Cameroon Football Federation president Samuel Eto’o has been elected as a member of the Confederation of African Football (CAF) Executive Council (Exco).

Eto’o, who was initially banned by CAF, was cleared in March by the Court of Arbitration for Sport (CAS).

This ruling made him eligible to contest for a seat on the supreme decision-making board of African football.

The former Barcelona and Inter Milan striker was previously sanctioned for signing an ambassadorial deal with a betting company.

Eto’o was elected to the Exco as the sole candidate from the Central Africa region during the CAF Congress in Cairo on Wednesday, March 12, 2025.

He will serve on the Exco alongside Ghana Football Association president Kurt Okraku, who was also elected.

Meanwhile, CAF president Patrice Motsepe has been re-elected for another four-year term following an impressive first tenure.

Ofoase-Ayirebi Member of Parliament (MP) Kojo Oppong Nkrumah has criticised the Mahama-led government over the budgetary allocation for the Women’s Development Bank.

Finance Minister, Dr. Cassiel Ato Forson, during the 2025 budget presentation on Tuesday, announced the allocation of GH₵51.3 million as seed money for the establishment of the much-anticipated bank.

However, the former Information Minister, in an interview on Asempa FM’s Ekosii Sen, questioned the adequacy of the amount, stating it is woefully insufficient.

Mr Nkrumah, who is the Ranking Member of the Economic and Development Committee in Parliament, emphasised that the minimum capitalisation for a bank was GH₵400 million.

He also pointed out that the government has budgeted GH₵50 million for research at the presidency, wondering why only GH₵51 million is being allocated for such a significant initiative.

According to him, under the New Patriotic Party’s (NPP) module, the government would need no less than GH₵1.5 billion to properly set up the bank.

“The NDC went around promising to establish the women’s bank and touted Mahama as the hope, but you have allocated only GH₵51 million. As of now, you need not less than GH₵400 million to start a bank,” he said.

He further questioned the viability of disbursing funds to women, suggesting that even creating 16 branches would require more funds before accounting for operational expenses.

Mr Nkrumah concluded by stating that President Mahama should have been more specific about the type of bank to be established during their campaigns.

My domestic staff are traumatised after raid

Former Finance Minister, Ken Nana Yaw Ofori-Atta, has described last month’s raid on his residence as a distressing incident that left his domestic staff traumatized and suffering severe shock.

He made this claim in a lawsuit filed at the High Court of Justice in Accra against DSP Bismark Boakye Ansah and Chief Inspector Mensah, also known as Sir Mensah, for trespassing and violating his right to privacy.

On February 11, 2025, a group of individuals, including the two defendants and 12 others, allegedly entered Ofori-Atta’s residence without prior notice or consent and conducted an extensive search.

Ofori-Atta, who is currently receiving medical treatment abroad, stated that his property at 25 Aborlebu Crescent in Labone, Accra, was under the care of his domestic staff at the time of the incident.

In the lawsuit, he detailed that the raiding team consisted of nine armed military personnel and several plain-clothed individuals, some carrying sidearms. The team reportedly failed to present a warrant or any justification for the search. His domestic staff were also ordered not to use their mobile phones throughout the operation.

According to Ofori-Atta, the search covered all areas of the house, including bedrooms, living spaces, and the kitchen. A member of the raiding team filmed the entire operation using a mobile phone, while his domestic staff, overwhelmed with fear, remained helpless.

He further stated that the incident has caused lasting trauma for his domestic staff, who continue to suffer from severe shock.

Ofori-Atta claims that the actions of the defendants and their team were unlawful, violating his privacy and property rights. He also argues that the raid, which attracted national and international attention, subjected him to public ridicule, tarnishing his reputation.

Despite reaching out to the National Intelligence Bureau, the Chief of Defence Staff, and the Inspector General of Police for clarification on the raid’s legitimacy, he has received no response.

As part of the lawsuit, Ofori-Atta is seeking damages for the distress and loss incurred, as well as a court order restraining the defendants from further interference with his property and privacy rights. He is also demanding compensation for what he describes as their unlawful actions.

Forestry Commission arrests three Chinese, nine Ghanaians for illegal mining

The Rapid Response and the District Monitoring Teams in the Enchi Forest District of the Forestry Commission arrested 12 illegal miners in the Tano Anwia Forest Reserve in the Enchi Forest District of the Western North Region.

The arrest which took place on March 11, 2025, included nine Ghanaians and three Chinese illegal miners.

The teams seized one excavator and two gold detector machines in Compartments 17 and 63 in the Forest Reserve.

This was in a statement from the Public Affairs Unit of the Forestry Commission copied to the Ghana News Agency.

The Chinese suspects were using an excavator machine for illegal mining in Compartment 17, and nine Ghanaian suspects were engaged in “dig and wash” in Compartment 63 in the Reserve.

The Chinese suspects are Cheng Yung, 48; Yangedon, 40; and Lengtar, 45.

The Ghanaian suspects are Yaw Timothy, 20; Bonye George, 20; Joseph Ayoo, 23; and Tanzon Mark, 20.

The rest are Kofi Salifu, 23; Legosie Francis, 20; Justin Dakora, 20; Bismark Lebesue, 23; and Boye Bedua, 26.

The suspects were handed over to the Enchi District Police Command for further investigations and prosecution.

The statement said arrangements were being made to move the excavator from the reserve for safekeeping at the Enchi Municipal Assembly premises.

Mr Joseph Appiah Frimpong, the District Manager, said, “The Forestry Commission will not relent in its efforts in the fight against illegal mining and logging in the nation’s forest reserves.

“I would like to throw caution to the illegal operators to be very mindful of their acts because the Commission will be at their heels, and they could face imprisonment, a fine or both when found guilty at the law courts”, he said.

The Tano Anwia Forest Reserve has come under severe attacks in recent times.

It would be recalled that on March 9, 2025, the Commission, in collaboration with 30 military personnel, stormed the Reserve and seized eight excavators, one bulldozer and a pump-action rifle in Compartments 17 and 20.

Member of Parliament for Ofoase-Ayirebi and former Minister for Works and Housing, Kojo Oppong Nkrumah, has slammed the Mahama government for failing to cut any expenditure in its budget, despite claims to the contrary.

In an interview on Asempa FM’s Ekosii Sen show, Mr. Oppong Nkrumah pointed out that the NDC government had increased its expenditure from GHC 250 billion to GHC 291 billion.

