New Fuel Levy in Ghana: A solution to energy woes or a blow to citizens?

0

The government of Ghana, through the Ministry of Finance, has introduced the Energy Sector Levies (Amendment) Bill, proposing a 1 cedi levy on every litre of petroleum product sold in the country. This bold fiscal intervention is aimed at stabilising Ghana’s ailing energy sector, with the funds expected to offset power sector debts, support infrastructure maintenance, and ensure continuous electricity supply.

However, the announcement has sparked heated national conversation. Citizens, economists, and energy experts are weighing the bill’s potential benefits against the immediate impact on household budgets and the already-burdened cost of living. Can this policy deliver the relief it promises, or will it deepen existing economic struggles?

What the Government Hopes to Achieve

Ghana’s energy sector is reeling from decades of underfunding, inefficiencies, and mounting debts, particularly to independent power producers (IPPs) and fuel suppliers. Power outages have become a recurring menace, hurting small businesses and undermining investor confidence.

The Finance Minister maintains that the new levy will generate dedicated revenue to address these systemic financial gaps and avoid further deterioration of electricity supply reliability. According to him, ‘stabilising the energy sector is critical to economic growth, job creation, and industrial expansion.’

Possible Gains from the Levy

  1. A Lifeline for the Power Sector

The levy could inject much-needed funds into clearing legacy debts, enhancing the financial health of utility providers, and facilitating uninterrupted power generation and distribution.

  1. Sustainable Energy Investment

Over time, the revenue could be channelled into renewable energy development and critical grid upgrades, positioning Ghana as a leader in West Africa’s energy transition.

  1. Economic Productivity

A more reliable electricity supply could stimulate local manufacturing and reduce the cost of doing business, especially for SMEs affected by frequent blackouts and the high cost of generator use.

But at What Cost to Citizens?

  1. Fuel Price Hikes & Inflation

An additional 1 cedi per litre will almost certainly push up fuel prices. This increase will ripple across sectors — transport, agriculture, and commerce — raising the cost of goods and services.

  1. Hardship for the Poor and Working Class

Fuel levies are inherently regressive. Lower-income households, who spend a larger portion of their earnings on transport and food, will feel the pinch more acutely than affluent citizens.

  1. Trust Deficit from Past Levies

Public scepticism is high, given past energy-related levies such as the Energy Debt Recovery Levy, Price Stabilisation and Recovery Levy, and the Public Lighting Levy — all introduced under the Energy Sector Levies Act, 2015 (Act 899). These levies were designed to address sector inefficiencies, clear debts, and stabilise energy prices. However, reports of mismanagement and lack of transparency have eroded public trust.

  1. Lack of Transparency and Oversight

Critics fear the new revenue stream could be mismanaged or diverted from its intended purpose, as has occurred in the past due to weak institutional oversight and political interference.

Policy Recommendations for Balance

If implemented, the following measures can improve public buy-in and ensure the policy’s long-term success:

Phase Out Obsolete Levies: The government should review and rationalise older levies to reduce the cumulative tax burden on fuel products.

Ring-Fence the Funds: The new levy should be placed in a special account with public disclosure on disbursement and impact metrics.

Protect the Poor: Introduce targeted interventions, such as transport subsidies for low-income earners, to cushion the economic blow.

Set a Time Limit: The levy should include a sunset clause with periodic performance reviews and a clear end goal.

Final Thoughts

The Energy Sector Levy Amendment Bill represents a high-stakes balancing act for Ghana’s government. On the one hand, stabilising the power sector is indispensable for economic resilience and long-term growth. On the other hand, the levy’s regressive nature and timing, amid high inflation and job insecurity, could deepen public discontent.

Ultimately, the success of this policy will hinge on transparency, accountability, and the political will to use the proceeds solely for their intended purpose. Ghana’s energy future must not come at the expense of today’s vulnerable citizens.

Results Declaration: Minority Caucus marches to police headquarters, demands security for EC

0

By Elsie Appiah-Osei

Accra, June 04, GNA-Members of the New Patriotic Party (NPP) Minority Caucus in Parliament on Wednesday embarked on a peace march to the Ghana Police Service Headquarters, demanding that the Inspector General of Police (IGP) provides maximum security to the Electoral Commission.

That, they said, would facilitate the declaration of the Ablekuma North parliamentary election results.

The march that started at 1100 hours from Parliament House and proceeded along Gamel Abdul Street to the Police Headquarters, had the Members of Parliament (MPs) chanting patriotic songs and the party’s anthem.

Minority Chief Whip Mr. Frank Annoh-Dompreh, who presented the petition to COP Daniel Afriyie on behalf of the Inspector General of Police (IGP), urged the police to ensure the Electoral Commissions’ (EC’s) safety during the collation and declaration process.

“The entire caucus is here to present a petition to the Inspector General of Police (IGP). We are hoping they will do the needful because the EC, out of frustration, has said that they need security, and we are hoping that the IGP should be able to offer security.

“The NPP Minority Caucus’ petition to the IGP highlights the growing concerns over the delayed declaration of results and the potential implications for the constituency’s representation in Parliament,” Mr. Annoh-Dompreh said.

The Ablekuma North Constituency has been without a representative in Parliament since the 2024 General Elections due to an alleged chaotic collation process.

As a result, the EC has requested police security to enable them to continue the collation and declaration process.

BoG Clamps Down On Hidden Bank Charges

0

Dr. Johnson Asiama

The Bank of Ghana has announced plans to roll out stringent directives targeting arbitrary bank charges, unsafe digital lending practices and governance lapses within the banking sector.

According to the Central Bank, the move forms part of new measures to protect customers and strengthen regulatory oversight.

BoG Governor, Dr. Johnson Asiama, disclosed this at the opening session of a post-Monetary Policy Committee meeting with Heads of Banks where he announced that authorities are finalising comprehensive policy directives that will set clear benchmarks on pricing disclosures across licensed banks.

In addition, the Bank is tightening controls on interest charges across digital platforms, enhancing transparency in foreign exchange (FX) pricing, addressing non-performing loans (NPLs) and ensuring the recapitalisation of commercial banks.

“We have received reports that some banks continue to apply interest charges on credit accounts that remain inactive. This results in cases where accrued interest exceeds the original principal,” he said.

“Let me clear, such practices are unacceptable and must end. This distorts customer outcomes and misrepresent the true profitability of lending portfolios and violates the principles of fair treatment and transparency. We expect all banks to review their pricing models and ensure that customer charges reflect ethical and commercially defensible standards”, the BoG Governor added.

He said the implementation of all these new regulations will be phased.

“Some are taking effect from July and August 2025, while others such as a 10% cap on NPL ratios are expected to become operational in 2026. One key component of the measures is a directive requiring commercial banks to publish details of “blacklisted” borrowers and entities with a history of default in their annual accounts,” he stated.

A key prosecution witness in the ongoing case involving Kwabena Adu-Boahene, a former Director General of the National Signal Bureau (NSB), has testified that all monies he withdrew were delivered to the National Signals Bureau (NSB) office in Labone, not to Adu-Boahene’s private residence.

Cedi will remain stable against major foreign currencies

0

The Finance Minister, Dr. Cassiel Ato Forson, has assured Parliament that the Ghanaian Cedi will remain stable against major foreign currencies.

He stated that foreign exchange earnings from the Ghana Gold Board will be directed to the Bank of Ghana (BoG) to strengthen reserves and support the currency.

Dr. Forson reaffirmed his commitment to ensuring currency stability, reducing prices, and creating jobs as part of the government’s economic agenda.

