Kufuor hails Kwame Nkrumah’s for pioneering role 1945 Manchester Congress

Accra, Nov 19, GNA – Former President John Agyekum Kufuor has hailed Ghana’s founding President Osagyefo Dr Kwame Nkrumah and his peers for their pioneering roles in Pan-Africanism and Africa’s decolonisation. 

The former President reiterated that the Manchester Declaration Conference marked the beginning of the united cause for African continental unity and heightened the African anti-colonial struggle.  

Among the prominent personalities present then were Dr W.B. Dubois of America, George Padmore of the Caribbean, Hastings Banda of Nyasaland, now Malawi, Kenyans Jomo Kenyatta, Nigerians Chief Obafemi Awolowo and Chief Jaja Wachukwu, the Gold Coast Ako Adjei and Kwame Nkrumah, who was the organising Secretary of the Conference. 

“We must with due respect remember these pioneering years of African liberation and of the colonized world,” former President Kufuor said in his remarks at the Kwame Nkrumah Memorial Park in Accra during the 80th Anniversary Celebration of Manchester Declaration, which is referred to as the Fifth Pan-African Congress. 

The Fifth Pan-African Congress was held at the Chorlton-on-Medlock Town Hall, Manchester, United Kingdom, from October 15 to 21, 1945 under the leadership of Dr Kwame Nkrumah, the then future leader of Ghana, on the theme “The Challenge to Colonial Powers”. 

Former President Kufuor noted that the theme of the 1945 Manchester Declaration Conference envisioned the continent of Africa as united in terms of humanity regardless of race, tribe, religion, wealth, or national origin.  

The former President noted that within just two decades after the conference, the ambition of liberating the colonised states was largely achieved beginning with the Gold Coast attaining its independence in March 1957 to become Ghana under the premiership of Dr Nkrumah. 

“The heroes we celebrate today vehemently propagated African unity and pan-Africanism and aspired for a people liberated from the shackles of the enslaving practices that were endemic in imperialism, colonialism and apartheid. 

Significantly, we must admit that the euphoria that attended the initial success was to be exhausted barely within a decade after independence in the 1960s,” he stated. 

Former President Kufuor said they were confronted with the realities of the artificial borders and scarified brainwashing that came with colonialism.  

He said the colonialists had put hurdles of over-dependence on the colonial and neo-colonial structures that undermined and continued to undermine even to date our appreciation of our common Africanness and confident humanity.  

“Sadly, now in the decades since then, these hurdles still persist today and have even been aggravated by the geopolitics of the current times,” he said. 

“The early leaders saw these challenges and tried to do something that was the formation of the Organisation of African Unity later to be transformed into the African Union.” 

Former President Kufuor said in spite of their noble and lofty efforts, the greater effort to galvanize the people-to-people involvement on the continent remained unachieved, and that constituted the new challenge to the governments and peoples of Africa. 

He said the solution to this challenge must be to envision and achieve a borderless continent to facilitate trade, economics, infrastructure necessities, finance, communication, agriculture, energy, and cultural values for the needed economies of scale to attract investments and value addition.  

“Today, the challenge is to ourselves and not to any external aggressor. Fortunately, this conference is taking place at a time when, in the next two decades, Africa will constitute about a quarter of the entire world’s population, with most of its people being youthful and well-educated who would have mastered the digital and related technologies needed for the rapid transformation of the world. 

Former President Kufuor said, he and a few individuals have been championing a project called the Africa Public Interest Media Initiative (APIMI), which singular objective was to use highly professional media tools, incorporating the new technologies on a sustained basis, to allow the people of the continent to the stated strategic advantages of the continent, to become a borderless continent with a standpoint to interact from the grassroots, from bottom-up approach. 

“So far, it’s been up-down.  Meanwhile, the Presidents meet in conferences every year, but somehow their resolutions do not come down to the grassroots of the people, denying the continent’s people-to-people interaction,” he stated. 

“This way, the people’s involvement with their governments will become real and in sync with the Manchester vision of 1945.”

GETFund reliance for Free SHS could cripple Tertiary Infrastructure – EduWatch

Executive Director of the African Education Watch (EduWatch), Kofi Asare has raised fresh concerns over the government’s financing strategy for the Free Senior High School (Free SHS) programme.

This follows Education Minister Haruna Iddrisu’s announcement that the policy will now be funded through the Ghana Education Trust Fund (GETFund).

Speaking on Citi Eyewitness News on Wednesday, November 19, Mr. Asare argued that relying heavily on the GETFund poses severe risks to infrastructure development across the education sector.

According to him, the shift places an unsustainable burden on the Fund, which was originally designed to serve as the backbone for infrastructure financing at all levels of education.

He posits that the consequence will be particularly harsh for tertiary institutions, which already lack alternative funding buffers.

“The infrastructure backbone of the sector is the GETFund. There is virtually no capex in the GOG. GETFund is now a net funding source of Free Senior High School so if you do 4.2 billion of GETFund for Free SHS, that is 42% of the GETFund allocation for 2026. By the time you begin allocating GETFund to other interventions for Basic, Secondary, Tertiary, you are going to have virtually something very little by way of support for infrastructural development at the tertiary level. Basic education finds comfort under DACF. This year 2025 we have seen 261 Primary, KG and JHS being constructed under DACF and in the 2026 Budget we see same allocation through DACF.

“So there is some level of comfort for basic education under DACF but there is none for tertiary to survive and that is why I think that the allocation for education was inadequate especially where the oil revenues which were used to finance significantly Free SHS is no longer available to the sector,” he stated.

He suggested that government find other innovative ways to raise money to fund infrastructure in the tertiary level.

New Patriotic Party (NPP) Member of Parliament (MP) for Damongo Constituency, Samuel Abu Jinapor, has criticized the government’s decision to allocate GH¢13.1 billion for the purchase of four helicopters and two presidential jets, describing it as “misplaced priorities.”

Speaking during the debate on the 2026 Budget Statement and Economic Policy, he questioned why the administration is prioritizing expensive acquisitions over the welfare of public sector workers, many of whom are allegedly unpaid.

Suspect in Firefighter stabbing case remanded

The Greater Accra Regional Commander of the Ghana National Fire Service (GNFS), ACFO II Nisawu Kwame Rashid, has vowed to pursue full justice for the firefighter who was stabbed during an emergency response at Adjiringanor last Friday.

His comments come after 21-year-old Azumah Sampson, the prime suspect in the attack, was arraigned in court.

According to ACFO II Nisawu, the suspect appeared before court on Wednesday morning and was remanded into police custody for two weeks. He is expected to reappear on December 10, 2025.

He confirmed that Sampson has been charged with causing bodily harm to a fire officer but expressed dissatisfaction with the charge, arguing that the attack could easily have resulted in death.

“To be honest with you, I wanted murder. Because what he did—if the officer had not used his left hand to block the stab and it had entered his stomach—we would have been talking about a different story,” he said. “But since the law enforcement agencies advised that we go for bodily harm, we want to stick to that.”

ACFO II Nisawu noted that the suspect appeared remorseful in court, but insisted this would not sway the Service from seeking justice.

“His crying in court will not stop us. These attacks have gone on for far too long. We are doing this to show our officers that leadership is firmly behind them.”

He emphasised that securing a conviction is critical—not only for the injured officer, who suffered a stab wound to the left arm, but also to reassure other firefighters that their sacrifices will not be taken for granted.