“There has been no cut in the budget. When you look at the numbers, you’ll see that the government is spending more, not less.” he said.

He went on to explain that under the NPP, the government spent GHC 327 million for 8 agencies, but now, the NDC is allocating GHC 2.7 billion to compensation in its budget.

“This money can even be used to build Agenda 111 hospitals and banks. But instead, it’s being used for something else,” he said.

Mr. Oppong Nkrumah further criticized the allocation of GHC 50 million just for research under the Office of Government Machinery.

“They claim they have cut costs, but they need to show us where the cuts are. Just saying it won’t work. They need to be transparent,” he added.

The MP also raised concerns about the reduction in the number of agencies under the government machinery.

“When they were in power, we had 8 agencies. Now, they are left with only 4, and they want to explain this as a cut?” he questioned.

He also addressed the issue of the government claiming that NDC members were still looking for jobs, stating that the government had no plans to rehire but had, in fact, increased compensation at the Jubilee House from GHC 300 million to GHC 2.7 billion.

Meanwhile, the government has set a target of 4.4 percent inflation-adjusted GDP growth for 2025.

Minister for Finance, Dr. Cassiel Ato Forson, presented the projections during the unveiling of the 2025 Budget. He emphasized the government’s renewed focus on expenditure-led fiscal consolidation and structural reforms.

Supreme Court grants Akwatia MP Ernest Yaw Kumi contempt hearing

The Supreme Court, in a 4-1 majority decision, has ruled that Akwatia Member of Parliament (MP) Ernest Yaw Kumi is entitled to a Supreme Court hearing in a contempt case brought against him.

Justice Gabriel Pwamang dissented, while the remaining four justices on the panel supported the motion for the apex court to hear the matter.

The Apex Court has therefore adjourned the substantive case hearing to March 26, 2025.

The full ruling, according to the chair of the panel, will be made available on March 21.

The contempt of court hearing, which is an offshoot of the substantive case, has also been adjourned to March 26 for hearing.

Background

On Wednesday, February 19, 2025, the Koforidua High Court convicted the Akwatia MP for contempt after he defied an interim injunction barring him from being sworn in as a legislator. As a result, a bench warrant was subsequently issued for his arrest after he failed to appear before the court for sentencing.

In a motion for certiorari and prohibition, the MP argued through his counsel that the High Court judge made a jurisdictional error by assuming authority over the Parliamentary Election Petition for Akwatia Constituency before the Electoral Commission had published the Gazette Notification.

The MP sought a declaration that the Petition filed by Henry Boakye-Yiadom, the first Interested Party (IP), on December 31, 2024, was incompetent due to the absence of the Gazette Notification of the Parliamentary Election Result, rendering any order based on the petition void and ineffective.

Mr. Kumi also requested a declaration that the Contempt Proceedings and Ruling dated February 19, 2025, based on the premature election petition filed on December 31, 2024, were void and ineffective.

The MP petitioned the Supreme Court for a certiorari to quash the Koforidua High Court ruling dated February 19, 2025, the petition filed on December 31, 2024, and the interim injunction order on January 2, 2025, as well as the ruling on January 6, 2025, all stemming from the premature Election Petition filed on December 31, 2024.

Former Minister of Finance, Dr Mohammed Amin Adam, at a press briefing at Parliament, on Tuesday, March 11, 2025, claimed that the previous Nana Addo Dankwa Akufo-Addo government never introduced taxes on bet winnings, popularly called the Betting Tax.

Dr Amin Adam made this claim while reacting to an announcement by his successor, the current Minister of Finance, Dr Cassiel Ato Forson, on the cancellation of the Betting Tax and other tax measures introduced by the Akufo-Addo government, including the Electronic Transfer Levy (E-Levy).

The former finance minister laughed at the suggestion that the Betting Tax was going to be cancelled because it was not implemented in the first place.

“Ladies and gentlemen, we never collected the Betting Tax that they said they had abolished. We never implemented the Betting Tax, so to come and tell Ghanaians that you have abolished something that was never implemented is to deceive the people of Ghana,” Dr Amin Adam said.

Facts on Betting Tax

1. Introduction of Betting Tax by Ofori-Atta

Although there was a form of Betting Tax, which taxed the total revenues of betting companies and lottery earnings beyond a certain threshold, the Akufo-Addo government, through former Minister of Finance, Ken Ofori-Atta, introduced new elements to the tax, including the taxing of earnings from sports betting, which is essentially the bone of contention in this matter.

Ken Ofori-Atta, during the presentation of the 2023 Budget and Economic Policy Statement in March 2022, announced that the existing “taxation on betting and gambling and other games of chance” would be reviewed and that a “withholding tax on winnings will be reintroduced.”

Here are the exact words of the former minister on the Betting Tax:

“Mr Speaker, stakeholder engagements for the review of the taxation on betting and gambling and other games of chance, which commenced in 2021, were concluded. A tax on Gross Gaming Revenue will replace Corporate Income Tax and VAT in 2023, and a token withholding tax on winnings will be introduced. The procedures for implementation and required changes to relevant laws will be done in 2023.”

Following Ofori-Atta’s announcement, the Income Tax Act, 2023 (Act 1094), which introduced a “withholding tax rate on the realisation of assets and liabilities and winnings from lottery”, was passed to replace the Income Tax (Amendment) Act, 2015, Act 896.

The former minister, during his presentation of the 2023 mid-year budget review, announced the implementation of Act 1094, saying, “The implementation of tax on Gross Gaming Revenue has begun, replacing Corporate Income Tax and Value Added Tax on betting, gambling, and other games of chance.”

GRA announcing commencement of 10% Betting Tax:

Following his announcement, the Ghana Revenue Authority (GRA) announced 20% and 10% taxes on the revenue of lottery and sports betting companies and winnings, respectively, from August 15, 2023.

Before the implementation of Act 1094, there was a withholding tax of 5% only on lottery winnings above GH¢2,592 and not sports betting. So, the new law increased the rate to 10% for lottery earnings.

The GRA clarified that winnings from all the lottery covered sports betting, casinos, route operations, remote interactive games, marketing promotions, and other games of chance.

Confirmation of receipt of Betting Tax by the GRA:

The Domestic Tax Revenue Division (DTRD) of the Ghana Revenue Authority confirmed that it was implementing the Betting Tax (earnings on sports betting) in October 2023.

