Foreign Minister Okudzeto Ablakwa provides health update on Vice President Opoku-Agyemang

Ghana’s Minister for Foreign Affairs, Samuel Okudzeto Ablakwa, has dismissed swirling rumours concerning the health of Vice President Prof. Naana Jane Opoku-Agyemang, assuring the public that she is in good health and recovering steadily.

The Vice President reportedly took ill shortly after discharging official duties on Friday, March 28, 2025. She initially received treatment at the University of Ghana Medical Centre (UGMC) before being flown abroad for further medical care. However, unverified reports about her health status have since spread across social media platforms.

Speaking during an engagement with the Ghanaian community in Lagos, Nigeria, on Sunday, April 6, Mr Ablakwa addressed the speculation head-on, attributing Prof. Opoku-Agyemang’s improved condition to the collective prayers and support of Ghanaians.

“Some fears about the state of our mother, the first female vice president of the Republic of Ghana. I also want to assure that she is doing very, very well. Your prayers worked, your prayers from all of us, Ghanaians at home and abroad, have really worked,” he stated.

“I have heard from her, so I know what I am talking about, and she’s doing well,” he added.

Mr Ablakwa urged the public to disregard falsehoods and malicious commentary, describing the health-related rumours as part of an orchestrated smear campaign.

“Please ignore all of that very vicious and unGhanaian evil propaganda that some people are speculating. Our mother is doing very, very well, and very soon she is going to return to her duties, serving Ghana, making all of you proud and particularly inspiring our young girls, our daughters, to know that there is nothing our women cannot achieve—that women are as good as men and that what men can do, women can also do and do it better,” he emphasised.

Prof. Opoku-Agyemang is expected to return to Ghana soon and resume her official duties.

Let’s Continue To Engage Over Tariffs – US Envoy

The United States Ambassador to Ghana, Virginia Palmer, has indicated the need for Ghana and the United States to engage over tariffs and explore other ways to maintain the lowest tariffs given the relationship between the two countries.

Interacting with some journalists after meeting the Ministry of  Trade and other stakeholders, yesterday in Accra , she said  though  she appreciated the concerns about the 10% tariff was brought to her attention, she believes, it will be beneficial to Ghana and her competitors.

She said, “I had a great meeting with the Minister of Foreign Affairs. We talked about how the relationship with Ghana is very strong and how we can keep it that way. We also discussed the details of these global tariffs and explored areas where the United States and Ghana can improve trade relations and maintain the lowest possible tariff regime.”

The announcement of 10% tariff imposed on commodities exported from Ghana and some other countries last week by the President of the United States, Donald Trump sparked discussion in many sectors including the private and public sectors of its potential impacts to businesses.

Dambai (O/R), April 08, GNA – Mr Safo Nketia, the newly Municipal Chief Executive (MCE) for Krachi East, has expressed his commitment to learning from his predecessors to drive development and progress in the Municipality.

In his acceptance speech, Mr Nketia emphasised the importance of collaboration and seeking guidance from those who had come before him.

He pledged to work closely with assembly members, stakeholders, and the local community to identify and address key challenges hindering the municipality’s growth.

The MCE’s commitment to learning from his predecessors demonstrates his willingness to build on past successes and avoid past mistakes.

Mr Mark Oduro, the Assembly member of Asukawkaw Electoral Area, commended the MCE for his humble and collaborative approach to leadership.

Speaking to the Ghana News Agency (GNA), the Assembly member said the MCE was not one to claim omniscience but instead must seek advice and assistance when needed.

Having worked with the MCE at the Ghana Education Service (GES), Mr Oduro said he was aware of Mr Nketia’s willingness to learn from others and seek guidance.

“He learns from all manner of persons, respects everybody and seeks advice,” Mr Oduro added.

With his pledge to learn from his predecessors and work collaboratively with stakeholders, residents were hopeful that the municipality would experience significant progress and development in the coming years.

CJ Responds To Removal Petitions

Chief Justice Gertrude Torkornoo has submitted her response to three petitions calling for her removal from office.

The responses, which were submitted to the President and the Council of State last Friday, paves the way for the continuation of the consultation process with the Council of State in accordance with Article 146(6) of the 1992 Constitution.

President John Dramani Mahama had given the Chief Justice 10 days within which to respond to the three separate petitions calling for removal, although it is unclear what allegations have been levelled against her due to the confidentiality demanded by the process.

If the Council of State finds merit in the allegations against the Chief Justice vis-à-vis her responses, a committee would be set up by the President to inquire into the petitions and recommend to him whether the Chief Justice ought to be removed from office.

The Committee, according to Article 146(6), must consist of “two Justices of the Supreme Court, one of whom shall be appointed chairman by the President, and three other persons who are not members of the Council of State, nor members of Parliament, nor lawyers.”

Three petitions were filed earlier this year for the removal of Justice Torkornoo as Chief Justice, and the President forwarded them to the Council of State for consideration.

The Chief Justice then wrote to the President requesting copies of the three petitions seeking to remove her from office.

Justice Torkornoo, in her request to the President, had highlighted the decision to forward the petitions to the Council of State without giving her copies, to provide her an opportunity to respond to the allegations made against her.

The request to the President and copied to the Council of State, its Chairman Doe Adjaho as well as former Chief Justice Sophia Akuffo, who is also a member of the Council of State, indicates that the rules of natural justice demand that the accusations made against her in the said petitions must be brought to her attention.

It also indicates that no defendant can be subjected to a trial unless the preliminary process of receiving their response has been adhered to as provided for under Article 19, Article 23, and Article 296 of the 1992 Constitution, and all decisions in Ghana’s jurisprudence.

Just a day later, the President forwarded the petitions to the Chief Justice and gave 10 days to respond to them.

A letter signed by Calistus Mahama, Secretary to the President, indicates that the Chief Justice’s response will facilitate the consultation process initiated by the President, who has forwarded the petition to the Council of State in accordance with Article 146(6) of the 1992 Constitution.

The letter further indicates that the President has assured the Chief Justice that due process will be followed in dealing with the petitions, and she will be given a full and fair opportunity to be heard on the allegations contained in the petitions.

Again, it points out that each page of the petitions would be marked as ‘RESTRICTED’ due to the confidentiality associated with the process and the fact that the Chief Justice’s request to the President found its way into the media.

Meanwhile, the President has acknowledged receipt of the Chief Justice’s preliminary response to the petitions seeking her removal from office.

No contract approvals without commencement authorisation – Finance Minister

Finance Minister Dr Cassiel Ato Forson has announced that no government contract will be approved without prior commencement authorisation from the Ministry of Finance, effective April 3, 2025.

The directive was delivered at a recent meeting with Chief Directors and senior officials from various Ministries, Departments, and Agencies (MDAs), where Dr. Forson made it clear that the days of unchecked contract approvals are over.

“You cannot award contracts without the express approval of the Ministry of Finance,” he stated emphatically. No commencement certificate, no procurement.”

The Minister explained that every government contract must now obtain commencement authorisation.

Dr. Forson underscored that this is not just an administrative change but a legal mandate under the Amended Public Financial Management Act, 2025.

He warned that any breach of this directive will attract serious consequences.

“The Ministry of Finance will no longer take the fall for fiscal indiscipline,” he said.

The Minister called on all public officials to uphold the highest standards of integrity and patriotism in the management of public funds.

“We are among the privileged few. We cannot continue to subject our people to hardship through poor governance and financial mismanagement,” Dr. Forson stated.

He emphasised that Ghana’s path to fiscal responsibility begins with strict adherence to budget implementation processes, transparency, and accountability across all levels of government.

