Service, the Director-General of the National Fire Service, and the Inspector-General of Police.

The injunction is sought pending the final determination of the case.

The plaintiffs further argued that the suit raises serious constitutional issues, with the balance of convenience heavily favouring the applicants.

They contended that the government would suffer no harm should the court grant the application, as the verdict is imminent.

Moreover, should the plaintiffs fail in their case, the Executive would still have the authority to remove the security heads in question.

The suit concluded by stating that the application is just, appropriate, and necessary under the circumstances, urging the court to grant the injunction to prevent any premature dismissals before the case is fully adjudicated.

Less than three months into office, President John Dramani Mahama’s administration appears to be making progress in its pledge to fight corruption.

In the early days of his tenure, the president established Operation Recover All Loot (ORAL) to target appointees, particularly from the previous government, suspected of amassing wealth or acquiring state properties through dubious means.

As part of this initiative, the National Intelligence Bureau (NIB) has arrested and detained several individuals believed to have been involved in corruption scandals under the previous administration.

Here is a list of some appointees of former President Nana Addo Dankwa Akufo-Addo who have been arrested, detained, and later released by the National Intelligence Bureau (NIB), pending further investigations.

1.Professor Christopher Ameyaw-Akumfi – Former Minister of Education

The Former Board Chairman of the Ghana Infrastructure Investment Fund (GIIF), Professor Christopher Ameyaw-Akumfi, was detained by the National Intelligence Bureau (NIB) on Sunday, February 23, 2025, over his alleged involvement in the failed $3 billion Accra Sky Train project.

His arrest took place at Kawukudi, near Nima, in the Greater Accra Region.

2.Gifty Oware-Mensah – Former Deputy Executive Director of the National Service Authority (NSA)

Former Deputy Executive Director of the National Service Authority, Gifty Oware-Mensah, was also detained by the NIB.

Reports indicate that she was taken into custody on Friday, March 7, 2025, detained, and released later.

Her detention is linked to an ongoing NIB investigation into payroll fraud during her tenure at the NSA.

Gifty Oware-Mensah returned to Ghana on Tuesday, March 5, 2025, after spending time abroad on holiday following the 2024 elections. Her lawyer, Nana Agyei-Baffour, speaking to JoyNews after her return, stated that she had not received any prior invitation from the NIB regarding the matter.

3.Rev. Victor Kusi Boateng – Secretary to the Board of Trustees of the National Cathedral

Rev. Victor Kusi Boateng, Secretary to the Board of Trustees of the National Cathedral, has been arrested by the NIB over an alleged case of double identity on March 14, 2025.

The embattled pastor is currently assisting with investigations.

4.Kwaku Ohene Gyan (Osonoba) – Former Deputy Director in Charge of Operations at the NSA

Former Deputy Director in Charge of Operations at the National Service Authority (NSA), Kwaku Ohene Gyan, also known as Osonoba, was detained by the NIB on February 22, 2025.

According to a news report, two pickup vehicles reportedly trailed him from town before arresting him and transporting him to the NIB headquarters.

The reason for his arrest remains unclear, but it is believed to be linked to the ongoing NSA payroll fraud investigation, which uncovered allegations of ghost names fraudulently added to the payroll.

Ohene Gyan was interrogated by NIB officials on February 23, 2025, but was later released.

President Mahama’s Directive on NSA Payroll Fraud

President John Dramani Mahama had earlier instructed the NIB to investigate the operations of the NSA after a staggering 81,885 suspected ghost names were discovered on its payroll.

A press statement from the presidency on February 12, 2025, noted that these discrepancies were identified following a nationwide headcount of active National Service personnel, initiated by finance minister Dr. Cassiel Ato Forson.

Following the findings, the Finance Ministry released GH¢226,019,224 to settle allowance arrears for 98,145 actual National Service personnel.

Brighton & Hove Albion head coach Fabian Hürzeler has confirmed that Tariq Lamptey will be available for selection in their English Premier League clash against Manchester City on Saturday, March 15, 2025.

Lamptey missed Brighton’s previous league game due to suspension, but his return is a significant boost for the Seagulls as they aim to extend their winning streak to seven games.

The 24-year-old right-back has been impressive this season, registering two goals and two assists in 13 league appearances, despite often playing out of position on the left side.

However, Lamptey’s availability for Brighton raises questions about his injury-related absence from Ghana’s upcoming 2026 FIFA World Cup qualifiers. He was among 12 players listed as injured and ruled out of the qualifiers.

Ghana’s Black Stars are set to face Chad and Madagascar on March 21 and 24, respectively, as they look to recover from their failure to qualify for the 2025 Africa Cup of Nations (AFCON).

Renowned Ghanaian businessman and Executive Chairman of the McDan Group, Daniel McKorley Renowned Ghanaian businessman and Executive Chairman of the McDan Group, Daniel McKorley

Renowned Ghanaian businessman and Executive Chairman of the McDan Group, Daniel McKorley, popularly known as McDan, has urged the youth to prioritize hard work over comfort.

According to him, young adults need to practice discipline, courage, and personal sacrifice in order to achieve success.

McDan, who has become a symbol of entrepreneurial success in Ghana, urged them to cut back on sleep to invest more time in self-improvement and service to others.

“If you sleep eight hours a day, start sleeping four hours. Add the extra two hours in serving somebody. There’s a lot of benefit in service. So, start with yourself,” McDan advised.

McDan was speaking at the 2025 edition of PCH Hangouts at the ICGC The New Wine Temple, East Legon.

He lamented that while many Ghanaian youth are intelligent and full of potential, they often lack the discipline and “finishing power” needed to turn their dreams into reality.

Drawing from his own experiences, McDan recounted the massive response to the McDan Entrepreneur Challenge, which received 15,000 applications for new businesses.

However, he noted that many applicants struggled to see their ideas through to completion.

“It’s not money. The finishing power. If you ask me to stop everything and focus on one thing, focus on yourself,” he stated.

McDan encouraged young people to cultivate discipline and courage, characteristics he believes are essential for overcoming challenges and achieving long-term goals.

“Discipline is what the Ghanaian youth need, discipline and a bit of courage. We have smart youth in this country, but they need a bit of discipline and a bit of courage,” he said.

GMA advocates improved security for health professionals in Bawku

0

File photo of the conflict in Bawku File photo of the conflict in Bawku

The Upper East Regional Division of the Ghana Medical Association (GMA) has called on the Regional Security Council (REGSEC) to improve security for healthcare professionals in the Bawku Municipality and its environs.

The GMA stated that the security situation in the area, which has over the years led to significant loss of lives and property, instills great fear in health professionals, causing them to refuse postings to the area.

Dr. Adam Zakariah, the Regional Chairman of the GMA, made the call during a meeting with Donatus Akamugri Atanga, the Upper East Regional Minister and Chairman of REGSEC.

