Parliament passes PPA amendment bill 2025

0

Parliament has passed the Public Procurement Authority Amendment Bill 2025, introducing a key reform that mandates written authorization from the Finance Minister, Dr. Cassiel Ato Forson, for all government-funded procurements.

The amendment is designed to promote budgetary discipline and curb financial commitments beyond approved allocations.

Explaining the necessity of the reform on the floor of Parliament, Dr. Ato Forson stated: “Mr. Speaker, the object of the Bill is to amend the Public Procurement Act (Act 663) to introduce a requirement for commitment authorization to accompany all government-funded procurement.”

He highlighted concerns over previous procurement practices that have led to financial arrears, saying:

“Mr. Speaker, one of the critical challenges that have contributed to the accumulation of arrears is the practice of awarding contracts without ensuring the availability of funds for payment. To address this, the government, as part of the 2025 Budget measures, has directed that all procurement funded by the central government must be accompanied by written authorization from the Minister responsible for Finance.”

The newly passed legislation is expected to reinforce financial accountability, ensuring that government contracts are backed by available funds before they are awarded.

Presidency has not ordered NIB to investigate Akufo-Addo’s travels – Felix Kwakye Ofosu

Former President Nana Addo Dankwa Akufo-Addo Former President Nana Addo Dankwa Akufo-Addo

The Minister of State in charge of Government Communications, Felix Kwakye Ofosu, has dismissed recent media reports claiming that President John Dramani Mahama has directed the National Intelligence Bureau (NIB) to investigate the official travels of former President Nana Akufo-Addo during his tenure.

According to the reports, the alleged directive from the presidency was aimed at ensuring transparency and detecting any possible corruption in the previous government.

However, in a social media post on March 28, 2025, Felix Kwakye Ofosu stated, “For the avoidance of doubt, the Presidency has not given any order to the NIB to look into President Akufo-Addo’s travels.”

Former President Akufo-Addo served a full eight-year term in office before handing over the flagbearership of his party, the New Patriotic Party (NPP), to his Vice President, Dr. Mahamudu Bawumia, who won the party’s presidential primaries but lost the 2024 elections.

Did GRA freeze Richard Armah Quaye’s bank accounts?

0

On March 24, multiple news outlets reported that the accounts of Bills Micro-Credit and Quick Credit and Investment Micro-Credit Founder, Richard Nii Armah Quaye, had been frozen.

However, on March 27, the Ghana Revenue Authority (GRA) issued a disclaimer, stating that it had not taken any action to freeze Quaye’s accounts.

Despite this clarification, Citi News sources indicate that the freeze was allegedly initiated by the Financial Intelligence Centre (FIC), not the GRA.

This raises further questions, as the GRA’s statement does not directly address whether Quaye’s accounts were frozen by another entity.

According to a confidential letter seen by Citi News the directive to freeze the accounts was issued on March 21, 2025, and took immediate effect in accordance with Section 56(1) of the Anti-Money Laundering Act, 2020 (Act 1044).

This misunderstanding can be traced to a Pulse Ghana article dated 24th March headlined “GRA reportedly freezes billionaire Richard Armah’s bank accounts hours after lavish party” this report was based on a story by the High Street Journal that reported that his accounts were frozen but did not indicate who had initiated the process.

Pulse reported this fact and erroneously attributed this action to the GRA therefore creating the confusion.

The GRA rightly moved to clear the air as they were not involved in the freeze of the accounts, however, the question remains unresolved per the publicly available information.

Minority Leader and Member of Parliament for Effutu, Alexander Afenyo-Markin, has revealed that some ECG staff have been colluding with customs officials to sell containers containing vital electrical materials once they arrive at the port.

More than 1,000 containers belonging to ECG have been reported missing, sparking an urgent investigation and a state security operation to identify those responsible.

Series of tariffs announced by U.S. govt may have negative effects on global economy – Bank of Ghana

0

The Monetary Policy Committee (MPC) of the Bank of Ghana (BoG) has noted that the global environment has become more challenging, reflecting trade and economic policy uncertainty.

President Donald Trump on Wednesday, March 26 announced 25% tariffs on all cars shipped to the United States, a significant escalation in a global trade war.

The tariffs, set to take effect on April 3 at 12:01 am ET, are aimed at expanding America’s auto manufacturing prowess. For decades, because of a free trade agreement, automakers have treated Canada, Mexico and the United States as one big country, with no tariffs among them. Although the United States is home to a significant automaking industry, Trump wants to grow it.

“Frankly, friend has been oftentimes much worse than foe. And what we’re going to be doing is a 25% tariff on all cars that are not made in the United States,” Trump told reporters on Wednesday before signing an executive proclamation in the Oval Office. “If they’re made in the United States, it’s absolutely no tariff.”

Speaking during the 123rd MPC press conference in Accra on Friday, March 28, Governor of the BoG Dr Johnson Asiama said that  “The series of tariffs announced by the U.S. administration is evolving and may have negative effects on the global economy.”

He further stated that these developments have already triggered downgrades in Gross Domestic Product (GDP) growth forecasts in the two largest economies—U.S. and China—and in turn, global growth. In addition, the disinflation process appears to have stalled in some countries, while financial conditions remain broadly restrictive as central banks slow the pace of monetary policy easing.

“The persistence of these external headwinds may spill over to the domestic economy through the trade and financial channels, highlighting the need for policy to remain proactive,” he said.

On the domestic scene, Dr Johnson Asiama said that prices of Ghana’s major export commodities traded mixed on the international commodities market in early 2025.

He said “Gold prices crossed the US$3,000 per fine ounce on March 14, 2025, on account of heightened economic uncertainty triggered by the trade and geopolitical tensions, persistent inflation, and weakening US dollar.”

In February 2025, he said, gold prices averaged US$2,897.3 per fine ounce, indicating a year-on-year growth of 9.7 percent. Similarly, crude oil prices recorded a marginal annual growth of 2.4 percent to settle at an average price of US$74.95 per barrel.

Cocoa prices, however, declined by 8.5 percent driven by improving supply outlook for the current 2024/25 season, Dr Asiama stated.

In the banking sector, Dr Asiama said that banks’ performance continued to improve.

Total bank assets recorded 34.0 percent growth at the end of February 2025 relative to 12.1 percent growth, in the same period last year, he said.

With regulatory reliefs, the banking industry’s Capital Adequacy Ratio (CAR) was higher at 14.4 percent compared to 13.6 percent in the same period last year, Dr Asiama added.

“Without reliefs, CAR was 12.1 percent. The industry’s Non-Performing Loan (NPL) ratio declined to 22.6 percent in February 2025 from 24.6 percent in February 2024. Excluding the loans in the loss category, which are fully provisioned, the NPL ratio as at end-February 2025 was 8.9 percent,” he said.

Dr Asiama further stated that overall, the Financial Soundness Indicators showed broad improvements in asset growth, solvency, liquidity, efficiency, and profitability.

.The fiscal policy stance was more expansionary than expected in 2024. The 2024 fiscal deficit, on commitment basis, was 7.9 percent of GDP against a target of 3.8 percent of GDP, on the back of higher expenditures than target.

“This notwithstanding, early indications from banking sector data suggest some improvements in fiscal performance in early 2025.

“This, along with the commitment to fiscal consolidation presented in the 2025 budget, should support the fiscal outlook. Also, the ratio of public debt declined supported by the debt restructuring,” he said.

Dr Asiama also said that private sector credit is beginning to show signs of recovery.

In February 2025, he said, private sector credit recorded 26.9 percent annual growth, compared with 5.1 percent in February 2024. In real terms, he added, credit growth was 3.1 percent, compared with a decline of 14.7 percent in February 2024.

Samuel Basintale Amadu

The Comptroller-General of Immigration (CGI), Samuel Basintale Amadu, has recalled 78 personnel from interdiction, reaffirming his commitment to discipline and due process.

The officers are made up of 14 senior officers and 64 other ranks allegedly involved in recruitment and visa scams, and other offenses.

During a meeting with the officers at the National Headquarters, he announced their recall into the Service, emphasising that the recall is not an act of amnesty. Instead, the personnel will undergo internal disciplinary procedures and those found culpable will face the appropriate sanctions.

CGI Amadu stressed that disciplinary issues will no longer be prolonged, highlighting his administration’s dedication to due process and hard work. He urged personnel to respect both superiors and juniors, accentuating the importance of upholding the Service’s dignity.

Notably, he cautioned against repeating past misconduct, warning that disciplinary cases involving fraud, recruitment malpractices, or visa irregularities would be referred to the police for further investigation. For those eligible for promotion, due diligence will be undertaken in the light of the outcome of the trials they will be facing, he added.

