World Bank injects $360 million into Ghana’s economy

The World Bank has approved a $360 million financial support to help bolster Ghana’s macroeconomic stability and increase job creation.

In a statement issued by the bank as sighted by GhanaWeb Business on indicates that the Board of Executive Directors approved the $360 million from the International Development Association for the Second Resilient Recovery Development Policy Financing operation to support the Ghana government’s efforts to restore macroeconomic stability.

The intervention is expected to reinforce the economic framework of the country to ensure a steady economic growth aimed at boosting job creation.

The bank explained that the Second Resilient Recovery Development Policy Operation is part of a broader World Bank engagement respond to economic crisis to ensure a sustained economic growth.

“Its objectives are to restore fiscal sustainability, support financial sector stability and private sector development, improve energy sector financial discipline, and strengthen social and climate resilience,” the statement said.

The Minister of Finance, Dr Cassiel Ato Forson welcomed the support from the bank, describing it as a boost to Ghana’s economic reforms under the IMF-support programme.

“The successful implementation of reform actions under the IMF programme and the Development Policy Operations series (DPO) has strengthened macroeconomic stability, restored investor confidence, and laid a solid foundation for sustained economic recovery and inclusive growth. We are confident that the measures supported by this DPO will help our efforts to enhance fiscal discipline and build a more resilient and inclusive economy, capable of withstanding future shocks,” he stated.

According to the World Bank, this programme will promote fiscal discipline and greater domestic revenue mobilisation, enhance the stability of the financial sector and promote private investment for a private-sector-led growth.

It added that the bank will also support measures to improve the financial sustainability of the energy sector to ensure efficient management and operations.

The programme is also set to invest in reforms to bolster social resilience and integrate climate-related considerations into public policy to foster sustainable development.

Asante Kotoko are set to appoint Abdul Karim Zito as the club’s substantive head coach following a strong showing during his interim tenure, sources close to the club reveals to GhanaSportspage.com.

Zito, who stepped in mid-season after the departure of former head coach Prosper Narteh Ogum, is said to have impressed the club’s hierarchy, especially life patron Otumfuo Osei Tutu II, with his tactical approach and ability to steady the team during a turbulent phase.

Under his guidance, Kotoko played seven matches, losing only one, a run that helped restore confidence both within the dressing room and among the fanbase.

Sources close to the club suggest that Otumfuo has also expressed strong support for the appointment. 

Reports indicate that the revered King does not favour the appointment of a foreign (“white”) coach, which has influenced the club’s decision to retain Zito.

Zito, a former Dreams FC coach and long-serving technical figure in Ghana football, is known for his emphasis on discipline, youth development, and adaptable tactics.

According to ghanasportspage.com, Zito has signed a two year deal with the Porcupine Warrious and he has been tag to keep building the team, perform well in the upcoming CAF Confederation Cup and win 2025/26 Ghana Premier League.

No brand in Ghana spends $1 million a year on events

Executive Director of Big Ideaz Consult event company, Kojo Poku, has stated that no company in Ghana currently spends up to $1 million a year on event sponsorship.

Speaking during a panel discussion on Joy FM, Kojo Poku explained that over the years, Ghana has lost most of its big brands, and the few that remain are no longer investing heavily in the events industry.

“Over the last how many years we’ve lost all the big brands in Ghana. As we speak right now, there’s no brand in Ghana that even spends more than a million dollars the whole year on events,” he said.

Kojo pointed out that the biggest sponsorship deal in the country right now is between Telecel and Charterhouse for the organisation of the Telecel Ghana Music Awards (TGMA). He explained that this sponsorship works well because it’s a long-term partnership.

“The biggest sponsorship anybody can get is what Charterhouse is getting for TGMA, because they have a long-term partnership,” he stated.

He also highlighted the difficulty of securing meaningful support from sponsors.

Citing an example, he explained that even when one presents a well-planned event with a budget of around $2 million, the amount typically offered by sponsors is only a small fraction of what is actually needed.