The founder of Anointed Palace Chapel (APC), Kwaku Agyei Antwi, also known as Rev. Obofour, has expressed dissatisfaction with being disparaged by some members of Rev. Stephen Adom Kyei-Duah’s Believers Worship Centre (Philadelphia Movement).

Videos circulating on social media from the burial ceremony of IGP Christian Yohuno Tetteh’s mother showed the two clergymen sitting in close proximity but ignoring each other, as they are not on good terms.

These videos that flooded online sparked numerous analyses from netizens and bloggers, who closely observed their mannerisms.

Some bloggers, purported to be members of Adom Kyei-Duah’s church, shared videos of their pastor and seized the opportunity to ridicule Obofour, his rival.

They claimed that Adom Kyei-Duah made Obofour feel small during the event, while others added laughter sounds to moments in which Obofour was captured, mocking him in the process.

In response to these, Rev. Obofour has called on Adom Kyei-Duah to bring his church members to order.

According to Rev. Obofour, the derogatory remarks shared in these videos are disrespectful and are tarnishing his hard-earned reputation.

He pointed out that if the videos had targeted Adom Kyei-Duah, he would have called for the arrest of those responsible.

“If Adom Kyei-Duah was the one being insulted, he would have demanded their arrest. Adom Kyei-Duah has not done anything to me, and I haven’t done anything to him either. I am surprised to be lambasted on social media. I was tired when I arrived at the funeral ceremony because I had worked overnight. I was also mourning the loss of my mother,” Rev. Obofour said.

He continued, “If I had insulted him, people would have called me disrespectful. I am calling on the elders of the church to speak to their bloggers because it’s disrespectful.”

Rev. Obofour added that he is fed up with the abuse he has been receiving on social media from Adom Kyei-Duah’s church members.

“Some of the captions are dangerous. If my media team did the same thing, we’d surely be at the center of the discussion. And I wouldn’t allow any police officer to arrest any of my church members if they started coming after Adom Kyei-Duah.”

“I want to make it clear that I have no problem with Adom Kyei-Duah. If the council of elders fails to address their bloggers, I’ll assume they’re supporting it. Finally, I am not in a fight with Adom Kyei-Duah,” he added.

It’s worth noting that in 2023, the two men of God were at odds when Prophet Adom Kyei-Duah accused Rev. Obofour of selling anointing oil and other products at exorbitant prices, enriching himself at the expense of his congregation.

In response, Rev. Obofour dismissed these claims, stating that they stemmed from jealousy over his wealth, not from any Christian principles.

South Sudan has criticised the revoking of US visas for all its nationals, saying it was based on an incident involving a citizen of a different African country.

US Secretary of State Marco Rubio announced the visa ban on Saturday, citing South Sudan’s refusal to accept the return of its citizens being removed from the US.

But South Sudan’s foreign ministry said that a man who was refused entry after being deported from the US was a citizen of the Democratic Republic of Congo.

It added that the individual was “returned to the sending country for further processing”.

This is the first time the US is targeting all passport holders from a particular country since President Donald Trump returned to the White House in January, having campaigned on an anti-immigration platform, with the promise of “mass deportations”.

In his statement, Rubio said that the US would also block any arriving citizens of South Sudan, the world’s newest country, at US ports of entry.

He blamed “the failure of South Sudan’s transitional government to accept the return of its repatriated citizens in a timely manner”.

“We will be prepared to review these actions when South Sudan is in full cooperation,” he added.

But in a statement on Monday, South Sudan’s foreign ministry said it “deeply regrets” the blanket measure against all of the country’s citizens based on “an isolated incident involving misrepresentation by an individual who is not a South Sudanese national”.

It said the man at the centre of the visa row was a Congolese national and he was returned to the US. It added that all supporting evidence was shared with American officials.

South Sudan’s Information Minister Michael Makuei Lueth told the AP news agency that the US was “attempting to find faults with the tense situation” in the country because no sovereign nation would accept foreign deportees.

It comes as fears grow that South Sudan may again descend into civil war after the country’s First Vice-President Riek Machar had been placed under house arrest.

South Sudan’s President Salva Kiir accused Machar of stirring up a new revolt.

Last month, the US ordered all its non-emergency staff in South Sudan to leave as fighting broke out in one part of the country, threatening a fragile peace deal agreed in 2018 that ended a five-year civil war.

South Sudanese in the US were previously granted Temporary Protected Status (TPS), which allowed them to remain in the US for a set period of time.

TPS for South Sudanese in the US had been due to expire by 3 May.

Speaking at the launch of LEADing Justice, he said, “When we digitalized and gave everyone a Ghana Card and made the decision to make the Ghana Card Tax Identification number, we increased the proportion of individuals with Tax ID, the number moved from four per cent to 85 per cent just like that.”

“We have also seen through digitalization that you can deal with corruption. We have eliminated ghost workers at the Controller and Accountant General Office just by using the Ghana Cards because the ghosts don’t have fingerprints,” Dr Bawumia added.

Vice President, Dr Mahamudu Bawumia, says digitalization has saved the country millions of cedis.

He said for example, Social Security and National Insurance Trust (SSNIT) had saved GH¢480 million by eliminating 29,000 ghost pensioners, with the National Service Secretariat eliminating 44,000 ghost workers saving the country over GH¢356 million.

Speaking at the launch of LEADing Justice, a strategic framework document of the Chief Justice on her vision for the Judiciary and Judicial Service of Ghana in Accra, Vice President Bawumia was elated that digitization was a key component of the vision of the Chief Justice, noting that Ghana had made major strides within short periods through digitization.

He said he was enthused with the new focus, dynamism, and energy that the Chief Justice had brought to the Judiciary after taking office last year.

“It is my hope that today’s event will herald a new dawn in the history of our judicial system propelled by efficiency, excellence, knowledge, and integrity.”

He said for example in the year 2014, only four (4) percent of the adult population had Tax Identification Numbers from independence to the year 2017.

The Vice President said having personally launched a case tracking system under the criminal justice sector in the year 2018, he was elated to see the positive changes that the e-system had brought about in the administration of justice.

He appealed to all Ghanaians to support the vision of the Chief Justice so that the judiciary would deliver on its goals, mandates, and targets to benefit the country.

“As a government, we shall continue to do more for the Judicial Service to ramp up the other parts of the E-Justice system of the court and beyond the High Courts in Accra.

“We shall continue to invest in court infrastructure, residential accommodation for judges and magistrates and general re-tooling of the human resources of the institution to improve justice delivery. It is in our interest as a country to do so.”

Godfred Yeboah Dame, Minister of Justice and Attorney General described the launch as novel because it was the first that the Chief Justice launched her aspiration for justice delivery in Ghana.

According to him, the occasion offered a unique opportunity for ordinary citizens on behalf of whom justice emanated to have a fair barometer by which to assess the performance of the Chief Justice.

“This is innovative and bold, and the Chief Justice is indeed bold and innovative,” he added.

Yaw Acheampong Boafo, President of the Ghana Bar Association (GBA), said the Association had no doubt about the capacity of the Chief Justice to bring real leadership to the Judiciary.

He was optimistic that the Chief Justice’s vision would be more transformative and expanded to reach all.

He narrated that the players were mesmerised by the beauty of Ethiopian women at their hotel, adding that some of the players, including himself had sex with them.

“We lost focus in Ethiopia. When we got there, the girls we saw in our hotel were stunning. That’s why I decided to have one. I’m saying this for young players to learn from it. They should know the mistakes we made so they don’t repeat them,” he told the Gajio podcast.

Tagoe humorously added that despite not being fluent in English at the time, he surprisingly found a way to communicate that night.