These statements mark a pivotal moment in the Service’s journey toward professionalism, accountability, and excellence under his administration. He urged them to maintain good conduct wherever they will be stationed, to uplift the Service’s image and avoid repeating past behaviours.

CGI Amadu was in the company of his deputies: Mr. Laud Affrifah (Operations and Command Posts), Mr. Isaac Owusu Mensah (Finance and Administration), and Assistant Commissioner of Immigration (ACI) Phillip Peter Andoh (Legal, Research and Monitoring), as well as Deputy Commissioner of Immigration, Michael Asare Bediako, Head of Human Resource Department.

Energy Minister must recover stolen ECG containers or be held accountable – Ntim Fordjour

0

Ranking Member of Parliament’s Defence and Interior Committee, Rev. John Ntim Fordjour

Rev John Ntim Fordjour, the Ranking Member on Parliament’s Defence and Interior Committee, has called for the Energy Minister, John Abdulai Jinapor, to be held accountable if he fails to recover the stolen containers belonging to the Electricity Company of Ghana (ECG) and prosecute those responsible.

In a social media post on Friday, 27th March, he expressed deep concern over the disappearance of 1,328 containers containing ECG equipment and accessories.

He insisted that the Minority in Parliament would not allow the matter to be swept under the carpet.

“From 3,000 to 2,500, now we’re told 1,400 containers of ECG equipment and accessories, imported into the country and paid for, have suddenly obtained wings and flown away. So far, only 40 of the missing containers have been found,” Ntim Fordjour stated.

He emphasised the need for accountability and full recovery of the missing containers, describing the incident as an “unprecedented scandal” involving $700 million.

The legislator further demanded that all those involved be prosecuted, regardless of their political affiliations.

“Crime has no colours, so the NDC must fully account for these containers and purge themselves of this unprecedented scandal. Whoever is culpable must be prosecuted, regardless of their political colours. Stop blaming only the foreign nationals involved in this syndicate.”

“They bought these stolen containers from Ghanaians who are within the Ministry of Energy and ECG. No Indian nor Chinese works at ECG or the Ministry of Energy,” he argued.

Rev Ntim Fordjour also took a swipe at the authorities for their perceived inaction, calling for urgent measures to track down the missing containers. “Is this not the time Commando Jakpa must load his guns and storm the port to track these stolen containers?” he quipped.

He insisted that the Energy Minister must take full responsibility for the scandal, stating, “The Minister for Energy must be held accountable if he fails to bring back the stolen containers and prosecute the culprits.”

‘It is going to be a long weekend, head to the bank and cash out!’ – Mahama to Ghanaians

President John Dramani Mahama President John Dramani Mahama

President John Dramani Mahama has reminded Ghanaians of the upcoming public holidays on Monday, March 31, 2025, and Tuesday, April 1, 2025, in observance of this year’s Eid-Ul-Fitr celebrations.

While addressing the Muslim community during the breaking of the fast on Thursday, March 28, 2025, he urged them to complete their bank transactions ahead of the holidays.

“For those of you who need to go to the bank, you should do so in advance because once they close, you won’t have banking access until Wednesday. So, be sure to prepare for the long weekend after work.

We won’t be returning to work until Wednesday morning. We are all going to celebrate Eid-Ul-Fitr together,” he stated.

The Ministry of Interior has officially declared Monday, March 31, 2025, and Tuesday, April 1, 2025, as public holidays for this year’s Eid-Ul-Fitr celebrations.

His finest hour yet: The Bawumia concession and lessons in leadership

0

What was expected to be his lowest moment in politics ended up becoming a shining example. Mitt Romney once said something about elections and their outcome: “Politics can break your heart”. It was supposed to be a heart-rending moment for Dr Bawumia, but he turned it into a moment of triumph—not just for himself but for his nation, the continent and democracy. Dr Bawumia shocked many in the country and across the world—including some in his own team—when he delivered what has been widely considered one of the earliest concession speeches in Ghanaian, African and global democracy.

In doing so he did not only unofficially signal a denouement to the fierce and hotly contested election between him and his opponent but curtailed what many saw as a potentially volatile situation in the aftermath of the ballot casting process. Considering the all too known history of post-election violence in Africa and across the world, this singular act by Dr Bawumia was roundly commended.

The United Nations called Dr Bawumia’s actions “a significant example for African leaders to prioritise peace over actions that create tension” (UN Secretary General’s special Representative Leonar¬do Santos Simão). The United Nations Resident Coordinator in Ghana, H.E. Charles Abani, visited Dr Bawumia to express his appreciation for his early concession and the concomitant contributions to peace and democracy in Ghana.

The Diplomatic community in Ghana lauded the former Vice President for his statesmanship and respect for democratic values following his early concession. In a letter signed by the Dean of the Diplomatic Corps, the diplomats stated that Dr Bawumia’s unwavering commitment to the values of democracy, especially through your honourable concession in the recent elections, stands as a testament to your statesmanship and love for this nation. In moments of political transition, it is the strength of character and respect for the democratic process that define a leader.”

President John Mahama acknowledged the significance of Dr Bawumia’s actions, stating that they contributed to “fostering peace during a crucial moment for the country.” NDC top official and Director of Communications, Mr. Sammy Gyamfi, called it “an exceptional display of statesmanship”. So, what lessons can we learn from his concession, and what significance does it hold?

It’s okay not to win

“More wins” is the common mantra these days. Of course, as humans, generally, winning is the desired outcome for most endeavours, but the deeper lesson from Dr Bawumia’s actions shows that sometimes you can win by losing. Inasmuch as most of us hope for wins, the lesson here is that failure is part of life. In fact, there would be nothing like victory if there were no failure. And so what Bawumia demonstrates for all of us, especially the youth, is that sometimes, it is okay to fail. It builds resilience, fortitude and emotional intelligence for even greater wins at a mandated time.

Without certain failures, there wouldn’t be victory at all. Yet the fear of failure has crippled many, destroyed lives and prematurely curtailed destinies. By openly, readily and speedily accepting the electoral outcome, Dr Bawumia demonstrated his true character: humble, peaceable, conciliatory, mature and wise. He has shown that there is no shame in failure and that out of the shrubs and ashes of defeat, beauty can emerge.

Democratic Advancement

Everywhere you turned, nationally and internationally, one of the biggest conversations was about how Dr Bawumia’s early concession entrenched and enhanced democracy in Africa. With the albatross of post-election conflict ravaging certain nations and the sword of Damocles hovering heavily in the air, Dr Bawumia’s gestures pre-empted any unforeseen calamities and calmed the atmosphere. Still, the unprecedented cacophony and violence that surrounded the declaration of parliamentary results brought many to the realization of how ominous things may have turned. And perhaps dented Ghana’s democratic image as a haven of peace and stability.

The smooth presidential transition accelerated by a swift and unequivocal concession was therefore roundly applauded. The Nigerian media and blogosphere, for instance, couldn’t have enough of it. All over the Internet, especially on social media, content after content, video after video, text after text, rushed to commend Ghana for flying the flag of Africa high, often comparing it to their situation. This was undoubtedly a Ghanaian moment. However it was also a genuine celebration of democracy, national pride and continental glory.

Ethical Leadership

It is often said that the truest test of a man’s character is what he does when he’s down. Martin Luther King once said: “The ultimate measure of a man is not where he stands in moments of comfort and convenience, but where he stands at times of challenge and controversy.” According to Mihelic, Lipicnik, and Metka Tekavcic (2010), “Ethical leaders think about long-term consequences, drawbacks and benefits of the decisions they make in the organization.

They are humble, concerned for the greater good, strive for fairness, take responsibility and show respect for each individual.” These are all leadership lessons we can learn from. They are qualities that we can infer from the action Dr Bawumia took: thinking about the greater good of the nation, shunning long-drawn litigation, and showing humility and respect for the electoral process. In doing this, he has won the respect of many across the globe, including those who didn’t necessarily vote for him. He has established himself as a leader with integrity.

Data, technology and the future

One of the major themes that dominated the conversation after Dr Bawumia’s concession was the speed and precision with which it was done, underpinned by data, technology and projections. It shows that to succeed in the contemporary era, the ability to curate, mine and make projections based on accurate data is the way to go. The days of haphazard, erratic, wishy washy, propagandists and spurious assertions are over. It demonstrates that democracy does not happen in a vacuum but rather is essentialized through concrete, substantive data visualisations, technological input and intelligent analytics. This is the future of campaigns, policy making and democracy.