Speaking during the debate on the Energy Sector Levy Amendment Bill, 2025, in Parliament on Wednesday, June 4, Ato Forson said, “I want to assure the people of Ghana that the currency will remain stable. The Ghana cedi will remain strong. The Ghana cedi is doing well, and this trajectory will continue. Mr Speaker, I want to assure members of this House that the NDC will find ways to stabilise the cedi.

“For the first month of operation of the Ghana Gold Board, for the month of May, they were able to buy 11.4 tonnes of gold, which brought $1.2 billion that has gone to the central bank. And the central bank will use this to build enough reserves to intervene for the currency to be strong. We mean well, prices have fallen, inflation is coming down, we can see prices of goods coming down daily, this will continue, and so, you should be happy. I stand by my promise to deliver low prices, stable cedi and good jobs for the people of Ghana.”

Dr. Forson also dismissed claims that the stability of the exchange rate is due to the government not spending.

Your empty threats won’t shake me

Ghanaian gospel musician, Diana Asamoah Ghanaian gospel musician, Diana Asamoah

Ghanaian gospel musician, Diana Asamoah, has slammed Adom Kyei Duah amid their ongoing back-and-forth on social media.

In an earlier video, Adom Kyei Duah lambasted Diana Asamoah after she criticised him for selling “Sobolo” and other items in his church.

In a series of videos circulating on social media, he cautioned the gospel musician to stop tarnishing his hard-earned reputation.

He also stated that, in time, it would become clear who is truly called by God.

In response to Adom Kyei Duah’s remarks, Diana Asamoah said she is unfazed by what she described as empty threats from the preacher.

“Those prophets who are not ashamed and not afraid of God to use his name to sell drinks and other items in church. I am not bothered by your threats because so far as I am with God, there is nothing you can do that will work. You can continue using my pictures as obituary posters. I know I am not dead, and I am not dying anytime soon,” she said.

She added that God is her judge and therefore, any weapon formed against her would not prosper.

“Heaven would speak for me. Can you tell us you are the second Christ? Because the second Christ we are waiting for is not you. You are a lair,” he stated.

Diana Asamoah further labelled Adom Kyei Duah a business-minded person and not a pastor.

“You can’t threaten me. We are all in this country and we shall see. We all know you are a business-minded person and if you sell your products in the name of God people will buy them. Even God made them arrest you,” she added.

Meanwhile, the tension between the prophet and the gospel artiste continues to generate massive discussion online, with both parties standing firmly by their positions.

OPD services at the KBTH crippled as nurses, midwives strike enters day three OPD services at the KBTH crippled as nurses, midwives strike enters day three

Healthcare services at the Korle-Bu Teaching Hospital have been severely disrupted on Wednesday, June 4, 2025, as the strike by the Ghana Registered Nurses and Midwives Association (GRNMA) entered its third day.

A widely-circulated video on social media captured a number of patients stranded at the OPD, with limited staff.

The OPD was left nearly deserted, with patients stranded and unable to access medical attention.

The ongoing industrial action stems from the government’s delay in implementing improved conditions of service for nurses and midwives.

The GRNMA has remained firm in its stance, insisting that the strike will continue until the government meets its demands.

Meanwhile, the Ministry of Health has called for dialogue to resolve the impasse, citing the need to safeguard public health and ensure continuity of care.

“We urge the GRNMA to rescind its decision and continue engaging in dialogue with us to reach a lasting resolution,” it noted in a statement.

The Minister of Finance, Dr Cassiel Ato Forson, has stated that the governing National Democratic Congress (NDC) will spend within its budget, ensuring financial prudence.

Speaking on the floor of Parliament on Tuesday, June 3, 2025, he asserted that the government has ended the era of reckless spending which took place under the Akufo-Addo government.

He further said government will not overborrow at the expense of Ghanaians.

“I wish to state for the record that it is not true that the government is not spending. Mr. Speaker, we have ended the era of reckless spending. We are spending wisely and prudently. The era of recklessness has come to an end, and the NDC will not spend recklessly. We will spend according to what we have.

“If you do not have the funds, do not overborrow, because excessive borrowing leads to financial distress. We have stopped this practice. Mr Speaker, we will not overborrow. We will spend within the budget and do what is necessary,” Ato Forson emphasised.

The finance minister’s remarks follow claims by the Minority in Parliament that the appreciation of the cedi can be attributed to the government’s reduced spending.

How Joseph Tagoe stopped his son from schooling to secure a football career for him

Former Hearts of Oak midfielder, Joseph Tagoe, popularly known as Bobby Short, has revealed the difficult but deliberate decision he made to pull his son out of school to pursue a career in football.

Speaking in an interview about the sacrifice and belief he had in his son’s potential, Tagoe explained how early signs convinced him that football, not academics, was his child’s true calling.

Tagoe shared a moment that marked the turning point in their journey: a personal injury that forced him to stop playing, and a bold request from his young son.

“When I got injured, my son was able to tell me that I can’t no longer play, so I should allow him to use my football boots to play. So I realised that what he said meant he wanted to reveal something and I didn’t need a pastor or anyone to reveal that to me,” Tagoe recalled.

That clarity of purpose pushed Tagoe to consider an unthinkable decision: asking his son to forgo formal education.

“He was on his way to write his WASSCE and I asked him if I told him to stop schooling, would he?” He told me he will do anything I tell him. So I asked him to stop,” he added.

Naturally, the decision wasn’t welcomed by everyone. But despite the concerns, Tagoe stood by his choice, guided by what he believed was divine purpose and pure talent.

“His mother complained, but who was going to pay the fees at the university. I wasn’t working. I saw his talent and I decided to support him and pray for God to listen to us. I decided to push him, and God being so good, he’s playing at Malmö FF now,” he further stated.

Today, his son is living the dream in Europe, playing for Swedish top-flight side Malmö FF. And while the path was unconventional, Joseph Tagoe believes it was the right one, a journey of faith, sacrifice, and a father’s unshakeable belief in his son’s gift.

Discipline, Commitment Key to Protecting June 4 Values – JJ Rawlings Foundation

0

Accra, June 4, GNA – The JJ Rawlings Foundation has called for renewed discipline and commitment to uphold the values of the June 4 Uprising in 1979 as Ghana marks its 46th anniversary.

In a statement issued on Wednesday in Accra, the Foundation described the 1979 Uprising as a pivotal moment in Ghana’s socio-political history, borne out of widespread corruption, economic hardship, and political instability.

Quoting late President Flt Lt Jerry John Rawlings, the Foundation underscored June 4 as “a force that cannot be erased” and a symbol of probity, accountability, justice, and people’s power.

The Foundation urged Ghanaians to honour the memory of those who sacrificed for the revolution by remaining steadfast in the ideals it represents.

“For those of us living, let us remember that the survival of the ideals of probity and accountability are dependent on us” it said.

Highlighting its ongoing efforts to preserve the legacy of Rawlings, the Foundation noted its environmental sustainability initiatives, including a nationwide tree-planting programme involving schools to promote climate resilience and biodiversity.

It also cited exhibitions on Ghana’s political history, theatre performances, and a boxing industry roundtable as part of its civic engagement.

Marking five years since the passing of Rawlings, the Foundation announced a series of commemorative activities for 2025, to be publicised in due course.

The Foundation called on citizens to emulate the discipline and patriotism that fuelled the 1979 revolution to secure Ghana’s future.

“We have the opportunity to prove to all that we are dedicated to moving Ghana Forward into a new era of confidence and development.