“The Ethiopian girls are very beautiful. I wasn’t fluent in English, but I became fluent that night. ‘Let’s go inside, I’ll give you $20.’ At that time, our per diem was $300, and I had to play ‘professional before.’ It wasn’t all of us that had ladies, though.”

Despite the first-leg disaster, Hearts of Oak managed to sail through after their opponent forfeited the game.

The Phobians led 2-0 and were awarded a penalty that could have extended the lead to 3. However, St George’s players walked off the pitch in protest, forfeiting the match and handing Hearts of Oak a controversial qualification.

Algeria and Mali have each closed their airspace to flights from the other country, as the row over a drone that was shot down close to their common border escalates.

On Sunday, without giving evidence, Mali accused its northern neighbour of being a sponsor and exporter of terrorism after Algeria attacked one of its drones last week.

Algeria was the first to ban flights to and from Mali, then Mali later said it was doing the same to all Algerian flights “in reciprocation”.

Sunday’s strongly worded statement from Mali’s foreign ministry had challenged Algeria’s earlier explanation that the unmanned surveillance aircraft had violated its airspace.

The statement described the downing of the drone as a “hostile premeditated action”. Algeria described the allegations regarding terrorism as “lacking in seriousness [and they]… warrant no attention or response”.

Mali’s armed forces are fighting ethnic Tuareg separatists in the north. They have a stronghold in the town of Tinzaoutin, which straddles the Mali-Algeria border.

The shooting down of the drone raised diplomatic tensions, as Mali, along with its allies Niger and Burkina Faso, recalled their ambassadors from Algiers.

Last year, the three junta-led countries formed a regional bloc, the Alliance of Sahel States, known by its French acronym AES.

In their joint statement condemning Algeria, they said the shooting down of the drone “prevented the neutralisation of a terrorist group that was planning terrorist acts against the AES”.

Mali has also summoned the Algerian ambassador in Bamako over the incident, declaring that it would file a complaint with “international bodies”. It also withdrew from a regional security grouping that includes Algeria.

In its response on Monday, Algeria said it noted the Malian and AES statements with “deep dismay”. It described Mali’s allegations as an attempt to divert attention away from its own failures.

It also said this was the third violation of its airspace in recent months.

“Due to the repeated violations of our airspace by Mali, the Algerian government has decided to close it to air traffic coming from or to Mali, effective today,” Algeria’s defence ministry said on Monday.

Last Wednesday, Algeria acknowledged that it had shot down an “armed reconnaissance drone” close to Tinzaoutin saying it had “penetrated our airspace over a distance of 2km”.

But the junta in Bamako denied that the drone had violated Algeria’s airspace. It said that the aircraft’s wreckage was found 9.5km inside its borders.

Giving more details on Monday, Algeria said that the aircraft had entered its airspace “then exited before returning on an attack trajectory”.

Mali regularly accuses Algeria of giving shelter to Tuareg armed groups.

The north African country once served as a key mediator during more than a decade of conflict between Mali and the separatists. Their relations have soured since 2020 after the military took power in Bamako.

Algeria recently deployed troops along its borders to prevent the infiltration of militants and weapons from jihadist groups who operate in Mali and other countries in West Africa’s Sahel region.

Mahama’s anti-flood taskforce only meant for risk assessment – NADMO Boss

The Director-General of the National Disaster Management Organization (NADMO), Major (Rtd) Joseph Bikanyi Kuyon, has clarified the mandate and operations of the Anti-Flood Taskforce recently established by President John Dramani Mahama.

According to Major Kuyon, the primary purpose of the task force was not to directly implement flood mitigation measures but to conduct a rapid assessment and identify areas in the capital most vulnerable to flooding.

Speaking on the Citi Breakfast Show on Tuesday, April 8, Major Kuyon explained that the task force’s role was observational and advisory. It was tasked with providing the President with firsthand information on flood-prone areas, particularly in preparation for the upcoming rainy season—a time traditionally associated with destruction, displacement, and loss of life in Ghana’s urban centers.

“The taskforce formed by the President was only to go around and confirm the risk reality of some areas. They finished their work and briefed him, and then he [the President] went round to assess the situation himself.

“The rest of the job is the responsibility of NADMO,” Major Kuyon stated. “And NADMO does not work alone. It collaborates with the Meteorological Service, the Ghana Armed Forces, the Ghana National Fire Service, and any other state agency involved in disaster risk management.”

The Anti-Flood Taskforce was formed on March 12 as part of a renewed national effort to improve disaster preparedness and flood mitigation.

Chaired by Stanislav Xoese Dogbe, the taskforce’s focus was on tackling and minimizing the ongoing problem of urban flooding, particularly in Accra and other low-lying areas that are regularly affected by heavy rains.

The ministerial meeting will bring together policymakers, economists, and trade experts to discuss strategies for mitigating the impact of rising protectionism and accelerating regional economic integration under the African Continental Free Trade Area (AfCFTA).

The Secretary-General of the African Continental Free Trade Accra (AFCFTA), Wamkele Mene described President Trump’s decision as a wake up call for the continent, warning that Africa must act swiftly to reduce its dependence on external markets.

In his remarks in Washington, DC, Mene said “The President of the United States has given us a wake-up call. And the wake-up call is that we must accelerate our own economic self-sufficiency. The ministers of trade will meet on April 14, 2025 to deliberate on this matter and exactly how our continent should respond.”

The tariffs could diminish the competitiveness of African goods in the U.S. market, affecting key export sectors such as textiles, agriculture, and manufacturing.

Many of these industries currently benefit from the African Growth and Opportunity Act (AGOA), which provides duty-free access to the U.S. for eligible African countries.

Ho, April 08, GNA – Mr Stephen Adom, the Ho Municipal Chief Executive (MCE) nominee has been unanimously approved by the General Assembly.  

He polled 43 ‘Yes’ votes out of total votes cast representing 100 per cent.   

Mr Adom in his speech said the confirmation had sealed all processes that involved in the race to the MCE slot adding that all must come on board to help develop the Municipality.   

He said his programme ranged from agriculture to scholarship schemes for all in the Municipality.   

Mr Adom said his nomination was a testament of confidence reposed in him by President John Dramani Mahama.   

He said he was committed to serving with dedication and humility, adding that unanimous approval meant a lot for him.   

Mr James Gunu, Volta Regional Minister, noted that most Assemblies were debt-ridden and there was the need to work around the clock to turn the fortunes of the Assemblies.  

He said despite the challenges and differences in the nine Assemblies that confirmed the respective nominee, they united to ensure that their areas were developed.  

Mr Gunu said the development of Volta Region must start from the regional capital, which would manifest in other Municipals and Districts in the Region.

Suhuyini leads repairs of Agric Traffic lights to ease congestion in Tamale

The Deputy Minister for Roads and Highways and Member of Parliament for Tamale North, Alhassan Suhuyini, has led efforts to swiftly repair the malfunctioning Agric traffic lights in Tamale, one of the busiest intersections on the Tamale-Bolgatanga highway.

The malfunctioning traffic lights had caused significant vehicular congestion and were linked to a number of minor accidents in recent weeks, raising public concern. In response, a social media campaign calling for immediate action gained traction, prompting the MP to intervene.

Acting through the Ministry of Roads and Highways, in collaboration with the Department of Urban Roads in the Northern Region, Hon. Suhuyini facilitated the repair works to restore order and improve road safety in the area.

During a working visit to inspect the progress of the repairs, Suhuyini urged residents to take ownership of the infrastructure by protecting it from vandalism and theft.

“Yes, it is installed by the highways authority, but it is serving our purpose. So, when a vehicle hits it, we should take the number and report it to the appropriate authority so that they can also take part in the maintenance and repair.

