Public Sector Workers to Get 9% Pay Increase in 2027 as Government, Labour Reach Deal
Public sector workers in Ghana are set to receive a 9% increase in total remuneration from January 1, 2027, following an agreement between the government and Organised Labour. The deal comprises an 8% increase in base pay and an additional 1% allocation for conditions of service.
In a report published on October 28, 2026, Citi Newsroom disclosed that the agreement was reached after a meeting of the Public Services Joint Standing Negotiating Committee. The Secretary-General of Organised Labour, Joshua Ansah, announced the outcome of the negotiations on Wednesday.
Under the agreement, the 8% base-pay increase will account for the main component of the 2027 adjustment, while the remaining 1% will be allocated to conditions of service. The new remuneration arrangement is scheduled to take effect on January 1, 2027.
The government and Organised Labour have also agreed to a 10% across-the-board pay increase for public sector workers in 2028. This adjustment will take effect on January 1, 2028, and will be calculated based on the applicable wage bill as of December 31, 2027.
The two-year agreement outlines the planned remuneration adjustments for public sector workers in 2027 and 2028. While the 2027 increase is divided between base pay and conditions of service, the 2028 adjustment will be based on the wage bill applicable at the end of 2027.