Among other critical concerns raised by the GMA leadership, they highlighted that insufficient and unattractive incentives for healthcare professionals further exacerbated the refusal of medical personnel to accept postings to the region.

Dr. Zakariah acknowledged that although some incentives exist, they have not been reviewed for some time and are therefore insufficient to attract and retain healthcare professionals, especially medical doctors, in the region.

He expressed concern that incentives for some doctors who have sacrificed to stay and work in the region are sometimes delayed and appealed to the Minister of Health to intervene and ensure the timely release of these benefits.

The GMA Chairman also called on the government to upgrade some health centres in the region to hospital status and properly equip them to operate optimally.

Dr. Zakariah emphasized that the issue of inadequate public healthcare facilities, coupled with obsolete equipment and demotivated doctors, adversely affects their professional development.

“The few doctors in the region are not motivated to work in health centres because they lack the necessary logistics. Over time, such doctors become rusty,” the GMA Chairman said.

Addressing the security concerns of the Association, the Minister assured its leadership that the security of healthcare professionals in Bawku would be addressed.

He acknowledged their challenges in rendering services under insecure conditions and further assured them that their call for the government to upgrade health centres into hospitals for effective service delivery would be given attention.

Atanga mentioned the Ghana Medical Care Trust Fund, also known as ‘Mahama Cares,’ which aims to provide financial support to individuals with chronic health conditions. He indicated that the initiative is intended to support citizens in accessing healthcare services effectively.

He also stated that the government would address accommodation challenges in the health sector, as hospital projects would include housing for critical healthcare professionals to eliminate such issues.

Regarding incentives, the Minister assured the GMA leadership that his office would intervene to address the challenge and appealed to members of the Association not to despair but to continue contributing to effective healthcare service delivery in the region.

“We have a huge task ahead, and I will do everything possible to make Ghanaians proud. Personally, I am ready to deliver whenever called upon to defend the flag of our nation. I can’t wait to join my teammates in camp,” the Nations FC defender said.

In the interview, Razak Simpson shared his excitement and extended appreciation to coach Otto Addo for trusting in his abilities and handing him another call-up to the national team.

“Words cannot describe how I feel right now. Being called up to the national team again gives me chills. I want to thank Otto Addo and the coaching staff for having faith in me once more,” the centre-back said.

Dampare had very good human relations but failed at hardcore security issues – Analyst

Security analyst, Andrews Asiedu Tetteh Security analyst, Andrews Asiedu Tetteh

A security analyst, Andrews Asiedu Tetteh, has given an assessment of Dr. George Akuffo Dampare as Inspector General of Police.

He said one of the things the IGP did that he commends him for is the establishment of the Police TV and the role the television channel played in educating the Ghanaian public.

Andrews Tetteh stated that the IGP had excellent human relations with the public, as well as the reforms he implemented in the service, but he failed in terms of hardcore security.

”One of the things I applaud the IGP for is the establishment of the Police TV. The way they used Police TV to educate people on how to handle cybercrime and other issues was commendable. He had excellent interpersonal relations with the public. The resurgence of some areas, such as the dog department, horses, and others, is positive. However, he fell short when it came to hardcore security. The way people died, the bullion van incident, and how it was handled were all tragic. Some of us suspected police involvement in the incident. So, if you ask me, in terms of hardcore security, the IGP failed.”

He stated that the replacement of the IGP was not surprising because it had been a long time coming.

“The replacement of IGP Dampare with IGP Yohuno is unsurprising. Some of us expected this to happen. The most important thing to remember is that every president would prefer to work with people who are in his good books and share his ideologies, or to appoint those who can help him succeed. We have seen this happen under every regime. So some of us weren’t surprised when the president replaced him.”

Minority Leader Alexander Afenyo-Markin has expressed serious concern over the lack of streetlights on the road leading to the Jubilee House, calling it a major security risk.

Speaking on the floor of Parliament on Friday, March 14, 2025, Afenyo-Markin urged the government to act swiftly, emphasizing that such negligence was unacceptable in the heart of the city, especially near the seat of government.

“Mr. Speaker, it’s not good for the security of the presidency if the entire route leading to the Office of the President is so dark. This is in the heart of the city—it is worrying,” he stated.

He further called on the Greater Accra Regional minister to appear before Parliament and provide assurances on the steps being taken to improve lighting in the area.

“I would plead that the leader of government business programmes the Minister for Greater Accra to come and assure the House of the steps she is taking to address the situation.

“We need sufficient streetlights in the city, particularly so in the area where the seat of government is located,” Afenyo-Markin added.

Ghana, Japan sign $13.4m agreement to enhance Tamale’s electricity supply

Japanese envoy [L] and Dr. Ato Forson, Finance minister Japanese envoy [L] and Dr. Ato Forson, Finance minister

Ghana and Japan have formalized a $13.44 million grant agreement to enhance the stability and reliability of electricity supply in Tamale, the capital of the Northern Region.

The initiative aims to address power challenges in the area by improving energy infrastructure and ensuring a more consistent supply for households, businesses, and essential services.

Finance Minister Dr. Cassiel Ato Forson, announcing the deal on his official Facebook page on Friday, March 14, 2025, described the partnership as a significant boost for Tamale’s electricity network.

The agreement was signed between the Government of Ghana and the Japan International Cooperation Agency (JICA) as part of ongoing bilateral efforts to support Ghana’s energy sector.

The project, funded through the grant, will facilitate the construction of a new power substation and the expansion of distribution lines, significantly strengthening Tamale’s energy infrastructure.

The Finance Minister signed on behalf of Ghana, while Her Excellency Suzuki Momoko, Chief Representative of JICA, represented the Government of Japan at the signing ceremony.

Dr. Forson highlighted that the initiative would play a crucial role in fostering economic growth, job creation, and improved living standards for residents in Tamale and its surrounding communities.

He emphasized that the investment would not only improve access to reliable power but also support business expansion and the provision of essential social services.

“This project represents a major milestone in our commitment to economic development, job creation, and enhanced livelihoods in the Northern Region.

“By ensuring an uninterrupted electricity supply, we are providing businesses, households, and critical services with the energy security they need to thrive,” Dr. Forson stated.

He further expressed Ghana’s deep appreciation for Japan’s continued support, noting that such collaborations are instrumental in bridging the country’s energy gaps and driving industrialization.

Once completed, the project is expected to significantly transform Tamale’s energy landscape, stimulate local enterprise, and improve the quality of life for residents.

In a determination dated March 13, 2025, the Commission found that the NSB had violated its obligations under the Right to Information Act, 2019 (Act 989) by refusing to respond to both Yirenkyi’s request and the Commission’s follow-up inquiry.

As a result, the Commission has imposed a GH¢100,000 administrative penalty on the NSB, with an additional 10% default penalty if the fine is not paid within 14 days.

“The Commission finds that the Respondent is not justified in refusing to grant the Applicant access to the information requested.

