Mahama Returns from Russia With 6 Big Commitments From Putin for Ghana

President John Dramani Mahama has secured six major commitments from Russian President Vladimir Putin aimed at deepening bilateral relations between Ghana and Russia, including an agreement to collaborate on the establishment of a 2,000-megawatt nuclear power plant.

The commitments were reached during bilateral discussions between the two leaders on the sidelines of the Third Russia-Africa Summit in Moscow on October 30, 2026.

Foreign Affairs Minister Samuel Okudzeto Ablakwa, who disclosed the outcomes in a Facebook post, said the agreements cover nuclear energy, defence, agriculture, education, the involvement of Ghanaians in the Russia-Ukraine war and the revival of the Permanent Joint Commission for Cooperation (PJCC).

One of the major outcomes is Russia’s agreement to collaborate with Ghana on the development of a 2,000MW nuclear power facility.

The project is expected to strengthen Ghana’s energy security and provide the electricity needed to support industrial growth.

Ablakwa described the development as a renewed effort to realise Ghana’s nuclear energy ambitions, which were part of the vision of the country’s first President, Kwame Nkrumah, before the February 28, 1966 coup interrupted the initiative.

The two countries have also agreed to establish a new defence cooperation pact to support Ghana’s efforts to acquire strategic military equipment and other essential assets for the Ghana Armed Forces.

In agriculture, Ghana and Russia have committed to expanding collaboration, particularly in grain production and fertiliser supply, as part of efforts to improve agricultural productivity and strengthen food security.

Russia has also pledged to increase scholarship opportunities for Ghanaian students interested in pursuing higher education in the country.

According to Ablakwa, Ghana currently ranks second among African countries in terms of the number of students studying in Russia.

Another significant outcome concerns the participation of Ghanaians in the ongoing Russia-Ukraine war.

Ablakwa disclosed that President Putin had given an assurance that Ghanaians would no longer be permitted to participate in the conflict under any circumstances.

The commitment reportedly covers both irregular recruitment and voluntary involvement in the war.

Additionally, the two leaders have agreed to reactivate the Permanent Joint Commission for Cooperation, which provides an institutional framework for coordinating relations and implementing agreed areas of partnership between the two countries.

Russia is expected to host the commission’s next meeting in Moscow in the coming weeks to advance discussions on the various areas of cooperation.

Ghana and Russia have maintained formal diplomatic relations since 1958.
