Ruto’s Triple Trouble: 17 Governors Plot Exit Plan, Cabinet Risk Sack, Ethiopian Refugees Hit 50,000

The head of state and government President William Ruto is facing triple trouble according to Daily Nation Friday October 30 2026.

First, 17 governors are plotting their next big fight as 2027 exit looms.

The countdown to 2027 elections has triggered political survival battle for 17 governors in their final terms, with some eyeing Parliament, one declaring interest in Deputy President seat and a few considering retirement.

Full list includes Anne Waiguru Kirinyaga, Dhadho Godhana Tana River, Joseph Lenku Kajiado, Mutahi Kahiga Nyeri, Ahmed Abdullahi Wajir who is also Council of Governors chairman, Julius Malombe Kitui, Muthomi Njuki Tharaka Nithi, Hillary Barchok Bomet, Nathif Jama Garissa and Joshua Irungu Laikipia plus 7 others.

These governors were elected in 2017 and re-elected in 2022. Constitution allows only two terms. So they must leave in August 2027. Sources say most want to become MPs, Senators, Cabinet Secretaries or ambassadors. Governor Stephen Sang of Nandi has said he is too young to retire. But those with ambitions to join Senate could be blocked if a planned law goes through.

Analysts say whoever controls these 17 counties will have advantage in 2027 presidential race, making these governors important brokers for Ruto and opposition.

Second, Ruto Cabinet is in limbo as AG challenges gender order.

Attorney-General Dorcas Oduor has asked Court of Appeal to suspend High Court order requiring President Ruto to reconstitute his Cabinet to meet constitutional gender rule.

High Court ruled current Cabinet violates Constitution that says no more than two thirds of Cabinet should be of one gender. The court gave 120-day compliance period for Ruto to fire some male CSs and appoint more women. Failure to comply would make Cabinet decisions illegal.

AG Oduor argues firing CSs will cause confusion. Case is pending, yet to be fixed for hearing, leaving Cabinet Secretaries exposed. Male CSs are now panicking they may be sacrificed.

Third, Ethiopian refugee numbers surge to 50,000 and rising.

Some of the thousands of Ethiopians who have fled to Kenyan town of Moyale following fighting in their country are pictured on front page carrying belongings. Numbers have hit 50,000 and rising according to report on Page 10.

Fighting in Ethiopia Oromia region has forced thousands to cross into Moyale in Marsabit County. Government says camps are overstretched. UNHCR is appealing for help. Locals say they need food, water and security as refugees increase daily.

So as Ruto deals with governors plotting next move and Cabinet in limbo, refugee crisis is also growing in northern Kenya.

What should Ruto prioritize? Resettling refugees, saving his Cabinet, or negotiating with outgoing governors? Comment below.
