Vancouver Police have just posted another update on their social media.

“At this time, we are confident that this incident was not an act of terrorism,” it says.

Earlier we brought you a statement from NDP leader Jagmeet Singh – who was attending the Lapu Lapu Day block party before the incident unfolded.

He’s since been filmed at a separate event where he has provided fresh reaction to the news that a man drove his SUV through a crowd of people.

“It keeps on playing through my mind,” he says in a video shared on social media, as he reflects on the happiness of children attending the family event.

“The kids that were having such an amazing time, such joy, the incredible warmth of the people there. I just keep playing through my head such a beautiful celebration and such a family event – people coming together from all ages.

“No event deserves violence, obviously. It is horrible.

“Just imagine that joy with the contrast of the horrible death and destruction to happen at an event like that is something I can’t comprehend.”

What is Lapu Lapu Day?

Lapu-Lapu Day is celebrated every year in the Philippines on 27 April. It marks the memory of Lapu-Lapu, a national hero who stood up against Spanish colonisation.

The festival was officially set up in Vancouver in 2023. A statement on its website says, “The declaration not only honours the heroic legacy of Datu Lapu-Lapu but also symbolises the cultural harmony and mutual respect that thrive in the province of British Columbia.”

Ghana on course to reaching sustainable path – IMF

The International Monetary Fund (IMF) is confident that Ghana will reach a Debt-to-Gross Domestic Product (GDP) of 55 per cent by 2028, putting it on a sustainable path.

“If we have reached an agreement, it’s because those overall objectives are still on track. So the response is yes. Ghana is still on track to achieve those objectives,” said Mr Stéphane Roudet, Mission Chief for Ghana.

He was responding to a question at a roundtable with Ghanaian journalists during the 2025 IMF/World Bank Group Spring Meetings in Washington DC, USA, on Friday.

He attributed the country’s ability to reach debt sustainability to being on track in achieving targets under the ongoing $3 billion loan supported programme with the IMF, urging the country to adhere to programme objectives.

However, he said it was important for the Government to remain steadfast in implementing the programme as planned, by adhering to all reforms and objectives, especially as trade tensions could pose some risks.

Mr Roudet commended the Government for the high level of commitment and ownership of programme objectives, including the reinstatement of stronger fiscal rules and institutions, as well as authorisation by the Ministry of Finance before procurement.

He expressed optimism that the Fiscal Council that would have more teeth, be capable of assessing fiscal policy ex ante at the time a budget was being prepared and exposed to see whether the fiscal rule had been respected.

He expressed the hope that the economy would stabilise, as inflation went down and the deficit moved back on track with the programme objectives.

That would strengthen confidence in the Ghanaian economy, bolster investment and the role of the private sector, Mr Roudet said, adding that it would “not just be in one sector, but across the board.”

The Ghana Union Movement (GUM) has issued a disclaimer distancing itself from reports suggesting its involvement in a planned demonstration against the suspension and pending removal of Chief Justice Gertrude Araba Torkonoo.

The demonstration, reportedly scheduled for Monday, May 5, 2025, has been linked to a group of political parties opposing the Chief Justice’s removal.

In a statement dated April 26, 2025, signed by the party’s General Secretary, Anthony A. Gold Ahinful, GUM clarified that it had not been informed, engaged, or consulted regarding any such meeting or demonstration.

The party emphasised its commitment to democracy and the rule of law, stating that any issues concerning the Chief Justice should be addressed through legal channels.

The statement further urged all members of GUM to abstain from participating in the demonstration, reiterating that the party is not part of the agenda and does not endorse the planned protest.

“I am by this release stating categorically that such information in the media space about GUM as part of such a group is untrue, and all must treat it as something of no legitimate value,” the statement read.

“GUM is not part of that agenda, and all members of GUM should abstain from such a demonstration.

“GUM believes in democracy and the rule of law, and such a case concerning the Honorable Chief Justice should be handled through legal means, and anyone who believes contrary should exclude GUM from that act.”

The fact that General Langley arrived in Ivory Coast right after Captain Traore accused Ivory Coast of hiding people who tried to kill him is making people even more suspicious. Many people think that having a high-ranking American military officer so close to Burkina Faso’s border makes it seem like there might be plans to cause trouble for Traore’s government.

Across Africa, more and more people are speaking up and asking for everyone to be careful and united. Many believe that Africa needs to work together to protect itself from what they see as new attempts to control its countries.

A young activist said on social media, “It’s time to wake up. Africa must be united.” This shows how many young people in Africa feel. They want to see their continent become free from other countries interfering in its affairs.

As things remain tense, one thing is certain: people in Africa and around the world are paying close attention to what happens next.

Three arrested in connection with gold robbery at Wassa Afransie

The Ghana Police Service has arrested three individuals suspected to be involved in a gold robbery incident at Wassa Afransie in the Western Region.

