Facebook was ‘hand in glove’ with China, BBC told

A former senior Facebook executive has told the BBC how the social media giant worked “hand in glove” with the Chinese government on potential ways of allowing Beijing to censor and control content in China.

Sarah Wynn-Williams – a former global public policy director – says in return for gaining access to the Chinese market of hundreds of millions of users, Facebook’s founder, Mark Zuckerberg, considered agreeing to hiding posts that were going viral, until they could be checked by the Chinese authorities.

Ms Williams – who makes the claims in a new book – has also filed a whistleblower complaint with the US markets regulator, the Securities and Exchange Commission (SEC), alleging Meta misled investors. The BBC has reviewed the complaint.

Facebook’s parent company Meta, says Ms Wynn-Williams had her employment terminated in 2017 “for poor performance”.

It is “no secret we were once interested” in operating services in China, it adds. “We ultimately opted not to go through with the ideas we’d explored.”

Meta referred us to Mark Zuckerberg’s comments from 2019, when he said: “We could never come to agreement on what it would take for us to operate there, and they [China] never let us in.”

Facebook also used algorithms to spot when young teenagers were feeling vulnerable as part of research aimed at advertisers, Ms Wynn-Williams alleges.

A former New Zealand diplomat, she joined Facebook in 2011, and says she watched the company grow from “a front row seat”.

Now she wants to show some of the “decision-making and moral compromises” that she says went on when she was there. It is a critical moment, she adds, as “many of the people I worked with… are going to be central” to the introduction of AI.

In her memoir, Careless People, Ms Wynn-Williams paints a picture of what she alleges working on Facebook’s senior team was like.

Mr Zuckerberg, she says, did not get up before midday, loved karaoke and did not like to be beaten at board games, such as Risk. “I didn’t realise that you were supposed to let him win. I was a little naive,” she told us.

However, Ms Wynn-Williams says her allegations about the company’s close relationship with China provide an insight into Facebook’s decision-making at the time.

“China is Mark Zuckerberg’s white whale,” meaning a goal that he obsessively pursued, says Ms Wynn-Williams.

The country is the world’s biggest social media market, but access to Facebook remains blocked there, alongside the likes of X and YouTube.

“It’s the one piece on the board game that he hasn’t conquered,” she says.

Ms Wynn-Williams claims that in the mid-2010s, as part of its negotiations with the Chinese government, Facebook considered allowing it future access to Chinese citizens’ user data.

“He was working hand in glove with the Chinese Communist Party, building a censorship tool… basically working to develop sort of the antithesis of many of the principles that underpin Facebook,” she told the BBC.

Ms Wynn-Williams says governments frequently asked for explanations of how aspects of Facebook’s software worked, but were told it was proprietary information.

“But when it came to the Chinese, the curtain was pulled back,” she says.

“Engineers were brought out. They were walked through every aspect, and Facebook was making sure these Chinese officials were upskilled enough that they could not only learn about these products, but then test Facebook on the censorship version of these products that they were building.”

Meta told the BBC that such claims about China had been “widely reported” at the time.

In her SEC complaint, Ms Wynn-Williams also alleges Mr Zuckerberg and other Meta executives had made “misleading statements… in response to Congressional inquiries” about China.

One answer given by Mr Zuckerberg to Congress in 2018 said Facebook was “not in a position to know exactly how the [Chinese] government would seek to apply its laws and regulations on content”

Meta told the BBC that Mr Zuckerberg gave accurate testimony, adding it did not operate services in China.

Most Facebook executives didn’t allow their own children on Facebook – according to Ms Wynn-Williams. “They had screen bans. They certainly wouldn’t allow them to use the product.”

And yet she says reports from 2017 – that the company had been using algorithms to target and categorise vulnerable teens – were true.

“The algorithm could infer that they were feeling worthless or unhappy,” she alleges.

The company – which also owns Instagram and WhatsApp – could, she claims, identify when a teenage girl had deleted a selfie on its platforms, and then notify a beauty company that it would be a good moment to target the child with an advert.

Ms Wynn-Williams says she “felt sick” at the thought and tried to push back, “although I knew it was futile”.

“They said: ‘The business side thinks this is exactly what we should be doing. We’ve got this amazing product, we can get young people, which is a really important advertising segment.'”

Meta told the BBC this was false – it has never offered tools to target people based on their emotional state – and that the research it previously did was to help marketers understand how people express themselves on Facebook, not to target ads.

Overall, Ms Wynn-Williams says the company has not done enough to address the issue of young people’s safety on social media.

“This is one of the most valuable companies in the world. They could invest in this and make it a real priority and do more to fix it.”

Facebook said it was transparent about advert-targeting and had shared updates regarding its approach to creating age-appropriate advert experiences for teens.

It also said it had introduced “Teen Accounts” for tens of millions of young people with built-in protections. It also said it was giving parents more oversight over their teens’ use of the app.

As well as poor performance, Meta says the 45-year-old was also fired for “toxic behaviour” after she had made “misleading and unfounded allegations of harassment”.

But Ms Wynn-Williams told the BBC she was let go after she had complained about inappropriate comments by one of her bosses – Joel Kaplan, who is now Meta’s chief global affairs officer.

Meta told us she had been paid by “anti-Facebook activists” and she was not a whistleblower.

“Whistleblower status protects communications to the government, not disgruntled activists trying to sell books,” it said.

In regard to Ms Wynn-Williams’ book, Meta has confirmed to the BBC that it has launched legal action in the US to “halt the further distribution of defamatory and untrue information”.

