$76m paid for NHIS system reflects actual work done

Former Minister of Health, Dr. Bernard Okoe Boye, has addressed recent claims regarding alleged financial irregularities in the Lightwave Health Information Management System (LHIMS) contract, stating that all payments made under the agreement corresponded to the work completed by the time his administration left office.

His clarification comes after Health Minister Kwabena Mintah Akandoh revealed that significant irregularities were discovered in the execution of the LHIMS contract.

Mr. Akandoh disclosed that the matter had been referred to the Attorney General for advice and possible action, following findings that suggested the contractor had received over $77 million despite completing less than half of the expected installations.

Dr. Okoe Boye confirmed that the total value of the Lightwave project was $100 million, explaining that about $76 million had been paid to the contractor in line with the progress of work completed.

“The whole work which they are doing is worth 100 million dollars. They have not been paid more than 100 million dollars. At the time we exited, our reconciliation with them showed that the amount of invoices they had raised and the amount of money they had received was equivalent to 76 million dollars,” he said.

According to the former minister, by the time approximately 450 facilities had been connected, the reconciliation indicated that the value of work executed amounted to about $66 million. This left a surplus of $10 million, which was treated as an advance payment in accordance with the contract terms.

“We sat down with them when we were there, and it was agreed that 10 million dollars would be treated as an advance certificate. In the contract, an advance certificate means money you have ahead of the job,” Dr. Okoe Boye stated.

The LHIMS platform was introduced to digitise and streamline healthcare information across facilities nationwide. The government has since announced plans to replace it with the Ghana Healthcare Information Management System (GHIMS) to enhance efficiency and ensure better data security.

The wife of Evangelist Papa Shee has popped up on social media in videos from their wedding, which have resurfaced online.

Papa Shee, the former highlife star turned evangelist, tied the knot with his fiancée in a private wedding ceremony in late December 2022.

Papa Shee and his wife first had their traditional wedding before proceeding to organise a church wedding.

A video showed Papa Shee wearing white kaftan and standing inside the living room of a two-storey house with other weddinggoers. GThey sang praises to God.

At the church wedding and reception, the former musician, dressed in an elegant, butterscotch-coloured kaftan. He stood beside his bride, who dazzled in a yellow ball gown adorned with embellishments. They stood at the high table with a pretty little girl.

While the Papa Shee wedding videos have been present on social media for about three years already, they have resurfaced amid the brouhaha surrounding Daddy Lumba’s marital life.

Since Lumba’s passing on July 26, 2025, there has been a tussle over who is supposed to perform the widowhood rites at his funeral, scheduled for December 6, 2025.

Akosua Serwaa’s suit against Daddy Lumba’s family

Daddy Lumba’s wife Germany-based wife, Akosua Serwaa, filed a suit seeking to be recognised as the late musician’s only surviving spouse and included the funeral preparations for her husband.

In her statement of claims, Akosua Serwaa accused Abusuapanin Kofi Owusu of sidelining her to the point that she only learned of the announced funeral date through social media.

She also dismissed the claim of Priscilla Ofori Atta, aka Odo Broni, who is known to have six children with the deceased, of being Daddy Lumba’s spouse, emphasising that she [Serwaa] remains the only woman legally married to the musician under German law.

The highlife legend’s family, in a letter signed by Fati Ali-Yallah of Baba Jamal & Associates, responded to Akosua Serwaa, stating that she had no authority to tell the family how to conduct the funeral.

Claiming that the first wife had returned her head drink, and thus traditionally dissolved her marriage with Daddy Lumba in 2018, the family declared Odo Broni as the only legitimate widow to undergo the widowhood rites.

Papa Shee supports Akosua Serwaa in dispute

Since the court proceedings started on October 16, 2025, Papa Shee has been one of the leading figures supporting Akosua Serwaa.

A close associate and family friend of Lumba, Papa Shee has maintained that Serwaa is the only wife of the late Highlife legend, adding that even though he had children with Odo Broni, they were never married.

In their latest appearance in court on Tuesday, October 28, 2025, Papa Shee displayed what he described as the marriage documents of Daddy Lumba and Akosua Serwaa to the press to buttress his point.

Independent committee to probe buiding collapse at Roman Ridge

The Ayawaso West Municipal Assembly has constituted a seven member independent committee to investigate Tuesday’s construction incident at “The Address” project site in Roman Ridge.

Speaking at a press conference in Accra on Wednesday October 29, the Ayawaso West Municipal Chief Executive, Dr Michael Mensah said the decision followed an emergency meeting with key stakeholders after the incident.

“We have set up a seven-member independent investigative committee made up of experts from the Engineering Council, Architects Registration Council, NADMO, the Ghana National Fire Service, and the Ayawaso West Municipal Assembly,” he said.

“Their mandate is to conduct a thorough and transparent investigation to determine the root cause of the failure and make recommendations to prevent future occurrences.”

The Assembly clarified that the event, which occurred at about 12:15 pm on Tuesday, October 28, 2025, did not involve a total building collapse as earlier reported. Instead, part of a first-floor podium concrete slab being cast gave way.

Fourteen workers sustained injuries and were rushed to the 37 Military and Ridge Hospitals following the incident. Twelve have since been treated and discharged, while two remain in stable condition.

The project is owned by Devtraco Plus Limited, and the Assembly confirmed that the developers possess a valid building permit.

“We want to assure the public that the site owners, Devtraco Limited, have a building permit. However, all work remains suspended pending the outcome of the investigation,” the MCE added.

The committee’s findings are expected to be concluded within two weeks and will be made public.

“The final report will guide stronger enforcement and compliance mechanisms across the municipality,” the MCE emphasised.

Authorities are urging the public and media to rely on official updates for accurate information as the Assembly works to ensure safety and accountability in the built environment.

Cardinal Wilfred Fox Napier, OFM, the Special Envoy of Pope Leo XIV, has praised Ghana for its vibrant church and progressive national development.

US Fed cuts interest rates for the second time this year

The Federal Reserve on Wednesday lowered interest rates for the second time this year in a continued bid to prevent unemployment from surging.

Fed officials voted for another quarter-point rate cut, lowering their benchmark lending rate to a range between 3.75% and 4%, the lowest in three years.

It is the first time since the Fed’s rate-setting committee was established in the 1930s that officials have set monetary policy while lacking an entire month of crucial government employment data due to a government shutdown.

While most Federal Reserve officials converged around a quarter-point cut at this month’s monetary policy meeting, Federal Reserve Chair Jerome Powell said Wednesday that officials are already beefing about what to do at the next monetary policy.

“There were strongly differing views about how to proceed in December,” he said at his post-meeting press conference, while stressing that no decisions have been made.

“I always say that. It is a fact that we don’t make (advanced) decisions, but I am saying something in addition here: That it is not to be seen as a foregone conclusion. In fact, far from it.”

The Dow and S&P 500 dipped into the red after Powell’s comment. The Dow fell by more than 200 points, or 0.45%. The broader S&P 500 fell 0.5%. The tech-heavy Nasdaq Composite fell 0.2%.

Air Traffic Safety Electronics Association Announces Strike

The Ghana Air Traffic Safety Electronics Association (GhATSEA) will commence an indefinite industrial action from October     30, 2025.

This was contained in a statement issued by the association yesterday and signed by Ing. David Annan Mensah. The action, the association stated, is “in accordance with Section 160 of the Labour Act, 2003 (Act      651).

The action will only be called off when all     outstanding matters are satisfactorily resolved, one of which is the removal from office of two top executives.

