The West African Examinations Council (WAEC) has released all withheld results from the 2024 West African Senior School Certificate Examination (WASSCE).
WAEC had withheld over 10,000 results over suspected malpractices but pledged to release them by February 28.
The decision follows a legal battle and threats of nationwide protests from the National Union of Ghana Students (NUGS).
Speaking to Citi News, head of public affairs at WAEC, John Kapi, said there are currently no outstanding results, including those previously tied to a legal dispute with the Council.
He said “As we promised, we kept to our promises. So by the close of February 28, we had uploaded all the results of the candidates whose results had been withheld.
“The court had ordered that we should release the results of those candidates. And so we’ve gone ahead with all the results. So we don’t have any outstanding results as far as, you know, those exams are concerned.
“Well, 28 was a Friday, and so we assume that the people are still waiting till the beginning of the week, you know, to begin to call the office and to register some complaints. But, again, I think that whatever we have put out there is a true reflection of the performance of the candidates in the examination.”

“We provided the collection center so that people wouldn’t be burning those, you know, used electrical items in the open. Because one, it is for your health, for your safety, your own life…I will tell you that we will give you something to take it so that you don’t burn.”
“We are helping to protect you from being exposed to those dangerous, you know, toxic substances. And also preventing you from subjecting other people to it. Because once you burn, people will be affected.”

The Minister for Finance, Dr Cassiel Ato Forson, has assured that the outcomes of the 2025 National Economic Dialogue will be incorporated into the forthcoming National Budget.
The dialogue is being held from March 3 to 4, 2025 at the Accra International Conference Centre.
He emphasised that the discussions that would be held at the dialogue will play a significant role in shaping policies aimed at reviving Ghana’s economy and fostering long-term growth.
In a Facebook post on Monday, March 3, Dr Forson expressed his enthusiasm about the commencement of the dialogue, describing it as a historic moment for the nation.

“I am excited that the historic National Economic Dialogue 2025 is starting this morning. Its outcomes will find clear expression in the upcoming National Budget, which will be read on March 11, 2025, as we work together to reset Ghana’s economy and drive sustainable growth,” he wrote.
The National Economic Dialogue is expected to bring together policymakers, economists, business leaders, and civil society organisations to deliberate on key economic strategies.

The Electronic Money Issuers (EMIs) Chamber of Ghana has called for urgent action to protect Mobile Money (MoMo) agents following a series of deadly robbery attacks.
In a press release sighted by GhanaWeb, the Chamber condemned the violence, stating, “Three Mobile Money agents dying in one month is entirely unacceptable,” and emphasising that “one life lost is one too many.”
The Chamber urged President John Dramani Mahama, the Ministers of Interior and Finance, the Inspector General of Police (IGP), and the Governor of the Bank of Ghana to collaborate on immediate measures to curb these attacks.
“We are particularly concerned about the increasing frequency of these violent crimes,” the release added.
EMIs called for intensified law enforcement efforts to apprehend those responsible for the attacks.
Highlighting MoMo agents’ crucial role in Ghana’s financial ecosystem, the Chamber stressed that their safety is vital to the country’s digital financial stability.
It also debunked the misconception that “mobile money agents carry large amounts of cash,” clarifying that most transactions are digital.
The EMIs Chamber announced plans to collaborate with the Ghana Police Service and the Bank of Ghana on security initiatives, including the Agent Registry and Security of Agents project.
Meanwhile, EMIs advised agents to adopt essential security measures, such as closing their shops by 6:00 PM, installing CCTV and panic alarms, and reporting suspicious activities to local police.