To counter this, a legal representative for Ms Wynn-Williams said: “Meta has made a number of false and inconsistent statements about Sarah since the news of her memoir broke… while Meta’s statements are trying to mislead the public, the book speaks for itself”

We asked her why she was speaking out now. She said she wanted Meta to change as it “influences so much of our day-to-day life” and we need to ensure “we get the future we deserve”.

“We’re in this moment where tech and political leaders are coming together and as they combine forces, that has a lot of consequences for all of us.

“I think it’s really important to understand that and to understand you look at all these engineers who are influencing the highest level of government.”

Akosua Manu, a former deputy director of communications at the office of former First Lady Rebecca Akufo-Addo, has defended the New Patriotic Party’s (NPP) handling of the economy, arguing that external factors significantly contributed to Ghana’s economic challenges.

She rejected claims that the country’s economic difficulties were solely due to mismanagement by the Akufo-Addo-led administration.

“The reality is that external shocks played a major role in what we are facing today. To blame everything on the government without considering global factors is unfair,” she stated.

Manu emphasized that despite the economic downturn, the government took decisive steps to cushion Ghanaians, implementing policies to stabilize key sectors.

She highlighted initiatives that supported businesses, job creation efforts, and interventions in the education and health sectors.

“We did not sit back and watch things collapse. The government worked tirelessly to ensure that Ghanaians were protected from the worst effects of these global crises,” she added during an interview on Metro TV.

Don’t write off former prisoners, they can be influential

Emeritus Professor Kwasi Kwafo Adarkwa, former Vice-Chancellor of the Kwame Nkrumah University of Science and Technology (KNUST), has emphasized the importance of giving individuals, including former prisoners, a chance to reintegrate and contribute positively to society.

Speaking on The Point of View on Channel One TV with Bernard Avle, Prof. Adarkwa reflected on his experiences while discussing his book, Against All Odds.

He recounted growing up in an environment where he interacted closely with individuals who had been on remand, which shaped his perspective on rehabilitation and societal inclusion.

He observed that many prisoners are often written off by society due to the charges leveled against them, making reintegration difficult.

However, he urged the public not to dismiss them entirely, emphasizing that they, too, have the potential to rise above their past and become influential and productive members of the community

“We lived with those who had been on remand. We really feared nobody. The central barracks, Koforidua, was right in the middle of the town, and the cells were in the middle of the barracks.

“We saw them every day, we took our baths with them in the public bath houses. The essence is that don’t write those people [prisoners] off. They can also shine to become people of influence in society and useful to society. That is why I wrote the book,” he shared.

Don’t cut Free SHS funding – Akim Oda MP to govt

Alexander Akwasi Acquah, the New Patriotic Party (NPP) Member of Parliament for Akim Oda, has urged the government to make substantial allocations to the Free Senior High School (SHS) Secretariat in the upcoming 2025 budget.

He stressed the importance of sustaining and increasing investment in the Free SHS program to ensure its continued success and to support students and their families.

“It will be one of the serious issues for the government to do, to cut investment in free SHS. We have done our best, and we expect that they must continue so that at least we have dedicated funding for this free SHS programme so that we don’t see our people demanding food from their parents here and there,” Acquah stated on the Channel One Newsroom on Monday.

The MP further emphasized the need for sufficient funding to maintain the program’s effectiveness, ensuring students receive the necessary resources without financial strain on their families.

“We expect that government does a lot of allocation to the Free SHS Secretariat,” he added.

Korle Bu morgue to reopen soon as refurbishment nears completion

The management of the Korle Bu Teaching Hospital has assured the public that normal operations at its mortuary will resume soon, as refurbishment works near completion.

The hospital, which is Ghana’s largest referral medical facility, had earlier issued a directive on February 3, 2025, temporarily suspending the acceptance of dead bodies and Brought-in-Dead (BID) cases to facilitate renovation efforts at the mortuary.

Providing an update on the situation, the Head of Public Relations at Korle Bu, Mustapha Salifu, told Citi News on Monday, March 10, that contractors are still working on the refurbishment, but progress has been steady.

“We are still on it, as soon as the contractor wraps up we will let you know. Our focus is on finishing the servicing. People are also complying with the announcement that we made. We hope to finish up so that they can resume normal operation.” he said.

Musk says X hit by ‘cyber-attack’ as thousands report outages

Elon Musk says X (formerly Twitter) has been hit by a “massive cyber-attack” on Monday, after thousands of users in the UK and US reported outages.

Mr Musk, who has owned the platform since late 2022, suggested the attack may be ongoing.

“We get attacked every day, but this was done with a lot of resources,” he wrote in a post on X.

He suggested that “either a large, coordinated group and/or a country is involved”.

The BBC has approached X for comment.

It comes after platform outage monitor Downdetector said it had seen tens of thousands of reports from US users of technical issues affecting the platform on Monday.

There were more than 8,000 outage reports from UK users shortly before 14:00 GMT, following a brief but notable surge of reports on Monday morning.

Many users trying to access the platform and refresh feeds on its app and desktop site during Monday’s outages were met with a loading icon.

Alp Toker, director of Netblocks, which monitors the connectivity of web services, said its own metrics suggested the outages could well be linked to a cyber-attack.

“What we’ve been seeing is consistent with what we’ve seen in past denial of service attacks, rather than a configuration or coding error in the platform,” he told BBC News.

He said the organisation has seen several major outages spanning more than six hours on Monday, “each having global impact”.

“This is amongst the longest X/Twitter outages we’ve tracked in terms of duration, and the pattern is consistent with a denial of service attack targeting X’s infrastructure at scale,” he added.