This action, according to the statement, “though regrettable, is the direct  consequence  of management’s neglect and lack of good faith engagement.” The association has nonetheless apologised to all local and international airline operators, passengers, and the travelling public for any inconvenience  this may cause.

The responsibility for any disruptions must   be placed       squarely on those who have ignored the legitimate      cries of the technical professionals who ensure the continuous safety and reliability of Ghana’s air navigation systems, according to the association.

Continuing, the association expressed special worry about what it regards as “the regimental and brazen posture adopted   by the Ag.       Director-General, Rev. Stephen Arthur, and the Ag. Deputy Director-General   (Technical), Mr. Theophilus Ago. The latter, the association noted, “shockingly conveyed   a ‘Do your worse’ stance.”

This level of insensitivity towards a body of highly skilled professionals whose daily work underpins the       safety and reliability of Ghana’s airspace is both unacceptable and intolerable, the association pointed out.

The association has called for a reset    in management’s approach       to labour relations and staff welfare.

“We therefore demand the immediate removal of       Mr. Ebenezer Sagoe     from his position and a comprehensive review and resolution of all outstanding issues that have   lingered for far too      long. The integrity of the Human Resource   office must be       restored to preserve industrial harmony and ensure the continued safe and efficient operation of the aviation system,” demands the association.

The association has endured, the statement noted, “a prolonged mishandling     of our legitimate       grievances by the  management of the   Ghana  Civil Aviation Authority (GCAA).

“Our patience has been stretched beyond measure, and the silence and inaction    on issues  that directly affect the morale,      motivation, and welfare of key technical    professionals, the Air Traffic  Safety Electronics Personnel       (ATSEP),    have left    us   deeply disgruntled, demoralised, and feeling neglected and disrespected.”

For years, GhATSEA, according to the statement, “has peacefully petitioned and engaged Ghana Civil Aviation Authority (GCAA) Management  on longstanding  matters relating to unfair salary administration, inequitable job placement,      and unresolved welfare challenges that have persisted   for over    fifteen (15)       years.”      These  concerns have been consistently mishandled, with the Director of    Human Resource, Mr. Ebenezer Sagoe, at the centre of the   mismanagement that has eroded confidence in that office, according to the statement.

The appeals of the association for fair treatment and structural       correction have fallen on deaf ears, leaving ATSEPs across all      regional airports feeling betrayed and      unappreciated      for their critical role in maintaining aviation safety.

The industrial action means that the       Availability, Accuracy,      Serviceability,  Reliability, and Integrity of Communication,       Navigation,      and Surveillance (CNS/ATM)      systems and    services which provide the backbone of    air  traffic safety cannot be guaranteed, rendering all airports unsafe for      local and international airlines   to  be cleared to take off and land countrywide.

 

Minority questions rush to appoint new CJ amid pending court case

The Minority in Parliament has questioned the government’s urgency in proceeding with the vetting to appoint a new Chief Justice while legal proceedings over the removal of Justice Gertrude Torkonoo remain unresolved.

Speaking on Joy FM’s Top Story on Wednesday, Member of Parliament for Gushegu, Alhassan Tampuli Sulemana, said the Minority’s concern is rooted in constitutional propriety and respect for judicial processes, not politics.

He questioned the rationale behind moving to fill the office of the Chief Justice while the legality of Justice Torkonoo’s removal is still before the courts.

“If you haven’t completed the process of reviewing the propriety and legality of her removal, how do you fill the office?” he asked.

He added, “It is very possible that the court may rule that the procedures leading to her removal were flawed, meaning she would have to be reinstated. So, what happens then?”

Mr. Tampuli stated that the country currently has an Acting Chief Justice, ensuring there is no vacuum or paralysis within the judiciary’s operations.

“Since Justice Torkonoo’s suspension in April 2025, the judiciary has continued to function. So we are saying, what is the haste? Whose wishes are we in a hurry to fulfill when there are pending cases before the same judiciary?” he questioned.

The Minority has since filed a motion urging the Speaker of Parliament, Alban Bagbin, to suspend the vetting of Justice Paul Baffoe-Bonnie, who has been nominated as the new Chief Justice.

They argue that proceeding with the vetting process while the matter is before the courts could breach due process and prejudice ongoing legal proceedings, potentially undermining public confidence in the judiciary and Parliament’s constitutional oversight role.

The Minority insists that the appropriate course of action is to allow the court process to conclude before any permanent appointment is made, in order to safeguard the integrity of both the judiciary and Parliament.

Police interdict officers caught in alleged bribery video

The Bono Regional Police Command has interdicted several police officers captured in a viral video allegedly accepting money from motorists.

The decision follows the emergence of a social media video showing the officers engaging in what appears to be acts of bribery while on duty.

According to a statement issued by the Command and signed by Chief Inspector Thomas Akeelah, Public Relations Officer for the Bono Region, the officers involved have been identified and placed under interdiction to pave the way for a thorough and impartial investigation into the matter.

The Command emphasised its determination to maintain the highest standards of professionalism, discipline, and accountability within the Ghana Police Service.

It assured the public that any officers found culpable after the investigations would face appropriate disciplinary and legal actions.

“The Command assures the public of its commitment to upholding the highest standards of professionalism and accountability among its personnel,” the statement read.

According to the charge sheet filed by the Attorney-General and Minister of Justice, Dr Dominic Ayine, Aludiba and the Head of Finance, Richard Sam-Asante, who were signatories to NAFCO’s account, allegedly caused a financial loss of GH¢50,879,210 to the state by transferring GH¢69,616,226.29 to Sawtina Enterprise, a company in which a Regional Manager of NAFCO, James Tieku-Apawu, is a shareholder.

Sawtina Enterprise was expected to purchase and supply food items to NAFCO. However, the Attorney-General alleged that only 20 per cent of the money was actually used by Tieku-Apawu for legitimate supplies, while Abdul-Wahab personally received more than GH¢50 million, leading to a significant financial loss to the state.

In addition to this, Aludiba is accused of stealing an extra GH¢10 million from NAFCO, which he allegedly transferred to companies belonging to himself and his wife, Faiza Seidu Wuni.

In total, Aludiba, his wife, Wuni, Sam-Asante, and two corporate entities — Aludiba Foundation, a non-governmental organisation, and Energy Partners Limited, in which Aludiba owns an 80 per cent stake — have been charged with 24 counts. These include stealing, causing financial loss, money laundering, using public office for personal gain, and the intentional dissipation of public funds.

The Finance Director of NAFCO, Sam-Asante, is currently on the run. The accused persons are expected to be arraigned before the High Court later this week.

Prosecution’s case

The Attorney-General’s facts indicate that, aside from the GH¢50 million, investigations revealed that between February 2017 and February 2019, a total of GH¢5,495,748.36 was paid from NAFCO’s funds to Aludiba Enterprise, a business owned by the former CEO.

The investigation established that Aludiba Enterprise was not a licensed NAFCO buying company and had never traded or dealt with the organisation. In July 2022, NAFCO also transferred GH¢251,050 into the bank account of Energy Partners Limited, even though the company had not rendered any services or supplied goods to NAFCO.

Additionally, the Attorney-General stated that Aludiba caused GH¢4,401,831.58 of NAFCO funds to be paid to one of his wife’s businesses, Alqarni Enterprise, under the pretext that the unregistered company had supplied food items to NAFCO, which was later found to be false.

Between February 2020 and November 2022, Aludiba is alleged to have made several deposits totalling GH¢13,213,501.52 into the bank account of Fa-Hausa Ventures, a business solely owned by his wife.

