Museveni mobiliser shot dead by minister’s UPDF guard in Busia

One of the youth mobilisers of President Museveni in Busia District was shot dead by a Uganda People’s Defence Forces soldier (UPDF) during violent clashes between the ruling National Resistance Movement (NRM) supporters last evening.

Mukisa’s family told this publication that he was shot at close range by a soldier attached to Minister of State for Regional Cooperation, John Mulimba, who is also the incumbent MP for Samia North constituency.

Following the shooting, violence erupted, leaving Samia North constituency candidate John Paul Wandera’s supporter, identified only as Ndeke, in critical condition after he was beaten by rival supporters. Wandera is campaigning to become Samia North MP on the Independent ticket after he lost the NRM flag to Mulimba.

Another victim of the violence, Peter Simwero, a local DJ in Namungodi Town Council, sustained head injuries after he was allegedly stabbed with a bayonet by a soldier.

Another victim, Robert Osinya, said they were attacked by the soldiers minutes before 7 pm as they gathered at Wandera’s office in Namungondi Town Council.

“We were at the office when the minister’s convoy, with police patrol cars, a UPDF vehicle and his supporters on motorcycles, arrived at the trading centre,” Osinya said.

He said Mulimba’s supporters, armed with stones and sticks, attacked them before violence broke out.

Some of the soldiers in Mulimba’s company reportedly fired shots in the air as others beat up Wandera’s supporters clad in NRM T-shirts. Osinya added that one soldier singled out Mukisa and beat him repeatedly as he pleaded for his life.

“He had already surrendered due to the beatings. I heard him cry out, ‘I am a supporter of President Museveni, don’t beat me, don’t shoot me,” Osinya said.

According to Osinya, the soldier cocked his gun and shot Mukisa before running back to jump onto a waiting military truck that sped off. Mukisa’s body, clad in the yellow T-shirt with President Museveni’s portrait, was left on the roadside, lying in a pool of blood as the soldiers drove away.

Efforts to reach John Mulimba were unsuccessful, as our repeated phone calls to his known telephone numbers went unanswered.

However, sources in Mulimba’s camp alleged that Mukisa had stoned the UPDF soldier, prompting the shooting.

“He pelted the soldier with stones; that is why he was shot,” a source said.

Osinya dismissed this claim, saying Mukisa never threw stones.

“He was a humble young man and never involved in any act of violence,” Osinya said.

The shooting happened as Mulimba’s was returning from a campaign rally in Mayombe. The race for Samia North constituency has increasingly become intense with violent episodes witnessed as the country enters the final stretch of campaigns ahead of the January 15, 2026, polls.

The incumbent MP, Mulimba, is facing a stiff challenge from independent candidate, Wandera, locally known as Team Nkolerawo, and John Okumu Emurut, both NRM. All three contenders are NRM-leaning.

Kenneth Ojambo of Namungodi Town Council, who joined NRM from the National Unity Platform last year, said he is reconsidering his support following Mukisa’s killing.

“When soldiers shoot innocent people campaigning for President Museveni just for not supporting the minister, then there is a serious problem,” Ojambo said.

One of Mukisa’s family members, John Maholo, asked the government to take action, questioning the state of democracy in the country.

“President Museveni should investigate why a soldier would recklessly shoot an innocent young man,” he said.

Namungodi Town councillor, Stanley Wejuli, called the shooting barbaric and aimed at undermining Museveni’s votes.

“Shooting an innocent young man for not supporting Mulimba is sad and meant to hurt NRM and the president,” he said.

Background

Despite backing President Museveni since 1996, voters in Busia have repeatedly rejected his ministers at parliamentary elections.

Notable examples include:

1996: Minister Gabriel Oppio lost to Chango Macho in Samia Bugwe South.

2001: Oppio, then Minister of State for Finance, was defeated by Simon Mavende Enyanda, who later lost to Oppio in 2006.

The Asantehene, Otumfuo Osei Tutu II, has urged the Bank of Ghana (BoG) to develop a clear strategy for reducing interest rates to bolster business expansion and private sector investment.

According to him, while recent stability in the foreign exchange market is a positive development, the broader economy cannot experience a full recovery if high borrowing costs continue to suppress industrial activity and job creation.

Speaking during a courtesy call to the headquarters of the Bank of Ghana in Accra, on January 7, 2025, the Asantehene emphasised that currency stability and sound monetary policies, particularly effective interest rate management are essential to achieving sustainable economic growth.

“At this moment, I call for a massive push to stimulate domestic and private investment for industries. The time has come for us to do business, and not just talk,” he said.

A durbar was organised to welcome the Asantehene on his maiden visit to the head office of the BoG during which Otumfuo Osei Tutu II and his delegation of chiefs were received by the Governor of the Bank of Ghana, Dr Johnson Pandit Asiama.

Also present to welcome the team from Manhyia was the First Deputy Governor, Dr Zakari Mumuni; the Second Deputy Governor, Matilda Asante-Asiedu; as well as members of the board, management, and heads of departments.

During the visit, the Asantehene toured various offices and facilities at the Bank Square.

Otumfuo Osei Tutu II described the new Bank Square complex as a symbol of national confidence and institutional renewal, noting that it should inspire greater professionalism and efficiency among staff of the central bank.

He said the headquarters represented the resilience of the Bank of Ghana and its preparedness to address increasingly complex monetary and financial challenges.

“This building is not just an edifice of concrete and glass; it is a symbol of the authority, responsibility and enduring mandate of the Bank of Ghana,” he stated.

He expressed confidence that the modern infrastructure would enhance policy coordination, research, and decision-making in support of macroeconomic stability, while calling for sustained political backing to ensure the Bank’s independence.

