North Somerset Council sought the order for the Grand Atlantic Hotel in Weston-super-Mare after repeated break-ins since its closure for a multi-million pound revamp in 2025.
Issued by North Somerset Magistrates' Court and the first of its kind obtained by the council, the order means it is now a criminal offence for anyone other than the owner or authorised agents to enter the site.
The council said the anti-social behaviour at the "extremely dangerous" former hotel had caused "alarm and distress" to local businesses and residents.
"There are significant risks from unstable structures, partially collapsed areas and the presence of asbestos. Entering the site could result in serious injury or worse," it added.
The council said the closure order reflected "the seriousness of the risks and ongoing impact on the local community" and it applied "to everyone, including young people".
A closure order is one of the tools available to police and local authorities to restrict or prevent access to a property associated with serious disorder, criminal activity or nuisance.
Issued by a Magistrates Court' under the Anti-social Behaviour, Crime and Policing Act 2014, a breach of the order is a criminal offence, punishable by imprisonment of up to six months and/or a fine.
Whereas according to the Crown Prosecution Service (CPS), trespass is "not of itself a criminal offence" but there are some offences where trespass is an essential element, such as failing to comply with police to leave land or aggravated trespass.
The Grand Atlantic Hotel first opened as a private boys' school in 1859 before becoming a hotel in 1889.
In 2023, RBH Hospitality Management was appointed to manage the building, which was due to reopen in 2026, but the company told the BBC its contract ended in October 2025.
Calling the fact the hotel was still empty "disgraceful", Weston-super-Mare MP Dan Aldridge said there would be "no need to make it a criminal offence to trespass if work was happening" to bring the building "back to life".
"The building is a much loved community asset and should be open, not left to rot," he said.
"Our Grand Atlantic must have a future, and we need urgent action without delay."
Singapore-based The Fragrance Group, which bought the hotel in 2023, has been approached for comment but had told the BBC previously that it was developing plans for the hotel.
It also said "the safety and security of the hotel and the surrounding community" was a "priority".