Conclusion

Dr Bawumia may have lost the presidency, but what he has gained because of his swift, decisive and full-throated concession is priceless. He put the national interest above personal ambition and in doing so, demonstrated a powerful model of exemplary, principled, humane, and courageous leadership that will inspire generations to come.

Private health facilities lament over unpaid GHS150m arrears

0

The Private Health Facilities Association of Ghana has lamented the government’s failure to settle unpaid arrears of over 150 million cedis owed them since the beginning of the year 2025.

This comes on the back of harassment from the Ghana Revenue Authority and the Electricity Company of Ghana over their members’ inability to pay utility debt owed them. The association has attributed this failure to the National Health Insurance Authority’s failure to regulate Private Insurance companies, resulting in arrears owed to its members.

In an interview with Citi News on Friday, March 28, the General Secretary of the Association, Richard Frank-Torblu, emphasized that the association will not relent until the almost 200 million debt owed its members is paid.

“We have a lot of outstanding monies which haven’t been paid over the period since the beginning of this year, and the private health care providers across the country are in a serious situation. GRA has started attacking most of our facilities and taking a good number of our people to court, demanding their SSNIT contribution.

“ECG has also disconnected some of our facilities. We are struggling to provide quality healthcare service to Ghanaians. We are looking at about 150 million to 200 million cedis which hasn’t been paid to our members across the country.

“We have had a series of conversations with the leadership of NHIA, but they haven’t been forthcoming. The only time we will be comfortable is if these monies are paid,”he lamented.

I am getting to know those behind missing ECG containers – Jinapor

Minister for Energy and Green Transition, John Jinapor, has vowed to hold those responsible for the disappearance of over 1,347 containers belonging to the Electricity Company of Ghana (ECG) accountable.

According to him, he will stop at nothing to retrieve the missing containers, prosecute the perpetrators, and recover the cost incurred.

Dr Rashid Pelpuo with some CLOGSAG executives Dr Rashid Pelpuo with some CLOGSAG executives

The Minister for Labour, Jobs, and Employment, Dr. Rashid Pelpuo, has once again demonstrated strong leadership in labour negotiations, this time engaging the Civil and Local Government Staff Association of Ghana (CLOGSAG) over their ongoing strike.

During a crucial meeting with CLOGSAG executives, Dr. Pelpuo appealed to them to reconsider the strike while the government actively works to address their demands.

His persuasive negotiation skills and deep understanding of the workers’ concerns resonated so strongly with the leadership that they broke into song in his honor, an unprecedented display of admiration.

Dr. Pelpuo’s commitment to fair wages and improved working conditions is well recognized, having previously played a key role in negotiating a 10% salary increase for public sector workers under the Single Spine Salary Structure (SSSS).

Real Madrid coach Carlo Ancelotti facing four-year prison sentence over tax evasion allegations

Real Madrid manager Carlo Ancelotti is facing a possible four-year prison sentence as he prepares to stand trial over tax evasion allegations.

The Italian coach is accused of deliberately misinforming the tax authorities during his first spell with the Spanish club between 2014 and 2015, allegedly avoiding the payment of more than 1 million euros in income tax.

However, Ancelotti has denied any wrongdoing and pledged to contest the charges, despite previously admitting to underpaying taxes, an issue he attributed to errors made by his accountants.

The court has scheduled the trial for April 2, 2025, to determine the coach’s fate regarding the allegations.

Speaking ahead of Real Madrid’s La Liga match against Leganés on March 28, 2025, Ancelotti stated that he is prepared to testify in court and remains hopeful of being exonerated.

“Alleged tax fraud? I have to go and testify next week. This is not the place to debate this. What’s happening next week is an appeal by the Prosecutor’s Office because there has already been a first trial that I won,” he said.

Meanwhile, prosecutors have called for Ancelotti to be sentenced to four years in prison if found guilty of the charges.

The trial will take place just six days before Real Madrid travel to the Emirates Stadium to face Arsenal in the first leg of their Champions League quarterfinal on April 8, 2025.

CLOGSAG suspends nationwide strike

0

The Civil and Local Government Staff Association, Ghana (CLOGSAG), has suspended its prolonged nationwide strike following a decision by its National Executive Council (NEC) at an emergency meeting on March 28, 2025.

In a statement issued by Executive Secretary Isaac Bampoe Addo, CLOGSAG explained that the suspension would allow for continued engagements to resolve the impasse.

In this regard, CLOGSAG entreats staff of the Civil Service and the Local Government Service to resume work on Wednesday, 2nd April 2025,” the statement read.

CLOGSAG began the strike on February 20, protesting the appointment of Samuel Adom Botchway as the Births and Deaths Registrar.

The group demanded that the position be filled by a civil servant, citing concerns over Botchway’s alleged political affiliation with the ruling National Democratic Congress (NDC).

The association argued that appointing a politically affiliated individual compromised civil service neutrality and undermined professionalism in the public sector.

NIB tasked to investigate Akufo-Addo’s official travels

0

The Office of the President has directed the National Intelligence Bureau (NIB) to investigate the official travels of former President, Nana Akufo-Addo during his time in office.

The directive comes amid increasing public debate on governance transparency and the prudent use of state resources.

The probe has been described as “a new low,” a source told Accra-based Asaase Radio, hinting at possible political motives behind the directive.

However, officials insist it aligns with efforts to scrutinize public spending and uphold financial accountability.

It remains unclear whether the investigation will cover all of Akufo-Addo’s official travels during his tenure or focus on specific trips.

Powerful quakes kill at least 144 in Myanmar, many still trapped

0

Bangkok, Mar. 28, (dpa/GNA) – At least 144 people have been killed and more than 700 are injured in Myanmar after powerful earthquakes struck South-East Asia on Friday, the country’s military leadership said on state television.

Tremors from the quakes were also felt in several neighbouring countries, including Thailand, where images shared online showed workers fleeing as a high-rise building under construction collapsed.

Thai officials reported three deaths and 68 injuries, while media reports said dozens of workers remained missing hours after the quakes.

The United States Geological Survey (USGS) reported that a 7.7-magnitude earthquake hit at around 12:50 pm (0620 GMT). Readings from other services have varied.

USGS said the epicentre was about 16 kilometres from the city of Sagaing in north-western Myanmar. A few minutes later, the USGS registered another earthquake a little to the south with a magnitude of 6.4.

Myanmar junta declares state of emergency

In Myanmar, media reports citing rescue workers and witnesses said that buildings have collapsed, trapping people beneath the rubble.

A rescue worker told dpa that hospitals in Mandalay, a city near the epicentre, were overwhelmed by the number of injured.

He reported scenes of chaos and that there were too few volunteers to help free the number of people trapped beneath the debris.

Getting information from the situation in Myanmar has been difficult as the country has been in political turmoil since a military junta seized power in a 2021 coup.

Millions of people have been displaced by the ongoing fighting.

Military junta leader Min Aung Hlaing announced on television that he had requested assistance from the international community and various organizations.

He added that India and the Association of Southeast Asian Nations (ASEAN) have been authorized to support volunteer efforts in the affected regions.

The military junta has also declared a state of emergency in several parts of Myanmar. A spokesman for the junta said hospitals are in urgent need of blood supplies.

Red Cross reports devastating damage

The Red Cross in Myanmar has reported devastating damage and has spoken to staff in the affected region, according to Marie Manrique, the organization’s programme manager on the ground.

There is great concern that dams on the Irrawaddy River may have been damaged and could break. Manrique said that 18.5 million people live in the affected area near the city of Sagaing.

According to the Office of the United Nations High Commissioner for Refugees (UNHCR), around 1.6 million of the 3.5 million people displaced in Myanmar live in the region hit by the earthquake.

“We are very concerned about the possible humanitarian consequences,” said Manrique. “We expect a lot of people to be injured.”

Tremors felt in Thailand and neighbouring regions

The quake also rattled Thailand’s capital Bangkok, where the earth shook for several minutes and people left their homes in panic, according to a dpa reporter. Sirens could be heard hours after the quake struck.

In the Silom district in the centre of the capital, thousands of people were on the streets, many running.

Volunteers were immediately deployed, instructing people to get out into the open and leave the buildings. Patients were brought out of the hospitals onto the streets.

The shell of a high-rise building in Bangkok collapsed, as shown in videos circulating online.

Thai Prime Minister Paetongtarn Shinawatra convened an emergency meeting during her visit to Phuket Island.

Earthquake felt in Vietnam, India, China, Bangladesh

The tremors were also felt in Vietnam’s capital Hanoi, as well as in parts of India, China and Bangladesh.