“Such a pursuit involves transparency, patriotism and dedication to duty wherever we find ourselves. Failure is not an option,” it said.

“As we mark 46 years since that watershed moment in June 1979, lets us remain disciplined, emboldened and committed in pursuit of the beliefs and values that have kept the flag of the AFRC, PNDC and the NDC flying these past four decades and more,” it urged.

The June 4th Uprising in Ghana, which occurred in 1979, was a popular revolt against corruption and mismanagement by the ruling military government.

Led by Flight Lieutenant Jerry John Rawlings, the movement arose from widespread frustration within the Armed Forces and a strong public demand for change.

Rawlings, initially imprisoned for attempting to expose government corruption, was freed by lower-ranking soldiers, sparking a chain of events that accelerated the uprising.

The movement swiftly gained momentum, leading to the overthrow of the military junta and setting the stage for subsequent political reforms in Ghana.

Japan promises to support Volivo bridge project

By Iddi Yire

Accra, June 04, GNA – Japan has reaffirmed to President John Dramani Mahama its keen interest in financing the construction of a bridge over the Volta Lake at Volivo, a vital element of Ghana’s Eastern Corridor Road project.

A statement issued by Ghana’s Presidency said Madam Miyazaki Katsura, Executive Senior Vice President of the Japan International Cooperation Agency (JICA), conveyed this commitment during a courtesy call on President John Dramani Mahama at the Presidency in Accra.

The proposed Volivo bridge, set to complete the vital Eastern Corridor Road, is a key project listed in President Mahama’s $10 billion “Big Push” initiative aimed at significantly upgrading Ghana’s infrastructure.

The Big Push, outlined in the 2025 budget, envisions investing $2 billion annually over the next five years in critical sectors, including roads, bridges, education, and healthcare.

“We are happy that the Volivo Bridge project is captured under the Big Push initiative,” Katsura stated, assuring President Mahama of JICA’s commitment to facilitate further discussions with the Japanese government.

He also revealed that a technical team would be dispatched to Ghana to assess the additional funding required for the project.

President Mahama secured Japan’s confirmation to fund the project during a visit to Tokyo in his previous term as President.

The President also accepted an invitation to the ninth Tokyo International Conference on African Development (TICAD) in August, noting that he would engage with the government to secure the necessary funding for the construction.

Wontumi’s aide convicted in galamsey fraud case, fined GH₵200k

0

Thomas Andy Owusu, an aide to Ashanti Regional of the New Patriotic Party (NPP), Bernard Antwi Boasiako (popularly known as Chairman Wontumi), has been convicted of corruption by the High Court this morning in connection with the Republic v Charles Bissue case.

Mr. Owusu, the second accused in the matter, was convicted on his plea after entering into a plea bargain with the Office of the Special Prosecutor (OSP).

He was charged with bribery stemming from the Galamsey Fraud Part One exposé by investigative outfit Tiger Eye PI.

The exposé, released in 2019, implicated Owusu and then-presidential staffer Charles Bissue in a scheme to circumvent mining licensing procedures in exchange for bribes. According to prosecutors, Mr. Owusu paid GH₵15,000 to Mr. Bissue to facilitate the unlawful issuance of mining permits.

The High Court accepted the plea deal and sentenced Mr. Owusu to pay five hundred penalty units, amounting to GH₵6,000, and ordered him to pay GH₵200,000 in restitution to the state.

As part of the agreement, Mr. Owusu’s name has been withdrawn from charges of corruption of a public officer and accepting bribes to influence a public officer.

With Owusu’s conviction secured, the state is now shifting its full attention to the prosecution of Charles Bissue, the former Secretary to the Inter-Ministerial Committee on Illegal Mining (IMCIM), who is alleged to have received the bribe.

‘Records are meant to be broken’ – Azamati reacts as Saminu smashes his 100m record

Azamati (L) and Saminu raced together in Paris 2024 Azamati (L) and Saminu raced together in Paris 2024

Former national sprint champion, Benjamin Azamati, has responded with pride and encouragement after Abdul-Rasheed Saminu shattered his long-standing 100m national record with a blistering run of 9.86 seconds at the NCAA East Preliminary Round.

The University of South Florida sprinter did not only eclipse Azamati’s 2022 record of 9.90 seconds but also became the fastest man in the world this year, edging closer to NCAA history and stamping his ticket to the 2025 World Athletics Championships in Tokyo.

Reacting to the news on Sporty FM, Azamati, who had been Ghana’s sprint king for three years, said he’s proud to see the bar being raised and believes it’s a reflection of the growing talent in the country.

“Records are meant to be broken, and it just goes to show the level of talent we have in Ghana,” he said.

While many would feel disappointed to lose a record, Azamati views it as a moment of motivation and evolution for Ghanaian athletics.

He also emphasised that competition should always be rooted in excellence and a shared desire to uplift the country on the world stage.

“I’m just proud of the role I played in raising the standards, and seeing someone step up will motivate me. It’s just about performing at the highest level and representing the country with excellence,” he added.

Saminu’s time of 9.86 seconds not only broke Ghana’s national record but also placed him just 0.04 seconds behind Christian Coleman’s all-time NCAA mark of 9.82.

His sensational form now places him among the top contenders heading into the World Championships this September.

Interestingly, Saminu credits a conversation with Azamati as part of the fuel behind his achievement.

In an interview with 3Sports, he revealed that he spoke to Azamati who pushed him for the record.

“Me and Azamati talked about it. I said I need to break your record this year. He was like, go for it. If you really want it, go for it. So, I was like, okay, I’m ready,” he recalled.

Afenyo-Markin accuses government of rebranding E-Levy as ‘Energy Sector Levy’

0

The Minority Leader of Parliament, Alexander Afenyo-Markin The Minority Leader of Parliament, Alexander Afenyo-Markin

The Minority Leader of Parliament, Alexander Afenyo-Markin, has criticised the John Mahama-led government over what it termed as a subtle attempt to reintroduce a repackaged version of the controversial Electronic Transfer Levy (E-Levy), under the new name ‘Energy Sector Levy.’

Addressing the Parliament on June 3, 2025, Afenyo-Markin accused the government of attempting to hoodwink Ghanaians by renaming a policy that was widely rejected by the public.

“You said you were repealing the E-Levy. Now you’re bringing it back under a different name and calling it the Energy Sector Levy. Whether you call it E-Levy or not, Ghanaians will still feel the impact,” he said.

The government announced the introduction of a new levy on fuel and related products and services to address financial challenges in the debt-laden energy sector

However, critics have argued that the move contradicts earlier decision to scrap the E-Levy, which was introduced in 2022, along with other ‘nuisance’ taxes.

E-Levy which was introduced under the erstwhile Akufo-Addo administration, attracted intense backlash over its impact on mobile money and other electronic transactions.

According to Afenyo-Markin, the introduction of the new levy constitutes a breach of public trust and exposes the administration’s failure to manage public funds effectively.

“This is not just about policy, it’s about honesty and accountability. You cannot withdraw a tax because it is unpopular and then quietly reintroduce it under a new name,” he added.

Meanwhile, the Minister of Finance has defended the new levy, describing it as a necessary intervention to address persistent financial challenges in the energy sector.

Confectionery majors join forces to support Ghana’s education system

0

Major confectionery companies including Mars, Mondelez, Lindt, Ferrero, Barry Callebaut and Tony’s Chocolonely, are among enterprises contributing to a $80 million grant to improve Ghana’s education system, writes Neill Barston.