The prosecution said, “In fact, Fa-Hausa Ventures is the name and style under which Wuni trades. Investigations into the bank transactions of the business reveal that Aludiba, though not formally a partner in Fa-Hausa Ventures, is a signatory to the business’s bank account at the Republic Bank, Labone branch.”

“Further investigations into these deposits have established that the source of the monies was NAFCO, through the bank account of Sawtina Enterprise. Subsequent investigations revealed that the funds deposited into the Fa-Hausa Ventures account were used to purchase properties in prime areas of Accra, Tamale, and elsewhere,” the Attorney-General said.

The Attorney-General added that investigations had also shown that a significant portion of the funds in the Fa-Hausa Ventures bank account — in excess of GH¢161,459,987.27 — had been invested by Aludiba and his wife in financial instruments, securities, and other investment products for their personal benefit.

Sustaining Ghana’s recent macroeconomic gains will depend on tightly linking currency stability with increased domestic production and innovation, the Bank of Ghana has stated.

This was stressed in a speech delivered on behalf of the Governor of the Bank of Ghana, Johnson Asiama, by his advisor, John Kwakye, at the 14th Ghana Economic Forum in Accra organized by the Business and Financial Times.

According to the central bank, the progress made in consolidating macroeconomic stability must now be translated into structural competitiveness.

“Stability without production is unsustainable, and production without innovation stagnates,” Kwakye stressed.

He noted that recent improvements in sentiment, tighter monetary discipline, and recovery in key sectors demonstrate that Ghana’s macro framework has strengthened. However, he cautioned that stability on its own is not an end, and must now serve as a platform for productive transformation.

He said the value of a currency cannot be defended forever by intervention. It must be earned by what the economy produces.

The Bank of Ghana said its next phase of policy direction is to deepen the link between the real sector and macro stability by promoting value addition and supporting industrial growth. The Governor’s representative cited the emerging reforms in gold trading and reserves management under the new Gold Board Act as one example of how natural resources are being converted into strategic national assets rather than mere export commodities.

He added that innovation, particularly digital financial infrastructure and regulatory frameworks for fintechs, will be a core driver of competitiveness, lower transaction costs, and inclusion. These efforts amplify trust, transparency, and efficiency and when paired with a stable currency and a productive base, turn resilience into sustained growth, he said.

Beyond internal policy actions, the Bank also underscored the need for collaboration with government, financial institutions, and the private sector, especially in long term credit provision to manufacturing and agri processing.

Kwakye also warned that as Ghana approaches an election year, discipline must remain the guiding principle of economic management, observing that fiscal loosening or policy reversals could undermine recent gains. The gains achieved are not trophies to display but responsibilities to defend, he said.

The Bank of Ghana stressed that the continued expansion of productive capacity, supported by reliable energy, consistent regulation, and innovation adoption, will ultimately determine whether the cedi’s stability is durable. When stability, production, and innovation reinforce each other, growth becomes self sustaining, he emphasized.

“During my era, there was no social media but my songs went global. We are in the social media era but yet some artistes’ songs don’t trend despite the fact that they have the opportunity to make good use of social media. So, it won’t be fair to compare me to current artistes. People still jam to my music, so I can’t compare myself with any artistes,” he added.

A member of the National Democratic Congress (NDC) Communications Team, Hamza Suhuyini, has defended the Attorney General and Minister of Justice, Dr Dominic Akuritinga Ayine, amid criticisms over his recent media engagements on ongoing investigations.

The Minority in Parliament has accused Dr Ayine of incompetence and of breaching the constitutional rights of suspects by making prejudicial public comments before their trials.

He added that Dr Ayine has been careful not to comment on matters before the courts, arguing that his public briefings help keep citizens informed.

“The presumption of innocence is effective when you have a charge sheet before the court; that is why he’s refraining from running commentary. These press conferences are in line with democratic accountability,” he added.

Suhuyini maintained that the Attorney General’s approach enhances public trust in governance and ensures transparency in the administration of justice.

Apple has just joined an exclusive club: It just became one of the few publicly traded companies to surpass $4 trillion in market value, joining fellow tech giants Nvidia and Microsoft, both of which reached that milestone earlier this year.

Shares of Apple (AAPL) rose 0.1% Tuesday, continuing a sharp rebound, buoyed by strong iPhone 17 sales, including in China, a key market where the company has previously underperformed.

The trend is a reversal of Apple’s fortunes from earlier this year, when the company’s stock tumbled as it navigated a myriad of challenges, from President Donald Trump’s tariffs to AI product delays and pressure to build its smartphones domestically. It lost over $310 billion in market value in one trading day in April.

But the tech juggernaut’s rebound can be taken as a sign that the iPhone is still enough to excite consumers and Wall Street, even as the company falls behind in the AI race. That Nvidia, a critical AI chip provider, and Microsoft, a major player in the cloud market, beat Apple to $4 trillion underscores just how important AI has become to Wall Street. Record-breaking valuations have historically been Apple’s territory.

The company in August 2018 became the first publicly traded company to reach a $1 trillion valuation.

In August 2020, it became the first $2 trillion company, then crossed the $3 trillion threshold in January 2022 – but didn’t close at that level until June 2023.

Wall Street has been eager to cash in on the technology that some believe could be as foundational as the smartphone or the internet, with AI playing a bigger role in everything from office work to health care and education.

For now, however, the iPhone continues to propel Apple to new heights.

“It’s clear to us that (CEO Tim) Cook & Co. has finally found success with iPhone 17, and now the Street awaits for the grand strategic AI roadmap to be unveiled,” Wedbush Securities analyst Dan Ives wrote in an Oct. 20 note.

In a recent interview on Wontumi TV, Maurice Ampaw claimed that Ibrahim Mahama and GoldBod CEO Sammy Gyamfi would face severe sanctions by the New Patriotic Party (NPP) if they returned to power after the 2028 general elections.

He said President John Dramani Mahama’s younger brother would be subjected to the same fate as the NPP Ashanti Regional Chairman, Chairman Wontumi, has suffered under the NDC government over his alleged involvement in illegal mining activities.

He said:

“Ibrahim Mahama and Sammy Gyamfi will be hot if this current government changes. When we make allegations against you, we won’t need evidence. We will make you report to the security agencies every day,” he said.

“Mahama is going to struggle to protect the legacy of his brother [Ibrahim Mahama] if he destroys Chairman Wontumi,”

The controversial lawyer also called out some Ashantis for allegedly being subservient to Ibrahim Mahama because of his vast wealth.

Speaking on Kumasi-based Royal TV on Tuesday, October 28, 2025, Appiah Stadium, who has a close relationship with Ibrahim Mahama, claimed that he would live a better life as a servant to the business mogul than Lawyer Maurice Ampaw.

He took offence to the alleged claims the lawyer made about him despite being friends with him.

In a TikTok video, the lady’s sibling said her sister was posted to Metro Mass Transit (MMT) even though she opted for special posting.

The lady was unhappy with her posting, and according to her sister, she had been crying since she checked online.

“NSS just released the postings, and my sister has been posted to Metro Mass Transport, and she has been crying. She’s wailing, and it’s so sad. I think she even opted for a special posting, but when the thing was released, they posted her to Metro Mass.”

Her sister shared the story to ask what exactly service personnel do at the MMT, or if anyone could help them change the posting so her sister could stop crying.

In the comments section, one person who had interned at the MMT before explained that there are several departments at the place. She clarified that working at the MMT did not only mean one would drive a bus or be a conductor.

No building collapse at Roman Ridge — Engineering Council

The Ayawaso West Municipal Assembly and the Engineering Council, has clarified that the reported building collapse at The Address project site in Roman Ridge on Tuesday, 28th October 2025, was inaccurate.