The suspects, Felix Adjei (alias Africa or Nana Adjei), Nigerian national Emmanuel Kelvin, and Kofi Appiah (alias Kesse), are accused of stealing gold worth GH₵199,000 and other items from employees of Mas Palasco Gold Buying Limited.

Investigations indicate that on April 4, 2025, Kofi Appiah, a driver with the company, and his colleague Emmanuel Adu were ambushed by armed assailants while returning from Wassa Ayiem after collecting gold from a client. Shots were fired, and the attackers made off with 14 pounds of gold, two mobile phones, and an unregistered Toyota Corolla, later found abandoned nearby.

The police arrested Appiah on April 21 at his home in Wassa Akropong. The other two suspects were tracked down and picked up at separate locations soon after.

A search during the operation uncovered a Jojeff pump-action gun with butt number 168316, a Calymm PDS pistol without a serial number, 25 rounds of 9mm ammunition, an AA cartridge, two G3 ammunitions, a locally manufactured pistol, and GH₵65,000 in suspected robbery proceeds.

The trio is currently in police custody and assisting with ongoing investigations. They are expected to be charged and brought before the court.

Government to embark on bold reforms to strengthen Public Financial Management

Thomas Nyarko Ampem, Deputy Minister of Finance, has emphasised that achieving excellence in Public Financial Management (PFM) must be anchored on effective governance, accountability, and transformative development.

Speaking at the opening of the 2025 Annual Conference of the Controller and Accountant General’s Department (CAGD) in Ho, Thomas Nyarko stated that the government has taken bold corrective measures to overhaul the country’s PFM architecture.

He noted that since assuming office, the government has amended both the PFM and Procurement Acts to accelerate the implementation of an enhanced fiscal framework, including the establishment of an independent Fiscal Advisory Council.

The two-day conference, held at the Ho Technical University auditorium under the theme “Enhancing Public Financial Management Excellence,” has drawn accountants and finance professionals from across the country.

Highlighting recent achievements, Nyarko said that within four months, the government had strengthened controls on new spending commitments, launched a comprehensive audit of uncovered arrears, and operationalised a fiscal compliance framework.

Additional measures include expanding the Ghana Electronic Procurement System, conducting payroll audits and functional reviews of selected Ministries, Departments, and Agencies (MDAs), enhancing risk management systems, and updating the centralized inventory of all public investment projects.

Thomas Nyarko stressed that the CAGD is central to these reforms, being the institution mandated to ensure the effective, transparent, and accountable use of public funds.

He warned that the era of recklessness and misuse of public resources is over, pledging that infractions will be met with the full force of the law.

He expressed optimism that the conference would serve as a catalyst for innovation, institutional renewal, and strategic partnerships that will strengthen Ghana’s economic and fiscal governance.

In his remarks, Kwasi Agyei, Controller and Accountant General, disclosed that more than 4,000 government salaries had been suspended following payroll reviews, which revealed inconsistencies with National Identification Authority (NIA) numbers and questionable data credentials.

He reminded payroll validators of the serious consequences for processing payments for unqualified individuals, as outlined in PFM Regulation 90 (2019) and Section 96 of the PFM Act (2016), Act 921, and pledged strict enforcement of sanctions.

To enhance payroll data security and integrity, Agyei outlined measures including strong data encryption, access controls, multi-factor authentication, biometric identification and validation, regular data audits and reconciliations, penetration testing, and increased collaboration with the Internal Audit Agency.

He urged CAGD staff to uphold values of integrity, transparency, professionalism, collaboration, and a commitment to public interest, stressing, “Let us commit to improving public financial management not merely as a catchphrase, but as a consistent standard of excellence.”

Anthony Kwasi Sarpong, Acting Commissioner-General of the Ghana Revenue Authority (GRA), highlighted the interconnectedness of the GRA and CAGD, likening the two institutions to “unidentical twins”, one responsible for mobilizing resources and the other for managing expenditures.

He called for both institutions to operate above reproach and deliver services with integrity and innovation.

Also addressing the conference, Volta Regional Minister, James Gunu stated that excellence in PFM would directly lead to improved infrastructure, quality education, better healthcare, and sustainable development anchored in transparency and public trust.

Togbe Afede XIV, Agbogbomefia of the Asogli State, represented by Togbe Adu Bobi IV, reminded participants that effective and ethical management of public resources is not just a professional obligation but a patriotic duty.

He urged the gathering to reignite a passion for building a Ghana where fiscal responsibility, innovation, and transparency are the hallmarks of governance.

Dr Johnson Pandit Asiama, Governor of the Bank of Ghana (BoG), says the operations of the newly established Ghana Gold Board (GoldBod) will significantly boost the country’s reserves and strengthen its economic and financial stability.

Speaking in an interview on the sidelines of the 2025 Spring Meetings of the International Monetary Fund (IMF) and World Bank Group (WBG), Dr Asiama emphasised that the move is critical in supporting monetary policy and signaling improved economic health and investment prospects following the implementation of Ghana’s Extended Credit Facility (ECF) program.

