Accra, Oct 21, GNA – President John Dramani Mahama, has as part of his one-day working visit to the Western Region, inspected ongoing construction works on the Western Regional Hospital Project at Apemanim.
The President also inspected the Effia Nkwanta and Public health laboratory before breaking ground for the dualisation of the Takoradi-Cape Coast section of the N1 Highway.
The Western Regional Hospital Project, which is 27 per cent complete, is expected to be completed within 18 months.
The project was started by the previous administration, but came to a standstill due to the withdrawal of funding support from development partners because of the domestic debt exchange programme that the country had embarked upon.
President Mahama in his remarks, said: “I am optimistic that my next visit to this place will be the commissioning of this project.”
“The project stalled because we were heavily indebted under the previous regime, but have successfully renegotiated several bilateral debt restructuring agreements, and Contractors who abandoned projects are returning to site.”
He noted that his administration would complete projects started by the previous administration.
Responding to an appeal by Nana Kwesi Agyeman IX, the Omanhene (Chief) of Lower Discove, President Mahama said under the Government’s flagship programme, the Big Push Agenda, major roads within the country would be constructed and that under the District Roads Improvement Programme, 10 kilometers of roads within selected districts would be constructed annually.
He said the Finance Minister had allocated an amount of GHS30 billion for the execution of projects under the Big Push Agenda.
Nana Kwesi Agyeman IX, expressed confidence that under President Mahama’s administration, the region would get its fair share of the national cake.

“This improvement has restored confidence among healthcare providers and enhanced the Scheme’s credibility across all regions,” he said, adding that the uncapping of the NHIL had released an additional GH₵3.4 billion to fund key health initiatives such as Free Primary Health Care and MahamaCares.
Mahama Ayariga also cited multiple international endorsements of Ghana’s economic turnaround — from the IMF, Bloomberg, and the African Development Bank (AfDB) — saying the country’s economic management was now receiving global respect.
“So much has been achieved in so short a time, but a lot remains to be done. We are not out of the woods yet,” he cautioned.
About 30 people reportedly died, while at least 40 others sustained injuries
Dozens of people have been killed in an oil tanker explosion in Nigeria’s central Niger state after the vehicle skidded off the road and crashed, spilling fuel.
Villagers rushed to collect fuel from the overturned tanker, which suddenly exploded, setting off a massive fire that engulfed them. About 30 people reportedly died, while at least 40 others sustained varying degrees of injuries.
The intense blaze burnt many victims beyond recognition, and the injured were taken to a nearby hospital for treatment.
Tanker explosions are a recurring tragedy in Nigeria, despite repeated warnings about the dangers of collecting spilt fuel.
The accident occurred near the Essan and Badeggi communities along the Bida-Agaie road in the Katcha Local Government Area of Niger State.
Nigeria’s Federal Road Safety Corps agency was quoted by the Reuters news agency as saying that at least 35 people had been killed in the crash, while a local coordinator for the National Emergency Management Agency (Nema) told the AFP news agency there were “29 dead and 42 injured”.
Nema officials told the BBC that they were responding to the incident but were unable to confirm the number of people affected.
Niger State Governor Mohammed Umaru Bago sent his condolences to the people, describing the incident as “worrisome, unfortunate and pathetic.”
“[It] is disheartening how people have continued to approach a fallen tanker to scoop its contents,” despite several awareness campaigns, said a statement by his chief press secretary, Bologi Ibrahim.
The tanker, carrying petroleum products from Lagos in southern Nigeria to the north, is said to have crashed due to the bad condition of the road.
Poor road conditions are a major contributor to road accidents in the country.
In October last year, a fuel tanker explosion killed 153 people in Jigawa State, northwest Nigeria.
In January this year, a truck carrying about 60,000 litres of petrol overturned near Suleja, also in Niger State, killing at least 86 people and injuring nearly 70 others.

Joseph Azumah, the member of parliament for Adansi Akrofuom on the ticket of the ruling National Democratic Congress (NDC), has expressed frustration over the ongoing Senior High School (SHS) placement.
Speaking to Asempa FM on Tuesday, October 21, 2025, the MP alleged that the SHS placement system is full of corruption.

He recounted an incident where one of his neighbours was allegedly charged GH¢30,000 to secure a child’s placement at a preferred SHS.
“Someone who knew I was an MP approached me at Tema Community 16, where I live, and asked me to help their child secure placement at a certain school. However, within a week, the person returned with evidence showing that they had paid GH¢30,000 to secure the placement. Why are we doing this to ourselves?” the MP rhetorically asked.
After hearing this, Joseph Azumah said he tried reaching out to the Minister for Education, Haruna Iddrisu, to inform him of what was going on at Ghana’s Computerised School Selection and Placement System (CSSPS) Secretariat, but was unsuccessful.
MP calls for the monitoring of SHS placement
He consequently called for strict monitoring of the SHS placement process, where Metropolitan, Municipal and District Chief Executives (MMDCEs) are allowed to have representatives at the placement board to ensure transparency.
This, the Adansi Akrofuom MP believes, would curb the corruption that is rife within the SHS placement process.
“I’m not saying they should interfere, but for supervision and monitoring. The MMDCEs should be allowed to delegate representatives on the placement board,” he added.
The NDC MP warned that ignoring the issues within the SHS placement process could have dire consequences for the government.
He added that it could fuel public perception of unfairness and deepen mistrust in Ghana’s educational system.