“We cannot let these attacks discourage our men. When others are running away from their homes because the place is engulfed by fire, we go there to save lives and property. We will work hard to ensure justice so that our officers know they are not alone.”

The GNFS credited the White Chapel Youth Group in Madina and members of the public for assisting Fire Officers in tracking down and apprehending the suspect. The attack occurred during efforts to control a fire that destroyed seven rooms in a two-storey building near Ability Square in Adjiringanor on November 14.

Former Member of Parliament for Adentan, Kojo Adu-Asare, has said that President John Dramani Mahama deserves a third term in office.

Speaking on Asempa FM’s show on Wednesday, Adu-Asare insisted that “Ghanaians want him,” adding that any constitutional hurdles can be tested in court.

He argued that Mahama’s leadership experience and developmental track record make him the ideal person to steer Ghana’s progress.

“I think President John Mahama deserves another term as president. We will see about the constitutional injunction. Ghanaians want him, so why not? We will test the law,” he said.

Adu-Asare noted that Ghana needs long-term presidential leadership to ensure continuity of major development projects.

“If we have such a president long-term, projects that will expand the economy and help us catch up with developed countries can be sustained. Four years is not enough—longevity is important,” he added.

He further claimed that many Ghanaians share his view, stressing that the country would have been “far better” if Mahama had led for the past eight years.

NAIMOS Taskforce member dies in fatal accident during anti-galamsey operation

A member of the National Anti-Illegal Mining Operations Secretariat (NAIMOS) taskforce has died after a tragic motor accident near the Obuasi Airport on Wednesday, November 19, 2025.

According to the Ministry of Lands and Natural Resources, the accident involved a five-member team that was on its way to carry out a major anti-galamsey operation in the area.

In a statement issued by the Media Relations Officer of the Ministry, the operation formed part of ongoing national efforts to clamp down on illegal mining activities within the enclave.

The Ministry confirmed that one officer died on the spot, while the remaining four suffered serious injuries.

The injured officers are currently receiving medical treatment.

The Minister for Lands and Natural Resources extended heartfelt condolences to the family of the deceased officer and expressed deep concern for the injured personnel.

He wished them a speedy recovery and pledged full support during their treatment and rehabilitation.

The Ministry noted that a full investigation has been launched to determine the cause of the accident.

It further assured the public of its continued commitment to ensuring the safety and well-being of all frontline personnel engaged in the fight against illegal mining.

NDC gov’t seeks to buy 4 helicopters and 2 presidential jets at GH¢13.1bn – Abu Jinapor

Member of Parliament for the Damongo Constituency, Samuel Abu Jinapor, has spoken out at the government over what he describes as misplaced priorities, questioning why the administration is allocating GH₵13.1 billion for four helicopters and two presidential jets when many public sector workers are allegedly unpaid.

Speaking during the debate on the 2026 Budget Statement and Economic Policy, Mr Jinapor accused the government of abandoning its core campaign promises of reducing the cost of living and creating mass employment while shifting resources toward high-cost acquisitions that, in his view, do not reflect the urgent needs of ordinary citizens.

The MP said it was unacceptable for the government to move ahead with plans to procure four helicopters and two presidential jets at a time when “nurses, teachers and other public workers are struggling to receive their salaries.”

“Is this the priority of the government when traders are suffering, farmers are suffering, nurses are suffering, teachers are suffering?” he questioned.

Mr Jinapor argued that the expenditure sends the wrong signal at a time when many Ghanaians are battling economic hardship and essential sectors are starved of resources.

He reiterated his criticism of the government’s flagship 24-hour economy policy, saying there is no visible evidence of its implementation despite claims in the budget that it has “entered full implementation.”

Pointing to the NDC’s own manifesto promise of a three-shift, 24-hour system known as the “1:3:3” model, he noted that even basic public services were failing to operate efficiently.

He added that instead of recruiting more workers to support the promised shift system, the government was struggling to pay those already employed.

“Mr Speaker, nurses are working without being paid. Teachers are working without being paid. So, when are they going to employ the two additional people to do the work that one person is doing without being paid?” he quizzed.

While the budget cited improvements in macroeconomic indicators, including reduced inflation and expenditure, Mr Jinapor said these gains had not trickled down to the real economy.

Government spending in the first three quarters of the year was 15 per cent below target, he said — a level of under-spending he believes is choking business growth, limiting credit access, and contributing to delayed payments across key sectors.

“What the Budget labels as discipline is, in fact, squeezing the real economy. There is no trickle-down effect. Businesses are struggling to survive, consumers have cut back on spending, and the youth are desperate for jobs,” he affirmed.

He referenced reports of over one million metric tons of paddy rice rotting in storage due to a lack of buyers, describing it as a warning sign of weakening domestic demand and growing distress in the productive sector.

Mr Jinapor also criticised the expansion of government appointments, pointing to the creation of new envoy roles and the appointment of 18 deputy heads of mission — more than any previous administration.

With the Bank of Ghana warning of rising compensation costs as a major fiscal risk, he questioned why the government was increasing its wage bill while struggling to meet existing obligations.

“Mr Speaker, the Bank of Ghana has already warned that the biggest fiscal risks facing us in 2025 are weak revenue performance, rising compensation costs and increasing energy sector payments.”

He noted that compensation for the Office of the President had surged from GH¢326 million in 2024 to GH¢540 million in 2025.

Mr Jinapor argued that the budget fails to address the immediate economic challenges facing citizens, saying it offers “good numbers on paper” but little relief for traders, farmers, businesses and unemployed youth.

He insisted that releasing funds into the economy, supporting productive sectors, and prioritising job creation should be at the centre of government spending, not expensive military procurements.

Concluding his remarks, he said the economy shows “clear signs of stress” and urged the Finance Minister and the Bank of Ghana to act decisively to inject liquidity and restore confidence in the system.

Incorporate Freedom of Expression in Police Training Curriculum-Deputy Interior Minister

The Deputy Minister for the Interior, Hon. Ebenezer Okletey Terlabi has urged the Ghana Police Service to permanently incorporate modules on freedom of expression and the safety of journalists into the curriculum of all national police training schools, describing the protection of media practitioners as essential to Ghana’s democracy.

Speaking at the opening of a training workshop for police officers on “Freedom of Expression and the Safety of Journalists” at Narpo Hotels, in Accra, the Deputy Minister said the ministry fully supports efforts to make respect for human rights and professional cooperation with the media an integral part of policing culture.

“Freedom of expression is more than just a constitutional article; it is the right that gives life to all other rights,” he told participants. “When journalists feel safe, our democracy is safe. When the media works freely, our society grows stronger.”

Hon. Terlabi reminded participants that maintaining public order must go hand in hand with safeguarding constitutional freedoms.

“Your duty is not only to maintain public order but also to safeguard the rights and freedoms that define who we are as a country,” he said.

The Deputy Minister commended UNESCO for training over 8,600 security personnel across Africa in the past decade and thanked the UN OHCHR, the Ghana Police Service, and the Ghana Journalists Association for their continued partnership.

The workshop, organised by UNESCO in collaboration with the UN Office of the High Commissioner for Human Rights (OHCHR), the Ghana Police Service, and the Ghana Journalists Association (GJA), aims to strengthen mutual understanding and trust between law enforcement and the media, especially during protests, elections, and other high-tension situations.