A distributed denial of service (DDoS) attack is an attempt to take a website offline by overwhelming it with internet traffic.

Mr Musk has previously claimed that the platform has been targeted by DDoS attacks, but these have not been confirmed.

Failure to cancel taxes would be ‘grandest deception’ – Miracles

Dennis Miracle Aboagye, former Communications Director for the Bawumia’s campaign, has warned that failure to cancel certain taxes in the 2025 Budget would amount to the greatest deception to the nation.

Speaking on Point Blank on Eyewitness News on Citi FM on Monday, March 10, he stated that Ghanaians voted for the National Democratic Congress (NDC) based on President John Dramani Mahama’s promise to scrap specific taxes introduced by the Akufo-Addo administration.

These include the e-levy, betting tax, and COVID-19 levy.

Aboagye emphasised that if the government fails to fulfill these commitments in the upcoming budget, it would be a betrayal of public trust. His comments come ahead of the 2025 Budget presentation by Finance Minister Dr. Cassiel Ato Forson on March 11.

He insisted that the Mahama-led administration must honor its campaign promises regarding tax cancellations, as Ghanaians voted with the expectation that these burdensome levies would be removed.

“We believe that for each of the things that the NDC, as a party, promised the people, and each of the pledges they made, they must fulfill them. Our job as an opposition party is to work with them to ensure that they keep their word.

“For tomorrow’s budget, I am looking forward to the cancellation of the betting tax, e-levy, COVID tax, and all other taxes they promised to cancel because that is the promise they made to the people of this country. They hold it as a responsibility to us to fulfill that promise, and we will hold their hands to the fire. I think that is what the opposition is meant to do.”

He assured that while the opposition would firmly demand accountability, they would not resort to disruptive tactics, unlike the approach taken by the NDC in the past.

“We are not going to be disruptive like how they did to us. The president must fulfil his promise because they told us at the time e-levy was introduced that they were going to cancel it. They described it as a draconian tax that imposed a lot of hardship on the people.

“It will be the grandest deception the country has ever experienced if the promise is not fulfilled. If a political party makes specific promises, assures you that if you vote for them, they will deliver, and then they fail to do so, then we are in trouble,” he added.

Speaking on Eyewitness News on Monday, March 10, 2025, Professor Prempeh highlighted the significant changes in Ghana’s political and social landscape since the last major constitutional review effort in 2010 under the late President John Atta Mills.

Professor Prempeh pointed to increased citizen engagement, the rise of social media, and evolving governance dynamics as factors creating a conducive environment for constitutional reforms.

He noted that Ghanaians are now more vocal and assertive about their views on governance, with a new generation demanding changes to reflect contemporary realities.

“You have a lot of Ghanaians being more engaged, and expressing their views very strongly about the constitution. The nature of the governance of the country has gone through some changes throughout this period. By 2011, the first election petition had not even happened. We have had two since then, we have had a hung parliament, we have had a one-term president, we have had power changes from one party to the other, among others.

“So, I think all of these experiences have created a ground anticipation, demand, and opinion. A new generation has also come of age and they have their own view of how a country is governed. People are much louder because of the access to social media.

“So, all of these put a political pressure on the government. Also, the government made constitutional review part of its campaign agenda. So, the election was fought over resetting and the reset agenda that revealed included resetting the governance of the country. So, there is an expectation and an obligation on the government, having secured this wide mandate, to deliver on the mandate. It appears it has some numbers in parliament with which it could make a move, unlike in the past. But I think there is a unique opportunity that was not there before,” he stated.

Registrar’s appointment violates civil service neutrality

The Civil and Local Government Staff Association, Ghana (CLOGSAG) has reaffirmed its opposition to the appointment of Samuel Adom Botchwey as the Registrar of the Births and Deaths Registry, arguing that it breaches their code of conduct.

The association has renewed its strike in protest against Botchwey’s appointment, citing his alleged affiliation with the governing National Democratic Congress (NDC) as a violation of civil service neutrality.

The strike, which began on Thursday, February 20, is a continuation of CLOGSAG’s stance against what it sees as the politicization of the civil service. The group insists that appointing a politically exposed individual undermines professionalism and impartiality in the public sector.

Despite appeals from the Presidency and the Ministry of Labour, Jobs, and Employment to end the industrial action, CLOGSAG remains firm in its demand for Botchwey’s removal.

The association argues that non-partisan appointments are essential for maintaining the integrity of public institutions.

Speaking on the Channel One Newsroom on Monday, March 10, CLOGSAG’s Public Relations Officer, Edmund Acquaye, emphasized that the Registrar of Births and Deaths role is strictly a civil service position and should not be politicized.

“We cannot let this go because it breaches our vow and rules and codes of conduct with the civil and local government service.

“That particular position—being the Registrar of Births and Deaths—is a clear-cut civil service position. It is not a political position,” Acquaye stated.

With the government set to present the budget on Tuesday, March 11, GUTA is urging policymakers to implement effective strategies that will strengthen the local currency and lower interest rates, as these measures will positively impact the broader economy.

Speaking on Eyewitness News on Citi FM on Monday, GUTA President Dr. Joseph Obeng reiterated the importance of stability in fostering economic growth and business confidence.

“We need stability, total stability of the economy. That we adopt measures to help strengthen and stabilize the local currency to reduce infiltration, interest rates to improve other economic indicators, especially the interest rate,” Dr. Obeng stated.

GUTA remains hopeful that the 2025 budget will introduce policies that address these concerns and create a more favorable business environment.

Former Vice-Chancellor of the Kwame Nkrumah University of Science and Technology (KNUST) has warned against rushing in the commercialisation of motorcycle (Okada) and tricycle (Aboboyaa) operations.