Minority Leader, Alexander Afenyo-Markin, has criticised the government for failing to submit key documents on its major flagship programmes to Parliament for scrutiny and approval.
Speaking at a press conference ahead of the third meeting of Parliament, he said several government programmes, including the 24-hour economy initiative and the Feed Ghana programme, have yet to undergo any form of parliamentary oversight despite being scheduled for implementation.
“The 24-hour economy program, the 1 million codes program, the agro agri-food economic transformation program, the program to export labour as announced by the President, and the national apprenticeship program, just to mention a few, have not seen parliamentary scrutiny,” he stated.
Afenyo-Markin noted that the executive arm of government is obligated to present such programme documents to Parliament before execution since they rely on funds approved by the legislature. He argued that the lack of transparency undermines effective oversight.
“We cannot say that there is oversight when the basic program documents are not laid before Parliament. It is therefore imperative that the government shows commitment and avails these documents to Parliament for proper oversight to commence,” he stressed.
He also cited the April 2025 Feed Ghana programme, which was expected to modernise agriculture, create jobs, and build agro-industries, as well as the September 2025 Big Push infrastructure initiative — a $10 billion plan to enhance national connectivity — as examples of stalled programmes.
According to him, despite their announcement, none of these initiatives has been backed with formal documents for legislative review. He further criticised the government’s handling of the much-touted 24-hour economy initiative, saying expectations were raised in the President’s State of the Nation Address but were not addressed in the 2025 budget.
“The Finance Minister, in presenting the 2025 budget, said nothing about the 24-hour economic programme,” Afenyo-Markin added.
The Minority says it will continue to demand accountability from the executive and insists that all programme documents be submitted to Parliament to ensure transparency, fairness, and effective implementation.

Former President, Nana Addo Dankwa Akufo-Addo, yesterday hosted the five candidates of the New Patriotic Party (NPP) flagbearer election to a breakfast meeting at his private residence in Nima, Accra.
The meeting forms part of the former President’s desire to foster a spirit of camaraderie and unity ahead of the party’s presidential primaries scheduled for January 31, 2026.
The aspirants, Kennedy Ohene Agyapong, Dr. Bryan Acheampong, Dr. Mahamudu Bawumia, Dr. Yaw Osei Adutwum, and Kwabena Agyei Agyepong are vying for the position of presidential candidate of the NPP ahead of the 2028 general election.
A statement issued by former Minister for Information, Fatimatu Abubakar, who is spokesperson for the former President, said the meeting also underscores the critical importance of a cohesive party for the 2028 general election, as the NPP prepares to recapture political power.
Former President Akufo-Addo, in his remarks, expressed profound gratitude to the aspirants for taking time out of their busy campaign schedules to break bread with him.
According to the statement, the former President noted that the presence of the candidates “was a testament to their shared commitment to the collective good and future prospects of the NPP.”
The former President reminded the gathering that he has worked closely with each aspirant and holds them in high esteem, noting that their candidacies are based on merit and their significant contributions to the party and the nation.

The Ghana Tertiary Education Commission (GTEC) has clarified that it does not recognise all Doctor of Business Administration (DBA) certificates issued by the Swiss Management Centre (SMC) University from Switzerland.
Also not recognised by GTEC is the Top-up Doctor of Philosophy (PhD) awarded by Universidad Central de Nicaragua (UCN).
This latest public notice issued by GTEC, and dated October 21, 2025, supersedes all previous communications issued by the erstwhile National Accreditation Board (NAB) and the current GTEC on this matter.
This was contained in a notice signed and issued by Prof Ahmed Jinapor Abdulai, the Director-General of GTEC.
On Monday, October 20, 2025, GTEC published a list of 50 foreign tertiary institutions that it does not recognise due to accreditation and quality assurance breaches.
GTEC therefore advised all heads of tertiary institutions and the public against engaging people with certificates from such institutions and explained that the said institutions have not met the required standards to operate or award academic qualifications recognised in Ghana.
Following that, GTEC has received numerous enquiries regarding the recognition status of the Doctor of Business Administration (DBA) awarded by Swiss Management Centre (SMC) University; and Top-up Doctor of Philosophy (PhD) awarded by Universidad Central de Nicaragua (UCN).

Background
Former Deputy Executive Director of the National Service Authority (NSA), Gifty Oware-Mensah, has been charged with stealing and willfully causing financial loss to the state.
According to court documents sighted by GhanaWeb on October 13, 2025, the charges stem from alleged financial irregularities during her tenure at the National Service Authority.
According to the Attorney General’s Department, Oware-Mensah allegedly misappropriated a total of GH¢38,458,248.87 between February 2022 and March 2024, while supervising the finance, audit, and procurement divisions of the NSA.
“Sometime in February 2025, the National Intelligence Bureau (NIB), upon receiving intelligence, initiated investigations into alleged acts of ghost names, stealing, corruption, and money laundering by certain NSA staff.
“The investigation revealed that, between February 2022 and March 2024, the accused approached officials of the Agricultural Development Bank (ADB) and informed them that the NSA had signed an agreement with her company, Blocks of Life Consult (BLC), to sell products on hire-purchase to National Service Personnel (NSP). She claimed that she required a loan of GH¢78,139,910.00 to support her business,” the sheet stated.
However, investigations revealed that no goods were ever supplied, and the names used to secure the facility were “ghost names” generated from the NSA’s internal system.

Nii Lante Vanderpuye is the National DRIP Coordinator
The National Coordinator of the District Road Improvement Programme (DRIP) and former Member of Parliament for Odododiodio, Nii Lante Vanderpuye, has signaled his interest in contesting for the National Chairmanship position of the National Democratic Congress (NDC).

