Private legal practitioner, Martin Kpebu, has slammed the Economic and Organised Crime Office (EOCO) for withholding information on the charges against NPP’s Ashanti Regional Chairman, Bernard Antwi Boasiako, popularly known as Chairman Wontumi.

According to Martin Kpebu, EOCO has not handled the case well, stating that transparency is crucial in such legal matters.

He argued that EOCO boss, Raymond Archer, who also doubles as a journalist, should understand the importance of providing information on such a case.

Speaking on TV3’s Key Points, Kpebu linked EOCO’s silence regarding the reasons for Wontumi’s arrest to claims that the bail conditions were harsh and punitive.

“By now, EOCO should have informed us why Wontumi is being charged. Raymond Archer is a journalist; he should know that a lack of information in such a case is not ideal. So, I would say EOCO has not handled the process properly,” he stated.

Kpebu further explained that the bail terms were determined by the amount of money involved in the investigation.

Allegations and Ongoing Investigations

Chairman Wontumi is currently under investigation for several serious criminal offenses, including fraud, money laundering, and causing financial loss to the state.

The Deputy Attorney General and Minister of Justice, Dr Justice Srem-Sai, confirmed these investigations on Thursday, May 29, 2025.

According to the Deputy AG, these criminal investigations are running concurrently with efforts to recover assets, aiming to prevent the dissipation of suspected proceeds from crime.

Dr Srem-Sai also hinted at a second line of inquiry, suggesting Wontumi’s alleged involvement in a broader international organized crime scheme, with EOCO collaborating closely with international law enforcement agencies.

Bail and Legal Proceedings

Wontumi was granted bail in the sum of GH¢50 million, with two sureties to be justified.

His legal team, led by lawyer Andy Appiah-Kubi, submitted property documents through Bryan Acheampong, the Member of Parliament for Abetifi, to satisfy the GH¢50 million bail bond imposed by EOCO.

Reports indicate that Bryan Acheampong’s title documents were valued above the required threshold.

However, EOCO officers were unable to proceed with verifying the documents after being notified of a new application requesting a review of the bail terms.

Wontumi’s anticipated release on Friday was stalled due to a last-minute application for a variation of his bail conditions, filed at the High Court.

Appiah-Kubi informed journalists that he only became aware of the bail variation application, filed on May 30, 2025, late Friday evening, which disrupted the validation process of Bryan Acheampong’s documents.

As a result, Chairman Wontumi remains in EOCO custody until the High Court rules on the application, which was filed by legal practitioner Gary Nimako Marfo.

Member of Parliament for Kwadaso and former Deputy Education Minister, Professor Kingsley Nyarko, has strongly criticised the Economic and Organized Crime Office (EOCO) for its handling of the case involving Chairman Wontumi.

Professor Nyarko described EOCO’s actions as a “total abuse of power” and “political intimidation,” reminiscent of Ghana’s military junta era.

He expressed particular concern over the ‘outrageous’ bail condition of 50 million Ghanaian cedis, which he believes violates Article 14(4) of the Constitution.

The MP urged President John Dramani Mahama to intervene and put an end to what he termed “political persecution” and “majoritarian tyranny.”

He emphasised the need for the government to focus on critical national priorities rather than engaging in politically motivated harassment.

While acknowledging that no one is above the law, Professor Nyarko stressed the importance of treating everyone fairly and affording them due process.

He warned that the current approach risks undermining Ghana’s democracy and reverting to oppressive governance styles of the past.

Referring to historical precedents, he recalled the 2003 case involving Victor Salome, where bail was granted following proper legal procedures, underscoring the need for consistency and fairness in the application of justice.

The MP further emphasised that the government should focus on critical national priorities such as job creation, improving living standards, and ensuring reliable power supply rather than engaging in politically motivated harassment.

Professor Nyarko also highlighted that no individual, including Chairman Wontumi, is above the law.

However, he insisted that everyone deserves to be treated fairly and afforded due process.

He cautioned against conflating unrelated issues such as Wontumi’s public display of wealth with criminality, as suggested by some NDC supporters, and called for investigations and court proceedings to be transparent and just.

Professor Nyarko called on all stakeholders to recommit to democracy, transparency, and respect for human rights, emphasising that this kind of political intimidation and abuse of power must stop to maintain peace, stability, and trust in institutions.

Stop dollarisation to keep cedi strong – Analyst urges

The Executive Director of Revenue Mobilisation Africa, Geoffrey Kabutey Ocansey, has attributed the appreciation of the cedi against some major currencies to government initiatives, as well as efforts by the previous administration.

He noted that the activities of the Ghana Gold Board, combined with gold reserves policies from the previous government, have helped stabilize the local currency.

Kabutey Ocansey also highlighted the Bank of Ghana’s decision to curb dollar hoarding as a contributing factor to the cedi’s gains.

Speaking on Nyankonton Mu Nsem on Rainbow Radio 87.5FM, he explained that dollar hoarding and the dollarization of the economy have consistently led to cedi depreciation.

He stated that some business owners collect cash from sales, convert it into dollars, or hoard foreign currency to profit when the cedi falls and demand for forex rises.

Ocansey emphasized the importance of strict enforcement to ensure the cedi remains Ghana’s legal tender.

“To maintain our gains, we must ensure that our laws are strictly enforced. The cedi — not the dollar — is Ghana’s legal tender for business transactions, so we should not entertain the dollarization of our economy. Those who hoard dollars for selfish reasons must stop. We must also address black market trade, especially among those transferring dollars to other countries, particularly Nigeria.”

He also advocated for reducing imports of commodities Ghana can produce, such as rice, which costs the country over $700 million annually.

He concluded by urging stakeholders to support Gold Board activities to prevent smuggling.

A private legal practitioner, Martin Kpebu, has criticized the Economic and Organized Crime Office (EOCO) for its handling of the case involving the Ashanti Regional Chairman of the New Patriotic Party (NPP), Chairman Wontumi.

