Dada Morero, Loyiso Masuku and Eunice Mgcina Face Possible Council Exit After ANC Election Setback

Johannesburg Mayor Dada Morero, Deputy Mayor Loyiso Masuku and Member of the Mayoral Committee (MMC) for Development Planning Eunice Mgcina are facing uncertainty over their positions in the new City of Johannesburg council following the 2026 Local Government Elections.

The three senior African National Congress (ANC) figures could miss out on council seats despite their prominent positions in the outgoing municipal administration.

The situation follows the ANC’s reduced electoral performance in Johannesburg, where the party secured approximately 63 ward seats according to the figures provided in the election update. Its reduced proportional representation (PR) allocation is also expected to affect the number of candidates who can enter the council through the party list.

According to the ANC’s candidate list, Masuku is ranked first, Morero occupies fourth position, while Mgcina is listed fifth.

Although Masuku’s first position places her in a stronger position on the PR list, Morero and Mgcina could struggle to secure seats if the party does not receive enough proportional representation seats to accommodate candidates further down the list.

The development highlights how election results can affect the political future of senior office-bearers, regardless of the positions they previously held in the municipality.

Morero currently serves as Johannesburg’s executive mayor, while Masuku is deputy mayor and Mgcina oversees Development Planning. Their possible exclusion from the incoming council would represent a significant change in the ANC’s representation within the city administration.

However, the final composition of the council, including the individual membership of the three leaders, remains subject to official confirmation of the election results and seat allocation.

The outcome will also influence the ANC’s position as parties prepare for the next phase of political negotiations in Johannesburg.
