Ghana Government Agrees to 9% Salary Increase in 2027 and 10% in 2028 for Public Sector Workers

The Government of Ghana and Organised Labour have reached an agreement to increase the remuneration of public sector workers by 9% in 2027 and 10% in 2028, in a development expected to influence salary negotiations and workers’ earnings over the next two years.

The agreement was signed on October 28, 2026, following discussions between government representatives and organised labour over the compensation of public sector employees.

Under the terms of the agreement, workers will receive a 9% increase in total remuneration in 2027. This adjustment will comprise an 8-percentage-point increase in base pay and a 1-percentage-point allocation for conditions of service.

For 2028, the agreement provides for a 10% increase in base pay. The arrangement is intended to establish a two-year framework for salary adjustments and provide clarity for both government and public sector employees.

The new agreement will take effect on January 1, 2027, and remain in force until December 31, 2028.

The decision is significant for thousands of public sector employees across Ghana, including teachers, nurses, civil servants and other government workers whose earnings are linked to public sector pay arrangements.

Salary adjustments are an important part of discussions between government and labour unions, particularly as workers seek improved earnings to meet household expenses and cope with changes in the cost of living.

For government, negotiating a multi-year agreement can also help provide greater certainty in public expenditure planning and reduce the need for annual salary negotiations.

However, the actual impact of the increases on workers’ purchasing power will depend partly on inflation, the prices of essential goods and services, and other economic conditions during the implementation period.

The agreement marks an important step in determining public sector pay for 2027 and 2028. Workers will now look ahead to the implementation of the agreed adjustments from January 2027.

Further details on the implementation arrangements and how the increases will affect individual salary levels may provide additional clarity for public sector employees nationwide.