Chairman Wontumi was arrested by EOCO on May 27, but the reasons for his arrest were not disclosed at the time. Later, his lawyer, Andy Appiah-Kubi, informed journalists outside EOCO that his client had been charged with causing financial loss to the state.

Mr Kpebu stated that EOCO’s failure to provide information regarding Wontumi’s arrest has led to claims from individuals associated with the NPP that the bail conditions are punitive. “By now, EOCO should have informed us why Wontumi is being charged. Raymond Archer is a journalist; he should know that a lack of information in a case like this is not good. Therefore, I would say that EOCO has not managed the process well,” Mr. Kpebu said during an appearance on TV3’s KeyPoints on May 31.

He pointed out that bail terms are typically based on the amount of money involved in the investigation. Mr. Kpebu urged those complaining about the bail amount to seek clarification on the facts of the case, which may indicate that the amount is not excessive after all. “I heard the former Vice President, Dr. Bawumia, express concern that the bail condition is too high. I believe he received poor advice. He should instead be questioning what he is being charged with,” Mr. Kpebu added.

In the absence of detailed information about the investigation, Deputy Attorney-General Dr Srem Sai has revealed that Chairman Wontumi is being investigated for money laundering and causing financial loss to the state, among other charges. This information was shared in a post on his Facebook page on May 29.

“Suspect BERNARD ANTWI BOASIAKO, also known as Chairman Wontumi, is under investigation for various criminal offenses, including fraud, causing financial loss to the state, and money laundering,” he wrote. Dr. Srem Sai further stated, “The criminal investigation is running concurrently with asset recovery processes to prevent further dissipation of what law enforcement agencies suspect to be proceeds of crime. The suspect is also the subject of a second strand of investigation, which is part of a larger international organized crime scheme. The Economic and Organized Crime Office (EOCO) is diligently working with our international law enforcement partners on this second strand of criminal investigations.”

The number of slots awarded to each confederation is based on historical strength and competitive balance:

UEFA and CONMEBOL

For both UEFA and CONMEBOL, qualification is based on performances in their premier club competitions—the UEFA Champions League and the Copa Libertadores—over the past four seasons. Each year’s winner secures an automatic spot, with the remaining places going to the highest-performing teams in that time frame who haven’t already qualified.

AFC, CAF, and Concacaf

These three regions follow a more straightforward system: the winners of the last four editions of each continent’s top club competition (the AFC Champions League, CAF Champions League, and Concacaf Champions Cup) earn a spot. There is an exception this year, however, which we will touch on later.

Given that Oceania has only one place, the highest-ranked team among the last four OFC Champions League winners—based on FIFA’s club performance criteria—gets the nod.

As Ashanti Regional NPP Chairman, Bernard Antwi Boasiako popularly known as Chairman Wontumi remained in custody over allegations under EOCO investigation, it was not the visit of high-profile politicians or media caravans that shifted the story, but the quiet, effective intervention of Dr. Bryan Acheampong.

While other political figures arrived at EOCO with cameras and foot soldiers in tow, Mr. Acheampong took a different path. Without any public spectacle whatsoever, he stepped in and fulfilled the GH₵50 million bail requirement including all necessary documentation for two justified sureties. By the end of the day, the path to Wontumi’s release was clear, pending only a procedural delay stemming from a new legal application.

Police arrest two suspects for murder in Tema

The Tema Regional Police Command has arrested two suspects in connection with the gruesome
murder of a male adult within the Tema Harbour enclave in the Greater Accra Region.

The arrest followed a distress call received by the police on Friday, 30 May 30 2025, reporting the discovery of a lifeless male body within the harbour area.

In a statement issued on Sunday, June 1, the Police explained that while investigating the scene, they  received further information that some members of the public had arrested a man for allegedly
carrying a human head.

“The police swiftly proceeded to the second location and rescued the suspect, who was identified
as Ali Mustapha.

“He was subsequently taken into custody. Further investigations led to the arrest of a second suspect, Zakaria Mohammed,” the statement said.

The body of the deceased has been deposited at the Police Hospital morgue for preservation and
autopsy.

Both suspects are currently in police custody while efforts are being made to identify the deceased, as the investigation continues.

The Bail Review Application Can’t Block Chairman Wontumi’s Release If Conditions Are Met

Private legal practitioner Martin Kpebu has dismissed claims that recent court action can delay the release of New Patriotic Party (NPP) Ashanti Regional Chairman Bernard Antwi Boasiako, also known as Chairman Wontumi, insisting that the bail review initiated in court should not override the execution of bail once the conditions have been fulfilled.

Speaking on Channel One Newsroom on Saturday, May 31, Mr Kpebu said the so-called bail review does not constitute sufficient grounds to detain Wontumi further, provided the Economic and Organised Crime Office (EOCO) is satisfied with the documentation and sureties submitted.

“That process that has been filed in court, I don’t see how it can prevent the release of Chairman Wontumi if only EOCO is satisfied with the properties that have been produced to them—that is, the document and everything given to them,” Kpebu explained.

He urged the NPP to handle the situation with greater care, warning that the confusion surrounding the process undermines legal clarity and institutional trust.

“There is something—I think the NPP needs to take their time and sanitize this situation. It doesn’t look tidy,” he added.

Wontumi is under investigation by EOCO for alleged money laundering, fraud, and causing financial loss to the state. He was arrested on May 27 and granted bail on May 28 to the tune of GH¢50 million with two justified sureties.

Although his legal team initially struggled to meet the conditions, his lawyer, Andy Appiah-Kubi, confirmed on Friday, May 30, that all requirements had been fulfilled. However, a fresh legal challenge has since delayed his release, prompting further political and legal scrutiny.

“We encountered some difficulties which will be sorted out on Monday, June 2. We will work towards the desired results. I will stay out of politics and the theatrics and do what is within the law,” Appiah-Kubi told the media.