The Ghanaian Ministry of Education has secured the latest funding from a combination of private, and multilateral partners to improve access to education for all school children nationwide.

According to local sources, this will be combined with an additional US$38.8 million from the Early Learning Partnership Multi-Donor Trust and GPE, the funding will aim to drive improvements in foundational learning, including raising basic literacy and numeracy rates amongst primary-level school children and supporting their emotional and social wellbeing.

As Confectionery Production has previously covered, the topic of educational provision in the region remains of huge significance, with rates of school attendance have reportedly significantly improved within the past decade in both Ghana and neighbouring Ivory Coast’s cocoa communities increasing.

However, there remains a notable issue of child labour remaining with the industry, with the most recent figures from the International labour organisation stating that 1.5 million minors are still subject to the worst forms of labour – so providing access to education and wider community support measures is of crucial importance.

The project partners, known as SCALE, was created to support lasting improvements across Ghana’s education system by embedding local leadership, data-driven decision-making, and a holistic focus on children’s learning and wellbeing. In addition to expanding GALOP, it introduces new structures—such as Ghana Education Evidence and Data Lab (GEEDLab) and the Communities of Excellence—to effect lasting, system-wide change.

A consortium of over 10 philanthropic and private partners have reportedly raised US$40 million of that total amount to support the expansion of GALOP, Ghana’s flagship education program. GPE matched the consortium’s funding by providing a further US$40 million.

The US$80 million—the largest amount ever raised for education amongst philanthropies and private companies—forms part of an additional financing mechanism for GALOP, which now totals US$118.8 million, and will be administered by the World Bank as the Grant Agent.

Since 2020, GALOP has successfully invested US$218.7 million in targeted districts in Ghana. Over the next four years, this new tranche of funding will increase the total number of schools that are set to benefit from 10,000 to 16,000, plus a further 14,700 kindergartens.

Funds will support targeted, evidence-based interventions that will improve learning resources, teaching quality, and strengthen governance structures. These interventions will transform the approach to local schooling, sub-national planning, and national policymaking across Ghana to improve children’s learning.

Hon. Haruna Iddrisu, Minister of Education, Republic of Ghana said: “This is an opportunity for us. With a shared vision, a shared partnership, and a shared innovative financing for education. And it could not have been done at a better time.” He continued by saying, “Ghana has every reason to celebrate the impact made under the investment of GALOP, and SCALE is an extension of this.”

As the collective group added, its overall ambitions are centred on reform of how education is structured and delivered in Ghana, through enhancing practice to encourage a child-focused approach to further drive standards upwards within the region.

How can you declare someone wanted and not offer a reward

Ghanaian musician and member of now-defunct 4×4, Captain Planet, has called out the Office of the Special Prosecutor (OSP) for redeclaring former finance minister Ken Ofori-Atta “wanted” without attaching a financial reward for information leading to his arrest.

In a sarcastic post on his X handle on June 3, 2025, Captain Planet questioned the OSP’s seriousness, joking that Ghanaians won’t provide tips for free.

“But OSP, what’s up? How you go declare person wanted and no put any reward for top? Massa, be serious oo, we no dey give information for free. NOW HOW MUCH BE THE REWARD?” he wrote.

The OSP had redeclared former Finance Minister Ken Ofori-Atta a wanted fugitive after he failed to appear for questioning on June 2, 2025, despite multiple summons.

This marks the second time the OSP has issued such a declaration, following an earlier one in February 2025, which was temporarily withdrawn after Ofori-Atta’s legal team promised his return.

Captain Planet’s post has since sparked reactions online, with some netizens agreeing that incentives are necessary for public cooperation in such cases.

Meanwhile, Ofori-Atta’s lawyers have requested a virtual interrogation, citing ongoing medical treatment in the U.S., but the OSP rejected this, demanding his physical presence.

A Mayo Clinic letter (dated May 14, 2025) circulated online claimed Ofori-Atta was diagnosed with prostate cancer and scheduled for surgery on June 13.

However, the OSP denies receiving any official medical report from his legal team, calling the document’s authenticity into question 5.

The OSP has begun processes for an Interpol Red Notice, which, if approved, would alert global law enforcement to locate and detain Ofori-Atta for extradition.

E-Levy trends as passage of GH¢1 ‘dumsor levy’ sparks massive debate

0

Ghanaians will now pay GH¢1 on petroleum products Ghanaians will now pay GH¢1 on petroleum products

The government’s introduction of the GH¢1 fuel levy under the Energy Sector Levy has sparked mixed reactions among netizens on social media, who have drawn parallels to the time when E-Levy was passed under the previous government.

As a result, E-Levy is trending at number one on X on Wednesday, June 4, 2025.

The Energy Sector Levy (Amendment) Bill, 2025, which imposes a GH¢1 fee on petroleum products, aims to generate additional revenue to help pay off the country’s chronic energy sector debt and ensure a stable supply of electricity.

While some netizens have welcomed the tax, others have expressed strong opposition, arguing that it may place an additional burden on Ghanaians, similar to the repealed E-Levy.

Some of those who appear to support the tax seem to believe that the GH¢1 deduction on petroleum products may be relatively insignificant, suggesting that it might not place a heavy burden on the ordinary citizen.

They have also indicated that the levy could be justifiable as it might contribute to addressing debts of the energy sector.

Those who appear to be on the opposing side have also expressed the view that the government’s repeal of the E-Levy, previously criticised as a nuisance tax, and the subsequent introduction of the GH¢1 fuel levy could be seen as inconsistent or even hypocritical.

They argue that taxes on petroleum products may not resolve the energy sector crisis, drawing parallels to the E-Levy which was initially presented as a solution to the country’s economic challenges but ultimately fell short of expectations.

Those who appear to take a neutral stance on the mixed reactions to the tax have shared the view that the government must be transparent and accountable to citizens regarding how the taxes will be used.

They added that the payment of taxes may not be the main issue for most Ghanaians; rather, the concern lies in how effectively the funds are utilised and the lack of accountability which often leads to public resistance.

Inflation for May 2025 drops to 18.4%, lowest since March 2022

Reduction in transport fares contributed to the inflation drop in May Reduction in transport fares contributed to the inflation drop in May

Inflation for May 2025 has dropped sharply to 18.4% from 21.2% recorded in April 2025.

This means that prices of goods and services increased by 18.4% last month.

The Ghana Statistical Service said the decline in inflation is due to the reduction in transportation fares and a decline in non-food inflation.

Government Statistician, Dr Alhassan Iddrisu, said the drop can also be attributed to the reduction in fuel prices at the pumps and the subsequent reduction in transport fares.

These were the main drivers of inflation in May. At the regional level, Dr. Iddrisu said the Upper West recorded the highest inflation of 38.1%, while the Ahafo region recorded the lowest inflation of 14.5%.

Since the beginning of the year, inflation has continued on a downward streak as the economic indicators have strengthened.

This is the lowest rate recorded since March 2022.

Why I launched the Prisons Football Project – Kwesi Nyantakyi explains

Kwesi Nyantakyi has launched Prisons Football Project in Ghana Kwesi Nyantakyi has launched Prisons Football Project in Ghana

Former President of the Ghana Football Association (GFA), Kwesi Nyantakyi, has disclosed that his care for the well-being of prisoners influenced his decision to launch the Prisons Football Project.

According to him, a visit to his friend, Alhaji Inusah, the first Chairman of Wa All Stars, who was jailed at Nsawam, prompted him to come up with an initiative to help such people stay fit through physical exercises and other sporting activities.