“Also, when people attempt to steal the cables, let us not just look on and think that it is government property. Because it serves all of us,” he stated.

He also commended all stakeholders, including the Urban Roads Department and engineers involved, for their swift response and dedication to restoring the traffic lights.

 

Provide details on suspicious foreign aircraft – NPP to govt

The opposition New Patriotic Party (NPP) has called on the government to provide a detailed update on the presence of two foreign aircraft that landed at the Kotoka International Airport (KIA) last month.

“We expect a detailed, professional response from the government, led by the appropriate security agencies, regarding the mission and cargo on board the two aircraft,” a statement signed and issued by the NPP Director of Communications, Richard Ahiagbah, said.

The two aircraft in question are AirMed flight N823AM and Cavok Air private jet, Antonov An-12B, which landed on the tarmac of KIA last month, from Gran Canaria; an island of Spain, and departed to the same Gran Canaria days after their arrival.

The party condemned what they termed the government’s intimidation of the minority, who had expressed valid concerns regarding the unexplained presence of specific foreign aircraft in Ghana: AirMed flight N823AM and the Cavok Air Antonov An-12B.

“Considering their origin, a satisfactory explanation of these aircraft’s mission in our country is required,” the statement said.

“The government must explain the purpose of the aircraft and the nature of their cargo. Ghanaians deserve to know whether these planes were involved in any illegal activity,” the statement said.

It said the explanation provided by the Minister of Government Communications, Felix Kwakye Ofosu, was “scanty and primarily defensive,” which has only increased public suspicion.

The NPP also cited a call by the United Nations Office on Drugs and Crime (UNODC), which has reportedly urged the government to investigate the purpose of the flights.

In addition, the NPP also demanded updates on two separate cocaine seizures. One involved a $350 million cocaine bust in Cape Coast, and the other a $150 million seizure in Sekondi.

“The political explanation Mr Felix Kwakye Ofosu offered failed to address the request for an update on these drug arrests. The silence on these high-profile arrests undermines public trust, particularly given the alleged involvement of a senior member of the NDC,” the statement said.

“We wish to caution the government that it should not trivialise issues concerning drug trafficking and money laundering, as we have witnessed thus far. These are matters of international interest, and Ghana’s credibility and compliance with international obligations are at stake.”

“The international community is observing closely, and Ghana cannot afford the perception of complicity or institutional failure in confronting transnational crime,” the statement added.

The NPP, in the statement, said it would continue to demand accountability from the government, stressing that the public has a right to clear and honest information.

In a series of Facebook posts on Sunday, April 6, 2025, Mr Kwakye Ofosu dismissed fresh allegations of drug trafficking linked to the recent aircraft landings at the KIA, insisting that the incidents were technical and logistical in nature.

He urged the public to disregard what he described as deliberate misinformation and stressed the government’s commitment to transparency in matters involving national security and airport operations.

The Ranking Member on Parliament’s Defence and Interior Committee, Rev. John Ntim Fordjour, has maintained that the aircraft in question were involved in transporting narcotics and cash.

Czech President begins historic visit to Ghana today

The ‘galamsey queen’ was sentenced by an Accra High Court on Monday, December 4, 2023, to four and a half years in prison and fined GH₵48,000.

On April 4, 2025, Interior minister Muntaka Mubarak announced that the NDC government is not interested in prosecuting foreigners engaged in illegal mining and fraudulent activities in the country.

He stated that the government is implementing a new policy that will see the deportation of such individuals upon their arrest.

Speaking during an engagement with the Ashanti Regional Police Command, the Interior minister emphasized that the government is focused on removing foreign nationals involved in galamsey, which has caused extensive environmental destruction nationwide.

He also noted that foreign nationals arrested for engaging in scamming and other fraudulent activities will face the same penalty of deportation.

Assembly approves Dormaa Central MCE

Dormaa-Ahenkro, (Bono), April 8, GNA – The 44-member Dormaa Central Municipal Assembly in the Bono Region has confirmed the President Nominee, Mr Dominic Adomah Ameyaw as the Dormaa Municipal Chief Executive. 
 
The Assembly comprises 30 elected assembly members and 14 government appointees. 
 
In an election conducted and supervised by the Electoral Commission (EC), the President nominee secured 31 ‘yes’ votes representing 70 per cent of the total votes of the Assembly. 
 
Mr Adomah thanked the Assembly Members for his endorsement and pledged to work hard for the rapid development of the municipality. 
 
Earlier, Baffour Kwadwo Damoah Afari, the Sanaahene (sub-chief) of the Dormaa Traditional Area, called for a peaceful conduct of the elections, urging them to endorse the President nominee for the purpose of development.

AG Relooking At Afoko’s Case

THE TRIAL of Gregory Afoko, who is accused of murdering the then Upper East Regional Chairman of the New Patriotic Party (NPP), Adams Mahama, has taken a long adjournment as the Attorney General (AG) Dr. Dominic Ayine is said to be taking another look at the case.

Justice Marie-Louise Simmons, the presiding judge, before adjourning the case yesterday indicated that the information from the prosecution pointed to the fact that the Attorney General was considering what to do about the case.

The prosecution was expected to call its next witness in the retrial following a hung jury in the first trial.

But both the prosecution and the defence lawyers approached the judge after which Justice Simmons adjourned the case to May 30, 2025.

Gregory Afoko was released from prison on March 28, 2025, nearly ten years after he was first remanded.

This was after his two sureties were able to meet all the conditions of the GH¢500,000 bail granted him by a High Court in Accra on February 21, 2025.

Afoko was arrested for allegedly pouring acid on Adams Mahama, leading to his death.

His lawyers have tried since 2015 to secure bail for him, but various courts had turned down the request.

However, on February 21, 2025, a High Court presided over by Justice Marie-Louise Simmons granted him bail in the sum of GH¢500,000 with two sureties who must be justified.

 

Third Trial

He is currently on a third round of trial after the first trial was truncated in 2019 by the Office of the Attorney General following the arrest of Afoko’s alleged accomplice, Asabke Alangdi, who fled the country after the incident in May 2015.

The second trial ended on April 27, 2023, with a seven-member jury presenting a verdict that shocked many.

The jury by a 4:3 decision found Gregory Afoko not guilty of conspiring to murder the late Adams Mahama, but unanimously found his co-accused, Asabke Alangdi guilty of the same offence.

The jury however, by 4:3 decision found the two accused persons not guilty of the substantive charge of murder, thereby resulting in a hung jury and a retrial by a different jury.

While Afoko is facing a retrial as a result of a hung jury, Asabke Alangdi was sentenced to death by hanging after he was convicted by the court based on the jury’s guilty verdict on the charge of conspiracy to commit murder.

Part of the prosecution’s facts state that “The deceased returned home around 11:10 p.m. in his pick-up vehicle when the suspects poured the substance suspected to be acid on his head, face and other parts of his body and fled on a motorbike.”

Woman jailed five years for stealing over GH¢221,000 in lotto sales

A 38-year-old manageress has been sentenced to five years’ imprisonment by the Asante Abuakwa Circuit Court in the Atwima Nwabiagya South Municipality for stealing GH¢221,937.75 at Santasi, in Kumasi.

Akua Darkoah Asamoah pleaded guilty to the charge of stealing and was convicted on her own plea.

Police Detective Inspector Alexander Agbekpornu, prosecuting, told the court, presided over by Mr Jephthah Appau, that the complainant in the case was the General Manager of FOE Lotto Limited, a subsidiary of Lotto and Lotteries at Santasi, while the convict was the manageress of the Atwima-Techiman branch.

He explained that the complainant discovered that between 22nd March and 2nd June 2024, the convict had stolen part of the lotto sales she received from sub-agents on behalf of the company, instead of remitting the funds to the head office in Kumasi.