In China, tremors were reported in Yunnan province, where damage and injuries were confirmed.

In India’s Manipur state and Bangladesh’s capital Dhaka, the quake caused panic, but no damage was initially reported.

India has offered to help earthquake victims in Myanmar and Thailand.

“India stands ready to offer all possible assistance,” Modi wrote on X. He said he has asked “our authorities to be on standby.”

Asia is regularly affected by earthquakes, which sometimes kill thousands of people and cause devastating destruction.

An earthquake off the eastern coast of Japan in March 2011 claimed almost 16,000 lives and caused the accident at the Fukushima nuclear plant.

More recently, Afghanistan, Indonesia and Nepal have experienced disasters with thousands of deaths.

EU offers satellite help

Commenting on X, European Commission President Ursula von der Leyen said the scenes from Myanmar and Thailand are “heartbreaking.”

The European Union’s Copernicus satellites “are already helping first responders,” she wrote and added that the EU is “ready to provide more support.”

Copernicus is the EU’s space observation programme. It has an open source policy in line with international data sharing principles, its website states, and can provide detailed maps of affected areas.

Asene Akroso Manso MP demands accountability over missing ECG containers

Member of Parliament for Asene Akroso Manso Constituency, George Kwame Aboagye Member of Parliament for Asene Akroso Manso Constituency, George Kwame Aboagye

The Member of Parliament for Asene Akroso Manso Constituency, George Kwame Aboagye, has raised concerns over the disappearance of 1,328 containers belonging to the Electricity Company of Ghana (ECG) at the Ghana Ports and Harbours Authority (GPHA).

In a statement delivered on the floor of Parliament on Friday, March 28, 2025, the MP described the situation as a major regulatory and security concern, calling for urgent action to address what he sees as a failure of accountability and oversight at the nation’s ports.

Citing an investigative report chaired by Prof. Innocent Senyo Acquah, Kwame Aboagye noted that out of 2,491 uncleared ECG containers at the ports, a staggering 1,328 remain unaccounted for.

He emphasized that this lapse highlights inefficiencies among key agencies responsible for port operations, including the Ghana Revenue Authority (GRA), the Ports Authority, shipping lines, freight forwarders, and national security and customs officers.

“This indicates that all the security departments and government agencies responsible for efficient operations and accountability at the port are not functioning effectively,” he stated.

The MP outlined the multi-step process of clearing goods at Ghana’s ports, noting that it involves proper documentation, payment of duties, customs inspections, and the physical release of goods.

While designed to ensure compliance with import regulations, he argued that the complexity of the process may be exploited if oversight is lax.

To address the issue, Kwame Aboagye proposed a series of immediate and long-term measures.

He called for a comprehensive investigation involving port authorities, ECG officials, and law enforcement to trace the missing containers and determine whether they were stolen, tampered with, or misplaced.

“If the investigation uncovers negligence, fraud, or criminal activity, responsible parties—whether individuals within ECG, port officials, or businesses—must be held accountable,” he insisted.

Among his recommendations, the MP advocated for stricter penalties for theft or tampering with containers to serve as a deterrent, as well as enhanced collaboration between the ports and police to combat any criminal elements involved. He also urged the adoption of stronger internal controls and improved security measures to prevent future losses.

In conclusion, Kwame Aboagye urged the Speaker of Parliament to establish an ad hoc committee to thoroughly investigate the matter and provide recommendations to prevent a recurrence.

“The issue of missing ECG containers at the ports is a serious one that requires both immediate action and long-term structural changes,” he said.

“A combination of better security, stronger internal controls, collaboration with law enforcement, and greater transparency can go a long way in addressing the root causes of the problem,” he added.

In response to the MP’s statement and the call for an ad hoc committee, the Minister of Energy and Green Transition, John Jinapor, insisted that his ministry, based on the Prof. Acquah Committee report, is already taking steps to prevent such illegal activities and ensure the perpetrators are brought to justice.

“This is a House of records, so I am being very cautious. I’ve received numerous briefings and am beginning to identify those behind this. This has been happening for years, but I will put a stop to it immediately.

“And, Mr. Speaker, it will not only stop; we will retrieve the missing containers and materials, prosecute the perpetrators, and recover the lost funds,” he declared.

A delegation of MBA students from Columbia University recently visited Intelligent Card Production Systems (ICPS), the secure card manufacturing arm of Margins ID Group, to witness firsthand the cutting-edge advancements in digital identity and secure card production.

As a frontrunner in digital transformation, Margins ID Group provided the students with an in-depth look at the intricate processes and stringent security measures that define the industry.

For the students, the visit was more than an academic excursion, it was an immersive experience highlighting Ghana’s role in leveraging digital identity to enhance governance, financial inclusion, and national security.

ICPS, a subsidiary of Margins ID Group, plays a pivotal role in this transformation by producing high-security smart cards, including the Ghana Card, a cornerstone of the country’s digital ecosystem.

“We’ve heard about the impressive work being done here in Ghana, delivering high-security solutions and setting the pace for digitization across the African continent. Seeing firsthand how this facility integrates technology with governance is truly remarkable,” said Bruce Kogut, Ph.D., a professor at Columbia Business School who led the delegation.

Maria Hamwi, an MBA student on the trip, was particularly struck by ICPS’s efforts to reduce fraud and enhance identity verification.

“We have visited several companies, but what’s happening here at ICPS is different,” she noted.

“It’s not just about business; it’s about national transformation. Your innovative story must be heard by the world.”

During their tour, the students explored Margins ID Group’s involvement in Ghana’s National ID Project through its subsidiaries.

MIDSA, the Group’s technology arm, provides the advanced software solutions and biometric verification technology that power the Ghana Card, while IMS, under a Public-Private Partnership (PPP) agreement with the National Identification Authority (NIA), conceptualized, designed, and built the country’s National ID infrastructure.

Emmanuel Selby, Executive Director of Technology at Margins ID Group, reaffirmed the company’s commitment to shaping Africa’s digital future.

“Margins ID Group is dedicated to collaborating with industry leaders to develop secure, scalable solutions for Ghanaians,” Selby stated.

“As the identity landscape evolves, we remain focused on leveraging technology to drive efficiency in governance and service delivery, not just for Ghana, but for Africa and the world.”

Mohammed Salah when he surprised a community girls football club Mohammed Salah when he surprised a community girls football club

Liverpool’s Mohamed Salah paid a surprise visit to a community girls’ football club in Liverpool. The forward has been in incredible form, leading the charge as Liverpool aims to clinch the Premier League title.

Salah’s appearance was part of Adidas’ ‘You Got This’ campaign at the Tiber Football Centre, which aimed to spotlight the ‘Sideline Effect’—the influence of both positive and negative support from the sidelines.

The Egyptian star took time to offer guidance and words of encouragement to the girls during their shooting practice.

Explaining the purpose of his visit, Salah emphasised the importance of encouragement and positive reinforcement in sports.

“With any game of football, there is pressure to perform for your teammates, coach, fans, and yourself, which is why it’s so important to have someone who believes in you.

“Encouragement is the key to unlocking potential. Support can come in many forms, and sometimes what may seem like a helpful gesture can, in fact, be the opposite. So, it’s great to see Adidas creating something so useful with their ‘Sidelines Essentials.’ No matter the sport or the level, we all need positive support,” he said.

The girls also took turns introducing themselves to the Egyptian superstar, sparking intense jubilation.

Currently, Salah leads the Premier League goal-scoring chart, having scored 27 goals in 29 appearances while also registering the most assists, with 17.

Afenyo-Markin alleges ECG, Customs collusion in missing containers scandal

0

Minority Leader Alexander Afenyo-Markin has alleged that officials of the Electricity Company of Ghana (ECG) and Customs Officers connived in the sale of missing containers of cables at the port.

Speaking on the floor of Parliament on Friday, March 28, Afenyo-Markin questioned how the containers vanished despite bureaucratic processes at the port.

“How come containers at the port that have arrived, the bureaucracy at our ports, they said the containers are missing? Mr. Speaker, it is true that when these containers come, there’s some connivance with some customs officials. And they sell these containers of cables that ECG needs after the supplier has been paid.”

He further alleged that the cables are resold to ECG, urging lawmakers to focus on addressing the issue rather than politicizing it.

“They sell the containers, and people resell to ECG. Are we pretending we don’t know? Instead of us paying attention to it and killing the rot, then we come here and then NPP, NDC, maybe it happened under NPP, it happened under NDC. No.”