Government spending in the first three quarters of the year was 15% below target, he said — a level of under-spending he believes is choking business growth, limiting credit access, and contributing to delayed payments across key sectors.

“What the Budget labels as discipline is, in fact, squeezing the real economy. There is no trickle-down effect. Businesses are struggling to survive, consumers have cut back on spending, the youth are desperate for jobs,” he affirmed.

He referenced reports of over one million metric tonnes of paddy rice rotting away in storage due to lack of buyers, describing it as a warning sign of weakening domestic demand and growing distress in the productive sector.

Concerns over rising government size

Abu Jinapor also criticised what he said was the expansion of government appointments, pointing to the creation of new envoy roles and the appointment of 18 deputy heads of mission — which he said was more than any previous administration.

With the Bank of Ghana warning of rising compensation costs as a major fiscal risk, he questioned why the government was increasing its wage bill while struggling to meet existing obligations.

“Mr Speaker, the Bank of Ghana has already warned that the biggest fiscal risks facing us in 2025 are weak revenue performance, rising compensation costs and increasing energy sector payments.”

He noted that compensation for the Office of the President had surged from GH¢326 million in 2024 to GH¢540 million in 2025.

A Budget that doesn’t speak to the people

Mr. Jinapor argued that the budget fails to address the immediate economic challenges facing citizens, saying it offers “good numbers on paper” but little relief for traders, farmers, businesses and unemployed youth.

He insisted that releasing funds into the economy, supporting productive sectors, and prioritising job creation should be at the centre of government spending, not expensive military procurements.

He said the economy shows “clear signs of stress” and urged the Finance Minister and the Bank of Ghana to act decisively to inject liquidity and restore confidence in the system.

The Ghana senior men’s national team, the Black Stars, have nudged up one spot to 72nd in the November 2025 FIFA World Rankings, while retaining 14th place among African nations — even though the side has suffered back-to-back defeats.

The rise comes despite losses to the Japan national football team (2-0) and South Korea national football team (1-0) during the 2025 Kirin Challenge Cup in Asia – fixtures that formed part of their preparations for the upcoming 2026 2026 FIFA World Cup in the USA, Canada and Mexico.

The ranking improvement demonstrates that even in defeat, the Black Stars’ overall trajectory is positive, offering a boost ahead of their World Cup campaign.

The rise from 73rd to 72nd is also partly due to Georgia’s failure to win any of their two November fixtures, which meant that Ghana would rise slightly above them.

Georgia suffered a heavy 4–0 defeat to Spain and a 2–1 loss to Bulgaria in the European FIFA World Cup qualifiers.

The ranking shift also reflects the relative weight of the matches both nations played — with Ghana featuring in friendlies, while Georgia competed in higher-value competitive qualifiers.

The final draw for the World Cup will be done on December 5 in Washington, with the team hoping to fall into a favourable group for the 2026 World Cup in the USA, Canada and Mexico.

NAIMOS officer killed, four others injured in Obuasi accident

A military officer with the National Anti-Illegal Mining Operations Secretariat (NAIMOS) has been confirmed dead after the team’s vehicle was involved in an accident.

Four other military officers, who are reported to be in critical condition, have been referred to the Anglogold Obuasi Hospital after first receiving treatment at the Obuasi Government Hospital.

The accident occurred late Wednesday while the team was heading to Obuasi after an operation at a concession in Anyankyerim, which has been taken over by illegal miners.

According to eyewitnesses, the vehicle somersaulted between the Anyankyerim community and the Airport Road.

The concession in question, which belongs to Mining and Construction Services Limited, has been the subject of contention after some illegal miners invaded the area, claiming it was allocated to them by the NDC government.

Citi News checks indicate that the miners are being supported by influential political figures. One such individual, the NDC Vice Chairman for the Obuasi West Constituency, Alhaji Zamba, has publicly claimed ownership of the concession in a video posted on social media.

The Assembly Member for the Aketechieso–Amamuom–Anakyirem Electoral Area, Daniel Krobea Asante, has explained the circumstances leading to the accident.

Ukraine and Ghana Sign MoU to Launch Food Processing and Distribution Center

The Ministry of Economy, Environment and Agriculture of Ukraine and the Ministry of Food and Agriculture of the Republic of Ghana have signed a Memorandum of Understanding on the creation of a Ukrainian food processing and distribution center in West Africa.

The document was signed within the framework of the IV International Food Security Conference “Food from Ukraine.”

“The launch of a joint Food Processing and Distribution Center in Ghana will be an important step toward expanding Ukraine’s presence in African markets and will help provide millions of people with access to quality food,” emphasized Denis Bashlyk, Deputy Minister of Economy, Environment and Agriculture of Ukraine.

The Memorandum outlines the framework for bilateral cooperation and provides for:

  • joint development of the possibility to establish a Food Processing and Distribution Center in Ghana, which will receive, process, and distribute Ukrainian wheat and other products;
  • exchange of knowledge, data, technologies, and best practices in agriculture;
  • preparation of feasibility studies, project documentation, and subsequent investment agreements;
  • involvement of businesses, agricultural associations, research institutions, and private companies from both countries in implementing joint initiatives;
  • ensuring that future projects comply with environmental, social, and technical standards.

Ukraine commits to providing technological expertise, equipment, and technical support, while Ghana will provide land, necessary permits, access to infrastructure, and legal guarantees for the project’s implementation.

The attention of Forestry Commission has been drawn to a publication with the above headline, which has been published in the Supreme Newspaper, and on the following online platforms: opr.news; newsghana.com.gh; dailyviewgh.com; peacefmonline.com; and mydailynewsonline.com.

The Forestry Commission wishes to state that the information contained in the said articles are false, misleading and distorted, aimed at bringing the image of the Forestry Commission into disrepute and causing public disaffection.

The Commission, therefore, wishes to set the record straight as follows:

1. On April 17 2025, the Chief Executive of Forestry Commission, in a move to address widespread reported cases of collusion of some officers with some timber cartels involved in the processing and transportation of illegally harvested timber and timber products, by issuing official documentation to cover such timber products, and grossly under-invoicing same, issued a letter under the heading “TEMPORARY FREEZE ON THE AUCTION OF CONFISCATED LUMBER AND OTHER WOOD PRODUCTS” (Ref. FC/ A.21/ sf.4/ vol. 18/ 04).

2. The letter directed that “All confiscated lumber, other wood products and trucks conveying these products, regardless of origin, must be deposited at the designated Regional, Area and District Forestry Commission Offices.”

It further stated that “No auction of confiscated wood products or the release of the trucks carrying these products shall be undertaken until further notice.”

3. The letter further directed that “All Regional, Area and District Managers shall take full responsibility for the custody and secure storage of such material and trucks pending official decisions on their disposal.”

4. The directive was aimed at ensuring transparency and probity in the regulation of timber and timber products on the domestic market while clamping down on illegal logging and lumbering in our forest reserves to ensure their sustainable management.

5. The letter warned that “Any breach of this directive will attract severe sanctions.”

The Director, TVD, Accra

The Coordinator, National Timber Monitoring Team, Accra.

7. On October 29 2025, the Techimantia Checkpoint, managed by the National Timber Monitoring Team, intercepted a truck with registration number AS 3990-25, carrying sawn lumber which had purportedly been auctioned by the Mim TIDD office. The truck and its contents were en route to Garu in the Upper East Region.

