SHA Message To All Kenyans

The Social Health Authority (SHA) has issued a new message concerning the contracting and onboarding of eligible healthcare providers across the country.

In a notice dated Wednesday, October 7, 2026, SHA announced a one-month moratorium on five selected Know Your Customer (KYC) documents required during the contracting process.

The moratorium takes effect immediately and will run until November 4, 2026. It is intended to facilitate the contracting and onboarding of eligible healthcare providers who may not yet have all the selected documents.

The documents covered by the moratorium are the National Social Security Fund (NSSF) Certificate, National Environment Management Authority (NEMA) Licence, Fire Safety Compliance Certificate, National Council for Persons with Disabilities (NCPWD) Compliance Certificate, and the Office of the Data Protection Commissioner (ODPC) Data Processor and Data Controller Certificate.

SHA clarified that the moratorium does not cover all contracting requirements.

Other mandatory documents, including the SHA Compliance Certificate and KRA Tax Compliance Certificate, remain compulsory and are not affected by the temporary arrangement.

Under the new guidelines, healthcare providers undertaking e-contracting are required to indicate whether each document is available or not available and upload all documents that are currently in their possession.

Providers who satisfy all other mandatory contracting requirements but are missing one or more of the five documents covered by the moratorium may qualify for a conditional contract.

Such conditional contracts will remain valid until November 4, 2026, by which time the affected providers will be required to submit all the outstanding documents.

SHA further stated that healthcare providers who already have all the required documents and meet the other contracting requirements will be eligible for a three-year contract.

The authority has, however, stressed that the temporary moratorium should not be interpreted as an exemption from obtaining the affected documents.

Instead, healthcare providers who benefit from the arrangement will still be required to secure and submit the outstanding certificates and licences before the moratorium period ends.

The notice was signed by SHA Chief Executive Officer Dr Mercy Mwangangi, CBS.

The authority has urged healthcare providers going through the contracting process to follow the stated requirements and provide the documents available to them as they complete their e-contracting process.