The Commissioner in charge of DTRD, Edward Gyambra, touting the amount of money the country can raise from the tax, said that the country earned GH¢15 million from its implementation within a month.

“During the first month of implementation, we averaged GH¢20 million for the GGR. As for the withholding tax, we’ve just started the betting season, but during the lean season, we averaged GH¢15 million. We anticipate this to quadruple by May,” he stated.

Evidence for betting slips:

Evidence from betting slips gathered by GhanaWeb online shows that the government was indeed charging the 10% withholding taxes on bet winnings.

Analysis

Dr Cassiel Ato Forson, during the presentation of the 2025 Budget, categorically indicated that the John Dramani Mahama government was going to cancel the implementation of the 10% withholding tax on lottery winnings, including the betting tax.

He said, “We will abolish the 10% withholding tax on winnings from lottery, otherwise known as the ‘Betting Tax’.”

The GRA, in its announcement of the implementation of the 10% withholding tax on lottery winnings, said the tax covered earnings from ‘sports betting’ and other games of chance.

So, Ato Forson was right in asserting that the ‘Betting Tax’ was being charged by the government.

Verdict

Dr Amin Adam’s claim that the Akufo-Addo government did not implement the Betting Tax was misleading.

All the evidence gathered shows that the Betting Tax was being implemented by the Akufo-Addo government, unless the former minister means something different from the ‘Betting Tax’ he referred to.

President John Dramani Mahama has directed all Chief Executive Officers and their deputies to declare their assets without delay.

He stated that these individuals would receive a letter from the Chief of Staff instructing them to promptly submit their asset declarations to the Auditor General’s office.

Speaking at the swearing-in ceremony of some ministers at the Jubilee House on Wednesday, March 12, 2025, President Mahama said, “Let me also remind you that the requirement to declare assets also includes all those who have been appointed as CEOs and deputy CEOs in government departments and agencies.”

“Some of those people think they are not included. The amended law includes all of them, so those who were rushing for positions, you are covered by the asset declaration rule, and so they should declare their assets as soon as possible,” he added.

This directive marks a significant move aimed at promoting transparency and accountability in public office.

The asset declaration requirement is mandated under Article 286(1) of the 1992 Constitution and the Public Office Holders (Declaration of Assets and Disqualification) Act, 1998 (Act 550).

These laws require public officials to declare their assets upon assuming office, every four years, and at the end of their tenure.

Takoradi (W/R), March 11, GNA – The Western Regional Communications Bureau of the National Democratic Congress (NDC) has expressed great optimism with the appointment of Madam Judith Adjobah Blay as the new Chief Executive Officer ( CEO) of the Ghana National Gas Company (GNGC) Limited.

“We interpret her new recognition as a strategic decision that affirms President John Dramani Mahama’s commitment to effective and beneficial management of the country’s natural resources.”

The Communications Bureau of the NDC also identified Madam Judith Adjobah Blay as an accomplished professional with over 20 years of experience in the energy sector, both at home and abroad.

This was in a statement issued by the Western Regional Communications Bureau of the National Democratic Congress, signed by the Regional Communications Officer Mr Richard Kirk-Mensah and copied to Ghana News Agency in Takoradi.

The statement said, “Well-grounded expertise in strategic leadership, policy development, and sustainable business practices make her a fitting choice for this critical role.”

“Indeed, her appointment marks a historic milestone as she becomes the first female Chief Executive Officer to hold such a vital position at Ghana National Gas Company Limited.

“We are particularly buoyed by her track record in managing multi-million-dollar projects, advocating local content development, and promoting regulatory compliance and operational excellence throughout her career since this knowledge will be essential in ensuring that Ghana Gas continues to play its role in the energy sector without any let.”

The statement expressed confidence that her leadership would bring innovative approaches and fresh perspectives to addressing the sector’s emerging challenges.

Man, 31, escapes lynching after stealing sheep at Bibiani

A 31-year-old man narrowly escaped lynching at Bibiani in the Bibiani Anhwiaso Bekwai Municipality of the Western North Region after allegedly stealing eight sheep.

The suspect, Kwasi Asamoah, a teaching intern at Juaboso D/A Primary School, is accused of stealing the animals from Oforikrom, a suburb of Bibiani.

Some livestock farmers told Adom News that sheep had been disappearing from the community, but efforts to catch the thief had been unsuccessful.

They, therefore, lodged a complaint with butchers at the Bibiani slaughterhouse to help identify the culprits.

Their efforts paid off when they visited the abattoir and spotted four of their missing sheep. Upon inquiry, the butchers revealed that Asamoah had sold the animals to them and promised to bring more.

The next morning, Asamoah returned with four additional sheep, making a total of eight. When confronted, the herdsmen identified all the animals as theirs.

The suspect was subjected to severe beatings before being handed over to the Bibiani police, despite his claims that three of the sheep belonged to him and that he was taking them to Kumasi for sale.

One of the butchers, Iddrisu Abdulai, disclosed that Asamoah had sold the animals for GH¢3,000.

Encourage public officers to work with urgency – Mahama tells deputy Ministers

President John Dramani Mahama has urged his ministers to incentivise public officers to work with the urgency required to fulfill the government’s four-year mandate.

Speaking at the swearing-in ceremony of Minister of State for Public Sector Reforms, Lydia Akanvariba, and 13 deputy ministers at the Jubilee House on Wednesday, March 12, President Mahama highlighted the difference in work pace between elected officials and public servants.

“There are two clocks we hear. For those of us elected by the people of Ghana to lead them, the clock we hear is the ticking of the fast clock of the four-year time frame given to us by the people of Ghana.

“The officers you will be working with in the public services have security of tenure, and they hear a more relaxed clock, and that clock ticks towards their retirement age of 60 years. They may therefore not be in as much a hurry as you,” President Mahama explained.

He, therefore, stressed the importance of ministers motivating public officers to align their work pace with the administration’s goals.

“You must therefore work to encourage and incentivize them to work at the pace of your four-year mandate that the people of Ghana have given to you.

“If you are able to let them see the urgency and the hurry in which this government is, we shall achieve success,” he stated.

Former Minister of Finance, Seth Terkper, has emphasised the need for an efficient transportation system to ensure the success of the new government’s proposed 24-hour economy.

He also stressed the importance of completing ongoing railway projects and integrating them with water transport to facilitate the movement of goods across the country and beyond.