The total amount stolen during the period was GH¢221,937.75.

A report was made to the Suntreso Police, leading to her arrest. In her caution statement, she admitted to the offence.

According to the prosecution, a forensic audit was conducted, which revealed that after the winning numbers had been drawn, the convict forged lotto tickets, falsely indicating that she had won in several lotto games, in an attempt to conceal the theft.

Following further investigations, she was charged and brought before the court.

Zoomlion Ghana Limited has issued a strong denial in response to allegations made by the Daily Guide newspaper on Monday, April 7, 2025.

The publication accused the company of being involved in the destruction of property belonging to Turkish investors, allegedly carried out by “Zoomlion Landguards.”

In a statement released to the press, Zoomlion Ghana Limited clarified that it does not engage the services of landguards and is not involved in any illegal activities.

The company emphasized its commitment to operating within the bounds of Ghana’s laws and maintaining the highest standards of ethical business practices.

“Zoomlion Ghana Limited does not employ, contract, or engage the services of landguards, nor are we involved in any unlawful or outlawed activities,” the statement read. “As a responsible corporate entity, we are committed to ensuring that our operations adhere strictly to legal and ethical standards.”

Zoomlion, a well-established player in the Ghanaian business landscape, also refuted the notion that it has been linked to violence or property destruction.

Unauthorized structures on waterways to be demolished – NADMO warns

The Director-General of the National Disaster Management Organisation (NADMO), Dr. Joseph Bikanyi Kuyon, has announced that unauthorized structures will be demolished as part of intensified efforts to combat flooding across Ghana, particularly in Accra.

Speaking on the Citi Breakfast Show on Tuesday, April 8, 2025, Dr. Kuyon emphasized that addressing the country’s persistent flooding issues will require difficult but necessary decisions, including the removal of illegal structures and the dredging of critical water channels.

“To solve a problem, there must be some discomfort, so people will have to incur some displeasures based on the actions that will be taken to ensure that the rest of us are safe. Some structures will have to be pulled down,” he said.

Dr. Kuyon warned that restoring the natural flow of water bodies is crucial to avoiding severe consequences for affected communities.

“Those who have started filling these places will have to stop, and we will dredge these places to restore them to their original state for them to play the role they are supposed to play because the ecosystem is disturbed.

“If you don’t restore it, what it means is that the lives that are in this system will suffer. So, there will be dredging, there will be demolishing, and we have to do it when we have to ensure that the flooding that is envisaged is effectively managed,” he stated.

While acknowledging that Accra often takes the spotlight in flooding discussions due to the scale of the problem there, Dr. Kuyon clarified that other parts of the country are also affected.

“Flooding is not only peculiar to Accra, but it is because we see a serious problem in Accra that is why the conversation is always centred around Accra,” he said.

Responding to concerns about the fairness and technical basis for the impending demolitions, he assured that the process would not be arbitrary.

“We don’t demolish with a layman’s eye. We [have] engineers, technocrats who are going to be part of this team, [and they] are going to advise. Where structures are supposed to be pulled down, they will. Where it is possible to redirect the direction of water, and not necessarily tamper with people’s property, that will be done,” he added.

I work in a firm where my boss is a woman. A few months after I started, I began noticing her attitude toward me.

There were times when she asked me to find unnecessary files and provide reports that weren’t my responsibility. She gave me tasks that should have been handled by the department head.

One of my colleagues, a woman I’m close with, and I used to go home together since we lived in the same neighbourhood.

We were very close, and some people even speculated that there was something more between us.

However, everything changed when my boss saw us eating together one day. Shortly after, my colleague was transferred to another department.

Things took another turn when my boss moved me from my original department and made me her personal assistant.

A few days into the role, I made the mistake of not arranging a write-up for a conference she was attending. When she returned, she locked the door and scolded me, threatening to fire me.

I pleaded with her, hoping to avoid losing my job.

She was furious, and I couldn’t understand why. She gave me two options: either 50% of my salary would be cut, or I would do whatever she wanted.

I urgently needed money to process a visa for my brother and to handle some paperwork. So, I told her I would do whatever she asked. She then presented me with a submission agreement, and I signed it.

As I walked into her office the next morning, she stood up, locked the door, sat back at her sit and asked me to crawl under her table to where she was sitting. I was surprised but I remembered the agreement and went on my knees. I crawled under the table and she asked me to lick her private part. I did it and she kept moaning.

Later when she asked me to stop and crawl out, she was smiling. She told me that I should be thankful she allowed me to lick her.

She then said I should call her mama whenever we’re alone together. I felt ashamed always, even though her private part was always clean and wet, and her skin smelt nice because of her powerful perfume, my mind was not accepting everything that’s going on.

Some days after, I got an alert of 6 times my salary. She asked me if I received the money and I said yes.

She told me that’s the reward of being good in bed, we’ve had sex couple of times and she enjoyed every bit of it.

She then said if I keep being a good boy, I will get more. Then this woman bent, removed her panty and hanged it on my neck, she whispered into my ears that she owns me.

She has given me a lot of money already but I’m planning to resign without letting anybody in the office know about it. I feel my sanity and freedom is important as a man and I shouldn’t have started this.

I also need the money so I’m confused on what to do. She knows my house and she could come to my house and create a scene.

Should I resign and move on with my life? I’m scared she might use the agreement against me. What should I do now?

What we know about Nigerian billionaire Ben Peters, who was arrested by National Security

Nigerian businessman, Benedict Peters, widely known as Ben Peters, was reportedly arrested in a joint operation involving operatives of Ghana’s National Security, the Ghana Police Service, and the Ghana Armed Forces.

Ben Peters, together with about 25 unidentified men, were reportedly arrested for allegedly blocking access to an apartment building close to the seat of government, the Jubilee House, and also for blowing a police siren on one of his vehicles, on Monday, April 7, 2025.

But this is not the first time the Nigerian billionaire business tycoon has made news headlines in Ghana.

During the government of former President Nana Addo Dankwa Akufo-Addo, Ben Peters, who is believed to be a friend of the Akufo-Addo family, came up in a number of corruption scandals.

He is the owner of Frontiers Healthcare Services Limited, the company that was responsible for the COVID-19 testing at the Kotoka International Airport (KIA) during the COVID-19 pandemic.

In 2022, now Minister of Foreign Affairs, Samuel Okudzeto Ablakwa, claimed that Ben Peters amassed a profit of GH¢984.7 million (US$130 million) from COVID-19 testing in just 18 months, at the expense of the Ghana Airport Company, which made only US$8 million.

In 2023, Ben Peters’ name came up again in the ‘Heaven Scandal,’ also shared by Okudzeto Ablakwa, who is the Member of Parliament for the North Tongu constituency in the Volta Region.

Ablakwa claimed that 62.14 acres of airport lands priced at over US$6.3 million per 1.7 acres in 2019 were sold to Heaven Builders Limited, a company owned by the Nigerian billionaire, who he said is a friend of Edward Akufo-Addo, alias “Bumpty,” a younger brother of Akufo-Addo, at US$1.3 per 1.7 acres.

Aside from the two companies mentioned above, Ben Peters owns extensive assets in the oil and gas and mining industries in several countries, including Ghana.

He is the founder and CEO of Aiteo, which is believed to be Africa’s largest indigenous oil producer, and Bravura Holdings, a vertically integrated mining company developing platinum, lithium, steel, copper, and gold assets in countries throughout Africa.

Five Black Stars players who have suffered ACL injuries this season

Black Stars winger, Ernest Nuamah, is the latest Ghanaian footballer to suffer an Anterior Cruciate Ligament (ACL) injury and has been ruled out for the remainder of the season.