“The Respondent has breached its obligations under Act 989 by failing to respond to both the Applicant’s request and the Commission’s letter. In fact, under Section 70 of Act 989, the Respondent is required to assist the Commission in its investigations,” the Commission stated.

“Based on the Respondent’s failure to comply with its obligation under Act 989, an administrative penalty of GH¢100,000.00 is imposed on the Respondent, and this shall be payable to the Commission no later than 14 days after the date of receipt of this decision.

“The penalty so imposed shall attract an additional default penalty at a rate of 10% on the principal penalty sum of GH¢100,000.00 in the event of default for any additional 14 days thereafter,” the Commission added.

Background of the Case

Yirenkyi, who also serves as the Founder and Leader of the Alliance for Restoration of Civil Rights, submitted his request on January 6, 2025, seeking details about the functionality of CCTV cameras in several areas, including East Legon, Cantonments, and Okponglo, during specific timeframes in November 2022 and December 2023.

His request also covered inquiries about footage retention policies, accessibility for individuals affected by criminal incidents, and whether law enforcement agencies had accessed the footage.

After receiving no response from the NSB, Yirenkyi escalated the matter to the RTI Commission on January 21, 2025.

The Commission officially wrote to the NSB on February 3, 2025, demanding an explanation for its failure to respond, but the agency remained silent.

The Commission ruled that while some aspects of the requested information were exempt from disclosure under Section 7(1)(i) of Act 989, as they could compromise public safety, the majority of the questions should be answered. These include:

The operational status of CCTV cameras in the specified locations during the requested periods.

Whether law enforcement or any third party had accessed the footage.

If the footage does not exist, an explanation of its unavailability.

Procedures and conditions for requesting access to CCTV footage.

However, the Commission denied Yirenkyi’s request for information on whether the CCTV footage still exists in the NSB’s archives, as well as the agency’s retention policy, citing public security concerns.

The NSB has been ordered to release the permitted information within seven days and to allow Yirenkyi to inspect or watch the CCTV footage within the same timeframe.

The Commission has also set specific fees for accessing the information, based on the format requested.

Failure to comply with these directives could result in further penalties against the NSB.

The Chief Executive Officer of the Ghana Investment Promotion Centre (GIPC), Simon Madjie, has emphasized the need for enhanced support in identifying and cataloguing bankable investment opportunities and improving sector-specific data to attract investors.

This was highlighted during a strategic meeting between GIPC and a delegation from Ernst & Young (EY) Ghana to explore collaborative efforts in boosting investment into the country.

The EY team was led by Country Managing Partner Emmanuel Adekahlor and included:

Dr. Pamela Des Bordes – Assurance Partner, Michael Sackey – Consulting Partner Alice Osei Okrah – Strategy and Transactions Partner.

Discussions focused on enhancing Ghana’s investment landscape, with EY consultants recommending a review of Technology Transfer Agreement (TTA) regulations to ensure compliance and alignment with global market trends.

Madjie welcomed the proposal, confirming that GIPC is actively working on amending the regulations to create a more investor-friendly environment.

The engagement forms part of GIPC’s broader strategy to strengthen partnerships with industry experts and position Ghana as a preferred investment destination.

I haven’t authored any party financial report that has been rejected – Ex Ketu South MCE

0

A former Ketu South Municipal Chief Executive, Maxwell Koffie Lugudor has discredited media reports suggesting that the hierarchy of the New Patriotic Party (NPP) in the Volta Region rejected his financial report on funds allocated to him during the 2024 electioneering period.

According to him, the publication was misleading as he never presented a report to the leaders of the party, and neither did he speak to the “media or any journalist” about election expenses.

In a disclaimer, Mr Lugudor explained that there was no point in time that he met the leadership of the party to discuss election or campaign expenses, after the December 7th general elections.

“I am surprised my name is out there attached to media publications that my report on expenses was rejected. I did not submit any report to the party after the elections. For the record, I have also not engaged any journalist on the subject matter”, he stated.

He expressed dismay as to how a breakdown of supposed campaign expenditure, indicating funds allocated to various players and stakeholders, was fabricated and attributed to him in the publication.

He warned elements who had orchestrated the false publication targeted at denting his image and hard-won reputation.

“I am surprised somebody can just stand up and do such a thing with my name. What is their purpose? What do they seek to achieve? Ruin my name and put my reputation in the mud?”, he questioned.

Mr Lugudor threatened to take legal action against the media outlets that published the news article, demanding a retraction of the publication and an apology.

Allow security chiefs to complete their tenure

Rev. Ntim Fordjour, Ranking Member for the Parliamentary Committee on Defence and Interior Rev. Ntim Fordjour, Ranking Member for the Parliamentary Committee on Defence and Interior

The Ranking Member for the Parliamentary Committee on Defence and Interior, Rev. John Ntim Fordjour, has called for an end to the frequent removal of security heads whenever a new government takes office.

Speaking to the media in Parliament, he emphasized the need for professionalism and stability within Ghana’s security institutions.

“We have the Ghana Police Service, the Ghana Immigration Service, Ghana Fire Service, Ghana Prisons Service, and the Ghana Armed Forces.

“These professionals serve with dedication and a deep sense of professionalism. It is crucial that governments, both NPP and NDC, minimize interference in the appointment and removal of security heads whose tenures have not expired,” he stated.

Rev. Fordjour urged political parties to allow serving Inspector Generals of Police (IGPs), Chiefs of Defence Staff, and other security heads to complete their tenure, regardless of a change in government.

“If the NPP or NDC assumes office while an IGP, Chief of Defence Staff, or head of a security agency is still serving their tenure, they should be allowed to complete it. This will promote professionalism, strengthen our security institutions, and enhance trust in the governance system,” he added.

Bawumia gave her GHC20K and a vacation – Salam Mustapha refutes Afua Asantewaa’s allegations

Afua Asantewaa, Guinness World Record sing-a-thon contender Afua Asantewaa, Guinness World Record sing-a-thon contender

National Youth Organiser of the New Patriotic Party (NPP) Salam Mustapha, has strongly refuted claims made by Guinness World Record sing-a-thon contender, Afua Asantewaa, that she received no support from the NPP government during her attempt.

In an interview on Accra FM, Asantewaa stated that the only thing she got from the then NPP flagbearer, Dr. Mahamudu Bawumia, was sore throat medicine.

However, Mustapha insists this is untrue and has labeled her remarks as “falsehood and ingratitude.”

“This lady is not being truthful and quite ungrateful,” he stated. “In her first sing-a-thon attempt here in Accra, aside from Dr. Bawumia visiting her—which I played a role in with Sammi Awuku and Socrate—the Vice President donated GHC20,000 in cash, packs of Papaye food, bottled water, and soft drinks to her team. I personally did the donation on behalf of Dr. Bawumia to her husband and father.”

He further disclosed that after the event, Asantewaa and her family personally visited the Vice President to express their gratitude, after which Bawumia sponsored a vacation for her at Senchi.