According to Professor Kwasi Kwafo Adarkwa, there is a need for thorough research and pilot programmes before full implementation.

Speaking on JoyNews The Pulse on Monday, March 10, Prof Adarkwa highlighted findings from his research on Okada and Aboboyaa, noting that while Aboboyaa contributes significantly to local economic development, it also poses serious risks in terms of road safety.

He cautioned that any move to commercialise these transport modes nationwide should be done gradually and with careful planning.

“If it’s possible, let’s try and pilot it first and see what the effects are before we escalate it into a full-blown project. If we go countrywide, it will be very difficult.

“We are talking about not just the movement of passengers, but also the movement of freight. When the two crash, the fatalities are very high. So I will say that let’s move cautiously,” he warned.

His remarks follow comment by the Chief Executive of the National Road Safety Authority (NRSA), Abraham Amaliba, who recently announced that steps are being taken to amend the Roads Act to legalize commercial motorcycle operations.

Speaking on JoyNews The Pulse on Monday, March 10, he explained that the Legislative Instrument (L.I.) meant to legalise Okada was previously withdrawn from Parliament due to concerns over siren usage by Members of Parliament.

However, he stated that the law is being reviewed and will soon be reintroduced to Parliament for approval, after which the legalisation process will commence.

Prof Adarkwa stressed that road accidents are largely influenced by human behaviour, which does not change simply through legal reforms.

He, therefore, advised that extensive groundwork, education, and behavioural change initiatives be prioritised before full implementation of Okada and Aboboyaa commercialisation.

Instead, they will work constructively to ensure that the NDC fulfills the promises made to the people.

“We believe that for each of the things that the NDC as a party promised the people and each of the promises and pledges that they made…They must fulfil that promise and so our job as an opposition party is to work with them that they fulfil each of the promises,” Aboagye stated on Eyewitness News on Citi FM on Monday, March 20, 2025.

He emphasised the importance of holding the NDC accountable for their commitments, particularly in the upcoming budget.

“So for instance the budget for tomorrow I am looking forward to the finance minister cancelling the emission tax, I am looking forward to him cancelling the COVID tax, he should be cancelling the betting tax. He should be cancelling the e-levy because that is the promise they made to the people of this country and hold it as a responsibility to us to fulfil that promise and we will just hold their hands to fire,” he added.

Aboagye reiterated that the opposition party’s approach will be constructive and cooperative, rather than disruptive. “But we are not going to be disruptive like they did to us,” he said.

A student of the Kwame Nkrumah University of Science and Technology (KNUST), identified as Akosua Owusuaa, has reportedly died under mysterious circumstances.

Owusuaa reportedly fell sick in school last week and, after some days, made her way home to seek further treatment. Tragically, she was reported dead in the early hours of Monday.

According to reports, the deceased was a Level 300 student studying for a degree in Forest Resource Technology.

Akosua’s death comes shortly after another student, Joanna Deladem Yabani was found killed on the school’s campus. Aside from Joana, news reports of students being reported dead at KNUST are nothing new, leading to some backlash from social media users.

The Ghana Health Service has made strides towards reducing the rate of cholera infections in the Effutu Municipality.

Compared to a few weeks back when “19 new infection cases could be recorded on a daily basis” the municipality “recorded no new infections” last week but only dealt with “two suspected infections from outside the municipality”- said Paulette Brown, Director of Health Services for the Effutu Municipality.

This feat, according to the Health Service, has been attained through an immunization program which was gladly embraced by the people and continued advocacy for keeping high standards of hygiene and sanitation.

“This shows how potent the vaccine is. We have also not relented on our awareness and advocacy campaigns because the vaccine provides protection for three months. So, we keep creating the awareness for people to keep their environs clean, wash their hands regularly, eat warm foods and observe other hygiene practices,” Paulette Brown said.

Meanwhile, the Effutu Director of Health Services has also told 3News.com that they were “dealing with adverse effects after the vaccination” which include “nausea and loose stool due to diarrhea” which she finds very normal associated with the vaccine and urged residents to report such symptoms.

The Effutu Municipality became a hotspot in the cholera outbreak. Infections happened in multiples with three persons succumbing to the disease which caused the Ghana Health Service to roll out an immunization program.

Foreign Ministry to cancel unsurrendered diplomatic, service passports by March 17

The Foreign Affairs Ministry has issued a stern reminder regarding the recall of Diplomatic and Service Passports issued during the previous administration.

This follows a directive from the Office of the President and a subsequent public announcement by the Ministry on 15th January, 2025.

The Ministry notes that a total of 404 Diplomatic Passports and 387 Service Passports remain outstanding, as holders have failed to surrender their passports since the original publication. Individuals within the affected categories are required to surrender their passports by 17th March, 2025, to the Legal and Treaties Bureau of the Ministry of Foreign Affairs.

The categories of individuals required to surrender their passports include:
– Former Ministers and Spouses
– Former Members of Parliament irrespective of political affiliation
– Former members of the Council of State and Spouses
– Former/Retired Justices of the Superior and Lower Courts
– Former Regional Ministers, Metropolitan, Municipal, and District Chief Executive Officers of State Institutions, Chairs and Members of Boards
– Officials of the National Cathedral Project
– Former Political Ambassadors and Dependents
– Businessmen and Entrepreneurs
– Former Government Functionaries
– All other persons holding official passports not currently serving in any official capacity for the State, or otherwise holding any position that falls under the requirements of Sections 6 and 7 of the Passports and Travel Certificates Act, 1967, NLCD 155

The Ministry has made it clear that any passports within these categories that are not surrendered by the given deadline will be cancelled and placed on the Stop-Watch List for seizure at any of Ghana’s entry and exit points.