The case continues to fuel tensions within the opposition NPP, with party members questioning the legal process and the timing of the developments.

Pediatric nurse and childhood cancer advocate Akua Sarpong is calling on individuals, businesses, and faith-based organizations to support the construction of a 48-bed pediatric cancer care facility at Korle Bu Teaching Hospital.

Sarpong, who also serves as executive director of Lifeline for Childhood Cancer Ghana, made the appeal during an art auction fundraiser held at the Mercedes-Benz CFAO Showroom. The event, themed “Little Hands, Big Dreams,” showcased children’s art to raise funds for pediatric cancer care.

Sharing her personal journey in an exclusive interview with GhanaWeb, Sarpong revealed that she lost her child to cancer years ago, an experience that inspired the formation of the Lifeline Foundation.

The foundation is now the official partner of the Pediatric Oncology Unit at Korle Bu, raising funds for diagnostics, treatment, nutrition, and skills development programs for mothers.

Currently, the Pediatric Oncology Unit at Korle Bu has only 24 beds. The new three-storey, 48-bed facility aims to significantly improve survival rates for children with cancer by providing comprehensive, dedicated care.

“Our work is not finished. We’ve started the construction of this big, ambitious treatment centre for children with cancer. And this is important because our children don’t have a lot of hope. And it’s important that if we want to ensure that our survival rate goes up,” she explained.

The project is estimated to cost $1.6 million, but only $458,000 has been raised so far.

“Although we have four cancers on the National Health Insurance. But we all know the challenge with National Health Insurance, we’re not getting the access and cancer treatment is still out of pocket for parents, and that’s why we do what we do to ensure that these kids live,” Sarpong said.

She added that she and her team remain committed to their vision, stating “We won’t stop until no child in Ghana dies from cancer.”

An HIV/AIDS-infected woman has shared a deeply troubling incident in which she deliberately infected two male colleagues who persistently harassed her to become their girlfriend.

According to the woman, the two men bothered her to the point of becoming a nuisance. Despite her efforts to distance herself due to her medical condition, they continued to pester her.

Appearing anonymously on the Confession show on TV3, she recounted how, out of anger, she decided to “teach them a lesson” to stop their persistent advances.

She explained that she felt compelled to retaliate after conducting her own investigation and discovering that the two friends had placed a bet on who would be the first to have sex with her.

“There were these two guys at my workplace who kept pestering me, saying they wanted me to be their girlfriend. Knowing the condition I live with, I didn’t want to jeopardize their lives. But they kept pushing,” she said.

“For a moment, I thought to myself, ‘These guys seem to be up to something.’ I felt like they just wanted my body, nothing more. So I decided to dig a little deeper.

“I found out that they were, in fact, up to something. They just wanted to sleep with me. These were the same people I was trying to protect. I later learned, through a mutual colleague, that they had actually placed a bet on who would succeed first. That shattered me. I thought, ‘If this is what they want, then so be it.’”

She continued, “I visited one of them the weekend I found out, and I visited the other the following weekend. I did what I had to do with them—unprotected sex. I went in with that intention. Afterward, I asked if they were okay, and they said they were fine. I didn’t do this because I wanted to, but I felt violated before anything had even happened. This was my way of retaliating, flipping the script. And honestly, I felt relieved afterward.”

According to Ghanaweb report, The Bank of Ghana’s latest update on the exchange rate has triggered renewed anxiety among citizens, as the Ghanaian cedi begins to slide against the US dollar after two months of relative stability. The development has stirred concerns over a potential surge in the cost of living, with market players and ordinary citizens warning of imminent price hikes.

On Thursday, May 29, the US dollar was trading at GH¢10.28 for buying and GH¢10.27 for selling. By Friday, May 30, the rates had edged up to GH¢10.29 and GH¢10.30 respectively. While the margin of increase appears slight, traders across the country say it marks the start of another wave of inflation, particularly on imported goods.

In bustling markets like Makola in Accra, Kejetia in Kumasi, and Kaneshie, shop owners and importers are already making adjustments to their pricing structures, anticipating a rise in the cost of restocking foreign goods.

“This is how it starts,” said Ama Serwaa, a shopkeeper at Kaneshie Market. “A few pesewas today, and next week we are back to higher prices for rice, oil, and canned food. It always hits the poor the hardest.”

The slight recovery of the dollar has undercut the optimism that followed the cedi’s previous stability, which had helped moderate fuel prices and transportation fares. Many Ghanaians are now concerned that this reversal may lead to a chain reaction of fuel price hikes, higher transport costs, and ultimately, increased prices for essential goods.

“This economy is like a pendulum,” said Kwesi Mensah, a commuter at Circle. “One day, things are calm, and the next, you can’t afford basic things. We need solutions that last.”

Seek restructuring support at first sign of distress – GIPC CEO urges businesses

Chief Executive Officer of the Ghana Investment Promotion Centre (GIPC), Simon Madjie, has urged Ghanaian businesses to seek restructuring and insolvency services in times of temporary financial difficulty to avert liquidation.

“I want to strongly urge SMEs, state-owned enterprises and even large corporations to seek restructuring support at the first sign of distress and not when their businesses are already on the brink of insolvency,” he advised.

He noted that: “The resilience of our nation’s business environment is not determined by the number of companies that never fail, but how many are able to rise again after facing adversity”.

Speaking at the Annual Public Lecture of the Chartered Institute of Restructuring and Insolvency Practitioners (CIRIP) held in Accra, Madjie cautioned Ghanaian SMEs from making over ambitious expansion plans that are not backed by sufficient financial resources, saying this more often than not leads to liquidity problems.

“Businesses may grow faster than they can sustainably finance. This results in mis-payments to suppliers and creditors,” he stated.

The lecture, themed ‘Unlocking Business Resilience: How CIRA Empowers Companies to Recover from Distress and Thrive’, aimed to build the capacity of insolvency practitioners, the judiciary and financial players to utilise the Corporate Insolvency and Restructuring Act, 2020 (Act 1015).