“So, why the falsehood? We all supported her because we saw a young Ghanaian lady trying to make a mark for herself and challenge the world. I hope she doesn’t repeat this negative narrative again,” he added.

Speaking in an interview on Eyewitness News, DSP Danso acknowledged that while he has served under multiple IGPs, Dampare’s leadership stood out.

“I have served a lot of them [IGPs] and I have observed and followed their works,” he noted.

“But with the coming of Dr. George Akuffo Dampare, I think the face of policing in Ghana, seriously speaking, changed, and he did a lot. He set the bar so high.”

DSP Danso further emphasized Dampare’s uniqueness among past police chiefs, stating,

“Among his peers, the IGPs that have come and gone, I will say he is unique amongst all of them. He stands out, he stands tall amongst his peers.”

Meanwhile, Dampare has thanked Nana Addo Dankwa Akufo-Addo for making him make history.

According to him, he was appointed as Ghana’s youngest IGP and lived up to the task until he left office honorably.

Deputy Communications Director of the New Patriotic Party (NPP), Ernest Owusu- Bempah, has hailed John Dramani Mahama for appointing Christian Tetteh Yohuno as Ghana’s Inspector General of Police.

According to him, this police officer has distinguished himself as one who fights crime in the country and deserves to lead the police service.

To Ernest Owusu Bempah, armed robbery will be a thing of the past, considering Christian Tetteh Yohuno’s record of fighting armed robbers in the country.

“I don’t agree with John Dramani Mahama on his policies, but with this appointment I agree with him. I suggested this to the former president, but he could not act on it, and so I am so happy that John Dramani Mahama has done it to help fight crime. Christian Tetteh Yohuno is known to fight armed robbers, so I know armed robbery will be a thing of the past, “he told Asempa FM.

Apostolic Nuncio in Ghana to Catholic School Leaders

0

The Catholic Church in the West African nation organized the education forum to address topical issues in the country’s education system, and “to help shape a more resilient and an inclusive Ghana through education”, according to a February 21 press conference ahead of the March 10-15 forum.

In his March 12 address, the Apostolic Nuncio in Ghana following his appointment in June 2024 said that he was greatly satisfied to observe that the cordial relations between Ghana and the Holy See had been consistently maintained and further strengthened since the establishment of diplomatic relations in 1976.

He recognized the efforts of the Ghanaian Catholic Church in the education sector, saying, “From the very beginning of my mission in Ghana, I was particularly pleased to hear from the highest authorities, and from reliable sources that the involvement and contributions of the Catholic Church, through its vast network of institutions and structures, especially in the field of education are deeply valued and appreciated.”

Archbishop Kaboré reflected on the 32nd President Independence Day Award held on March 5, when learners from Catholic institutions were honoured for their exemplary performance.

“In the presence of the minister of education, these students were celebrated by His Excellency the Vice president. And it is the source of legitimate pride to note that many of these excellent students were alumni of Catholic schools,” the Apostolic Nuncio said.

He recognized the contribution of pioneers of Catholic Education in Ghana, including Bishops, Priests, women and men Religious, the Laity, and all those whose evangelical dedication, he noted, “has been instrumental in the noble mission of education, at all levels.”

The representative of the Holy Father in Ghana said that the work of the Catholic Church in the country’s education sector was notable, “beginning with the courageous missionaries, who led the foundations of Education in remote areas, often preceding the state in providing this essential service to both individuals and Society.”

Archbishop Kaboré also expressed gratitude to the government authorities, for “their indispensable support to Catholic schools” and added, “As we know, the Church does not seek for privileges, but fair cooperation and fruitful dialogue for the benefit of the youth.”

He further praised learners in Ghana, who he said had extended their good values in the society, saying, “I also wish to commend the countless students, who represent the new generations not only gaining knowledge of the faith, but also growing into mature and responsible citizens prepared for the complex realities of this world.”

In his March 12 address, the 56-year-old Vatican diplomat, who started his service as Apostolic Nuncio in Ghana after his September 2024 Episcopal Consecration assured Ghanaians that Catholic schools are not only safe but also a spring of wisdom.

How can you increase OGM budget by 200%? – Abdul-Kabiru on gov’t spending

0

Member of Parliament for Walewale, Dr. Mahama Tiah Abdul-Kabiru has raised concerns over what he describes as extravagant spending under President Mahama’s administration, questioning the justification for the GH₵4.1 billion budgeted for the Office of Government Machinery (OGM).

In a Facebook post, he pointed out that while the government argues that OGM now includes the National Security Ministry and the Ministry of Information, several agencies that were under OGM during Akufo-Addo’s tenure—such as the Zongo Development Fund, Northern Development Authority, and National Identification Authority—have been removed.

Kabiru highlighted that even with a projected salary increase for National Security and Information Ministry employees, there remains an unexplained GH₵1.2 billion.

“How can you increase OGM by about 200% and still have the moral courage to mount a spirited defense?” he questioned.

According to him, the drastic increase contradicts the government’s claim of reducing staffers and cutting costs.

“This is pure extravagance and unconscionable. Ghanaians deserve better, and the sins of this government should not go unreported,” he wrote.

The National Film Authority (NFA) has reiterated its dedication to developing a vibrant and globally competitive film industry in Ghana.

To achieve this goal, the NFA hosted a high-level stakeholder engagement meeting at the Accra Tourist Information Centre on Thursday, March 13, marking the first official gathering between the newly appointed leadership and prominent industry stakeholders.

This meeting provided a platform for in-depth discussions on the challenges facing the industry, exploration of innovative solutions, and strengthening of collaborative ties.

The engagement was led by Madam Kafui Danku-Pitcher, Executive Secretary of the NFA, and Mr. James Timothy Gardiner, Deputy Executive Secretary.

Kafui Danku-Pitcher is the Executive Secretary of the NFA

The discussions focused on introducing the new leadership, gaining insights into the needs of the industry, and laying the groundwork for policies that will drive sustainable growth in Ghana’s film sector.

Representatives from major industry associations, including the Ghana Actors’ Guild (GAG), Film Producers’ Association of Ghana (FiPAG), Ghana Academy of Film and Television Arts (GAFTA), Women in Film and Television, Audio Visual Rights Society of Ghana (ARSOG), Film Crew Association of Ghana (FiCAG), Film Distributors and Marketers, Animators Association of Ghana (AAG), Film Directors Guild of Ghana (FDGG), Northern Region Filmmakers Association, and Silverbird Cinemas (Exhibitors), were in attendance.

Their participation underscored the significance of the dialogue and the industry’s collective interest in shaping its future.

During the discussions, stakeholders raised key challenges affecting the sector, including limited financing for film productions, weak copyright enforcement, inadequate capacity-building programs, and the need for stronger legislative support.

Industry representatives emphasized the urgency of implementing the Legislative Instrument (L.I.) to provide legal backing for film sector regulations, including tax incentives and funding structures. Mr. George Bosompem, PRO for GAFTA, highlighted that policy reforms must cater to these concerns to ensure a more structured and enabling environment for filmmakers.