The incident, according to the two institutions, involved the failure of a first-floor concrete slab being cast — not the collapse of a ten-storey structure.

In a joint press engagement on Wednesday, Ing. Isaac Bedu, Registrar of the Engineering Council, and a representative of the Ayawaso West Municipal Assembly explained that the incident occurred during the casting of a podium slab.

“Contrary to initial reports, there was no structural collapse of a ten-storey building. The event involved the failure of the first-floor podium concrete slab being cast.”

They confirmed that fourteen construction workers sustained injuries and were promptly transported to the 37 Military Hospital and Ridge Hospital for treatment.

As of Wednesday morning, twelve had been treated and discharged, while two remained in stable condition under observation at Ridge Hospital.

“We extend our best wishes for their full and swift recovery.”

Following the incident, the Municipal Chief Executive convened an emergency stakeholder meeting, which resulted in the formation of a seven-member independent investigative committee.

The committee, comprising technical experts from the Engineering Council, Architects Registration Council, National Disaster Management Organisation (NADMO), Ghana National Fire Service, and the Ayawaso West Municipal Assembly, has been tasked with conducting a “Thorough and transparent investigation to determine the root cause of the failure and to propose preventive measures.

“The committee will issue a comprehensive public report upon the conclusion of its work. Its findings will help strengthen enforcement and compliance mechanisms within Ghana’s construction sector.”

The public and media are urged to refrain from speculation and to rely on verified information from official sources.

“We reaffirm our commitment to upholding the highest standards of safety and accountability in the built environment within the Ayawaso West Municipality.”

The contractor, Devtraco Plus Limited, one of the country’s leading real estate developers, has also clarified that the incident at its Roman Ridge project site involved a temporary formwork failure and did not affect the building’s permanent structural integrity.

In a statement issued on Tuesday, 28th October 2025, the company explained that “A localised section of temporary formwork supporting freshly poured concrete gave way, affecting approximately 50 square metres of wet concrete during the casting of the first-floor podium slab.

There has been no structural failure. The incident was limited to temporary works (formwork props) used to support the slab during casting. The permanent structural integrity of the building remains intact.”

Devtraco further stated that all works on the project are being executed in accordance with approved designs supervised by certified consultants.

The company emphasised that its immediate priority was the safety and welfare of all personnel on site.

According to Devtraco, the affected area has since been cordoned off, and a joint investigation involving project consultants, safety officers, and contractors is ongoing.

The firm assured stakeholders of its “Unwavering commitment to the highest standards of safety, quality, and professional integrity,” adding that the company remains dedicated to delivering a world-class development to its clients.

The Ghana National Fire Service (GNFS) confirmed that its rescue team responded swiftly to the incident after receiving a distress call at 12:18 p.m. on Tuesday.

A team led by ADO I Minnoh from the National Headquarters arrived on site at 12:29 p.m.

The building was under construction by Fabrico Builders, a subsidiary of Devtraco Limited.

The government is positioning women in agribusiness as key drivers of economic transformation, Trade Minister Elizabeth Ofosu Adjare announced at the BAWCOF Annual Festival in Techiman.

Speaking at the Brong Ahafo Women Co-operative Cocoa Farming and Marketing Central Union (BAWCOF) Annual Festival in Techiman, Ofosu Adjare commended the Union for advancing women’s empowerment and promoting sustainable cocoa production under the theme Nourishing Women, Cultivating Lives.

Since its establishment in 2021, BAWCOF has supported more than 7,000 rural women cocoa farmers across nine cocoa districts, strengthening their role in cooperative marketing, leadership, and sustainable farming. Ofosu Adjare said this achievement aligns with government’s broader objective of building resilient agribusiness value chains that generate jobs and increase productivity.

She explained that restructuring the Trade Ministry to include Agribusiness and Industry was a strategic move to create stronger linkages between production and processing sectors, positioning women as central players in Ghana’s industrial growth.

“This is a symbol of the power of Ghanaian women to create value from the soil to the table,” Ofosu Adjare said.

The Minister outlined several flagship initiatives, including the Feed the Industry Programme, which aims to raise factory capacity utilization from 30 to 80 percent by directly connecting smallholder farmers, especially women, to agro processors through structured contracts.

Government interventions also include tax incentives for agro processing machinery, support for local equipment manufacturing through the GRATIS Foundation and the Rural Enterprise Programme, and value chain financing under the Ghana Incentive Based Risk Sharing System for Agricultural Lending (GIRSAL). Ofosu Adjare added that ongoing investments in cold chain infrastructure could generate nearly 900 million dollars annually from the fruits and vegetables sector.

She revealed that her Ministry is finalizing a National Agribusiness Policy to integrate value chains, promote inclusiveness, and ensure that women farmers and agripreneurs have a strong voice in national policy design.

During her visit, Ofosu Adjare toured an agribusiness exhibition and praised the creativity of women entrepreneurs. She also presented trophies to winners of a cooking competition.

Eric Opoku, Minister for Food and Agriculture, also lauded women’s contribution to Ghana’s agriculture, noting that they account for 52 percent of the agricultural labour force, 70 percent of food production, and 90 percent of the processing and marketing workforce.

He donated 40,000 cedis to support BAWCOF’s operations and emphasized the importance of value addition in maximizing returns for farmers. Opoku said the integration of agribusiness into the Trade Ministry was a critical step toward ensuring that Ghanaian farmers benefit more fully from their produce.

The festival drew hundreds of women farmers, cooperatives, traditional leaders, and stakeholders from across the cocoa value chain to celebrate progress and explore new opportunities for inclusive and sustainable growth in the sector.

Supreme Court dismisses motion to bar Justice Nyadu from Adu-Boahene trial

The Supreme Court has dismissed a motion seeking to stop Justice John Eugene Nyante Nyadu from presiding over the trial of former Director-General of the National Signals Bureau (NSB), Kwabena Adu-Boahene, who is accused of causing a financial loss of GH₵49 million to the state.

In a unanimous decision on Tuesday, October 29, a five-member panel of the Court, chaired by Justice Avril Lovelace Johnson, ruled that the application lacked merit and failed to meet the legal threshold required to prohibit the trial judge.

On October 22, 2025, Adu-Boahene, through his counsel, Samuel Atta Akyea, filed the motion invoking the Supreme Court’s supervisory jurisdiction, alleging that Justice Nyadu had demonstrated bias against him.

He argued that the judge’s earlier rulings on the relevance of certain evidence requested from the Attorney-General suggested a prejudgment of the case and undermined his right to a fair trial under the 1992 Constitution.

Adu-Boahene further contended that the court’s decision to conduct hearings from 9 a.m. to 4 p.m. reflected an unusual interest in the matter, which, in his view, compromised the judge’s impartiality.

The prosecution alleges that Adu-Boahene and a co-accused, Adjei-Boateng, diverted GH₵49 million meant for the purchase of software for the state into their private company through a network of firms ultimately controlled by ASL.

He has pleaded not guilty to charges including defrauding by false pretences, wilfully causing financial loss to the state, using public office for personal gain, and obtaining public property by false pretences.

His wife, who has also been charged,with counts of collaborating to use public office for personal gain, conspiracy to launder money, and money laundering.

KMA announces city-wide clean-up exercise on November 1

The Kumasi Metropolitan Assembly (KMA) has announced a city-wide clean-up exercise scheduled for Saturday, November 1, 2025, as part of efforts to promote cleanliness and public health in the metropolis.

The exercise, which starts at 6:00 a.m., forms part of the government’s vision to undertake monthly nationwide clean-up activities.