Afenyo-Markin assured the Energy Minister of the Minority’s support in tackling the issue.

“Hon. Energy Minister [John Jinapor], I know what you can do if we can give you support to do it. You must adopt a non-partisan posture and tackle the rot. But if we all want to approach it NPP, NDC, then Mr. Speaker, it will remain.”

His remarks follow the retrieval of some missing containers.

Meanwhile, Minister of Energy and Green Transition, John Jinapor, has announced a reduction in ECG’s budget from GH₵500 million to GH₵250 million to help clear debts owed to power producers.

Jinapor disclosed that ECG was allocated GH₵935 million in 2023 for planned procurement but exceeded its budget by GH₵7.3 billion, mainly on cables.

To address the crisis, he outlined key measures in Parliament.

“We have reduced their budget from GH₵500 million to GH₵250 million. Because we must pay the power producers. Today, the bill is over GH₵80 billion in the energy sector. If we don’t do something, this sector will collapse. As a minister, I am determined to do my bid no matter how difficult it is,” he stated.

This is how much gov’t needs to settle customers of defunct fund management firms

0

The Director General of the Securities and Exchange Commission (SEC), Dr. James Klutse Avedzi, has revealed that the government requires GH₵4.3 billion to fully settle outstanding claims of customers of defunct fund management firms.

According to him, this is the remaining amount needed after the government disbursed GH₵5 billion to compensate some affected customers.

Dr. Avedzi made this disclosure on PM Express Business Edition with host George Wiafe on March 27, 2025.

He explained that delays in settling claims were partly due to legal challenges from some fund management firms, including Blackshield Capital, which contested their liquidation process in court.

Beneficiaries

Dr. Avedzi further revealed that out of 108,000 investors identified during the audit, 80,000 have so far received full payments. He assured that the government is working to clear the remaining claims.

Background

In 2019, the SEC revoked the licenses of 53 fund management firms as part of efforts to safeguard the integrity of the securities market and protect investors.

Some of the affected firms included All Time Capital Limited, Apex Capital Partners, Axe Capital Limited (formerly United Asset Management), Intermarket Asset Management Limited (formerly CDH Asset Management), and Blackshield Capital Management (formerly Gold Coast Fund Management).

According to the SEC, these firms collectively managed at least 56,000 investors and held a combined asset base of GH₵8 billion.

Bailout for Investors

In 2024, the government announced a GH₵1.5 billion bailout for investors of the collapsed fund management firms. Under this arrangement, affected investors received either GH₵50,000 or 15% of their outstanding claims.

This partial bailout covered clients of all affected firms, including customers of Blackshield Fund Management. It resulted in 89% of individual investors and 82% of pensioners being fully compensated.

Additionally, GH₵700 million was disbursed through GCB Capital to facilitate payments to investors.

Status of Bailout Payment

Dr. Avedzi noted that while the 2025 Budget did not include provisions for the remaining payments, he remains hopeful that funds could be secured during the Mid-Year Budget Review.

“The government is committed to settling these payments due to their impact on market confidence,” he assured.

He also warned that SEC would take decisive action against any fund management company that fails to comply with market regulations.

“We don’t want a repeat of the circumstances that led to the liquidation of some fund management firms,” he emphasized.

President John Dramani Mahama President John Dramani Mahama

President John Dramani Mahama has stated that the Hajj Village, currently under construction, will not be exclusively for pilgrims traveling to Mecca but will also serve as a transit facility for passengers passing through Kotoka International Airport.

While addressing the Muslim community during the breaking of the fast on Thursday, March 28, 2025, he reiterated that the facility would provide a more convenient and comfortable airport experience for passengers.

“The facility aligns with our broader goal of ensuring fairness in national policies and making sure that all citizens, regardless of their financial status, can fulfill their spiritual obligations. For years, Ghanaian pilgrims have endured harsh accommodation conditions and physical difficulties before embarking on their holy journey.

“Under the Reset Agenda, the Ghana Airport Company is constructing a transit terminal that will function as a Hajj Village during the Hajj period and as a comfortable transit center for departing passengers. After the Hajj period, the facility will remain available for other passengers in transit through Kotoka International Airport,” he stated.

On Friday, February 28, 2025, President Mahama broke ground for the construction of a permanent Hajj Village in the country.

Fatau Dauda lauds Black Stars goalkeepers after ‘amazing’ outing in 2026 FIFA World Cup qualifiers

0

L-R: Jojo Wollacott, Benjamin Asare, Fatau Dauda and Lawrence Ati-Zigi L-R: Jojo Wollacott, Benjamin Asare, Fatau Dauda and Lawrence Ati-Zigi

Black Stars goalkeepers’ trainer, Fatau Dauda, has praised all three goalkeepers called up for the 2026 World Cup qualifiers against Chad and Madagascar in March 2025.

Dauda took to X (formerly Twitter) to commend the trio, Benjamin Asare, Lawrence Ati-Zigi, and Jojo Wollacott, for their unity and commitment to the team.

“You guys were amazing in supporting each other. Keep it up, and let’s move forward… I wish you all the best in your remaining games this season,” Dauda wrote.

The Black Stars’ goalkeeping department became a major talking point after Hearts of Oak’s Benjamin Asare overtook regulars Ati-Zigi and Wollacott to start in both matches against Chad and Madagascar.

Dauda’s message suggests that despite Asare leapfrogging the other two, all the goalkeepers remain focused and committed to the team’s success.

Asare kept two clean sheets in Ghana’s dominant victories, as the Black Stars thrashed Chad 5-0 before defeating Madagascar 3-0.

Following his impressive performances, head coach Otto Addo has officially named Asare as the team’s first-choice goalkeeper.

BoG increases Policy Rate to 28.0%

0

The Bank of Ghana (BoG) has raised the Monetary Policy Rate by 100 basis points to 28.0 percent.

The Governor of the Bank of Ghana, Dr. Johnson Asiama, explained that this decision aims to re-anchor the inflation-moderating process, ensuring that inflation continues on a downward trajectory.

He noted that the global environment has become more challenging, reflecting trade and economic policy uncertainty.

“The series of tariffs announced by the U.S. administration is evolving and may have negative effects on the global economy. These developments have already triggered downgrades in GDP growth forecasts in the two largest economies-U.S. and China- and in turn, global growth.

“In addition, the disinflation process appears to have stalled in some countries, while financial conditions remain broadly restrictive as central banks slow the pace of monetary policy easing.

Dr Asiama highlighted the need for policy to remain proactive, stating that external headwinds may spill over to the domestic economy.

“The persistence of these external headwinds may spill over to the domestic economy through the trade and financial channels, highlighting the need for policy to remain proactive,” he stated.

The BoG stated that as inflation becomes firmly anchored, the Committee will reassess the scope for a gradual easing in the policy stance.

In addition to the adjustment in the policy rate, the Bank is implementing complementary measures to strengthen liquidity management and enhance monetary policy transmission.

In this regard, the Bank assured to implement the following:
• Introduce a 273-day instrument to augment the existing sterilization toolkit.
• Intensify the monitoring of banks’ Net Open Positions (NOPs) to ensure compliance.
• Review the current structure of the Cash Reserve Ratio (CRR) to assess its broader impact on liquidity conditions and financial intermediation in the economy.

The paramount chiefs of Nzema in the Western region, have appealed to the good people of Nzema to rally behind the new Acting Chief Executive Officer (CEO) of Ghana National Gas Company (GNGC) limited, Judith Adjobah Blay to succeed.

They made this appeal at Maaha at Anokyi in the Ellembelle district on Thursday, March 27, 2025 where the new acting CEO of Ghana National Gas Company and her deputy acting CEO, Dr. Robert Kofi Lartey paid a courtesy call on the chiefs and queen mothers of Nzema.

It will be recalled that President John Dramani Mahama appointed Judith Adjobah Blay as the acting CEO of Ghana National Gas Company some two weeks ago to reset the company for betterment of gas sector development in the country.

As an indigene of Nzema, the energy expert, Judith Adjobah Blay comes from Sanzule and Esiama respectively in Ellembelle district.

On Wednesday, the CEO paid a courtesy call on the Western Regional Minister, Joseph Nelson and the Western Regional House of Chiefs in Sekondi to introduce herself to the the house and outline the company’s vision to the traditional rulers.

She took the opportunity to pledge to complete phase two of the gas plant started by president John Mahama before leaving power in 2016 to create more jobs for the youth of Western region and Ghana as a whole.

She also seized the opportunity to call on the Regional Minister and the Chiefs to support her and her management to implement President John Mahama’s vision in the energy sector especially concerning activities within Ghana National Gas Company.