“The Corporate Insolvency and Restructuring Act, 2020 (Act 1015) is a legal lifeline that offers hope to struggling and viable businesses that would otherwise collapse under the weight of temporary financial difficulty,” he said, highlighting its enactment as an important milestone in Ghana’s quest to create a resilient, supportive and forward-looking business environment.

PWC’s 2021 Report, titled ‘Why Businesses Fail’, identified weak corporate governance as the major cause of business failure in Ghana.

It also revealed that poor oversight, lack of ethical leadership and flawed decision-making weaken stakeholder confidence and expose companies to reputational, market and regulatory risks.

“Many corporate failures can be traced to weak governance, poor board oversight, inadequate controls and unethical practices among parties,” Madjie noted while encouraging businesses to promote the principles of accountability, transparency and stakeholder engagement, which are important principles of good governance.

“Many businesses with strong potential have struggled to see the light of day due to inadequate governance structures,” he decried.

President of Chartered Institute of Restructuring and Insolvency Practitioners, Felix Addo, charged shareholders to appoint competent people to the company’s board of directors, saying, “their choices affect the company directly”.

“Shareholders should make sure the people they appoint to their board of directors are competent and possess the necessary skills. They should understand the duties of a company director and be willing to carry out those duties properly and be accountable at the Annual General Meeting,” he advised.

“Inadequate crisis management is another critical issue. External factors such as strong competition, exchange rate volatility, regulatory interventions and global disruptions can push even best-run businesses into crisis,” he noted.

According to the 2023 PwC Global Crisis Survey, 96% of executives have encountered crisis in the past two years – yet only eight had the foundational elements in place to support resilience.

“Many companies adopt a reactive stance rather than preparing for potential disruptions. Lack of preparedness can turn manageable challenges into severe setbacks,” he noted.

The Corporate Insolvency and Restructuring Act (CIRA) 2020, brings a transformative twist to how corporate issues are addressed in Ghana.

“It was enacted to provide a modern and efficient insolvency and restructuring regime that shifts the focus from liquidation to business rescue,” he said.

“The Act recognises that failure does not have to be final and fatal. Instead, it offers a structured pathway for companies to reorganise, secure temporary protection from creditors and return to viability,” he noted.

Under the law, when a company enters into administration it is granted a moratorium – a temporary legal force that protects it from creditor actions – allowing some time for a qualified Insolvency Practitioner (IP) to conduct a thorough evaluation of the company’s operations, organise financial obligations and make recommendations for the business’s turnaround.

“This makes it easier for distressed companies to access the capital they need to recover and continue operations,” he said.

To serve the multinational companies in Ghana, CIRA incorporates provisions that allow for cooperation between Ghanaian courts and foreign jurisdictions in cross-border insolvency proceedings.

This ensures legal sensitivity for trade and investment and provides a fair and efficient process for managing cross-border insolvencies.

“In anticipation of increased cross-border commercial activity under the African Continental Free Trade Agreement, there is need for a continent-wide protocol on insolvency that is tailored to the reality of African businesses,” he said.

It should offer a harmonised framework that facilitates cooperation among member states in handling insolvency cases.

Four years after its enactment, only three companies have entered administration compared to over 400 liquidations, according to the Office of the Registrar of Companies, signalling less usage of the Act.

Former Assin Central MP Kennedy Agyapong is at the center of a political storm within the New Patriotic Party (NPP) following allegations that his campaign team was involved in the arrest of Ashanti Regional Chairman Bernard Antwi-Boasiako, popularly known as Chairman Wontumi. The controversy, sparked by Wontumi’s detention by the Economic and Organised Crime Office (EOCO) on May 27, 2025, has deepened internal party rifts, with NPP Bono Regional Chairman Kwame Baffoe, alias Abronye DC, accusing Agyapong’s camp of orchestrating a betrayal to undermine party unity.

Abronye DC, in a fiery interview on Wontumi Radio, claimed that Alex Kwaku Tetteh, a member of Agyapong’s campaign team and president of Citizen Eye Ghana (CITEG), provided Wontumi’s location to security agencies, leading to his arrest. Tetteh admitted on Neat FM on May 30, 2025, that he submitted a petition to EOCO, the Office of the Special Prosecutor, and the Office of the President, citing public concerns over Wontumi’s alleged involvement in illegal mining and a GH¢51 million Ghana Cocoa Board (COCOBOD) payment scandal. “I did my part as a citizen to ensure accountability,” Tetteh said, denying Agyapong’s involvement and emphasizing CITEG’s neutrality.

Fiscal Council Proposal: Don’t multiply institutions, multiply effectiveness

Legal practitioner and governance commentator, Prof. Stephen Kwaku Asare, has dismissed proposals for the establishment of an Independent Fiscal Council, arguing that its mandate can be effectively absorbed by the Auditor-General with minimal investment in capacity.

His comments come at a time when Ghana is under pressure to implement fiscal reforms as part of ongoing economic recovery efforts, with the proposed council featuring prominently in discussions around ensuring long-term fiscal discipline.

In a Facebook post on Sunday, June 1, the US-based professor of accounting — popularly known as Kwaku Azar — described the idea as a duplication of roles and a costly, bureaucratic distraction from meaningful reform.

“With modest investment in analytical and forecasting capacity, the Auditor-General could fully absorb the functions of the Fiscal Council, legally, operationally, and independently,” he wrote.

According to him, the push for new oversight bodies like the Fiscal Council reflects a persistent governance flaw in Ghana’s policymaking — the tendency to multiply institutions rather than strengthen existing ones.

We Don’t Need More Bureaucracy’

Prof. Asare argued that creating new bodies often duplicates existing mandates, blurs accountability lines, and adds unnecessary costs in the form of salaries, logistics, and office infrastructure.