It is expected to bring together residents, traders, and transport operators to help make Kumasi cleaner and more environmentally friendly.

According to the Assembly, the clean-up will focus on key parts of the Central Business District and surrounding areas.

The operational zones include Zoo Roundabout through Pampaso to Otumfuo Roundabout, Otumfuo Roundabout through Acheamfour Market, MTN Roundabout to St. Louis College, Otumfuo Roundabout to Dr. Mensah, Boss FM through Central Market, Asafo Interchange, and Asafo Market stretch, as well as Roman Hill Down through Aboabo Station to Alabar.

During the exercise, all trading activities and vehicular movement within these areas will be suspended to ensure smooth operations.

The KMA urged all traders, commercial drivers, and residents to comply with the directive and actively take part in cleaning their surroundings.

The Assembly announced that if traders and shop owners participate fully, the exercise will end at 11:00 a.m.

However, those who fail to take part will have their shops and trading activities remain closed until 2:00 p.m.

Experts Demand Pension Indexation Policy Reform

Ghana’s pension adjustment policy is deepening income inequality among retirees and threatening system sustainability, a new study by the Africa Center for Retirement Research warns.

The Africa Center for Retirement Research (ACRR) analysis shows that Ghana’s pension adjustment method, which awards the same fixed rate of increment to all pensioners regardless of income level, disproportionately benefits high income retirees while offering little financial protection to low earners. According to the report, this practice is worsening poverty among older Ghanaians and undermining the social security scheme’s fiscal balance.

Abdallah Mashud, head of the ACRR research team, said the current indexation policy fails to protect the poor and puts pressure on the financial sustainability of the pension system.

“Reform is urgently needed to ensure equity and adequacy,” Mashud said.

The study, which surveyed 1,700 pensioners across all 16 regions, revealed that three in every five Ghanaian pensioners live below the poverty line, struggling to survive on less than two dollars a day. More than 70 percent of respondents said their current benefits are insufficient to meet daily expenses, while 78 percent believe the pension indexation policy does not reflect real cost of living increases.

The ACRR notes that although the minimum pension value has increased periodically since 2000 and even doubled in some years, such as 2013 and 2014, the overall impact on poverty reduction remains limited. The current minimum pension, pegged at 300 cedis per month, is considered grossly inadequate given inflationary pressures and rising living costs.

The existing indexation method lacks an inflation adjustment mechanism and fails to account for the financial vulnerabilities of low income retirees. Awarding a uniform fixed rate to both privileged and poor pensioners ignores income disparities and exposes the Social Security and National Insurance Trust (SSNIT) to inflationary risks, Mashud warned.

The report highlighted that this approach has led to financial stress within the SSNIT scheme, as benefit adjustments are not aligned with revenue growth or actuarial projections. ACRR’s findings further cited the last three actuarial valuation reports from 2014, 2017, and 2020, which all raised concerns about the scheme’s medium to long term solvency if reforms are not implemented.

Speaking at the Friedrich Ebert Stiftung (FES) ACRR stakeholder engagement on Alternative Pension Indexation Models held in Accra, experts, trade union representatives, and policymakers agreed that Ghana’s pension policy requires a comprehensive overhaul. Participants recommended a differentiated indexation system that ties benefit adjustments to inflation trends and wage growth, a model already adopted by several Organisation for Economic Co-operation and Development (OECD) countries.

Mashud emphasized that such a reform would not only reduce old age poverty but also strengthen social protection and restore confidence in Ghana’s pension administration. Ghana must transition toward a more progressive and fiscally responsible indexation policy that balances adequacy and sustainability, he noted.

Experts are urging the Ministry of Employment and Labour Relations, SSNIT, and the National Pensions Regulatory Authority (NPRA) to implement the recommendations of past actuarial reports and establish a clear framework that aligns pension adjustments with macroeconomic indicators such as inflation, GDP growth, and wage trends.

Wode Maya’s post adds to the national debate started by a viral video showing a young girl crying as her long hair was cut off before she could begin her first year at Yaa Asantewaa Girls’ Senior High School.

The video, filmed by a barber and shared on social media, showed the student’s distress as her mother stood by during the haircut.

Responding to the issue, the Minister of Education, Haruna Iddrisu, said, during an address at the Mawuli Senior High School’s 75th anniversary celebration in the Volta Region on October 25, 2025, that authorities were not prepared to allow students to keep long hair in senior high schools.

He added that educational institutions were not meant to be beauty platforms.

According to the minister, “education authorities are not going to tolerate any long hair today or tomorrow.”

Atta Akyea reacts as SC dismisses Adu-Boahene’s request for trial judge’s removal

Samuel Atta Akyea, the lawyer of embattled former Director-General of the National Signals Bureau (NSB), Kwabena Adu-Boahene, has expressed his disappointment with the Supreme Court’s dismissal of an application to get the judge overseeing the ongoing trial of his client removed.

Speaking to the media after the Supreme Court ruled on Wednesday, October 29, 2025, Atta Akyea noted that even though he was disappointed with the decision, he remains resolute.

“I’m disappointed but not discouraged. We will see how the case will travel,” he told the media.

He indicated that he would continue with the case and ensure that the right procedures are followed.

“It doesn’t move me at all. The only persuasion a judge should have is the law. I’m not going to have a banter with him; I’m not going to fight with him or anything. I’m just going to project the law,” he said.

The former Member of Parliament for Akim Abuakwa South hinted that he would apply for a review of the Supreme Court’s ruling, adding, “This is a 5-0, so that is a tall order. We will soldier on.”

GH¢49m NSB Case: Supreme Court dismisses Adu-Boahene’s request for trial judge’s removal

Adu-Boahene, through his lawyer, filed an application asking the apex court of the land to prohibit the High Court judge from hearing the case, accusing him of bias.

But the Supreme Court, in a 5-0 unanimous decision, dismissed the application, according to multiple reports.

Kwabena Adu-Boahene, his wife, Angela Adjei-Boateng, and their company have been slapped with 11 charges for allegedly transferring GH¢49 million (approximately $7 million) from the bureau’s account to their personal account.

Addressing the press on Monday, March 24, 2025, Attorney General and Minister of Justice, Dr Dominic Akuritinga Ayine, stated that Adu-Boahene was implicated in the unauthorised transfer of $7 million, originally allocated for cybersecurity infrastructure, into his private accounts.

“In his capacity as Director of the National Signals Bureau, Mr Adu-Boahene, on January 30, 2020, signed a contract on behalf of the Government of Ghana and the National Security on the one hand, and on the other hand, an Israeli company named RLC Holdings Limited. The contract was for the purchase of a cyber defence system software at a price of $7 million,” the Attorney General said.

Kejetia Market settles GH¢3.5 million legacy electricity debt

Kejetia Market has fully settled a GH¢3.5 million legacy electricity debt owed to the Electricity Company of Ghana (ECG), ending a six-year stand-off that strained relations between traders and market authorities.

The settlement marks a significant milestone for the Kejetia Market, restoring its creditworthiness and paving the way for improved collaboration between traders, management and ECG to ensure uninterrupted power supply to the bustling commercial hub.

The debt, described as a legacy liability, had persisted due to mistrust between traders and the previous leadership of Kumasi City Markets Limited (KCML), the company managing the facility.

Traders reportedly withheld payments for years, fearing that funds collected would be misappropriated rather than used to settle the debt.

Public Relations Officer of the Kumasi City Market Traders Union (KCMTU), Emmanuel Kwarteng, told the Business & Financial Times (B&FT) that the breakthrough came after the Ashanti Regional Minister, Dr Frank Amoakohene, intervened by establishing an Interim Management Committee (IMC) to restore confidence and address the impasse.