“We will be able to streamline the export of small-scale gold, and I am optimistic that the Gold Board will eliminate irregularities in the small-scale gold sector,” he said.

“The effects will be reflected in our reserves, which in turn will help us achieve greater stability.”

Dr Asiama noted that the Bank of Ghana’s involvement in GoldBod’s operations would enhance oversight, ensuring that the buying, selling, and export of gold are properly regulated to maximize the country’s benefits.

Launched in April 2025, the GoldBod serves as the sole authorized buyer of gold, operating through licensed aggregators and local traders. This marks a major shift from the previous system, where both Ghanaian and foreign companies with export licenses could trade gold independently, often outside regulated channels.

Prior to the establishment of the GoldBod, gold purchasing in Ghana was fragmented among multiple entities, including the Precious Minerals Marketing Company (PMMC), the Bank of Ghana itself, the Minerals Income Investment Fund (MIIF), and private aggregators.

Highlighting the significance of the initiative, Finance Minister Dr Cassiel Ato Forson said in January 2025 that despite being Africa’s leading gold producer, Ghana had not been maximizing its foreign exchange earnings from gold.

He expressed confidence that the GoldBod’s operations would bring much-needed coherence and structure to the sector. The new framework grants the board exclusive rights to oversee gold trading, ensure full repatriation of foreign exchange earnings, and pursue international certification, including from the London Bullion Market Association (LBMA).

“The GoldBod will enable us to harness the entire value chain of gold production, from extraction to refining, value addition, and marketing both locally and internationally,” Dr Forson stated.

Police destroy 24 bags of suspected cannabis

The Keta Divisional Police Command, in the Volta Region, have destroyed some 24 maxim bags of suspected cannabis at Adzido in the Municipality.

The suspected weed was intercepted on December 29, 2023, and was later destroyed on Friday, April 25, 2025.

Chief Superintendent of Police, Mr Maxwell Agyemang, Keta Divisional Police Commander, who disclosed this information to the Ghana News Agency in an interview, stated that the suspected cannabis was intercepted at Adzido beach, where unknown culprits dumped it.

“We had a tipoff about the suspect, who dumped the cannabis at Adzido, and we intercepted it, unfortunately, no arrest was made,” he said.

Superintendent Agyemang explained that a series of investigations were conducted in and around Keta Municipality to apprehend and punish the culprits, but nobody has since been identified in connection with the act to face the full rigour of the law.

He said that each of the 24 bags of the suspected cannabis contained 30 wrapped pieces with each estimated to cost around GH₵500, all totalling GH₵360,000 for 720 pieces in all.

“The last time we conducted this similar exercise was on September 27, 2024, after we equally intercepted 78 maxim bags of marijuana at the same place upon a tip-off.”

Superintendent Agyemang said the Keta Divisional Command has earlier held a meeting with the Municipal Chief Executive (MCE), Mr Wisdom Seade, to hold a comprehensive education programme on drug abuse and addiction in the communities in the area for the public to identify the side effects of drug abuse.

He said further information gathered indicated that many young students in the senior and junior high schools have also been engaging in drugs such as tramadol, tamaking, cannabis, among others, which destroy their future progression.

He said the use of illicit drugs was against the laws of the country and promised that the Keta police command would do everything possible to crack down on the use of illicit drugs among the youth within the Municipality.

He entreated the public to report any act of illegal drugs that could jeopardise or endanger others in the communities.

Madam Elaina Annor-Agyapong, the Senior Narcotic Drugs Control Officer at Aflao, who witnessed the exercise, said that the consequences of using hard drugs include sickness, mental disorder, death, imprisonment, among others.

He urged the youth to desist from such unprescribed drugs for a successful and brighter future.

Man found dead in stagnant water at Dzelukope

Residents of Dzelukope, a suburb of Keta in the Volta Region, are in a state of shock and panic after a man believed to be in his early 60s was found dead in a stagnant water in the area.

The tragic incident was suspected to have occurred during the midnight of Monday, April 21, during the Easter picnic.

In an interview with the Ghana News Agency, Mr Gideon Foli Ashiagbor, a member of the area’s unit committee, said the incident happened in the water between Togbi Dzelu’s road and the seashore in the community.

“I received a call on Tuesday, April 22, that a lifeless body of a man who is believed to be around 60 years old was floating on the water, which sparked fear among the residents,” he said.

He said that the body of the deceased was later retrieved from the water and was identified by families as Mr Atileto Edo.

Mr Ashiagbor said further information gathered revealed that the deceased was energetic, healthy and with a sound mind without complaints of sickness before his death, with the sudden demise raising speculations and suspicions.

“An examination of the body of the deceased showed signs of bruises on the forehead and blood oozing from the nose, raising suspicions of foul play.”

He said the incident has been reported to the Keta Police, who conveyed the body to the Keta Municipal Hospital morgue for further examination and autopsy.