“You go to a company that you have an event that has an expenditure budget of let’s say about two million. You go to a sponsor looking for some sponsorship and what you get is like one thousandth of your expenditure,” he stated.

Kojo explained that the rest of the money needed for such events cannot be recovered through ticket sales, merchandise, concessions, television rights, or social media marketing.

“There’s no way that you’re going to make that excess in ticket sales. You’re not going to make that in concessions. You’re not going to make that in merchandise sales. You’re not going to get that on TV right. You’re not going to get that in affiliate marketing. You’re not going to get that on your social media postings. So where are you going to make the rest from?” he asked.

He believes these financial challenges are the reason many creative people in Ghana are unable to keep their events running.

According to him, many event organisers launch exciting ideas, but after doing it once or twice, they are forced to stop due to lack of funding.

“That’s why you have people start very very nice events with very nice concepts. You know and then you run it once, twice that’s it, they stop,” he said.

Kojo Poku added that the Ghana Music Awards, organised by Charterhouse, would not exist without the Telecel partnership.

He emphasised that the awards show does not rely on ticket sales to operate, so if Telecel pulls out, the event could collapse.

“If Telecel pulls out of TGMA right now, we won’t have TGMA anymore, because Charterhouse does not rely on ticket sales to do TGMA. So, if today Telecel stops sponsoring TGMA, we won’t have a music award in Ghana again,” he added.

The Minister of State in charge of Government Communications, Felix Kwakye Ofosu, announced on June 29, 2025, that the government intends to construct approximately 600 Community-based Health Planning and Services (CHPS) compounds across the country by the end of 2025.

This initiative which aims to expand access to primary healthcare would see two new CHPS compounds built in each district nationwide this year.

However, the announcement has been met with mixed reactions with some negative feedback from Ghanaian social media users, particularly on X.

Many netizens have strongly questioned the rationale behind building new CHPS compounds while the existing “Agenda 111” project, initiated by the former New Patriotic Party (NPP)-led government to construct 111 hospitals, remains largely incomplete.

Critics argue that the current administration should prioritise completing and equipping these ongoing projects to enhance healthcare delivery rather than diverting funds to a new initiative that could be costly and potentially lead to further abandonment.

Some also contend that Ghana’s more pressing need is for well-equipped hospitals with adequately trained healthcare professionals in rural and remote areas, suggesting that the CHPS initiative may no longer be the most effective solution for the country’s healthcare challenges.

Conversely, a segment of social media users has expressed support for the government’s plan.

They argue that the construction of additional CHPS compounds is a positive step towards expanding primary care services and is crucial for achieving universal health coverage, especially in underserved communities.

The government raised a total of GH¢3.34 billion from the domestic debt market at the latest treasury bills auction held on June 27, 2025, falling slightly short of its GH¢3.86 billion target.

Data published by the Bank of Ghana (BoG) shows that investor demand remained strong with bids totaling GH¢3.64 billion across the 91-day, 182-day, and 364-day bills.

However, only GH¢3.34 billion was accepted by the government, suggesting a cautious approach to managing borrowing costs amid rising yields.

The 91-day bill attracted the lion’s share of interest, with bids amounting to GHc 2.90 billion, all of which were accepted.

The weighted average discount rate for the instrument stood at 14.17% slightly below the market range of 14.30% to 15.10%.

Meanwhile, the 182-day and 364-day bills saw lower investor uptake, with GH¢385.82 million and GH¢60.81 million accepted respectively.

The corresponding interest rates were 15.25% for the 182-day bill and 15.66% for the 364-day bill both reflecting higher investor return expectations compared to prior weeks.

The government in its June 20, 2025, auction raised GH¢2.95 billion from total bids of GH¢3.37 billion reinforcing a steady pattern of strong demand albeit with moderated uptake by the Treasury.

Civic rights groups say at least seven people have been killed during a crackdown on protesters who are calling for Togo’s leader, Faure Gnassingbé, to step down and release political prisoners.

Reports say dozens more people were injured – some severely.

