DStv Piracy Crackdown: Sam George Reveals Government’s Next Move Against Illegal Streaming

The government is awaiting final legal approval from the Attorney-General before implementing measures to block internet protocol (IP) addresses linked to the illegal streaming of pay-TV content as part of an intensified campaign against piracy.

Minister for Communication, Digital Technology and Innovations, Samuel Nartey George, said the technical preparations for the planned enforcement had been completed, with the remaining step being to ensure that the measures comply with the law.

Speaking at a joint press briefing with Canal+ and MultiChoice Ghana on Monday, October 26, the minister indicated that the government was preparing to begin a more aggressive crackdown on illegal streaming activities.

He explained that the National Communications Authority (NCA) and the Cyber Security Authority had assessed the proposed measures, including the blocking of IP addresses associated with unauthorised access to pay-TV services.

According to the minister, the relevant technical arrangements were in place, but the government wanted the Attorney-General’s clearance to ensure that the enforcement process would withstand legal scrutiny.

The proposed intervention represents a shift in the government’s approach to the pay-TV industry, moving beyond efforts to make subscriptions more affordable towards stricter action against piracy.

The government’s engagement with Canal+ and MultiChoice Ghana, the operators of DStv, has resulted in four revised subscription packages expected to take effect on November 5.

The new packages will have monthly prices ranging from GH¢50 to GH¢570.

George stressed that the administration was taking precautions to establish a sound legal foundation for the planned measures before proceeding.

He noted that blocking internet addresses could have legal implications, making it necessary to secure the appropriate authorisation.

The minister, who is also a trained lawyer, said he wanted to ensure that all legal requirements were satisfied before authorising the implementation of the crackdown.

However, he did not announce a specific commencement date, indicating that the government was still awaiting the necessary legal clearance.