Mr Ashiagbor urged the residents to remain calm and assist the police in their investigations to unravel the perpetrators of the heinous crime and to determine the circumstances surrounding the tragic death.

The Managing Director of the International Monetary Fund (IMF), Kristalina Georgieva, has commended Ghana’s Minister for Finance, Dr Cassiel Ato Forson, and his team for their “strong commitment to the Fund-supported program and reforms aimed at restoring macroeconomic stability.”

During a meeting on Saturday, Georgieva praised Dr. Forson’s leadership, noting the significant progress Ghana has achieved under difficult circumstances.

She reaffirmed the IMF’s ongoing support, stating, “The IMF remains a strong partner of Ghana.”

This high-level endorsement follows the announcement that Ghana has reached a staff-level agreement with the IMF on the fourth review of the Fund-supported program. Once formally approved by the IMF Executive Board, the agreement will unlock approximately $370 million in funding for Ghana.

The achievement is particularly striking given the challenges the new government faced upon taking office, including multiple breaches of structural benchmarks and quantitative targets under the program.

The breakthrough reflects the aggressive and focused efforts of the John Mahama administration to reverse the economic downturn and rebuild confidence in Ghana’s financial management.

Former Vice President Dr Mahamudu Bawumia has disclosed that certain policies by the previous New Patriotic Party (NPP) government led to their defeat in the 2024 general elections.

He explained that the arrogance of power that made the government insensitive to the plights of Ghanaians incurred people’s wrath, causing them to vote against the party massively.

The NPP flagbearer also indicated that the rising nature of inflation during Nana Addo Dankwa Akufo-Addo’s government tenure, as well as the introduction of the Electronic Transaction Levy (E-Levy), played a major role in making the party unpopular.

Speaking at the NPP’s nationwide ‘Thank You Tour’, Dr Bawumia noted that the reports the NPP has gathered on the 2024 election loss showcase these challenges, including the Domestic Debt Exchange Program (DDEP).

“When you study all the reports we have so far, certain factors were highlighted. These include the high cost of living; the prices of goods and services went up and left many Ghanaians struggling. Another factor that was highlighted is the arrogance of power; we were not willing to listen.

“The party members told us to conduct a reshuffle, but after eight years, we didn’t listen. The party members told us they didn’t want the E-levy, but we implemented it. Again, the party members told us that the DDEP was going to be a major challenge, but we went ahead to implement it. Things were bad, and we were not able to pay NABCO, those employed under youth and afforestation, caterers, and others were also not being paid,” he explained, as reported by citinewsroom.com.

The NPP continues to engage with party supporters across the nation to thank them for their support during the 2024 elections, urging them to stay united ahead of the internal elections to elect executives and prepare for the 2028 general elections.

Dr Nana Ayew Afriye, the New Patriotic Party (NPP) MP for Effiduase/Asokore and 2024 Middle Belt Campaign Coordinator for Dr Mahamudu Bawumia, has issued a warning to the ruling National Democratic Congress (NDC) about the 2028 presidential election.

In a social media post dated Saturday, 26 April 2025, Dr Afriye predicted that the NDC will struggle to alter a long-standing electoral narrative, where new candidates from ruling parties lose to familiar opposition figures, urging the party to prepare accordingly.

“Any new presidential candidate who emerged on the ticket of a ruling government lost it to the familiar faced opposition presidential candidate,” he noted.

Dr Afriye’s analysis draws on historical trends in Ghana’s Fourth Republic, which began in 1992.

He highlighted that new presidential candidates from ruling governments have consistently failed to secure victory against well-known opposition candidates.

He referenced the late President John Evans Atta Mills, who lost in 2000 as a new NDC candidate despite his party being in power; Nana Addo Dankwa Akufo-Addo, who lost in 2008 as the NPP candidate whilst his party was in power; and Dr Mahamudu Bawumia, who lost in 2024 as the NPP candidate to the NDC’s John Dramani Mahama.

Mahama, a familiar face who previously served as president, secured a landslide victory with 56.42% of the vote, whilst the NDC also won 183 parliamentary seats compared to the NPP’s 88.

He argued that the NDC, now in power, faces the same historical challenge in 2028. As the party will likely field a new candidate, Dr Afriye believes they will probably lose to a familiar NPP opposition figure, potentially Dr Bawumia.

He thus urged NDC supporters to disabuse their minds of any possibility of having the elections influenced in their favour by the Electoral Commission or the judiciary and advised them to instead prepare for an imminent defeat.

“The CJ & EC ain’t the issue. Arguably, NPP had the CJ & EC yet, NPP lost it. @NDC fanatic big up, build your friendship and bridges plus grow yourself, 2028 won’t be a different story…SHINE your eye!” he wrote.

To his fellow NPP members, Dr Afriye highlighted Dr Bawumia’s chances of winning the 2028 election based on precedent and called on supporters of his opponents to face reality, avoid personal politics, and foster strong relationships within the party.