8. A detailed check conducted on the lumber in the truck and the accompanying documents revealed that it was under-invoiced. A total of 3,026 pieces of lumber were counted in the truck, which has an official value of GH¢76,650.00, based on the Commission’s standard rate.

9. Meanwhile, the invoice and accompanying receipt were issued to cover the 3,026 pieces of lumber in the truck by the Mim TIDD staff with a face value of GH¢25,000.

10. Additionally, there were over 800 pieces of lumber out of the 3,026 pieces on the truck with dimensions different from what were indicated on the accompanying documents.

11. Management, upon receiving this report with the accompanying official documentation, determined on the face value that some professional misconduct has been committed. Therefore, in line with the Commission’s disciplinary policy, the Chief Executive directed the Human Resource director to interdict the officers involved to pave way for a full-scale investigation into the matter.

12. Subsequently, a six-member Committee of Inquiry headed by Timothy Ataboadey Awotiirim, Acting Deputy Chief Executive, has been constituted and investigations are underway.

13. Felix Gatiba and Eric Boamah were therefore not interdicted because they generated revenue to the tune of GH¢623,000 for the Commission.

14. The Forestry Commission recognises the hard work of its staff and had instituted the annual End-of-Year Staff Recognition Awards, where staff who excel in their various fields of work are recognised and rewarded.

In a TikTok video seen by YEN.com.gh, the Oh Yeah hitmaker’s luxurious silver-coloured Range Rover suffered significant damage after a truck carrying bags of pure water for distribution crashed into it on the streets.

The exact circumstances leading to Uncle Rich’ accident are still unknown. The incident caught the attention of many people in the area, who rushed to the scene and confronted the truck driver for causing the accident.

It appeared that the rapper, who has collaborated with top musical artistes like Medikal, Tulenkey, Mr Drew, and Oseikrom Sikanii in recent years, escaped from the accident without sustaining any injuries as he filmed the scene of the incident.

An eyewitness present at the accident scene was heard claiming that the truck driver was driving a vehicle that belonged to another person.

Uncle Rich’s incident comes months after his colleague Bisa Kdei survived a ghastly car accident while travelling.

The Mansa hitmaker took to his Snapchat page to share a video of his black SUV severely mangled after the unfortunate incident.

In the caption of his post, Bisa Kdei called for thanksgiving after reportedly escaping the unfortunate incident. The exact location and circumstances leading to the Ghanaian singer’ accident are still unknown.

The accident happened ten years after he crashed his two vehicles while returning to Accra from Akuapem Mampong in 2015.

He was with his crew, including his personal assistant, DJ, security, publicist, and colleague, Sista Afia, at the time of the accident.

According to reports, the accident happened when the Toyota Corolla crashed into the Jaguar as the musician stopped for cattle to cross the highway.

The Brother Brother hitmaker was driving his bodyguard, Sister Afia, and her cousin in the Jaguar to Accra when the unfortunate happened.

ECOWAS Court To Hear Justice Torkornoo’s Case Against Her Removal

The ECOWAS Community Court of Justice has assumed jurisdiction in the case filed by former Chief Justice Gertrude Sackey Torkornoo challenging the legality of her removal from office.

This was after the court, sitting in Abuja, Nigeria dismissed the preliminary objections filed by the Republic of Ghana through the Attorney General, challenging its jurisdiction to hear and determine the case.

The court in its decision on the preliminary objection held that the case filed by the former Chief Justice had raised prima facie hence the court has jurisdiction to determine the matter.

Meanwhile, the court has dismissed an application by the former Chief Justice asking for provisional measures, including reinstating her as Chief Justice pending the determination of the case.

The court held that she did not exhibit the urgency required to grant such a request, given the fact that the suspension had taken place over three months before she approached the court for legal redress.

The court has given Ghana 30 days within which to file its defence to the substantive case.

Justice Torkornoo filed a suit before the regional court alleging breaches of her rights to dignity, fair hearing and right to work when President Joh Dramani Mahama suspended her on April 22, 2025 following the setting up of a committee to probe three petitions calling for her removal from office.

Forestry Commission denies interdiction of staff over GHC623,000 revenue

The Forestry Commission has refuted media reports claiming that two of its staff members were interdicted over GHC623,000 in revenue.

In a statement issued on Wednesday, November 19, the Commission described the reports as “false and distorted to bring the image of the Commission into disrepute.”

The statement confirmed that Felix Gatiba and Eric Boamah were not interdicted and emphasised that the reported revenue was duly generated for the Commission.

The clarification comes in the wake of a directive issued on April 17, 2025, by the Chief Executive of the Forestry Commission to curb reported collusion between some officers and timber cartels involved in the processing and transportation of illegally harvested timber.

The directive mandated that all confiscated lumber, wood products, and trucks conveying such products, regardless of origin, be deposited at designated Regional, Area, and District Forestry Commission offices.

Oppong Nkrumah questions timing of jet purchase

The Member of Parliament for Ofoase Ayirebi, Kojo Oppong Nkrumah, has expressed strong criticism over the government’s plan to purchase two jets, questioning the timing and fiscal priorities of such a move.

His comments follow the recent announcement by Finance Minister Dr. Cassiel Ato Forson during the presentation of the 2026 Budget, which outlined plans to procure four modern helicopters, one long-range aircraft, and one medium-range aircraft for the Ghana Air Force.

The minister explained that the acquisition is aimed at retooling the security forces, improving operational efficiency, and addressing challenges arising from an ageing fleet.

Oppong Nkrumah questioned the government’s fiscal priorities, suggesting that the focus on new aircraft contradicts claims of fiscal discipline. The MP called on the authorities to prioritise payments to contractors and other pressing domestic obligations before committing to high-cost purchases.

Speaking in Parliament on Wednesday, November 19, Nkrumah said he was “shocked” that the government claims to have fiscal space for luxury aircraft while failing to settle payments to contractors on outstanding projects.

“You say you don’t have fiscal space, you are doing fiscal discipline. So I was shocked to hear you say that now you have space to buy a new executive jet, two actually.

“You don’t have fiscal space to finish paying the contractors on outstanding projects but you have fiscal space to buy two executive jets,” he said.

Police remand suspect in viral domestic violence video

The Criminal Investigations Department of the Ghana Police Service has remanded three individuals, including a man captured in the viral video assaulting a woman believed to be his wife, following their arrest in the Ga East Municipality.

The primary suspect, John Odartey Lamptey, also known as Nii Adjei, was arrested at the family residence on Monday, November 17, 2025, after the video sparked widespread outrage online.

He has been charged with Physical Assault under Sections 1(b)(i) and 3(2) of the Domestic Violence Act, 2007 (Act 732).

Two of his siblings, Louis Odartey Lamptey and Grace Kushie Lamptey, were also taken into custody. They face charges of Conspiracy to Commit a , specifically “threat of harm,” under Sections 23(1) and 74 of the Criminal and Other Offences Act, 1960 (Act 29).

According to the Ghana Police Service, the siblings allegedly attempted to attack a female tenant they suspected of recording and sharing the viral video, but police intervened to protect her.

All three accused have been remanded into police custody and are expected to reappear in court on December 3, 2025.

The Police continue to search for the primary victim, who reportedly fled the scene before officers arrived. The Ghana Police Service has urged anyone with credible information regarding her whereabouts to contact the nearest police station, assuring that all tips will be treated confidentially.