In a video shared on X by JoyNews on March 12, 2025, Terkper stated, “One efficient way to ensure that a 24-hour economy works is by completing the railway projects and transporting goods efficiently.

“The goods can then move via the water lake to terminal points in the north. Perhaps an extension of the railway line could also transport goods to Burkina Faso and beyond. This would provide a more cost-effective means of moving containers and other cargo, rather than relying solely on road transport.”

His statement follows the introduction of the 24-hour economy policy proposed by the current government to strengthen the economy.

The 24-hour economy is a policy initiative by the Mahama administration aimed at encouraging and supporting certain businesses and companies to operate around the clock, preferably in a three-shift system of eight hours each.

This policy also seeks to create an enabling environment that promotes productivity, competitiveness, and well-paying jobs.

According to the government, the initiative will be implemented through efforts to modernise and mechanise agriculture, provide incentives for private sector growth, promote agro-processing and manufacturing, and transform Ghana into an import-substitution and export-led economy, among other strategies.

Ultimately, the policy aims to stabilise the local currency, reduce inflation and interest rates, create more employment opportunities, and improve livelihoods.

WAPCo’s gas supply to Ghana reduced over $20m debt

Energy Minister John Jinapor has revealed that the West African Gas Pipeline Company (WAPCo) has reduced its gas supply to Ghana to 60 million standard cubic feet per day (mmscfd) due to an outstanding debt of $20 million.

“As we speak today, WAPCo has curtailed gas supply to 60mmscfd because of an outstanding liability,” Jinapor stated at a media briefing on Wednesday, March 12.

He emphasised that despite the reduced supply, there will be no load shedding during this period.

“This is the official report I get on a daily basis, and so we are not shedding load. There is no load shedding, so we cannot publish a load shedding timetable when we are not shedding load,” he added.

The Energy Minister acknowledged the challenges faced by the country’s energy sector, attributing them to a weak transmission grid.

“Admittedly, we have inherited a very weak system. The transmission grid is very weak, and so the least opportunity, you will see some areas going off, which means that we need to strengthen the grid. We need to improve the primary substations, inject more substations, especially around the Kumasi enclave,” Jinapor explained.

He appealed to Ghanaians for patience as the government works to resolve the issues.

“We appeal to Ghanaians to bear with us. It is a very tight situation we have inherited but requires a bit of time to be able to resolve,” he concluded.

YEA CEO Malik Basintale explains decision to launch two job apps

The Chief Executive Officer of the Youth Employment Agency (YEA), Malik Basintale, has defended the agency’s decision to introduce two separate mobile applications to improve job access in Ghana.

His comments come in response to public criticism over the need for two different apps instead of a single platform.

Reacting to the concerns on Wednesday, March 12, 2025, Mr Basintale explained that the two apps are designed to serve different purposes.

“The first app is specifically for artisans and skilled workers such as plumbers, carpenters, tailors, masons, and electricians. This platform will make it easier for individuals and businesses to connect with professionals, both locally and internationally,” he posted on Facebook.

He added that the initiative is part of YEA’s plans to create job opportunities abroad through a new directorate, which will be launched in the coming days.

According to Mr Basintale, the app for artisans is being developed through a Public-Private Partnership (PPP). “YEA’s role is to provide trained skilled workers, while the private partner will manage the platform. This is expected to create over 100,000 jobs in the informal sector,” he noted.

The second app, he said, is YEA’s own Job Centre, which will link job seekers with employers across various industries. Unlike the first app, which focuses on artisans, the Job Center will serve a wider range of job seekers.

“This app will be easy to use, so anyone in Ghana can search for jobs without needing IT expertise,” Mr Basintale assured.

He also stressed that both apps will not cost YEA anything, addressing concerns about potential financial burdens on the agency.

Speaking to Joy News after his performance at the Kuchoko Roots Festival in Accra, Hill stated that wealth and fame can become dangerous distractions if not managed wisely.

“They’re musicians, and music and the gangster life never mix. They’re public figures, and they must stop and think about what they’re doing,” he stated.

Hill drew attention to past conflicts in the music industry, citing feuds between dancehall legends such as Bounty Killer and Beenie Man, Vybz Kartel and Mavado, and Shabba Ranks and Ninja Man.

He warned Stonebwoy and Shatta Wale against going down a similar path.

“If you’re making money, make your money and treat people well. Don’t buy guns because that’s where the next problem starts. The secret colonial ‘pinhole camera’ at Fort Amsterdam used to eliminate threats

The unique history surrounding Fort Amsterdam, a former colonial fort located at Abandze in the Central Region, has come to the forefront as GhanaWeb marks the celebration of Ghana Month.

According to Joseph Kofi Kakraba, the caretaker and tour guide at the fort, which is known for its rich history in the slave trade, the building had one unique pinhole that served as some sort of cameras at the entrance of the building.

In an exclusive interview with GhanaWeb’s Etsey Atisu, he said that the purpose of that pinhole was to allow soldiers to secretly verify and determine whether individuals attempting to gain access to the fort were a threat to them or not.

Kofi Kakraba indicated that the hole, which was so tiny it could hardly be seen, was almost undetectable by those who would be waiting at the door to be granted access into the compound.

“At the main entrance, you will wait till the door gets opened. As you are here waiting, the soldiers up there will be watching you through this hole [a small pinhole]. You may not even know about it because your concentration will be on the door for it to be opened,” he said.

Kakraba disclosed that once the soldiers identified that the individuals attempting to enter the fort were threats, they would quickly shoot them.

“When the soldiers see you at the door trying to misbehave, they will rather aim the gun and fire at you. The hidden hole was used as a camera,” he added.

The Fort Amsterdam is Britain’s first fort built in Africa.

Ghana to receive $1.32 billion from IMF, World Bank to fund 35% of budget deficit

The Minister of Finance, Dr Cassiel Ato Forson, has disclosed that the government is to receive a total of US$1.32 billion in financial support from the International Monetary Fund (IMF) and the World Bank to fund 35 percent of Ghana’s budget deficit in 2025.

According to the finance minister, US$720 million will come from the ongoing IMF Extended Credit Facility (ECF) programme, while the World Bank Development Policy Operation (DPO) will provide US$600 million.

“The cash deficit of GH¢56.9 billion is expected to be financed from both foreign and domestic sources. Total foreign net financing will amount to GH¢21.4 billion (1.5% of GDP). Foreign financing will include a provision for financing from IMF-ECF programme disbursements of US$720 million and World Bank Development Policy Operation (DPO) funding of US$600 million,” he stated.

