National Petroleum Authority Cuts Petrol and LPG Price Floors for First Half of November

According to Pulse Ghana and Citi Newsroom, Ghana’s National Petroleum Authority (NPA) has revised the ex-pump price floors for major petroleum products for the upcoming November 1 to November 15, 2026 pricing window. The regulatory adjustment provides potential relief for motorists and domestic consumers through lower minimum pricing benchmarks for petrol and Liquefied Petroleum Gas (LPG), while establishing a higher floor price for automotive gasoil (diesel).

Under the updated framework, the minimum price floor for premium motor spirit (petrol) falls by GH¢0.70—representing a 4.35 per cent decrease—moving from GH¢16.09 to GH¢15.39 per litre. Similarly, the LPG price floor drops by GH¢0.16, or 1.15 per cent, easing from GH¢13.89 to GH¢13.73 per kilogram. Conversely, the minimum benchmark for diesel increases by GH¢0.32 per litre, rising 1.87 per cent from GH¢17.09 to GH¢17.41 per litre.

The revised rates follow the preceding October 16 to October 31 pricing window, during which petrol and diesel price floors had experienced temporary declines while LPG posted a notable upward spike. Industry analysts note that while lower price floors grant Oil Marketing Companies (OMCs) and LPG Marketing Companies structural headroom to reduce retail pump charges, actual final consumer prices remain subject to individual corporate pricing decisions.

The NPA emphasized that statutory price floors exclude specific commercial variables, including international oil trader premiums, bulk import and distribution operating margins, and local retail markup additions governed by the National Petroleum Products Pricing Formula. Although international crude oil prices have faced upward momentum, recent stability and appreciation of the Ghanaian cedi have helped temper external cost pressures across the domestic downstream energy sector.
