Home Affairs Outlines Acceptable IDs for South African Voters Ahead of Elections

South Africans who rely on their driving licence card for daily identification when entering security gates or visiting financial institutions could soon face a rude awakening. The government is pushing ahead with legislative reforms designed to strip driver’s cards and learner’s permits of their unofficial status as general identity documents. The upcoming changes aim to restore legal compliance by ensuring that only official Home Affairs documentation serves as valid proof of identity across the country.

For years, millions of motorists have used their driving licence cards as a convenient substitute for their green ID books or Smart ID cards. However, in reporting based on details shared by BusinessTech, the Department of Transport revealed that a joint investigation with Home Affairs exposed widespread abuse of these credentials. Authorities noted that allowing road traffic paperwork to function as universal identification directly clashes with the Identification Act of 1997, which grants Home Affairs exclusive power over citizen verification. Once the regulatory amendments take effect, driving licences will be strictly limited to road traffic transactions, barring banks and access control points from accepting them.

The move to tighten identification rules comes as electoral authorities prepare for polling day on Wednesday, 4 November, where proof of identity will be strictly enforced at all voting stations. According to an official directive released by the Department of Home Affairs, presiding officers will turn away anyone attempting to cast their ballot using a driving licence, passport, student card, or document photocopy. Only three forms of identification will grant voters access to ballot sheets: a Smart ID card, a green barcoded ID book, or a valid Temporary Identity Certificate issued through official Home Affairs channels.
