EACC arrests Turkana County nurse, his business partner over alleged KSh2.76 million procurement fraud
The Ethics and Anti-Corruption Commission (EACC) has arrested a Turkana County Government nurse and his business partner over alleged conflict of interest in the award of county contracts that resulted in payments totalling Ksh 2,763,681.
Gilbert Suleiman Eskuku, a registered nurse employed by the County Government of Turkana, and Abass Abdi Yusuf, his co-director at Ekwang Suppliers Company Limited, were arrested following investigations into the irregular award of contracts to their company by the county government between 2017 and 2021.
The EACC established that Eskuku, while serving as a county employee, used Ekwang Suppliers Company Limited, in which he was a director alongside Yusuf, to acquire contracts and receive payments from the very county government that employed him.
Investigators further found that Eskuku immediately withdrew the payments in cash, allegedly to conceal the origin of the funds.
The Director of Public Prosecutions reviewed the inquiry file and approved the prosecution of both suspects and the company.
They will face charges including conflict of interest, money laundering, and acquisition of proceeds of crime.
Both suspects are being processed at the EACC North Rift Regional Office in Eldoret ahead of their arraignment before the Anti-Corruption Court on Thursday, October 15, 2026.
Beyond the criminal proceedings, the Commission said it will institute civil proceedings to recover the public funds and seek forfeiture of assets established to have been acquired through the proceeds of crime.
The EACC used the arrests to call on all state organs and public entities to strengthen compliance with the Conflict of Interest Act, 2025, by putting in place effective measures for the declaration, management, and prevention of conflict of interest among public officers.