It comes weeks after Gnassingbé – who was president for two decades and whose family has ruled the country for 58 years – was sworn into a new post of President of the Council of Ministers, which has no official term limits.

The Togolese government has now threatened legal action against the protest organisers, describing the demonstrations as a “campaign of disinformation and hatred” that was orchestrated from abroad.

Demonstrations have been banned in the West African country since 2022, with the authorities citing “security reasons”.

Three days of demonstrations by online activists and youth-led movements began in the capital, Lomé, on Thursday, before taking a violent turn on Friday and Saturday.

Tear gas was fired by anti-riot police at protesters, who pelted them with stones and other missiles.

Some determined anti-government protesters engaged security forces in street battles in several areas considered to be opposition strongholds, including Bè, where police chased demonstrators into their hideouts.

A coalition of 23 Togolese civil rights groups – known as the “National Platform for Civic Space and Development Effectiveness” – has asked the authorities to carry out investigations into the bloody police repression.

They condemned what they described as “the use of disproportionate force against peaceful demonstrators”, adding that “peaceful protest is a fundamental right, recognized both by the Togolese Constitution and by international instruments ratified by our country”.

By Sunday calm had returned to most of Lomé, with shops reopened at the main central market at Assigamé and businesses operating as usual.

The recent change of regime orchestrated by the Togolese leader continues to fuel resentment. In addition to the new post which he can keep for life, constitutional reform in Togo has ended presidential elections, and introduced a parliamentary system.

Last month’s arrest and psychiatric detention of the Togolese rapper Narcisse Essowè Tchalla, also known as Aamron, acted as a catalyst for public outrage, culminating in over 50 arrests during protests earlier this month.

Though most have been released, at least three people remain in custody.

The ongoing legal battle between award-winning rapper Sarkodie and Ecobank Ghana PLC has been adjourned to July 25, 2025, by the Accra High Court.

The case, which centres on the alleged unauthorised use of a Sarkodie look-alike in a recent bank campaign, continues to attract public interest.

The lawsuit stems from Ecobank’s #ItsGivingScam anti-fraud campaign, which featured a man bearing a striking resemblance to Sarkodie, accompanied by the tagline “Looks can be deceiving.”

Sarkodie filed the suit in March 2025, claiming the campaign misrepresented him and potentially misled the public into thinking he endorsed the initiative.

Sarkodie’s legal team, the Robert Smith Law Group, argues that the campaign infringes on the rapper’s image rights and intellectual property, particularly given his active role as a brand ambassador for First National Bank, a direct competitor of Ecobank.

In the suit, Sarkodie is demanding that Ecobank immediately cease the use of the image in question and all related campaign materials be removed from circulation as well as the bank pay compensation for the alleged breach of his rights.

The case allegedly took an additional twist in April when rumours emerged suggesting Sarkodie had attempted to settle out of court. These claims were swiftly dismissed by his legal team as “false, baseless, and malicious.”

In a statement, the law firm reaffirmed its client’s position, stating that no instruction had been given to withdraw the suit, and emphasised that under civil law, a plaintiff does not require the defendant’s consent to drop a case before a defence has been filed.

While Ecobank has yet to issue a public response to the allegations, the bank has continued to promote its anti-fraud messaging across multiple platforms.

With the next court date now set for July 25, all eyes remain on how this case—merging entertainment, corporate branding, and image rights—will unfold.

Multiple task forces fueling intimidation, extortion – Adu-Gyamfi

The Ashanti Regional Secretary of the Ghana National Association of Small Scale Miners, Michael Adu-Gyamfi, has raised concerns over what he describes as uncoordinated and unregulated anti-illegal mining operations across the country.

The remarks come amid heightened national efforts to clamp down on illegal mining, also known as galamsey, which has devastated forests, rivers, and farmlands across Ghana.

However, concerns persist about coordination, extortion, and fairness in the enforcement process.

Speaking on the Citi Breakfast Show on Monday, June 30, 2025, Mr. Adu-Gyamfi said multiple task forces operating under different state agencies have created confusion on the ground, resulting in intimidation and extortion of small-scale miners.