The government expects to cover the remaining 65% of the deficit (GH¢36.9 billion or 2.6% of GDP) through domestic borrowing, mainly from short-term treasury bill issuance.

The IMF-ECF programme was introduced to help Ghana restore macroeconomic stability and debt sustainability, following years of fiscal challenges.

Similarly, the World Bank’s Development Policy Operation (DPO) is designed to support policy reforms and economic recovery efforts.

He added that the government is committed to fiscal discipline and sustainable debt management, assuring that the funds will be utilised efficiently.

Speaking in an interview with Kessben TV, Louis expressed his love for the talent in the GPL but admitted he does not want young players to endure the same difficulties he faced.

“I wish our league was filled with top-notch players, but I don’t want them to go through the same struggles I faced. It’s heartbreaking to see talented players discouraged and potentially turning to destructive habits,” he said.

He further revealed that his inability to earn much in the GPL, despite his long career, motivates him to encourage young players to explore opportunities outside Ghana.

“That’s why I always advise young players to prioritize their financial well-being. When choosing a team, consider the wages and opt for the best offer. Even if the pay is good in Ghana, don’t spend your entire career here—explore opportunities abroad,” he added.

Nonetheless, Louis urged the Ghana Football Association (GFA) to reform the GPL to ensure the country can retain its talent.

WAPCo’s gas supply to Ghana reduced over $20m debt

Energy Minister John Jinapor has revealed that the West African Gas Pipeline Company (WAPCo) has reduced its gas supply to Ghana to 60 million standard cubic feet per day (mmscfd) due to an outstanding debt of $20 million.

“As we speak today, WAPCo has curtailed gas supply to 60mmscfd because of an outstanding liability,” Jinapor stated at a media briefing on Wednesday, March 12.

He emphasised that despite the reduced supply, there will be no load shedding during this period.

“This is the official report I get on a daily basis, and so we are not shedding load. There is no load shedding, so we cannot publish a load shedding timetable when we are not shedding load,” he added.

The Energy Minister acknowledged the challenges faced by the country’s energy sector, attributing them to a weak transmission grid.

“Admittedly, we have inherited a very weak system. The transmission grid is very weak, and so the least opportunity, you will see some areas going off, which means that we need to strengthen the grid. We need to improve the primary substations, inject more substations, especially around the Kumasi enclave,” Jinapor explained.

He appealed to Ghanaians for patience as the government works to resolve the issues.

“We appeal to Ghanaians to bear with us. It is a very tight situation we have inherited but requires a bit of time to be able to resolve,” he concluded.

EC Chairperson proposes “simplified” e-voting system to reduce rejected ballots

Accra, March 12, GNA – Mrs. Jean Mensa, Chairperson of the Electoral Commission (EC), has proposed the adoption of a “simplified” e-voting system to address the problem of invalid or rejected ballots in Africa.

She suggested the use of a direct recording device that would allow voters to select their preferred candidate or party logo on a screen, instead of the traditional thumb-printing method.

Speaking at the Ninth Annual Continental Forum for Electoral Management Bodies in Accra on Wednesday, Mrs. Mensa expressed concern over the increasing rate of rejected ballots, noting it could influence election outcomes.

She said election management bodies must examine the complex factors leading to invalid votes and find solutions.

“In the ever-evolving era of technology, it is about time that we as a continent begin to consider more effective and efficient mechanisms for voters to cast their ballots,” she stated.

More than 40 representatives from electoral management bodies across Africa are attending the two-day Forum hosted by Ghana’s EC in Accra.

The Forum, organised by the African Union in collaboration with the Association of African Election Authorities, focuses on the theme: “All votes count: addressing the problem of invalid or rejected ballots in Africa.”

During the Forum, the heads of the participating bodies will share ideas to enhance the integrity of electoral processes and build public trust in the systems.

Mrs. Mensa revealed that discussions on adopting e-voting technology in Ghana had started but emphasized that the process “will not be rushed.”

She added that the Forum would explore global best practices and systems to reduce rejected ballots, alongside public sensitization and training for electoral officers.

Madam Sophia Akuffo, former Chief Justice and Member of the Council of State, warned that the rising rate of rejected ballots posed a threat to Africa’s democracy.

She urged governments, electoral bodies, and stakeholders to renew efforts to preserve public trust in the electoral process, saying,

“The democratic process of elections on our continent is at risk of being undermined by the increasing number of invalid or rejected ballots,” she said.

Mr. Fabio Bargiacchi, Founder and Executive Director of the European Centre for Electoral Support, called on African election management bodies to collaborate and share experiences to strengthen public trust in democratic institutions.

Data from the EC shows that between 1992 and 2020, one to three per cent of votes in Ghana’s national elections were rejected.

In the 2020 General Election, 2.33 per cent of ballots were rejected, and this dropped to 2.08 per cent in the 2024 General Election.

An audit by the EC on the 2020 rejected ballots identified high voter illiteracy, voter dissatisfaction with candidates, and excessive caution by electoral officers as key factors contributing to the issue.

Controversial U.S. based Ghanaian political commentator, Twene Jonas, has declared President John Dramani Mahama the ‘Kwame Nrkrumah of our time’ for reducing the tax burden on Ghanaians.

Speaking following the presentation of the 2025 budget and financial statement before Parliament, Jonas said the government abolishing the e-levy, betting tax and COVID levy is great news for Ghanaians.

According to him, the purpose of a government is to solve the problems of a population and not to rather saddle them with too much problems.

He slammed the previous NPP government for being wicked towards Ghanaians who were already suffering by imposing so many taxes on them. He said the worst part of it all is that the taxes were not used for the right reasons, but were wasted by the government.

Jonas praised Mahama for promising to abolish these taxes and doing so in such a short period, adding that just by reducing the suffering of Ghanaians, he has proven himself to be the Kwame Nkrumah of our time.

The Environmental Protection Authority (EPA) has interdicted Daniel Godsway and George Amoako over allegations of fraud, document alteration, impersonation, and forgery of official documents.

The two are accused of forging the signature of the Chief Executive Officer, Prof. Nana Ama Browne Klutse.

A memo sighted by GhanaWeb on Wednesday, March 12, 2025, and signed by Prof. Klutse, stated that their actions contravene the Criminal Code of 1960, Act 29.

