Tariff increases will cripple traders — GUTA slams PURC

The Ghana Union of Traders’ Association (GUTA) has strongly criticised the Public Utilities Regulatory Commission (PURC) over recent utility tariff hikes, describing the Commission’s justification as unconvincing and tone-deaf to the current economic hardship facing businesses and ordinary Ghanaians.

This follows PURC’s announcement of a 14.75% increase in electricity tariffs and a 4.02% rise in water charges, effective May 3, 2025.

PURC went on to explain that the upward adjustments were necessitated by several economic and operational indicators, including the exchange rate between the Ghana cedi and the US dollar, inflation projections, fuel costs (particularly natural gas), and the current hydro-thermal generation mix.

However, in a statement signed by its General Secretary, Alpha A. Shaban, GUTA rejected the rationale provided for the increases, stating that the reasons “do not hold water.”

“We appreciate the fact that life is not static, and changes are inevitable when necessary — but not at the whim of any particular body,” the statement read.

GUTA argued that instead of transferring the burden to consumers, PURC should focus on eliminating inefficiencies and waste in the management of electricity and water services, which it identified as the real drivers of rising operational costs at the Electricity Company of Ghana (ECG) and the Ghana Water Limited.

The group went further to criticise the broader public sector, claiming it has become a “gold mine” for personal enrichment among public and civil servants.

“It appears the public sector is now being turned into a gold mine, where every public or civil servant takes advantage to enrich themselves within a short period of time,” the statement alleged.

GUTA is therefore calling on the government to clamp down on misappropriation and corruption within state institutions.

“We appeal to the government to focus more attention on this negative attitude to public service, identify all the theft, diversion, misappropriation, or misapplication of state funds or property, and deal with them decisively to recover all the stolen assets,” the statement concluded.

Echoes of Injustice: “Witchcraft” accusations plague Africa’s most vulnerable

African leaders have been accused of trampling on the human rights of hundreds of marginalised people, mostly elderly women, who have faced accusations of “witchcraft.”

In a new scathing report, Amnesty International zooms in on parts of Ghana, underscoring harrowing accounts of ritual attacks and social ostracisation that have driven vulnerable people out of their homes and communities for fear of their lives.

Information on the “Branded for Life” Report

The report titled “Branded for Life” finds that some Ghanaians are still thought to be witches, particularly in the north and north-eastern regions of the country. The allegations are sometimes based on little or no evidence or simply because of social problems.

“The accusations, which can lead to threats, physical attacks or even death, usually start within the family or among community members following a tragic event such as an illness or a death,” Amnesty said.

The organisation further stated, “Older women living in poverty, with health conditions or disabilities are at greater risk, as well as women who do not conform to stereotypical gender roles. In some cases, accusers even base their claims on having had a bad dream about a person.”

The victims, almost all of them elderly women, have no one else to turn to after being discarded by their families and communities. Those accused of witchcraft are forced to seek refuge in camps run by traditional priests. They remain trapped in these encampments until they die or another community accepts them.

Horrific conditions in “witch camps”

Though these camps offer some protection from actual physical attacks, they are also said to be places of bad living conditions and lack of resources, and serve to further segregate and ostracize the accused.

“The presence of these camps is a damning indictment of the state’s failure to take appropriate measures to ensure the safety and security of all its people, regardless of their age or sex,” said Amnesty International.

Criticism of Law Enforcement and Cultural Beliefs

Amnesty said that Ghana had not done enough to protect victims and to raise awareness among people in high risk communities.

It also said that the government had failed to “ensure access to adequate food, safe housing and clean water” for victims in these camps.”

The international organization’s findings indicate issues at multiple levels. Law enforcement is criticized for not adequately preventing such attacks and being sluggish in launching an investigation and prosecuting someone who engages in one.

Finally, the report further explains that deeply ingrained traditional and cultural beliefs should not be reinforced by public education and awareness campaigns, and the need to eradicate harmful superstitions and cultivate acceptance is not being met.

Recommendations of Amnesty International

Amnesty International urges the Ghanaian government to end this human rights crisis by ending impunity, and hatred – as it did when it accepted the human right of sexual orientation in 2011. They recommend strengthening legal frameworks to protect those accused of witchcrafts. The rights group is calling on policymakers to shut down “witch camps” and offer safe, dignified avenues for residents to go home. They also demand that their national campaigns challenge harmful beliefs and include promoting respect for the rights and dignity of all people.

The Human Rights Body is also calling on the international community to step in to support Ghana in the face of the threat and to hold accountable for the violations that are being committed daily.

“Ghana has a duty to uphold its international human rights responsibilities and guarantee the safety and security of all people, including the most marginalised and at-risk groups of people in society,” the report said.

New Accusations, Government Silence

Amnesty International on its part put out a damning report, one of their latest on the Ghanaian government’s will towards its people and a breach of the rights of persons accused of witchcraft. But the government did not immediately address the new specific allegations regarding the many human rights violations of people accused of witchcraft.

The silence echoes how elected officials in the past have responded to claims of human rights abuse: they have not openly denied them but they are keen to emphasise that they are acting within the confines of their own narrow interpretation of the law.

Previous Government’s Position and Actions

Ghanaian government officials had previously acknowledged the concerns raised by Amnesty but said the authorities were committed to upholding the human rights of all citizens.

They are still struggling with witchcraft accusations and the security of vulnerable populations in the existing legal and social systems.

According to policymakers, these harmful traditional beliefs “do not reflect the general society” in Ghana. In this regard, the government is engaging with our communities and traditional leaders to end the acts, and provide support to survivors.

They have also acknowledged the challenge of balancing long-held cultural traditions with the exercise of individual rights, while also insisting they would investigate allegations of abuses and strengthen social safety nets for marginalized groups.

In 2023, the parliament of Ghana enacted a law criminalizing the declaration, accusation, naming or labeling of an individual as a witch but the bill is still awaiting signature.

Widespread Belief and Deadly Consequences Throughout Africa

Attacks like these happen elsewhere in Africa.

Last year, an accusation of witchcraft in Guinea Bissau led to the deaths of two sick boys after a group of eight women was forced to drink poison.

That same year, two women in their sixties found guilty of witchcraft were publicly stoned to death before their bodies were burnt in the Democratic Republic of Congo. They were charged with the deaths of multiple victims.

Accusations of witchcraft are common in some communities along the west African coast, including Ghana and other parts of Africa. Earlier this year two men in Zambia were arrested on witchcraft charges for possession of charms that they intended to use to harm the country’s president.