The Electronic Money Issuers (EMIs) Chamber of Ghana extends its deepest condolences to the families of the deceased mobile money agents whose lives were violently cut short by some unscrupulous members of the public.
We also want to extend our condolences to the entire mobile money agents’ fraternity following the recent spate of attacks and killings.
Mobile money agents are critical in Ghana’s financial ecosystem, facilitating secure and accessible financial transactions for millions of Ghanaians. The alarming rise in these attacks threatens not only their safety but also the stability of the financial services ecosystem across the country. Their role is invaluable and must be protected. Three mobile money agents dying in one month is entirely unacceptable. One life lost is one too many.
Need for Immediate Action to Protect Agents
The EMIs Chamber of Ghana would like to call on the President, the Interior and Finance Ministers, the Inspector General of Police (IGP), and the Governor of Bank of Ghana to work with us to take urgent measures to protect all mobile money agents from these senseless attacks.
We are particularly concerned about the increasing frequency of these violent crimes and urge law enforcement agencies to intensify efforts to bring the perpetrators to justice.
As part of our commitment to ensuring the safety of mobile money agents, the Chamber is taking immediate steps to engage the leadership of the Ghana Police Service to find effective security solutions to combat this growing menace.
We will also engage the Bank of Ghana on the Agent Registry and Security of Agents project to help protect our partners.

Mobile Money Agents Do Not Carry Large Sums of Cash
We also take this opportunity to correct a dangerous misconception held by some sections of the public—mobile money agents do not carry large amounts of money on themselves. The notion that they move around with significant sums makes them easy targets for criminals, putting their lives at even greater risk.
Mobile money transactions are largely digital, and cash handling is minimized through structured financial processes. We urge the public to support efforts to protect agents rather than propagate falsehoods that fuel these attacks.
Urgent Call for Agents to Strengthen Security Measures
While we expect swift action from security agencies, we strongly advise all mobile money agents to take precautionary steps to protect themselves, including but not limited to the following:
• Closing their shops early (by 6:00 PM) to reduce exposure to night-time crime.
• Avoid carrying large sums of cash and making transactions in isolated locations.
• Investing in CCTV cameras, panic alarm, and security systems at their operating points.
• Being highly vigilant and reporting any suspicious individuals or activities.
• Making your shop and agency known to the nearest police station close to you, so that we can work with the Ghana Police to get their Motor Bicycle Visibility team to patrol close to your shop.
The EMIs Chamber of Ghana stands with all mobile money agents in these difficult times, and we remain committed to working with stakeholders to address these security threats. Our commitment to this cause is unwavering. Kwabena Mintah Akandoh, the Minister of Health, has urged managers of health facilities to adopt innovative and best practices to resource mobilisation to ensure efficient use of resources.
He said this will enhance service delivery, sustainability and adaptability through data-driven planning, public-private partnerships, and technology and community engagements.
Additionally, it will ensure long-term tailored solutions to local needs, making them more resilient and equitable with limited resources.
Mr Akandoh made the call in a speech read on his behalf at the annual performance review meeting of the Cape Coast Teaching Hospital.

According to him, shifting costs onto parents would go against the very foundation of the programme and could lead to greater inequalities in the education system.
“Any attempt to shift financial responsibilities onto parents defeats the very essence of the Free SHS policy. This initiative was designed to promote inclusivity, and altering its structure could deepen inequalities,” Mr Appiah stated.
During his State of the Nation Address on February 27, President Mahama reaffirmed his administration’s dedication to strengthening Free SHS rather than making changes that could limit its reach.
He made it clear that his government had no plans to scrap the programme but would rather focus on addressing its challenges to make it more effective.
“Mr Speaker, let me be clear—I, John Dramani Mahama, will not cancel the Free SHS programme. Instead, I will strengthen it by addressing its implementation challenges,” the President declared.
His assurance was aimed at calming concerns raised by parents, students, and education advocates over possible reforms that might alter the policy’s original structure.
CRI has been vocal in defending Free SHS, warning that any major changes could weaken its impact and exclude children from low-income families.
The organisation insists that the policy must remain intact to serve its purpose of making secondary education accessible to all, regardless of financial status.
Mr Appiah urged the government to resist pressure from groups pushing for adjustments that could place additional financial burdens on parents.
He stressed that the integrity of Free SHS must be preserved to ensure that every child in Ghana has an equal opportunity to succeed.
“Preserving the integrity of the Free SHS programme is essential. We must not allow policies that could erode its impact and create further disparities in education,” he emphasized.
“As discussions around the future of Free SHS continue, CRI remains firm in its advocacy, determined to ensure that the programme stays true to its mission,” he said
According to him, the organisation believes that Ghana’s education system should focus on expansion and improvement rather than policies that could bring back financial obstacles for students.