Speaking at a policy dialogue organized by the Institute of Economic Affairs (IEA) in Accra, Prof. Oquaye pointed to Ghana’s recent arbitration defeat against Tullow Oil as a stark reminder of what’s at stake. The International Chamber of Commerce ruled in early January 2025 that Ghana would not receive a $320 million Branch Profit Remittance Tax assessment from Tullow, a decision that left Ghana footing the company’s legal costs.
“The recent arbitration award by the ICC in the case of Tullow versus the Republic of Ghana in London should teach us a lot,” Prof. Oquaye told the gathering, his tone reflecting the gravity of the situation.
What concerns the former Speaker most is the timing. Tullow Oil has requested a memorandum of understanding for contract renewal despite having ten to eleven years remaining on its current operating licence. It’s an unusual move that raises questions about the company’s motivations, especially considering it has simultaneously flagged another potential tax dispute while reporting operational losses.
Prof. Oquaye didn’t mince words about Ghana’s contractual position. The existing agreements with Tullow contain clauses that have already proven problematic, creating openings the company has successfully exploited. These vulnerabilities have become painfully clear through the arbitration outcome, which demonstrated how exposed Ghana’s position can be under current arrangements.
The government has already signed a memorandum of understanding with Tullow and its partners, including Kosmos Energy, PetroSA, and the Ghana National Petroleum Company, but Prof. Oquaye urged officials to halt any further progress. “I will want to plead with government that they should not move any further,” he stated emphatically.
His broader call extends beyond just the Tullow situation. Prof. Oquaye emphasized that Ghana needs stronger transparency mechanisms, better contract management, and a comprehensive review of petroleum agreements to prevent similar fiscal setbacks.
The warning comes with added weight given Prof. Oquaye’s unique perspective on the issue. As Minister of Energy from 2005 to 2006, he was the official who signed the original agreement with Tullow that led to Ghana’s first oil discovery. A magistrate court in Kano State, Nigeria, has issued a rather surprising order, directing two popular TikTok content creators to marry each other within 60 days following allegations of producing “indecent” videos.

Addressing the matter involving former Minister of Finance, Ken Ofori-Atta, he noted that while the OSP is investigating, the former minister has not been charged and is currently not in Ghana.
“So, the fact is, he is not here, but we must get him in the jurisdiction to answer for allegations leveled against him. He cannot be outside forever,” he said.
Fuseini also called for strong collaboration between the legal bodies, insisting that the matter must be handled efficiently and discreetly.
“The Attorney General must work together with the OSP to unravel this matter. This can be handled without any public razzmatazz,” he said.

