Reps Advocate National Regulatory Body to Curb Real Estate Fraud

The House of Representatives has advocated for establishing a national real estate regulatory authority to address structural institutional gaps, prevent rampant market fraud, protect prospective property buyers, and significantly boost national housing investment growth.

According to a report by Punch Newspaper on Monday, November 2, 2026, while speaking at a national stakeholder summit in Abuja, Housing Committee Chairman Abdulmumini Jibrin highlighted existing regulatory deficiencies across the national property sector.

The committee chairman emphasized that key institutions operating within the real estate space currently lack central ministerial oversight, leading to duplicated administrative functions, widespread property investment scams, and poor consumer protections for prospective buyers.

Jibrin clarified that the legislative proposal to establish the National Housing Regulatory Authority will not interfere with state constitutional powers or statutory professional bodies, but will strengthen existing agencies to enforce standards effectively.

Housing and Urban Development Minister Muttaqha Darma expressed strong support for institutional regulation, observing that low mortgage penetration below ten percent severely restricts affordable housing access for Nigeria’s growing population of two hundred forty million.

Executive representatives from the Ministry of Finance Incorporated noted that government stakeholders will thoroughly evaluate the proposed legislation to balance regulatory oversight, avoid expanding public recurrent expenditure, and align proper property laws seamlessly.

Speaker of the House Tajudeen Abbas called for establishing digital property administrative systems, emphasizing that implementing transparent digital registries will restore public confidence, eliminate ownership disputes, and attract robust long-term private housing investments.
