Pakistan calls for diplomacy, consensus-based decisions at OPCW

ISLAMABAD  –  Pakistan has called for strengthening multilateralism, prioritising diplomacy and dialogue to resolve conflicts, and promoting consensus-based decision-making at the Organisation for the Prohibition of Chemical Weapons (OPCW), reaffirming its commitment to the full, effective and non-discriminatory implementation of the Chemical Weapons Convention (CWC). Pakistan conveyed its position during the 113th Session of the Executive Council of the OPCW, held in The Hague from October 6 to 9, 2026, where its delegation was led by Ambassador Syed Haider Shah, Pakistan’s Permanent Representative to the organisation.

In his statement to the 41-member Executive Council, Ambassador Shah drew attention to the growing challenges facing multilateralism and underscored Pakistan’s efforts to promote diplomacy and dialogue as essential tools for securing peace, defusing conflicts and addressing international challenges. He reaffirmed Pakistan’s unwavering commitment to the Chemical Weapons Convention and briefed the Council on important events organised by Pakistan in support of the treaty’s objectives. Ambassador Shah also thanked the governments of China and Japan for organising a visit by the Executive Council delegation to abandoned chemical weapons sites in China in September 2026, highlighting the importance of international cooperation in addressing the legacy of chemical weapons. Emphasising the need to keep pace with scientific and technological developments, he urged the OPCW to hold discussions on emerging technologies and their implications for the Chemical Weapons Convention.  The Pakistani envoy also welcomed the reinstatement of the rights and privileges of the Syrian Arab Republic at the OPCW, while underscoring the importance of consensus-based decision-making to advance purposes and objectives of the convention effectively. Pakistan, an active member of the OPCW’s 41-member Executive Council, continues to advocate the full, effective and non-discriminatory implementation of Chemical Weapons Convention, which provides international framework for prohibiting chemical weapons and advancing their elimination.