In parts of rural Angola, witchcraft is tolerated despite strong objections from the Catholic Church in the former Portuguese colony. Last year, about 50 people died after authorities allegedly forced them to drink an herbal potion in what was described as a test to clear evidence that they weren’t sorcerers.

Pope Benedict XVI said on a visit to Angola in 2009 that Catholics should refuse witchcraft and sorcery.

Africa’s Human Rights Crisis: The Curse of “Witchcraft” Accusations

The Amnesty International report on Ghana, along with other organizations, sadly underscores the continuing crisis of witchcraft accusations and human rights violations taking place in certain parts of Africa.

Africans must face this problem as a matter of immediate concern grounded in international human rights law. Authorities are accused of not protecting these people — “older women in particular” — from violence, discrimination and displacement.

These allegations amount to a direct breach of the fundamental human rights to life, security of person, dignity and equality before the law, articulated in the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights, which are both universal instruments binding on all countries, including those in Africa.

Moreover, the reported conditions of “witch camps”, and where their living conditions are described as deplorable, a failure to provide food, accommodation and water highlight serious concern in respect of a failure to uphold economic and social rights as contained in the International Covenant on Economic, Social and Cultural Rights.

Although specifically, this report focuses on Ghana; the significant driven violence and neglect are not limited to Ghana and has been noted in similar patterns in other African nations, which are deep-rooted and demand a unified response based on rights of the people, particularly the vulnerable communities and groups.

During an April 9 appearance on Hot 97, Jamaican dancehall sensation Vybz Kartel expressed remorse over bleaching his skin, declaring that he won’t do it again.

The ‘She Holding On’ singer, born Adidja Azim Palmer, initially expressed his pride over bleaching his skin and even had a skin-lightening brand, Complex reported.

But the 49-year-old in the interview has stated that he is now “fully melanated.”

“I mean, in hindsight, it definitely had to do with self-love, but on the other hand, while I was doing it, my mind wasn’t telling me that,” Vybz stated. “My mind was telling me, ‘I am doing this to show my tattoos.’ I’ve got a lot of tattoos.”

He added: “But looking back, it was just as a Black man, sometimes we have those issues, but I would never bleach again though.”

During the interview, Vybz was also asked why Black people have issues with how they look. “That Eurocentric look…Black people have always wanted to look like that,” he explained. “I guess it has to do with slavery.”

As previously reported by Face2Face Africa, Vybz Kartel was released from prison in 2024 after being locked up for 13 years. In an interview with The Guardian after his release, he said that though he had made “so much money” after gaining his freedom, he couldn’t get back the time he spent in prison.

Vybz also offered a word of advice when he was talking about his upbringing and how his parents tried to steer him toward the right path.

“My mom was a housewife, an amazing woman. She always tried to embed certain principles in us as children … I wish I had listened to them more,” the 49-year-old, who has been diagnosed with Graves’ disease, said.

He continued, “I’ve always said this, even before I got arrested, stay in school. As much as possible, get an education because not everyone can pay for a college education, but try to get an education as far as it can take you and stay away from bad energy, from bad ­people, from gangsterism, because, bro, it’s not worth it.

“It may look glamorous, especially if you were raised a certain way and you grew up in the ghetto, but it will cost you, and it cost me, you know what I mean?

The Minister for Local Government, Chieftaincy, and Religious Affairs, Ahmed Ibrahim, has criticised the recent protests by some residents and supporters of the National Democratic Congress (NDC) in Asante Mampong over an alleged nomination of Esther Dwomoh as the Municipal Chief Executive (MCE) of the area.

Speaking on Tuesday, April 15, 2025, during a meeting with leaders of major Christian religious institutions in Accra as part of broader consultations for the National Sanitation Day initiative, the minister questioned the rationale behind the demonstrations, noting that official announcements for many MMDCE positions had not even been made.

“I don’t see chaos as we are saying it. People are agitating… Thankfully, it is not from where the news announcement has been made.

“It is where people’s suspicion is being on suspense, and I could hear of only Manpong, Ashanti Region, we’ve not mentioned the MMDCEs from Ashanti Region. It’s only the Kumasi Mayor that has been mentioned. So, if you are in Asante Mampong, and you are demonstrating, what are you demonstrating for?” he questioned.

He added, “It’s like you’re going for exams and you know you couldn’t write and you are crying that the examiner will fail you… Wait till the examiner brings the results.”

He emphasized that the final decision on MMDCE appointments lies with the President, and that his own role in the process was already complete.

Instead of engaging in protests, he urged party supporters to commend President Mahama for quickly forming his cabinet and appointing MMDCEs across the country.

A viral video captured on April 10, 2025, and widely circulated online, shows angry NDC supporters vandalising the party’s office in the municipality, destroying property and setting office items ablaze in protest of Dwomoh’s alleged nomination.

In the video, the aggrieved supporters accuse the party leadership of sidelining their preferred candidates.

According to them, the local party executives had submitted three names for the President’s consideration, none of whom was selected.

They expressed anger over the alleged inclusion of Esther Dwomoh due to her ethnicity, accusing the party of favouritism.

Fourth IMF review successful with Board approval set for July

Government has reached a staff-level agreement (SLA) with the International Monetary Fund (IMF) on the fourth review of the country’s three-year economic programme under its Extended Credit Facility (ECG), paving the way for a potential disbursement of about US$370million once the IMF Executive Board gives its approval in early July.

The agreement follows two weeks of discussions in Accra between IMF staff led by Mission Chief Stéphane Roudet and Ghanaian authorities, particularly the Ministry of Finance. The successful review is a further step in government’s efforts to restore macroeconomic stability after fiscal slippages and reform delays marred the final quarter of 2024.

Although growth was higher than expected last year – driven largely by a strong performance in the mining and construction sectors – programme implementation faltered in the run-up to December’s elections. Key challenges included a buildup of unpaid obligations, inflation overshooting its target and postponed reforms in critical sectors such as energy and finance.

Since assuming office in January, the new administration has implemented what IMF officials described as “bold measures” to realign the programme with its original objectives. Authorities have enacted a stronger fiscal framework, hiked electricity tariffs and tightened monetary policy to curb inflation and enhance macroeconomic discipline.

“The new authorities have taken bold measures to address policy slippages. This includes adopting a 2025 budget targetting a 1.5 percent of GDP primary surplus and launching audits of payables,” Mr. Roudet said in a statement.

According to preliminary IMF assessments, primary fiscal balance posted a deficit of 3.25 percent of GDP at end-2024 – well off the programmed surplus of 0.5 percent. The fiscal deterioration stemmed largely from unbudgeted expenditures, prompting government to initiate an audit of the payables using both the Auditor General and two international firms. The audit is expected to conclude within eight weeks.