“We have a penchant for creating new institutions for old problems,” he noted. “This approach duplicates existing mandates, muddies responsibility and accountability, and risks becoming tools of patronage masked as technocratic solutions.”

He pointed out that the proposed council’s duties already overlap with the roles of the Auditor-General (compliance and transparency), the Ministry of Finance (forecasting and policy design), and parliamentary committees (oversight and scrutiny).

Rather than enhance coordination and fiscal discipline, he warned, the establishment of a new council could delay decision-making and inflate governance costs without delivering meaningful results.

‘Empower What Already Exists’

Kwaku Azar proposed a more efficient alternative: building the analytical and forecasting capacity of current institutions, especially the Auditor-General and the Budget Office.

“We must resist the impulse to solve every reform challenge by creating a new committee,” he cautioned. “Creating new structures while neglecting existing ones reflects a misplaced confidence in form over function.”

He maintained that while the idea of an Independent Fiscal Council may be well-intentioned, it is ultimately redundant and should be shelved in favour of strengthening existing fiscal oversight bodies.

Gov’t declares Friday, June 6 as public holiday

Government, through the Ministry of Interior, has declared Friday, June 6, 2025, as a public holiday to mark the Eid ul-Adha celebration.

This was contained in a statement signed by the Minister for Interior, Muntaka Mohammed-Mubarak.

This significant Muslim celebration honours the willingness of Abraham to sacrifice his son Ishmael in obedience to God’s command.

In remembrance of this event, Muslims perform the ritual sacrifice of animals, such as lambs. The meat from the sacrificed animals is then shared among family, friends, and the needy.

Eid ul-Adha, also known as the Festival of Sacrifice, marks the end of the annual Hajj pilgrimage to Mecca.

The minister urged the public to observe the holidays accordingly and comply with the declaration made by the president through an Executive Instrument (E.I.).

The declaration ensures that citizens, especially the Muslim community, can fully participate in Eid-ul-Adha celebrations nationwide.

Parliament recommends ratification of WTO agreement on fisheries subsidies

The Committee on Food, Agriculture, and Cocoa Affairs and the Committee on Trade, Industry, and Tourism of Parliament have recommended that Ghana ratify the World Trade Organisation (WTO) Agreement on Fisheries Subsidies.

This move, according to the Committees, aims to promote sustainable marine resource management and curb harmful fisheries subsidies that contribute to overcapacity, overfishing, and Illegal, Unreported, and Unregulated (IUU) fishing.

Moving the report of the Committees on the floor of Parliament for the adoption of the House on Friday, Dr Godfred Seidu Jasaw, Chairman of the Committee on Food, Agriculture, and Cocoa Affairs, said the Committee considered the Agreement a significant step in global efforts to curb harmful fisheries subsidies that contributed to overcapacity, overfishing, and IUU fishing, promoting sustainable marine resource management.

“Mr Speaker, the ratification would also highlight Ghana’s commitment to global cooperation, aligning with its roles as host of the African Continental Free Trade Area (AfCFTA) and as a founding member of the African Union (AU),” he said.

Dr Jasaw, noted that the implications of the ratification included enhancing measures against IUU fishing and other unsustainable fishing practices; improving data collection and reporting on fisheries indicators; increase transparency among WTO members and supporting global efforts to sustainably manage fisheries resources.

The others he noted were the benefit from fair trade practices in both domestic and international markets; contributing to job creation, poverty alleviation, national food security, and good foreign exchange earnings

Among the challenges and concerns the Committee’s report enumerated were potential impact on local fishing communities, particularly small-scale and artisanal fishers who relied on government support such as subsidies on premix fuel, outboard motors, and fishing gear.

“There is the need for careful consideration of domestic implications and mitigating measures to protect vulnerable fishing communities,” the report said.

The Committee recommended that the Ministry of Fisheries and Aquaculture finalised a new Fisheries Bill, which will incorporate the provisions of the WTO Agreement on Fisheries Subsidies.

“The Committee will closely monitor the drafting and passage of the new legislation to ensure it reflects Ghana’s international commitments and socio-economic realities of fishing communities,” the report said.

Some Members of Parliament (MPs) who contributed to the debate on the adoption of the Committee’s report called for sustainable practices with an emphasis on environmentally friendly practices, reduction of plastic waste, and promotion of local materials for fishing gear.

Mr Habib Iddrisu, the New Patriotic Party (NPP) MP for Tolon, seconding the Motion raised concerns about potential effects on fishermen’s livelihoods, with plans to mitigate adverse effects.

Mr Murtala Mohammed, a National Democratic Congress MP for Tamale Central, and the Minister for Environment, Science, Technology, and Innovation, called for investing in infrastructure and equipment to support fishing communities as well as the improvement of working conditions and resources available to officials in these areas.

Madam Emelia Arthur, the Minister for Fisheries and Aquaculture, said the WTO agreement prohibited subsidies to vessels engaged in IUU fishing, relevant to Ghana’s current “yellow card” status from the European Union.

She told Parliament that the expected outcomes of the ratification would include improved sustainability, efficiency, transparency, and cooperation among WTO members, potentially boosting Ghana’s fishing industry.

“Mr Speaker, potential outcomes will improved Industry Sustainability that will enhance measures against IUU fishing and unsustainable practices economic benefits where fair trade practices and sustainable fishing may lead to economic gains and increased Transparency for better data collection and reporting among WTO members,” she said.

Cedi begins June trading at GH¢10.28 per $1 on the interbank market

Ghana’s local currency, the cedi, continues to appreciate on the interbank market against major trading currencies, particularly the US dollar.

In its daily update, the Bank of Ghana noted that the cedi is trading at a buying price of GH¢10.27 and a selling price of GH¢10.28 to the dollar.

The British pound is being bought at GH¢13.84 and sold at GH¢13.86, while the euro is trading at a buying price of GH¢11.66 and a selling price of GH¢11.67.