“@NPP fanatic big up, the familiar faced Opposition Prez. candidate will win from precedence. Hence you in another camp. Wise up, build bridges internally, don’t get too personal & leave an exit window…the narrative won’t change. SHINE YOUR EYES!!” he emphasised.

He thus urged NPP supporters, especially those within the camp of Dr Bawumia’s opponents, to ‘shine their eyes’ by building internal bridges and not engaging in personal politics.

Lawyer Maurice Ampaw has cautioned President John Dramani Mahama to be mindful of his association with certain pastors in the country.

According to him, President Mahama should take a lesson from former President Nana Addo Dankwa Akufo-Addo, who, he claimed, was never the same after allegedly associating with some pastors.

He explained that Nana Addo was “hunted” after receiving a horn from a pastor in church, which, according to Ampaw, twisted his life afterwards.

In an interview on Wontumi TV on his Mmra Ne Abrabo Mu Nsem show on April 20, 2025, Ampaw added that not everyone should be allowed to lay their hands on the president.

“I have seen that there are certain pastors who are mostly around President Mahama and have been laying hands and praying for him.

“I have seen President Mahama going to certain pastors for them to lay their hands on him… President Mahama should be careful.

“Certain pastors gave Nana Addo horns, and the horns turned demonic to hunt him. It got to a time when Nana Addo was not himself. Since Nana Addo went to Owusu-Bempah’s church and took those spiritual horns, he never became the same; he became something else,” Ampaw stated.

In my previous article, I discussed the pressing need for a comprehensive review and reform of Ghana’s Free Senior High School (SHS) education policy, particularly focusing on the boarding school system.

Building on that foundation, I now bring to light how these proposed reforms can pave the way for the adoption of digital systems, ultimately enhancing learning experiences and preparing our youth for a digitally driven future, hence leading our nation into a digitalized era.

Leveraging Reforms for Digital Adoption and Visual Learning

The proposed dissolution of the current boarding school system and the redirection of funds toward improving the quality of education present a unique opportunity to integrate digital systems into our schools. By reallocating resources toward developing digital infrastructure and providing essential technological tools, such as projectors and computers, we can transform the educational experience for young Ghanaian students.

Investing in digital learning platforms, internet access, and modernized curricula will ensure that students receive education that is relevant to today’s job market.

Additionally, training teachers to effectively use digital tools will be crucial in ensuring that technology is not just an addition but a core part of the learning process.

Incorporating projectors into classrooms as a teaching tool is an essential step toward improving digital learning. Projectors enhance visual learning by making educational content more engaging, dynamic, and accessible to students. The ability to display diagrams, videos, and interactive lessons ensures better comprehension and retention of knowledge.

Furthermore, adopting projectors can reduce the recurring costs associated with maintaining traditional blackboards and whiteboards. The

government continuously spends money on supplying schools with markers and repairing or replacing broken boards. By shifting to digital projection systems, schools can cut down on these expenses while simultaneously improving the quality of education. This cost-effective solution will provide long-term benefits by facilitating a more interactive learning environment.

Another crucial step towards a digital transformation is the adoption of cloud-based storage in schools and other government agencies. Instead of storing information on physical hard disks on-premises, cloud storage will provide a secure, scalable, and efficient means of managing data.

This transition will not only enhance data security and accessibility but also create more job opportunities for the youth in the technology sector. Fields such as cloud engineering, which are rapidly gaining prominence in the global job market, will open new career pathways for university graduates. Implementing cloud-based solutions will help address the rising unemployment crisis among tech graduates and ensure that Ghana’s workforce remains competitive in the evolving digital economy.

Addressing Literacy Challenges Before Digitalisation

While the benefits of digital education are clear, it is essential to acknowledge the existing literacy challenges in Ghana. As of 2020, Ghana’s adult literacy rate was reported at 80.38%, indicating that approximately 19.62% of adults were illiterate, and in 2021, the Ghana Statistical Service reported that about eight (8) million Ghanaians aged 6 years and older were illiterate, accounting for 26% of the population in that age group. Fellow citizens, this poses a barrier to effective digital learning. To address this, the government must ensure that education is made as accessible as possible for people living in underprivileged communities.

By focusing on foundational literacy alongside digital education, we can ensure that all students, regardless of their background, have equal opportunities to benefit from digital learning tools. This dual approach will gradually build a digitally proficient society where future generations are equipped with the skills to utilize, create, and improve digital systems.

A Vision for the Future

My vision for an efficient adoption of digital systems in Ghana lies in the youth-driven initiative through the free education policy I proposed in my previous article.

Additionally, the transportation system I suggested in my previous article— designed for students after the dissolution of the boarding school system— will also be digitalized. If the buses are to be made accessible exclusively to students, they should have a student card or student transportation card on which they would pay a very low fee in the form of monthly subscriptions. Students would then scan or punch their cards onto a meter on the bus, ensuring that the system confirms they are eligible. This approach is far superior to the current “trotro” system, where students risk their lives in unsafe transportation and frequently arrive late to school.