Chief Inspector Brigitte Babanawo, Public Relations Officer for the Criminal Investigations Department, reiterated the Service’s commitment to protecting victims of domestic violence and ensuring that offenders are brought to justice.

The Institute of Public Policy and Accountability (IPPA) has stated that Ghana’s macroeconomic recovery did not begin in 2025 but was already taking shape due to earlier reforms.

According to the institute, all macroeconomic indicators showed remarkable improvement in 2024.

It said the Public Debt-to-Gross Domestic Product Ratio had already declined significantly from 78.5% in 2021 to 61.8% in 2024, GDP growth improved from 0.5% in 2020 to 5.7% in 2024, Gross Reserves rose substantially from US$4.8 billion in 2016 to nearly US$9 billion by December 2024 and Inflation fell notably from 31.9% in 2022 to 22.9% by December 2024.

In it critique of the 2026 Budget, IPPA’s analysis led by Kwasi Nyame-Baafi, however commended within the framework of the IMF-supported programme.

“Policy continuity in fiscal consolidation, debt restructuring, and monetary coordination remains essential for stabilising the Ghanaian economy. This has yielded remarkable improvement in the macroeconomic indicators in the 2025 fiscal year. Real GDP growth for 2025 stood at 6.3%, inflation fell from 23.8% in 2024 to a single digit of 8.0% in 2025, and public debt declined sharply from 69.0% of GDP to 45%, a favourable trajectory which has already begun well before 2025”, it mentioned.

It however noted that the much touted “Resetting for growth, jobs and economic transformation” failed to live up to expectation.

It added that key macroeconomic targets for 2026 fiscal year signals modest ambition and less likely to substantially transform the economy to generate the needed jobs.

Finally, it stressed that based on its assessment, there are still significant challenges with budget design and fiscal credibility.

“Most notably, there is a lack of a coherent implementation framework for key policy initiatives, as well as evident weaknesses in budget credibility and capital expenditure execution, which suggest that even existing commitments are at risk of being underfunded or left unfulfilled”, it stated.

In a video seen by YEN.com.gh on November 19, Nana Agradaa’s husband, Angel Asiamah, hurriedly walked towards the court for another hearing in the case between his wife and Appiah Biblical.

Some church members and other individuals accompanied the head pastor of Heaven’s Way Champions International Ministry, all there to show support for the jailed preacher, who had yet to arrive at the premises.

Nana Agradaa’s case with Appiah Biblical

Jailed televangelist Nana Agradaa and two other individuals have been accused of breaching the Cybersecurity Act after they allegedly shared explicit images of Appiah Biblical on Thunder TV (now Today TV) in 2021.

Before the troubling act, the duo had been involved in a publicised feud concerning an amount of GH¢10,000, which the televangelist claimed her fellow pastor owed her.

After the Thunder TV broadcast, Nana Agradaa was arrested and charged with possession of indecent materials.

On July 18, 2024, she was granted bail of GH¢200,000, with the requirement of two justified sureties.

On Monday, July 7, 2025, the Accra High Court issued an order for her to be transported from the Nsawam Prison for a hearing in the case, and she has since made several other appearances.

According to reports, the jailed preacher has requested a plea bargain agreement with Attorney General Dominic Akuritinga Ayine in the Appiah Biblical case.

The controversial preacher is currently serving a 15-year jail term at the Nsawam Prison in relation to a fraud case involving a 2022 service at her church.

Nana Agradaa was found guilty of defrauding multiple victims through a televised broadcast, during which she falsely claimed to possess spiritual powers capable of doubling money.

Several individuals who heard the broadcast visited her church and handed over large sums of money to her in the hope of receiving miraculous financial returns that were never delivered.

Following a three-year trial, the Accra Circuit Court jailed the preacher, who continues to face mounting legal challenges despite her incarceration.

Lead Counsel for former Chief Justice Gertrude Torkornoo, Ayikoi Otoo, has criticised the government for swearing in a new Chief Justice despite unresolved petitions regarding her removal.

Speaking on Asempa FM’s Ekosii Sen, Ayikoi Otoo said the Executive ignored cautions from lawyers that proceeding with a new nomination before concluding all three petitions submitted to the inquiry committee was inappropriate.

He explained that the committee had ruled on only one petition, yet a report was swiftly submitted to the President, who accepted its recommendation on the same day.

According to him, concerns raised by the Minority in Parliament during the vetting of the new Chief Justice were also disregarded, resulting in what he described as a premature swearing-in.

Ayikoi Otoo argued that celebrating the latest ECOWAS Court decision is unnecessary since the government has already installed a new Chief Justice.

“What is newsworthy is that the ECOWAS Court has made a preliminary determination that rights may have been violated and has given the Attorney General 30 days to respond to the substantive matter,” he stated.

He revealed that in October, lawyers wrote to the ECOWAS Court indicating that they no longer wished to pursue interim measures due to delays and instead requested a hearing date for the main case.

This development follows the ECOWAS Court’s dismissal of former Chief Justice Torkornoo’s request for interim orders to halt the committee investigating the circumstances surrounding her removal.

The Court also rejected Ghana’s preliminary objection challenging its jurisdiction.

The ECOWAS Court of Justice has dismissed former Chief Justice Gertrude Torkornoo’s application seeking interim measures to halt the work of the committee that investigated her removal from office.

Deputy Attorney General, Justice Srem Sai, shared the court’s ruling on Facebook, saying the application “did not satisfy the criteria for a grant of interim measures.”

“The Applicant’s own conduct defeats her claim of imminent and irreparable harm. The Court is, therefore, satisfied that the Applicant has not demonstrated the existence of an imminent or exceptional circumstance that will justify the urgency of the application filed almost three months after the act complained of,” Justice Sai posted.

The court ruling, delivered on Wednesday, November 19, 2025, via Zoom comes after Justice Torkornoo applied for temporary prohibition orders to stop the committee, chaired by Justice Gabriel Scott Pwamang, from continuing its inquiry into matters that eventually led to her removal and the swearing-in of her successor, Chief Justice Paul Baffoe-Bonnie.

While the ECOWAS Court acknowledged that the former Chief Justice had established a prima facie case alleging human rights violations, it ruled that she failed to demonstrate the urgency required for temporary orders.

The judges noted that she waited nearly three months after her suspension on April 22, 2025, before filing the motion—a delay that undermined her claim of imminent harm.

In addition, the Court rejected a preliminary objection from the Government of Ghana, which argued that it lacked jurisdiction because related issues were before Ghanaian courts.

he judges described the objection as “misplaced,” clarifying that the sub judice principle applies only when a matter is awaiting judgment elsewhere, not merely because cases share similar facts.

To this end, the ECOWAS court has ordered Ghana to file its response to the application filed by Justice Gertrude Torkornoo within the next 30 days since the nation refused to file the same using their application challenging the jurisdiction of the court as the basis for the refusal to respond to the pending application of Justice Torkornoo.

Importers demand probe into $31bn ‘phantom imports’ scandal

The Importers and Exporters Association of Ghana has called for a deeper investigation into the shocking revelations of alleged phantom imports highlighted in the 2026 Budget, warning that the figures must be properly contextualised to avoid unfairly labelling legitimate traders.

Executive Secretary of the Association, Samson Asaki Awingobit, said while the numbers presented by the Finance Minister, Dr. Cassiel Ato Forson, are alarming, they do not automatically amount to wrongdoing.

He insisted the issue requires a more thorough national probe.