President John Dramani Mahama has directed the task force organising this year’s Hajj to channel any extra money that would be realised from the pilgrimage into charity.
At a sod-cutting ceremony for the construction of a permanent Hajj Village in Accra on Friday, President Mahama said the Hajj, one of the five pillars of Islam, was a spiritual journey of purification and not a profit-making enterprise.
“I have instructed the task force that Hajj is not a business. Hajj is not meant for profit. The Hajj Task Force must not structure things in order to make profit. We don’t want any profit from Hajj.
“So, I have instructed that after the performance of Hajj, if there’s even one cedi left, that money should be donated to the poor or used for a project in the Muslim communities,” President Mahama said.
The Hajj Village, scheduled to be completed in 24 months, is a multi-purpose facility to host pilgrims before they embark upon the journey to Saudi Arabia.
The facility would come with fully air-conditioned pilgrims hall, where pilgrims would undergo pre-departure activities, a modern ablution area, a mosque, a clinic and accommodation.
“This will be like a terminal building. A smaller version of Terminal 3, if you like, where departing pilgrims would be checked in from where they can directly board their flights,” President Mahama said.
Since being charged with the responsibility to oversee the activities of Hajj as Vice President in 2009, President Mahama said he had been committed to seeing the Muslim Ummah embark on the sacred journey with dignity and in a conducive environment.
“This project has been on the drawing board for a long time and I thank Allah for allowing me to see this beautiful dream fulfilled,” he stated.
The President, meanwhile, disclosed that he had instructed his legal counsel, Marietta Agyeiwaa Brew, to start processes to draft an amendment to the Public Holidays Act for approval by Parliament for an additional holiday to the Islamic holidays.
“Therefore beginning this year, there will be two holidays at the end of the holy month of Ramadan,” the President assured the Muslim Ummah.

“The night after we voted, by 9 am the next morning, everything was done; all the votes were counted. Who would have imagined? Because I thought we would have had to wait for the Electoral Commission for three days. But by the next morning, I was woken from my sleep that my brother wants to talk to me.
“I asked which brother, and I was told it was my brother, the Vice President, Bawumia. I asked for a minute, went to the bathroom to wash my face and brush my teeth quickly, and came to pick up my phone. When I checked, it was my brother on the phone. He said my ‘big brother, we fought a good fight and when I look at how things are going, you have won, so I am calling to congratulate you, after which I will go out to meet with the press and concede defeat to you,’” he stated.
Ghana’s 2024 presidential election, held on December 7, resulted in a victory for John Dramani Mahama of the National Democratic Congress (NDC). Mahama, a former president (2012–2017), secured 56.55% of the vote, totaling 6,328,397 votes, according to the Electoral Commission’s official results announced on December 9. Amidst public criticism of the project and a possible funding by the government, Kwakye Ofosu in a social media post on Sunday, March 2, 2025, clarified that the Hajj Village is an airport terminal being built to facilitate the check-in and processing of pilgrims embarking on the annual Hajj pilgrimage.
“The Hajj Village is primarily an Airport Terminal Building for check in and pilgrim facilitation owned and being built by the Ghana Airport Company. Not a pesewa of tax payers’ money involved,” he wrote.

The affected officials have been instructed to step aside and face the regional disciplinary committee to answer for their purported actions, though the precise nature of their offenses remains undisclosed.

The highly anticipated National Economic Dialogue 2025 begins this morning at the Accra International Conference Centre, bringing together top economic experts, policymakers, and industry leaders to address Ghana’s pressing economic challenges.
Led by President John Mahama, the forum will focus on the theme “Resetting Ghana: Building the Economy We Want Together.”
Discussions will center on macroeconomic stability, economic transformation, infrastructure development, structural reforms, private sector growth, and governance.
A distinguished lineup of presenters, including Leslie Dwight Mensah, Prof. Ebo Turkson, Abena Osei-Poku, David Ofosu-Dorte, Dr. Elikplim Kwabla Apetorgbor, and Franklin Cudjoe, will share insights and policy recommendations.
The discussions will be guided by expert moderators, including Governor of the Bank of Ghana under the erstwhile Kufour administration Dr. Paul Acquah, Dr. Edward K. Brown, Mr. Joe Mensah, Mr. Felix Addo, Prof. K. K. Sarpong, and Dr. Emmanuel Akwetey of Institute For Democratic Governance(IDEG).
With stakeholders from government, business, and civil society in attendance, today’s dialogue is expected to set the course for Ghana’s economic recovery and long-term growth.

