Salt River Junction: Cape Town Development Set to Deliver 970 Housing Units

The long-awaited redevelopment of the Salt River Market site in Cape Town is moving forward under a new name, with social housing company Communicare officially rebranding the project as Salt River Junction.

The announcement, made on October 22, marks another important step in the planned transformation of the site into a mixed-use development aimed at expanding access to affordable housing while encouraging economic activity in the surrounding area.

The project follows the City of Cape Town’s handover of the property to Communicare as part of efforts to address the growing demand for affordable accommodation in the city.

Once completed, Salt River Junction is expected to provide 970 housing units, catering to residents from different income groups. Of these, 300 units will be allocated to social housing rentals, while the remaining 670 will be available as affordable market housing.

According to Communicare’s projections, monthly rental prices will range from R700 to R10,000, offering different accommodation options depending on affordability and the type of unit.

Beyond housing, the development will feature approximately 2,000 square metres of ground-floor retail space. The shops and services are intended to meet the everyday needs of the estimated 3,000 people expected to live in the development.

Plans also include facilities and amenities designed to benefit children and the wider Salt River community.

Communicare’s decision to rename the project followed a public participation initiative launched in August, when residents and people working in Salt River were invited to suggest a suitable name for the development.

The company said the competition was intended to encourage community involvement and give local people an opportunity to contribute to the project’s identity.

Communicare chief executive Anthea Houston emphasised the importance of creating an inclusive environment where people from different backgrounds could live together with dignity.

The redevelopment has also drawn attention to broader questions about how public land should be used to address Cape Town’s housing challenges. Supporters of inclusive development argue that government-owned properties can play an important role in providing affordable accommodation rather than being used solely for commercially driven projects.

If successfully delivered, Salt River Junction could become an example of how public land and social housing partnerships can contribute to urban regeneration while addressing inequality.

The development is expected to take several years to complete, with its progress likely to attract attention from residents, housing advocates and other South African cities exploring similar projects.

Ultimately, the success of Salt River Junction will depend on whether it can deliver affordable homes, useful community facilities and a more inclusive living environment in one of Cape Town’s established urban areas.