Deputy Minister of Finance Thomas Nyarko Ampem has said nation’s economy is firmly on the path to recovery, supported by strong fiscal performance, lower inflation and renewed investor confidence.
He said this during a stakeholder engagement session in Accra as part of preparations for the 2026 national budget.
According to him, key economic indicators show the country’s stabilisation efforts are beginning to yield results.
He noted that the primary balance has recorded a surplus of 1.4 percent of GDP, while the fiscal deficit has narrowed to 1.5 percent.
“Public debt has fallen to 46.8 percent of GDP as of August 2025,” he added.
He also pointed to the recent IMF staff-level agreement and a credit rating upgrade from Moody’s as signs of improving market confidence.
Furthermore, he said real GDP grew by 6.3 percent in the third quarter of 2025, while inflation dropped to 9.4 percent in September from 23.7 percent earlier in the year. He emphasised that Treasury bill rates have also eased, reflecting growing investor confidence.
Nyakon-Ampem explained that these gains form the basis for further growth. He said the 2026 budget will focus on stabilisation, infrastructure, education, youth empowerment and job creation to build on the progress made so far.
He moreover said government allocated GH¢13.8billion to road infrastructure in the 2025 budget and will more than double the amount in 2026 to accelerate the “big push” on roads.
He explained that more than 60 road projects, including bridges and major highways, have already started.
According to him, social protection remains a priority. Regarding this, he said government has uncapped the National Health Insurance Scheme and released over GH¢4billion for health financing.
Additionally, he said it has distributed over 6.6 million packs of sanitary pads to girls in public basic schools and paid GH¢300million to cover first-year fees for more than 100,000 tertiary students under the ‘No Fee Stress’ initiative.
The minister admitted that government inherited significant arrears but explained payments are being made after strict audits.
He said payroll audits uncovered over 53,000 ghost names and GH¢150million in unearned salaries, while GH¢8.1billion of invalid arrears claims were rejected.
He emphasised that the ministry remains committed to transparency and collaboration in preparing the 2026 budget.
According to him, the engagement fulfils Section 21 of the Public Financial Management (PFM) Act and is aimed at producing a realistic and inclusive budget.
An unwanted feud seems to be brewing between the Office of the Attorney General and the Office of the Special Prosecutor (OSP), over investigations into former Minister of Finance, Ken Ofori-Atta, who is accused of corruption and related offences during the erstwhile New Patriotic Party (NPP) government.
The Office of the Attorney General is rumoured to be frustrated by delays by the OSP to transmit the docket on Mr. Ofori-Atta to it, so as to carry out the extradition process initiated by the OSP.
Deputy Attorney General, Dr. Justice Srem-Sai, in an interview on GHOneTV, minced no words when he said his office has written several letters to the OSP demanding the docket, a request which has since not been met.
The OSP, in a sharp rebuttal in the aftermath of the interview, made its position clear on the matter, noting that it “does not sacrifice excellent and professional investigations on perceived frustration over a response.”
Ofori-Atta Wanted
On June 2, 2025, the OSP re-entered the name of Mr. Ofori-Atta on the list of wanted persons and declared him a fugitive from justice in relation to an ongoing investigation into corruption and related offences.
The OSP also triggered processes for the issuance of an Interpol Red Notice of the location and provisional of arrest of Mr. Ofori-Atta in whichever jurisdiction.
Clash
Since then, the public hasn’t heard anything about the matter again until the Deputy Attorney General’s comments on GHOne TV that the OSP is yet to supply a docket on the investigations despite several requests.
According to him, only the Attorney General’s Department has the legal authority to initiate the extradition of Mr. Ofori-Atta, but the Office cannot carry out the action without a docket from the OSP.
“The Interpol alert is not an extradition procedure,” Dr. Srem-Sai pointed out. “We are the only authority that can make an extradition request, but we need a docket from the OSP to be able to make that request. Without the docket, you cannot go to the American authorities and say this is the person we want.”
In spite of this, he noted that “We’ve made several requests to the OSP, written letters, written demands, asking that now that you’ve announced to the world that you are ready to have this person extradited… we still do not have the docket from the OSP.”
The Deputy Attorney General stressed the importance of the docket, nothing that the extradition request must be accompanied by evidence of an ongoing investigation, just like the United States does before persons are extradited from Ghana.
“When they ask for people to be extradited, they bring the full docket as if they are going to court. We must do the same,” Dr. Srem-Sai added.
OSP Fires Back
But the OSP, in a strong-worded press statement, indicated that it had informed the Attorney General that the Office was in the process of boarding-up the various dockets on the subject, but its work had been extended by a search and seizure of documents and computer servers carried out by it and National Security at two offices of Strategic Mobilisation Ghana Limited (SML) on June 10, 2025.
It said the OSP is not frustrating and will not frustrate its own extradition request, noting that “there is absolutely no reason for the Attorney General’s Department to feel frustrated, if that is the case, in respect of a matter it is not involved in substantively, in respect of the investigation and prosecution of suspected persons – since OSP investigations and prosecutions are independent of any other authority.”
It further indicated that upon the communication to the Attorney General that the investigation had been extended since June 10, 2025, owing to the haul of more evidence at SML, “reasonable patience is required for the detailed examination and analysis of the newly discovered evidence.”
The statement, however, suggests that the OSP is not at loggerheads or in dispute with the Attorney General’s Department, emphasising that “the OSP is confident that that should be the position of the Attorney General’s Department.”
It further pointed out that the two offices are distinct by design but remain complementary arms of justice under Ghana’s constitutional architecture. “Differences in function do not imply conflict; they ensure accountability through procedural checks and balances.”
It said that the OSP will continue to cooperate fully with the Attorney General’s Department to ensure that the matter proceeds lawfully and efficiently, adding “the investigations remain very active, the extradition processes are underway.”
Acting Chief Justice, Justice Paul Baffoe-Bonnie is set to appear before Parliament’s Appointments Committee for vetting following his nomination by President John Dramani Mahama as the next Chief Justice of the Republic of Ghana.
The nomination, made in accordance with Article 144(1) of the 1992 Constitution, was announced in a formal message from the President, which was read on the floor of Parliament yesterday by Speaker Alban Sumana Kingsford Bagbin.
According to the message, President Mahama’s decision followed consultations with the Council of State, as indicated in its letter dated October 14, 2025. The President described Justice Baffoe-Bonnie as a distinguished jurist of “unwavering integrity, sound judicial temperament, and deep commitment to the rule of law.”
“Justice Paul Baffoe-Bonnie has demonstrated professionalism, fairness, and a passion for justice throughout his meritorious service on the Supreme Court. He possesses the leadership, administrative competence, and vision to drive ongoing judicial reforms and to strengthen public confidence in the Judiciary,” the President stated.
The Speaker, after reading the President’s message, referred the nomination to the Appointments Committee for public hearing and scrutiny.
He noted that while all Members of Parliament (MPs) may attend the committee’s sittings, only members of the committee have the right to vote.
Speaker Bagbin stressed the importance of the vetting process, urging MPs to approach it with transparency and dedication to ensure the nominee’s suitability for the highest judicial office.
“We trust that this will be done in accordance with the laws of this country, and at the end of the day, we will assist His Excellency to ensure that confidence in the arms of government is restored and enhanced,” he remarked.
Justice Baffoe-Bonnie’s vetting is expected to draw significant public attention, given the controversy surrounding the removal of his predecessor.
If approved, he will assume leadership of the Judiciary, one of the three arms of government.
Rev. John Ntim Fordjour, MP for Assin South, has revealed that the reintroduced Human Sexual Rights and Family Values Bill 2025 is expected to be laid before Parliament for its first reading between today and tomorrow.
Speaking in an exclusive interview on the AM Show, Rev. Ntim Fordjour stressed that the bill, which has already been advertised on the Order Paper, is of urgent public interest and should be taken up without delay.
“Any time between today and tomorrow — I do not even think that it should go beyond today because it is already advertised and it’s a matter of urgent public interest,” he said.
He added that Alban Bagbin, the Speaker of Parliament, has consistently expressed his support in principle for the bill and is expected to facilitate its swift presentation.
“I expect that today at 2:00 p.m., when Parliament reconvenes, it should be one of the first bills that should be called for first reading. Consequential referral to the Committee on Constitutional, Legal and Parliamentary Affairs will be done by the Speaker,” he explained.
The MP noted that after the first reading, the Committee will invite the bill’s sponsors, a bipartisan group of MPs including Sam George, and other co-sponsors, for further engagement.
The subsequent legislative processes will then follow, leading to the second and third readings before passage.
The Human Sexual Rights and Family Values Bill, commonly referred to as the anti-LBGTQ+ bill, has been one of the most polarising pieces of legislation in recent years.
The earlier version of the bill, passed in 2024, was stalled after legal challenges and a court injunction prevented Parliament from transmitting it to the President for assent.
This new move to re-lay the bill marks a renewed push by its sponsors to ensure its passage ahead of the 2025 legislative calendar.
The bill seeks to criminalise certain LGBTQ+ activities and promote what its sponsors describe as “Ghanaian family values,” but it has also drawn criticism from human rights advocates and sections of the international community.

