The Department of Mineral and Petroleum Resources (DMPR) has introduced new compliance regulations under the Petroleum Products Act, requiring existing petroleum licence holders to verify their business details, settle outstanding annual licence fees and provide proof that their licensed operations remain active.
The requirements also include updated ownership and company information, supporting documents for changes in business structures and proof of financial security for environmental rehabilitation.
Failure to comply could result in enforcement action, including the cancellation of petroleum licences. Contraventions of the Petroleum Products Act can also constitute a criminal offence.
For the road freight industry, the development raises an important question: could businesses supplying diesel to trucks be affected?
The regulations are not limited to conventional petrol stations. They cover petroleum licence holders more broadly, making wholesale and retail fuel operators relevant to the compliance exercise.
However, the announcement does not mean that truck stops are automatically facing closure or that diesel supplies will be disrupted. The immediate issue is whether individual licence holders meet the department’s requirements.

Independent fuel retailers and smaller operators may also need to check that their licensing records, outstanding payments and environmental security arrangements are in order.
The department says the compliance exercise is intended to improve oversight of the petroleum licensing system, identify inactive or non-compliant licence holders and recover outstanding fees.
SA Trucker will be seeking clarity from the department on how the requirements affect truck stops, wholesale diesel suppliers and independent fuel retailers serving the road freight sector.
For transport operators, the key issue is whether the exercise will have any practical impact on the availability of diesel along the country’s major freight routes.
Until the department provides further clarity, truckers should not assume that their regular fuel stops are at risk of closing.