Speaking at Maaha at Anokyi in Ellembelle district on Thursday, the Paramount Chief of Nsein Traditional Council, Awulae Agyefi Kwame II, commended President John Dramani Mahama for appointing their own daughter, Judith Adjobah Blay as the acting CEO of Ghana National Gas Company.

“As for me I’m very very happy that finally our Nzema daughter has been appointed as Acting Ghana Gas CEO because during former president Akufo Addo era I appealed to him to appoint an Nzema as CEO but they didn’t mind me so I thank President John Mahama for thinking about we Nzemas”.

He pledged his total support for Judith Adjobah Blay to succeed and urged the sub chiefs and queen mothers to rally behind her.

Awulae Agyefi Kwame II also commended President John Mahama for appointing Emmanuel Armah-Kofi Buah as the Lands and Natural Resources Minister.

He took the opportunity to appeal to NDC members and executives in Nzema to support the acting CEO of Ghana National Gas Company and eschew the tendency of engaging in what he termed as “Pull Him Down Syndrome”.

On his part, the Paramount Chief of Gwira Traditional Council, Awulae Angama Tu-Agyan expressed appreciation to President John Mahama for appointing Judith Adjobah as the acting CEO of Ghana National Gas Company.

He stated that without any doubt Judith Adjobah Blay truly deserves the appointment considering her qualifications, years of experience and pedigree in the energy space.

“Judith Adjobah Blay is our daughter and we know her very well, when she was at the Petroleum Commission, she respected we the chiefs and our queen mothers, she is a very hardworking woman so I’m very very happy for her appointment and I will support her to succeed”, he stated.

He called on her and management of the company to think about the development of Nzema.

The Paramount Chief of Lower Axim Traditional Council, Awulae Attribukusu III expressed worry about the conduct of the former CEO Ben Asante for denying so many Nzema youth opportunities to do their National Service in the company.

“We have seven traditional councils in Nzema and they only gave us two slots each meanwhile they took 150 NSS personnel. Ghana Gas company is on our land and even internship they don’t give it to our youth”, he expressed worry.

He, therefore, appealed to the new acting CEO of Ghana Gas company Judith Adjobah Blay to think about the youth of Nzema.

He thanked President John Mahama for honoring his pledge by appointing their own as the acting CEO of Ghana National Gas Company.

He took the opportunity to urge all Nzemas to come to together to rally behind Judith Adjobah Blay to prove to the whole country that Nzemas have knowledgeable people and skilled people to support the country to develop.

The Lower Axim Paramount Chief appealed to the acting Deputy CEO of Ghana National Gas Company, Dr. Robert Kofi Lartey to support his CEO Judith Adjobah Blay to succeed.

“We have given honorary citizen to Dr. Kofi Lartey to be part of us in Nzema so we will call on Dr. Lartey to succeed Judith Adjobah Blay to succeed”, he announced.

He appealed to them to put plans in place to pay farmers who were affected by the construction of the Gas plant their compensation.

He also appealed to them to construct a valuable project in Nzema.

Awulae Attribukusu III appealed to the staff of Ghana National Gas Company to rally behind the new acting CEO, Judith Adjobah Blay and her deputy CEO, Dr. Robert Kofi Lartey to succeed.

On her part, the Acting CEO of Ghana National Gas Company, Judith Adjobah Blay thanked President John Dramani Mahama for reposing trust in her by appointing her to reset Ghana Gas company in line with his vision.

She also thanked chiefs and queen mothers of Nzema for rallying behind her.

She promised to enhance the 24 hour economy in the company.

“I have come to Ghana Gas company to implement President John Mahama’s vision especially the resetting agenda and the 24 hour economy, in Ghana gas company the 24 hour economy started long time because our engineers work 24 hours so now that I have come, I will enhance it, I’m in line with President John Mahama’s vision”, she stated.

She called on the chiefs and queen mothers to rally behind her to succeed and also pray for her.

Judith Adjobah Blay pledged to build the capacity of the youth in the area especially brilliant but needy students to benefit from the company.

She also pledged to be accountable to the good people of Nzema.

“I will re-structure the Community Affair Relations Department to relate well with the communities in Nzema, every year we will meet all Nzema Chiefs and Queen Mothers and others and showcase what the company has done so that people will not say Ghana Gas company has done nothing for Nzemas, I will not discriminate against Nzema East and Jomoro, we are all Nzemas so social development projects will be distributed evenly, the company is for the whole country and the country will benefit from my leadership”, she stated.

Speaking to the media after the engagement, the deputy acting CEO of Ghana National Gas Company, Dr Robert Kofi Lartey called on all Nzemas to support the new acting CEO and management of the company to succeed.

“We are calling on you people of Nzema to support the new acting CEO, please let us all be one and work together, more opportunities will be given to you the youth so let us remain calm and support the company”, he appealed.

The new acting CEO of Ghana Gas company, Judith Adjobah Blay together with her management toured the Ghana Gas company operational offices at AB Bokazo and the plant and also other facilities.

She was accompanied by the new Head of Corporate Communication (PRO), Richard Kirk Mensah and some General Managers of the company.

Akua Donkor to be buried on March 29

0

The founder and leader of the Ghana Freedom Party (GFP), Akua Donkor, will be laid to rest on Saturday, March 29, 2025, at Ejuratia in the Ashanti Region.

According to details from a funeral poster sighted by GhanaWeb, the final rites will begin with a lying-in-state, followed by a burial service and an afternoon funeral ceremony.

She passed away on October 28, 2024, at Ridge Hospital in Accra.

A passionate advocate for farmers, women, and journalists, Akua Donkor stood out in Ghanaian politics for her commitment to grassroots communities, often using a bold and comical approach to capture public attention.

Popularly recognised by her slogan, “3ny3 nono,” her political journey began when she was elected as an Assemblywoman for Herman.

Her first attempt at the presidency was in 2012, but she was disqualified for failing to meet the eligibility requirements. Undeterred, she continued her political aspirations, later supporting Papa Kwesi Nduom of the Progressive People’s Party (PPP) in that election year.

In 2016, a fire destroyed her party’s headquarters in Kabu, Akropong Constituency, Eastern Region, ultimately disqualifying her from the election.

Despite these setbacks, Akua Donkor remained a resilient and outspoken figure, advocating for grassroots needs and championing agricultural issues.

Listed as the third candidate on the ballot for the 2024 presidential election, she vowed to make significant changes if elected, outlining 18 ambitious promises.

These included completing the Saglemi Housing Project, providing free accommodation for public servants, increasing maternity leave from three months to one year, offering farmers financial support to expand their farms, refining petrol locally, providing clean and free water, and eradicating galamsey.

Her focus on agricultural and social reforms extended to pension support for farmers over 40, free cutlasses and fertilizers, and ensuring parliamentary representation for every trade.

Ghana Against Drugs (GAD) – Red Means Stop Campaign Launched

0

George Opare Addo (2nd R), Abena Soreno (R) and guests in a group photograph

The Ministry of Youth Development and Empowerment, in collaboration with Entertainment Week Ghana, has launched the Ghana Against Drugs (GAD) – ‘Red Means Stop’ campaign to combat the abuse of drugs.

Addressing dignitaries at the launch, the Minister of Youth Development and Empowerment, George Opare Addo said the campaign is a clarion call to action, saying, “We are at war. Not with guns or weapons, but with a silent, creeping epidemic that is stealing the dreams of our young people. Opioids and other harmful substances are not just chemicals; they are thieves.”

The minister further stated that together with its partnering agencies, they have taken decisive steps to confront a growing threat of the increasing abuse of drugs, particularly the tramadol-based substance commonly referred to as ‘Red.’

“This drug, alarmingly accessible due to unscrupulous individuals and glamorised through social media and pop culture, is quietly dismantling lives, ambitions, and futures. As a nation, we cannot stand by idly and witness the erosion of our youth’s promise and potential,” he said.

Mr. Opare Addo further stated that the ‘Red Means Stop Campaign’ is not merely about raising awareness; it is about saving lives. He added that in collaboration with Entertainment Week Ghana, the initiative will directly combat the ‘Red’ epidemic and other harmful substances permeating many communities.

“Our mission is clear: to educate, empower, and mobilise Ghanaian youth to make informed, drug-free choices that safeguard their future. To the youth of Ghana, my message is both simple and urgent: Your dreams are too valuable to be sacrificed to drugs. Your potential is too precious to be squandered on fleeting highs. Greatness comes from growth, not drugs,” he added.

