TOR Bounces Back After GH¢10bn Losses and $570m Debt

The management of the Tema Oil Refinery (TOR) has disclosed that the refinery had accumulated losses of about GH¢10 billion and debts of approximately $570 million when the current management assumed office in 2025. The revelation paints a picture of the severe financial difficulties the refinery faced before the new team took over.

Managing Director Edmund Kombat shared the details, explaining the scale of the challenges inherited by the current leadership. According to him, the combination of massive accumulated losses and substantial debts placed the refinery in a precarious position that required urgent intervention.

Kombat, however, indicated that the situation has since improved following a turnaround effort. He stated that since the turnaround, there is now fuel security, with the refinery back on stream. His remarks suggest that the management’s efforts have begun to yield results, restoring operations and improving the country’s fuel security position.

The disclosure offers insight into the financial burden TOR carried and the magnitude of the task facing the new management. By putting figures to the losses and debts, Kombat provides a clearer picture of the refinery’s condition at the time of the takeover, which helps contextualize the turnaround narrative he presented.

His emphasis on fuel security and the refinery being back on stream points to operational progress as a key measure of the turnaround’s success. The statement suggests that the refinery has moved from a state of financial distress and inactivity toward restored functioning, a development that could have implications for Ghana’s energy security and the stability of fuel supply. The disclosure and the reported progress are likely to draw attention to TOR’s recovery and to questions about how the turnaround was achieved and whether it can be sustained.