Another pressing issue discussed was the need for a more streamlined structure for film guilds and associations. Ken Fiati, Technical Committee Chairman of the Ghana Actors’ Guild (GAG), stressed the importance of creating a more unified industry with clear operational guidelines.

He also advocated for regular training and capacity-building programmes to enhance the skills of actors, producers, and other industry professionals.

Addressing these concerns, Madam Kafui Danku-Pitcher reiterated the NFA’s commitment to open dialogue, strategic policymaking, and fostering an environment where all industry players can thrive. She emphasized that stakeholder engagement would remain a priority, ensuring that industry professionals are actively involved in shaping policies and initiatives.

Mr. James Timothy Gardiner, Deputy Executive Secretary, assured stakeholders of the NFA’s dedication to advocating for policies that address their needs. He highlighted the importance of partnerships, investment, and infrastructure development in positioning Ghana as a leading film production hub in Africa.

James Timothy Gardiner, Deputy Executive Secretary of NFA

The National Film Authority (NFA) has promised to work more closely with stakeholders in the film industry.

They plan to set up a system for regular meetings and collaborations to help grow Ghana’s film sector. This includes improving rules and regulations, and creating more opportunities for local filmmakers.

The five major pieces to the leadership puzzle: Insights from Ghana’s independence anniversary

0

By Samuel Lartey(Prof)

[email protected]

As Ghana celebrates its 68th Independence anniversary on March 6, 2025, the nation stands at a crossroads, reflecting on the progress made and the hurdles that remain.

<! — Revive Adserver Asynchronous JS Tag – Generated with Revive Adserver v5.4.1 –>

Jim Rohn’s The Five Major Pieces to the Life Puzzle provides a compelling framework to evaluate Ghanaian leadership across top, middle, and lower levels, assessing how these five principles, Philosophy, Attitude, Activity, Results, and Lifestyle, shape the country’s trajectory.

  1. Leadership philosophy: The bedrock of national progress

Jim Rohn asserts that personal philosophy determines destiny. Similarly, national philosophy dictates Ghana’s economic, social, and political landscape. From the dawn of independence in 1957, Ghana’s leadership philosophy has evolved from Kwame Nkrumah’s socialist-driven industrialization agenda to the capitalist, market-friendly policies of subsequent governments.

At the top level, successive presidents, including Jerry Rawlings (1981–2001), John Kufuor (2001–2009), and Nana Akufo-Addo (2017–2025), have influenced national philosophy with varying degrees of success. Ghana’s commitment to democracy, evident in eight consecutive peaceful elections, exemplifies a strong governance philosophy. However, challenges persist, such as corruption, bureaucratic inefficiencies, and policy inconsistencies.

At the middle level, ministers, business executives, and regional leaders shape policy implementation. The introduction of the Ghana Beyond Aid agenda in 2019 reflected a shift in economic philosophy towards self-reliance. However, despite strong rhetoric, Ghana’s external debt reached $58.6 billion by 2024, highlighting a disconnect between philosophy and fiscal discipline.

At the grassroots level, local chiefs, assembly members, and civil society leaders often dictate the pace of community development. While traditional rulers preserve cultural values, their role in modern governance remains debated. The proliferation of illegal mining (“galamsey”) and land disputes underscores gaps in ethical leadership at lower levels.

  1. Attitude: The leadership mindset gap

Rohn highlights that attitude determines response to challenges. Ghana’s post-independence history is marked by contrasting leadership attitudes. Nkrumah’s ambitious industrial projects, such as the Akosombo Dam (1965), reflected a proactive attitude. However, excessive state control led to economic stagnation by the 1970s.

The transition to multi-party democracy in 1992 demonstrated a positive shift in national attitude, fostering economic liberalization. Yet, the attitude of complacency in addressing youth unemployment remains a pressing issue. By 2024, Ghana’s youth unemployment rate stood at 19.7%, a challenge exacerbated by leadership inertia at the middle level.

Grassroots leadership, particularly in local governance, often showcases resilience. Community-driven projects such as the $30 million Keta Sea Defense Wall (2023) demonstrate proactive leadership. However, the ‘winner-takes-all’ political culture has discouraged bipartisan cooperation, hindering sustainable development.

  1. Activity: Execution deficiencies in Ghanaian leadership

Jim Rohn underscores that success requires continuous action. Ghana’s economic transformation efforts have been hampered by inconsistent policies. The One District, One Factory (1D1F) initiative, launched in 2017, aimed to establish 260 factories. By 2024, only 126 were operational, reflecting implementation bottlenecks.

In contrast, Ghana’s banking sector cleanup (2017–2020) demonstrated decisive action, leading to a more resilient financial system. The intervention, costing GH¢21 billion, stabilized the sector but also resulted in job losses and public discontent.

At the grassroots level, market women, artisans, and SMEs remain the backbone of Ghana’s informal economy, contributing 70% to GDP. However, limited access to credit and weak institutional support hinder their full potential. Leadership at this level must focus on practical solutions, such as microfinance accessibility and skills training.

  1. Results: Evaluating Ghana’s leadership output

Results are the ultimate measure of leadership effectiveness. Ghana’s economic growth averaged 4.3% between 2017 and 2024, yet inflation peaked at 40.1% in October 2023. While macroeconomic indicators suggest progress, the rising cost of living indicates a gap between policy intent and citizen experience.

Socially, Ghana’s Free SHS policy, introduced in 2017, has increased enrollment but strained educational infrastructure. The health sector has seen mixed results, with projects like the Agenda 111 hospitals experiencing delays.

At the community level, the success of local agricultural initiatives, such as Planting for Food and Jobs, demonstrates the power of grassroots leadership in improving food security. However, post-harvest losses remain high, emphasizing the need for better logistics and storage infrastructure.

  1. Lifestyle: The ultimate reflection of leadership success

Rohn argues that true success is reflected in a fulfilling lifestyle. For Ghana, national well-being extends beyond GDP growth to quality of life. While urban centers like Accra and Kumasi have seen infrastructural expansion, rural-urban disparities persist.

Leadership at all levels must focus on sustainable living conditions. As of 2024, 28% of Ghanaians still lack access to clean water. Affordable housing remains a challenge, with the national housing deficit exceeding 1.8 million units.

At the grassroots level, cultural preservation through festivals, music, and arts remains strong. However, moral decadence, evidenced by rising cyber fraud cases, points to a need for ethical leadership at all levels.

Conclusion

As Ghana marks 68 years of independence, the application of Jim Rohn’s five principles offers a roadmap for enhanced leadership. A refined national philosophy, a proactive leadership attitude, disciplined execution, measurable results, and an improved lifestyle can drive sustainable progress.

Ghanaian leaders, whether at the top, middle, or grassroots, must embrace these principles to navigate the next phase of national development successfully. With collective effort, Ghana can transition from a developing nation to a beacon of leadership excellence in Africa.