“We have realised that there are several operations ongoing, and our observation proves that the institutions are uncoordinated and unregulated,” he said.

“In my jurisdiction, I have five zones, each of which covers a full district. On any given day, you may find three or four different operation teams showing up at one mining site — all claiming to be on the same anti-galamsey mission.”

He noted that these teams often claim to be acting on orders from national, regional, or district authorities, making it difficult for miners to determine their legitimacy.

“This disorganisation has opened the door for some miscreants to intimidate and extort from our people under the guise of enforcement,” he added.

Mr. Adu-Gyamfi called on the government to review the current approach to the anti-illegal mining fight, stressing the need for clear coordination and accountability to ensure effective enforcement without abuse.

He also questioned the growing role of the Minerals Development Fund in leading anti-galamsey operations, expressing confusion over the mandate of such an institution.

“We cannot even understand what Dr. Hannah Bissiw is doing. At what point did her group become a task force for illegal mining? We have never heard of this in our lives — the Minerals Development Fund is now leading a galamsey task force? What kind of institution is that?” he asked.

Former Managing Director of GIHOC Distilleries Company Limited, Maxwell Kofi Jumah, has been arrested by national security personnel at his residence in Kumasi, according to a news report from asaaseradio.com.

The arrest, which took place on Sunday, June 29, 2025, was described as sudden and forceful. Eyewitnesses say the operatives arrived under the guise of a request to speak with the former GIHOC boss but proceeded to detain him after showing what they claimed was a warrant on a mobile phone.

“He wasn’t allowed to change his clothes,” said Paul Yandoh, Ashanti Regional Communications Director for the New Patriotic Party (NPP), who confirmed the development.

“They bundled him into a pickup vehicle and took him to the Ashanti Regional Police Command. He is still in custody, awaiting further directives from Accra.”

Yandoh expressed concerns over the nature of the arrest, calling it an act of political persecution.

“This is not the democracy we are building. It appears the President is using state institutions to suppress the opposition,” he stated.

“So far, no formal charges have been filed against Jumah, and no national security agency or police department has officially taken responsibility for the operation. However, three lawyers have reportedly arrived at the police station to offer legal representation.”

This is not the first time security operatives have targeted the former GIHOC boss. On May 15, 2025 officers raided Jumah’s home in an attempt to retrieve state-owned vehicles believed to be in his possession. He was not home at the time.

Sources familiar with the ongoing probe say Jumah is allegedly under investigation for a range of financial and administrative irregularities during his time at the helm of the state-owned distillery.

Among the key allegations is the controversial acquisition of a Genesis G90 luxury vehicle, which Jumah reportedly purchased in 2019 for just GH¢4,943.11 roughly 5% of its market value.

An independent valuation had placed the vehicle’s worth at close to GH¢99,000, with investigators asserting it was in good condition and required no significant repairs.

He is also accused of retaining two additional vehicles, including an Audi worth over $60,000. One of the vehicles, allegedly used by his son, has since been returned to Accra.

Other accusations involve the unauthorized sale of GIHOC properties in Tema valued at over $700,000, as well as allegations of inflating the company’s staff size during his tenure.

Former Managing Director of GIHOC Distilleries, Maxwell Kofi Jumah, has reportedly been arrested by national security operatives at his residence in Kumasi.

The arrest took place on Sunday, June 29, 2025, following a request by the operatives to speak with him. He was later transported in a pickup vehicle to the Ashanti Regional Police Command, where he remains in custody.

This development follows an earlier operation on May 15, during which security personnel attempted to retrieve state vehicles allegedly in his possession. Jumah was not home at the time.

Sources indicate that the former MD is being investigated for alleged financial misconduct, including the unauthorized sale of assets and questionable vehicle acquisitions during his tenure at GIHOC.

Otumfuo to meet Kusaug Traditional Council over Bawku conflict

The Asantehene, Otumfuo Osei Tutu II, is expected to meet with the Kusaug Traditional Council on Monday, 30th June, as part of ongoing efforts to restore peace in Bawku.