Parliament will revert to its traditional 10:00 AM sittings following growing concerns over the health and security implications of its current 2:00 OM schedule.
The change, according to the Business Statement for the week ending Friday, October 24, 2025, comes after the Business Committee of Parliament, chaired by Majority Leader Mahama Ayariga, reviewed the effects of the afternoon sittings on members and staff.
“The Business Committee notes that the 2:00 PM start time, which was introduced to boost participation in parliamentary business, has not achieved the desired results,” the statement said.
“In most cases, it has led to late adjournments, posing health and security risks to MPs, staff, and visitors — including students who travel long distances to observe proceedings.”
The Committee emphasized that the return to morning sittings is expected to improve attendance, participation, and the overall efficiency of parliamentary work. “This adjustment may be reviewed when necessary,” the statement added.
The Third Meeting of the First Session of the Ninth Parliament of the Fourth Republic, which opened today, Tuesday, October 21, 2025, is anticipated to be one of the most demanding sessions of the year.
Lawmakers are expected to debate and approve the 2026 Budget Statement and Economic Policy, as well as scrutinize budget estimates for Ministries, Departments, and Agencies (MDAs).
Several financial bills will also be considered before the House rises for the Christmas recess.

The Professional Forum (ProForum) of the governing National Democratic Congress (NDC) has announced plans to work closely with Ghana’s missions abroad to connect with the country’s diaspora community.
The aim is to leverage the expertise and resources of Ghanaians living abroad to drive the country’s economic development.
As part of the initiative, the United Kingdom and Europe branch of the ProForum is set to host a Diaspora Reset Engagement Conference (DREC) in Birmingham, UK, in November 2025.
The three-day event, under the theme: “Connecting Global Talent to Local Transformation,” aims to bring together thought leaders, professionals, policymakers and business community representatives from the UK, Europe and Ghana.
Speaking on the upcoming event, the Convenor of the ProForum UK and Diaspora, Kenneth Johnson, said the meeting was critical as the NDC government sets out to reset the country and bring the economy back on track.
He said the conference would feature keynote addresses, expert panels and sector-based discussions on governance, investment, youth empowerment, and diaspora policy.

Speaking at a breakfast meeting with the five aspirants at his private residence in Nima, the former President encouraged them to focus their messages on their visions for the party and the country.
“He encouraged them (the aspirants) to conduct their campaigns in a healthy, issue-based manner that focuses on presenting their visions to the party delegates,” a statement issued by his office said.
President Akufo-Addo emphasised that his priority was to see a cohesive and credible process that would energise the NPP for the next general elections. He expressed appreciation to the aspirants for their “shared commitment to the collective good and future prospects of the party.”
The meeting was convened to foster unity and underscore the importance of a united front ahead of the primaries, the statement added.

The Executive Management of the National Health Insurance Authority (NHIA) has received with deep shock and sadness the news of a shooting incident that occurred at the Authority’s District Office in Garu, Upper East Region, on Monday, 20th October 2025.
According to a statement issued by the Upper East Regional Police Command, four persons lost their lives, while five others sustained injuries after unidentified gunmen on motorbikes attacked and fired indiscriminately at the NHIA office and its surroundings.
The Authority denounces this unfortunate and tragic act of violence and conveys its heartfelt condolences to the families of the deceased and the injured. We are profoundly saddened that such an incident occurred at a facility dedicated to serving the healthcare needs of the public.
The NHIA is working closely with the Ghana Police Service and other relevant security agencies to ensure that the perpetrators of this heinous act are swiftly apprehended and brought to justice. A Management team has been dispatched to Garu to provide support to the bereaved families, the injured, and the affected staff of the NHIA office.
In the wake of this incident, the Authority is reviewing all security arrangements across its regional and district offices to enhance the safety and protection of staff, members, and property nationwide.
We urge calm among staff and the general public as investigations continue. The safety and wellbeing of our staff and clients remain a top priority for the Authority. Our thoughts and prayers are with the families of the victims, the injured, and all those affected by this tragic event.

GWR confirming Vanessa’s approval wrote “We are thrilled to inform you that your application for Longest videogame marathon playing games in the Ghost of Tsushima series has been successful and you are now the Guinness World Records Title Holder!”
Vanessa first captured national attention when YEN.com.gh published her story on July 24, 2024, announcing her bold attempt to play video games for 48 continuous hours in pursuit of a Guinness World Record.
The marathon took place at the Republic Hall Common Area on the KNUST campus beginning Friday, July 26, 2024, where students and supporters gathered to witness her remarkable display of endurance and focus.
During her record-setting attempt, Vanessa played the critically acclaimed Ghost of Tsushima series, surpassing the previous world record of 48 hours, set in 2015 by Carrie Swidecki (USA), who achieved her milestone playing Just Dance 2015.
After months of verification, Guinness World Records has officially confirmed Vanessa’s achievement, recognizing her as the first Ghanaian and African woman to hold this title in the gaming category. Her success has sparked pride and admiration among Ghana’s youth and the global gaming community.

Joseph Osei-Owusu is a former Member of Parliament for Bekwai
Former Member of Parliament for Bekwai, Joseph Osei-Owusu, has expressed disappointment over what he described as the absence of a genuine fight against illegal mining, popularly known as “galamsey”.
Speaking in a video posted by GHOne TV on X on October 21, 2025, Osei-Owusu said he has yet to see any concrete action being taken to curb the menace.
“So far, I haven’t seen any fight. My constituency is one of the busiest in terms of ‘galamsey’. My own personal cocoa farm I visited there about two weeks ago, and I’ve never seen as much devastation before,” he said.