NPP suspends 34 members in Nanton for alleged misconduct

The New Patriotic Party (NPP) in the Nanton Constituency has suspended 34 members over alleged misconduct during the 2024 general elections.

The suspended members, who include polling station executives, electoral area coordinators, and constituency executives, were accused of supporting the National Democratic Congress (NDC) parliamentary candidate instead of the NPP’s candidate.

Allegations against them include openly campaigning for the NDC, distributing items to voters on behalf of the opposition party, and obstructing voters by mounting roadblocks on election day.

A letter signed by the NPP Nanton Constituency Chairman, Abukari Inusah, stated that the decision was reached unanimously during a meeting held on January 23, 2025.

The meeting was attended by the Council of Elders, the Council of Patrons, and Constituency Executives, who collectively agreed to suspend the members.

The party has yet to provide further details on the next steps regarding the suspended individuals.

“I am writing to respectfully inform the National, Regional, and all party members that the following party members have been decisively suspended as members of the New Patriotic Party (NPP) until further notice.

“This is in accordance with Article 3 Clause (7)(1) and Clause (8)(1) of the party’s 2017 Constitution, as amended with effect from February 6, 2025, due to undesirable findings against them by the party’s Disciplinary Committee and Constituency Executive Committee,” the letter stated.

“Twenty-five party members petitioned the leadership of the party, and this petition was carefully considered. At the conclusion of the meeting, a resolution was adopted that established findings of misconduct during and after the December 7, 2024, general elections.”

Ghana’s economy estimated at GH¢1.17trn in 2024 – GSS

The size of Ghana’s economy stood at about US$76.37 billion in 2024, approximately GH¢1.17 trillion.

According to provisional data from the Ghana Statistical Service, this constituted GH¢1.098 trillion of oil Gross Domestic Product and GH¢ 77.80 billion of net indirect taxes.

The Services sector constituted the largest share of the economy with a size of GH¢515.85 billion. It was followed by Industry (GH¢ 338.8 billion) and Agriculture (GH¢243.74 billion).

Meanwhile, the Ghanaian economy grew at a rate 5.7% in 2024, higher than the revised 3.1% growth rate in 2023.

Industry recorded the highest growth rate of 7.1%.

Construction and the Mining and Quarrying sub-sectors recorded the highest growth rates of 9.6% and 9.4% respectively. The Manufacturing sub-sector expanded by 3.9%.

On the other hand, the Services sector recorded a growth rate of 5.9% year-on-year.

The Information and Communication sub-sector recorded the highest growth rate of 15.8%. It was followed by the Financial and Insurance Activities (7.6%).

Other Personal Services Activities was the only sub-sector that contracted.

The Agriculture sector recorded growth rate of 2.8%.

Livestock registered the highest growth rate of 3.5%, whilst crops recorded a grpwth rate of 3.2%.

On the other hand, cocoa contracted heavily by 22.4%

Ghana Police Service Appoints Regional Security Officers For Matchday Safety

In a significant step toward improving security at football matches across the country, the Ghana Police Service, under the directive of Inspector General of Police Dr. George Akuffo Dampare, has appointed dedicated senior police officers in each region to oversee sports policing.

These officers, designated as Regional Sports Security Officers, will be responsible for coordinating and managing security operations during all Ghana Football Association (GFA)-sanctioned competitions.

As part of their training, all sixteen appointed officers have been invited to participate in a zonal workshop for safety and security officers at the Baba Yara Sports Stadium in Kumasi.

This initiative marks a collaborative effort between the Ghana Police Service and the GFA to enhance safety and security at match venues nationwide, ensuring a more secure environment for players, officials, and fans.

Govt to allocate 80% of DACF to districts

The Ministry of Local Government, Chieftaincy, and Religious Affairs has announced that, starting this year, at least 80% of the District Assembly Common Fund will be distributed to the regions, while the remaining 20% will be allocated to projects under agencies such as the National Disaster Management Organization (NADMO).

This initiative is aimed at strengthening decentralization and enhancing local governance.

The announcement was made during a courtesy visit by the Swiss Ambassador to Ghana, H.E. Simone Petra Giger, to the ministry on March 10, where discussions focused on fostering diplomatic and developmental cooperation in the local governance sector.

Addressing the media, the Sector Minister, Ahmed Ibrahim, stated that all developmental authorities and agencies are being placed under the ministry’s supervision to ensure that employees at the district level are actively contributing to local development.

He also emphasized the need for efficient and transparent property rate collection as part of efforts to improve revenue generation for local governance.“ What President Mahama is doing now is bringing all the development authorities back under the Ministry of Local Government. He is also committing to allocating 80% of the District Assembly Common Fund to the districts so they can independently decide how to use the funds.

“With this, districts in Accra will no longer have to move facilities like boreholes and toilets to different districts in other regions. The essence of decentralization is to devolve power to the people while equipping them with the necessary resources to address their local needs, which often differ from the priorities of the central government. What we are doing now is the best approach, and they are happy about it,” he said.
Swiss Ambassador H.E. Simone Petra Giger expressed hope that the government would follow through on its commitment to decentralization.

She also reaffirmed Switzerland’s continued collaboration with Ghana to support local governance and national development.

“Ghana has a long history of decentralization reforms. While this was a courtesy meeting, we also received a positive signal from the minister, indicating that Ghana is entering a new phase of decentralization, which I believe will benefit the country.