This was announced in a press release issued by the Manhyia Palace on Sunday, 29th June.

According to the statement, the meeting forms part of His Majesty’s commitment to finding a lasting solution to the conflict in the area.

“His Majesty Otumfuo Osei Tutu II, Asantehene, will meet with the Kusaug Traditional Council on Monday, 30th June, 2025,” the release said.

The Manhyia Palace further called on all parties involved in the Bawku crisis to support the peace process. “Asantehene requests all stakeholders to cooperate for us to find a lasting peace in Bawku,” it added.

Earlier this year, Otumfuo Osei Tutu II actively led mediation in the Bawku conflict, guiding talks held in Kumasi and helping restore a relative calm.

He has resumed stalled negotiations and emphasised the need for long-term peace in Bawku.

President John Dramani Mahama has expressed shock at GIHOC Distilleries Company Limited’s financial difficulties, wondering how an alcohol manufacturer could suffer such large losses in face of robust local demand.

Speaking to workers during Thursday, May 1st’s May Day procession in Accra’s Independence Square, President Mahama cited new data showing GIHOC Distilleries experienced losses in 2022 and 2023.

Mahama noted that with Ghana’s steady and increasing demand for alcoholic beverages, the issue was particularly worrisome.

“How can you sell alcohol and be in debt? When I was president, GIHOC was making a profit. Because Ghanaians, when we are happy, we drink alcohol, when we are sad, we drink alcohol, so how can an alcohol manufacturing company make losses?” he questioned.

He urged for greater accountability and used the example to draw attention to more general worries about poor management in state-owned businesses.

His comments follow a revelation made by Finance Minister Dr Cassiel Ato Forson on March 13 in a meeting with the CEOs of specific State Interest and Governance Authority (SIGA) firms.

The Finance minister claims that GIHOC Distilleries lost GH¢25.1 million in 2022 and an additional GH¢25.5 million in 2023.

Ghana’s local currency, the cedi, has appreciated slightly on the interbank market against major trading currencies, particularly the US dollar.

In its daily update, the Bank of Ghana noted that the cedi is trading at a buying price of GH¢10.30 and a selling price of GH¢10.31 to the dollar. It was earlier selling at GH¢10.32 to a dollar.

The British pound is being bought at GH¢14.14 and sold at GH¢14.15, while the euro is trading at a buying price of GH¢12.06 and a selling price of GH¢12.07.

The Chief Executive Officer (CEO) of the Ghana Invest­ment Promotion Centre (GIPC), Mr Simon Madjie, has urged Chinese investors to take advantage of the vast investment opportunities that exist in Ghana to diversify their investment portfolios.

He said Ghana had huge investment opportunities in sectors such as energy, agro-processing, infrastructure, and manufacturing which they could explore.

Speaking at the third-day of the Ghana China Business Summit 2025, dubbed “The Big Push”, Mr Madjie said Ghana was strategi­cally positioned to offer high-yield returns on investment, with policies and protections in place to ensure long-term business success.

The five-day summit, which be­gan on Monday was organised by the Govern­ment of Ghana, SINO- Africa Group and Perfect World Company Limited.

It was attended by more than 120 Chinese investors and delegates.

In a presentation on the topic

“Why You Must Invest in Ghana,” Mr Madjie said the country had high investment potential in the areas of electric vehicles (EVs), packaging facilities, tractor assembly plants, industrial parks, and agro-ecolog­ical zones, which aligned with the government’s flagship 24-Hour Economy policy.

In the energy sector, he said Ghana currently produced about 24,260 megawatts of power annu­ally and had 27 power plants, with ongoing production of 48.25 million barrels of crude oil.

He said the government had opened up the energy sector for private participa­tion in electricity distribution, off-grid power generation, wind turbine installation along the coast, and the establish­ment of transmission entities.

The GIPC CEO mentioned strategic investments in solar refrig­eration and the upstream petroleum sector, including a recent Memoran­dum of Understanding with Jubilee Partners to drill 20 new wells.