Legacy Girls College, a leading all-girls institution, is celebrating a decade of excellence, resilience, and transformation. From starting with just one student in 2015, the school has grown tremendously, now boasting over 700 students, state-of-the-art infrastructure, and a reputation for academic excellence.

Marking its 10th-anniversary celebration, the school’s founders, Mrs. Essie Anno Sackey and Dr. Mrs. Ellen Hagan, reflected on the journey of establishing an institution that shapes confident and capable young women.

“More importantly, what we have learned from parents is that they see a change in their girls after the first term. In terms of confidence and the ability to express themselves, Legacy Girls is number one,” Dr. Mrs. Hagan stated.

The school’s humble beginnings saw a single block serving as classrooms, offices, dormitories, and even a kitchen. Despite the challenges, the founders remained committed to their vision.

“We started with just one block. It was a multipurpose space with everything in it. We believed in the vision so much ourselves, and we are thankful that other parents have also believed in it and brought their children here,” Mrs. Anno Sackey added.

Beyond academic achievements, Legacy Girls College is recognized for its role in nurturing confidence, leadership, and personal growth in its students.

Head Girl Paula Elinam Adzoso and Deputy Head Girl Abena Asabea Adjei shared how their experiences at the school have shaped them.

“Legacy has done a lot for me. Personally, I can now speak confidently in public—something I couldn’t have done before,” Paula shared.

“I’ve seen a lot of improvement since I came to Legacy Girls College. From my social life to my academics and time management, I’ve grown in so many ways,” Asabea added.

As Legacy Girls College celebrates 10 years of impact, it remains committed to grooming young women to make a mark and leave a lasting legacy in their communities and beyond.

The school believes that it takes one woman to create opportunities for others—a principle that continues to shape its mission for the future.

To mark this incredible achievement, Legacy Girls College will host a series of exciting events, activities, and community outreach programs throughout the year, culminating in a grand celebration that honours the spirit of sisterhood, resilience, and academic excellence.

Ghana, Nigeria, Chad, Rwanda among top polluted countries in the world – Report

0

The latest 2024 World Air Quality Report has revealed alarming levels of pollution across Africa, with Ghana, Nigeria, Chad, and Rwanda ranking among the most polluted countries in the world.

The findings highlight a worsening air quality crisis that continues to endanger millions of lives.

Africa’s Pollution Crisis: A Data-Driven Disaster

Topping the global list of the most polluted countries, Chad recorded a shocking PM2.5 concentration of 91.8 µg/m³, nearly 18 times above the World Health Organization’s (WHO) recommended annual guideline of 5 µg/m³. Nigeria placed 11th with 40.1 µg/m³, Rwanda 9th with 40.8 µg/m³, while Ghana was ranked the 14th most polluted country globally, registering 35.8 µg/m³.

PM2.5 particles are some of the most dangerous pollutants, penetrating deep into the lungs and bloodstream, leading to severe respiratory and cardiovascular diseases. These microscopic pollutants are more than four times smaller than dust particles and over ten times thinner than human hair, making them nearly invisible yet highly toxic.

According to the University of Chicago’s AQLI data, air pollution now shortens lifespans in highly polluted areas by 2.7 years. In Ghana, WHO estimates in 2019 showed that 28,000 people die annually from air pollution. In 2021, air pollution caused 8.1 million deaths globally or roughly 22,192 deaths daily. Alarmingly, one child dies every minute due to air pollution. If no action is taken, this silent killer will continue claiming thousands more lives each year.

Ghana’s Growing Pollution Problem

Ghana’s air pollution is now seven times higher than the WHO’s safe limit, reflecting a worrying trend of deteriorating air quality. The capital, Accra, was ranked the 16th most polluted capital city worldwide, with an annual PM2.5 level of 36.3 µg/m³. But in a shocking revelation, Kumasi, which is featuring for the first time in this report, surpassed Accra as the most polluted city in Ghana, recording 39.5 µg/m³.

Compared to previous years, Ghana’s pollution levels have seen a drastic rise:

  • In 2022, Ghana with 30.2 µg/m³ ranked 27th most polluted country globally.
  • In 2023, it jumped to 17th place, with PM2.5 levels rising to 33.2 µg/m³.
  • In 2024, Ghana set a new record of 35.8 µg/m³, moving up to 14th place among the most polluted nations worldwide.

How Bad is Africa’s Air?

Africa continues to struggle with severe pollution and limited air quality monitoring. The 2024 report highlights:

  • Five of the world’s top 10 most polluted countries are in Africa (Chad, D.R. Congo, Uganda, Rwanda, Nigeria).
  • Only 24 out of 54 African countries reported air quality data due to a lack of monitoring infrastructure.
  • 34% of African cities reported PM2.5 levels 3-5 times the WHO guideline, while 24% recorded levels 5-7 times higher.
  • Lagos, Africa’s second-most populous city, was missing from the rankings due to insufficient data, raising concerns about data gaps in major urban centers.

Public Health Emergency: The Silent Killer in the Air

Air pollution in Ghana is not just an environmental issue—it is a national health crisis. WHO estimates in 2019 suggest that 28,000 Ghanaians die annually due to air pollution, equivalent to one death every 19 minutes. If this trend continues, at least 2,333 people will die every month due to toxic air exposure.

Meanwhile, Ghana’s air pollution crisis is accelerating at an alarming pace. In just two years, the country jumped from the 27th most polluted nation (2022) to the 14th (2024), with PM2.5 levels rising from 30.2 µg/m³ to a record 35.8 µg/m³—pushing millions into daily exposure to toxic air.

Exposure to PM2.5 pollutants has been linked to respiratory diseases, heart conditions, cognitive decline, and even premature death. The economic cost of this crisis is equally staggering. A report by the Clean Air Fund warns that without urgent action, air pollution in Ghana’s urban centers could cost the economy a crippling $137.8 billion by 2040.

Global Context: The Cleanest vs. Dirtiest Air

While only 17% of global cities meet the WHO air pollution guideline, some regions still manage to maintain relatively clean air.

The World’s Most Polluted Countries (2024 Rankings)

  1. Chad (91.8 µg/m³) – 18 times above WHO’s safe limit.
  2. Bangladesh (78.0 µg/m³) – 15 times higher.
  3. Pakistan (73.7 µg/m³) – 14 times higher.
  4. Democratic Republic of the Congo (58.2 µg/m³) – 11 times higher.
  5. India (50.6 µg/m³) – 10 times higher.

The World’s Cleanest Countries

Only seven countries met the WHO’s PM2.5 guideline in 2024:

  • Australia, Bahamas, Barbados, Estonia, Grenada, Iceland, and New Zealand.

In Africa, Nieuwoudtville, South Africa (1.2 µg/m³) was the only city to meet WHO air quality standards.

What’s Driving Africa’s Air Pollution?