The 21-year-old sustained the injury during Olympique Lyon’s 2-1 win over Lille on Saturday, April 5, 2025.

He was forced off just seven minutes into the game and was replaced by Rayan Cherki.

The injury is a major setback for Nuamah, who had just earned a place in Lyon’s starting lineup due to his impressive form over the past three months.

This marks the first major injury of his young career, making him the fifth Ghanaian footballer to suffer an ACL injury this season.

Alarmingly, ACL injuries among Ghanaian players have been on the rise in the last two years, with Nuamah becoming the sixth Black Stars player to sustain the devastating injury.

According to reports, the winger could be sidelined for at least six months. Before the injury, Nuamah had been in excellent form, contributing to five goals in his last seven games across all competitions — scoring four and assisting one.

An ACL injury is a serious knee injury involving the tearing of the anterior cruciate ligament, which connects the thighbone to the shinbone at the knee joint.

The minimum recovery period after surgery is typically between six and nine months.

Abu Jinapor Denies Knowledge of Missing Galamsey Drones, Points to Prof. Frimpong-Boateng

Samuel Abu Jinapor, the former Minister for Lands and Natural Resources, has stated that he is unaware of the whereabouts of drones allegedly purchased to aid in the fight against illegal mining, commonly referred to as galamsey as reported by Ghana Web.

His comments follow revelations from his successor, Emmanuel Armah-Kofi Buah, who stated that since assuming office, he has not come across any of the drones supposedly procured by the Akufo-Addo administration.

In a speech on April 7, 2025, to the management and staff of the Minerals Commission in Accra, Buah stated the importance of technology in tackling illegal mining.

“Technology is very critical in this work,” he said, acknowledging reports of drones and other resources from the Inter-Ministerial Committee.

However, he added, “I have not seen the drones since I became a minister, and I don’t know exactly where they are.”

Responding to these claims in an interview with Joy FM, Jinapor, who served as the minister from 2021, clarified that no drones were handed over to him upon his assumption of office.

He also revealed that no handover notes mentioned the purchase of such drones.

“The correct place to direct the enquiry will be the Minerals Commission,” he said, adding that he had made inquiries during his tenure but found no records of the drones.

Jinapor pointed out that the drones in question were purportedly bought in 2018 by the Inter-Ministerial Committee on Illegal Mining, headed by Prof. Frimpong-Boateng, who should have further details on the matter.

Amid ongoing discussions about suspicious flights allegedly linked to drug trafficking at Kotoka International Airport (KIA), Akosua Manu, former Deputy CEO of the National Youth Authority and recent parliamentary candidate for the New Patriotic Party (NPP) in the Adenta Constituency, has raised concerns regarding inconsistencies in the Government Spokesperson’s statements.

Akosua Manu took to social media platform X to address the issue, pointing out a discrepancy in the aircraft registration numbers presented by the Government Spokesperson, Felix Kwakye Ofosu.

She noted that the aircraft under scrutiny bears the registration number N823AM, while the Member of Parliament (MP) for the Abura-Asebu-Kwamankese Constituency, referenced a different aircraft, N864AM.

In her post, she questioned: “Why is the aircraft number different? The one in discussion is N823AM. The one you have posted has N864AM.”

This query comes in the wake of allegations made by Rev. John Ntim Fordjour, Member of Parliament for Assin South and Ranking Member of the Defence Committee, concerning the arrival of two suspicious flights at KIA. These flights are suspected to be involved in drug trafficking and money laundering activities.

President John Dramani Mahama has since directed security agencies to collaborate with Rev. Fordjour to investigate these claims thoroughly.

However, this directive remains unclear, as Mr. Kwakye Ofosu has pre-empted the investigation by insisting that the flights were not involved in any illegal activities, contrary to the allegations made by Rev. Ntim Fordjour. Security analysts have raised concerns about the prejudicial nature of the comments made by the Government Spokesperson.

The government has yet to respond publicly to Akosua Manu’s inquiry about the differing aircraft numbers. This inconsistency has sparked further debate and calls for clarity regarding the details of the flights in question.

In a related development, Blessed Sogah, Regional Adviser for Anti-Money Laundering, Counter-Financing of Terrorism, and Anti-Corruption at the United Nations Office on Drugs and , and Kodjo Attisso, have both indicated that the allegations must be thoroughly investigated. This position aligns with the United Nations’ zero-tolerance policy for organised crime and underscores the need to address such controversies promptly and decisively.

The latest allegation follows a BBC Africa Eye investigation published in March, which identified Ghana as an emerging drug trafficking hub. The report has the potential to tarnish Ghana’s reputation as the gateway to Africa and a business hub for legitimate enterprises.

According to reports from GhanaWeb, Kwame Baffoe, widely known as Abronye DC and serving as the Bono Regional Chairman of the New Patriotic Party (NPP), has issued a response to legal threats from Joyce Bawah Mogtari, a key advisor to former President John Dramani Mahama.

The dispute arose following accusations from Mogtari’s legal representatives, who contend that Abronye made damaging and unfounded public statements about her.

These claims were described by her team as harmful and made with ill intent.

In his response, Abronye dismissed the seriousness of the legal threat, suggesting the matter would be played out more in the realm of social media than in an actual courtroom.

He said, “She even made a mistake; she should have asked for GH₵ 100 million. How have I defamed her? What exactly is her role at the Jubilee House that earns her GH₵ 95,000?”

He indicated that, even if it went to court, he was prepared to confront the issue and would push Mogtari to provide evidence—such as receipts for high-value personal purchases—to justify what he alleged was a substantial monthly salary she receives from the presidency.

Speaking during an interview on Wontumi TV on April 7, 2025, Abronye responded to Mogtari’s demand for GH₵10 million in damages by questioning her official position and income.

He claimed her public role did not match the lifestyle he associated with it and argued that she should be the one to offer compensation instead.

He further remarked that her compensation request should have been even higher, sarcastically implying that the controversy was exaggerated.

Abronye then challenged her to justify the ownership of luxury items, insisting that, should the case proceed to court, he would request documentation related to her spending habits.

This legal standoff stems from statements Abronye made during a televised segment on Net 2 TV on March 26, 2025.

During the broadcast, he claimed that Mogtari had turned down a ministerial role in favour of a more relaxed position within the presidency—one he alleged came with a sizable GH₵95,000 monthly salary.

He also accused her of becoming arrogant due to what he described as financial privilege.

Mogtari’s lawyers, in a notice dated April 3, 2025, from R.O. Solomon Consulting, are demanding a public apology, a retraction of the statements, and GH₵10 million in compensation.

The notice highlights the widespread dissemination of Abronye’s comments, which reportedly caused significant personal and professional distress to Mogtari.

According to the letter, the claims are easily disprovable and have no factual backing, as information about her official duties is publicly available.

The legal team has also reported that Mogtari has received a wave of concern from those close to her following the incident.

They are insisting that Abronye make amends by issuing a public apology across all media platforms where the statements were aired or shared, including Net 2 TV, GhanaWeb, MyJoyOnline, Channel One TV, and Citi FM.

If these demands are not met, her lawyers have indicated they are ready to take legal action to protect her reputation and seek justice for what they regard as a deliberate attack on her character.

The persistent flooding has largely been attributed to poor waste disposal habits, unregulated construction, and inadequate drainage systems that leave communities vulnerable.

Speaking on the Citi Breakfast Show on Tuesday, April 8, 2025, Dr. Kuyon said Ghana’s failure to prevent flooding goes beyond technical constraints, arguing that the core issues are behavioral and leadership-related.

“If we all change the way of doing things, history will take a different course and will never recur. What is happening is that we are those who cause the flooding. Until we as a people begin to change our lifestyle, this stopping or prevention will be a herculean task.