Finance Minister Cassiel Ato Forson described the review process as “the most difficult” yet under the current programme, but expressed optimism about the outcome.

“What started like the most difficult review of the programme has ended successfully,” the minister said during a joint briefing with the IMF. He reiterated government’s commitment to staying the course on fiscal consolidation and structural reforms, despite the challenges.

To strengthen fiscal governance, Ghana has amended its Public Financial Management (PFM) Act to include a fiscal rule targetting a debt-to-GDP ratio of 45 percent by 2035, along with a mandatory annual primary surplus of 1.5 percent of GDP on a commitment basis. Additionally, an independent fiscal council will be established to monitor adherence to these targets.

New procurement rules have also been introduced. Henceforth, all central government procurement must receive prior authorisation from the Finance Minister. Authorities have also announced plans to publish a ‘PFM Commitment Control Compliance League Table’, ranking ministries, departments and agencies by their fiscal discipline.

On the monetary policy front, the Bank of Ghana has raised its benchmark interest rate and is reassessing its liquidity operations in an effort to rein-in inflation. These moves, coupled with fiscal tightening, are expected to drive inflation back within programme bounds in the months ahead.

Despite these recent advances, structural risks persist – particularly in the energy sector.

The minister acknowledged the fiscal burden posed by the sector, but said government has taken steps to address the problem. The resumption of quarterly tariff adjustments and implementation of the Cash Waterfall Mechanism, designed to ensure timely payments to Independent Power Producers, are among the steps being taken.

Other reform milestones include the migration of 549 spending units to the GIFMIS platform ahead of schedule and publication of revenue audit reports by the Electricity Company of Ghana (ECG). He said these achievements demonstrate the administration’s willingness to exceed programme targets.

Ghana’s external position has also strengthened. Strong gold exports, a rebound in oil and rising remittances have contributed to a significant buildup in foreign reserves, far exceeding programme benchmarks. However, programme success will ultimately depend on government’s ability to complete its debt restructuring.

The IMF noted that all parties have now signed a Memorandum of Understanding under the G20 Common Framework and Ghana is working to finalie bilateral agreements with official creditors. Negotiations with commercial creditors are ongoing.

“Ghana remains committed to completing its comprehensive public debt restructuring,” the IMF said, stressing the need for comparability of treatment across creditor groups.

Once the Executive Board approves the review, Ghana will unlock the fifth disbursement under the programme, bringing total receipts from the IMF to US$2.3billion. Forson vowed to personally oversee implementation of all reform commitments needed to secure board approval.

“This marks great progress toward building the Ghana we want,” he said.

The current programme, approved in May 2023, aims to restore debt sustainability, support economic recovery and protect the vulnerable through targetted social spending.

Russia says it is not easy to agree to Ukraine peace deal with US

 Russia Foreign Minister Sergei Lavrov said that it was not easy to agree with the United States on the key parts of a possible peace deal to end the war in Ukraine and that Russia would never again allow itself to depend economically on the West.

U.S. President Donald Trump, who says he wants to be remembered as a peacemaker, has repeatedly said he wants to end the “bloodbath” of the three-year war in Ukraine, though a deal has yet to be agreed.

“It is not easy to agree the key com­ponents of a settlement. They are being discussed,” Russian Foreign Minister Sergei Lavrov said in an interview with the Kommersant newspaper when asked if Moscow and Washington had agree­ment on some aspects of a possible peace deal.

“We are well aware of what a mutually beneficial deal looks like, which we have never rejected, and what a deal looks like that could lead us into another trap,” Lavrov said in the interview published in Tuesday’s edition.

The Kremlin on Sunday said that it was too early to expect results from the restoration of more normal relations with Washington.

Lavrov said that Russia’s position had been set out clearly by President Vladimir Putin in June 2024, when Putin demanded Ukraine must officially drop its NATO ambitions and withdraw its troops from the entirety of the territory of four Ukrainian regions claimed by Russia.

“We’re talking about the rights of the people who live on these lands. That is why these lands are dear to us. And we cannot give them up, allowing people to be kicked out of there,” Lavrov said.

Russia currently controls a little under one fifth of Ukraine, including Crimea, which Russia annexed in 2014, and parts of four other regions Moscow now claims are part of Russia – a claim not recognised by most countries.

Lavrov praised Trump’s “common sense” and for saying that previous U.S. support of Ukraine’s bid to join the NATO military alliance was a major cause of the war in Ukraine.

But Russia’s political elite, he said, would not countenance any moves that led Russia back towards economic, military, technological or agricultural dependence on the West.

The globalisation of the world econo­my, Lavrov said, had been destroyed by sanctions imposed on Russia, China and Iran by the administration of former U.S. President Joe Biden.

Biden, Western European leaders and Ukraine describe Russia’s 2022 invasion as an imperial-style land grab, and re­peatedly vowed to defeat Russian forces.

OR Foundation announces electrification plan for Kantamanto market

The OR Foundation, an Accra-based public charity, has announced a major initiative to install electricity in every stall at the Kantamanto Market, following the devastating fire that affected the market earlier this year.

At a town hall meeting with traders, upcyclers, and other stakeholders, from the Katamanto market held at the forecourt of the Accra Metropolitan Assembly, on Tuesday April 15, The OR Foundation’s co-founder, Branson Skinner, disclosed that the foundation would fully fund the market-wide electrical installation as part of its ongoing fire relief efforts.

“We are committed to ensuring that the rebuilding of Kantamanto Market is not only about physical restoration but also about creating a safer, more sustainable environment for all of its traders. This electrification project is just one of the ways we are supporting the market’s recovery,” Skinner declared.

He explained that in addition to the electrical installation, The OR Foundation was collaborating with key partners, including the Accra Metropolitan Assembly (AMA), the Ghana Police Service, Kantamanto Market leadership, and SheGaurds, a private security firm, to establish a professional security and first-response team to improve safety in the market.

Skinner noted that since the majority of market members were women, the security personnel would be trained in gender-based violence prevention, first aid, and fire-fighting techniques, adding that the foundation was in the process of installing 1,000 fire extinguishers across the marketplace to enhance safety.

The foundation’s co-founder, Liz Ricketts, who shared insights into the organisation’s growth and its mission to support sustainable practices in Ghana’s secondhand clothing trade said the “Kantamanto Market today represents a model of circular economy, and a place where upcycling and reusing were at the heart of what people do, hence they were proud to support such a vibrant community.”

She reflected on the foundation’s evolution, noting that its initial focus on education shifted towards improving market conditions due to the declining quality of secondhand clothing and rising operational costs.

