Glamour is alluring. But Uganda didn’t need KEE, at that time. The country needed to infuse tough discipline on the existing Entebbe Road and improve the feeder roads – the ‘rat roads’.That strategy would have cost a fraction of KEE. And crucially, it would have addressed the institutional ailment underlying traffic in Kampala – call it bad manners and disrespect for the commons.