“We have found that Daniel Godsway and George Amoako have unlawfully reproduced an official document bearing the signature of the Chief Executive Officer and willfully altered its contents to direct proponents to Room B13 instead of the designated reception area. This act constitutes an egregious misrepresentation of official authority, amounting to forgery, abuse of office, and a fundamental breach of fiduciary duty,” it stated.

The memo reaffirmed the EPA’s commitment to maintaining the integrity of its operations.

“Any unauthorised alteration or manipulation of official documents is deemed a severe violation of institutional policies and legal statutes and will not be tolerated under any circumstances.

“The Environmental Protection Authority remains committed to upholding the highest ethical and legal standards in its operations,” it stated.

The Member of Parliament for Oforikrom, Michael Kwasi Aidoo, has described the 2025 Budget presentation by the Minister of Finance, Dr. Cassiel Ato Forson, as neither surprising nor newsworthy.

Speaking in Parliament after the budget reading, he asserted that the majority of the content consisted of campaign promises made by the National Democratic Congress (NDC) government during the 2024 Election.

He emphasised that the budget offers no new revelations and comes as no surprise to Ghanaians.

“This budget is not surprising to any Ghanaian. We’ve heard consistently that they were going to take out E-Levy, COVID Tax, Betting Tax and Emission Levy and all these things. So, this doesn’t come as a surprise to anybody; it’s not news to anybody,” he said.

According to the MP, he had anticipated that the budget would inspire hope among Ghanaians but he said it was rather dominated by lamentations for nearly 30 minutes.

He also addressed the finance minister’s announcement regarding plans to uncap the GETFund programme.

“What I feel is that it was supposed to rather drive a sense of hope to Ghanaians. But then it didn’t really incite that hope that we expected. And the Minister of Finance came and continued to do the lamentations that the president did. He used almost 30 minutes to lament, almost half of the time, and went back to say the few things that they had already promised in their campaign. And then interestingly, they also mentioned that they were going to uncap GETFUND.

“That’s a very major issue that we need to look at. Because when you uncap GETFUND, which is meant for infrastructure, what is going to happen to our various education institutions?” he quizzed.

Govt spending rises by 16% amid fiscal consolidation concerns

Total appropriation for the 2025 fiscal year has increased by 16% to GHS 290 billion, up from GHS 250 billion in 2024.

This was captured in the maiden budget by the new John Mahama government presented in parliament on Tuesday March 11, 2025 by Finance Minister, Dr. Cassiel Ato Forson.

Although the government is pushing a fiscal consolidation agenda aimed at narrowing deficits, tightening public spending and stabilising the economy, it is ramping up expenditure to support priority infrastructure projects, social interventions and debt servicing obligations.

“Mr. Speaker, based on the resource allocations for the 2025 fiscal year, the total appropriation for the year ending 31st December 2025 is GHS 290,971,212,435,” Dr. Forson announced.

While total expenditure is projected at GHS 269.1 billion (20.7% of GDP), down from GHS 279.2 billion (26.0% of GDP) in 2024, the government anticipates revenue and grants of GHS 223.8 billion, equivalent to 17.2% of GDP. 

This represents a notable increase from GHS 186.5 billion (17.4% of GDP) in 2024, largely driven by non-oil revenue measures expected to contribute at least 0.5% of GDP.

Primary expenditure—excluding interest payments—is estimated at GHS 204.7 billion (15.8% of GDP), a sharp decline from GHS 232.4 billion (21.7% of GDP) in 2024.

This suggests an effort to rein in spending while maintaining essential government functions.

Ghana is still under a challenging economic landscape characterised by high debt levels, currency volatility and inflationary pressures. 

The 2025 budget figures signal an attempt to strike a delicate balance between expenditure rationalisation and developmental needs. 

However, the Finance Minister, Dr. Cassiel Ato Forson says, government will intensify revenue generation efforts through tax policy reforms and improved compliance measures to curb fiscal deficits.

The budget deficit is expected to narrow to 3.1% of GDP in 2025, down from 3.9% in 2024.

To achieve this, the government plans to intensify revenue generation through tax policy reforms and stricter compliance measures.

Sector Ministers are now expected to provide further details on allocations for spending commitments without derailing the broader fiscal consolidation roadmap.

Ghana’s GDP is projected to grow by 4.4% in 2025, with non-oil GDP expected to expand at an even stronger rate of 5.3%, signalling a push toward economic diversification. 

However, inflation remains a pressing concern.

The government has set an ambitious end-of-year inflation target of 11.9% for 2025, following a 2024 end-year rate where inflation rose to 23.8%—well above the initial 15% target.

For some market analysts, the government’s 2025 end-year inflation target is “a little aggressive,” citing Ghana’s struggle to tame inflationary pressures.

They warn that achieving this target will require significant effort but believes other macroeconomic goals are within reach.

“The inflation target of 11.9%, looks a little aggressive. We are currently just over 23% but you have to understand that we have really struggled throughout 2024 to reduce the inflation rate beneath the 22% mark. I think it will take a more aggressive policy”, Economist Prof. Patrick Assuming opined.

Ofori-Atta sues two Senior Police Officers for ‘raiding’ his home

Former Finance Minister Kenneth Nana Yaw Ofori-Atta has sued DSP Bismark Boakye Ansah and Chief Inspector Mensah AKA Sir Mensah for trespassing and breaching his right to privacy.

This follows a group of individuals, including some in military and police uniforms, raiding the residence of the former Minister on Tuesday, February 11, 2025.

The incident occurred in Cantonments while Ofori-Atta was reportedly out of the country. Some family members, including his wife, were present at the time.

According to eyewitness accounts and security footage, about 12 individuals were involved in the operation. Among them, five were dressed in military uniforms, one in a police uniform, and the rest in plain clothes.

It remains unclear whether any items were taken or what the motive behind the raid was.

Initial speculation suggested that the Office of the Special Prosecutor (OSP) was behind the operation.

However, during a press conference on Wednesday, February 12, Special Prosecutor Kissi Agyebeng categorically denied any involvement, stating that the OSP had not authorized or conducted any such raid.

In a writ of summons sighted by Citi News on Wednesday, Mr. Ofori-Atta noted that the defendants’ entry upon and conduct of the search of his property was trespassory and a breach of his right to privacy.