Osei-Owusu said the situation on the ground contradicts public claims that government is actively tackling illegal mining.
“Absolutely nothing is happening, at least in the areas where I am. Sometimes I find it funny for those of us sitting and theorising. I think they should go into the ground, visit the places,” he added.
Accra, Oct 21, GNA – The Business Committee of Parliament has proposed reverting to the House’s sitting time at 1000 hours (10.am) due to health and security concerns associated with the current 1400-hour (2.00 pm) schedule.
The Committee cited late adjournments and risks to the health and safety of Members of Parliament (MPs), staff and visitors as reasons for the proposed change.
Presenting the Business Statement for the first week ending Friday, October 24, 2025, on Tuesday, Mr. Mahama Ayariga, the Chairman of the Business Committee, said: “The afternoon sittings have not achieved the intended purpose… and have led to late adjournments, posing risks to health and safety.”
He explained that the proposed return to 1000-hour sittings aimed to enhance attendance, participation, and overall efficiency in parliamentary work.
“Mr. Speaker, the Business Committee takes notice that the introduction of the commencement of sitting at 1400 hours with the aim of improving members’ participation in the conduct of parliamentary business has not been very successful,” he said.
He added: “…commencing sittings at 1400 hours mostly resulted in the late adjournment of the House.”
The Committee therefore proposed the return of the House to begin sitting at 1000 hours to enhance attendance, participation and overall efficiency.
“Mr. Speaker, in view of this, the Business Committee proposes that the House revert to commencing sittings at 1000 hours, subject to review when needed.”
This decision comes as Parliament embarks on one of its busiest periods, with the 2026 Budget Statement and Economic Policy, along with budget estimates of Ministries, Departments, and Agencies (MDAs) and financial bills, to be considered before the Christmas break.
Parliament, however, reconvened on Tuesday for the Third Meeting of the First Session of the Ninth Parliament of the Fourth Republic after it adjourned sine die on Friday, August 1, 2025.
The Chairman of the Board of Directors of Ghana Cocoa Board (COCOBOD), Dr. Samuel Ofosu-Ampofo, has inaugurated three strategic sub-committees as part of ongoing efforts to enhance transparency, accountability, and sustainability within Ghana’s cocoa industry.
The Committees include the Finance Committee, the Cocoa Tertiary Education Trust and Scholarship Committee, and the Cocoa Sector Marketing Committee (COSMARC).
The event, held at the COCOBOD Headquarters in Accra, on Tuesday, October 21, was attended by some members of the Board, management, and staff.
Delivering his address, Dr. Ofosu-Ampofo emphasised that the inauguration marked a significant step in the Board’s renewed commitment to reposition Ghana’s cocoa sector in line with the Government’s Reset Agenda under the leadership of President John Dramani Mahama.
“Upon assuming office, the President constituted this new Board with a clear mandate to chart a new course for the revival and transformation of Ghana’s cocoa sector,” Dr. Ofosu-Ampofo said.
“We are to diligently pursue this vision – one that seeks to restore discipline, efficiency, and sustainability in every aspect of our operations.”
The Chairman stated that the Finance Committee would be central to the Board’s efforts to strengthen fiscal discipline, given the current financial challenges, including a debt stock estimated at GHS 32 billion.

Dr. Ofosu-Ampofo charged the Finance Committee chaired by Thomas Ampem Nyark, Deputy Minister of Finance to ensure transparent, efficient, and responsible use of resources, particularly in implementing major productivity enhancement programmes.
Touching on the Cocoa Tertiary Education Trust and Scholarship Committee chaired by Dr. Johnson Asiama, Governor Bank of Ghana, Dr. Ofosu-Ampofo said its establishment marks a new era in COCOBOD’s educational interventions.
The committee will oversee the newly created Cocoa Tertiary Education Trust Fund, which aims to support tertiary education, vocational training, and capacity-building for the children of cocoa farmers and workers.
“Education has always been a cornerstone of Ghana’s national development. Through this Trust Fund, we will continue to empower the next generation of cocoa farmers, ensuring that our youth are equipped with the skills and knowledge to sustain and transform the industry, the Chairman noted.”
He urged committee members to go beyond the boardroom and engage directly with cocoa-growing communities.
“Visit our farmers, listen to their stories, and let their experiences shape the policies and programmes you develop,” he advised.
Dr. Ofosu-Ampofo also highlighted the importance of the newly inaugurated Cocoa Sector Marketing Committee (COSMARC), chaired by Sampson Ahi, MP for Bodi.
The committee, he explained, will play a crucial role in promoting transparency and fairness in cocoa marketing by reviewing the performance of Licensed Buying Companies (LBCs), assessing market trends, and recommending policies that ensure sustainability across the cocoa value chain.
“Irregularities in cocoa purchasing, smuggling, and unfair market practices have long undermined the integrity of the sector,” he said. “COSMARC’s work will be vital in addressing these issues and upholding Ghana’s reputation as a global leader in quality cocoa.”
The Chairman commended members of the three committees for their wealth of experience and urged them to uphold the values of transparency, integrity, and accountability.
“Together, let us work to promote education, accountability, and sustainable growth within Ghana’s cocoa sector. May your work bring renewed hope to our farmers, our youth, and the future of this great industry,” he concluded.