Chief Executive Officer of Youth Employment Agency (YEA), Malik Basintale, on his part, bemoaned the incessant usage of the Red drug, stating that he will support partnering stakeholders to fight this menace.

“Our fight against galamsey is as important as our fight against Red, and most often we feel like we should focus our energies as a nation towards armed robbery but this increasing abuse of the drug needs equal attention. Because this is the new trend the enemy is using against the youth, we need to rise and fight this together,” he said.

CEO of the National Youth Authority, Osman Ayariga, called on various agencies to join the fight against the abuse of drugs, saying, “If we do not fight the abuse now, we will spend more money to rehabilitate these people to get better.”

Manhyia MP calls for review of OSP over low prosecutions against budget allocations

0

Member of Parliament for Manhyia South, Nana Agyei Baffour Awuah Member of Parliament for Manhyia South, Nana Agyei Baffour Awuah

The Member of Parliament for Manhyia South and a member of the Parliamentary Committee on Constitutional and Legal Affairs, Nana Agyei Baffour Awuah, has called for a critical review of the Office of the Special Prosecutor (OSP), citing its underwhelming performance in prosecuting corruption cases despite substantial budget allocations.

The MP raised these concerns during the appropriation debate for the OSP’s 2025 budget estimate on the floor of Parliament on Thursday, March 27, 2025.

Speaking in an interview following his submission on Friday, Nana Agyei Baffour Awuah highlighted that the OSP, established nearly eight years ago to investigate and prosecute corruption involving public officeholders and politically exposed persons, is currently prosecuting only three cases in court and has not secured any convictions during that period.

“For the last seven years, they have prosecuted three cases, yet they’ve never secured a conviction,” he said, questioning the office’s impact given its funding.

Last year, the OSP received over GH¢149 million, with a similar amount approved for 2025. According to the MP, this raises concerns about the office’s efficiency.

“Are we not throwing good money after a wild goose chase?” he asked.

The MP emphasised that his critique is not aimed at the current Special Prosecutor, Kissi Agyebeng, who assumed office four years ago, but at the institution itself and the need for a broader conversation on its mandate and effectiveness.

“This is not about personalities, it’s about the office,” he clarified.

Awuah pointed out that the OSP’s mandate overlaps with existing state agencies such as the Economic and Organised Crime Office (EOCO) and the Commission on Human Rights and Administrative Justice (CHRAJ), both of which, he argued, have stronger track records in combating corruption.

He cited CHRAJ’s investigations into high-profile figures across administrations, such as P.V. Obeng in 1996, Dr. Richard Anane under President Kufuor, and even sitting President Mahama over the Ford vehicle saga, as evidence of its effectiveness.

“CHRAJ has a proven record and constitutional backing. Why not give it prosecutorial powers?” he proposed.

The Manhyia MP suggested that the OSP should prioritize the Auditor General’s reports and Public Accounts Committee findings, which he described as “the lowest-hanging fruit” for identifying corruption in public expenditure.

“Year after year, we see the Auditor General’s findings and the fallout at Public Accounts hearings. If the OSP were truly effective, that’s where their focus would be,” he said.

The MP affirmed that his criticism is in no way connected to investigations against some members of his party, the New Patriotic Party, but stems from the need for an honest discussion about the OSP’s effectiveness.

“If you’re accused of corruption and you’re innocent, go defend yourself. But I’m saying there’s a state institution with a better track record—empower that instead,” he argued.

He insisted that a frank conversation about the OSP’s mandate would help address issues of duplication among state agencies in the fight against corruption.

On Thursday, Parliament approved a total of GH₵146,750,289 for the OSP’s operations in 2025.

According to the report of the Constitutional and Legal Affairs Committee on the budget allocation, the OSP listed some of its achievements for 2025, including the launch of the Youth Against Corruption (YAC) initiative and preventing the disbursement of GH¢2,854,144.80 in unearned salaries paid to individuals who were deceased, retired, had vacated their posts, were flagged as missing, or whose whereabouts were unknown.

On prosecutions, the OSP outlined that it has initiated legal action against several individuals, including the former CEO of the Public Procurement Authority, former executives of the Northern Development Authority, and the president’s nominee for Chief Executive of the Juaben Municipal Assembly during the tenure of the previous government.

Energy minister cuts ECG’s budget to GH¢250 million amid missing containers scandal

0

John Abdulai Jinapor is the Minister of Energy and Green Transition John Abdulai Jinapor is the Minister of Energy and Green Transition

The Minister of Energy and Green Transition, John Abdulai Jinapor, has announced a reduction in the Electricity Company of Ghana’s (ECG) budget allocation from GH¢500 million to GH¢250 million.

His decision follows an external audit, as disclosed by Prof. Innocent Senyo Acquah, Chairman of the investigative committee, which found that only 1,134 of the 2,491 reported uncleared containers belonging to ECG were actually available at the port.

Jinapor stated that the budget cut aims to help the ministry settle outstanding debts and safeguard the energy sector from collapse.

Speaking in Parliament on March 28, 2025, John Jinapor disclosed that excessive cable purchases by ECG in 2023 led to an overspend of GH¢7.3 billion, far exceeding their allocated GH¢935 million for planned procurement.

Despite this, he assured that the ministry is taking steps to avert a crisis by cutting the initial GH¢500 million budget allocated to ECG.

“We have reduced their budget from GH¢500 million to GH¢250 million because we must pay the power producers. Today, the bill in the energy sector stands at over GH¢80 billion. If we don’t act, this sector will collapse. As Minister, I am determined to do my part, no matter how difficult it is,” he said.

We make Black Stars captaincy too complicated

0

Former Black Stars defender Samuel Osei Kuffour Former Black Stars defender Samuel Osei Kuffour

Former Black Stars defender Samuel Osei Kuffour has voiced his concerns over the often controversial captaincy transitions within the national team.

The Bayern Munich legend criticised the handling of leadership changes, which he believes creates unnecessary tension. He cited the transition from Asamoah Gyan to Andre Dede Ayew as a prime example of mismanagement.

Speaking to Sporty FM, Kuffour recalled his opposition to the decision to strip Gyan of the captaincy in the latter stages of his international career.

“We make [Black Stars captaincy] too complicated. It wasn’t the right decision to take the armband from Asamoah Gyan. As part of the Normalisation Committee (NC), I said, let Gyan remain captain since he had only a few months left,” Kuffour explained.

“We didn’t need to create tension for Dede (Andre Ayew) or make Gyan feel isolated,” he added.

The former AS Roma defender suggested that the restructuring of leadership should be left to the head coach rather than the Ghana Football Association (GFA).

“A coach has to choose the [Black Stars] captain, not the FA,” he emphasized.

Kuffour’s remarks come in the wake of recent captaincy changes over the past few months, particularly during the absence of Dede Ayew and Thomas Partey.

During the 2025 AFCON qualifiers in September and November 2024, the captaincy was rotated, with Mohammed Kudus and Jordan Ayew leading the team in different matches.

However, the GFA has since resolved the situation by establishing a new captaincy structure. Jordan Ayew has been named the substantive skipper, with Thomas Partey, Mohammed Kudus, and Alexander Djiku serving as the first, second, and third deputies, respectively.

Kenya overtakes Nigeria as Africa’s largest importer of second-hand clothes

0

Kenya is now the biggest importer of second-hand clothes in Africa, giving the country the dubious distinction of being an easy dumping ground for used apparel while it struggles to revive its collapsed textile industry.

The latest trade data compiled by the United States-based Massachusetts Institute of Technology (MIT) shows that Kenya imported used clothes and textiles valued at Sh38.5 billion ($298 million) in 2023, overtaking Nigeria, which has a population four-and-a-half times bigger, to become the continent’s leading buyer of mitumba, the Kiswahili reference to second-hand apparel.

The imports marked a 12.45 per cent increase from Sh34.28 billion ($265 million) in 2022, as shiploads of used clothes continued to enter the Kenyan market to meet a rising demand for cheap garments.

Mitumba traders import all categories of used clothes, including underwear, dresses, shirts, trousers, jackets and shoes, while other second-hand textiles such as bedding, towels, curtains, fabric scraps and industrial rags also find their way into the country.

“I think we have not been intentional about growing the textile sector,” said Tobias Alando, the chief executive officer of the Kenya Association of Manufacturers in an interview.

An analysis of MIT’s Observatory of Economic Complexity shows that Kenya’s imports of used clothes and textile articles had been at par with Nigeria’s at Sh34.5 billion ($265 million) in 2022, with South Africa coming third at Sh33.76 billion ($261 million).