Speaking to Citi Business News, he opined, “The announcement by the Minister is alarming, but where I sit with the experience that I’ve had in this industry, I must say that we have to go beyond what the minister just said and probe it further.”

His reaction follows Finance Minister Dr. Cassiel Ato Forson’s disclosure that about $31 billion was transferred out of Ghana with no corresponding goods imported, forming part of $83.83 billion in supposed import payments.

Dr. Forson warned that the leakages were draining foreign reserves, weakening the cedi, and denying the economy vital revenue, with audits also revealing nearly GH¢76 billion worth of under-declared imports.

But the Importers and Exporters Association said the industry has long-standing practices that could create temporary mismatches between outgoing payments and the arrival of goods.

Samson Awingobit explained that many Ghanaian importers receive goods on credit due to the trust built with suppliers, especially in the frozen foods sector.

According to him, “You will see at times money going out of the country, but you expect to see goods coming back in equivalent. But this might not be seen. It does not necessarily mean that the person has caused money laundering.”

He added that some importers pay upfront for year-long supply contracts, with shipments arriving in tranches—making it easy to misinterpret the data if examined in isolation.

Awingobit emphasised the need for a balanced investigation, saying, “We need to ask, we need to probe into it… I’m happy that he said he has referred some people, individuals and companies to EOCO and FIC to investigate the outcome.”

Accra, Nov 19, GNA – A high-stakes session on economic justice has concluded with African delegates issuing an uncompromising demand for former colonial powers to pay reparations for centuries of exploitation that continue to trap working women at the bottom of a ‘rigged’ global economic system. 

The discussions, held during a regional forum on Economic Justice and Alternatives to the Global Economic Order, brought together labour activists, economists, and political organisers who linked the daily struggles of Africa’s working women directly to historical crimes that remained unpaid and unacknowledged. 

Participants reached a unanimous conclusion that real development across the African continent could not proceed without substantial reparations from England, Belgium, France, the United States, Germany, and other nations that built their wealth on African exploitation. 

They cited the enduring impact of slavery, systematically plundered natural resources, and centuries of cheap African labour that enriched Western economies while leaving African nations structurally impoverished. 

They also argued that it was not only an historical matter but a current one, as those colonial arrangements continued to shape the wages, working conditions, and life prospects of African women today. 

Associate Professor with the Department of Labour and Human Resource Studies, University of Cape Coast (UCC), Akua Opokua Britwum, provided a systematic analysis of how international financial architecture directly determined the economic reality facing working women across Africa. 

She outlined the mechanisms through which lending conditions imposed by international financial institutions, currency manipulation, and multinational corporate interests shape wages, job security, and access to essential public services for women who already face the steepest barriers in labour markets. 

Prof. Britwum stated that these were not neutral economic forces, but deliberate policy choices embedded in international financial rules that kept African economies tied to extractive models. 

“In these arrangements, African nations remain suppliers of raw materials and cheap labour while importing finished goods and sophisticated services, leaving women workers trapped at the bottom of global value chains,” she said. 

She noted that multinational corporations operating in Africa maintained wage structures that assumed women workers have male breadwinners at home, justifying poverty wages that cannot support independent survival. 

“These assumptions persist even as women increasingly serve as primary or sole income earners for their households,” she said, saying, repairing this damage required resource transfers on a scale commensurate with the theft. 

Prof. Britwum also called for unconditional resource transfers that African nations could invest in industrialisation, infrastructure, education, healthcare, and social protection systems central to the needs of working women. 

The session closed with concrete commitments to coordinated political action across the continent with delegates agreeing to strengthen connections between labour movements, women’s organisations, and anti-imperialist political formations to build a unified front capable of forcing the reparations question onto the international agenda.

President Mahama Is Fixing The Broken Economy Akufo-Addo Left Behind – Haruna Iddrisu

“Without any fear of contradiction, President Mahama is managing the economy better than Nana Addo (former president) as president of the Republic of Ghana,” he asserted.

Member of Parliament for Damongo constituency, Samuel Abdulai Jinapor, has accused the government of failing to deliver on its flagship campaign pledges, criticising the administration of presiding over an economy where “the people are suffering while the data looks good on paper.”

He said Ghanaians have very high expectations of the government due its campaign promises, but it has failed to translate these promises into action.

Contributing to the debate on the 2026 Budget Statement and Economic Policy in Parliament, the lawmaker argued that the government’s overwhelming electoral mandate was won on two clear commitments — reducing the cost of living and doing business, as well as creating “hundreds of thousands of jobs” for unemployed Ghanaians.

But nearly a year after assuming office, there are no signs of these promises materialising.

24-Hour Economy ‘Not Visible’

Mr. Jinapor questioned the government’s claim that its much-touted 24-hour economy had entered full implementation, saying there was no evidence of the promised three-shift system outlined in the NDC’s own 2024 manifesto. “Where is the 1:3:3 formula,” he asked.

Abu Jinapor noted that even the Ministry of Finance “closes at 5pm,” asking how a supposedly round-the-clock economic model could function when the public sector itself was struggling with basic operations.

“A whole year in office, and the Government has failed to demonstrate a well-defined national plan that can support a fully functioning 24-hour economic system.”

He further argued that the promise of one job being expanded into three shifts for three different people had not only stalled but run contrary to the current reality, where workers in critical sectors, including nursing and teaching, were allegedly working without pay.

Macroeconomic gains ‘Not Reaching the People’

Although the budget highlights improved macroeconomic indicators, including reduced expenditure and lower inflation, Jinapor said these figures did not reflect conditions on the ground.

He condemned what he described as “under-spending,” noting that government expenditure in the first three quarters was 15% below target.

This, he said, was slowing business activity, weakening credit access, and leaving contractors, farmers and public workers unpaid. “What the Budget labels as discipline is, in fact, squeezing the real economy. There is no trickle-down effect.”

Citing recent reports of over one million metric tonnes of paddy rice rotting in storage due to lack of buyers and weakened purchasing power, he warned that the real sector of the economy was showing signs of distress that could not be ignored.

Concerns over government size

Mr. Jinapor also criticised the expansion of government appointments, particularly the appointment of new presidential staffers, envoys and 18 deputy heads of mission.

These appointments, he argued, has resulted in almost a fifty percent (50%) increment in the budgetary allocation for compensation for staff of the Office of the President, from GH¢326 million in 2024 to GH¢540 million in 2025.

Referring to reports by the Bank of Ghana warning against the rising cost of compensation, he said such decisions pose major fiscal risks for the economy. 

Priorities in question

The MP further criticised a budgetary allocation of US$1.2 billion for new military aircraft and a ship, questioning the government’s priorities when essential sectors were struggling.

“Is this the priority of the government when traders are suffering, farmers are suffering, nurses are suffering, teachers are suffering?” he asked.

The Damongo lawmaker insisted that the budget’s objectives would only be realised if government spending became timely, strategic and targeted toward stimulating demand and creating jobs.

But currently, he said, the economy showed “clear signs of stress,” with delayed payments, weak credit flows, and unmet job creation promises eroding public confidence in the economy.

He urged the Finance Minister and the Bank of Ghana to inject liquidity into the economy, support productive sectors and restore the momentum needed to make the budget meaningful for ordinary Ghanaians.

Mahama approves duty waiver on vehicles for returning foreign service officers

President John Dramani Mahama has announced a new policy approving a waiver of import duties and taxes on one vehicle for foreign service officers returning from overseas postings.