“My visit today also signifies that Switzerland stands with Ghana, and we are here to stay. If Ghana is truly committed to taking the next step by granting more power and authority to local governments, we will be extremely happy to support that effort,” she stated.

The Ministry of Foreign Affairs has sent out a strong reminder regarding the recall of diplomatic and service passports issued during the previous government.

This comes after the Ministry made a public notice on January 15, 2025, in response to a directive from the Office of the President.

According to the Ministry, 404 Diplomatic Passports and 387 Service Passports are still in circulation as passport holders have not turned in their passports after the initial publication.

By March 17, 2025, members of the affected groups must turn in their passports to the Ministry of Foreign Affairs’ Legal and Treaties Bureau.

The categories of individuals required to surrender their passports include:

Former Ghana head coach Chris Hughton has admitted that he was aware of the pressure that came with coaching the West African country.

The former Newcastle United and Nottingham Forest manager, who initially served as the technical advisor for the Black Stars, replaced Otto Addo after the latter stepped down following the 2022 World Cup in Qatar. Hughton was appointed on an 18-month contract.

However, he failed to meet expectations, and after the four-time African champions suffered another group-stage elimination at the 2023 Africa Cup of Nations (AFCON) in Ivory Coast, the Ghana Football Association (GFA) confirmed his departure.

Speaking to Voice Online in an interview, Hughton acknowledged the pressure associated with coaching the Black Stars.

“I knew the pressure of taking the job when I took it, and if you’re not getting the right results, then you will know about it,” he said.

The GFA subsequently reappointed Otto Addo on a three-year contract, with an option for a two-year extension, as Hughton’s successor.

Despite appeals from the Presidency and the Ministry of Labour, Jobs, and Employment to call off the strike, CLOGSAG has remained resolute in its position. The association insists that it will not return to work until its demand for Botchwey’s removal is met, emphasizing the need for non-partisan appointments in key public institutions.

To strengthen their protest, CLOGSAG has been actively communicating with its members, urging them to remain off duty.

Through a public address system, leadership has reiterated its call for solidarity, warning that any compromise could weaken their cause and set a bad precedent for future appointments.

Okada legalisation process underway, law to be amended – NRSA CEO

Chief Executive of the National Road Safety Authority (NRSA), Abraham Amaliba, has confirmed that plans are underway to amend the Roads Act to facilitate the legalisation of commercial motorcycle operations, popularly known as “Okada.”

Speaking on JoyNews The Pulse on Monday, March 10, he explained that the Legislative Instrument (L.I.) meant to legalise Okada was previously withdrawn from Parliament due to concerns over siren usage by Members of Parliament.

However, he stated that the law is being reviewed and will soon be reintroduced to Parliament for approval, after which the legalisation process will commence.

“There’s going to be an amendment to the Roads Act,” Mr Amaliba stated.

As part of efforts to ensure a smooth transition, the NRSA CEO stated that a delegation recently returned from Rwanda, where they studied best practices regarding motorcycle transport.

Mr Amaliba revealed that he will meet with executives of Okada rider associations, tricycle operators, and other stakeholders to initiate discussions on implementing regulations.

Beyond legislative amendments, he stated that the NRSA plans to engage with stakeholders to gather further insights.

Addressing concerns about potential road safety risks, Mr. Amaliba stated that strict enforcement of traffic laws will be crucial.

He urged the Motor Traffic and Transport Department (MTTD) of the Ghana Police Service to clamp down on reckless riders, citing Rwanda’s success in regulating the industry through law enforcement.

“I call on the MTTD to crack down on miscreants. We realised that the enforcement of the laws contributed to the smooth running of the Okada business in Rwanda.”

He highlighted the role of technology in improving road safety, noting that the introduction of traffic cameras in Ghana aligns with Rwanda’s model, where offenders are easily identified.

Additionally, he stressed the importance of safety gear, pointing out that in Rwanda, both riders and passengers wear helmets and reflective jackets for easy identification.

“So these best practices, when we implement them here, will go a long way to reduce the accidents that we are talking about. We are equipped to deal with the situation with the assistance of the MTTD,” he added.

Low female representation in Mahama’s cabinet unacceptable

Speaking at an International Women’s Day event in Parliament, Bagbin highlighted that only two out of 19 Cabinet Ministers are women—far below the 30% requirement set by the Affirmative Action Gender Equality Act.

“We have tarried long enough in passing the bill. Let us not apply the same wishy-washy attitude towards its implementation. I am not impressed with what I have seen so far regarding the leadership position of women in Parliament, committees of Parliament, and appointments into senior positions. Even the Ministry of Gender, Children and Social Protection is not a cabinet ministry,” he lamented.

Bagbin urged Parliament to lead by example in promoting gender equality, calling for a review of leadership positions within the House.

“So, I call on leadership, and I will lead it. They have to consider the reconstitution of leadership in the House. We passed the law, so we have to lead by example. Out of the 43 committees in Parliament, only four are chaired by women. And out of 19 ministers of state in the cabinet, only two are women. So, why did we spend all the resources and time to pass the law? We have to sit up,” he added.

He stressed the need for concrete action to ensure the full implementation of the Affirmative Action Gender Equality Act, urging authorities to uphold their commitments to gender inclusivity in governance.

The Ministry of Foreign Affairs has issued a firm reminder regarding the recall of Diplomatic and Service Passports issued under the previous administration.

This follows an instruction from the Office of the President and a public notice issued by the Ministry on January 15, 2025.

As of now, 404 Diplomatic Passports and 387 Service Passports remain unreturned, with holders failing to comply since the initial announcement.