He indicated that it is vital for prominent people in society to invest in prisons and not abandon them, as has often been the case, to improve their lives.

“My friend is here. He is a former footballer of Upper West Heroes and the first chairman of Wa All Stars, Alhaji Inusah. He’s just around. So, he was jailed in Wa and transferred to Nsawam.

“Two weeks ago, I came and visited him, and that was the motivation for me to pay attention to the prisons. And I felt that if we paid more attention to the prisons, it would help society,” he told Joy Sports.

The former GFA boss also noted that he intends to expand the project to other prisons in the country as a long-term goal.

“We want to put in place a program, maybe once or twice a year, where something like this could happen. And then, in the long run, we could replicate it in all the prisons, because apart from the recreational aspects of it, it also contributes to the health of the prisoners, as their fitness, well-being, and good health are enhanced through these kinds of football matches,” he added.

Nyantakyi, together with some ex-footballers, organised sporting activities for persons at the Nsawam prisons to keep them fit and explore their sporting potential.

Tanzanian government confirms blocking of X (Twitter) over pornographic content

Tanzania government has blocked access to X Tanzania government has blocked access to X

The Minister for Information, Communication and Information Technology, Mr Jerry Silaa, has confirmed that the government has blocked access to the social media platform X (formerly Twitter) due to its hosting of pornographic content, which contravenes Tanzanian laws.

Speaking during a televised interview with a local broadcaster, Minister Silaa stated that the restriction was a deliberate government measure aimed at enforcing national regulations.

He explained that the platform’s allowance of content that breaches the country’s legal and moral standards necessitated the move.

Mr Silaa underscored the government’s responsibility in regulating digital spaces, highlighting the influence of online platforms.

“Because the internet is like the sky, what you say here will be heard by Tanzanians, whether they like it or not,” he said. “That’s why it’s important for the government to ensure that online content aligns with our national values and laws.”

He cited the 2000 Online Content Regulations, specifically Section 16, which outlines the types of permissible online content. According to the minister, changes made to X’s content policies in May 2024, following its 2023 rebranding from Twitter, introduced material that is not in line with these regulations.

“Since X updated its content policies, it has permitted explicit sexual material, including same-sex pornographic content, which directly contradicts Section 16 of the national online ethics guidelines,” Mr Silaa stated.

He added that such material is not only illegal under Tanzanian law but also undermines the country’s traditions, values, and cultural norms.

“As a government, our duty is to ensure the safety and well-being of our people, especially the youth. Everything we do is aimed at protecting Tanzanians,” the minister emphasised.

Mr Silaa also noted that X is not the only platform under scrutiny.

“Even on YouTube, you might notice that some content is inaccessible. That’s part of our broader effort to protect consumers and ensure that all online platforms operating in our country comply with our laws,” he said.

The restriction of X has sparked debate among users across the country, many of whom have reported being unable to access the platform without using Virtual Private Networks (VPNs).

Fidelity Bank Champions Youth Entrepreneurship, Gender Inclusion

Kwabena Boateng

Deputy Managing Director in charge of Wholesale Banking at Fidelity Bank Ghana, Kwabena Boateng, has reaffirmed the bank’s position as a leading partner in youth-driven enterprise development and inclusive financing during the 2025 Ghana-European Union Business Forum.

The event, was held under the theme: “Fostering Collaboration Between Ghanaian and European Entrepreneurial Ecosystems – Investing in Young Businesses in Ghana under the EU Global Gateway Strategy.”

Mr. Boateng, in a high-level panel discussion focused on deepening cooperation between financial institutions, Development Finance Institutions (DFIs), and entrepreneurial support networks, underscored Fidelity Bank’s deep-rooted dedication to supporting Small and Medium-sized Enterprises (SMEs) and young entrepreneurs.

“Fidelity Bank is truly committed to supporting SMEs and young entrepreneurs,” Mr. Boateng stated. “Our collaboration with the EU and partners like the Netherlands Enterprise Agency on initiatives such as the Orange Corners Innovation Fund has been instrumental.”

He said the Orange Market, serves as a curated marketplace where young entrepreneurs can showcase and sell their products to the public, closing the loop between ideation and commercialisation.

Beyond the EU partnership, Mr. Boateng also highlighted Fidelity Bank’s significant collaboration with the Mastercard Foundation, particularly within the agri-sector.

“With the Mastercard Foundation, we’ve been able to roll out approximately GHS 57 million in funding over the past 18 months, directly contributing to the creation of 12,000 new jobs and sustaining an impressive 11,300 existing jobs,” he revealed. “This support has also reached over 21,000 smallholder farmers, demonstrating our broad impact across vital sectors.”

Mr. Boateng affirmed Fidelity Bank’s intentional measures to ensure that EU and DFI support genuinely reaches women-led enterprises.

“Supporting women has to be intentional,” he emphasised. “We identify sectors with a high concentration of women entrepreneurs, such as fashion, food processing, and small-scale manufacturing, and specifically target them through programs like the Orange Corners with the Netherlands Enterprise Agency (RVO). Our Bridge-in-Agriculture program with Mastercard is also specifically designed to target women aged 18 to 35 years, and businesses that employ youth and women.”

He further detailed concrete steps taken to reduce barriers for women entrepreneurs: “Recognizing the high cost of borrowing, our partnerships, like the Orange Corners, offer rates as low as 5%, and Mastercard’s program offers 7%. Critically, we have also significantly reduced collateral requirements to as low as 20%, ensuring that women entrepreneurs, who often lack traditional collateral, can still access the capital they need.”

“One of the saddest days of my life was when we were about to make a movie and I was informed about what happened to my sister’s husband. What happened to my sister’s husband was a tragic event. While I was working on a movie set, my sister informed me that her husband had been involved in an accident that resulted in the deaths of twenty-one individuals. Because I was unable to take my mind off of what had occurred, I questioned whether or not I would be able to continue playing my role on the set of the movie. Let’s Not Repeat The Mistakes Of The NPP, Let’s Reset With Purpose – Goosie Tanoh

0

To mark the 46th anniversary of the June 4th Uprising, a founding member of the National Democratic Congress (NDC), Goosie Tanoh has shared a timely reflection on the state of our politics and the path ahead.

He describes the New Patriotic Party’s (NPP) defeat in 2024 as a direct rejection of arrogance, corruption, and leadership disconnected from the people, and cautions the NDC not to fall into the same pattern.

Govt releases GH¢987m Common Fund to assemblies

0

The government has disbursed GH¢987.96 million to the District Assemblies Common Fund (DACF) as the first quarter allocation for 2025, the Minister of Finance, Dr Cassiel Ato Forson, has told Parliament.

The disbursement, he said, underscored the government’s renewed commitment to fiscal decentralisation and the empowerment of Metropolitan, Municipal and District Assemblies (MMDAs) across the country.

He stated further that the amount had already been transferred from the Consolidated Fund to the DACF Administrator and would be governed by strict Cabinet-approved guidelines to ensure transparency and alignment with national development goals.

Breakdown

Briefing parliament on the development yesterday, Dr Forson, who is also the Member of Parliament (MP) for Ajumako-Enyan-Esiam, disclosed that Cabinet had approved detailed expenditure categories to guide how the disbursed funds were spent at the local level.

He explained that 25 per cent of the total amount was earmarked for the design and construction of a model market in each district while health infrastructure would receive 10 per cent of the funds, with a minimum of two health compounds to be constructed in rural assemblies.