The IQAir report points to rapid urbanization, population growth, industrial emissions, and unregulated burning of waste as key factors worsening air quality across Africa. In Kinshasa, the PM2.5 level surged by 40% from the previous year, partly due to increased industrial activity and expanded data monitoring.

Meanwhile, non-governmental organizations (NGOs) now provide 67% of all air quality data in Africa, a massive increase from 42% in 2023, highlighting the need for stronger government-led air monitoring initiatives.

Will Ghana and Africa Take Action?

As Ghana’s air quality worsens, there is growing pressure on the government to enforce stricter environmental policies. Experts are calling for:

  • Stronger vehicle emission regulations to reduce pollution from transport.
  • Increased investment in renewable energy to cut reliance on fossil fuels.
  • Expansion of air quality monitoring stations to provide more accurate data.
  • Strict anti-burning policies to curb the impact of industrial and household emissions.

With Ghana now among the top 15 most polluted countries in the world, the time for action is now. If no urgent measures are taken, the air we breathe could become an even deadlier crisis in the years to come.

Finance Minister calls for strict adherence to corporate governance by SOEs

0

By Jibril Abdul Mumuni
Accra, March 14, GNA – Dr Cassiel Ato Baah Forson, the Finance Minister, Thursday emphasised the urgent need for state-owned enterprises (SOEs) to adhere to sound corporate governance practices and comply with financial reporting obligations.

He highlighted the critical role of transparency, accountability, and financial discipline in reversing the declining performance of SOEs, which have been plagued by consistent losses in recent years.

The Minister said this at a high-level meeting between the President and Chief Executive Officer of SOEs in Accra.

Dr Forson expressed deep concern over the financial health of several key SOEs, citing alarming losses across sectors.

“Even traditionally profitable entities like the Ghana Ports and Harbours Authority have begun to struggle, with losses recorded in 2024,
The Minister attributed those challenges to weak corporate governance, operational inefficiencies, and non-compliance with financial reporting standards.

He stressed that the Public Financial Management Act 2016 (Act 921) mandates SOEs to prepare and submit audited financial statements within strict timelines.

“Specifically, Section 95 of the Act requires SOEs to submit their financial statements to the relevant minister within four months after the end of the financial year. However, many SOEs have failed to meet these obligations, undermining transparency and accountability,” he noted.

To address those issues, Dr Forson outlined a comprehensive turnaround strategy aimed at transforming SOEs into financially sustainable institutions.

He called for effective strategies to strengthen operational efficiency through targeted training and resource allocation.

The finance minister said SOEs must implement robust governance frameworks to ensure compliance with regulatory requirements and improve decision-making processes.

He urged the SOEs to enforce strict financial controls and strategic planning to restore profitability and reduce fiscal risks.

The Minister announced that the Ministry would collaborate closely with the State Interests and Governance Authority (SIGA) to monitor compliance with financial reporting obligations.

Dr. Forson reaffirmed his commitment to restoring transparency and accountability in Ghana’s SOEs.

“Our vision is to create state-owned enterprises that operate with integrity, contribute to the economy, and serve the people of Ghana. This requires a collective effort to uphold the principles of good corporate governance and financial discipline.”

Rev. Kusi Boateng arrested by NIB

0

Rev. Victor Kusi Boateng, also known as Kwabena Adu Gyamfi, has been detained by the National Investigations Bureau (NIB) as part of an ongoing investigation into allegations of possessing multiple identities.

The controversy surrounding Rev. Kusi Boateng emerged in 2023 when North Tongu MP, now Foreign Affairs Minister, Samuel Okudzeto Ablakwa, alleged in an exposé that the Secretary to the Board of Trustees of the National Cathedral held multiple passports under different names.

“From unassailable and irreproachable documents in my possession, Rev. Victor Kusi-Boateng, AKA Kwabena Adu Gyamfi, uses multiple passports and multiple identification cards with different names and different dates of birth as his special modus operandi,” Ablakwa stated in a Facebook post.

Ablakwa further claimed that JNS Talent Centre Ltd, a company owned by Rev. Kusi Boateng, received GH¢2.6 million for the National Cathedral project under the pseudonym Kwabena Adu Gyamfi.

According to him, documents in his possession confirmed that Kwabena Adu Gyamfi and Rev. Victor Kusi Boateng were the same individual. Despite these allegations, Boateng continues to serve as an Executive Council Member/Director of the National Cathedral Board.

On July 13, 2024, the Human Rights Court dismissed an application filed by Rev. Kusi Boateng, which sought to prevent MP Samuel Okudzeto Ablakwa from making public statements about his involvement in the National Cathedral affairs.

While the specific charges against him remain undisclosed, sources suggest that the investigation is focused on his alleged dual identity.

NIB reportedly detains Rev. Kusi Boateng

0

A key member of the National Cathedral Board of Trustees, Rev. Victor Kusi Boateng, is reportedly in the custody of the National Investigations Bureau (NIB).

According to Accra-based Citinews, the Secretary to the Trustees and preacher, also known as Kwabena Adu Gyamfi, has been detained as part of an investigation into allegations of possessing multiple identities.

In January 2023, Samuel Okudzeto Ablakwa, Member of Parliament(MP) for North Tongu petitioned the Commission on Human Rights and Administrative Justice (CHRAJ) to investigate the Secretary of the National Cathedral Board of Trustees, Reverend Victor Kusi-Boateng, over conflict of interest, including possession of multiple identities and other alleged criminal dealings.

However, a report by CHRAJ in November 2024 indicated that he holds one passport with the name Kwabena Adu Gyamfi and has never been issued a passport with the name Kusi-Boateng as claimed.

Mr Okudzeto Ablakwa’s petition, which was received by the two Deputy Commissioners of CHRAJ, had also alleged that there was a transfer of GH¢2.6 million in cash from the National Cathedral Secretariat to JNS Talent Centre Limited owned by Rev. Kusi-Boateng under his secondary identity, Kwabena Adu Gyamfi.

However, the Commission came to the conclusion that no service was rendered by the JNS Talent Centre Limited owned by Rev. Kusi-Boateng under his secondary identity, Kwabena Adu Gyamfi.

Rather, Rev Kusi Boateng offered to pay contractors of the National Cathedral because, at the time, the National Cathedral was not in good financial standing, and so the monies that were transferred to him were monies owed him for paying contractors of the project.

Meanwhile, CHRAJ recommended an investigation and possible prosecution of the board of trustees of the National Cathedral project.

It also recommended that the Auditor General conduct a forensic audit on the construction of the National Cathedral project from its inception to date.

On the issue of identities, Mr Ablakwa voiced dissatisfaction with the report.

In an interview on JoyNews’ The Pulse on Monday, November 25, Mr Ablakwa expressed surprise at CHRAJ’s findings, claiming the Commission “only scratched the surface” of the allegations concerning double identity and conflict of interest.

He argued that CHRAJ failed to fully examine all the evidence presented, relying solely on passport documentation.

