Treasury Sets November 16 Deadline for 2027 Budget Policy Statement

The National Treasury has set November 16, 2026, as the deadline for submitting Kenya’s 2027 Budget Policy Statement (BPS) to Parliament, in a move aimed at speeding up the budget process ahead of the August 2027 General Election.

Treasury Cabinet Secretary John Mbadi announced the revised timeline in a public notice issued on Tuesday, November 3, 2026.

Mbadi said the changes were necessary to accommodate the upcoming elections and allow the government to prepare the 2027/28 financial year budget earlier.

“In view of the revised budget calendar to accommodate the General Elections scheduled for August 2027, the 2027 BPS will be submitted to Parliament by 16th November 2026,” Mbadi said in the notice.

The accelerated timetable is expected to give Parliament more time to review and approve the government’s spending plans before the country heads into the election period.

The Treasury has also invited Kenyans, county governments, constitutional commissions and other interested groups to review the draft Budget Policy Statement and submit their views.

The public participation process is intended to ensure that the proposed budget reflects the needs and priorities of different sectors of the country.

The draft policy document covers the Medium-Term Expenditure Framework for the financial years 2027/28 to 2029/30.

It outlines the government’s proposed spending priorities, revenue projections and economic policy direction over the next three financial years.

According to the Treasury, public participation is required under Section 25 of the Public Finance Management Act, 2012, which provides for stakeholders and members of the public to give their views before the Budget Policy Statement is finalised.

The revised budget calendar is part of preparations to ensure that the 2027/28 budget process is completed before the August 2027 elections.

The government wants to avoid disruptions in public spending and service delivery during the election period.

The Treasury has been holding public sector budget hearings to collect views from government departments and other stakeholders.

The proposed budget is expected to address key sectors, including health, education, agriculture, infrastructure, energy and social protection.

Kenyans have been encouraged to participate in the process by submitting their recommendations to the National Treasury. The November 16 deadline marks an important stage in the preparation of the country’s next national budget.