He said investment opportuni­ties existed in the construction of oil refineries with a daily capacity of 300,000 barrels, as well as a $60- billion petroleum hub project comprising three refineries, five petrochemical plants, and 10 million cubic metres of storage capacity.

He disclosed that Ghana Gas was seeking $745 million to con­struct the Takoradi-Tema and Ta­koradi-Ivory Coast pipeline projects.

In the manufacturing sector, Mr Madjie said the Ghana Integrated Aluminium Development Cor­poration was seeking $1.5 billion in investment, while the Ghana Integrated Iron and Steel Development Corporation had opened up nine iron ore blocks in the Oti Region for exploration, requiring between $35 million and $40 million.

The Electricity Company of Ghana, Mr Madjie indicated required $462 million to expand its network and reduce losses, while the Ghana National Petroleum Corpo­ration was seeking over $200 million for seismic surveys.

The GIPC CEO said there were investment prospects for a $2-billion port infrastructure, $250 million for Terminal 2 expansion at Kotoka International Airport, and various manufacturing, housing, and logistics projects.

Mr Madjie said the government’s Big Push initiative, a US$10 billion infrastructure programme over five years, sought to boost productivity and link road infrastructure to agri­cultural production and trade routes.

“Already, GH¢13.7 million has been allocated to support imple­mentation this year,” he said.

On investor protection, Mr Madjie assured participants of guarantees under the Ghana-China Bilateral Investment Treaty, signed in 1989, including protection against expropriation, national treatment, most-favoured nation treatment, and unhindered repatriation of capital and profits.

He noted that even after termi­nation, protections extend for 10 years on existing investments.

The Management of the Ghana Education Trust Fund (GETFund) has warned the public to be wary of scammers using its name for either recruitment or contracts.

It explained that some individuals had designed a form, purporting to be coming from GETFund and using it to scam unsuspecting individuals and contractors.

“The Management of the Ghana Education Trust Fund (GETFund) has become aware of fake recruitments and or contract adverts that have found space in the public domain within the social media set up.”

“Please, be informed that this form is cleverly designed to scam unsuspecting individuals so it must be disregarded as same is deceitful and fraudulent,” a statement from GETFund stressed.

Solicitation

The statement said GETFund does not solicit for potential contractors, suppliers or employees “via these scandalous processes.”

It urged the public to always verify such information or adverts on its verified social media handles or website.

“Respectfully, do not be tricked by these falsities and part ways with money to scammers.”

“These claims are obviously false and the public is hereby advised to report such adverts to the nearest Police Station or the GETFund Secretariat, East Legon, opposite Trinity Theological Seminary,” the statement further advised the public.

The statement gave the assurance that the fund was trusted with good corporate governance structures for its engagements with the public since inception.

“I haven’t stopped music production, but right now I’m furthering my studies in Finland because there’s no pension scheme for us, the sound engineers,” he told the station, as monitored by MyNewsGh.com.

He noted that the creative industry, particularly music production, has become highly competitive, and without continuous learning and adaptability, it is easy to become irrelevant.

“When we grow old, there’s no money that will be given to us as retirement benefits because the government hasn’t designed any pension scheme for us,” he lamented.

Possigee further highlighted the challenges established producers face, noting that many new artists prefer to work with their own producers, leaving experienced professionals behind.

“The industry is very competitive. When new artists emerge, they often don’t want to work with producers already in the system—they come with their own people.

“So, if you don’t upgrade yourself and prepare for the unforeseen, you may end up blaming the system,” he added.

The Secretary General of the Ghana Federation of Labour (GFL), Abraham Koomson, has cautioned the President of the Ghana Registered Nurses and Midwives Association (GRNMA), Perpetual Ofori Ampofo, against allowing partisan influences to cloud the Association’s ongoing negotiations with the government.

Koomson’s warning follows a renewed ultimatum issued by the GRNMA, demanding full implementation of its Conditions of Service (CoS) by the end of July 2025, or risk another industrial action.

