President Mahama appoints Emelia Agbenyo, Joseph Asamoah as Deputy EC Chairs
President John Dramani Mahama has sworn in Emelia Afi Agbenyo and Dr Joseph Kwaku Asamoah as Deputy Chairpersons of the Electoral Commission (EC), filling vacancies in the Commission’s senior leadership.
At the swearing-in ceremony on Monday, October 12, President Mahama urged the two appointees to discharge their responsibilities fairly and impartially, emphasising that the Commission must protect the right of every eligible Ghanaian to participate in the electoral process.
He stressed that the EC must operate without favouritism towards any political party, including the governing party and government.
Ms Agbenyo serves at the Ghana TVET Service, while Dr Asamoah is a lecturer in the Department of Commercial Law at the Kwame Nkrumah University of Science and Technology (KNUST).
Dr Asamoah brings more than 17 years of experience spanning electoral administration, public service, legal practice and academia. During his previous service at the EC, he held several senior positions, including Director of Finance, Director of the Training Centre and Head of Audit. He also participated in the administration of national and district-level elections.
Beyond his work at the Commission, Dr Asamoah has contributed to professional training in electoral administration and security. He is a lawyer and chartered accountant, with academic and professional interests in law, public finance and electoral governance.
Ms Agbenyo’s professional background includes work in technical and vocational education and development planning. She has served as a Commissioner at the National Development Planning Commission and has experience in international development.
The appointments follow the departure of two former Deputy Chairpersons. Dr Bossman Asare, who was responsible for Corporate Affairs, resigned with effect from July 31, 2026, to return to academia at the University of Ghana. Samuel Tettey, who oversaw Operations, left the Commission after reaching the mandatory retirement age.
The Electoral Commission is constitutionally mandated to organise and supervise elections and referendums in Ghana.