Dr Forson also said another 10 per cent had been set aside for educational infrastructure, specifically the construction of a kindergarten block, a primary school block and a junior high school block in each district.

“Mr Speaker, again, we have earmarked 10 per cent of the amount that will be sent directly to the Assemblies for the provision of school furniture,” he added.

In the area of water and sanitation, the Finance Minister said 10 per cent was allocated to provide potable water, including at least 10 boreholes in rural assemblies.

LatexFoamPromo

Additionally, he said 20 per cent of the released amount was to be used to complete abandoned and uncompleted legacy projects initiated by the former regional development authorities — Middle Belt, Coastal and Northern Development Authorities.

Dr Forson, however, stated that administrative costs, monitoring and evaluation had been capped at five per cent to prevent the misuse of funds.

Accountability

The Ajumako-Enyan-Esiam legislator stated that under the new directive, the Administrator of the DACF was mandated to ensure that not less than 80 per cent of the amount was transferred directly to the district assemblies without fail.

He added that assemblies were required to submit detailed expenditure returns to the Ministry of Finance before subsequent quarterly disbursements were made.

Dr Forson said the release of funds marked a turning point after years of erratic disbursements that undermined the effectiveness of local governments.

He pointed out that between 2017 and 2024, only 40 per cent to 50 per cent of DACF allocations were actually transferred to the assemblies, leaving MMDAs under-resourced and unable to meet the development needs of their communities.

The current administration, he assured, was determined to reverse that trend.

“We are committed to adequately resourcing MMDAs and ensuring that effective and accountable utilisation of these resources is maintained at all times,” he said.

Revitalising local development

Dr Forson said the total DACF allocation for the year 2025 stood at GH¢7.57 billion, out of which GH¢6.1 billion — representing 80 per cent — would be disbursed directly to the assemblies to spur local economic activities.

“Mr Speaker, in view of that, every District Assembly will receive a minimum of GH¢25 million this year,” he explained.

“Let us work together to strengthen the Metropolitan, Municipal and District Assemblies and position them as engines of local economic development,” Dr Forson urged his fellow MPs.

He further encouraged MPs to monitor the implementation of the spending guidelines within their constituencies to ensure that the intended development outcomes were achieved.

Goosie Tanoh urges NDC to uphold probity and accountability to sustain leadership for the next 50 years

0

Presidential Advisor and veteran National Democratic Congress (NDC) comrade, Goosie Tanoh, has called on the party to recommit to the founding principles of probity, accountability, and participatory democracy, stressing that these values are essential if the NDC is to offer credible and lasting leadership for the next 50 years.

Delivering a compelling message to mark the 46th anniversary of the June 4 uprising, Tanoh warned that without a genuine internal reset, the NDC risks drifting towards the same political elitism and disregard for public trust that led to the downfall of the New Patriotic Party (NPP).

“We must not waste this moment squabbling for personal advantage and tearing the state machine apart. We must build our party now,” he cautioned.

According to him, the recent electoral defeat of the NPP is a strong public statement against corruption, arrogance, and governance disconnected from the people. He insisted that the NDC must not repeat those mistakes, especially now that Ghanaians have entrusted them with another opportunity to lead.

“The state is not to be governed for private gains but for collective upliftment… The people will only trust us if we are immersed in their needs and aspirations and if we fight alongside them for dignity and prosperity.”

Tanoh called for an internal review and restructuring of the party’s governance structures to ensure accountability from the grassroots up. “We have largely become an electoral machine with power concentrated at the top… Our branches are mostly dead or shells mobilised only for elections.”

He proposed a national consultative process within the NDC, leading to an ideological and constitutional reset convention over the next 18 months — a process he believes is critical to building a truly people-driven party.

“It is time for a new consultative process to make the NDC a vehicle that can provide our country with leadership for the next 50 years and beyond.”

Tanoh further urged the NDC to learn from the June 4 tradition, which he described as a powerful reminder that political legitimacy comes from service, transparency, and accountability, not mere electoral victory or constitutional authority.

“Power belongs to the people; we are merely stewards… If we have not delivered justice and encouraged democratic participation, then we ought not to be surprised by sudden eruptions of chaos.”

He endorsed President Mahama’s current reset agenda as a positive first step but stressed that the party must mirror those efforts internally to avoid slipping into the very culture it has long criticised.

“President Mahama has taken the first step at the level of the State machine and appointees. The Party must also take the opportunity to reset now.”

Goosie Tanoh’s statement is not just a commemoration of the June 4 legacy — it is a bold call to action. A reminder that probity and accountability are not slogans, but survival strategies for political parties seeking enduring relevance.

“This is not about rhetoric. We need structural responses now.”

As the NDC looks to the future, its message stands as both a warning and a roadmap: if the party holds true to its founding values, it can inspire, unite, and lead Ghana forward — not just for one term, but for generations.

The Ministry of Environment, Science, Technology, and Innovation (MESTI) has launched the Biannual Environment, Science and Technology (BEST) Forum on June 3, 2025, in Accra.

The BEST is meant to be a platform that connects academia, research institutions, industry, and investors to drive environmental innovation and accelerate the commercialisation of research.

Minister of Environment, Science and Technology, Dr. Ibrahim Murtala Muhammed, during the launch said that the BEST forum creates a conducive environment that will allow collaboration between researchers, entrepreneurs, and investors and also allow for communication between different ministries, institutions and agencies.

“The fact that institutions and ministries do not talk to each other, so we are not just looking at coming out with this forum, it is an opportunity to create a platform where ministries and agencies can be communicating between and among themselves. We must strive to replicate the success stories. To do so, we need to foster an environment that fosters collaboration among researchers, entrepreneurs, and investors,” he explained.

He also added that they are focused on making sure that research institutions are financially independent. Again, he said robust institutional and policy frameworks to promote research commercialisation, such as the creation of the Ghana Innovation and Research Commercialisation Centre has been established

“We are focused on creating platforms where the research institutions are independent financially. Dear Partners, as a ministry responsible for environment, science and technology, we are putting in a lot to build a robust institutional and policy framework to promote research commercialisation. We have created the Ghana Innovation and Research Commercialisation Centre (GRICC),” he explained.

He also highlighted what the GRICC is about, saying GRICC is expected to transform the Ghana innovation agency with the core mission to contribute to advancing innovation and sustainable development by supporting innovative research and commercialisation.

Bear with the government, pay the ¢1.00 levy on fuel to forestall dumsor

The Gallant Cadres of the National Democratic Congress have issued a statement appealing to Ghanaians to bear with the government by paying the Gh¢1.00 fuel levy to help alleviate the energy sector burden.

In a release issued and signed on Wednesday, 4th June, 2025, by Mr. E. A. Sarpong, popularly called Father Casford, it averred that, judging from the current debilitating energy sector debt, “it’s the most rational decision by government to impose Gh¢1.00 levy on each litre of fuel purchased to help us settle our debt”, they stated.

The Cadres contend that Gh¢1.00 fuel levy is not the same as 1% E-Levy. The current increment on fuel is an insignificant constant of Gh¢1.00, while 1% E-Levy varies in the amount charged, depending on the amount of the transaction involved. “In percentage terms, as the amount increases, the percentage-based deduction grows, while Gh¢1 remains an insignificant constant,” the release emphasized.

In a bid to placate the fears of Ghanaians, they revealed that the recent gains of the Ghanaian currency against major trading currencies, arising from the prudent management of the economy, would mitigate the increase in fuel prices.