“We want to make sure, first and foremost, that the electricity in the market is safe and legally installed,” Ricketts emphasised, stressing that equal access to electricity was essential for vendors who require power for business operations like fans and phone charging.

Samuel Owusu-Sekyere, Director of Operations for The OR Foundation, noted that the organisation had already distributed over 22.5 million Ghana Cedis to more than 9,000 market members through mobile money transfers, invested 3 million Ghana Cedis in purchasing lumber for the reconstruction of the market, to help businesses bounce back.

He disclosed that the foundation was ” working with the leadership of the market, the Accra Metropolitan Assembly (AMA), the Electricity Company of Ghana (ECG), the fire service, and other government institutions to ensure that Kantamanto becomes a place where people can trade safely and contribute to Ghana’s economy.”

He also addressed misconceptions regarding the foundation’s involvement with the market, clarifying that The OR Foundation was not purchasing the land but working to improve the market’s conditions.

 

“Kantamanto is government land, and no NGO can buy it. Our focus is on improving the working environment and collaborating with stakeholders,” he emphasised.

A Director of Works at the AMA, Samuel Mantey, praised the ongoing efforts to rebuild the market and enhance its safety and called for unity among market members to work together to address the challenges facing the community.

Mr. Mantey disclosed that all activities being undertaken by The Or Foundation at the market were backed by an MoU signed with the AMA, adding that they had the full support of the assembly.

Mr. Mantey urged the traders to monitor activities in the market, be each other’s keepers, and ensure that safety and security were maintained. He further disclosed that the AMA would station security personnel in the market to enhance its safety and security.

Market Manager of Kantamanto, Atta Manu, acknowledged the challenges of implementing such a large-scale project, explaining that the process would take time.

“We need to engage technicians to map out the entire system,” Manu said, assuring that once the work begins, any substandard wiring would be replaced to prevent future fire hazards.

Other speakers from the foundation, including Ama Agyemang, a community health nurse with The Or Foundation, Senior Manager for Community Engagement, Sammy Oteng, and Frank Aboyinga, a member of the foundation’s Tide Turner beach cleanup team, who spoke at the event, acknowledged the organization’s comprehensive efforts, such as providing first aid to over 500 individuals, setting up a health post within the market, running an apprenticeship program for Kayayei to help them transition from dangerous work, promoting upcycling businesses like fiberboard hanger production, and collaborating with the Accra Metropolitan Assembly and market leadership on fire relief and waste collection programs since 2020.

‘We’ll blacklist MoMo fraudsters across all networks’ – Communications Minister

The Communications Minister, Samuel Nartey George, has warned Electronic Money Issuers (EMIs) and mobile network operators (MNOs) that the upcoming central SIM registration system will grant the National Communications Authority (NCA) the authority to blacklist fraudsters across all networks.

Speaking on Joy News’ , the Ningo Prampram MP criticized telcos for ignoring mobile money fraud complaints, despite repeated reports. He accused them of turning a blind eye to obvious fraud patterns.

“That is my problem with the EMIs that we are going to deal with,” the Minister stated. “When there is a proven case that a particular number… and again, when you follow, especially those who do the Facebook thing, it is a string of similar numbers that are used.”

According to him, people consistently report fraudulent numbers to EMIs, but little is done to stop the syndicates.

“Several reports are made to the EMIs, and for them to talk to their sister companies, the MNOs, to block those numbers, but they are not doing it,” he said.

However, the Minister assured that this would change. Under the new registration framework, a centralised system will be created, managed by the NCA, which will drastically alter enforcement measures.

“That’s the beauty of the registration system we are going to do,” the Minister explained. “Because the system is going to sit with the NCA. The NCA will have the power to blacklist numbers across networks.”

This means that a fraudster blocked on one network will be blocked on all others, ending the practice of switching networks to evade detection.

The Minister also revealed that telecom operators who fail to act on flagged numbers will face stiff financial penalties.

“If a report is made and we identify that this number is perpetuating fraud, failure to deal with it by the telco, after we have informed you of this, will result in daily pecuniary fines,” he warned.

This move signals a tougher stance from the government as mobile money fraud continues to rise, despite public education efforts and SIM registration mandates.

The Minister’s comments suggest that the new system will not only centralise fraud detection but also compel network operators to take immediate corrective action—or face financial consequences.

The new framework is expected to roll out in the coming months, with a strong emphasis on data integrity, real-time reporting, and NIA-linked identity verification.

The communication team of Ebi Bright, former Parliamentary Candidate for Tema Central, has firmly responded to growing calls from some youth groups in the area demanding that President John Dramani Mahama appoint a native of Tema as the next Metropolitan Chief Executive.

The calls, which elements of the Tema Traditional Council have echoed, have sparked public demonstrations — including the burning of tyres at the premises of the Tema Metropolitan Assembly — as part of a campaign to ensure that only an “indigenous” candidate is nominated for the role.

It has come to our attention that some have gone as far as to falsely claim that she is not Ghanaian. We, as supporters of Ebi Bright would like to state the facts. Ebi Bright is not only Ghanaian by birth, but also by heritage on both maternal and paternal lines: Her mother is Ga-Adangbe, and her paternal grandmother is also Ga-Adangbe, firmly rooting her in the ethnic and cultural heritage of Greater Accra. Her patrilineal lineage is of a renowned Anlo-Ewe family from Anyako in the Volta Region,” part of the statement read.

The team further stressed that Ebi Bright’s upbringing and lived experiences in Tema have shaped her deep understanding of the community’s needs and aspirations.

Ebi Bright is a proud Ga-Adangbe woman by lineage, birth, and heritage. Her cultural roots are deeply connected to the values and identity of the Tema community, and her upbringing in Tema reflects a deep understanding of the traditions and aspirations of the people. Mahama’s security chiefs misread signals on Bawku crisis

Security analyst, Professor Emmanuel Kwesi Aning, has accused President John Dramani Mahama’s top security officials of providing him with inaccurate assessments of the chieftaincy crisis in Bawku—a conflict that has led to numerous deaths.

Speaking in an interview with Joy FM, monitored by GhanaWeb on Tuesday, April 15, 2025, the outspoken expert said the security officers misinterpreted the situation, which led them to encourage the president to visit the troubled Upper East town.

“Our risk assessments have at best been hollow and at worst utterly disgraceful. What was concluded that encouraged His Excellency the President to go to Bawku triumphantly? It means that the security chiefs around the President misread the signals and gave him the impression that everything was fine—that we were on our way to peace. They told him that his presence would accelerate the peace process, and now everything has unraveled. So what happened?

