Kwaku Azar Celebrates As TOR Announces Shift to 24-Hour Economy Model

Private legal practitioner Kwaku Azar took to his official Facebook page on October 26, 2026, to celebrate what he described as a turnaround at the Tema Oil Refinery (TOR), following an announcement by the refinery’s management on its adoption of the 24-Hour Economy policy.

In a brief post, Mr. Azar wrote: “Today, GOGO celebrates TOR’s turnaround and the potential of well-managed SOEs to drive growth. Da Yie!”

His remarks came after Managing Director of the Tema Oil Refinery, Edmond Kombat, disclosed that the facility has begun implementing a work structure aligned with the government’s 24-Hour Economy agenda. According to Mr. Kombat, the refinery is currently operating a model he described as “1 job, 4 people, 4 shifts.”

Under the arrangement, a single role at the refinery is shared among four workers who work in rotating shifts, allowing operations to continue round the clock. The approach is intended to maximise productivity, boost output and create more employment opportunities.

The announcement, widely reported by TV3 Ghana, signals a notable change for TOR, which has faced operational challenges in recent years, including periods of low capacity utilisation and financial strain.

Mr. Azar’s post highlights a broader conversation about the role of state-owned enterprises (SOEs) in Ghana’s economy. Supporters of reform argue that SOEs, when properly managed and held to performance standards, can contribute significantly to economic growth, job creation and national revenue. His endorsement of TOR’s progress reflects the view that better governance and clear operational strategies can revive struggling public institutions.

The 24-Hour Economy policy aims to expand productive activity beyond traditional working hours by encouraging businesses and institutions to operate in multiple shifts. Proponents say it can reduce unemployment, improve efficiency and increase the use of existing infrastructure.

TOR’s adoption of the model is being seen by many as a practical demonstration of the policy at work within a major state institution. Whether the shift translates into sustained gains in refining output and profitability remains to be seen, but the early reaction from commentators such as Mr. Azar suggests growing optimism about the refinery’s direction.