The National Service Personnel Association (NASPA) has announced a deduction from the February allowance of all service personnel across the country.
In a statement issued on March 2, NASPA disclosed that GH₵100 will be deducted from each personnel’s allowance to cover the cost of the National Service Cloth, which has already been distributed nationwide.
Additionally, personnel enrolled in the SIC insurance scheme will face further deductions to settle four months of unpaid insurance contributions, fulfilling their contractual obligations under the programme.
NASPA assured that any further updates on the matter will be communicated in due course.

Meanwhile, the Corporate Communications Director of NEDCo, Maxwell Kotoka, has assured the public that the outbreak will not affect power distribution.
“The warehouse itself has lost power supply, but we are working to resolve the situation. At this point, no external institutions have been affected,” he added.
Minister of Youth Development and Empowerment, George Opare-Addo
George Opare-Addo, the Minister of Youth Development and Empowerment, has set the record straight regarding his role in the National Democratic Congress (NDC).
He emphasized that he has not resigned from his position as the National Youth Organizer of the party while speaking on Channel One’s Face to Face with Umaru Sanda, as monitored by MyNewsGh.
“I have not resigned as the National Youth Organizer of the NDC. I am still in post. We will have Congress next year, and I have made my intentions clear that I don’t intend to contest again, but for now, I still serve in that capacity,” he stated.
He reassured party members that other officials, including his deputies, remain in their roles. “None of us have left. Almost everybody is still in post. At our next Congress, many of us who have moved from the party into government will not contest, allowing new people to take over,” he explained.
Addressing concerns about how party officers taking government positions might weaken the NDC, Opare-Addo was confident in the party’s ability to replace leaders.
“The NDC has a lot of intelligent people—people with the right expertise and temperament to lead. If I leave, there are more competent people to take over. I took over from someone and did my job; someone else will do the same after me,” he assured.
Despite holding a ministerial role, Opare-Addo maintains that his commitment to the NDC remains intact. “When I sit at the party office, I am the National Youth Organizer.
“But when I sit here, I am a Minister of State serving every Ghanaian. Poverty doesn’t know political colours, and my job is to develop young people and empower them,” he said.
He further clarified his daily schedule, balancing both responsibilities.
“If you look for me at 6:30 a.m., you will find me at the Youth Office. By 8:00 a.m., I am in my ministerial office, and sometimes after 7:00 p.m., I return to the party office. I know the task I have accepted, and I am fully committed to it.”
On Friday, February 28, 2025, treasury bills witnessed an unprecedented decline in yields, marking one of the sharpest drops in decades.
Latest auction results from the Bank of Ghana indicate that rates, which started the year between 28% and 30%, have now fallen to an average range of 20% to 22%.
This steep decline follows a series of strong investor demand and shifting yield expectations, largely driven by recent rejections of higher bids by the Treasury.
At the start of the year, the 91-day Treasury bill stood at 28.34%, but it has now plunged to 20.79%, a 760-basis-point drop. Similarly, the 182-day bill has fallen from 28.96% to 22.98%, reflecting a 600-basis-point decline. The 364-day bill, which was yielding 30.17%, has now dropped to 22.69%, marking a significant 750-basis-point reduction.
Was this expected and how low can T-Bill rates go?
For market watchers, the overall trend was anticipated, but the pace and scale of the decline have surprised many. Although it’s hard to know the lowest point, some factors can help estimate where rates will stop falling.
Inflation and monetary policy: If inflation continues to decline, the Bank of Ghana (BoG) may have less pressure to maintain high yields. A stable inflation rate in the 15-18% range could push T-bill rates closer to 18-20%. They also note that, much will depend on the upcoming Monetary Policy Committee (MPC) decision. If the MPC maintains the policy rate at 27%, institutional investors might shift their focus to the Bank of Ghana’s 56-day bill should it offer a more attractive return. Additionally, the persistence of strong investor demand, coupled with the Treasury’s efforts to reduce borrowing costs, is likely to drive yields further down.
Government borrowing needs: The government’s fiscal position will also play a role. If borrowing remains high, the BoG may need to keep rates attractive to investors. A reduced financing gap, however, could mean further declines.
Market liquidity and investor sentiment: The high demand for T-bills in recent auctions suggests that investors are still keen on government securities, even at lower rates. If demand persists, rates could fall further but may not go below 18% without significant inflation control and policy shifts.
The big question now is: At what level will yields finally settle?
With no obvious and safe investment options available on the market, market watchers believe investors continue to lock in their funds in anticipation of further declines. The medium-term floor for yields remains uncertain, but investor appetite and the Central Bank’s next moves will be key in determining where rates eventually stabilise.
Government exceeds target despite rate drop
Despite the steep decline in rates, the government successfully exceeded its Treasury bill target in the latest auction. Total bids tendered amounted to GHS 18.25 billion, slightly lower than the previous week’s GHS 20.50 billion, yet still surpassing the government’s target by GHS 924.94 million.
The auction results showed that while the government aimed to raise GHS 6.49 billion, it received bids totalling GHS 7.41 billion, leading to an oversubscription of 14.18%. However, it rejected GHS 10.84 billion in bids. Investor interest remained particularly strong for the 364-day bill, which attracted GHS 8.72 billion in bids, out of which GHS 2.01 billion was accepted. The 91-day bill followed, with GHS 6.21 billion in bids, of which GHS 2.38 billion was accepted. The 182-day bill saw GHS 3.32 billion tendered, with GHS 3 billion accepted.
Looking ahead, the Treasury plans to raise GHS 5.74 billion in the next auction.
With investors continuing to chase yields, all eyes will be on the next policy decision and whether the downward trajectory of rates will persist or finally find a floor.

