Public sector workers to get 9% salary increase in 2027 and 10% in 2028
According to report by Citinewsroom on Wednesday 29, October 2026, Public sector workers in Ghana are set to receive a 9% increase in total remuneration in 2027 following an agreement reached between the government and Organised Labour.
The adjustment, which is scheduled to take effect on January 1, 2027, will comprise an 8-percentage-point increase in base pay and an additional 1-percentage-point allocation towards conditions of service.
The agreement was announced on Wednesday by the Secretary-General of Organised Labour, Joshua Ansah, following a meeting of the Public Services Joint Standing Negotiating Committee, which brings together representatives of the government and organised labour to discuss remuneration and other employment-related matters.
The 2027 adjustment is expected to affect public sector workers covered by the agreement, with the increase in base pay forming the largest component of the overall remuneration adjustment. The allocation for conditions of service is intended to address employment-related benefits and arrangements, although the specific details of how the allocation will be implemented have not been provided in the announcement.
In addition to the agreement for 2027, the government and Organised Labour have reached a separate arrangement for a 10% across-the-board pay increase in 2028.
The 2028 adjustment will also take effect on January 1, with the calculation based on the applicable wage bill as of December 31, 2027. This means the agreed percentage will be applied using the wage bill at the end of the preceding year as the reference point.
The two-year agreement outlines the remuneration adjustments agreed upon by both parties for 2027 and 2028. It also provides a framework for the annual pay arrangements covering the two years.
However, the agreement is still subject to the applicable legislative process before it can be fully implemented.
The announcement is expected to be of interest to public sector employees, labour unions and other stakeholders monitoring salary adjustments and employment conditions in Ghana.
Further details on the implementation of the agreement, including any additional measures relating to conditions of service, may be communicated by the relevant authorities as the process progresses.