All individuals in the affected categories are required to return their passports to the Legal and Treaties Bureau of the Ministry of Foreign Affairs by March 17, 2025.

The categories of individuals required to surrender their passports include:
– Former Ministers and Spouses
– Former Members of Parliament irrespective of political affiliation
– Former members of the Council of State and Spouses
– Former/Retired Justices of the Superior and Lower Courts

Health officials and veterinary officers in the Ashanti Region have expressed concern over the surge in rabies cases in the region.

According to a report by citinewsroom.com, the Regional Veterinary Director, Dr. Mabel Abudu, made this known in an interview on Channel One TV.

She noted that despite the growing incidence of the disease, many people fail to report dog bites or seek timely medical attention.

Dr. Abudu lamented the lack of logistics, human resources, and essential support, which hinder efforts to raise public awareness about the disease and conduct vaccination exercises.

She stressed the need for increased investment in the Veterinary directorate to address the challenge.

“Because we are unable to carry out annual rabies immunization, the disease has spread across the district. We are urging individuals to bring their pets for immunization, as it is their responsibility. However, most of these animals are in rural areas, and their owners often cannot afford the cost. Even when we charge as little as GHC 10 or GHC 15 per animal, many are unable to pay.

“Given these challenges, it should be the responsibility of the government. The services we render come at a fee, so what stops the government from setting aside a percentage of funds monthly for purchasing vaccines and other necessary logistical equipment?” she questioned.

Dr. Abudu stressed that without adequate government support, rabies cases will continue to rise, posing a significant public health risk.

Her comments follow the tragic death of a 12-year-old junior high school pupil from the disease.

According to reports, although she was bitten by a dog in October 2024, the incident was only reported to the hospital on February 12, 2025, when her condition had worsened. Despite several efforts to save her, she succumbed to the disease.

Former Black Stars player Augustine Arhinful has called for the unification of the management committees for Ghana’s various national teams. Like the senior national team, the Black Stars, the country’s junior national teams also have their own management committees.

According to Arhinful, this system is one of the factors hindering the progress of Ghanaian football and should be abolished. Speaking to Happy FM, he urged the introduction of new structures to help reform football in the country.

“Instead of having separate management teams for all the national teams, I think we need to move away from that approach. It’s high time we established a proper structure so that, for example, when the U-20 team is playing, two or three people can be appointed to oversee it,” he said.

He further highlighted how serving on these committees often prevents members from holding the Ghana Football Association (GFA) accountable when issues arise.

“It’s as if no one can speak up. If the FA is doing something wrong, they remain silent because they want to stay on the management team,” he added.

Following the Black Stars’ disastrous campaign in the 2025 Africa Cup of Nations qualifiers, the GFA announced a new management committee for the team.

The new five-member committee includes GFA Executive Council (EXCO) Member Dr. Randy Abbey, former Black Stars captain Stephen Appiah, Medeama SC President Moses Armah, FC Samartex President Richard Nsenkyire, and Greater Accra Regional Football Association Chairman Samuel Aboabire.

Ghana’s economy grew by 5.7 per cent in 2024

Accra, March 10, GNA – Ghana’s economy grew by 5.7 per cent in 2024, but Q4 growth slowed to 3.6 per cent, down from 7.2 per cent in the third quarter.  

The slowdown in Q4 was largely driven by weaker growth in the Industry sector, which increased by just 0.2 per cent.  

A significant factor was the sharp contraction in mining and quarrying, which accounted for about 43 per cent of the Industry sector’s total value.  

The Services sector remained the largest contributor to GDP, representing 49.2 per cent of total output, followed by Industry (31.9 per cent) and Agriculture (19.0 per cent).  

At constant 2013 prices, Ghana’s oil GDP for Q4 2024 stood at GH₵53,137.0 million, while non-oil GDP was GH₵50,262.5 million. In nominal terms, GDP at basic prices reached GH₵308,086.5 million.

Rabio on hospital bed at the Sunyani Teaching Hospital

 

A LEVEL 400 Information Technology student of the University of Energy and Natural Resources (UENR), Mohammed Rabio, is currently on admission at the Bono Regional Hospital after attack by an unknown assailant.

The student was returning from night studies when the unfortunate incident occurred, according to university authorities.

Rabio suffered severe machete wounds on his head and hands after the attacker slashed him, and was rushed to the SDA Hospital for first aid and later referred to the Bono Teaching Hospital, Sunyani.

According to the Head of UENR Security, Senior Assistant Registrar Abdulai Zakaria, but for the flashlight of an oncoming motorist, which made the assailant abscond, Rabio could have been killed.

The Head of Security confirmed the incident to DAILY GUIDE, and disclosed that the student is responding to treatment after the last visit by university authorities last Wednesday. “He has since been moved to the Orthopaedic Ward of the hospital, and we hope he will join us soon,” he stated.

Mr. Zakaria explained that the incident occurred last Saturday night at about 1:15am outside campus. “I got the information through the Odumase West District Police Commander in the night, after Rabio was rescued by a motorist, who later handed him to a police barrier near the crime scene.

“When I first visited him at the SDA Hospital deep in the night, Rabio sustained multiple cutlass wounds, with blood oozing from his wounds profusely,” he disclosed.

He said investigation is underway by the Odumase West District Police Department to identify the culprit.

Mr. Zakaria denied allegations circulating on social media that the assailant took away Rabio’s laptop, phone and other belongings. “His only phone on him at the time of attack was intact in his pocket. Rabio fell down after the attacker slashed his head, but his phone was intact,” he stated.

He explained further that as part of measures to improve security on campus and surroundings, the university is in collaboration with the Sunyani West Municipal Assembly to work on street lights that stretch from Zinko junction to Fiapre roundabout, where the incident occurred.