“We can do all that we have to do, like the GARID project, but nothing will happen if we don’t make a change. People were assigned to do this project, timelines have passed, but it has not been done. You cannot do magic to prevent the flooding because people have failed to do their job,” he stated.

Dr. Kuyon further highlighted institutional inaction and weak leadership as central to the recurring problem.

“Part of the problem is leadership. Some agencies and departments are to ensure that these things are done, but they fail in that duty.

“NADMO can do everything by going round, identifying disaster sites, putting in the measures to stop that disaster from occurring but if other related authorities do not do their part, the disaster cannot be prevented,” he added.

Has it been properly abolished or a legislative drafting error?

Ghana has witnessed two instances of the abolition of tax on lottery winnings- first in 2017 and more recently in 2025- and in both cases, the process appears to have been marked by legislative challenges.

The recent repeal of the withholding tax on lottery winnings commonly referred to as the “betting tax” sparked widespread excitement among lottery participants. Yet, beneath the celebrations lies a nuanced legal and fiscal question: has the repeal abolished taxes on lottery winnings entirely, or solely removing the withholding obligation at payout?

In 2017, betting tax was abolished under the Income Tax Amendments (No.2) Act, 2017 (Act 956). It was reintroduced in 2023 under the Income Tax (Amendment) Act, 2023 (Act 1094). Subsequently, in March 2025, the Income Tax (Amendment) Act, 2025 (Act 1129) was passed to abolish it again.

The question is, has the betting tax been properly abolished, or is it merely a drafting issue in both the 2017 and 2025 Acts? Is income from betting, taxed elsewhere within the tax laws even though it is deleted from the list of items classified as investment income?

From a strictly legal and tax policy perspective, the signed repeal specifically removes the requirement for withholding taxes at the point of payout for lottery winnings. The critical technical distinction to consider is whether this repeal extends beyond withholding obligations to the overall taxability of lottery income under the Income Tax Act. While President’s signature formally ended the withholding tax regime, there remain complex and technical consideration.

This article examines whether lottery income remains taxable, either as business income or as isolated transactions, despite the recent repeal.

LOTTERY AND BETTING IN GHANA – HISTORICAL CANVAS

Gambling is as old as society itself, and on the colonial Gold Coast, it took many forms, including informal betting houses, underground lottery schemes, and street-corner wagering. In the early days of Ghana’s independence, as the nation was building its legislative identity, it faced a surging challenge of unregulated gambling, and lotteries were spreading rapidly. Yet, these activities benefited unscrupulous operators, threatened to drain the hard-earned resources of ordinary Ghanaians, and deprived the state of valuable revenue streams.

Ghana sought to consolidate its fragmented gambling laws from the colonial rules when two legislative frameworks on lotteries were introduced: the Lotteries Betting Act, 1960 (Act 31) and the National Weekly Lotto Act, 1961 (Act 94). Together, these laws structured how these activities were conducted in Ghana. Act 31 was a robust legislative response aimed at criminalising unauthorised lotteries and regulating gaming activities under strict state oversight.

Recognising that lotteries, if well-managed, could serve as a significant revenue source, the National Weekly Lotto Act (Act 94) was passed in 1961, creating a state monopoly over lottery operations. Act 31 firmly declared most lotteries unlawful.

From the early Acts of 1960 and 1961 and subsequent enactments such as the District Weekly Lotto Regulations, 1989 (LI 1482), to the comprehensive reforms in 2006, the National Lotto Act, 2006 (Act 722) was passed, and the Department of National Lotteries (DNL) gained autonomy. It became known as the National Lottery Authority (NLA), with a sole mandate to regulate, supervise, conduct, and manage the National Lotto. As technology advanced and new forms of gaming emerged, The Gaming Act, 2006 (Act 721) was passed.

TAXATION OF LOTTERY AND GAMBLING IN GHANA
Under Ghana’s Income Tax Act, 2015 (Act 896), taxable income is broadly categorised into three primary sources: Employment income, Business income, and Investment income. Each source is distinctly defined and taxed accordingly. The General rule is that unless an income is specifically exempted under the law, any income accruing to a person will fall under one of these three categories.

Employment Income (Section 4) includes all payments, benefits, or gains arising from an employment relationship, such as salaries, allowances, bonuses, and benefits in kind.

Business Income (Section 5) comprises profits or gains from any trade, profession, or vocation, including sales, fees, asset disposals, and business-related receipts.

Investment Income (Section 6) refers to returns generated from holding or investing in assets, including dividends, interest, rent, royalties, and lottery winnings.

Thus, since 2015, Ghana has recognised lottery winnings as an investment. A country’s tax system choice strongly influences the inclusion of lottery or gambling income. For countries with a worldwide nature of their tax system, gambling winnings are, in principle, subject to tax whether they arise from windfall (occasional transactions) or a professional gambler.

The Tax base is only on the winnings. Losses incurred in gambling are not deductible because each gambling occasion is a separate event, so gambling losses arising on one occasion cannot be deducted against gambling winnings derived on another occasion. These restrictions presumably reflect administrative difficulties of verifying gambling losses.Even in the case of a professional gambler, gambling losses for the year can be deducted only to the extent of gambling income.

Most countries tax lottery or Gambling income as occasional income (a windfall), and some countries consider gambling income taxable only if the gambler can be found to be in the business of gambling. For example, in Germany, the gambling income of a professional card player is taxable as business income, while gambling income from TV shows is taxable as other income.

When Act 896 was passed, lottery winnings were taxed at a withholding rate of 5% on the winning amount under 1st Schedule Par 8(1)(b)(viii). Regulation 24 of the Income Tax Regulations, 2016 (L.I. 2244), defines winnings from lottery to include gaming, betting, and any game of chance.

In 2016, the Income Tax Amendment Act, 2016 (Act 907), exempted the first GHS 2,592, and any excess winnings exceeding this amount were taxable at a withholding rate of 5%. In 2017, the National Lottery Authority (NLA) submitted a proposal to the government for the scrapping of taxes as a means of attracting more mainstream operators, leading to the passage of the Income Tax Amendments (No. 2) Act, 2017 (Act 956). Act 956 provided as follows: “ Section 6 of Act 896 amended: The Income Tax Act, 2015 (Act 896) referred to in this Act as the principal enactment is amended in section 6 by the deletion of subparagraph (iv) of paragraph (a) of subsection (2)”. The amendment sought to delete from the list of items classified as investment income under Section 6.

THE 2023 RE-INTRODUCTION OF 10% WITHHOLDING TAX

Par. 458 of the 2023 Budget Statement provided as follows:
“Mr. Speaker, stakeholder engagements for the review of taxation on betting and gambling, and other games of chance, which commenced in 2021, were concluded.”

A tax on Gross Gaming Revenue will replace Corporate Income Tax and VAT in 2023, and a token withholding tax on winnings will be introduced”. The Income Tax (Amendment) Act, 2023 (Act 1094) was then passed to re-introduce 10% withholding tax on lottery.

WHY WAS WITHHOLDING TAX USED TO COLLECT THE TAX ON LOTTERIES?

Withholding tax is globally recognized as an efficient method for collecting taxes on investment income, as it enables tax authorities to capture revenue directly at source. This ensures full compliance with tax laws and reduces administrative burdens on both taxpayers and tax authorities. Rather than allowing the taxpayer to self-declare the income from the investment, the person making the payment deducts the tax upfront. It is familiar with investment incomes such as dividends and lottery winnings.

In many jurisdictions, including Ghana, this system often operates as a final withholding tax, meaning the amount withheld at the source fully satisfies the tax liability on that income, and the recipient bears no further filing obligation to the tax authorities.