President John Dramani Mahama has charged newly appointed Deputy Ministers to uphold high standards of accountability, diligence, and commitment in their service to the nation.

Speaking at their swearing-in ceremony on Wednesday, March 12, he stated that although their roles demand both professional subordination and personal responsibility for Ghana’s collective success, much is expected from them.

“And from each of you who have been appointed as Deputy Ministers, much is expected from you. While your role as deputy ministers requires professional subordination in supporting your substantive ministers, I shall hold you to the same standards of accountability, diligence, hard work, and sacrifice,” he said.

The President reiterated the same cautions he had given to ministers, warning against arrogance, opulence, and neglect of duty.

He reminded the appointees of their obligation to promptly fulfill their assets declaration requirements and submit the necessary documentation to the Auditor General.

President Mahama further stressed the importance of fiscal responsibility, urging that any travel outside Ghana must pass the “essential travel test” and receive approval from the Office of the Chief of Staff. This measure, he noted, aligns with the government’s commitment to prudent resource management and efficiency.

Mahama likened the urgency of their mandate to a ticking clock, reminding them that, unlike public service officers who work towards a retirement age of 60, their time in office is limited to a four-year electoral term.

He urged the deputy ministers to work collaboratively with public service officials, encouraging and incentivising them to match the urgency of the government’s mandate.

“There are two clocks we hear for those of us elected by the good people of Ghana to lead them. The clock we hear is the ticking of the four-year time frame given to us by the people of Ghana. The officers you’ll be working with in the public service have security of tenure, and they hear a more relaxed clock ticking towards their retirement. They may, therefore, not be in as much of a hurry as you,” he explained.

In a recent development, after making headlines once again for undergoing a facial cosmetic procedure, Empress Gifty has returned to social media with more threats of lawsuits against those criticising her new appearance.

In a video circulating online, she responded to comments on her posts that claimed her new look appeared worse without makeup.

“No makeup, of course, I am not wearing makeup. I will be taking legal action against those tarnishing my hard-earned reputation. I will issue a lawsuit against some people next week. In this year 2025, I will start making use of the law, and you people will start respecting the brand ‘Empress.’ I will make good use of the law. So those who are fond of talking about me should continue,” she stated in a video making rounds online.

12 illegal miners, including three Chinese arrested in Tano Anwia Forest Reserve

A joint operation by the Rapid Response and District Monitoring Teams of the Forestry Commission (FC) in the Enchi Forest District has led to the arrest of 12 illegal miners and the seizure of an excavator and two gold detector machines in the Tano Anwia Forest Reserve of the Western Region.

The operation carried out on March 11, 2025, targeted Compartments 17 and 63 of the forest reserve, which has been under intense illegal mining activities in recent times.

Among the arrested individuals were three Chinese nationals, identified as:

Cheng Yung, 48 Yangedon, 40 Lengtar, 45. They were allegedly using an excavator for illegal mining, commonly referred to as “galamsey”, in Compartment 17 of the reserve.

Additionally, nine Ghanaian suspects were arrested while engaging in “dig and wash” activities in Compartment 63.

They include: Yaw Timothy, 20 Bonye George, 20 Joseph Ayoo, 23 Tanzon Mark, 20 Kofi Salifu, 23 Legosie Francis, 20 Justin Dakora, 20 Bismark Lebesue, 23 Boye Bedua, 26.

The suspects have been handed over to the Enchi District Police Command for further investigations and prosecution.

Meanwhile, the Forestry Commission is making arrangements to move the seized excavator to the Enchi Municipal Assembly premises for safekeeping.

This latest operation follows a similar exercise carried out on March 9, 2025, when the Forestry Commission, in collaboration with 30 military personnel, stormed the Tano Anwia Forest Reserve and seized eight excavators, one bulldozer, and a pump-action rifle in Compartments 17 and 20.

Commenting on the arrests, the Enchi Forest District Manager, Joseph Appiah Frimpong, reiterated the Forestry Commission’s commitment to fighting illegal mining and logging in Ghana’s forest reserves.

“The Forestry Commission will not relent in its efforts to protect our natural resources.

“I want to caution illegal miners and loggers to desist from these activities, as the Commission will remain relentless in pursuing them,” Frimpong warned.

He further emphasized that those caught engaging in illegal mining could face imprisonment, fines, or both if found guilty.

The Tano Anwia Forest Reserve remains a high-risk area for illegal mining, and authorities have vowed to intensify their operations to safeguard the environment from further degradation.

Ghana to maintain fiscal consolidation efforts in line with IMF program – Fitch Solutions

UK-based research firm Fitch Solutions has stated that Ghana is expected to maintain its fiscal consolidation efforts in line with its ongoing International Monetary Fund (IMF) program.

According to Fitch Solutions, it is unlikely that Ghana will withdraw from the IMF arrangement following unsuccessful renegotiation attempts, given the country’s reliance on IMF support for external stability.

“We think it is highly unlikely that the authorities will pull out of the programme following unsuccessful renegotiation attempts, given Ghana’s reliance on IMF assistance for external stability,” Fitch Solutions stated.

The firm emphasized that IMF funding remains critical for Ghana’s foreign exchange liquidity and underpins investor confidence in the country’s economic management, making it essential for macroeconomic stability.

Fiscal Tightening to Face Public Pushback

Fitch Solutions noted that while fiscal tightening will help stabilize the economy, it is likely to face public resistance. Despite inflation easing from a peak of 53.6% in January 2023 to 23.5% in January 2025, it remains well above the 10-year pre-pandemic average of 12.1%.

The combination of reduced government spending and a higher tax burden is expected to place further strain on household finances, fueling discontent among the population.

“This will keep protest activity high by historical standards, although we note that demonstrations will remain localized and short-lived, posing minimal risks to commercial operations,” Fitch Solutions added.

The Member of Parliament for Okaikwei Central, Patrick Yaw Boamah, has issued an apology to the public following former finance minister Mohammed Amin Adam’s claim that the previous government did not implement the betting tax.

The NPP MP has explained that the comments made by the former finance minister were taken out of context due to miscommunication, which the party will address soon.

In an interview with Lawson TV, Patrick Yaw Boamah emphasised that the former finance minister did not make an error, but rather, the communication of the issue was problematic.

“There is an issue, and we will delve into it by explaining our position. I don’t speak for him, but I believe there was a communication gap, which I hope he will address in his engagement with the press. I apologise to the youth for the miscommunication.