Checks by GhanaWeb Business on June 1, 2025, at 7:30 AM indicate that the cedi is trading at GH¢11.50, while the pound is selling at GH¢15.80 at some forex bureaus across the country.

Additionally, the euro is trading at GH¢13.00 on the retail market.

Meanwhile, the Bank of Ghana has announced that Ghana is expected to receive $360 million from the IMF in June 2025 to further stabilise the cedi.

The Pan-African Progressive Front (PPF) has taken a major step toward uniting Africa in the fight for its rights, following a joint conference with the Socialist Movement of Ghana and Pan Africanism Today.

The May 29, 2025 webinar was organised to plan the 80th anniversary of the Fifth Pan-African Congress, held in Manchester, England, in 1945.

It was attended by more than 60 progressive Pan-Africanists from 32 countries, including representatives from the diasporas in the USA and Brazil.

Among the Pan-Africanist organisations represented were:

The African Party for the Independence of Guinea and Cape Verde (PAIGC), represented by Imani Na Umoja.

The Pan-African Movement for Reparations, Justice and Restoration of Historical Memory, led by Ouzayrou Mamane

The MORFEPAN women’s organisation from Niger, represented by Amina Hamani

The CODESA organisation, represented by Saddam Alktif

Delivering one of the keynote speeches, veteran Ghanaian journalist and Pan-Africanist Kwesi Pratt Jr re-echoed the sentiments of Ghana’s former president and foremost Pan-Africanist, Dr Kwame Nkrumah, who once declared: “We need to build Africa without bombs.”

Mr Pratt expressed concern over the presence of NATO military forces in parts of Africa, warning that such interventions threaten the continent’s security and sovereignty. He made specific reference to the Alliance of Sahel States, comprising Niger, Mali, and Burkina Faso.

He also questioned the current distribution of political power on the continent—who truly holds it, whether it serves the interests of African peoples, and how progressive political forces can attain this power to transform Africa’s future.

The 80th anniversary celebrations are scheduled to take place in Accra, Ghana, in October 2025, with numerous Pan-Africanist campaigners expected to attend.

In light of this, Mr Pratt—known for a lifetime of advocacy and resistance against the marginalisation of minority groups—proposed the formation of a planning committee for the event.

He emphasized the need to revisit the resolutions of the 1945 Congress, to assess which goals have been achieved, which remain unmet, and what steps are needed to realise the original vision.

Albie Walls, representing the All-African People’s Revolutionary Party, moderated the conference and underscored the historic importance of the Manchester Pan-African Congress.

He noted that the Congress not only set the tone for anti-imperialist and decolonisation efforts but also stood out for its scale, organisation, and ideological integrity.

Mr Walls called for clear, actionable steps to be developed for the unification of progressive Africa, in keeping with the dream of the Congress founders.

Roland Diagne, a Pan-African campaigner from Senegal’s FERNET organisation, highlighted the continued relevance of neocolonialism, especially in the Sahel region.

He expressed hope that the new Ghanaian government would help return ECOWAS to its original purpose—promoting peace, democracy, and sovereignty.

His views echoed growing concerns that, since the early 2010s, there has been a resurgence of African patriotism and a desire for genuine sovereignty. These shifts reflect a deeper understanding of the long-term damage caused by neocolonialism.

Mr Ouzayrou Mamane stressed that the fight for reparations is a direct continuation of the Manchester Congress’s agenda.

“This struggle is the key project on the path to full economic independence for Africa,” he said.

“Reparations are a historical necessity—an opportunity to restore the lost dignity of our peoples and to compensate for the enormous damage caused by centuries of slavery, colonialism, and imperialist Western policies.”

There is a growing call for African unity in resisting external military interventions, particularly by NATO and Western powers.

Special concern was raised about the current role of ECOWAS, which many believe has deviated from its foundational principles.

This explains why the 18 speakers during the open forum praised the Pan-African Progressive Front (PPF) for its bold leadership in uniting Africans around shared goals—including the fight for reparations from former colonial powers for the historic injustices committed against the continent.

“God has a purpose for your life. And that purpose doesn’t just fall from the scene. It must be birthed in the realm of the spirit,” she said.

She added that the previous generation is responsible for most of the successes many people have and thus, should be recognised.

“Many of us are successful because we had praying mothers. These women would rise every morning, lifting their voices to God, laying the spiritual groundwork for our lives even before we became aware of ourselves,” she stated.

Heward-Mills encouraged women to focus on their God-given purpose and to find strength in the spiritual heritage passed down to them.

NACOC arrests alleged drug kingpin at Kuntunse gym

The Narcotics Control Commission (NACOC) has arrested Geoffrey Agbi, the suspected leader of an illicit drug operation at a gym located within the Kuntunse Spirit Filling Station near Amasaman.

According to a NACOC press update issued on Saturday, May 31, 2025, Agbi was arrested on Friday, May 30, at around 6:20 p.m. in his inner office at the gym, following a successful surveillance and tracking operation by a special team from the Commission.

“Several substances suspected to be illicit drugs were found and retrieved from his office,” the statement said.

Agbi is currently in detention and assisting with ongoing investigations.

The arrest follows an earlier NACOC raid on April 14, 2025, around 10:00 p.m., when officers stormed four chain businesses — a pub, boutique, salon, and gym — situated on the premises of the Spirit Filling Station. During that operation, five suspects were arrested, including Elvis Owusu Yeboah and Joseph Godsway, both gym instructors at Korea Gym, which operates within the Amasaman Municipality. Godsway is a Nigerian national.

Geoffrey Agbi, believed to be the owner of the gym and the alleged kingpin of the illicit drug network, had absconded at the time and was subsequently placed on NACOC’s wanted list.

Further surveillance revealed that Agbi had resumed activities at the gym and had recruited new personnel to continue the suspected drug operations. His eventual arrest marks a significant step in dismantling what authorities describe as an entrenched local drug network.

Investigations are ongoing, and NACOC says it will continue efforts to identify and apprehend all individuals linked to the operation.