Ghana’s Income Tax Act, 2015 (Act 896), reflects this international best practice. Under Section 115, the Act imposes withholding tax on specified investment incomes and under Section 119, it classifies most of this income, including dividends and notably, lottery winnings, as final withholding payments. At best, this approach ensures that windfall incomes, such as lottery winnings, which have a high rate of evasion and non-compliance with self-declaration, are taxed fully and immediately at source through deduction, with the net amount paid to the person.

THE 2025 ABOLISHING OF WITHHOLDING ON LOTTERY

Paragraph 258 of the 2025 Budget statement provided as follows: “Mr. Speaker: (i) we will abolish the 10% withholding tax (WHT) on winnings from lottery, otherwise known as the ‘Betting Tax.’

The Income Tax (Amendment) Act, 2025 (Act 1129) was passed to amend Section 6 of Act 896, excluding winnings from lotteries from the items that must be included in calculating investment tax.

HAS IT BEEN PROPERLY ABOLISHED? A call for clarification of technical issues

I think, with all intents and purposes, both the 2017 repeal and the 2025 repeal aimed to exempt income from betting, but there could be some issues with the way the law was drafted. It should have been placed under “Exempt Amounts,” which means the income is not taxable at all.

From a tax policy perspective, an income is either taxable or exempt. If it is taxable, it comes as either as employment income, business income, or investment income. Section 133 of Act 896 defines exempt amount: “exempt amount means an amount exempt under Section 7, 57, 59, or 111, or the Sixth Schedule”.

From the historical account of taxing lottery winnings, parliament have deleted lottery winnings as an item of investment income by amending Section 6. It technically means that parliament categorically does not state that the income is exempt, but only providing that it is not part of investment income after its deletion.
If it is not investment income under Section 6 following deletion and it is also not exempt under Section 7, then what is the nature of the income from a lottery win?

My view is that the repeal primarily abolished the obligation on lottery operators to deduct withholding tax at the source from lottery winnings. It does not inherently exempt lottery income from taxation under the Income Tax Act 2015 (Act 896).

Under Act 896, lottery or betting income could still potentially fall within the definition of taxable income, either as business income (if the individual regularly participates in betting activities as a business or trade) or as income from isolated transactions.

If an individual’s betting activities constitute a consistent and organized trade or business, the income derived from such betting may still be taxable as business income under section 5 of Act 896. Even if winnings are occasional or isolated, they may still be subject to tax assessment. This is more so when section 133 defines business as follows:
“business” (a) includes (i) a trade, profession, vocation or isolated arrangement with a business character; and (ii) a past, present or prospective business; but (b) excludes an employment”

Thus, while the withholding tax aspect has been repealed, it does not automatically exempt betting or lottery winnings from being taxed altogether.

CONCLUSION

Parliament should clearly distinguish between abolishing the withholding tax mechanism and exempting the underlying income from taxation. From a tax law perspective, unless specific exemptions are provided in the repealing legislation or explicitly amended in the Income Tax Act, 2015 (Act 896), lottery winnings are considered taxable income, not subject to withholding tax, but rather to other income tax.

Winners must declare and pay the appropriate tax under existing provisions of the law. Failure to do so will amount to tax evasion. It is therefore crucial that the parliament examines the repealing legislation closely to confirm if the repeal explicitly exempts betting income entirely or merely eliminates withholding tax responsibilities, leaving the broader income tax obligations intact.

My concluding question is, does the repeal also mean that a professional gambler engaged in the gambling business of betting is exempt from tax? What about those who hit a jackpot? What about other forms of TV shows and Promotional winnings?

According to a report from GhanaWeb, media figure Okatakyie Afrifa Mensah has issued a stern caution to former government officials from the New Patriotic Party (NPP) who have remained silent following the party’s significant loss in the 2024 elections.

In a video posted on April 7 by the NPP Projects Bureau via X, the presenter of For the Records criticized these ex-officials for distancing themselves from national matters and relocating abroad since the party’s fall from power.

He expressed strong disapproval of individuals who, despite previously holding influential roles, have failed to support the party during its time in opposition.

According to him, such individuals should not expect to be considered for roles in any future administration if they are not actively contributing now.

He stressed that academic qualifications alone would not be enough to secure positions in the next government and that loyalty and effort during challenging times are what truly matter.

He emphasized that those currently working hard for the party should be the ones to benefit when it regains control.

Afrifa also voiced confidence that the NPP would reclaim leadership from the National Democratic Congress (NDC), pointing to perceived shortcomings in the current administration under John Mahama.

“Whether you like it or not, we will wrestle power from the NDC. Have you seen what Mahama and the NDC government are doing?” he asked.

Additionally, he cautioned the upcoming NPP flagbearer against appointing close personal acquaintances, particularly romantic partners, to top roles in government, warning that such actions would provoke strong opposition from party loyalists.

Antoine Semenyo believes Bournemouth manager Andoni Iraola is cut out for the top following his impressive job at the club.

The Spanish trainer is looking to become the first manager to lead the Cherries to play European football as they look to end the season on a high.

Bournemouth sit 10th on the league table and find themselves eight points behind the last European spot, which is occupied by Newcastle United.

Speaking with SuperSport, Semenyo was full of praise for his boss.

“He has the potential to be a top manager. Great guy, player management besides, he’s so good,” he said.

“I feel like he gets on with the players. He gets on with the team so well, and that’s so important. You want to be able to get on with the players off the pitch as well as on the pitch. So I feel like he does a good job of that. Hence why we’re where we are in the table.”

The Ghanaian forward is thriving under the Spaniard this season with nine goals and five assists across all competitions in 35 appearances.

Those figures are Semenyo’s best tally for the club since arriving from Bristol City.

“He’s given me that freedom in attack. He’s seen it in training over and over, where I just feel free, feel relaxed, and I’m just easing, going past players with ease, shooting from long range, getting that success,” he continued.

“So he’s given me that licensing games to do that as well, but I’m also reciprocating and helping in defense and recovery, runs and whatever it is defensively.

“I feel like that’s the reason why I’m getting so much freedom, because I’m doing the defensive job that I need to. So then we get the ball, I’ve got all the space in the world for attacking. So, yeah, he’s giving me that license of freedom.”

Semenyo has scored the third most goals for Bournemouth in the league this season (7) behind Jistin Kluivert (12) and Evanilson (9).

Music isn’t lucrative until artistes cross a certain threshold

Ghanaian artiste J Derobie has stated that the Ghanaian music industry does not provide consistent income until an artiste reaches a certain level of success.

The ‘Poverty’ hitmaker, who was previously signed to Mr. Eazi’s ‘Empawa’ music label, established that the perception of musicians earning a steady income can be misleading, especially for those who have not yet broken into the top tier of the industry.

“The music business can be very lucrative, but it doesn’t guarantee daily income. You need to keep working and pushing yourself,” he said in an interview with Headless YouTuber.

According to Derobie, there is a specific threshold that artistes need to cross in order to fully benefit from the industry’s financial potential.

“There’s a specific line to cross, and once you do, that’s when you start to reap the rewards. Many A-list artists, like Mr. Eazi, have crossed that line, and I believe I’m close to doing the same,” he added.

He further emphasised the importance of consistency and hard work as the key factors that will help him reach that point.

J Derobie also recalled a time when the financial rewards from his music career were not coming in.

According to him, he wished he had returned to his office job in Madina, where it was guaranteed that his salary would be paid at the end of each month.

“There was a time the money wasn’t coming in from music, and I honestly wished I had stayed at my office job in Madina. At least there, I knew I’d be paid at the end of the month,” J Derobie added.