The release concluded by urging all Ghanaians, as a patriotic duty, to support the government during these difficult times to better the lot of Ghanaians in the near future. “We, the Gallant Cadres of the NDC, wish to appeal to all well-meaning Ghanaians to bear with the government as it tries to navigate this difficult labyrinth of energy sector debt,” the release ended.

We Welcome The GH1 Levy On Every Liter of Fuel to Offset Disturbing Energy Sector Debt.

The decision by the Government of Ghana to impose a Gh 1. 00 on every litre of petrol purchased at the pumps is a rational one which in the long run help us settle the debilitating Energy Sector debt overhang.

Truth is that Ghc1.00 is not the same as 1%. Deducting Gh 1.00 from Gh1,000 = Gh 999, and 1% of Gh 1,000 is Gh 10.00, thus giving you ¢990. In percentage terms, as the amount increases, the percentage-based deduction grows, while 1ghc remains an insignificant constant. This is nothing like E-levy! The Energy-sector debt left by NPP government can be described be crazily humungous!!

It is important to note that, the ¢1.00 increase in the Energy Sector Levy(ESLA) Act, has become necessary due to mounting and unsustainable debt accrued in the energy sector over the previous 8 years under the NPP.

A financing shortfall of about $3.7billion (over GH¢40 billion) hangs over the sector with an estimated $ 1.2 billion (GH¢13 billion) needed annually to purchase liquid fuels to power thermal plants for energy generation. This amount is not factored into the pricing of electricity, making it unsustainable going forward.

The GH¢1 increase in ESLA means that an amount of GH¢5.7 billion will be realised every year to ease the liquid fuel burden. If liquid fuel is factored into electricity pricing, it will result in a 50% increase in electricity prices making the ESLA increment a better and cheaper alternative.

The timing of the increase means that fuel prices will still remain lower than in the May pricing window due to the continuous appreciation of the cedi against the dollar and other major trading currencies.

Fuel prices have moved from about GH¢16 in January to under GH¢12 cedis due to gains made from the prudent management of the economy. With the increase in ESLA fuel prices would be cheaper or at par with what inherited.

Accrued funds from the increase will be used judiciously to purchase liquid fuels to guarantee constant supply of electricity and ensure that dumsor does not recur.

The current price for a liter of petrol (Super XP) in Ghana is GH₵14.34, according to GOIL PLC. Diesel (Diesel XP) is priced at GH₵12.98 per liter. The new tax of GH₵1 per litre is between 7% to 7.7%.

We, the Gallant Cadres of the NDC wish to appeal to all well meaning Ghanaians to bear with government as it tries to navigate this difficult labyrinth of energy sector debt.

Embrace digital platforms for promotion – Bohyeba Victoria advises gospel musicians

Bohyeba Victoria is a gospel singer and Treasurer for Musicians Union of Ghana (MUSIGA) Bohyeba Victoria is a gospel singer and Treasurer for Musicians Union of Ghana (MUSIGA)

Gospel singer and Treasurer for Musicians Union of Ghana (MUSIGA), Bohyeba Victoria has urged her colleagues gospel musicians to make use of digital media in promoting their music.

In an interview with Graphic Showbiz, Bohyeba Victoria explained that digital media is no longer a luxury, a driver for music promotion. She said it is sad to see gospel artistes still depending mostly on traditional platforms like radio and television to promote their songs.

According to her, secular artistes have taken full control of the digital space, using platforms like TikTok, Instagram, YouTube, and streaming services to promote their music and connect with fans.

“Secular artistes are owning the digital space on TikTok, Instagram, YouTube and other streaming platforms. They are constantly engaging audiences, pushing content, collaborating with influencers but you can’t say same for my brothers and sisters in the gospel fraternity,” she said.

She pointed out that in today’s digital world, being a big-name artiste is no longer necessary to be successful. What matters is understanding how the platforms work and staying consistent.

“The Internet has levelled the playing field. You don’t have to be a big name to be heard anymore. What you need is consistency, strategy, and understanding how the platforms work,” she stated.

Bohyeba Victoria also encouraged gospel artistes to think beyond just performing in church on Sundays. She said it’s important for them to start making smart moves to push their music, just like their secular counterparts.

“If you’re waiting for someone to ‘push’ you, you’ll be waiting forever. Start where you are, use your phone, post regularly, build your brand. The digital space gives you the power to be your own media house,” she said.

Dagbon is one of my government’s achievements because of you – Akufo-Addo praises Asantehene

Former President Akufo-Addo in a hearty conversation with the Asantehene Otumfuo Osei Tutu II Former President Akufo-Addo in a hearty conversation with the Asantehene Otumfuo Osei Tutu II

Former President Nana Addo Dankwa Akufo-Addo has praised Asantehene Otumfuo Osei Tutu II for the instrumental role he played in resolving the Dagbon conflict during his administration.

According to him, the Dagbon conflict resolution, which he touted as one of his government’s achievements, was made possible through the mediation of Asantehene.

Peace was restored in Dagbon after Otumfuo Osei Tutu II chaired a committee of other prominent chiefs, who offered wise counsel, leading to the resolution of the long-standing conflict in the Northern Regional town.

Former President Akufo-Addo recounted how the Dagbon conflict had long troubled the nation with seemingly no end in sight.

He added that the success achieved and the peace the town continues to enjoy would not have been possible without the Asantehene’s guidance.

“When I came into power, there were some issues that were troubling the country. If Otumfuo had not helped me, I would not have been successful in dealing with those issues. One of them was the conflict and disputes that had plagued Dagbon for years.

“Otumfuo was the Chairman of the Dagbon chieftaincy mediation committee of eminent chiefs. They were instrumental, as through them, we were able to settle the disputes and bring peace to Dagbon. Whatever be the case, it will be one of the achievements of my government and I have him to thank for,” he said.

Akufo-Addo made this remark when the Asantehene, Otumfuo Osei Tutu II, paid a courtesy visit on him at his Nima residence on June 3, 2025.

Otumfuo Osei Tutu II together with his delegation of chiefs were warmly welcomed by Akufo-Addo and his wife, former First Lady Rebecca Akufo-Addo.

He was also welcomed by several former top government officials, including former Chief of Staff, Akosua Frema Osei-Opare; Senior Advisor to the former president Albert Kan-Dapaah; former Minister of Defence, Dominic Nitiwul; and Samuel Abu Jinapor, who previously served as Minister of Lands and Natural Resources, among other prominent personalities.

Steve Manteaw raises red flag over proposed Energy Levy Amendment

0

Dr Steve Manteaw is the Co-Chair of GHEITI Dr Steve Manteaw is the Co-Chair of GHEITI

The Co-Chair of the Ghana Extractive Industries Transparency Initiative (GHEITI), Dr Steve Manteaw, has raised a red flag over the government’s proposed amendment of the Energy Sector Levy, warning that the move could have unintended consequences on the economy and consumers.

Parliament on Tuesday, June 3, 2025, approved the Energy Sector Levy (Amendment) Bill 2025, which introduces a GH¢1 increase on the levy on petroleum products.

The measure is expected to generate an additional GH¢5.7 billion in revenue to help reduce energy sector debts and ensure stable power supply.

In a post on his Facebook page on Wednesday, June 4, 2025, and sighted by GhanaWeb Business, Dr Manteaw noted that the amendment lacks strong accountability framework, stating that the levy could lead to an increase in transport fares and food prices, undercutting the government’s efforts to stabilise the economy.