He made the announcement on Tuesday, November 19, during the commissioning of 11 newly appointed Ambassadors and High Commissioners.

According to President Mahama, the initiative is part of the government’s broader efforts to strengthen the foreign service and enhance the efficiency of Ghana’s missions abroad.

“We recognise that diplomats must be well supported to deliver on their mandates. For this reason, the cabinet has approved enhanced conditions of service for all our diplomats working abroad.

“Additionally, the cabinet has approved a waiver of import duties and taxes on one vehicle for foreign service officers returning from overseas service,” he told the envoys.

President Mahama noted, however, that the duty waiver comes with specific limits.

“But as a caveat, with an engine capacity not exceeding 2.7 liters. So if you think of a V8, I’m sorry,” he added.

He further disclosed that the Cabinet has approved rent ceilings for Ghana’s missions abroad as part of fiscal prudence measures designed to reduce waste and ensure value for money.

The President stressed that all missions must strictly comply with the protocols governing the new policy.

The Kwahu Traditional Council has formally petitioned the Inspector-General of Police (IGP), Christian Tetteh Yohonu, to investigate the raid on the Abene Palace and the arrest of the Kwahuhene, Daasebere Akuamoah Boateng III, and the Queenmother of Kwahu, Nana Adwoa Gyemfua, on Monday, November 17.

At a press conference in Kwahu on Wednesday, November 19, the Twafohene of the Council and Chief of Kwahu Tafo, Nana Kwasi Opoku Mintah II, strongly condemned the operation undertaken by police personnel from the National Headquarters in Accra.

The Kwahu Adontenghene and Chief of Abetifi, Akyemfour Asiedu Agyemang III, also voiced concern over the distress caused to Daasebere Akuamoah Boateng III. He stated that it would be in the best interest of the officers involved to return and offer an unqualified traditional apology to the chiefs.

Following the arrest on Monday, the IGP directed the release of the Queenmother of Kwahu, Nana Adwoa Gyemfua, after the operation by the officers. He also instructed the Police Professional Standards Bureau to investigate the circumstances surrounding the operation and ensure that any officer found culpable is sanctioned appropriately.

The directive came after the palace of the Paramount Chief of the Kwahu Traditional Council at Abene was reportedly attacked around 4 a.m. on Monday by armed men dressed in police uniforms who claimed to be from National Security.

Residents reported hearing gunshots inside the palace before the arrest of the Queenmother, who was present during the incident.

Mahama managing economy better than Akufo-Addo

Education Minister Haruna Iddrisu has asserted that President John Dramani Mahama is managing Ghana’s economy more effectively than former President Nana Addo Dankwa Akufo-Addo.

Addressing journalists on Wednesday, November 19, the Minister stated: “Without any fear of contradiction, President Mahama is managing the economy better than Nana Addo Dankwa did as President of the Republic of Ghana.”

He cited improved debt management as a key area where the current administration has outperformed the previous one.

“We have demonstrated superior management of debt. If you doubt me, go to President Akufo-Addo’s own speech… when he says that one of his regrets is submitting Ghana to a debt exchange,” he said.

Haruna Iddrisu also highlighted the government’s priorities heading into 2026, emphasizing President Mahama’s commitment to major national reforms aimed at strengthening governance and public service delivery.

“Into 2026, President Mahama will focus primarily on resetting Ghana with his governance agenda of leading the process for constitutional, administrative, and legal reforms of the country so that we can serve the country better,” he noted.

Minister for Education, Haruna Iddrisu, has addressed the peaceful demonstration by unposted teachers who took to the streets on Wednesday, calling for immediate postings.

Speaking to journalists on November 19, the Minister reiterated that the education sector remains Ghana’s largest employer and assured that addressing the concerns of unposted teachers is a top government priority.

He revealed that processes are already underway to place teachers in schools across the country.

Haruna Iddrisu also announced that Cabinet has approved the recruitment of 6,100 teachers from the 2023 graduate cohort, all of whom are accounted for in government recruitment records.

“Education remains Ghana’s largest employer. I understand that some striking teachers are looking for us on the streets of Accra. To respond to them, Cabinet has approved the recruitment of 6,100 more teachers from the 2023 cohort, and they are all adequately captured in our records,” he stated.

The Minister emphasized the government’s commitment to absorbing trained teachers into the system and noted that the new recruitment will help reduce the backlog of unposted graduates.

He also urged protesting teachers to return to their respective offices for verification and audit procedures.

“I would be surprised if it is the same group that is on the streets. They should be going back to their offices for audit, identification, and reinstatement so they can be paid,” he added.

Gender Ministry to launch Revised Early Childhood and Development policy

The Ministry of Gender, Children, and Social Protection, through the Department of Children, would be commemorating the 2025 World Children’s Day with the launch of the Revised Early Childhood and Development Policy.

The celebration on the theme: “My Day My Right: Investing in Early Childhood, a National Priority,” would highlight the crucial role of Early Childhood Care and Development (ECCD) in promoting holistic growth, protection, and lifelong learning for children aged 0-8 years.

A statement copied to the Ghana News Agency by the Ministry said, “The official launch of Ghana’s revised ECCD Policy would reflect over 15 years of progress and incorporate the latest sectoral developments, including alignment with the Nurturing Care Framework.”

It said the revised policy underscored the importance of quality care, early stimulation, health, nutrition, and education in shaping children’s future cognitive, social, and emotional well-being.

“By focusing on these areas, the policy aims to significantly reduce inequalities often rooted in poverty and discrimination,” it said.

The statement said the celebration also included the 7th Sitting of the National Children’s Parliament, empowering young representatives to discuss national concerns such as child protection, health, education, and climate risks.

“This forum fosters children’s active participation and gives them a platform to voice their rights and concerns,” it stated.

It said key activities leading up to the event included capacity building for child parliamentarians, public sensitisation campaigns nationwide, and a series of media engagements, to raise awareness about the ECCD policy and children’s rights.

The expected outcomes included nationwide dissemination of the revised policy, increased multi-sectoral commitment to children’s development, empowerment of children through participatory governance, and heightened public awareness on emerging child-related challenges, reaching over a million people through various media platforms, the statement said.

The Ministry acknowledged the invaluable support of its dedicated partners, including UNICEF, World Vision Ghana, Plan Ghana, and other stakeholders committed to advancing child welfare in Ghana.

Security analyst Emmanuel Kotin has called on the government to adopt a measured and consultative approach as it prepares for a nationwide crackdown on individuals found in possession of unregistered firearms.

The warning follows a government directive that offenders will face severe sanctions effective December 1, in an effort to curb the rising tide of violent crimes across the country.

Speaking to Tutuwaa Danso on Starr Today, Kotin stressed the importance of stakeholder engagement to ensure effective and sustainable implementation.

“They are the agents who can speak to their people — and be heard. But for me, there is still an implementation challenge. You see, stricter punishment requires clear definitions. You and I know that any vagueness can undermine public confidence and create room for arbitrary enforcement — something democracy must always guard against. That is why I continue to raise concerns about the rule of law,” he said.

Drawing on his experience in conflict resolution and governance, Kotin emphasised the importance of amnesty and community dialogue.

“From my background in conflict resolution and governance, I believe every effective initiative typically begins with amnesty and community dialogue. No amnesty programme can succeed without genuine engagement at the community level,” he added.