“It would be appropriate for the President to call for an emergency meeting of critical minds to reassess the intelligence. I can bet you that by this time next year, if we continue using the same variables and approaches in our analysis, we’ll be having the same discussion. The various factions will be even stronger, more daring, and more prepared to challenge the authority of the Ghanaian state,” he stated.

This statement comes in the wake of renewed violence in Bawku. The Ghana Police Service has issued a wireless message raising the alarm over escalating attacks on its personnel and their families in Bawku and surrounding areas.

In response, the Inspector General of Police (IGP), Christian Tetteh Yohuno, has ordered all personnel stationed in the region to wear full protective gear and move only under armored escort. He has also prohibited officers and their families from entering the area.

According to Prof. Aning, the police directive is an implicit acknowledgment that the security situation in Bawku has significantly deteriorated.

He further warned that reports of an attempted assassination of the IGP, coupled with the recent murder of two uniformed officers in Binduri, are clear indications of the growing boldness of armed groups.

“In operational terms, this sends a signal to those armed groups that they are gaining the upper hand—that the security forces are being cornered,” he said. “We need a dramatic shift in our operational tactics within the next 72 hours. Otherwise, I fear we will lose the initiative.”

Ghana’s existing agreement with the International Monetary Fund (IMF) will not be extended or renegotiated, according to Finance Minister Dr. Cassiel Ato Forson.

Speaking at a joint press conference with the IMF in Accra on Tuesday, April 15, Dr. Forson reaffirmed the government’s commitment to fully implementing the program in order to restore macroeconomic stability and promote sustainable growth.

“Renegotiating presupposes that you don’t believe in the programme and therefore want to revisit its parameters. That is not the government’s position. We are committed to the implementation of the programme to achieve its purpose,” he said.

While acknowledging that several quantitative targets and structural benchmarks had been missed before the current administration took office, he emphasized the government’s dedication to realizing the goals of the program.

To that end, Dr. Forson outlined several measures aimed at increasing budget credibility, eliminating the buildup of arrears, strengthening expenditure controls, and enhancing debt and fiscal sustainability.

“We have commissioned the Auditor-General, along with two international audit firms, to audit the outstanding payables and commitments, in order to validate their legitimacy and amounts, and to provide recommendations for corrective action. The audit is expected to be completed within eight weeks,” he revealed.

Ghana Football Association (GFA) President Kurt Okraku has disclosed that his outfit has invested funds earned from FIFA into various developmental projects and sporting activities.

He stated that the GFA spent $742,000 to build a football pitch in the Upper East Region for football and related activities, which also houses a GFA academy to groom talents from the jurisdiction.

Okraku also mentioned that his office invested $262,224 in procuring eight pickup vehicles, given to regional football associations across the country to aid their operations.

“FIFA furnished the GFA with funds for a standard pitch in the Upper East, which houses the first-ever GFA football academy. That project cost $742,000. The eight pickups we purchased cost us $262,224, also from the FIFA funds,” the GFA boss said while addressing the public during the presentation of the pickup vehicles on April 15, 2025.

Okraku also revealed that his administration has injected $200,000 to support colts football and women’s football.

“We’ve decided to invest $100,000 in colts football to supply footballs and provide essential support. Another $100,000 will go to the second, third, and women’s leagues,” he added.

The GFA have faced backlash for its management of FIFA funds, but Okraku’s statement aims to provide transparency on the utilisation of these funds.

Govt disburses GH¢550m for NHIS claims

The National Health Insurance Authority (NHIA) has announced the disbursement of GH¢550 million to health facilities for the payment of claims.

According to the Authority, the recent uncapping of NHIA funds is expected to facilitate the prompt payment of claims going forward.

Chief Executive Officer of the NHIA, Dr. Victor Bampoe, expressed optimism about the scheme’s outlook.

“The President has instructed the Finance Minister to release, within 30 days, the funds accrued to the National Health Insurance Scheme. We expect to receive funds more regularly, so we can, in turn, pay service providers promptly,” he stated.

Meanwhile, the NHIA has indicated that it will expand its free dialysis programme to provide greater access to life-saving treatment for renal patients across the country.

As part of the initiative, the NHIA will procure additional dialysis machines and essential consumables for healthcare facilities nationwide.

The expansion is in line with the government’s broader strategy to improve access to critical healthcare services.

Chief Executive Officer of the NHIA, Dr. Victor Bampoe, explained that the programme aims to include more patients suffering from kidney conditions under the National Health Insurance Scheme (NHIS).

Over 200 cadet officers graduate from Customs Academy

Some 203 senior officers of the Customs Division of the Ghana Revenue Authority (GRA) have graduated from the Customs Academy in Kpetoe in the Volta Region.

This follows about nine months of training in customs law and paramilitary exercises.

These officers are expected to be deployed to various GRA offices to support operations and help with revenue mobilization, which has been the key task of the authority.

In a speech on behalf of the Vice President, Chief of Staff at the Office of the Vice President, Alex Segbefia tasked the officers to pursue their mandate with diligence as the state relies on them for domestic revenue to undertake national development.

The Vice President also tasks the new officers to support the transformation of the customs division to be a model of excellence.

“I challenge you to be the generation that will transform Ghana’s Customs Division into a model of excellence for Africa and beyond.  The journey ahead will test you, but it will also reward you with the knowledge that your work directly strengthens the foundation of our nation. Ghana’s self-reliance begins with public servants who understand that every official action has consequences for national development”, she urged.

The Commissioner General of the Ghana Revenue Authority, Anthony Kwasi Sarpong, congratulated the graduates for the good spirit exhibited during the entire period of the training and assured them of government support in achieving their mandates as Customs Officers.

The Commissioner of the Customs Division, Brigadier General Glover Ashong Annan, in his goodwill message, congratulated the officers and urged them to uphold the high integrity of the Ghana Revenue Authority as they are been deployed.

“As you step into your new roles as customs officers, three essential attributes must guide you throughout your career. These are discipline, loyalty and professionalism. Discipline will enable you to execute your duties diligently, uphold the integrity of the Customs Division and remain committed to the principles that govern our profession”, he added.

“Equally, loyalty fosters dedication to the mission of the Customs Division and the broader objectives of the Ghana Revenue Authority”, he charged them.

Samuel Pyne, Mayor of KMA, stated in the meeting that it is illegal for anyone to sell on the street pavements anywhere in the country, but they will find a lasting solution to the problem by relocating the traders to get them off the street.

He assured them of a place in the Kejetia market phase 2 project, which, according to him, is currently on hold due to some debt restructuring by the government.

