PLU Endorsement Drive in Kigezi Faces Extortion Allegations Over Sale of Books

The Patriotic League of Uganda (PLU) endorsement drive in the Kigezi Sub-region has come under scrutiny following allegations that endorsement books were being sold without clear authorization, with claims that each copy was going for UGX 100,000.

The exercise, reportedly aimed at collecting millions of signatures in support of Gen. Muhoozi Kainerugaba’s reported 2031 presidential ambitions, was launched across the six districts of Kabale, Rukiga, Rukungiri, Kisoro, Kanungu and Rubanda.

However, concerns have emerged over the alleged circulation and sale of additional endorsement books by Ms. Namanya Moreen, who is reportedly said to have claimed that the money collected was being remitted to the PLU Secretariat through Mr. Agaba Gerald.

The allegations have raised questions about whether the sale of the books was officially authorized, who had the mandate to distribute them and how the money collected was being accounted for.

The matter reportedly reached the PLU Secretariat after Ms. Kamusiime Gloria, identified as the PLU Youth Coordinator for Kigezi, raised concerns about the alleged sale of the endorsement books.

The controversy has also drawn attention to the roles of individuals involved in the endorsement exercise in Kabale, including questions about the official mandate under which they are operating.

The concerns have prompted calls for the PLU leadership to clarify the procedures governing the distribution of endorsement books, the collection of money and the accountability mechanisms in place for the exercise.

The matter has also raised questions about accountability within the endorsement exercise, particularly given Gen. Muhoozi Kainerugaba’s public association with the fight against corruption.

Kigezi stakeholders are awaiting a response from the PLU Secretariat and the Office of the PLU National Chairman on the concerns raised in the region.

They are also calling for clarity on how the interests of Kigezi are represented within the PLU Central Committee and how concerns arising from the regional endorsement exercise are handled.

Efforts to reach Mr. Agaba Gerald and Ms. Namanya Moreen for comment on the allegations were unsuccessful by the time of publication.

The telephone numbers associated with the two individuals were reportedly unavailable or went unanswered.

The allegations have not been independently verified, and it remains unclear whether the PLU Secretariat authorized the reported sale of the books or received any money collected through the exercise.