The ultimatum was announced at a press conference in Accra after the government postponed a scheduled meeting with the GRNMA that was originally planned for June 26, 2025.

The rescheduled session was to bring together representatives of the government, the Parliamentary Select Committee on Health, and GRNMA leaders, following the Association’s suspension of a previous nationwide strike on June 13, 2025.

Koomson expressed disappointment with the tone of GRNMA’s renewed demands, describing them as counterproductive and lacking the spirit of good-faith engagement.

“The President of GRNMA must be spoken to,” Koomson stated. “Issuing another ultimatum at a time when the meeting was postponed due to key stakeholders being out of the country shows bad faith.

We must not allow emotions or partisan sentiment to override sound negotiation.”

Koomson urged the GRNMA to prioritise dialogue and constructive engagement over confrontational tactics, warning that politicising union activities could undermine the Association’s credibility and long-term cooperation with state agencies.

“Labour negotiations should be free from political interference.

When union actions appear to be politically driven, it casts doubt on the legitimacy of their demands and weakens the moral authority of their leadership,” he emphasised.

The GRNMA, however, has said the government’s postponement of the June 26, 2025, meeting raises serious concerns about its sincerity in resolving the impasse.

The Association maintains that its demands are legitimate and long overdue.

While acknowledging the critical role nurses and midwives play in Ghana’s health system, Mr. Koomson insisted that continued dialogue remains the best way forward.

“We’re all working toward a better health system. The demands of nurses and midwives are valid and deserve attention.

But this must be pursued through respectful and apolitical channels. Let’s not allow union leadership to be misused for partisan agendas,” he concluded.

He made this remark speaking on Ahotor FM’s Yepe Ahunu show on Saturday.

Renowned tax and legal expert Professor Abdallah Ali-Nakyea has called for urgent amendments of Ghana’s anti-corruption laws to close longstanding legal loopholes that continue enabling impunity and eroding national development efforts.

Speaking at a multi-stakeholder forum in Accra organised by the Media Foundation for West Africa (MFWA), Prof. Ali-Nakyea emphasised that although Ghana boasts a wide range of anti-corruption institutions and legal frameworks, the fight against graft remains weak due to fragmented implementation, institutional under-resourcing and outdated legislation.

The forum was themed “Hidden Riches, Hollow Laws: Dissecting the Loopholes that Fuel Corruption in Ghana”.

“Corruption undermines democracy, violates human rights, distorts markets and allows organised crime and terrorism to flourish. It is not just a legal issue; it is a developmental crisis,” he stated.

He highlighted alarming statistics, such as Ghana losing approximately GH¢13.8billion (US$3billion) annually to corruption – a figure that, if curbed, could build 12 facilities equivalent to the 430-bed Ridge Hospital in Accra.

He juxtaposed this with the country’s request for a US$3billion IMF loan over three years, underscoring that internal leakages outstrip external aid.

Prof. Ali-Nakyea cited numerous cases, including the GYEEDA and recent National Service Scheme scandals, as evidence for the enduring scale of public sector corruption.

He noted that corruption disproportionately affects the poor by diverting resources meant for development, deepening inequity and poor service delivery.

Failures

The tax and anti-money laundering specialist outlined several deficiencies in the anti-corruption laws, especially the Criminal Offences Act which only addresses bribery when it involves public officers – leaving out private sector actors and indirect benefits.

He also criticised the Public Procurement Act, stating that while it includes provisions on private sector bribery, its scope is limited to procurement processes and does not criminalise broader unethical corporate practices.

“In any procurement, there is both demand and supply. We keep prosecuting the public officers, but the private actors – those who offer the bribes – go untouched. That has to change,” he stressed.

Prof. Ali-Nakyea also decried the misuse of sole-sourcing in public procurement, which he said defeats the very essence of competitive and transparent contracting.

Institutional weaknesses

Despite Ghana having numerous anti-corruption institutions – including the Office of the Special Prosecutor (OSP), EOCO, CHRAJ, Financial Intelligence Centre and Auditor-General – many remain underfunded and understaffed.