Rwanda’s President Paul Kagame has called on the African Union, regional economic communities, and the Smart Africa Alliance to accelerate the creation of a unified digital market that connects the continent’s economies, people, and innovations.
Speaking at Mobile World Congress Kigali 2025, which opened on October 21 for a three-day run, the Rwandan leader described Africa as standing at a pivotal moment where mobile technology is reshaping commerce, education, finance, and governance across the continent. He emphasized that broadband expansion and smartphone adoption have positioned Africa as an emerging force in the global digital economy, though significant gaps remain.
President Kagame highlighted mobile banking as a standout example of homegrown innovation that has transformed lives continent-wide, describing it as a global model of financial inclusion that empowers small business owners and rural communities. Rwanda itself has seen dramatic growth, with 4G users jumping from 500,000 in 2023 to 5 million by June 2025, driven by policy reforms and expanded coverage.
Yet the President warned that Africa still lags behind global connectivity averages. He cautioned that if access gaps persist, the same technology meant to expand opportunity could instead widen inequality. The most critical conversation, he said, must focus on people and how to make digital skills and tools available to everyone.
According to recent data, only 25 percent of the population in Sub-Saharan Africa used mobile internet in 2024, the lowest regional rate globally. This stark figure underscores the urgency of Kagame’s appeal for coordinated action.
Rwanda’s vision centers on building a knowledge-based economy rooted in artificial intelligence, research, and human capital development. These investments, Kagame said, are helping the country lay foundations for inclusive innovation that improves productivity and service delivery.
The President stressed that unlocking Africa’s full digital potential requires governments, private sector players, and partners to harmonize policies that encourage innovation and enable cross-border data and payment systems to flow securely. He praised ongoing efforts by the African Union, regional blocs, and Smart Africa to cut costs, reduce barriers, and advance the single digital market vision.
Creating this unified market, Kagame argued, is vital for scaling African-made solutions globally while retaining their value on the continent. Digital integration will make Africa’s economies more resilient, competitive, and sustainable, he said.
The Mobile World Congress brought together influential leaders, innovators, and policymakers to explore how mobile technology drives inclusion and economic transformation. The event attracted 4,000 delegates from 109 countries, reflecting the global significance of Africa’s digital trajectory.
Kagame called for renewed commitment from all stakeholders to ensure policies keep pace with technological change and reflect Africa’s shared aspirations. Such cooperation, he said, will enable African solutions to scale globally while maintaining their value locally.
The President concluded with a powerful reminder that innovation doesn’t belong to any single part of the world. It can come from anyone, anywhere, he said. “Yesterday, I convened meetings with officials of the US Embassy and the Canadian High Commission to begin discussions on visa arrangements for Ghanaian football fans following the Black Stars’ qualification for the 2026 FIFA World Cup.
The Ghanaian delegation included the Technical Advisor to the Minister of Sports and Recreation, Betty Krosbi Mensah; GFA President and CAF Vice President, Kurt Okraku; and senior directors from the Ministry of Foreign Affairs and the ministry of sports.
The US team was led by Acting Ambassador Rolf Olson, while Acting Canadian High Commissioner Dennis Roussel headed the Canadian delegation.
The objectives of these engagements include ensuring mutual understanding of expectations and requirements, enhancing coordination, improving visa facilitation, and developing clear working roadmaps to maximise satisfaction.
The meeting also addressed the need for special arrangements for football fans, officials, and the team outside the regular visa application process.
It was acknowledged that the recent reversal of US visa restrictions which had previously imposed single-entry visas was timely, as it now allows for multiple-entry visas. This will enable Ghanaian fans to re-enter the U.S. after attending games in the other host nations, Canada and Mexico.

Imprisoned televangelist Patricia Asiedua, popularly known as Agradaa or Evangelist Mama Pat, appeared before the court in her ongoing legal case with Osofo Appiah Biblical on Tuesday, October 21, 2025.

Speaking on Angel FM, a legal correspondent, who was present at the Accra High Court, shared details from the court proceedings.
The female reporter noted that Agradaa was transported to the premises of the court via an underground tunnel in a police vehicle with armed officers before the proceedings were scheduled to begin at 12pm.
She stated that the embattled televangelist’s husband, Angel Asiamah, and his lawyer were present.
The Heaven Way Champion International founder is reported to have stayed inside her vehicle and not entered the court for the case hearing.
According to the reporter, the judge who was supposed to sit for the hearing was among the numerous judges promoted to the Courts of Appeal and, as such, failed to show up. A replacement had also not been selected.
The case involving Agradaa and Appiah Biblical has been adjourned to Tuesday, November 11, 2025.

Agradaa and two other individuals have been accused of breaching the Cybersecurity Act after they allegedly shared explicit images of Appiah Biblical on Thunder TV (now Today TV) in 2021.

The two individuals had been involved in a publicised feud concerning an amount of GH¢10,000, which the televangelist claimed was owed her.
Agradaa was arrested and charged with possession of indecent materials after Appiah Biblical filed a police case.
The court later granted her bail amounting to GH¢200,000, with the requirement of two justified sureties on July 18, 2024. She was reported to have made derogatory comments about the images.
On Monday, July 7, 2025, a judge ordered the Heaven Way Chairman International Ministries founder to be brought from Nsawam Prison to appear for a final ruling in the case.
The embattled televangelist later sought a plea bargain agreement with Attorney General Dominic Akuritinga Ayine in the case.

Agradaa’s 15-year prison sentence
Agradaa was jailed after being convicted by an Accra Circuit Court on two counts of defrauding by false pretences and one count of charlatanic advertisement.
The conviction stemmed from her defrauding certain members of the public during a church service in 2022.
Nana Agradaa aired advertisements in the media that promised anyone who attended her church that whatever money they brought to her would be doubled.
She failed to do so and sent the victims away empty-handed, leading to the start of a court case against her.
The Accra Circuit Court 10, presided over by Her Honour Evelyn Asamoah, sentenced the preacher to 15 years in prison with hard labour on July 3, 2025.

Earlier, YEN.com.gh reported that Agradaa sent a message to her followers from prison after celebrating her birthday.
The televangelist’s husband, Angel Asiamah, conveyed the message to his congregation during church service on October 19.
Agradaa’s message to her followers triggered mixed reactions from Ghanaians on social media.

Political scientist Dr Asah Asante has urged the government to take decisive action against illegal mining, commonly known as , warning that failure to do so could have severe political consequences in the 2028 general elections.
Speaking on Joy News AM Show, Dr Asante said illegal mining remains one of the biggest threats to Ghana’s economy and environment, and any government that ignores it risks losing voter confidence.