“My petition succeeded in a larger part regarding procurement breaches and corruption-related offences.”

Mr Ablakwa, however, maintained that CHRAJ overlooked other identification documents, such as a driver’s license and Ghana Card, which he submitted as part of his petition in January 2023.

Govt to establish national prayer and thanksgiving day – Ahmed Ibrahim

0

The Minister of Local Government, Chieftaincy, and Religious Affairs, Ahmed Ibrahim, has revealed that President John Dramani Mahama, recognizing the significance of faith in national affairs, has directed the ministry to establish a task force comprising representatives from all Muslim sects to organize a National Prayer and Thanksgiving Service.

Similarly, representatives from various Christian denominations will be involved in creating a National Prayer and Thanksgiving Day.

The minister made this announcement during a visit to several Muslim groups on Friday, March 14, where he and his team made donations as part of their commitment to promoting religious tolerance and peaceful coexistence.
Among the Muslim leaders visited were the National Chief Imam, the Supreme Leader of the Al-Suna Muslim Community, the Ameer of the Ahmadiyya Muslim Mission, and the Supreme Leader of the Shia Muslim Community.

To support these leaders during the Ramadan season, the ministry donated bags of rice, bags of sugar, and an undisclosed sum of money to each group.
Addressing the media, Ahmed Ibrahim acknowledged concerns raised by Muslim leaders, particularly regarding Muslim students facing restrictions in some mission schools that prevent them from practising their religious obligations.

“The kind of religious tolerance that we have, which has long been an asset to the country, must be preserved. Their prayer is that we do everything possible to promote it.

“Concern was also raised about Muslim students being denied the right to observe their religious practices in some mission schools. Their opinion was that we must create a platform, together with the Minister for Education, as well as the leadership of the Education Service, to find an amicable solution to the problem.”

“We were tasked with working together with the National Peace Council and religious institutions to resolve the situation, which I believe may not be too difficult to achieve.”He said.
He assured that after Ramadan, he would engage relevant stakeholders to find a lasting solution and foster mutual respect for religious diversity.

“His Excellency, the President, recognizes the role of Allah in governance. Therefore, he has tasked the ministry with establishing a National Thanksgiving Service for both our Muslim and Christian brothers and sisters.

“Additionally, we were directed to form a task force that will institute a National Prayer Day for Muslims and a similar one for Christians. We have already made initial contact with them, but we will revisit the issue after Ramadan to get their representatives for the committee,” he noted.

Dr Dampare breaks silence after his removal and COP Yohuno’s appointment as IGP

0

In a statement dated 14 March and signed by his Executive Assistant, Nana Osei Afrifa, he expressed gratitude to former President Nana Akufo-Addo, traditional leaders, and civil society organisations (CSOs) for their contributions during his tenure.

He is particularly grateful for the opportunity to serve in the Ghana Police Service for the past 35 years, rising through the ranks from a General Constable to Inspector-General of Police, becoming the youngest Commissioner of Police as well as the youngest IGP in the Fourth Republic.

His many years in the service gave him the opportunity to serve as Director-General of almost all departments, including a record two stints as DG/Welfare and DG/Administration. He remains grateful to the Police Management Board (POMAB) as well as the rank and file and wishes everyone well.

Being appointed as Inspector-General of Police, the highest rank attainable for any police officer, gave him an incredible opportunity to serve. The contributions made by the rank and file of the Ghana Police Service to security, law, and order during his tenure have been enormous.

Dr Dampare also reaffirmed his commitment to the nation:

He wishes to express his continued dedication to Ghana, our beloved country, and his willingness to serve the nation he loves. Having served the Ghana Police Service for 35 out of his nearly 55 years of life with an unblemished record, he remains energetic, committed, and enthusiastic about serving his nation with discipline, honour, and integrity.

Meanwhile, President John Dramani Mahama has officially sworn in Commissioner of Police (COP) Christian Tetteh Yohuno as the Inspector General of Police (IGP).

The brief ceremony took place at Jubilee House on Friday, 14 March 2025, attended by top government officials, traditional rulers, and close family members of COP Yohuno.

Nsoatreman withdraws from GFA competitions over safety, security concerns

0

By Simon Asare

Accra, March 14, GNA – The defending MTN FA Cup champions, Nsoatreman FC, have announced their withdrawal from all Ghana Football Association (GFA) competitions.

This implies that Nsoatreman FC will be unable to play their week 24 match against Basake Holy Stars this weekend.

A club statement on Friday, March 14, 2025, indicated that the withdrawal was due to the security and safety of its players upon the restart of the competition.

It said that the reasons for withdrawing from the league and other competitions stemmed from their match with Kotoko, which resulted in the death of a football fan.

“We write to respectfully withdraw from the ongoing Ghana Premier League and any other competitions organised by the GFA due to concerns over the security and safety of our players.

“We are forced to take this decision due to recent events involving our matches with Kumasi Asante Kotoko and Samatex FC, which we officially wrote to your high office.

“In light of this, we can no longer guarantee the safety of our players; therefore, management and the board of directors are left with no choice but to prioritise the safety and security of our players by withdrawing from the league.

“We regret any inconveniences this decision may cause. Thank you for your cooperation,” the statement said.

Dampare did his part, but many officers were unhappy – Former CID Boss

0

Former Director-General of the Criminal Investigations Department (CID), COP Bright Oduro (Rtd), has expressed concerns about key challenges within the Ghana Police Service under the leadership of Dr. George Akuffo Dampare.

Speaking on Eyewitness News on Friday, March 14, 2025, COP Oduro acknowledged that while Dampare played his role as IGP, many officers within the service were dissatisfied.

He noted that despite Dampare’s strong public goodwill, internal concerns among personnel remained unresolved. According to him, communication within the service weakened, police welfare was inadequately managed, and some officers were promoted beyond their ranks without following due process.

Additionally, he pointed out complaints about transfers being conducted without the involvement of the appropriate committee.

On crime management, COP Oduro questioned the effectiveness of Dampare’s approach, highlighting unresolved robbery cases and a lack of transparency regarding crime trends.

“There have been robberies that you and I never heard about. What solutions are being professed by the police to tackle robbery? We see the police on patrols, but how have they tackled robbery? The officers are also not speaking about crimes in their jurisdiction, yet crimes are taking place all over the place.

“Yet they don’t talk about them. Look at what happened in Adabraka, where a daylight robbery took place. What about the police officers who were taken for enquiry and were killed? So, there are issues of crime which have not been resolved. So, we will not say that even though outwardly he is doing well, inwardly he is doing well or not.

“Every other IGP will do what is under his command because these are the men who will do the work for you. If they do their work and they are attacked for explaining what we do to the public, nobody speaks.

“…So there are issues all over. So, he has done his part, but too many officers are grumbling,” he stated.

COP Oduro’s remarks reflect broader concerns about the internal operations of the Ghana Police Service and the need for improved communication, welfare, and crime management strategies.
