The two-day Professional Certificate Programme in Hajj/Umrah Operations and Pilgrim Service Management, which began yesterday, is taking place in Kano and Lagos to strengthen regulatory compliance, operational efficiency and service delivery ahead of a phased transition to private-sector participation in pilgrim management, starting with 30 per cent involvement in 2027 Hajj.

NAHCON Chairman and Chief Executive, Ambassador Ismail Abba Yusuf, disclosed that the commission had secured a three-year phased transition arrangement with Saudi authorities to prepare Nigerian operators for increased private-sector responsibilities in managing pilgrims.

Under the arrangement, private-sector participation is expected to begin at 30 per cent in 2027 as the industry moves towards the emerging business-to-business (B2B) model.

Yusuf said the transition would give Nigeria time to strengthen its regulatory framework and equip licensed operators with the professional capacity required to operate under the changing Hajj management system.

He urged operators to prioritise pilgrims’ welfare over commercial interests, stressing that professionalism and effective service delivery would be crucial to the success of the reforms.

“The welfare of pilgrims must remain above commercial considerations,” the chairman said.

He reaffirmed NAHCON’s commitment to professional certification, digital transformation and effective regulatory oversight as the commission prepares the industry for the new operating environment.

The training is being organised by the Hajj Institute of Nigeria (HIN) in collaboration with the Association of Hajj and Umrah Operators of Nigeria (AHUON) and the Hajj and Umrah Tour Operators Association of Nigeria (HUTON).

HIN Rector, Professor Muhammad Nasirudeen Maiturare, said professional training had become essential to modern pilgrimage management, particularly as operators face increasing demands for accountability, efficiency and international service standards.

He identified corporate governance, risk management, operational coordination and effective pilgrim services as critical areas of competence for operators.

Maiturare also highlighted the institute’s academic programmes, including an MBA in Hajj Operations Management in collaboration with Ahmadu Bello University, Zaria, and a National Diploma in Hospitality and Hajj Management developed in collaboration with the National Board for Technical Education.

The training covers professional ethics, integrated operations management, lessons from the 2026 Hajj, leadership, conflict resolution, pilgrim welfare and collaboration with Saudi service providers.

The programme is expected to improve operators’ preparedness for the 2027 pilgrimage and support efforts to establish a more professional, competitive and pilgrim-centred Hajj and Umrah industry in Nigeria.

With private-sector participation scheduled to begin at 30 per cent next year, the transition will test the capacity of Nigerian operators to meet international standards while safeguarding pilgrims’ welfare under the evolving Saudi framework.