“I want the government to muster courage, put its foot down, and fight this galamsey menace head-on. Because what happened to the NPP, if this government refuses to pay attention to galamsey, the story will not be different when we come to 2028,” he cautioned.
Dr Asante explained that voters often base their decisions on key factors such as economic performance and the impact of policies on their livelihoods.
According to him, illegal mining is not only undermining economic stability but could also lead to “constituency-specific issues” that may hurt the ruling party politically.
He stressed that governance should not be about retaining power but about improving the lives of citizens through bold and effective action.
“We don’t govern just because we want to win power. Governance must bring hope, must bring joy, and at the end of the day, improve our livelihoods. Without it, nobody believes in anything called governance,” he said.
Dr Asante pointed to the outcome of the last general election as proof that citizens expect the government to address pressing national concerns like illegal mining.
He argued that the ruling administration has “what it takes to turn things around” and should act decisively to tackle the menace.
The galamsey issue has long been a major environmental and political flashpoint in Ghana, threatening water bodies, farmlands, and local economies.
Successive governments have promised to address it, but the problem has persisted, often becoming a central theme in election campaigns.
Dr Asante warned that if the current government fails to act, the consequences could mirror the political setbacks faced by the previous administration.
The Western Regional Police Command has arrested five suspects in connection with the murder of one John Abban at Asemkor in the Agona Nkwanta District of the Western Region.
The deceased, who was a brother of the chief of Butre and Asemkor, was attacked and killed on October 6, 2025, at Asemkor following a chieftaincy dispute in the area.
According to the Head of the Public Affairs Unit of the Western Regional Police Command, Superintendent Olivia Ewurabena Adiku, the suspects fled the town and went into hiding after the incident.
She said in a statement copied to The Ghanaian Times yesterday that, on October 15, 2025, following sustained intelligence operations by the Regional Police Intelligence Directorate, three suspects — Kennedy Abor, alias Abongo, aged 30; Kojo Attah Panyi, aged 20; and Joseph Basses, aged 30 — were arrested at their hideout at Funk in the Agona Nkwanta District.
Again, on October 21, 2025, the Regional Intelligence Directorate, in collaboration with the Accra Regional Intelligence Directorate, apprehended the two main suspects — Abraham Cudjoe, alias Yalle, 39, and Ekow Painstil, 45 — at their hideout at Afuaman Ayigbe Town, within the Ga West Municipality in the Greater Accra Region.
“All the suspects are currently in police custody assisting with investigations and will be put before court,” Supt. Adiku stated.

Speaking on Good Morning Ghana on October 22, 2025, Pratt argued that the OSP’s effectiveness is fatally undermined because the power to prosecute remains solely vested in the Attorney General (AG), who, like the Special Prosecutor, is appointed by the president.
“When the Office of Special Prosecutor was being established, we made the point that it was a useless enterprise as it is a political gimmick,” Pratt stated.

He maintained that as long as the constitution is not amended to shift the power of prosecution away from the presidential-appointed AG, the OSP “will not serve the purpose for which it was being created.”

“For as long as it’s the president who appoints the Special Prosecutor, it has not changed the aesthetics around the appointment of the Attorney General because they were all appointed by the president. The aesthetics will not be changed in any substantial way,” he asserted.
The veteran journalist also reflected on previous advice he offered to political administrations.
He recalled how, during a lecture, he cautioned against making the prosecution of corrupt elements the central focus of an incoming government.
He stated that the most crucial priority, which makes sound political sense, should be to alleviate the suffering of the people immediately.

“The fight against corruption and all of those things are important, but you don’t present it as your main focus,” he advised.
Pratt noted that after nine months in office, there has been no substantial move towards realising the objective of swift prosecution, suggesting the problem lies not with the AG or the OSP, but with Ghana’s judicial system itself.
“Our legal and judicial system is built in such a way that if you have the resources, you can drag one case for 20 years without achieving the results. This is the legal system… we have constructed,” he added.

The Managing Editor of the Insight Newspaper, Kwesi Pratt Jnr, has criticised the approach taken by the Office of the Special Prosecutor (OSP) in seeking the extradition of former Minister of Finance, Ken Ofori-Atta, asserting that the prosecutor legally lacks the independent power to initiate the process.
Speaking on Good Morning Ghana on October 22, 2025, Pratt argued that due to the OSP’s “inferior constitutional position,” the authority for extradition is solely vested in the Attorney General (AG).
“The OSP, because of its inferior position… cannot start an extradition process. No, it can’t. It doesn’t have the power to do so. That power is vested in the Attorney General,” he stated.
OSP denies claims of refusing to help AG extradite Ken Ofori-Atta
Pratt expressed particular surprise over the OSP’s decision to communicate with the AG through the Office of the Chief of Staff.
“Very, very strangely, the OSP now writes to the Chief of Staff to facilitate the extradition. How?” he questioned.
He asserted that the OSP should communicate directly with the AG, its constitutional superior.
Pratt further explained that the Chief of Staff, recognising the legal limitations under Article 88, subsequently forwarded the request to the Attorney General.
OSP sets record straight on Ken Ofori-Atta’s extradition
However, the AG’s office responded by stating that the extradition process cannot begin without the submission of a docket.
Pratt stressed that despite the request, the OSP has failed to submit the necessary docket.
“As we speak now, today, that docket has not been submitted… The Attorney General says that we cannot proceed without a docket,” he said.
Kwesi Pratt Jnr further noted that the AG’s insistence on receiving the docket, along with the two OSP investigators, was a clear signal to “exercise oversight over the process, as is empowered by law, by the constitution to do.”
Pratt further questioned the OSP’s apparent defiance.
“The OSP, based on Article 88, is only exercising powers that the Attorney General allows it to exercise. It’s a subordinate organisation. So, how does a subordinate organisation say that we will not listen to you, [and] want to do as we like?” he quizzed.
He reaffirmed that legal experts consistently maintain that a formal docket is essential for instituting any extradition process.

We have, for far too long, undermined the potential in the North. We have not given the North the attention it deserves. The state must lead in this regard,” he added.
