Mixed Feelings As Jobs Take Centre Stage in 2027 Budget Announcement

Ghana’s Finance Minister, Dr Cassiel Ato Forson, is scheduled to present the 2027 Budget Statement to Parliament on November 12, 2026, with job creation expected to feature prominently in the government’s economic plans.

According to a report by MyJoyOnline on Thursday, October 29, 2026, Deputy Finance Minister Thomas Nyarko Ampem confirmed the date during the launch of the Ghana Statistical Service’s Ghana in Numbers report in Accra.

Sources familiar with the budget preparations indicate that the government intends to focus on growth-oriented spending designed to expand economic opportunities and increase employment. The proposed priority areas reportedly include commercial agriculture and agribusiness, energy sector reforms, critical minerals and value addition, textiles and garments, tourism, and the creative arts.

The government is also expected to emphasise local processing and production to increase export earnings, strengthen domestic industries and create jobs. Ghana’s economic growth target for 2027 is reportedly around five per cent.

However, public reactions to the anticipated budget have been mixed. While some citizens welcome the emphasis on employment, others want the government to provide specific details about the jobs expected to be created, the sectors that will benefit and the timeframe for implementation.

Some commentators have also expressed doubts about whether the proposed measures will produce tangible results, arguing that previous budget announcements contained similar employment promises. They are calling for measurable targets and practical implementation plans rather than broad policy commitments.

The announced public-sector salary adjustments have also attracted attention. The proposed increases of nine per cent in 2027 and 10 per cent in 2028 have prompted concerns among some workers who believe their earnings may not adequately reflect the rising cost of living.

As the presentation date approaches, attention is increasingly focused on the government’s plans for employment, industrial development and workers’ welfare.

The 2027 Budget will provide an opportunity for the government to outline its economic priorities, funding arrangements and implementation strategies. Its impact on public confidence will depend partly on whether the proposed measures translate into sustainable employment opportunities and measurable improvements in living conditions.
