Leaked Draft Affidavit Exposes What Bheki Cele Told Vusi Cat Matlala About His PKTT Trouble
Controversial tender tycoon Vusimuzi “Cat” Matlala has made explosive allegations in a leaked draft affidavit, claiming that former South African Police Service Minister Bheki Cele offered to intervene and resolve the political killings task force’s (PKTT) severe operational impasse.
The report shows bribery at the highest levels of government, manipulation of state tenders, and cash payments. It was prepared while Matlala was in detention to bolster a planned plea and sentencing arrangement with the NPA and the IDAC. In late 2024, Matlala was hit hard by a PKTT raid that searched his house and business extensively and seized several guns, including licensed and guard ones, as stated in the draft document. On December 23, 2024, Matlala and Cele allegedly met at the Beverly Hills Hotel in Durban. During their meeting, the former minister allegedly offered to help with the task team’s investigation into Matlala’s affairs, and Matlala subsequently reached out to Cele for administrative relief and protection.
The public works and state security systems are further implicated in the larger webs of suspected influence peddling revealed by the leaked affidavit. In an effort to set up Medicare 24 Tshwane District for profitable future opportunities under the National Health Insurance (NHI) scheme, Matlala claims that senior police officials and former Deputy Public Works Minister Bernice Swarts facilitated government building leases on the SAPS Tshwane campus. Swarts has strongly refuted the claims, saying she has no knowledge of the charges and has never dealt with administrative procurement or met Matlala.
The news comes after Matlala’s previously planned plea agreement fell through. The proposal called for an eight-year prison term in return for state witness evidence against high-ranking politicians and police officers. Matlala officially withdrew his cooperation when the presiding magistrate rejected the modified sentence structure, causing the plea deal to fall through. The leaked accusations have sent shockwaves across the criminal justice system and intensified public scrutiny on political meddling, law enforcement integrity, and state procurement corruption, even though the charges made in the draft document have not been proved in court.
