Dr. Robert Makila Sambian, Chief Executive Officer of the Volta Aluminium Company Limited (VALCO), has declared the state-owned smelter’s full readiness to enter strategic partnership negotiations with prospective external investors to drive its ongoing industrial transformation agenda.
The new industrial roadmap aligns directly with the central government’s vision of national development, structural economic expansion, and aggressive local industrialization.
By building local smelting capacity, the initiative seeks to create sustainable industrial jobs, stem the capital flight resulting from raw aluminum imports, stabilize the Cedi, and supply essential raw materials to domestic downstream manufacturers.
Furthermore, this strategic expansion will enhance Ghana’s export revenue potential and strengthen its competitive position across global mineral value chains.
“As we speak currently, we are in negotiations with potential investors, and once that process is concluded, we’ll get back to cabinet for a decision to be taken. In the meantime, we are running as though there were not going to be help from anywhere.”
The operational blueprint has become a key driver in operationalizing the President’s 24-hour economy policy designed to accelerate national economic development.
Facing an escalating global and regional demand that vastly outpaces existing production limits, VALCO has adopted a phased operational framework anchored on a 144-shift structure allocating one job to four distinct rotational shifts powered by four workers to maintain uninterrupted round-the-clock manufacturing.
Management maintains that the entity operates on 100 percent Ghanaian workforce talent without expatriate labor dependence, earning high product reputation across European, North African, and Southern African export markets.
While management acknowledges existing operational bottlenecks, current internal initiatives prove that targeted mindset resetting and operational focus can turn around the facility’s commercial prospects as formal negotiations with strategic investors proceed toward Cabinet review.
Ghana’s primary aluminum processing sector has historically suffered from underutilization due to persistent energy supply constraints, outdated smelting technologies, and capital deficits.
For over fifteen years, the VALCO plant operated at roughly 23 percent of its installed capacity, forcing domestic manufacturing firms to rely heavily on expensive imported aluminum ingots and finished profiles.
This structural mismatch weakened the national trade balance, exerted persistent downward pressure on the Cedi, and deprived the downstream manufacturing sub-sector including construction, automotive assembly, and packaging industries of reliable, low-cost raw materials.
The requirement for immediate investor capital and technology transfer is critical to modernized potline retrofitting, converting plant operations from high-cost residual fuel oil to natural gas, and installing modern environmental scrubbers.
Establishing strategic equity partnerships will enable VALCO to overcome this historical power and funding bottlenecks, transitioning the plant into a profitable, modern processing hub.
The ongoing transformation at VALCO forms the industrial anchor for Ghana’s broader Integrated Aluminium Industry (IAI) framework managed alongside the Ghana Integrated Aluminium Development Corporation (GIADEC).
Upgrading VALCO’s smelting capacity links directly with bauxite mining efforts in Nyinahin and Awaso, alongside plans for local alumina refining.
By converting raw bauxite into high-value secondary and tertiary aluminum products domestically, Ghana captures higher margins along the global minerals value chain rather than exporting unrefined ores.
This industrial integration keeps economic value within the country, boosts non-traditional export receipts, and shields the domestic economy from international commodity price shocks.
The transition to local value addition ensures that downstream firms gain direct access to raw materials, positioning Ghana as a major supply hub for fabricated aluminum products across the African Continental Free Trade Area (AfCFTA) marketplace.
Executing the 144 rotational work system serves as an operational prototype for the government’s 24-hour economy policy within heavy industry.
By splitting daily operations into four continuous six-hour or eight-hour operational shifts, VALCO maximizes capital asset utilization while multiplying direct manufacturing employment.
This continuous operational model directly addresses unfulfilled purchase orders across international markets without generating operational burnout or labor redundancies.
Sustaining continuous production cycles reinforces supply security for regional domestic processors and optimizes energy draw off the national grid during off-peak hours.
As negotiations with potential equity partners progress, the combination of 24-hour shift scheduling, total reliance on local technical expertise, and aggressive market expansion positions VALCO to serve as a cornerstone of West Africa’s industrial revival.