“The traders lost trust in the former management and refused to contribute toward the payment. The Regional Minister set up an interim team, led by Ofori Atta as Chairman, with James Nyarko in charge of operations and Nana Amankwah Prempeh as Security Coordinator. Chairman of KCMTU, Johnson Kwabena Ankrah, representing the traders, met with ECG and renegotiated the debt into instalments,” Kwarteng explained.

He added that under the new arrangement, traders made consistent monthly payments, successfully clearing the GH¢3.5 million debt within six months. The final instalment was paid in September 2025 to ECG’s Adum District Office.

Meanwhile, the ECG confirmed the full settlement of the amount, noting that Kejetia Market now stands debt-free. During a recent public hearing by the Public Utilities Regulatory Commission (PURC) in Kumasi, Ashanti West Regional Manager of ECG, George Amoah, answering a question, disclosed that the company has made progress in addressing arrears owed by various institutions, including metropolitan, municipal and district assemblies (MMDAs).

He noted that as of the end of December 2024, no ministry, agency or department owed ECG since most of them are now on a prepaid metering system.

However, with regard to sensitive government agencies—such as hospitals, military units and research centres, the government is fully covering their electricity consumption, ensuring ECG’s financial sustainability.

“Kejetia Market, which used to owe several millions of cedis, has cleared all existing debts as of September this year. They no longer owe ECG,” Amoah said.

Finance Ministry warns agencies to remit withholding taxes promptly

The Ministry of Finance has urged all government agencies to ensure the timely remittance of withholding taxes deducted from their suppliers to the Ghana Revenue Authority (GRA).

The warning follows revelations by the Auditor-General that the National Lotteries Authority (NLA) failed to remit more than GHC4 million in withholding taxes for the years 2022 and 2023.

Speaking during the Public Accounts Committee meeting on Wednesday, October 29, 2025, Deputy Minister of Finance Thomas Ampem Nyarko stressed that delays in remitting withheld taxes deny the state crucial revenue needed for development.

“The situation where we withhold taxes from vendors, suppliers, and others and fail to pay promptly flouts our laws. And it is important that our agencies set up and pay to GRA promptly when they withhold.

“But I’m very happy that you are taking this exercise, and it should serve as a lesson to all withholding agents that when you withhold taxes, they are not yours. You have to remit them promptly. You have to pay them promptly to the Revenue Authority,” he said.

According to the Auditor-General’s report, the NLA withheld a total of $1,445,825 in taxes from suppliers and vendors but failed to remit the amount to the GRA.

Armed robbers who forced Chinese national to transfer GH₵30,000 mobile money at gunpoint jailed 20 years

Three men have each been sentenced to 20 years imprisonment for robbing victims at gunpoint and forcing a Chinese national to transfer GH₵30,000 through mobile money during an armed attack on the Jacobu–Anwiankwanta road in the Ashanti Region.

The Bekwai Circuit Court, on October 27, 2025, convicted the three—Peter Boadi (also known as Kwao Ziggy), Daniel Kwaku Owusu, and Eric Kwaku Danso—for conspiracy to commit robbery and robbery.

According to a statement issued by the Ghana Police Service on Tuesday October 27, 2025 , the convicts carried out the attack at Fiankoma near Jacobu on April 29, 2024.

They robbed their victims of two iPhones and GH₵7,000 in cash, before forcing one of them, a Chinese national, to transfer GH₵30,000 via mobile money to another account.

The statement said the Ashanti South Regional Police Command arrested the suspects between June and September 2024 after a series of intelligence-led operations.

During the arrest, police retrieved one foreign-made Bruni pistol, a locally manufactured pistol, and several rounds of ammunition from Boadi’s residence at Obuasi Bogobiri.

These items were kept as evidence during the trial.

The Police commended the officers who handled the investigation and reaffirmed that it will continue to pursue offenders and ensure they face the full rigour of the law.

This follows his successful enstoolment at Jukwa, the traditional seat of the Denkyira Kingdom. 

The historic homecoming on Wednesday, October 29, is expected to draw thousands of residents, traditional leaders, and well-wishers from across the Denkyira State and beyond.  

The journey from Jukwa to Abankesieso marks a significant cultural event, symbolizing the continuation of Denkyira’s royal lineage and the reaffirmation of unity among its people. 

In preparation for the grand arrival, residents of Abankesieso and surrounding communities have been cleaning streets, decorating homes, and rehearsing traditional dances to showcase their cultural heritage.  

The town’s atmosphere is already charged with joy, as drumming and singing echo through the streets in anticipation of the Omanhene’s arrival. 

“We have been waiting for this day with great excitement, said Mr Smith Ansah, a retired head teacher of Mfuom Primary School.  

“The installation of Odeefo Boa Amponsem IV represents a new dawn for Denkyira, and we are ready to receive him with open arms,” he added. 

Market women, youth groups, and cultural troupes have also pledged to play active roles in the ceremony.  

The event is expected to feature a colourful durbar of chiefs and people, where the new Omanhene will be officially received, blessed, and introduced to the larger Denkyira community. 

A historic visit to the ancient river ‘River Offin’ will be witnessed as the King makes his first appearance to the river gods.  

Odeefo Boa Amponsem IV’s journey to Abankesieso follows the time honoured tradition of Denkyira kings, who after being enstooled at Jukwa, proceed to Abankesieso to be presented to their people as the legitimate ruler of the Denkyira Kingdom. 

The Denkyirahene succeeds the late Odeefo Boa Amponsem III, who reigned for over five decades and left behind a legacy of peace, wisdom, and development.  

Many residents believe that Boa Amponsem IV will build on his foundation to promote unity, culture, and progress across Denkyira. 

As the town of Abankesieso prepares to host one of the most anticipated royal events in recent memory, the spirit of pride and togetherness among the Denkyira people remains strong, and a testament to their enduring respect for tradition and their optimism for a brighter future under the leadership of Odeefo Boa Amponsem IV.

Egyptian Envoy Visits Eco Technical Institute In Accra

The Egyptian Ambassador to Ghana, Wael Fathy, has assured his outfit’s support to the Eco Technical Institute, specialised manufacturers of high-tech furniture, to enhance its production.

Speaking after touring the institution’s facility at Spintex in Accra, Ambassador Fathy applauded the leadership of the institute for its enhanced technical craftsmanship, emphasising that technical vocational training skills is the way to go.

“It gives me great pleasure to visit Eco Tech today and all the projects. We are here to help the Ghanaian people and government to achieve success. Having toured the facility, I’m very impressed,” he said.

He added that both nations have historical relations between them. “We are working towards facilitating visas between both countries, and we will train a lot of technicians to present their experience to the Ghanaian people,” he stated.

His country, he went on, will help in capacity building of Ghanaians.

“We have a lot of institutes and authorities in Egypt that are working in capacity building and training, so we are very keen to transfer our experience to our brothers in Ghana,” he added.

He further mentioned that the new government in Ghana is doing a great job to enhance the economy as well as creating job opportunities for all Ghanaians.

Egypt, according to him, has expertise in the production of handicraft and the management of small enterprises, knowledge which he said his country would like to impart to Ghanaians.

President and Chief Executive Officer (CEO) of the Eco Group of Companies, George Oti Bonsu, expressed optimism of the ambassador’s assurance to support the institution.

He emphasised that when support from agencies and government institutions are provided, more youth will be equipped with the training skills and this, according to him, will address youth unemployment.