“The municipal police has also been contacted to provide additional police post on the roads leading to campus and provide campus patrol. This is because my topmost responsibility here is to provide safety to students, staff and property of the university,” he added.

The University Relation Officer (URO), Benjamin Gyamera, said the Vice Chancellor, Registrar and other senior members have expressed shock about incident, and have tasked the security personnel to put in additional measures to improve security on campus and surroundings.

Mahama seeks to rebuild ECOWAS ties with Burkina Faso

President John Dramani Mahama has held bilateral talks with the leader of Burkina Faso, Captain Ibrahim Traoré, regarding the country’s exit from ECOWAS.


During a visit to the country as part of his ‘Good Neighbourliness Tour’, President Mahama acknowledged the concerns shared by Burkina Faso, Mali, and Guinea over their relations with the regional body.


He noted that the current break in trust among the leadership will take time to rebuild.

President Mahama further assured Traoré that he would raise these concerns at the next ECOWAS summit, with the aim of restoring confidence and cooperation among the countries, regardless of their inclusion in the regional body.


“We’ve discussed the issue of, AES and, ECOWAS, and, I’ve got new perspectives about the concerns that the three countries, have, in respect of their relations with ECOWAS and so I assured mister president that at the next ECOWAS meeting, I would pass on what they have explained to me to the other leaders. I think there’s a breakdown of trust amongst the leadership. It will take time to rebuild it, but we have to work on it so that, we restore trust and confidence with each other so that we can work together, you know, even if we are not part of the same, regional body.


“We also discussed security. I mean, in Africa, we say when your neighbour’s house is on fire, you have to help him to quench it. Otherwise, it will spread to your own house. This issue of terrorism started with Mali, and, it spread gradually into Niger and now into Burkina Faso. And like I said, terrorism is like a cancer. If you don’t fight it together, it will spread, throughout the body,” Mahama stated.

2025 Budget: Business community in Sunyani anticipates tax incentives

Sunyani, (Bono), Mar. 10, GNA-The business community in Sunyani says they anticipate some tax incentives and reduction of import duties in the 2025 Budget statement. 

Dr Cassiel Ato Baah Forson, the Minister of Finance will present the first Business Statement and Economic Policy of the government to Parliament on Tuesday, March 11. 

During a visit on Monday, traders, market women and entrepreneurs at the Sunyani Central Business District (CBD) told the Ghana News Agency (GNA) that they were worried about high taxes and import duties. 

That, they added, was contributing to price instability and increasing market products, including food items, goods, and services. 

They were of the view that high taxes were not the option now, though the country was experiencing economic crisis, however, called on the government to ensure that loopholes in the nation’s tax systems were tackled and cemented. 

“Tax evasion is the problem, and we expect the government to tighten the system so that no payer can be able to evade tax. However, I expect that the government will reduce import duties and give us some tax holiday,” Madam Pricilla Boakyewaa, a dealer in cosmetics stated. 

Another businessperson, Anthony Frimpong noted that tax collection in the informal sector was not the best, calling for a digitized way of tax mobilization in the country. 

He expressed worry that some private enterprises and businesses entrepreneurs “find their way out and dodging taxes our system is polarised.” 

“In fact, you can’t do that in Europe and elsewhere because their tax system works and is a serious economic crime to evade tax there,” Mr Frimpong who said he had lived in Germany for more than 30 years stated. 

Mr Stephen Ayensu, an importer and dealer in second hand clothing and footwear, said “high import duties are collapsing our business.  

Price of goods and services keeps increasing because anytime you return from the ports you must do something about the price of the imported goods to meet your profit,” he stated. 

Mrs Bernice Aboagyewaa, a trader selling building materials at the Sunyani Night Market enclave, even though the price of building materials remained unstable and kept increasing, the demand for her products was still high. 

“It is the ordinary people enduring the most of the nation’s economic crisis, and the government fiscal policy must tackle that and give some tax incentives to petty businesses and traders. 

Mrs Aboagyewaa also called on the government to provide some financial assistance to recognised traders and market women to expand their economic activities.

Per the release, the song is also a blend of both Swahili and Wala as a sign of cultural fusion between the Soweto Gospel Choir and Ghana’s Samini.

“The Soweto Gospel Choir will deliver in Swahili. This linguistic and cultural fusion creates a truly Pan-African sound that resonates with the spirit of unity and progress,” the statement read.

The National Youth Organiser of the New Patriotic Party (NPP), Salam Mustapha has warned that the party will stage series of demonstrations if the John Dramani Mahama led government fails to deliver on it 120-day social contract with Ghanaians.

Speaking during an interview on Peace FM monitored by GhanaWeb on Monday, March 10, 2025, he emphasised the need for honesty and transparency in politics.

“We (NPP) will hold the NDC to account, if they fail to deliver on their 120-day social contract to Ghanaians. The principles of democracy don’t allow deceiving electorates. The NPP will keenly monitor the budget presentation. We will take copious notes, if within 120 days, they fail to deliver, we will take action. We will stage series of demonstrations at the Jubilee House,” he noted.

Salam Mustapha further noted that a number of Ghanaians have lost trust in politicians due to the persistent politics of lies and deceit.

“Political parties cannot win elections by lying. If politicians deceive the electorates, it erodes trust, which could signal the beginning of the end of the Fourth republican dispensation if we allow such practices,” he added.

Among the major promises to be fulfilled within President John Dramani Mahama’s first 120 days include the scrapping the Election Transfer Levy(E-Levy) and the betting tax.