By implementing this digital system, corruption can be prevented, ensuring transparency in fare collection while making transportation more affordable and efficient for students. Moreover, this initiative will help instil the mindset of living in a digital era, fostering a culture where digital technology becomes an integral part of students’ daily lives and continues to grow as part of their future aspirations.

Conclusion

Fellow citizens, the journey toward a digitalized education system in Ghana is challenging yet necessary. By linking the proposed reforms of the Free SHS policy with the adoption of digital systems, we can create a future where our students are not only well-educated but also equipped with the skills to drive innovation and progress.

Let us commit to building a better future for our youth, one where digital literacy is at the forefront of our educational endeavours.

How Nitiwul and others spent $8.8m on 53-year-old military vehicles from Azerbaijan scrapyard

The Herald has uncovered troubling information regarding the procurement of 20 armoured vehicles by the Ghana Armed Forces (GAF), manufactured during the era of the former Soviet Union.

The vehicles, now 53 years old, have been described by this paper’s military insiders as “death traps.” These vehicles are reportedly non-functional and pose a serious risk to the lives of Ghanaian soldiers serving in the United Nations Interim Security Force for Abyei (UNISFA) in Sudan.

The vehicle’s firing posts are said to be inoperable. Each vehicle reportedly cost $440,000, bringing the total expenditure to $8.8 million. They were supplied by Messrs Double ST Limited and sourced from Azerbaijan.

The armoured vehicles in question are BTR-70 8×8 Wheeled Armoured Personnel Carriers (APCs), originally manufactured in 1972 in the former Soviet Union.

Technical reports indicate that the APCs suffer from significant mechanical defects, including oil and lubricant leakages that cause engines to overheat after minimal use, malfunctioning brake and clutch systems, unserviceable rear camera monitors, and the absence of intra- and inter-vehicular communication devices. These deficiencies make effective communication within the vehicles, between vehicles, or with base command impossible.

Furthermore, visibility is compromised due to blurred vision blocks and missing or damaged side mirrors on several units. The vehicles were reportedly acquired from a scrapyard in Azerbaijan, where they had been abandoned due to their age and disuse.

Under the administration of President Nana Addo Dankwa Akufo-Addo, the Ghanaian military procured these obsolete units. According to sources within the Armed Forces, the APCs are entirely unsuitable for any military operation and present a grave danger to the personnel expected to operate them.

Soldiers who spoke to The Herald described the vehicles as liabilities. They revealed that several units deployed to Sudan as part of Ghana’s peacekeeping contribution were also deemed unfit for use by the United Nations.

Many vehicles lie idle at Burma Camp, where the Reconnaissance Regiment (Recce Regt) is stationed. Insiders disclosed that the vehicles arrived in Ghana immobile and had to be transported to Burma Camp on flatbed trucks. Although some refurbishment efforts were made, most of the APCs remain non-operational.

The seats were also found to be shredded, highlighting the poor condition of the equipment. The few functional vehicles that were made were deployed to Sudan, but feedback from the UN mission indicated that they could not be used effectively for their intended purpose. Currently, only one is operational, but its movement is wobbly.

The Herald understands that the purchase was made during the tenure of Defence minister Dominic Nitiwul and Chief of Defence Staff (CDS) Vice Admiral Seth Amoama. However, sources allege that the procurement was heavily influenced by Major General Thomas Oppong-Peprah, who served as Army Commander then and eventually became CDS.

He is reported to have personally travelled to Azerbaijan with the suppliers to inspect and finalise the deal.

The acquisition of the discarded APCs, which cost the state millions of dollars, is now being regarded as a catastrophic misuse of public funds and a potentially deadly threat to Ghanaian troops. The Herald has further gathered that United Nations officials are also aware of the situation.

The Chief of Nyinahini in the Ashanti Region, Nana Amanpene Boateng Twum II, has called for the arrest and prosecution of military officers responsible for the death of a young man, Kwame Lala.

According to him, the officers alleged to have committed the offence should be submitted to the laws of the land.

Speaking at a meeting with the Ashanti Regional Police Commander, DCOP Emmanuel Teye Cudjoe and the Member of Parliament for Atwima Mponua, Seth Osei Akoto, the traditional ruler believes the altercation between the youth and military did not warrant shooting.

“Why should you shoot someone for wearing army camouflage? he even gave out the shirt, saying he will go naked when he removes the trousers, and you shoot him, they must be arrested and face the law,” he said.


The call comes after the alleged shooting of 37-year-old Kwame Lala for wearing military camouflage.

Four others were injured in a scuffle between the youth of Nyinahini and some military men.


The Ashanti Regional Police Commander, DCOP Emmanuel Teye Cudjoe, said the police have launched an investigation and will bring the perpetrators to face the law.