According to a police statement signed by Chief Inspector Thomas Akeelah, Public Relations Officer of the Bono Regional Police Command, the incident occurred on October 26, 2025, when a group of about 200 suspected illegal chainsaw operators, armed with guns and machetes, attacked the guards at the timber concession site.

The complainant, identified as Ibrahim Issah, a 41-year-old security guard with the company, reported the attack to the police.

The deceased have been named as Sani Aliyu, aged 34, and Ibrahim Musa, aged 35. Both were reportedly killed during the violent assault.

Police officers who visited the scene found the two bodies lying approximately 100 meters apart, each with multiple gunshot wounds. A Toyota pickup truck with registration number GT 3079-17, belonging to the company, was also discovered burnt beyond repair.

The bodies of the deceased have since been conveyed to the Dormaa Presbyterian Hospital morgue for preservation and autopsy.

The Bono Regional Police Command has intensified efforts to apprehend the perpetrators and bring them to justice. It further cautioned the public against engaging in violent and unlawful activities, urging individuals and groups to resolve disputes through lawful and peaceful means.

Chief Inspector Akeelah reaffirmed the Command’s commitment to maintaining law and order and assured the public that every effort is being made to ensure that those responsible for the killings are held accountable.

Presidential Staffer and former General Secretary of the Convention People’s Party (CPP), Nana Yaa Jantuah, has weighed in on the controversy surrounding the student hair policy.

According to her, the policy needs to be revisited, as allowing students to grow their hair could serve as an avenue to help address unemployment.

Speaking in an interview on UTV on October 29, 2025, Jantuah explained that it could create job opportunities for people if students are permitted to keep their long hair.

She stated that salons could be set up in schools under strict supervision, where female students could go to have their hair neatly braided.

“It [growing of hair] can even create jobs for some people. They can set up [saloons] at the house mistress’ house under supervision. We have ways of doing some of these things. Two people can set up small salons to be braiding hair,” she explained.

To buttress her point, Jantuah drew on her experience during her secondary school days.

She recounted that, at the time, some of the students braided each other’s hair, dismissing concerns that long hair could be a distraction to students.

She also shared that cutting women’s hair poses serious risks to their mental state by causing psychological trauma.

“Those days in Form five, we used to braid hair of those in the sixth form in the dormitory. Didn’t these same people not further to the tertiary level? … It even helps you to learn a skill. Some of these student braiders went on to become great hairdressers.

“Hair is the human right of a woman, and from a very tender age, we cherish it. Nobody has asked us about the psychological trauma we go through when our hair is cut. Sometimes, when hair is cut, you tend to lose interest in learning because you feel something has left you. I am talking about my own experience,” she added.

She has, therefore, called for a review of the policy instituted by the Minister of Education, Haruna Iddrisu.

The minister warned that students with long hairstyles will not be tolerated in Senior High Schools (SHS), insisting that discipline and proper grooming remain non-negotiable.

He made these comments while delivering a speech during Mawuli Senior High School’s 75th Anniversary on Saturday, October 25, 2025.

“There is an ongoing debate on social media about haircuts, hairstyles, and hair lengths in secondary schools. We will not tolerate it today. We will not tolerate it tomorrow. And so long as we are molding character, if we give in to hair today, tomorrow it will be shoes, and the next day, it will be the way they dress.

The Chairperson of the Public Accounts Committee (PAC) of Parliament, Abena Osei Asare, has commended the acting Chief Executive Officer of the Minerals Income Investment Fund (MIIF), Justina Nelson, for her forthrightness, competence, and commitment to institutional reform.

At the Committee’s sitting on October 29, 2025, to review the Auditor-General’s Report on MIIF for the year ended December 31, 2024, Nelson impressed members with her detailed responses to audit queries, demonstrating a sound grasp of financial regulations and proactive efforts to address infractions inherited from the Fund’s previous management.

Osei Asare particularly praised Nelson for displaying both honesty and technical depth as she answered a barrage of questions from committee members.

“I’m not commending you because you are a woman but because you’re competent,” she said.

“You came well prepared. You quoted the sections; you knew what you had done, what you hadn’t done, and what you couldn’t do in your capacity,” she added.

Nelson appeared before the Committee with members of her management team, including Chief Finance Officer, David Awuah Mensah; Director of Internal Audit, Martin Adjei; Head of Procurement, Theresa Gyasi Antwi; and Head of Legal, Louisa Quaicoe. She outlined significant measures introduced to strengthen MIIF’s governance and compliance framework.

She disclosed that MIIF had established a Compliance Unit and a Risk Department as part of broader reforms to enhance internal controls and prevent future breaches in procurement and financial management.

Addressing the matter of a US$3.8 million advance payment made to Commodity Monitor Limited for mercury-free gold processing equipment, an amount that exceeded the statutory 15 percent threshold, Nelson admitted that the transaction contravened the Public Financial Management (PFM) Regulations but clarified that it occurred before her tenure.

However, she noted that the contract had since been fully executed, with the equipment delivered and operational. Lessons from the incident, she said, now inform MIIF’s strict adherence to procurement laws.

Gold trade and royalties recovery

Touching on MIIF’s gold trading activities, Nelson explained that the Fund piloted gold trading in 2023 with three aggregators and later expanded to five, generating approximately GH¢8 million in revenue.

She stated that following the establishment of the Gold Board, MIIF transitioned the aggregators to the new agency and ceased direct gold trading to remain within its legal mandate.

Nelson further confirmed that all outstanding royalties amounting to GH¢29 million cited in the audit report had been fully recovered, while previously unaccounted payments of GH¢39,043 had now been reconciled with supporting vouchers and receipts submitted to the Auditor-General.

She added that MIIF had discontinued the use of restricted procurement for high-value contracts, and with the recent amendment of the PFM Act, all procurement plans are now submitted to the Ministry of Finance for prior approval in line with regulatory requirements.

Leadership and institutional culture

Responding to questions about her leadership style, Nelson described her relationship with staff as cordial, collaborative, and professional, anchored on mutual respect and teamwork.

She acknowledged previous social media speculation alleging internal friction within the Fund but stated that those concerns had long been resolved. She emphasised that the MIIF team remains cohesive and committed to the Fund’s reform agenda and performance targets.

Nelson reaffirmed MIIF’s dedication to transparency, accountability, and the prudent management of Ghana’s mineral revenues to support national development priorities.

The former Arsenal and Cardiff midfielder, who now plays for Pumas UNAM in Mexico City, said Halo was last seen in San Miguel de Allende, in Mexico’s Guanajuato region.

The beagle, who went missing on 9 October, was wearing a dog tracker collar, and Ramsey shared a Google Maps location of where she was last seen.

“Any news about our Halo, please contact us. Big reward for finding her. We are all praying she’s ok and can be back with us soon,” Ramsey posted on Instagram.

The footballer first announced Halo had gone missing two weeks ago and has since posted several photos of the beloved pet on Instagram.

The most recent photograph post is a black and white image of Halo snoozing, her head resting in the crook of Ramsey’s arm, with the caption: “What I’d do to hold you one last time, Halo.”

Ramsey has also shared a message from his wife Colleen on social media saying they have some “serious questions” surrounding the disappearance and worry the family “may never get answers”.

The Minority in Parliament has filed a motion seeking to stop the impending vetting of Paul Baffoe-Bonnie as Ghana’s new Chief Justice.

According to a report by Citi News, the Minority, led by Alexander Afenyo-Markin, is taking this action to ensure that all pending legal cases concerning the removal of Gertrude Torkornoo as Chief Justice are resolved.