According to Dr Mateaw, the proposed levy’s charge of Ghc1 per litre of fuel is “too onerous” for consumers, suggesting instead, a charge per gallon or a reduced rate of 25 pesewas per litre to minimise its economic impact.

He also called for a sunset clause to prevent the levy from becoming a permanent fixture, citing the long-standing TOR Debt Recovery Levy as a cautionary example.

As an alternative, Dr Manteaw proposed leveraging recent economic gains such as the cedi’s resurgence and rising gold and cocoa prices, to help reduce energy sector debt without shifting the burden onto consumers.

His remarks fall on the back of intensified public debate over how best to resolve the financial challenges in Ghana’s energy sector without increasing hardship for ordinary citizens.

Below is Dr Steve Manteaw’s take on the proposed amendment of the Energy Sector Levy

1. Well intended, but lacks strong accountability mechanism. This exposes it to potential abuse, including misapplication.

2. May adversely affect transport fares and food prices, undermining government’s call on traders to reduce prices.

3. Too onerous for consumers if placed on a litre of petroleum products. Should rather be placed on a gallon, or reduced to 25p per litre to moderate its effect on cost of living.

4. Provide a sunset clause, so that, it does not assume a perpetual character, like the TOR debt Recovery Levy.

5. Maybe, we should leverage on the gains from the Cedi’s resurgence and rising gold and cocoa prices to defray part of the energy sector indebtedness.

‘I remembered when I was getting rejected’ – Antoine Semenyo recalls emotional moment of first Black Stars call-up

0

Antoine Semenyo is a player of the Black Stars Antoine Semenyo is a player of the Black Stars

Black Stars forward, Antoine Semenyo, has recalled the emotional and surreal moment he received his first-ever call-up to represent Ghana.

Now a regular in the national team setup with 27 caps and appearances at both the 2022 World Cup and 2024 Africa Cup of Nations, the Bournemouth striker, in an interview shared on TikTok, says the memory of that life-changing moment in 2022 remains vivid.

At the time, Semenyo said he was still fighting for consistency at club level when he sensed something unusual during a regular training day.

“I remember the training ground just being silent and every time I went to the changing room, it’s like silent. No one is really chatting to me. I’m thinking, like, what’s going on?” he recalled.

The unease only deepened when his club manager approached him directly, something that didn’t normally happen without reason.

“I see the manager and he’s like, ‘Can I chat to you in the office? I’m thinking, have I done a madness? I’m asking the mandem, ‘Have I done something? We got to the office and he was just like, ‘We spoke to the Ghana manager and they want to call you up for the next friendlies’,” he added.

According to the former Bristol City forward, he was stunned, emotionally moved, and almost couldn’t believe that a dream, which had seemed so far away, was finally coming true.

“I’m sitting in the office thinking, you guys are not joking, right? You’re being serious? He’s like, ‘Yeah, they called us and they said they want to call you for the next games.’ And I just remember looking up at the sky, thinking, this is actually a madness,” he further stated.

In that quiet moment, as reality sank in, his mind raced back to the difficult times, the trials, the rejections, the uncertainty. For a few seconds, he just sat there, overwhelmed.

“I’m sitting there reminiscing when I was getting rejected. I remember calling my dad, brother, mum, ‘Yo, I got called up for Ghana.’ Everyone is just screaming. Mum is screaming down the phone,” he recalled.

That call-up marked the beginning of his international career. Since making his debut against Madagascar on June 1, 2022, Semenyo has gone on to earn 27 caps, scoring three goals.

Rwanda-backed rebels in Congo executed civilians, Human Rights Watch says

Rwanda-backed M23 rebels in Democratic Republic of Congo executed at least 21 civilians over two days in February in the eastern city of Goma, Human Rights Watch said in a report published on Tuesday.

The report covers incidents on February 22-23 in a Goma neighborhood, offering a snapshot of the violence during the latest escalation of the decades-long conflict.

“Commanders and combatants who directly ordered or carried out abuses should be held criminally accountable,” Human Rights Watch said in the report.

M23 rebels have seized eastern Congo’s two largest cities, Goma and Bukavu, in an offensive that began in January. The unprecedented advance has killed thousands of people and forced hundreds of thousands to flee.

The 21 slain civilians included six men and one woman shot in the head near Katindo military camp in Goma on February 22. HRW said M23 were responsible, citing a witness.

In a separate incident, M23 killed people and dumped their bodies at a construction site less than 100 metres away from the camp. These included a 15-year-old who was taken from his home and later found dead at the site, HRW said, citing a relative and a neighbour.

Goma’s Kasika neighbourhood was targeted because it had previously housed Congolese army barracks, HRW said.

The violence continued in the neighbourhood a day later on February 23 when M23 rounded up around 20 young men at a nearby sportsfield.

A witness told HRW the rebels accused the young men of being members of the army. Three that tried to run away were shot.

An M23 leader said the group would look into the allegations and publish the findings.

“HRW gives us an opportunity to mirror ourselves. We respect this organization despite its past accusations which proved to be false,” M23 leader Bertrand Bisimwa told Reuters.

The overall toll in Goma is likely to be higher, HRW said, with medical workers reporting that over 50 bodies were collected from the Kasika area over the two-day period.

Other organizations have previously reported grievous crimes committed in eastern Congo since M23 seized swaths of territory.

Amnesty International in March said rebels had raided hospitals in Goma for wounded Congolese soldiers and taken 130 people including caregivers. Many were tortured and some are still missing.

UNICEF reported a five-fold surge in rape cases treated across 42 health centers in eastern Congo, in February, describing it as the worst sexual violence seen there in years. Almost a third of the victims were children, UNICEF said.

In one example, a mother reported that her six daughters, the youngest just 12 years old, were raped by armed men searching for food.

The conflict in eastern Congo is rooted in the spillover of Rwanda’s 1994 genocide and the struggle over Congo’s vast mineral resources. Rwanda denies U.N. allegations that it backs the M23, saying its forces are acting in self-defence against Congo’s army and allied militias.

Healthcare services disrupted nationwide as nurses and midwives strike

0

Healthcare services across the country have been severely impacted as members of the Ghana Registered Nurses and Midwives Association (GRNMA) continue their strike, leaving patients stranded and medical facilities struggling to cope.

In the Ashanti Region, major hospitals such as Manhyia, South Suntreso, and Kumasi South have seen a significant slowdown in healthcare delivery.

Key departments, including family planning and specialized clinics at Manhyia Hospital, have shut down entirely, with red bands tied at entrances signaling the ongoing industrial action.

Deputy Chief Medical Officer at Manhyia Government Hospital, Dr. Adu Boakye, expressed concern over the strain the strike is placing on healthcare services.

With nurses and midwives absent, hospital management is relying on house officers and doctors to attend to the overwhelming number of patients, but the situation remains challenging.

The strike, which has disrupted medical care nationwide, has prompted calls for urgent intervention to restore normal healthcare operations. Authorities are yet to reach a resolution with the striking nurses and midwives, leaving many patients uncertain about when full services will resume.

Meanwhile, physician assistants at the Volta Regional Hospital in Hohoe have taken over operations at the Outpatient Department (OPD), including checking patients’ vitals, as the nationwide strike by nurses takes full effect in the region.

Regional Chair of the Ghana Registered Nurses and Midwives Association (GRNMA), Courage Kumah, told Citi News that the government must prioritise the welfare of nurses and urgently address their conditions of service to resolve the impasse.

While confirming the effective start of the strike across the region, Mr. Kumah also warned against unauthorised health personnel attending to patients, citing potential risks to public health and safety.