Kotin questioned whether the Interior Ministry had consulted traditional authorities and civil society groups.

Kotin acknowledged that the government had taken steps to ensure transparency, but warned that the success of the policy would depend on both clear implementation and improved security measures.

Meanwhile, Executive Secretary of the Small Arms and Light Weapons Commission, Dr Adam Bonaa, expressed optimism that the nationwide crackdown would achieve its intended results.

Ghana has renewed its call for stronger public climate finance commitments during the SB Chairs second report back meeting on the consultations regarding Article 9.1 of the Paris Agreement at COP30 in Belem, Brazil.

The Minister of State for Climate Change and Sustainability, Issifu Seidu, noted that ten years after the adoption of the Paris Agreement, expectations remain high while climate impacts continue to intensify for communities in Ghana and across the developing world.

He stressed that climate action is not about models or theory but about the lived experiences of vulnerable children and families in areas such as Nalerigu, Gambaga, Wa, Keta, and Angloga.

He reaffirmed Ghana’s position that the principles of Common but Differentiated Responsibilities must guide the discussions, especially in scaling up finance for adaptation and ensuring a fair transition supported by strong international cooperation.

The minister stressed that Article 9.1 places a clear and mandatory obligation on developed countries to provide financial support.

He added that climate finance must be balanced between mitigation and adaptation and should primarily take the form of grants or very concessional resources to avoid adding debt burdens to developing countries.

He also called for greater transparency, urging developed countries to meet their reporting obligations under Article 9.5 by clearly distinguishing between grants and loans in their financial communications.

He emphasised that increased ambition for public climate finance is essential for a successful COP30 outcome.

Mion MP Misbahu Adams hails 2024 Budget as springboard for development

Member of Parliament (MP) for Mion, Misbahu Mahama Adams, has expressed strong approval for the allocations to the various sectors in the recently presented 2026 Budget and Economic Policy.

The MP described the funding figures as “generous” and crucial for advancing Ghana’s development.

According to the MP, the Ministry of Communication, Digital Technology and Innovation and its agencies have been allocated a total sum of “a little over 1.2 billion Ghana Cedi” in the 2026 budget.

This comprehensive allocation covers three primary expenditure categories: compensation to employees, goods and services, and capital expenditure (CAPEX).

Mr. Adams emphasised that this substantial funding is sufficient to drive the ministry’s key priorities, including expanding rural connectivity and strengthening national cybersecurity.

Key Agency Funding Highlights:

  • Ghana Investment Fund for Electronic Communications (GIFEC): An allocation of GHS 30 million has been budgeted specifically for GIFEC. This funding is targeted at supporting the agency’s goal of connecting approximately 2,016 communities with rural telephony services, including voice and data access. The MP noted the direct impact this will have on rural constituents, stating, “This will help rural communities like Myang, for example, get access to internet services and other support services.”
  • Cybersecurity Authority: The budget includes provisions to enhance the government’s ability to defend against digital threats. Highlighting the scale of the challenge, the MP noted that in 2025, 1,200 critical government systems were monitored, successfully fending off about 45,000 cyber attacks. The 2026 target is to launch a massive public awareness campaign, reaching approximately 1 million citizens through social media and in-person training to bolster national digital security.

Support Pledged for AI Legislation and Non-Budgetary Funding

Responding to concerns that specific allocations for critical institutions like the National Communications Authority (NCA), Ghana Broadcasting Corporation (GBC), and the Cyber Security Authority (CSA) were not prominently detailed, the MP maintained confidence in the overall GHS 1.2 billion envelope.

“As I was saying, for me, I think whatever was in the budget was adequate for me personally, because it was 1.2 billion Ghana cedi, a little over 1.2 billion Ghana cedi. So it’s enough,” he reiterated.

He committed to legislative support for any future needs:

“If there is the need, there’s a justified need, and they come back as a committee who will support them, and then we go back to the minister of finance to see, by way of media review, to see if something can be allocated again for them to continue their projects and programs.”

On the ministry’s ambitious focus on Artificial Intelligence (AI) and its regulation, Mr. Adams acknowledged the substantial investment required for this “new kid on the block.”

He pledged his committee’s readiness to facilitate the necessary legal and regulatory framework:

“So as a committee, we are ready to support the Communication Ministry, support NCA, and support the Cyber Security Authority to come up with ideas, plans, and then investments that will help them so that for a country we can benefit and also protect ourselves from the other side, I mean, the other negative issues that the AI will bring on board.”

He confirmed the committee’s role in advancing legislative changes to align Ghana with the requirements of the global AI landscape, saying, “We are ready to support them anytime to go through the legislative processes to be able to get new laws that would help the country.”

Rural Constituencies to Benefit from Infrastructure ‘Big Push’

Beyond the digital sphere, the MP commended the government’s “Big Push” programme aimed at transformative national infrastructure development. He confirmed that his predominantly agrarian constituency of Mion is set to benefit directly.

  • Eastern Corridor Road: This major arterial route, crucial for transporting farm produce from the north to Accra and other major economic hubs, is a direct beneficiary of the Big Push.
  • Constituency Roads: Mr. Adams also cited a budget line that allocates GHS 3 billion for the construction of 10-kilometre roads across approximately 166 constituencies nationwide, confirming, “My constituency is definitely going to benefit from this one.”
  • Synergy with Roads Ministry: He noted that the ‘Big Push’ funding supplements the Ministry of Roads and Highways’ regular budget allocation of about GHS 4.3 billion, ensuring widespread road development.

Optimism for Youth Job Creation

The MP concluded by expressing great optimism regarding the budget’s focus on job creation, particularly for the youth, applauding the Finance Minister, Dr. Cassiel Ato Forson.

“So by way of job creation, a lot has been promised in the budget, and we are upbeat and waiting for that.”

He cited ongoing and planned government initiatives:

  • Continued success of the Youth Employment initiatives, noting that “A lot of my constituents have already got hooked up.”
  • Upcoming security services employment drives.
  • The expansion of the Adumawura initiative from 2025.
  • The “one-million-coders programme” which aims to develop digital skills among the youth.

THE GHANA Football Association (GFA) has fully funded the surgery of Black Stars midfielder Francis Abu, who suffered a severe ankle injury during Ghana’s Kirin Cup match in Nagoya last Friday.

Abu, who plays for French Ligue 1 side Toulouse FC, fractured his ankle following a challenge early in the game and was stretchered off the pitch. He was immediately rushed to the Toyota Memorial Hospital, where he underwent successful surgery.

GFA Communications Director, Henry Asante Twum confirmed on Asempa FM’s Ultimate Sports Show that the Association has settled all medical expenses related to the operation.

“GFA will bear the cost of Francis Abu’s surgery. The medical bills associated with the surgery have been taken care of by the GFA,” Asante Twum said.

“We have had discussions with his club, Toulouse, regarding the way forward. He will return to his club, and any further support will be communicated by the GFA.”

He also revealed that Tanaka Ao, the Japanese player involved in the incident that caused Abu’s injury, has reached out to express his concern and support.

“Ao has called the coach and sent a message to convey his best wishes for Abu’s speedy recovery. He has been professional throughout and did not expect the injury. He is open to meeting Abu once he is fit, and the Japanese FA has been supportive throughout,” he noted.

A member of the Black Stars’ physiotherapy team is currently in Japan, staying with Abu as he begins his rehabilitation.