South Africa, where the import of second-hand clothing is restricted except for specific purposes like manufacturing industrial wiping rags or donating to registered charities, was the leading importer of used clothes and textiles in 2021.

Like in South Africa, the import of used clothes is prohibited in Nigeria, but they continue to be smuggled into the West African nation from neighbouring countries, analysts say.

The data shows that imports of mitumba and other textiles are almost at par in Kenya, while Ugandans and Tanzanians mostly import used clothes.

Second-largest importer

Ghana was the second-largest importer of used clothes and other textiles in 2023, shipping in mitumba valued at Sh30.4 billion, followed by South Africa (Sh29.4 billion), Uganda (Sh27.2 billion), and Nigeria (Sh27 billion).

Mitumba imports into Kenya are likely to increase further after MPs removed two taxes, Import Declaration Fees (IDF) and the Railway Development Levy (RDL), through the Tax Laws (Amendment) Act, 2024.

Manufacturers have opposed these amendments, even as officials in the Trade ministry disowned them, noting that they were “sneaked” in by lawmakers at the committee stage .

“You are basically making mitumba coming into the country cheaper,” said Mr Alando.

Kenya’s growth in mitumba imports comes at a time when most of its neighbours, including Uganda, Rwanda and Ethiopia, have moved to prohibit the inflow of used clothes into their countries to spur local manufacturing.

To stem imports of second-hand clothes, some countries in the seven-member East African Community (EAC) have increased tariffs, while others have explored incentives for local textile production.

Used clothes imported from outside of the EAC attract a duty rate of 35 per cent or $0.20 per kilogramme, whichever is higher. Countries such as Rwanda increased tariffs on imported used clothes, defying threats of retaliation from the US, one of the leading sources of used clothes.

Some officials in the Ministry of Trade, who requested anonymity to speak freely without fear of reprisals, suspect that most of the mitumba imports are not Kenya’s.

“They are crossing the borders,” said an official.

Matters are made worse given Kenya’s reliance on the African Growth and Opportunity Act (Agoa), a piece of legislation that allows some African countries to access the US market duty-free. To continue enjoying preferential access to the US market under Agoa, especially for textiles, Nairobi has to allow imports of mitumba, a big chunk of which comes from the world’s richest nation.

The decisions by Uganda and Ethiopia to ban imports of mitumba came after they were removed from Agoa.

“We are reviving cotton, and for us to revive it, we have to revisit mitumba. But also the country wants to have Agoa renewed. It is a catch-22,” said Dr Juma Mukhwana, the principal secretary for Trade, Industry and Investment.

Attempts to curb the import of mitumba have sharply divided the country’s policymakers and economists since the country ended its import substitution programme in the early 1990s.

While proponents argue that imported clothes are beneficial for consumers who can’t afford expensive new clothes, opponents argue that it has killed the textile and apparel value chain, which has the potential to create millions of jobs—from the farmers growing cotton to workers in ginneries and salespersons in shops.

In his campaign, former Prime Minister Raila Odinga was forced to swallow his words after he suggested that he would seek to revive the local textile industries.

“Our people are only wearing clothes from outside the country which have been worn by people who are dead. We are going to do primary production so that our people who are importing mitumba can have good products to sell here,” said Mr Odinga.

He was forced to clarify that he did not talk of a ban on mitumba as his political opponents, including William Ruto, who went on to win the presidency, capitalised on the remarks to win over thousands of mitumba traders.

Successive administrations have attempted to revive the textile sector. The Kenya Kwanza government is implementing the “value chain” approach under the Bottom-Up Economic Transformation Agenda, while the Jubilee administration attempted to do so through the “Big Four” Agenda. The initiative have, however, barely dented the market for second-hand clothes.

Kenya has invested heavily in modernising the Eldoret-based Rivatex East Africa, providing it with funding for new equipment and infrastructure.

The company, which recently announced it was seeking a strategic investor, has focused on upgrading its machinery to increase its production capacity so as to meet the growing demand for textiles in Kenya and the region.

The draft National Cotton, Textile, and Apparel (CTA) Policy 2024 is intended to guide the development of the cotton value chain in Kenya.

Competitiveness and sustainability

“The policy seeks to revitalise and enhance the competitiveness and sustainability of the cotton, textile and apparel sector in Kenya and within the region,” said the National Treasury in its 2025 Budget Policy Statement.

As part of its comprehensive strategy for the four years to 2027, the Kenya government intends to revitalise and expand its textile industry, focusing on both value addition and market access.

It intends to establish textile value-addition centres in Nyando and Kieni to improve the quality and processing of raw materials and build seven new ginneries while modernising existing ones.

Under the Fourth Medium-Term Plan, the government will also equip county industrial development centres with tailoring facilities to support local tailors and small businesses.

It will also launch global campaigns to promote Kenyan-made textiles and apparel and identify and address unfair trade practices that threaten the industry.

Energy Minister slashes ECG’s budget to GH₵250m

0

The Minister of Energy and Green Transition, John Jinapor, has announced a reduction in the Electricity Company of Ghana’s (ECG) budgetary allocation from GH₵500 million to GH₵250 million following reports of missing containers at the port.

The decision aims to help settle debts owed to power producers.

Jinapor disclosed that ECG was initially allocated GH₵935 million in 2023 for planned procurement. However, the company exceeded its budget by a staggering GH₵7.3 billion, primarily due to excessive cable purchases.

This financial strain has resulted in revenue shortages, leading to missing containers at the port due to unpaid clearance fees.

Speaking on the floor of Parliament, Jinapor assured Parliament that steps were being taken to prevent further financial mismanagement and ensure ECG remains operational.

“We have reduced their budget from GHc500 million to GHc250 million. Because we must pay the power producers. Today, the bill is over GHc80 billion in the energy sector. If we don’t do something, this sector will collapse. As a minister, I am determined to do my bid no matter how difficult it is,” he stated.

Stakeholders call for amendment of Persons with Disability Act

0

Stakeholders have proposed an amendment to the Persons with Disability Act, 2006 (Act 715) to enhance inclusivity and equal opportunities for all citizens.

Speaking at a forum on the existing Act, the Executive Director of CEPIL, Mr. Augustine Niber, emphasized the importance of strengthening legal frameworks to better protect the rights and well-being of persons with disabilities.

The event, held at Fiesta Royale Hotel on Thursday, March 27, brought together key stakeholders to discuss necessary reforms to the legislation.

“We gather today to discuss the rights of persons with disabilities and the legal frameworks that govern their well-being,” Mr. Niber began

He stressed that disability is not a distant or isolated issue “anyone can experience it at some point in life,” he said.

However, Mr. Niber pointed out that despite the universal nature of disability, individuals living with disabilities often face significant barriers in society, ranging from physical accessibility challenges to social exclusion.

The forum aimed to explore ways to enhance legal protections, improve accessibility, and ultimately foster a more inclusive society.

“Our discussion today will explore how we can enhance legal protections, promote accessibility, and foster an inclusive society where everyone can thrive without restrictions,” he added.

The proposed amendments to the Persons with Disability Act are seen as a crucial step in ensuring that the rights of persons with disabilities are fully recognised and upheld.

Participants at the forum, including advocates, legal experts, and individuals with disabilities, discussed how the current legal framework may fall short in addressing the evolving needs of people with disabilities, especially in the areas of education, employment, and public infrastructure.

Participants of the forum were taken through a session where key highlights of the Persons with Disability Act were presented.

A lawyer with the Centre for Public Interest Law, Alhassan Iddrisu highlighted the importance of understanding the gaps within the existing law.

“We have been working on the Persons with Disability Act of 2006, and we are very conversant with the gaps in it,” he explained. “We’ve looked at the current proposed amendment, and to a greater extent, it captures what we wanted to see in the new act.”

However, Mr. Iddrisu emphasised that the process was ongoing and that critical issues had been raised during the forum that still needed to be addressed.

“But I must say that the gate is not closed yet,” he added. “There are critical issues that have come out from today’s session that will be put together in a memorandum to the Minister of Gender, Children, and Social Protection, who is sponsoring the bill, before it gets to Cabinet and then to Parliament for their consideration.”

One of the key points discussed at the forum was the need for stronger representation for persons with disabilities at the national level.

Mr. Iddrisu proposed that the Constitutional Review Commission should consider establishing a quota system for persons with disabilities, ensuring their automatic representation in national decision-making processes.

“We could make a submission to the Constitutional Review Commission to consider making a provision that creates a certain quota for persons with disability,” he said. “This would at least guarantee that there is some representation for them at the national level.”