“I’m happy that they have realised that where they sit to sell their products is not a marketplace, and they have promised to help us manage the situation. We all agree that where they sit is a big problem, but what we can do at the moment is manage the situation for them to leave to ease the traffic on the road,” he said.

“The market phase 2 project has been halted but it is not intentional. This is because of the government’s debt-restructuring programme, but I know soon we will resume work, and when we are done, everyone will get a place so that we will move them from the street,” Samuel Payne said as aired on Rainbow Radio Accra.

The Chairman of the United Petty Traders Association, Emmanuel Amoah, also urged authorities to speed up work on various markets and move them to a convenient place, as trading on streets and pavements does not help them in their business.

Unai Emery has enjoyed too much success in Europe to listen to talk of glorious failure but, if there is such a thing, Aston Villa delivered it on a night of pure theatre at Villa Park.

Villa’s Champions League odyssey ended with defeat by Paris St-Germain, but the manner in which they unnerved arguably the most impressive side in this season’s competition demonstrated that they belonged in this elite company.

It has been 43 years since they were last in this competition, then as holders. It will not be as long again if they continue the progress under expert European operator Emery, who almost engineered yet another glory night to add to his stellar managerial CV.

It is probably just as long since the grand old stadium rocked like this in such an electric atmosphere, as Villa looked down and out when PSG struck twice early on to extend their 3-1 advantage from the first leg in Paris.

At 5-1 down on aggregate, it had all the makings of a long and painful night for Spanish boss Emery and his players as they were punished by this brutally brilliant PSG.

But they launched a stunning series of counter-punches that left PSG on the ropes, and Villa just one goal away from forcing extra time.

Villa Park is a stadium built for the Champions League – although there was a mis-step before kick-off when the Europa League theme was played.

Good news! Petrol and diesel prices set to drop for May

South African motorists can once again breathe a sigh of relief, as petrol and diesel prices are set to decrease in May.

According to various reports, this anticipated drop in fuel prices is attributed to lower international product prices. Additionally, the Rand has strengthened in recent days, while the price of Brent crude oil has significantly decreased.

The latest data from the Central Energy Fund (CEF) indicates an over-recovery in fuel prices, with petrol prices expected to drop between 10 and 14 cents per litre. Diesel prices are also projected to decrease by about 35 cents per litre, and illuminating paraffin shows an over-recovery of 27 cents per litre.

If market conditions remain stable for the rest of the month, motorists will experience their second consecutive month of price reductions, following a petrol price cut of 72 cents per litre in the previous month, which lowered the price of inland 95 petrol to R21.62 per litre.

Factor leading to petrol and diesel prices dropping in May:

1. The international price of petroleum products, driven mainly by oil prices

2. The rand/dollar exchange rate used in the purchase of these products

Ghana will continue to be a friend of all and enemy to none – Foreign Affairs Minister

 The Minister of Foreign Affairs, Samuel Okudzeto Ablakwa has had a bilateral meeting with Foreign Ministers of Rwanda, the Maldives and Venezuela on the sidelines of the Antalya Diplomacy Forum in Turkey.

He described the meeting as “mutually beneficial”.

Discussions focused on deepening cooperation, trade, energy, climate, tourism and UN reforms.

“Grateful to Excellencies Olivier J. P. Nduhungirehe of Rwanda, Dr. Abdulla Khaleel of the Maldives and Yvan Gil Pinto of Venezuela for the exceptionally fruitful talks.

“Ghana will continue to abide by its long-held foreign policy creed of being friends of all and enemies to none,” he wrote on X.

In a separate post, Mr Ablakwa, said that Ghana and Singapore have agreed to continue to maintain the Visa Waiver Agreement.

He says they have also agreed to deepen the cooperation between the two countries, particularly in trade, skills education and IT.

He said this on his X page after meeting with the High Commissioner of Singapore to Ghana, His Excellency Hawazi Daipi.

“Indeed a great honour meeting with the High Commissioner of Singapore to Ghana, His Excellency Hawazi Daipi,” his post said.

He added “It’s refreshing that Ghana and Singapore will continue to maintain our Visa Waiver Agreement. We have also agreed to deepen our cooperation, particularly in trade, skills education and IT.”

He further thanked the High Commissioner on behalf of President Mahama and the people of Ghana for the special invitation from Singapore President, H.E. Tharman Shanmugaratnam to President John Mahama to pay a state visit to Singapore.

“Best times for Ghana 🇬🇭 Singapore 🇸🇬 relations,” Mr Ablakwa stressed.

Under the waiver, citizens from both countries do not need a tourist visa when visiting each other.

Applicants are required to be present when applying for the Singapore Visa.

This tourist visa typically allows a short-term stay.

The Singapore tourist visa remains valid for 1 month. A total of 3 documents are required to apply for the Singapore Visa for free.

The agreement came into force in 2018.

Bosom P-Yung added that he would not be shaken by the agenda, stating, “We are strong and active forever. Just say you don’t like my music — it’s simple.”

Barely a month into his appointment as the Mayor of Kumasi in the Ashanti Region, Richard Ofori Agyemang Boadi, popularly known as King Zuba, has sparked public controversy over his policies and actions.

As the administrative head of the Kumasi Metropolitan Assembly (KMA), his bold declarations have drawn backlash, particularly from human rights activists and the general public.

With his aim to “make Kumasi work again,” the mayor has proposed controversial measures, including beating traders, slaughtering stray cows, and bypassing police cooperation.

These actions have been heavily criticized by sections of the public.

Here are three controversial statements the mayor has made since assuming office:

1.Beating traders

Richard Ofori Agyemang Boadi announced that the KMA would begin a two-week decongestion exercise on Wednesday, April 16, 2024, to remove vendors operating on pavements and roadsides. He warned that anyone caught selling on the streets would face harsh consequences.

The mayor explained that previous measures, such as seizing goods and making arrests, had failed to deter traders, who often returned to the streets. He argued that such acts of indiscipline contributed to increased city traffic and needed to be addressed.

Speaking at a news conference in Kumasi on Monday, April 14, Boadi stated that his strategy, which combines democratic ideals with military-style policing, would effectively discourage street vendors.

“I have my own military-democratic style, which I will be implementing. When we say leave the space, and you don’t leave the space, and I get there with my boys, we will beat you. If I’m alone, you will be lucky, but if I’m with my ten boys in their pick-up with their whips, trust me, we will beat you. If you don’t want to experience that kind of situation, do what is right and lawful,” he warned.