The West African Gas Pipeline Authority (WAGPA) has reaffirmed its commitment to extending its pipeline beyond its four key stakeholders, including Ghana, to other countries within the Economic Community of West African States (ECOWAS).
The Authority highlighted that discussions with Ivory Coast are progressing well, with plans to assess the project’s viability before moving forward with the work.
This statement was made by the Director-General of WAGPA, Chafari Kanya Hanawa, following her announcement of the resumption of gas supply to Ghana after a one-month suspension for maintenance.
“We are hoping to extend to the next ECOWAS Countries. For instance, we have been able to meet with the Minister of Energy in Cote D’Ivoire, and what we just did was to do a presentation to him and to tell him about the extent of West African Gas Pipeline (WAGP) If you are advocating extension, you must also tell them how it will benefit them. So these are the things we always put on the table”, she noted.
The West African Gas Pipeline Company (WAPCo) has completed critical pipeline maintenance activities and resumed gas transportation to Ghana, Togo, and Benin.
According to WAPCo, the maintenance project involved offshore pipeline cleaning and inspection, subsea valve replacements, and other essential works across multiple locations in Ghana, Togo, Benin, and Nigeria.
WAPCo announced that the project was completed ahead of schedule with remarkable efficiency and safety.
The company further revealed that the four-week-long project required a temporary shutdown of pipeline laterals supplying gas to Cotonou (Benin), Lomé (Togo), and Tema (Ghana).
The government is set to host the much-anticipated National Economic Dialogue (NED) today, March 3, 2025, at the Accra International Conference Centre.
The two-day forum, spearheaded by President John Dramani Mahama, aims to tackle Ghana’s pressing economic challenges and chart a path toward sustainable economic growth.