“We have betting, casinos, football bets, and more. The 10% withholding tax on gaming, often referred to as the betting tax, exists. However, the tax on winnings, which Amin Adam sought to explain, was never implemented,” he said.

During the presentation of the 2025 Budget Statement and Economic Policy on March 11, 2025, Minister of Finance, Dr. Cassiel Ato Forson, announced that the 10% withholding tax on bet winnings would be cancelled upon parliamentary approval.

Following this, Dr. Amin Adam addressed the media in Parliament, accusing the government of deceiving Ghanaians by abolishing something that was never implemented.

“Ladies and Gentlemen, the betting tax that they said they had abolished, we never collected. We never implemented the betting tax, so to come and tell Ghanaians that you have abolished something that was never implemented is to deceive the people of Ghana,” he stated.

Gov’t Has Frozen Public Sector Employment in 2025 Budget Despite Winning On Job Creation- Miracles

National Communications Officer of the New Patriotic Party, Dennis Aboagye Miracles has reacted to the government’s decision to freeze all public sector employment in the 2025 budget, despite promising Ghanaians economy that thrive on job creation.

The government of Ghana announced in the 2025 budget, a net freeze on employment in the public sector as part of measures to control wage bill. This means all recruitments and replacements into the public service will be put on hold, except in universities under strict budgetary constraints.

The budget document states that recent alignments and the collapse of some Ministeries, Departments, and Agencies(MDAs) have resulted in surplus labour, making it unnecessary to hire new employees. Additionally, there will be no extension of contracts for public officers, except in education sector. Instead, public institutions have been directed to restructure internally to fill understaffed areas and provide training for reskilling or upskilling employees.

Reacting to this announcement, Dennis Aboagye Miracles, criticised the decision, stating that the same government that won elections on the promise of job creation is now halting employment opportunities.

“The government that won elections on the back of job creation has effectively placed a ban(freeze) on public sector employment. They say Ghana has surplus labour, so they won’t hire anymore” he stated on Facebook.

His statement has sparked discussions on social media, with many questioning how the government intends to tackle rising unemployment if public sector jobs are no longer available.

We’ll Allocate $279m For Gold Exports – Finance Minister

The Finance Minister, Dr. Cassiel Ato Forson, has announced that the government will allocate a significant sum to support small-scale miners and bolster the country’s gold export industry.

Presenting the 2025 Budget Statement to Parliament yesterday, the Finance Minister revealed that the government would provide a Cedi equivalent of US$279 million as a revolving fund for the Ghana Gold Board (GOLDBOD).

According to him, this initiative aims to enable GOLDBOD to purchase and export a minimum of 3 tonnes of gold per week from small-scale miners.

Dr. Forson emphasised that this move is part of the government’s strategy to enhance the mining sector’s contributions to Ghana’s economy.

He explained that the revolving fund will help streamline the purchasing process and ensure that small-scale miners are able to tap into the full potential of the gold export market.

“This investment will not only strengthen our gold export capacity but also empower small-scale miners who are vital to the sector. With this revolving fund, we will ensure a steady and sustainable supply of gold, reinforcing Ghana’s position as one of the world’s leading gold exporters,” Dr. Forson said.

He stated that the fund is expected to stimulate economic growth, create jobs, and further solidify the gold sector as a cornerstone of Ghana’s export-driven economy.

8 Die, 6 injured in accident

Eight people died instantly and six others sustained injuries when a 15-seater Toyota Hiace mini-bus travelling from Kade to Accra last Thursday was involved in an accident on the outskirts of Akyem Boadua, a few minutes after the bus had taken off.

The injured persons are receiving medical treatment at the Akwatia St Dominic Hospital, while the bodies of the deceased, comprising seven women and one man, have been deposited at the morgue of the same hospital for autopsy and preservation.

An eyewitness, Samuel Kwabiah, who briefed the Daily Graphic at Boadua last Saturday, said the vehicle somersaulted five times and landed in the bush less than five kilometres after taking off from Kade.

He said the mangled vehicle lost its number plate in the fatal crash, meaning its registered vehicle number could not be ascertained in the immediate aftermath of the accident.

Mr Kobiah appealed to relatives of people, who travelled from Kade to Accra last Thursday, to visit the Akwatia St Dominic Hospital to identify the deceased and collect their remains for burial.

He stated that the driver of the vehicle could not be traced by the police, saying it was unclear at the time of granting an interview with the Daily Graphic whether the driver was alive or dead.

Quoting the Road Safety Committee, Mr Kobiah said 124 people lost their lives through road accidents on the Kade-Akyem Osenase portion of the Kade-Accra road last year, while eight persons had earlier died on the same stretch between January and March this year.

Some other theories, among other eyewitnesses, suggested that the driver in charge of the vehicle that was involved in the accident was new to the road.

Story behind Japanese architecture of University of Ghana buildings

Yaw Anokye Frimpong, a historian and lawyer, has given insights into why infrastructure of the University of Ghana were modelled with Japanese architectural adaptations.

According to him, the choice of architecture was informed by the university’s proximity to the Kotoka International Airport (KIA).

The style of architecture for the notable tertiary institution came up while he was speaking to the claim by NPP stalwarts Prof Aaron Mike Oquaye and the late Prof Adu Boahen that Joseph Boakye Danquah built the University of Ghana.

Addressing what he termed as a distortion in history on Onua TV’s “Maakye,” on March 10, 2025, he recounted events that led to the establishment of the University of Ghana.

He explained that the University College of Gold Coast was the operational tertiary institution at the time. He added that the institution remained so until July 1, 1960, when Ghana became a republic.

“If Nkrumah had not declared us a republic on July 1,1960, the charter and supporting documents needed to elevate the University College of the Gold Coast to an autonomous university would have hit a snug,” he said.

He cited a resistance from the then governor, Lord Listowel, as the main challenge.

“The University of Ghana was formally opened in 1961 after Kwame Nkrumah became president and presented the charter before Parliament to be approved. So, it’s Nkrumah who built the University of Ghana.

“In fact, after he acquired the land from Ga chiefs to build the University of Ghana. He was even advised against tall buildings because of the location of the University of Ghana,” he said.

He was told to ensure the buildings were short, since it was close to the Kotoka International Airport (KIA).

“He, therefore, adopted the Japanese architecture. which is short, to avoid compromising the air space which served as the channel for flights,” he said.