“These institutions are always broke,” he remarked. “How are they expected to investigate, prosecute and recover stolen assets without the needed resources?”

He called for enhanced collaboration among these bodies, especially in tracking beneficial ownership under the Companies Act, 2019 (Act 992).

He also lamented the low compliance with requirement for companies to disclose true, individual owners to prevent politically exposed persons from hiding behind anonymous corporate structures.

He also questioned the capacity and independence of internal audit systems and expressed concern over the safety and protection of whistleblowers, calling for a review of the Whistleblower Act to guarantee confidentiality and relocation support where necessary.

Recommendations

To this end, he recommended: Amendment of anti-corruption and procurement laws to explicitly cover third-party beneficiaries and private sector bribery; Strengthening institutions like the OSP, Auditor-General, and CHRAJ with adequate funding and autonomy; Criminalising conflict of interest and establishing clearer penalties for non-declaration of assets by public officials; Ensuring that findings from the Public Accounts Committee are enforced, including recovery and prosecution.

Enhancing access to public information for journalists and civil society, while protecting whistleblowers more robustly; Blacklisting companies found engaging in unethical practices from public procurement opportunities; Promoting public transparency through technology and reducing manual interference in financial transactions.

He further urged international partners to focus support on institutional capacity building rather than aid handouts.

“We don’t need loans. Help us plug the holes and we’ll have enough to develop,” he said, further stressing that the country must make corruption an uncomfortable venture.

For his part, Dr. Kojo Impraim, Programme Director (MFWA), noted that corruption and illicit financial flows are undermining Ghana’s democracy, national security and development financing.

He called for a united front and stronger accountability measures, urging government and stakeholders to allow the law to work without political interference.

GJA holds national and regional elections today

The Ghana Journalists Association (GJA) will today, Monday, June 30, 2025, conduct its national and regional executive elections at designated polling centres across the country.

According to the GJA Election Committee, polls will open at 8:00 a.m. and will close at 3:00 p.m.

Voting is open to all eligible members who present a valid form of identification—specifically a Ghana Card, Voter ID, or National Passport bearing the journalist’s name and photograph.

The committee has announced that ballot counting, results announcement, and official declarations will take place immediately after voting concludes at each centre.

Second Deputy Governor of the Bank of Ghana (BoG), Matilda Asante Asiedu, has affirmed the central bank’s commitment to the Pan-African Payment and Settlement System (PAPSS), highlighting its critical benefits for Ghana’s economy.

Speaking to JoyBusiness on the sidelines of the Afreximbank Annual Shareholders Meeting in Abuja, Nigeria, she said the system offers major advantages in managing Ghana’s balance of payments, strengthening the Bank’s reserves, and reducing the cost of cross-border trade.

“For us in Ghana, PAPSS is very active. We believe in the infrastructure and its impact on financial intermediation,” she said.

The Pan-African Payment and Settlement System, spearheaded by Afreximbank, is a centralised financial infrastructure that facilitates the smooth and secure transfer of funds across African borders.

It eliminates the need for currency conversions and minimises transaction costs, which Mrs. Asiedu said is key to unlocking trade potential for Ghana and the continent at large.

“We are happy that more countries are coming on board. This expansion will further reduce the cost of cross-border transactions for Ghanaian businesses,” she added.

Mrs. Asiedu also emphasised the Bank of Ghana’s broader commitment to developing and regulating digital payment systems.

She said the Bank is not only advancing domestic infrastructure but also collaborating with regional partners to strengthen innovation and supervision.

“We are working hard to catch up with global trends in digital banking and payment systems,” she stated. “It’s about effective regulation, and that means embracing innovative solutions that can help us regulate smarter.”

She revealed that during the Afreximbank meeting, several central bank governors expressed interest in learning from Ghana’s experience in payment system regulation and digital innovation.

“We’re open to collaboration and knowledge-sharing. That’s how we all grow,” she added.

The Abuja meeting concluded with the election of George Elombi, former Vice President in charge of legal and corporate services at Afreximbank, as the new President and Board Chairman of the Bank.