2.Slaughtering stray cows to feed prisoners

The mayor has announced that any stray cattle found within the jurisdiction of the KMA would be arrested, slaughtered, and their meat sent to the Kumasi Central Prisons to feed inmates.

Addressing the media on Tuesday, April 15, 2025, he stated that this directive was part of broader measures to restore order and cleanliness in Kumasi.

“If you’re a cattle owner and your cattle stray into the vicinity of KMA, be assured that from May 1, those cattle will be killed and given to the Kumasi Central Prisons for feeding. I cannot sit here and let visitors encounter cow dung when driving from the airport to Manhyia. This is unacceptable. Please help me get our city disciplined,” he emphasized.

3.Bypassing police cooperation

The mayor has expressed his reluctance to rely on the police always to arrest recalcitrant traders who defy his orders. Instead, he plans to implement his “military-democratic style” of enforcement.

“There is something we are going to do, and that is why I need your support. I don’t like reporting too many things to the police.

“I don’t like a situation where we arrest people, and they find their way out of the police station and return to the streets. When we say leave this space, and you don’t leave, and I get there with my boys, we will beat you,” he declared.

The Minister for Local Government, Chieftaincy, and Religious Affairs, Ahmed Ibrahim, has called for a change in citizens’ attitudes towards cleanliness and proper sanitation practices.

According to the Minister, many Ghanaians have not been adhering to appropriate waste disposal measures, which has long-term consequences for the nation and even affects the quality of food consumed.

He noted that fishermen venturing into the sea are now catching more rubbish than fish due to pollution caused by household waste.

Speaking on Tuesday, April 15, 2025, during a meeting with leaders of major Christian religious institutions in Accra, the Minister emphasized the importance of sanitation and announced the upcoming launch of the National Sanitation Day initiative.

He called for collaboration from churches and all sectors of society to support efforts to keep the country clean.

He stressed that the Christian community plays a vital role in society and that their involvement in sanitation efforts would be highly beneficial.

“The tour we are undertaking is all about preaching the sanitation message ahead of the upcoming National Sanitation Day. On the first Saturday of every month, the day will be dedicated to ensuring cleanliness across the country. On that day, no one should go to work or engage in any other activities except cleaning their environment,” he stated.

“If you observe our seas today, when fishermen go fishing, they catch more rubbish than fish. It is our responsibility to ensure that everyone complies with the directives of the National Sanitation Day,” he added.

As part of the sanitation campaign, the Minister visited the National Peace Council, the Presbyterian Church of Ghana, and the Seventh-day Adventist Church to solicit their support in promoting cleanliness and environmental responsibility

Kwadwo Nkansah And Martha Ankomah’s Case Takes New Stance In High Court, As He Receives Last Warning

Ghanaian actor Lil Win, born Kwadwo Nkansah, has been issued a final warning by the Accra High Court for allegedly delaying the resolution of a GH₵5 million defamation lawsuit filed against him by actress Martha Ankomah.

The warning follows Lil Win’s failure to appear in court on April 1, 2025, to sign a settlement agreement—an essential step toward resolving the case amicably.

According to reports from GHOneTV, the court had directed Lil Win to present a formal apology to Ankomah for review during the April 1 hearing. His absence, however, caused concern and prompted a stern response from the presiding judge.

The case stems from a video the Kumawood actor posted over a year ago, in which he allegedly made defamatory remarks about Ankomah. Although he later issued an apology, Ankomah rejected it, maintaining that the damage to her reputation was significant.

She filed the defamation suit on February 14, 2024, demanding GH₵5 million in damages and other reliefs.

Since then, the court has worked with both parties and their legal representatives to reach a settlement. After a hearing on February 25, 2025, the case was adjourned to give Lil Win time to fulfill his obligations, including signing the agreement by April 1.

The court’s final warning was made public on April 15—coincidentally, the actor’s 38th birthday—and quickly gained attention on social media. As of now, Lil Win has not issued any public response to the court’s directive.

Meanwhile, Martha Ankomah remains firm in her stance, emphasizing that her pursuit of justice is not about financial gain.

“I don’t want a dime from him. I want him to do the right thing so people will know that you just can’t do things and get away with it in this country,” she stated in a recent interview with Nhyira FM.

Families demand justice after years of silence

The Bono Region has, over the years, witnessed a string of high-profile and gruesome murder cases—many of which remain unresolved.

From the chilling Abesim killings to recent murders in Dormaa West and Sunyani West, grieving families are still waiting for justice.

The region has become the backdrop for some of Ghana’s most disturbing homicide cases in recent memory.

Among the most notorious is the Abesim case, which stunned the nation in August 2021. Richard Appiah, a 28-year-old footballer, is accused of murdering his stepbrother, Louis Agyemang, and 15-year-old Stephen Sarpong. Shockingly, he allegedly stored their mutilated remains in a refrigerator at Alaska Junction in Abesim.

Appiah was quickly arrested by the Bono Regional Police, and then Acting Inspector General of Police, Dr. George Akuffo Dampare, visited the community to offer condolences. The case was later moved to the Accra High Court, but nearly four years on, there has been little progress—leaving families frustrated.

“The case was here, but it was transferred to Accra, and I don’t have anybody to transport me to and from Accra. I even thought the police would transport me to and from Accra so that my cost would come down, but since then, nobody has given me the data for the case. I don’t even have the data for the case now,” Yeboah Asuama, father of one of the victims, told Channel One News.

He is calling for the trial to be relocated to Sunyani to speed up the process.

“I am appealing to the State Prosecutor to transfer the case from Accra to the Sunyani High Court. I believe justice will prevail,” he added.

The region has since recorded other chilling incidents. In February this year, mobile money vendor Japhat Yeboah was killed at Nkrankwanta in the Dormaa West District. Six suspects are currently in custody assisting with investigations. The victim’s family has, for now, declined to speak publicly.

Another grisly case in 2024 shook the community of Ahyiayem in the Sunyani West Municipality. A 60-year-old woman, Ama Banawa, and her daughter, Mercy Yeribu, were found brutally murdered in their home. Police say investigations are still ongoing.

These recurring crimes—and the slow pace of justice—have heightened public anxiety and left affected families in prolonged distress.

There are growing calls for authorities to prioritise these cases and ensure that justice is not only done, but seen to be done.

US tariffs may cost chip equipment makers more than $1 billion, industry estimates

U.S. President Donald Trump’s new tariffs could cost U.S. semiconductor equipment makers more than $1 billion a year, according to industry calculations discussed with officials and lawmakers in Washington last week, two sources familiar with the matter said.

