“Agbodza Is A Laptop Minister Always On The Move” – Bagbin

Ghana’s Speaker of Parliament, Alban Bagbin, has described the Minister for Roads and Highways, Kwame Governs Agbodza, as a “laptop minister” who is always on the move.

According to a report by GHOne TV on Saturday, November 7, 2026, the Speaker made the remark while commenting on the minister’s work style and his visibility in the discharge of his duties. The report quoted Mr. Bagbin as saying the Roads Minister is “always on the move.”

The description, “laptop minister,” is generally used to portray an official who works on the go and is hands-on, rather than confined to an office. By using it, the Speaker appeared to commend Mr. Agbodza’s active approach to his portfolio.

The Roads and Highways Ministry carries one of the heaviest public expectations in Ghana’s governance landscape. Road construction, rehabilitation and maintenance remain central to citizens’ daily lives, from farmers moving produce to market to commuters in major cities. Ministers in this sector are often expected to be present on project sites, inspect works and respond quickly to concerns raised by communities and lawmakers.

Mr. Bagbin’s comment adds to the public conversation about the performance of the Roads Minister and the pace of road infrastructure delivery. Supporters of such an approach argue that frequent field presence promotes accountability and ensures contractors meet timelines and quality standards.

It remains to be seen how the Roads Minister will respond to the Speaker’s characterisation. Neither the report nor the Speaker’s remarks, as presented, provided further detail on the specific occasion or projects that prompted the comment.

As Ghana continues to push for improved road networks nationwide, the performance of the ministry will remain under the watch of Parliament and the public.
