Rochester Man Gets 78 Months in Multi-Case Plea Deal
Rochester, MN (KROC-AM News) – A Rochester man with a history of drug, domestic violence, and impaired driving convictions has entered into a plea agreement involving six separate criminal cases filed over the past three years. The agreement has resulted in a prison sentence of more than six years.
According to Olmsted County court records, 40-year-old Todd Michael Tlougan entered guilty pleas this week to second- and third-degree drug possession, felony DWI charges, and two counts of gross misdemeanor DWI in exchange for the dismissal of nine other charges. The list of dismissed charges includes a case involving the most serious allegations against Tlougan.
That case stemmed from a drug bust conducted by the Southeast Minnesota Violent Crime Enforcement Team in April of last year. The criminal complaint says a search of a home in southeast Rochester led to the seizure of more than 143 grams of methamphetamine, 2.7 grams of fentanyl, and a digital scale.
The court document says Tlougan gave a statement to investigators and admitted selling drugs. The criminal complaint says he also told investigators that he had picked up a pound of methamphetamine in Minneapolis during the week before the raid. He had faced first-degree drug sales and possession charges in that case.
The two felony drug possession charges Tlougan admitted to through his plea Over 6 agreement involved significant, but smaller, quantities of methamphetamine. In one case, Tlougan was accused of possessing more than 40 grams of methamphetamine. Another case was connected to a traffic stop that led to the discovery of 15 grams of the drug.
Court records indicate Tlougan's plea deal resulted in multiple concurrent prison sentences totaling 78 months. With credit for time served and good behavior, he could be eligible for release in about four years.
