TOR Workers Get 30% Salary Increase After 10 Years Without a Pay Rise – Edmond Kombat

The Managing Director of the Tema Oil Refinery (TOR), Edmond Kombat, has announced a 30 per cent salary increase for employees of the state-owned facility, following a decade without salary adjustments.

Kombat disclosed this while speaking at the Government Accountability Series on Monday, October 26, 2026, explaining that the increment followed negotiations between management and the relevant labour unions to address longstanding concerns about staff remuneration and improve workers’ welfare.

He said the salary adjustment formed part of management’s broader efforts to improve working conditions and resolve issues affecting employees.

According to Kombat, management had also reviewed and addressed more than 300 petitions submitted by staff members.

He noted that resolving the concerns increased the refinery’s wage bill by 10 per cent, a cost management had managed to accommodate.

“We also addressed more than 300 staff petitions. It increased our wage bill by 10 percent but we were able to shoulder it. This year, we also increased staff salaries by 30 percent. The fact that for the last 10 years, there had not been staff salary increments. We had to negotiate with the unions and make sure that staff salaries went up by 30 percent,” he said.

Beyond the salary increment and the resolution of staff grievances, Kombat said TOR had secured a consistent supply of crude oil to sustain its operations.

He explained that the refinery had previously faced challenges with crude oil availability, but the situation had improved, allowing the facility to operate with a more reliable supply of feedstock.

Kombat disclosed that TOR had received five million barrels of crude oil, with additional supplies scheduled monthly for the next six months.

He said the improved supply arrangements had helped eliminate the previous shortages that disrupted operations, providing the refinery with greater certainty in planning and maintaining production.