Good News As New Cement Prices To Be Released On June 28

Many Ghanaians were hoping that cement prices would go down in May 2025, especially since the Ghana Cedi has been getting stronger. But that didn’t happen. Cement is still expensive, and people in the building and construction sector are not happy.

In a post sighted by Citinews, In a recent development, 13 out of 15 cement companies in Ghana have submitted their May factory prices to the Cement Manufacturing Development Committee (CMDC). This is part of a rule by the Ghana Standards Authority to make pricing more transparent and fair.

Well-known companies like GHACEM, Dangote, CIMAF, Diamond Cement, and others sent in their prices. Only two companies failed to do so and might be punished by the authorities.

According to the data submitted, 32.5R cement is selling between GH¢93.89 and GH¢105, while the 42.5R cement ranges from GH¢105 to GH¢127. On average, customers are paying around GH¢97.70 and GH¢109.40 for these two types.

Many people expected the prices to fall because of the improved Cedi. But the reality is that the cost of making cement, transporting it, and other challenges in the market are still high.

These hidden costs are keeping prices up, even though the local currency is doing better.

Professor Alex Dodoo, head of the CMDC, says the next price list will be released on June 28, 2025. It will be made available to everyone through the GSA website, newspapers, and the companies’ own sites.

As Ghana continues to build roads, houses, and offices, cement remains very important. Ghanaians are now watching closely to see if prices will ever come down, or if high costs have become the new normal.

Appiagyei-Atua: Protest by Minority over Wontumi’s arrest unnecessary and theatrical

A law lecturer at the University of Ghana, Professor Kwadwo Appiagyei-Atua, has criticised the Minority in Parliament for what he described as an overly dramatic protest against the continued detention of Bernard Antwi Boasiako, popularly known as Chairman Wontumi, the Ashanti Regional Chairman of the New Patriotic Party (NPP).

The protest followed Wontumi’s arrest by the Economic and Organised Crime Office (EOCO) on Tuesday, May 27.

Chairman Wontumi was initially detained by the Criminal Investigations Department (CID) of the police before EOCO also held him over other allegations.

Although he was granted bail in the sum of GH¢50 million on Wednesday, May 28, with conditions including two verified sureties, his release has been delayed due to a pending High Court application seeking to review the bail terms. Despite meeting the bail conditions by May 30, the legal process has yet to conclude.

On Thursday, May 29, Minority MPs staged a walkout from Parliament. They later marched to the EOCO headquarters, where they staged a sit-down protest demanding Wontumi’s immediate release on self-recognisance bail, citing his public profile and low flight risk.

However, Professor Appiagyei-Atua, speaking on Channel One TV on Saturday, May 31, dismissed the protest as unnecessary and politically motivated.

“One would have expected that the NPP team would have followed the due process, and that is why I fault the steps they took—leaving Parliament to go and sit down on the floor at EOCO,” he said.

“I think it was needless, just to create some drama and attention, which in the end could have led to lawlessness. Indeed, some lawlessness occurred, considering that a journalist was assaulted. The whole thing was overdramatised,” he added.

He also expressed disappointment that some of the protesting MPs, many of who are lawyers, appeared to have ignored legal protocols in favour of public theatrics.

“Some of these MPs are lawyers, they know the rules, and I don’t know why this time they decided to choose this route, which creates the perception that they want to politicise the situation,” he remarked.

The inaugural Miss Sublime Ghana pageant, held from March 15 to May 3, 2025, introduced a distinctive approach to beauty competitions by emphasizing Ghana’s rich culinary traditions.

Unlike conventional pageants, this event challenged contestants not only on poise and presentation but also on their proficiency in preparing authentic Ghanaian dishes, showcasing indigenous ingredients, and honoring time-honored recipes.

Throughout the seven-week competition, participants engaged in various activities that blended elegance with culinary expertise, aiming to promote Ghanaian culture, empower women, and inspire renewed pride in local gastronomy.

The pageant also encouraged community engagement, cultural education, and entrepreneurship, positioning itself as a platform where beauty meets tradition and culinary artistry serves as a tool for cultural preservation and national pride.

The event culminated with the crowning of the winner, who received a car, a trip, a cash prize, and souvenirs from sponsors.

Runners-up were awarded cash prizes, trips, and sponsor gifts. In alignment with the pageant’s commitment to societal contribution, the crowned queens are expected to undertake various community projects, including donations and outreach programs.

As the curtains closed on this pioneering edition of Miss Sublime Ghana, organizers and participants alike celebrated a successful fusion of tradition, elegance, and culinary artistry.

The event not only highlighted the talents and beauty of its contestants but also brought Ghana’s cultural heritage to the forefront, leaving a lasting impression on all involved.

As the New Patriotic Party (NPP) gathered in Assin Jakai to bid farewell to its late Central Regional Chairman, Robert Kutin Jnr, on Saturday May 31, 2025, one scene captured the emotional pulse of the event, a young female dancer, draped in vibrant Kente cloth, performing before former President Nana Addo Dankwa Akufo-Addo and Vice President Dr Mahamudu Bawumia.

The moment was captured in a viral video on X, Akufo-Addo and Dr Bawumia were visibly moved during her performance and gave an undisclosed sum of money to the dancer.

Chairman Kutin Jnr, who passed away on December 22, 2023, after a short illness was not just a party strategist and former Ghana Maritime Authority Board Chair, he was a grassroots figure whose love for tradition, unity, and national service endeared him to many.

Renowned for his firm yet compassionate leadership style, he played a central role in shaping the political fortunes of the NPP in the Central Region while leaving an indelible mark on national institutions.

Ghana Labour export programme to be launched soon

President John Dramani Mahama has revealed plans to officially launch the Ghana Labour Export Programme as part of efforts to create job opportunities for the country’s youth through international employment partnerships.