Each of the three largest U.S. chip equipment makers – Applied Materials, Lam Research, and KLA – may suffer a loss of roughly $350 million over a year related to the tariffs, the sources said. Smaller rivals such as Onto Innovation may also face tens of millions of dollars in extra spending.

The potential billion-dollar cost to the chip equipment industry and talks between industry executives and U.S. officials over several days about those costs are reported here for the first time.

The estimated costs discussed last week in Washington include lost revenue, primarily for missed sales of less sophisticated equipment to overseas rivals, and the costs of finding and using alternative suppliers for the complex components of chipmaking tools. The estimate also includes tariff compliance costs, such as adding personnel to handle the complexities of following the rules.

Lawmakers and administration officials discussed the tariff costs with chip industry executives and officials from SEMI, an international trade group, as part of an ongoing dialogue.

Applied did not respond to a request for comment. KLA and Lam declined to comment.

The early, rough estimate of $350 million per company could change as the Trump administration’s duties take effect. Quick calculations are hard to make because each chipmaking tool has multiple components, and the ultimate tariff regime is unclear.

The Biden administration cracked down on China’s chip industry over three years to hobble its ability to produce cutting-edge chips used in artificial intelligence, military applications, or other ways that could threaten U.S. national security.

We have needed political will to fight galamsey – Defence Minister

The Minister for Defence, Dr Edward Omane Boamah, has declared that the government possesses the necessary political will to confront and defeat illegal mining, widely known as galamsey.

Dr Omane Boamah’s remarks follow a significant military operation in the Western Region, where the Ghana Armed Forces discovered and dismantled a hidden galamsey settlement accommodating over 10,000 individuals.

In a Facebook post on Wednesday, 16 April, Dr Boamah stressed that the fight against illegal mining will no longer be dominated by rhetoric but by decisive action.

“We’ll talk less and let action and outcomes guide us,” he wrote, signalling a shift towards a results-driven approach to tackling the environmental crisis posed by galamsey activities.

The Minister made a heartfelt appeal to illegal miners, urging them to vacate Ghana’s forest reserves and water bodies for the sake of their lives and the environment.

“Once again, in the name of God and Ghana, leave the forest reserves and water bodies. Save your lives. Save the environment,” he pleaded, underscoring the devastating impact of illegal mining on the country’s natural resources.

Dr Boamah assured the public that the Ghana Armed Forces have been fully equipped and empowered to deal with the situation.

“The Ghana Armed Forces has been empowered. We have the needed political will,” he affirmed, adding that the military would continue to act decisively in support of national efforts to safeguard the environment.

Ghana hires international auditors to scrutinise GH¢4.4bn gov’t debts

The Ministry of Finance has initiated an eight-week forensic audit into GH¢4.4 billion in outstanding government payables, Finance Minister Dr. Cassiel Ato Forson announced during a press conference on April 15, 2025.

The press briefing, held jointly with officials from the Bank of Ghana and the International Monetary Fund (IMF), outlined the scope of the audit, which will be conducted by the Auditor-General’s office in collaboration with two international accounting firms.

The primary aim of the exercise is to verify the authenticity and actual amounts of unpaid government obligations that have accumulated over time.

Dr. Forson emphasized that the audit is part of corrective actions under Ghana’s IMF programme, supported by the Extended Credit Facility. He stated, “These steps are meant to strengthen our public expenditure controls and stop the continued build-up of arrears.”

The audit team will also provide recommendations for addressing any irregularities discovered during the process.

This move follows the government’s failure to meet several targets under the IMF programme, including missing the 2024 primary surplus target. The Ministry attributes this to a “large buildup of payables.”

The audit is part of a broader fiscal reform effort by the government, which includes recent amendments to the Public Financial Management Act. The revised law introduces a debt ceiling of 45% of GDP to be achieved by 2035, mandates annual primary budget surpluses of no less than 1.5% of GDP, and establishes an independent Fiscal Council to oversee public spending.

The audit is expected to conclude in June, ahead of the IMF Executive Board’s review of Ghana’s next tranche disbursement of $370 million. If approved, this will bring the country’s total receipts under the current programme to $2.3 billion.

Dr. Forson’s announcement followed the conclusion of a two-week IMF review mission, which ended with a Staff-Level Agreement between the Fund and the government. The Minister described the agreement as a positive step toward restoring macroeconomic stability and putting public debt on a more sustainable path.

Meanwhile, arrears in the energy sector, which have long been a challenge for the national budget, will be addressed through new payment systems. These include the Cash Waterfall Mechanism and a Single Treasury Account structure designed to regularize payments to Independent Power Producers.

In related measures, the Ministry of Finance will begin publishing quarterly rankings of Ministries, Departments, and Agencies based on their compliance with new spending rules.

Medical doctors in Bawku, located in the Upper East Region, are fleeing the area following intensified violence in recent days that has resulted in multiple fatalities.

The medical practitioners, who are experiencing extreme emotional stress and fear, are rejecting transfers to the area, which has long been plagued by a protracted chieftaincy dispute.

Some doctors have even chosen to remain unemployed rather than risk their lives in the conflict-ridden zone, which continues to report deaths.

On Monday, three people were killed in renewed violence. Numerous homes were also burnt, including one reportedly belonging to the Member of Parliament for Pusiga, Ladi Ayii Ayamba.

The situation escalated further on Sunday, April 13, 2025, when two plainclothes police officers were shot dead by unknown assailants.

In response, the Ghana Police Service has issued a wireless message directing all personnel in Bawku to wear full protective gear and move only under armored escort.

The Inspector General of Police (IGP), Christian Tetteh Yohuno, has since prohibited officers and their family members from entering the region.

Speaking in an interview with Joy News monitored by GhanaWeb, the President of the Ghana Medical Association, Dr Frank Serebour, described the situation as extremely dire.

“Indeed, it is a disaster for us as medical doctors working in Bawku at the moment. Many of our doctors there are working under extreme emotional stress and fear. If you speak to them, you’ll realize that most are not themselves. They will tell you their productivity has significantly declined. For some, even going to work is a challenge, so absenteeism is widespread. A few have already left. Some are currently in Accra and Kumasi and are refusing to return,” he said.

Dr Serebour added that the tense environment is affecting administrative control in the health facilities.

“There are those in administrative positions who are unable to enforce any form of discipline. If a worker fails to show up and you attempt to take disciplinary action, the next day your photograph is plastered everywhere, and you’re threatened with being the next target.”

He also revealed that some doctors have come under direct attack.

“We have doctors whose homes have been raided and riddled with bullets, forcing them to seek police protection. It’s not easy at all. As you can see, people are moving out of the area—and so are the doctors. Many are refusing postings to Bawku.”