The group believe Kafui Danku and James Gardiner are not qualified for their positions
A group calling itself the Association of Ghanaian Creatives has suggested that President John Dramani Mahama revoke the appointments of Kafui Danku and James Gardiner to the National Film Authority.
The group of arts stakeholders believes the two are not qualified for the positions they have been allocated.
A few days ago, President John Dramani Mahama appointed Kafui Danku as the Executive Secretary of the NFA, with James Gardiner as her Deputy.
However, in a petition that has so far gathered over twenty signatures, the Association of Ghanaian Creatives is requesting that the president consider other options instead.
“We, the undersigned members of the Association of Ghanaian Creatives, urge the government to appoint qualified, visionary leadership at the NFA. The institution must be helmed by a technocrat with deep industry knowledge, supported by a board of experienced creative professionals who can steer the sector toward revitalization and global competitiveness,” the petition proposed.
They have also proposed some personalities whom they believe have the skills and competence to manage the National Film Authority more effectively.

The Institute for Fiscal Studies has called on the government to include funding in the budget for loans to help young people enter the agricultural sector, regardless of their political affiliation.
The Institute believes that implementing this initiative could boost agricultural production and drive overall economic growth if the Ministry of Finance implements it.
At a recent press briefing on what government should include in the upcoming budget, Dr. Said Boakye, Senior Research Fellow at the Institute, stressed the importance of implementing stringent mechanisms to ensure proper accountability for the loans.
“Massively mobilise the youth for strategic key agricultural products on a team basis by providing them with seed money. But disregard party affiliation if you want to be successful. That’s capital on credit… For this to take place, the government has to facilitate the acquisition of government lands,” Dr. Boakye noted.
Food inflation continues to rise as it recorded 28.3 per cent for January 2025 from 27.8 per cent in December 2024.
However, non-food inflation went down to 19.2 in January.
In addition, inflation for locally produced items also declined to 25.7 per cent in January 2025 compared to 26.4 per cent in December 2024.
Also, inflation for imported items went up marginally in December to 18.4 per cent compared to 17.9 per cent in December 2024.
Alcoholic beverages, tobacco and narcotics recorded inflation of 27.2 per cent.
Food and non-alcoholic beverages also recorded 28.3 per cent, while housing, water, electricity, gas and other foods had, 24.6 per cent.

Morocco and Albania have reaffirmed their commitment to further strengthening their excellent bilateral relations across various sectors.
In a joint statement issued after talks in Rabat between Morocco’s Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, Nasser Bourita, and Albania’s Minister for Europe and Foreign Affairs, Igli Hasani, both sides highlighted their strong diplomatic ties and pledged to enhance cooperation in economic, commercial, and cultural fields.

During Hasani’s visit, an agreement was also signed between the Moroccan Institute for Diplomatic Research and Studies and the Albanian Diplomatic Academy to facilitate diplomatic exchanges.