Speaking to residents in the Ahafo Region on Saturday, May 31, during his ongoing Thank You tour, the President said the government is currently in advanced discussions with multiple countries facing labour shortages to enable Ghanaian professionals to work abroad on fixed-term contracts.

“We will soon launch the Ghana Labour Export Programme. There are labour shortages in many countries across the world. We are negotiating with several of those countries to export some of our professionals to work on fixed-term contracts abroad,” President Mahama announced.

The programme is expected to cover a wide range of sectors, including agriculture, construction, health, hospitality, and logistics. Workers such as electricians, welders, mechanics, nurses, chefs, caterers, drivers, warehouse supervisors, and machine operators are all among the targeted categories.

The President disclosed that a contract has already been signed with one country for the export of 200 temporary workers. He assured that selection into the programme will be conducted fairly, with equal opportunity given to all 16 regions of Ghana, including the host region, Ahafo.

“A contract has been signed with one country for the export of 2000 temporary workers. Young qualified people will be selected fairly from all the 16 regions of our country, including Ahafo,” he disclosed

Citi News can confirm the passing of Joseph Ade Coker, the former Greater Accra Regional Chairman of the National Democratic Congress (NDC).

Though the exact cause of death has not been publicly disclosed, sources indicate that he died after a short illness at the Bank Hospital on Saturday, May 31.

Ade Coker was well-known for his outspoken views on national and political issues and was highly regarded by the NDC grassroots.

He was first elected as Greater Accra Regional Chairman of the NDC in 2009 and went on to serve three consecutive terms. He lost his re-election bid in 2022 to the current regional chairman, Emmanuel Nii Ashie Moore.

Before his tenure in politics, Ade Coker also served as Vice Chairman of the Ghana Football Association, bringing his leadership to the world of sports as well.

His passing marks the loss of a prominent figure in both politics and football administration in Ghana.

Rio Ferdinand seems to be pretty invested in the Ballon d’Or. He never won the prize himself, but as a pundit, he loves to offer his thoughts on the matter.

He reached the pinnacle of the game with Manchester United, winning six Premier League titles and the Champions League during his time at Old Trafford. In retirement, he’s become a familiar voice as a commentator in many high-profile games.

During the 2023/24 Champions League final, he went viral as he repeatedly chanted “Ballon d’Or” as Vinicius Junior scored in Real Madrid’s 2-0 win over Borussia Dortmund. Many fans found the moment rather grating, but at the very least, Ferdinand was showing just how invested he is in the race for football’s biggest individual prize.

Speaking to One Football ahead of this years’ Champions League final, he has now predicted the 2025 Ballon d’Or winner.

Inter Milan will meet Paris Saint-Germain in the 2024/25 Champions League final, and it’s hard to be sure who will be the winner, with no clear favourite. Interestingly enough, the same can be said of the Ballon d’Or race for this season.

Barcelona stars Raphinha and Lamine Yamal are currently frontrunners, while Liverpool’s Mohamed Salah has also been touted by some. From the two finalists, Ousmane Dembele and Lautaro Martinez are the strongest contenders.

With that in mind, Ferdinand has picked French winger Dembele as his favourite to win the award. However, he feels it will only be a sure thing if the PSG ace can play a key role in guiding his team to Champions League glory first. He explained:

“Who is going to win the Ballon d’Or? I’m gonna go… If Dembele affects the final, Dembele wins.”

As alluded to before, Ferdinand has been known to put too much weight on the Champions League before. Last year, he felt that Vini Jr was a shoo-in for the prize after his final-winning display.

He famously said: “Ballon d’Or. Ballon d’Or. Ballon d’Or. Ballon d’Or. Ballon d’Or. Ballon d’Or. Vinicius has just taken the Ballon d’Or.”

That proved to be wrong with Rodri claiming the 2024 Ballon d’Or off the back of a season which saw him lift the Premier League with Manchester City, and Euro 2024 with Spain.

This time around, there is no international summer tournament, meaning players will be judged almost entirely on their performance at club level. With that in mind, the winner of the Champions League will certainly give their hopes a major boost.

That said, Lionel Messi managed five of his eight Ballon d’Or wins without lifting the Champions League (in 2023, 2021, 2019, 2012, 2010). Cristiano Ronaldo also picked up one of his gongs in 2013, having not won the tournament. What’s more, between 2006 and 2003, Fabio Cannavaro, Ronaldinho, Andriy Shevchenko, and Pavel Nedved all failed to win the Champions League but still went home with the prize.

It will certainly be interesting to see how things play out in 2025.

Mahama rallies citizens for unity, determination, discipline for nation-building

President John Dramani Mahama on Friday, May 30, stated that rebuilding the nation requires national unity, determination, and discipline.

He said the task ahead remained herculean but added however that with discipline and commitment, the nation’s progressive and sustainable development could be achieved.

Addressing a durbar of chiefs and people of the Bono Region at the Sunyani Jubilee Park, as part of his “Thank You Tour” to the region, President Mahama said the 2025 budget outlined practicable measures and interventions to restore macroeconomic stability, support small businesses, and drive job creation.

He said: “The work ahead is immense, but with unity, determination, and discipline, we will rebuild our beloved country.

President gave assurance that the Bono Region would be well positioned and would play a central role in his “Resetting” agenda.

“Through job creation, infrastructure investment, agricultural transformation, and rural development, we shall reset our nation,” the President stated.

He called on Ghanaians to rise above partisanship and divisive tendencies, urging a collective effort toward building a better country for all.

President Mahama described his “Thank You Tour” as “more than a gesture of appreciation” saying it represented a renewed commitment and confidence between himself and the people.

“It is a reaffirmation of the trust you have placed in me, and of our shared determination to build a nation worthy of our children and future generations,” the President stated.

President Mahama said the “reset” of Ghana was rooted in restoring national dignity, expanding opportunities, and reviving a shared sense of purpose, saying, “I am happy to say that the programme of resetting Ghana has begun to take shape.”