“I am assuring you that the investigation process has commenced, and those offenders will not go free,” he assured.

The Police Commander pleaded with the youth exercise restraint as efforts are being made to arrest perpetrators of the crime.

The family of the deceased is demanding justice.

The victim, Kwame Lala, left behind a wife and eight children.

Two of the injured victims have been discharged from the hospital and are responding to treatment.

“Mr. Paul Afoko has not been suspended from the party. He is still a member of the NPP, so he hasn’t left the party. His issue only had to do with the position he was holding, but he wasn’t suspended. Alan Kyerematen has not been suspended from the party; he has left the party to form another political party.

“The position of the party across the country is that everybody who is willing and ready and believes in the ideologies of the NPP, the party is ready to accept them,” Aboagye stated in an exclusive interview with Channel One Newsroom on Saturday, April 26, 2025, as quoted by citinewsroom.com.

She will be interred at the Somanya Awudime Ebenezer Presbyterian Cemetery.

The dress code for the funeral on Saturday is black and white attire, while the thanksgiving service on Sunday will be an all-white event.

Samira Bawumia saves lives; records zero maternal and neonatal deaths in Saboba

The Safe Delivery Project, an initiative led by the Second Lady, Hajia Samira Bawumia, through the Samira Empowerment and Humanitarian Projects (SEHP), has recorded a historic milestone in the Saboba District of the Northern Region, with zero institutional maternal and neonatal deaths reported during the project’s implementation period.

This feat was celebrated at a grand durbar held in Saboba to mark the official close of the project in the district.

The event brought together government officials, health professionals, religious leaders, beneficiaries of the project, as well as expectant mothers in the district.

The project, launched in May 2018 by the founder and Chair of the Africa Women and Children Conference (AFRIWOCC), Mrs Bawumia, in the East Gonja Municipality, seeks to reduce maternal and neonatal mortality and promote safe delivery practices in underserved communities across Ghana.

As part of the project, birth kits containing essential supplies needed for safe deliveries were distributed to expectant mothers in their third trimester.

The content of the kits includes medicated soap for handwashing and cleaning the mother’s perineum, a clean delivery mat to provide a hygienic surface for childbirth, methylated spirit for disinfection, a sterile blade for cutting the umbilical cord, cord clamps to safely tie the umbilical cord, a pair of sterile gloves for the birth attendant, gauze swabs for cleaning, combined dressing.

Other supplies include a baby hat for warmth, cot sheets, nametag for the baby, anti-haemorrhage prophylaxis to prevent excessive bleeding after birth, as well as prenatal and postnatal vitamins and mineral supplements for the mother.

The project also focuses on resourcing local health facilities, as well as providing training for health workers, volunteers, and Traditional Birth Attendants (TBAs) on safe delivery practices.

Delivering a keynote address on behalf of Mrs Bawumia, a celebrated maternal and child health advocate, Dominic Nitiwul, the former Minister for Defence and Member of Parliament for Bimbilla, lauded the achievements of the project and reaffirmed the commitment of Mrs Bawumia and SEHP to the welfare of mothers and children across Ghana.

He noted that the Safe Delivery Project was birthed out of the former Second Lady’s vision to ensure that no woman dies while giving life, particularly in underserved areas where access to healthcare remains a challenge.

“The statistics that informed this initiative were worrying, with Saboba being one of the districts with the highest maternal mortality rates in the country.

The Safe Delivery Project has turned that story around, and today, we are celebrating life and progress,” he said.

The project, which provided over 4,000 expectant mothers with birth kits and supported 22 health facilities across the district, also led to a 79 percent increase in antenatal and postnatal care attendance.

The Paramount Chief for the Saboba Traditional area, Ubor Bowan John Mateer Sakojim IV, commended Mrs Bawumia for her advocacy and support for women and children over the years.

He noted that the project has been dear to his heart because of its transformational effect on the lives of women.

He was happy to announce that the district had not recorded any institutional deaths since the start of this intervention in April 2023.

The District Director of Health Services for Saboba, Zaid Arimiyaw, in his remarks, also commended SEHP and its partners for the significant strides made in maternal and newborn health. He revealed that prior to the intervention, many women gave birth under unsafe conditions, contributing to the district’s high maternal and neonatal mortality rates.

“With the support of SEHP, our healthcare system was strengthened, birth kits were distributed, and our health staff were retooled and retrained. Today, we can proudly say that not a single mother or newborn was lost during this period,” he said.

The project in Saboba builds on the success of similar interventions in the East Gonja Municipality and North East Gonja District, which also recorded significant reductions in maternal mortality after SEHP’s intervention.

“The Safe Delivery Project has shown that public-private partnerships are key in addressing maternal and neonatal health challenges. These are not just numbers—we are talking about lives saved and communities transformed,” he stated.

Other speakers at the event urged for sustained training for health workers, community engagement, and the integration of such initiatives into national policy frameworks.

