According to the statement, BSF personnel on October 2, 2026, used unprovoked lethal force against unarmed Pakistani civilians.

The Foreign Office described the use of force as “wholly unjustified and grossly disproportionate”, saying it resulted in the tragic loss of two precious lives.

Pakistan categorically rejected any attempt to describe the deceased as “infiltrators”, the statement said, adding that the incident constituted a serious violation of fundamental human rights, including the right to life, and raised concerns about the protection of civilian life under international law.

The Indian side was called upon to conduct an immediate, transparent and credible investigation into the incident and take appropriate disciplinary and legal action against those found responsible, the Foreign Office said.

India was also urged to formally communicate the findings of the investigation and details of any action taken to the Government of Pakistan.

The Foreign Office further urged India to respect fundamental human rights and international law, strictly observe relevant bilateral arrangements and established border procedures, exercise maximum restraint in such situations, and take effective measures to prevent similar incidents in the future.

According to security sources, BSF personnel opened fire on three Pakistani citizens near the Kasur border. The sources said the civilians were targeted without warning after moving only a few steps beyond a Pakistani border pillar.