President John Dramani Mahama has announced that Cabinet is actively deliberating reforms to Ghana’s television licensing legislation, including the introduction of a Public Media Levy to replace the TV license.

According to a report by citinewsroom.com, President Mahama, speaking during a visit to the Ghana Broadcasting Corporation (GBC) on Thursday, January 8, as part of his ongoing engagements with state institutions, revealed that planned amendments are set to be presented to Parliament in the near future.

“There are a few suggestions we have with regard to the so-called TV license. And I think that our thinking is going in the same direction to amend that law to make it a Public Media Levy of some sort,” he stated.

The president explained that the proposed levy is designed to expand the revenue base for public broadcasting, ensuring more reliable and substantial financial support for state media operations.

He assured that once Cabinet finalises its review, the government will engage with key stakeholders before submitting the legislative changes to Parliament.

“When we’re ready, we’ll be discussing it at Cabinet, but we’ll discuss with you what our thinking is before we finally go to Parliament and amend the law,” Mahama told GBC management.

He expressed optimism that the reform would significantly enhance funding for public broadcasters, enabling them to operate more effectively and better serve the public.

“I’m sure that with some of the suggestions we’ve got, you’ll be able to raise the amount of funding that it brings in and make it better able to do your work,” the president added.

What is the TV License

The TV licence in Ghana is a legal fee introduced under the Television Licensing Act, 1966 (NLCD 89) that requires individuals and entities that own or use television receiving sets to pay an annual fee to the Ghana Broadcasting Corporation (GBC).

It was re-introduced in 2015 after a period of dormancy to provide additional funding for the state broadcaster.

Under this law:

A domestic household typically pays GH¢36 per year (with higher fees if there are multiple sets).

Commercial users, TV dealers and repairers pay different annual fees.

Non-payment of the licence has historically been treated as an offence under the Act.

The primary purpose of the TV licence fee is to support public service broadcasting by generating revenue for the GBC independent of government budgets and commercial advertising.

Over the years, the TV license has faced criticism for being outdated, difficult to enforce, and not aligned with modern technology (given that many people view TV content via devices not strictly covered by the old law).

Critics also argue that the revenue collection mechanism is ineffective and that the funds should be handled through more modern structures.

He further warned that some countries were planning to attack the US during the World Cup and urged the public to pray against it to avert any misfortune.

The prophecy generated backlash, with critics accusing the clergyman of making false claims for attention, arguing that it would be extremely difficult for his words to come true given the caliber of teams in the tournament.

In response to the criticisms, Nigel Gaisie clarified that he was not referring to the grand finale of the tournament, as many assumed.

“When I said Ghana will do well at the final, I was not referring to the World Cup grand finale,” he said, as reported by GhOne TV.

He further explained that the World Cup has multiple “finals,” beginning from the quarter-finals through to the grand finale, and that he did not specify which stage he meant.

He, therefore, urged critics to cease their attacks.

The United States Immigration and Customs Enforcement (ICE) has detained former Finance Minister, Ken Ofori-Atta for questioning over the status of his stay in the country.

This was confirmed by his legal team in a public statement circulated in the media.

According to the statement released on January 7, 2026, Mr Ofori-Atta is currently cooperating fully with ICE while his lawyers engage the authorities to resolve the issue as quickly as possible.

The statement explained that Mr Ofori-Atta has a pending petition for adjustment of status, a process under US law that allows an individual to remain legally in the country beyond the validity of an initial visa.

His legal team says this is a common immigration procedure and expects the matter to be resolved expeditiously.

The statement stressed that Mr Ofori-Atta remains a law-abiding individual and is working closely with US immigration authorities to regularise his status while continuing his medical recovery.

His stay in the US has been marred by an ongoing legal issue in Ghana. In November 2025, the Office of the Special Prosecutor (OSP) charged him and others with corruption and corruption-related offences.

The case is currently at the case management conference stage.

The President of IMANI Africa, Franklin Cudjoe, has publicly disclosed that he has been living with Parkinson’s disease for the past eight years, urging Ghanaians to pay closer attention to changes in their physical movements and to avoid prolonged exposure to harmful chemicals.

In a Facebook post on Thursday, January 8, 2026, Cudjoe disclosed that he had earlier mentioned at the beginning of the year that he was living with a movement disorder, which he has now confirmed to be Parkinson’s disease.

“Well, folks, it is Parkinson’s. I had been living with it for the past eight years,” he stated.

He expressed gratitude to neurologists in Ghana for their support, noting that the country has very few specialists in the field.

Cudjoe also disclosed that through the support of close acquaintances, he has been receiving medical care abroad to help manage the condition.

According to him, Parkinson’s disease has no cure but can be managed through medication and lifestyle adjustments, including diet and physical exercise, though treatment can be expensive.

“Parkinson’s has no cure but it won’t kill you. It can only be managed with expensive medication and lifestyle adjustment,” he indicated.

Franklin Cudjoe calls for routine lifestyle audit amid corruption concerns

Cudjoe thanked individuals who have shown concern and support since his disclosure and reaffirmed his commitment to raising awareness about the condition in Ghana.

He also pledged to continue supporting the Parkinson’s support group in the country.

Cudjoe, however, cautioned the public to seek clinical assessment if they notice changes in their physical movements and stated that while Parkinson’s can be hereditary, research indicates that genetic cases account for less than 10 per cent.

“Once again, please avoid prolonged exposure to chemicals and please go for clinical assessment once you notice changes in your physical movements,” he advised.

He encouraged the public to prioritise their health and well-being.