Hajia Samira Bawumia, through the former Defence Minister, expressed her gratitude to all stakeholders, including the Ghana Health Service, KGL Foundation and MedShare USA, local health workers, community leaders, and all who played a role in making the project a success.

“This is not the end, but the beginning of a broader commitment to make maternal and neonatal healthcare accessible, safe, and sustainable across Ghana,” he conveyed.

She reiterated her unwavering commitment to ensuring that every Ghanaian mother, regardless of her location, has access to safe and dignified childbirth.

The 2024 flagbearer of the New Patriotic Party (NPP), Dr Mahamudu Bawumia, has expressed deep appreciation to the party’s polling station executives and grassroots supporters, describing them as the NPP’s greatest assets.

Speaking during the party’s Thank You Tour in Takoradi on Saturday, April 26, 2025, Dr Bawumia acknowledged the tireless efforts of the rank and file in sustaining the party’s strength across the country.

“Our polling station executives and grassroots are our greatest assets, and I thank them from the bottom of my heart,” Dr Bawumia said.

He emphasised that the victories and achievements of the NPP over the years were largely due to the unwavering commitment and sacrifices made by these individuals at the local level.

According to him, their loyalty and hard work form the bedrock upon which the party’s success is built.

Dr Bawumia, who also served as Ghana’s Vice President from 2017 to 2025, noted that without the support of the grassroots, no political party could achieve its objectives.

“It is the grassroots that defends the party in every community, market, and household,” he remarked, urging the executives to remain steadfast as the NPP prepares for the crucial 2024 general elections.

He concluded his address by promising continued engagement and support for the party’s base.

Ghana lost over GH¢200m to Jospong Group in sanitation deals – Manasseh

Journalist Manasseh Azure Awuni has revealed in a recent article that his investigation revealed that Ghana lost more than GH¢200 million in a series of sanitation contracts awarded to companies under the Jospong Group.

According to his detailed findings, the Ministry of Local Government and Rural Development, on 9th June 2015, requested the release of over GH¢98 million to implement a Sanitation Improvement Programme aimed at averting a cholera outbreak.

However, a review of the contracts suggests widespread irregularities and duplication of existing efforts.

Manasseh’s investigation found that all 11 companies handpicked for the contract were subsidiaries of the Jospong Group, owned by Joseph Siaw Agyepong. Among them was Meridian Waste Management Services, which records show was not even registered at the time the contract was awarded.

Official registration only occurred on 30th September 2015, three months after the contract date.

The fumigation and disinfection activities for which the funds were approved were already covered by two separate ongoing contracts awarded to Zoomlion Ghana Limited, another Jospong subsidiary, dating back to 2009 and 2010.

These earlier contracts were funded through the District Assemblies Common Fund and the National Health Insurance Levy.

Despite this, a third fumigation contract was awarded, covering the same districts and assemblies already under Zoomlion’s management.

Investigations revealed that assembly and sanitation officials across the country had no knowledge of the new contract’s execution.

When questioned, neither the Ministry nor Zoomlion could provide evidence of supervision or validation of the work. Zoomlion’s lawyers argued that the contract terms did not require supervision.

The company presented black-and-white photos of fumigation exercises as proof of work, but police investigators found identical images submitted for multiple districts.

Officials interviewed across the assemblies stated they neither witnessed nor were informed of any additional sanitation activities.

The case, dubbed “Robbing the Assemblies” in a 2017 documentary, attracted the attention of then-Attorney General Gloria Akuffo, who involved the Criminal Investigations Department (CID).

Despite overwhelming evidence compiled in a comprehensive police docket, including financial and photographic analysis, no prosecutions followed, and the funds were not recovered.

Manasseh, who briefed the Attorney General’s Department and senior prosecutors on the findings, described the dossier as one of the most comprehensive evidence packages in a sanitation-related scandal.

Further investigations revealed an entrenched pattern of contracts awarded to the Jospong Group across various government programmes:

Fumigation contracts paid from both the National Health Insurance Levy and the District Assemblies Common Fund. Street and market sweeping contracts awarded through the Youth Employment Agency.

Separate contracts for refuse disposal after sweeping, known as the Sanitation Improvement Package (SIP).

Landfill management contracts awarded to another Jospong subsidiary, Waste Landfills Management Limited.

Contracts to manage Sanitation Guards (Nsaman Nsaman), further sidelining assembly authorities.

In most cases, deductions were made at source from district allocations, limiting the resources available for assemblies to conduct independent sanitation work.

The investigation underscores a broader culture of impunity, with successive administrations allegedly collaborating with the Jospong Group despite public health risks and financial losses.

Manasseh Azure Awuni defended his reporting, stating that exposing such deals is crucial for safeguarding public funds and ensuring accountability. “Protecting local companies should not mean supporting fraud,” he said.

The Jospong Group and Zoomlion Ghana Limited have denied the allegations.