Economist and Finance lecturer at the University of Ghana Business School, Professor Lord Mensah, has stressed the need for the implementation of the outcomes of the National Economic Dialogue which kicks off March 3, 2025 to steer the economy back on to the path of recovery.
President John Mahama in his maiden State of the Nation Address painted a dire outlook for the country’s economy with public debt standing at GH¢721 billion.
He added that the National Economic Dialogue will be expected to discuss the state of the economy and reach a consensus on the key policies needed to address the devastating economic crisis confronting the country.
The dialogue the president said will also support the development of a home-grown fiscal consolidation programme and highlight key structural reforms and policy priorities essential for resetting the economy and creating prosperity for all.
For economist Professor Lord Mensah, the real test lies beyond the National Economic Dialogue. He says there is a need for actionable outcomes that translate into policy shifts.
“I don’t want it to be a document or a guideline that will be restricted to this particular administration. The outcome of this dialogue should not be something that will be sitting on the shelves – just a paperwork that on the grounds, different things will be happening without necessarily implementing what we proposed at the dialogue,” he told Citi Business News in an interview.
Professor Lord Mensah also emphasized that discussions should prioritize Ghana’s exit from the current IMF program in May next year.
He noted that while Ghana demonstrates better fiscal discipline under an IMF program, it tends to struggle when managing its finances independently.
According to Lord Mensah, ensuring prudent fiscal management after the IMF program should be a key priority for discussion at the National Economic Dialogue.
“The question is as we going to hold up a dialogue, we should be able to center this discussion as to how we are going to manage our finances without IMF and be disciplined. That should be discussed thoroughly at the dialogue,” he said.
The Edem Agbana Scholarship Scheme seeks to provide financial aid to deserving students
Gabriel Tanko Kwamigah-Atokple, a member of the Council of State, has supported the Ketu North Scholarship Programme, an initiative aimed at assisting brilliant but needy students and Persons Living with Disabilities (PWDs) in the constituency.
The initiative, dubbed “The Ketu North Scholar” (Edem Agbana Scholarship Scheme), seeks to provide financial aid to deserving students.
Kwamigah-Atokple, who also serves as the founder of the Tanko Foundation, demonstrated his commitment to education by contributing GH¢100,000 to support the programme.
His donation was announced at the official launch of the initiative, where he served as the guest of honour on March 2, 2025.
In addition to this contribution, Kwamigah-Atokple also donated $1,000 to Jennifer Akorfa Amegble, a third-year student at the University for Development Studies (UDS) in Tamale, who is pursuing a Doctor of Medical Laboratory Science degree.
Jennifer will also benefit from additional support to aid her in advancing her academic journey in the medical laboratory field.
Speaking at the event, Kwamigah-Atokple emphasized the transformative power of education in breaking cycles of poverty and creating opportunities for young people.
“This initiative is not just about financial aid; it is a commitment to ensuring that no student is left behind due to financial constraints.
“Education is the key to unlocking the potential of our youth and securing a brighter future for Ketu North,” he stated.
His donation is expected to strengthen the scholarship fund, which has already provided full sponsorship for 22 Persons Living with Disabilities (PWDs) and financial assistance for over 200 students.
Kwamigah-Atokple also commended Edem Agbana, the Member of Parliament, for spearheading the initiative and called on other stakeholders to contribute toward sustaining and expanding the programme.
The scholarship aligns with President John Dramani Mahama’s vision of free tertiary education for PWDs and the “No Fees Stress” policy for first-year students.
It also reinforces Sustainable Development Goal (SDG) 4, which advocates for inclusive and equitable education for all.
The Institute for Fiscal Studies (IFS) is advising the government to take controlling interest in the export of oil and gold to gain the needed foreign currencies for the stabilisation of the cedi.
It observed that the dependence on external borrowing as the means of managing the value of the cedi had been problematic, leading to external debt buildups and servicing difficulties, hence becoming unsustainable.
“Even though, on paper, exports of gold and oil are recorded in the balance of payments as large and growing, a significant part of inflows from them do not come back to Ghana in practice,” Dr Said Boakye, the Executive Director, IFS, said at a press conference on Wednesday ahead of the budget reading.
“Even the portion that comes back does not hit the Bank of Ghana’s balance sheet for the management of the cedi.” “These are the causes of the limited practical effect of the total merchandise export on the value of the cedi.”
To demonstrate the negative impact of external borrowing on cedi depreciation, he analysed the average capital and financial account balance with the average depreciation rate of the cedi against the US dollar over a six-year period.
Dr Boakye noted that between 2017 and 2019, the average capital and financial account balance stood at US$2.51 billion while the average depreciation rate of the cedi against the US dollar stood at 8.7 per cent during this period.
“From 2020 to 2021, the depreciation rate of the cedi against the US dollar declined to 4.0 per cent because, driven by increased Eurobond issuance during the period, average capital and financial account balance increased to US$3.1 billion,” he said.
“However, in 2022 to 2023, the Government of Ghana was unable to borrow externally due to the downgrade in Ghana’s credit rating to junk status in early 2022, turning the capital and financial account into a negative balance of as much as negative US$1.44 billion.”
“This is the cause of the dramatic average depreciation of the cedi against the US dollar by 28.9 per cent in 2022 to 2023.”
To ensure that the total merchandise exports had significant effect on the appreciation of the cedi, Dr Boakye called for the review of concession agreements with multinational companies in the oil and gold sectors that allowed the companies to have control over export revenues from those commodities.
He urged the government to opt for joint venture arrangements or the use of production sharing agreements to the generation of adequate fiscal revenue for effective fiscal management and directly improve export revenue.