They referenced multiple ongoing cases, including an ECOWAS Court suit (No. ECW/CCJ/APP/32/25) and other applications before the Supreme Court and High Court, which directly relate to Torkornoo’s removal.

In filing the motion, the Minority cited Articles 110(1), 125–127, 144(1), and 146 of the 1992 Constitution and relevant Standing Orders to support their argument.

They consequently urged Parliament to suspend the Appointments Committee’s scheduled vetting and any plenary debate or approval processes regarding Baffoe-Bonnie’s appointment.

The Minority’s actions follow the scheduling of Baffoe-Bonnie’s appointment for Friday, November 10, 2025, by the Appointments Committee.

This comes after the Speaker of Parliament, Alban Sumana Kingsford Bagbin, referred the nomination of Baffoe-Bonnie for the position of Chief Justice by President John Mahama to the committee.

This is despite a pending suit and injunction application filed by the former Chief Justice, Gertrude Torkornoo, who was recently removed from office.

However, the Speaker’s action rests firmly on a recent Supreme Court ruling in the case of Vincent Assafua v. Attorney-General (2025), which held that the performance of constitutional duties cannot be stayed merely because a lawsuit or injunction application has been filed.

Other demands made by the Minority

In the motion, the Minority also demanded that the Attorney-General and Minister for Justice, Dr. Dominic Ayine, appear before Parliament to brief the house on the status of the legal cases related to the former Chief Justice’s removal.

This, according to the motion, should cover the identity and status of the suits, any interim or conservatory orders granted, the reliefs sought, and their implications for the office of the Chief Justice.

They also seek clarification on Ghana’s obligations under regional treaties relevant to the ECOWAS Court proceedings, as well as the government’s assessment of the potential legal and constitutional consequences of proceeding with the appointment while the cases remain pending.

Earlier, YEN.com.gh reported that Leader Afenyo-Markin had warned that Chief Justice nominee Paul Baffoe-Bonnie will face tough scrutiny in Parliament.

He raised concerns over constitutional issues surrounding Baffoe-Bonnie’s nomination and current role as acting Chief Justice.

This came amid a court challenge by former Chief Justice Gertrude Torkornoo, who was recently removed from office.

Fisherman who defiled 13-year-old girl jailed 10 years

The Circuit Court Two in Cape Coast has sentenced Samuel Armah, also known as Koti Nyan, to 10 years imprisonment with hard labour for defilement.

The case, which was called on Tuesday, October 28, 2025, involved an incident that occurred on October 16, 2025. The accused pleaded guilty to the charge and was convicted on his own plea by Her Honour Nana Aba Quiba Nunoo, who presided over the case.

Following the ruling, Armah, a fisherman, was remanded to Ankaful Prison to begin serving his sentence.

Reports indicate that the suspect lured the victim into a ghetto in Mumford, where the act was recorded and circulated in a viral video.

The victim was initially taken to St. Luke Catholic Hospital for medical examination and treatment before the matter was referred to the Domestic Violence and Victim Support Unit (DOVVSU) in the Central Region.

The conviction highlights the judiciary’s commitment to holding perpetrators of sexual offences accountable.

The Presidential Special Envoy for Reparations, Dr. Ekwow Spio-Garbrah, has called for a broader national conversation on mental health in Ghana, highlighting its importance for boosting productivity and improving citizens’ overall well-being amid the pressures of modern work life.

He noted that strengthening mental health systems aligns closely with the government’s 24-Hour Economy Plan, which aims to enhance national productivity through continuous economic activities.

Speaking to Citi News during the Annual General and Scientific Meeting of the Psychiatric Association of Ghana, held under the theme “Optimising Resource Allocation in African Mental Health: Values-Driven Strategies for Sustainable Development,” Dr. Spio-Garbrah emphasised the need to bolster the country’s mental health infrastructure as a foundation for sustainable economic growth.

“The proposal to have a 24-hour economy, fantastic as it is, has natural risks of various kinds. So there are financial risks, there are legal risks, and there are HR risks. And one of the risks, of course, is health care.

“People should be healthy, even though they may end up being more stressed because they have to now, depending on how the various employers structure the employment arrangements, and to the extent that we still have weaknesses in our infrastructure.

“For example, we don’t have railway services in Accra as may exist in many countries where they have underground railway, above-ground railway, and fast-speed transportation. So people are going to be late for work. Some are not going to arrive on time. All kinds of things that may also end up being human resource management issues, and, you know, people get suspended, they get sacked.

“So we must take all of that into account in the preparation for the 24-hour economy. I think that’s what the psychologists and psychiatrists are recommending,” he said.

The President of the Ghana Psychiatric Association, Dr. Fiagbe, also called on churches and other faith-based organisations to integrate mental health professionals, particularly psychiatrists and psychologists, into their counselling teams. He said this approach would help identify and address mental health challenges early among congregants and the wider community.

“We need a policy to be able to make those decisions and optimise the human resources and other forms of resources that we have. So, I think it’s just across the divide. I mean, the low-hanging fruits that I spoke about, which are maybe men of God, imams, social media enthusiasts, and all that, they are those that we want to leverage and improve the mental health literacy,” he stated.

Health Minister refers Lightwave Health System contract infractions to Attorney General

The Lightwave Health Information Management System (LHIMS) contract, signed under the previous administration, has been forwarded to the Attorney General for legal advice and further action.

Speaking during the Government Accountability Series on Wednesday, October 29, Health Minister Kwabena Mintah Akandoh revealed that investigations by his ministry uncovered major breaches in the execution of the Lightwave contract.

Although the contractor delivered less than half of the planned health facility connections, it received over $77 million, representing more than 70 percent of the total contract sum, Mr. Akandoh said.

To address the system’s failures and ensure seamless healthcare operations nationwide, the government has developed a new platform — the Ghana Health Information Management System (GHIMS) — to replace the malfunctioning LHIMS.

“Since we began this journey, all stakeholders have been on board. From the CEOs of the teaching hospitals, the medical superintendent, EOCO, the Attorney General, Minister for Communication, everybody has been on board. So the issue of legality and security issues has been referred to the Attorney General for advice and appropriate action,” the Minister explained.

Mr. Akandoh also disclosed that the Lightwave contract was never presented to Parliament for consideration and accused the vendor of failing to act in good faith, complicating renegotiation efforts.

The government has directed Lightwave to hand over the system and its infrastructure to the state, but this process was complicated by the system being hosted on a cloud platform in India, limiting Ghana’s control over its operations.

Seven-member committee set up to probe building collapse at Roman Ridge

The Ayawaso West Municipal Assembly has established a seven-member investigation committee to determine the circumstances surrounding the collapse of a first-floor podium concrete slab at a construction site in Roman Ridge in Accra.

The incident left 14 workers injured.

Addressing the press on Wednesday, October 29, the Municipal Chief Executive, Dr Michael Mensah, announced that the committee will work in close collaboration with the National Disaster Management Organisation (NADMO), the Ghana National Fire Service, the Engineering Council of Ghana, the Ghana Police Service and the contractor.

The aim is to determine the exact cause of the collapse and to ensure stricter enforcement of building regulations within the municipality.

Dr Mensah said the committee will begin its investigations on Thursday, October 30, and is expected to submit its findings within two weeks, after which the Assembly will take any necessary administrative or legal actions.

He also clarified that no deaths were recorded, contrary to reports circulating on social media.

According to official records, a section of fresh concrete measuring approximately 50 square metres gave way, not due to permanent structural collapse but a failure in formwork during casting.

Rescue operations were successful and all 14 affected persons, all male construction workers, were transported to the 37 Military Hospital and Ridge Hospital for treatment.
